Now that the calendar has turned to 2018, ending last year with the economy and housing market showing strong signs of recovery, there are further reasons for renewed optimism. In its 2018 Housing Market Outlook, ReMax points out that as oil prices stabilized, Calgary experienced modest average price increases in 2017 – rising by about two per cent to $487,931 from $478,100 in 2016. Home prices this year should hold steady. “The province of Alberta has fared better than what was originally thought three years ago when oil prices came crashing down,” Elton Ash, regional executive vice-president, ReMax of Western Canada, told NextHome. “Large mega construction projects well underway, as well as a more diversified economy, softened the blow. “Going forward, we will continue to see a relatively balanced market in Calgary and Edmonton. Buyers will continue to experience greater choice in the higher price ranges. However, lower priced starter homes and condos will still feel upward price pressure, as demand will remain strong in these more affordable areas.” Sounds like a great way to begin the new year.

CANADIAN HOUSING STARTS GAIN IN NOVEMBER Driven by demand from the multi-unit segment of the market, Canadian housing starts trended upward in November with 226,270 units compared to 216,642 units in October, according to Canada Mortgage and Housing Corp. (CMHC). This trend measure is a six-month moving average of the monthly seasonally adjusted annual rates of housing starts. “The trend in housing starts reached its highest level in almost 10 years this November, reflecting a second consecutive increase in multiple starts,” says Bob Dugan, CMHC’s chief economist. This
largely reflects construction of multiple units in Toronto. Calgary building starts saw significant increases with 390 single-detached dwellings in November 2017, slightly higher than the 346 at the same time last year and an increase of 13 per cent. Multiple-unit starts increased significantly to 1,114 in November, up from 399 the previous year. Total housing starts for the month reached 1,504, up from 745 last November. Edmonton saw an .08 per cent decrease in single-detached housing starts with 400 starts in
November 2017 compared to 436 at the same time last year. Multiple-unit starts decreased .04 per cent to 526 starts in November 2017, down from 550 last year. Total starts in Edmonton overall decreased by .06 per cent with 926 starts in November compared to 986 last year at the same time. CMHC uses the trend measure as a complement to the monthly SAAR of housing starts to account for considerable swings in monthly estimates and obtain a more complete picture of Canada’s housing market.

WHAT LIES AHEAD IN 2018? by WAYNE KARL
Well done, Calgary. You’ve weathered the natural resource storm over the last few years, and your economy and housing markets are poised to recover. In fact, the comeback is already on. But don’t just take our word for it. Indeed, all of RBC, The Conference Board of Canada and Canada Mortgage and Housing Corp. issued recent reports that point to the recovery. And another important vote of confidence recently came from the Real Estate Investment Network (REIN), which names Calgary as one of the top places to invest in real estate over the next 12 to 18 months. Let’s examine the key reasons these organizations are giving the city the thumbs up.

ECONOMY
The Conference Board of Canada, in its Metropolitan Outlook – Autumn 2017, says Alberta will boast the fastest-growing provincial economy this year. For Calgary, specifically, all the important numbers are trending in the right direction. Real GDP is expected to increase by 4.6 per cent for 2017 – and by a further 2.1 per cent in 2018. Calgary’s economy is benefiting
from higher oil prices and increased investment and drilling plans. At the same time, output in the construction sector is also bouncing back, the Board says. Despite still-high inventories, builders are coming back to Calgary’s housing market. Housing starts are expected to increase to 12,000 units for 2017 and to 12,200 units in 2018. Non-residential construction is also on the comeback trail.

Chief among them is the new $78-million Crosstown mixed-use development, which will see the construction of a pedestrian-friendly street area with shopping and four planned residential towers. In addition, the Alberta government has approved billions of dollars in infrastructure spending over the next four years. In Calgary, this will mean the construction of two new schools, the Green Line LRT and the $1.2-billion Calgary Cancer Centre.

HOUSING AFFORDABILITY
Mortgage rates are expected to rise modestly over the 2017-19 period, CMHC says. This increase is consistent with the expected improvement in domestic economic conditions and the predicted increase in world interest rates. The posted five-year mortgage rate is expected to lie between 4.9 and 5.7 per cent in 2018, and between 5.2 and 6.2 per cent in 2019, says CMHC. “We’re in the initial stages of a rising interest rate environment,” adds Robert Hogue, senior economist at RBC. “The end of ultra-low interest rates will signal a new chapter in the housing market.” Despite these increases, mortgage rates are expected to remain below levels observed prior to the Great Recession.
Growing evidence that Alberta’s economic turnaround is solidly on track has been positive for Calgary’s housing market, RBC says in its latest Housing Trends and Affordability Report. Housing affordability in the city – which remains among the best in the country – is broadly favourable for buyers. The modest pace of home price growth should keep homeownership affordable in the short term, RBC says. EMPLOYMENT
Unemployment is to fall to 7.7 per cent in 2018, down from a 22-year high of 9.4 per cent in 2016, according to the Conference Board. Job growth is projected to improve next year, but consumer spending will slow in step with JAN 5 - FEB 2, 2018 21

Such positive economic fundamentals translate into rising consumer confidence. With the economic recovery encouraging job creation through 2017, consumers opened their purse strings again, boosting retail sales by 2.2 per cent, the Board says. Such developments are among the reasons REIN ranks Calgary as the number two for investment destinations through to 2019. Edmonton was number one, while Okotoks was sixth and Airdrie ninth. “Alberta had an amazing last couple of decades of economic and demographic growth,” REIN Senior