The prolonged slump in oil and gas has challenged the province’s economy and housing sector over the last couple of years, but things are finally looking up. “A member survey showed home starts are expected to rise a modest 5.7 per cent in 2107,” Donna Moore, CEO of CHBA – Alberta, recently told New Home Guide. “That optimism likely reflects gains of almost 50 per cent in oil prices last year that are raising consumer comfort levels after a couple of tough years for the economy.” By mid-2017, more manageable inventory levels and improving economic conditions should support a modest gain in single-detached starts, echoes Canada Mortgage and Housing Corp. Need another reason to consider buying a new home in Alberta this year? How about the new carbon taxes? “(These) will no doubt have Albertans looking more closely at their utility bills and considering how to reduce costs,” says Moore. “Investing in an energy efficient home that saves you money and offers greater comfort will make more sense in 2017 than ever before.”

Canadian economy to pick up this year: Conference Board FOLLOWING AN INCREASE of just 1.3

per cent last year, Canada’s economic growth is expected to accelerate to 1.9 per cent in 2017, according to The Conference Board of Canada’s Canadian Outlook: Winter 2017. “Last year, Canada’s economic growth was held back by weak business investment and a disappointing export performance,” says Matthew Stewart, associate director, National Forecast. “Overall, we anticipate a better performance this year, as the energy sector puts less of a drag on the economy, exports manage a slightly better performance and government stimulus ramps up.” Highlights » Canada’s economic growth is forecast to accelerate to 1.9 per cent in 2017. » Improved export activity and increased government spending will partly offset slowing consumer spending and declining residential construction. » Business investment outside the oil and gas sector is showing some signs of recovery. Although Canada’s trade sector will likely encounter numerous speed bumps over the next couple of years, exports are projected to increase by 1.8 per cent in 2017 and see even stronger growth 2018 thanks to strength in the U.S. economy and a weak Canadian dollar. However, export growth will be held back somewhat by capacity issues over the near term. With most manufacturing sectors operating at capacity, the lack of investment spending to expand capacity will continue to limit the ability of firms to increase production, and hence, exports. While it is too soon to estimate the impact that the new U.S. government will have on Canada’s trade sector, it is highly 12 YPNEXTHOME.CA

probable that Canadian exporters will face greater protectionist measures under the Trump administration. Business spending outside of the oil and gas sector should finally see some growth this year. Nonresidential construction is poised for a gentle recovery, while machinery and equipment investment spending is also expected to turn a corner. However, this won’t be enough to offset further declines in oil and gas investment, which is projected to drop by 4.9 this year. Overall, business investment is projected to decline by 0.3 per cent this year, before increasing in 2018. While the household sector will remain a key driver of the economy in 2017, consumer spending growth is forecast to slow slightly amid mediocre employment gains and subdued wage growth. In addition, residential construction is poised to

fall as recent changes to mortgage rules take some of the steam out of the housing market. Housing starts will see to drop by roughly 185,600 units this year and rise slightly in 2018. One factor that is expected to give a boost to economic growth is the beginning of federal stimulus funds. The federal government is committed to increasing program spending and infrastructure funding levels, which will account for 0.3 percentage points of Canada’s economic growth in 2017. With economic growth remaining modest in Canada, the Bank of Canada is expected to hold off on any interest rate hikes until 2018, even then the rate of increase will be modest. As Canadian and U.S. interest rates widen, the loonie will lose ground against the U.S. dollar in the coming year, expected to average US$0.745.

in Canada announced in October are intended to reduce housing activity in Canada, with the aim of slowing the growth rates for house prices and mortgage indebtedness. Many mortgage applications in Canada will be stress-tested using a benchmark interest rate that is currently 4.64 per cent. By contrast, actual rates in the mortgage market are 2.5 per cent or lower. Opinions on the potential impacts vary, with many economic commentators expecting that the reduction of resale market activity will be in the range of eight per cent or slightly higher. Canadian housing market economist Will Dunning explores the housing market and economic issues, in a report called Slamming on the Brakes. The report agrees that an eight-per-cent initial impact seems realistic, but concludes that there will be subsequent effects. Ultimately, housing market activity will be reduced by at least double (and potentially triple) the eight-per-cent factor. There will also be negative effects in the broader economy. “There is a cliche that it isn’t speed that kills, it’s the sudden deceleration,” says Dunning. “A drop in housing activity that is larger than the government expects would have further consequences that it does not expect, including falling house prices in many parts of the country and related economic damage.” 22 YPNEXTHOME.CA

An eight-per-cent drop in housing starts would cost 25,000 jobs. Doubling the impact would cost 50,000 jobs. » Lower housing starts will reduce how much housing will be available in future. Because there will be less movement out of rentals into home ownership, vacancy rates will be reduced and rents will rise more rapidly, aggravating challenges for tenants.

“The government is aiming to reduce the risk of a housing market implosion,” says Dunning. “The new policy is based on a future event that is possible, but has a low probability of occurring – that in five years, mortgage interest rates could be more than two points higher than they are today. In so doing, it is creating a risk that is also possible, and seems to have a higher probability of occurring – that its policy could have severe negative effects for the housing market and the broader economy. What to consider when choosing a community Q: I’m looking to purchase a new home this year, can you provide some advice on how to choose a community to live in? A: Brenden Montgomery, general manager, Land Development, Wenzel Developments Inc. provides some tips on picking a community. “First start with putting together a list of your family’s needs and priorities. Then research the communities you’re interested in. Find out what amenities those communities have, what is under construction and what is planned for the future. “Determine what amenities are important to have close by such as schools, commercial and retail stores, parks, pathways, community centres, and so on,” he says. “The answers to these questions will help you and your family narrow down which communities meet your needs.”

Once you have narrowed down which communities you’re considering Montgomery suggests you “walk through the parks, use the playgrounds, and visit the stores and shops to really get a feeling of the community. If you get the opportunity, talk to people who already live there.” When considering each community proximity to work is often an important factor, but it needs to be balanced and measured against what else is important. For example, the distance to shops, services, schools, child care, places of worship, recreation ASK AN EXPERT: HEATHER RYAN or hospitals and other desirable centres, libraries,bymedical centres amenities all drive your choice when determining where you want to live and the location within that community. “Open space also plays a large role in choosing a community,” Montgomery says. “Most communities have a variety of green spaces that cater to different activities and recreational opportunities so identifying what types of open spaces are located where will help you choose a location to live within a community.” He notes that in some of the surrounding communities, such as Airdrie, you can often find larger lots than are available in Calgary, often providing a better value. “The important thing is to identity which amenities are most important to your family and your family’s lifestyle and then prioritize.”

Millennials collide with retirement goals of their boomer parents THE BOOMERANG effect is in

full swing, as many Millennials continue to lean on the boomer generation for financial support, according to a recent TD survey. At a time when the older generation should be preparing for retirement, many instead are experiencing a “déjà-boom” effect, as children or grandchildren return to the family home or need financial assistance. “As a parent or grandparent, it’s natural to want to help our kids and grandkids who may be facing financial challenges such as finding full-time employment or paying their day-to-day expenses,” says Rowena Chan, senior vice-president, TD Wealth Financial Planning. “It’s important that this desire to help is balanced with the goals you have when it comes to retirement.” Overall, 62 per cent of the boomer generation feels the “déjà-boom” effect is preventing them from saving enough for retirement. The survey also reveals that the tradeoff between providing financial support and saving for retirement is placing boomers under a considerable amount of financial stress. More than half (58 per cent) of boomers report feeling financially stressed and say their retirement savings are being impacted by their extended financial support of boomerang kids; one in four Canadian boomers admit to supporting their adult children or grandchildren. “While the déjà-boom effect may be an unexpected event in retirement planning, it is important for preretirees to remember that it’s not too late to plan for the future and achieve their goals. A lot can be accomplished in the 10 to 15 years before retirement and planning ahead is a key step in making the journey as smooth as possible,” says Chan. Be ready for whatever life throws your way Understand that your retirement goals are still within reach. Meet with a financial planner and do a goals-based assessment to determine what your options might be for supporting your kids while keeping your retirement plans on track. Identify short, medium and long term goals, and make sure they align with your kids’ goals. Negotiate the return Discuss how everyone can contribute to the household budget and operations. For example, you may be able to cover the basics such as room and board, but other cell phone bills, car payments or financial support for recreational activities are additional costs that could be covered independently.

contributing to this “new normal.” Of course, rising house prices, especially in hot markets such as the Greater Toronto Area and Greater Vancouver Area, has put added pressure on first-time homebuyers to save a larger down payment. Moreover, the new mortgage stress test implemented in October 2016, which is currently 4.64 per cent, means some prospective homeowners will either have to lower their budget or continue saving. “It is too soon to measure the impacts of this policy change,” says Will Dunning, Mortgage Professionals Canada Chief Economist and author of the Annual State of the Residential Mortgage Market in Canada report. “The survey finds that among potential homebuyers who expect to be subject

to that test, their ability to buy a home will be impaired. As a result, they also expect that there will be negative impacts in the overall housing market and in the broader economy.” Homebuyers are seeking various avenues to achieve their down payment; personal savings is still the primary source of their down payments, but homebuyers are more likely now than ever before to rely on other sources including, loans from financial institutions and withdrawals from RRSPs. There is also a larger dependence on the “Bank of Mom and Dad.” Many parents have enjoyed rapid increases in their home values in the past decade and a half, affording them the ability to assist their children.

WITH THE COSTS of buying and maintaining a home on the rise, Canadians are increasingly relying on secondary suites to help mitigate the costs of homeownership. According to a new report by Mortgage Professionals Canada, Canadians who purchased their home within the past two years reflect a “new normal” in the Canadian housing market. Thirty-four per cent of first-time buyers think it’s important to generate income from their properties, and 13 per cent of homeowners undertook renovations to add space for a rental unit. The report contains data obtained from various sources, including an online survey of 2,000 Canadians. According to the respondents, current homeowners renting a secondary suite indicated that it was a necessity, with 24 per cent stating, “I need to rent a room/unit in my home to afford my mortgage,” and 15 per cent acknowledging that they “would have to make major lifestyle changes if [they] did not have rental income.” “Creating income remains a useful tool for first-time homebuyers,” says Paul Taylor, president of Mortgage Professionals Canada. “People are looking for ways to make owning a home more affordable. Generating income allows them to reduce their mortgage more quickly.” Each year more than a third of mortgage holders take actions that will shorten their amortization periods, such as creating and renting a secondary suite. For homes purchased during 2014 to 2016, the average contracted amortization period is 22.4 years. The most recent buyers expect that, on average, they will repay their mortgages in 18.8 years, which is 3.6 years shorter than their average contracted period. There are multiple factors

The focal point of Carrington is the Major Activity Centre, which is included in Genstar’s land. This Centre will be the hub of employment, retail, eateries, services and transportation with BRT service first followed by a future LRT station – all within walking distance. “From our location in Carrington you’ll be able to visit this urban village without crossing any major roadways,” says Schmalz. “It’ll be a true mixed-use urban centre at your doorstep. You could work there and live in Carrington.” Builders in the first phase are Arcuri Homes, Excel Homes, Homes by Avi, and Jayman BUILT. Arcuri is crafting semi-estate homes starting from the $700,000s Excel and Avi are building move-up homes with front attached

It’s safe, friendly and focused on providing amenities for children. With many school zones, don’t expect to drive through this area very fast (the speed limit is 30 on half of the thoroughfares). The box stores and shopping centers close by are also a draw but people who still prefer eating out and nightlife might find this area to be a little on the sleepy side. Dollars & sense This part of the Southwest is well known for expensive homes but Haysboro is one exception where detached homes (mostly bungalows) are actually quite affordable by comparison.

Making the most of a new year By Hellen Buttigieg

I’VE BEEN BUYING the same planner for years, and I believe it’s the single most important part of my timemanagement success. One year, I tried using a digital calendar instead, but I was missing deadlines, confusing appointments and feeling overwhelmed. After a three-month trial, I ditched it and went back to my trusted paper planner. For a calendar system to work, you need to use it consistently. Choose one that suits your learning style and using it will come naturally. Your natural way of taking in information greatly affects which scheduling method will work best for you. Rather than trying to change yourself to adapt to your calendar system, select one that fits your learning and organizing style. If you are a hands-on learner (kinesthetic), choose a planner with a texture that is a pleasure for you to touch. What feels best in your hands: leather, faux crocodile or cloth? The physical act of writing down appointments and tasks will help you remember them. Place a sticky note on the front on your planner and list on it the things you must do that day and cross items off as you complete them. Use stickers to highlight important activities/events. If you don’t require the portability of a planner book, another option is a wall calendar or a whiteboard (with the days of the week across the top and the tasks written underneath). Hang it across the room and wipe off each task as it is completed. The key

to getting a good fit is to make your calendar interactive for your handson preference. You may also choose to use an electronic calendar to keep track of your commitments, as this will keep your hands busy while giving you greater flexibility and freedom to change plans when you need to. If you learn best by seeing (visual learner) paper agendas and large wall/ desk calendars work well for you. Choose a planner that is aesthetically pleasing to you. You will be drawn to fashionable colours, inspiring motivation quotes and beautiful pictures/artwork. Use bright coloured markers to highlight important events/activities on your calendar. Use sticky notes in various colours as reminders of important actions to take. A calendar with space for notes and to-do lists will allow you to see all of your commitments in one place, which will help you remember to check them more often. Alternatively, if you choose to use a computer calendar, you will likely want to print it out and use colour settings (i.e. to differentiate between work and family commitments). Most importantly for visual learners, keep your calendar in a place where you will get a clear view of it throughout the day. If you learn best by hearing/

speaking (auditory learner), it would be beneficial to have your to-do list and schedule both in one place and have it nearby at all times. This will help you remember to stop for an errand while already in that area. If you want to manage your schedule electronically, be sure to set alarms as reminders of important events/ deadlines. You may want to set your computer so it opens and reads your to-do list each time your start it up at the beginning of the day. If you prefer to use a paper planner, choose one that accommodates your handwriting style; i.e. if you have large handwriting or like to make lots of lists, you’ll want to use one that provides ample space for that. Systems that provide weekly/ monthly views will be more helpful to you, allowing you to look ahead and plan for both the busy and quiet times ahead. Are you working with the right team? By Jason Eldridge AS A FIRST-TIME homebuyer, to say the task of purchasing one’s first home can be a little daunting could is putting it mildly. Making sure you are surrounded by the right team of professionals from start to finish can make all the difference. So where do you start? Getting pre-approved for your mortgage financing is a critical first step. By doing so, you not only know what your purchasing power is, but you also have the knowledge of knowing your mortgage rates are going to be held for a minimum of 90 days, which will protect you if rates do go up during that time. As well, most realtors and or builders prefer if you have already been pre-approved for your mortgage. As soon as your mortgage preapproval is in place, you will likely want to work with a realtor to help you find your first home. Based on your budget, the location, style, size and other requirements you may have for your future home, a real estate professional will be able to help you find the perfect place. They will also help you with the negotiation process that will undoubtedly occur with most purchase transactions. After the purchase price has been agreed upon by all parties involved, you may choose to get a home inspection done for your own piece of mind as part of the conditions of buying that home. By having a home inspection completed, you will know if your future home either require immediately, or will be subject to any costly repairs in the near future. Now that all of the conditions have been met as per your purchase contract, you will need to get property insurance. Speaking with the company that holds your car or life insurance may be an excellent start. Once you have negotiated a purchase contract, and have acquired a full approval on your mortgage financing, you will need to seek the services of a real estate lawyer. Like any professional, not all are created equal, so calling around or getting referrals from friends and family could be very helpful. Getting quotes, and finding out if they have time to work with you is very important as purchasing a home can be a time sensitive situation. Some lawyers offer an “all inclusive” fee for

purchasing a home, while others may have a standard fee plus additional costs depending on the complexity of the purchase and the requirements of the financial institution providing the mortgage. By working with the right group of people to assist you with your first home purchase, you will find that if or when the time comes to sell and or purchase another property, you will be that more confident going through the process once again.
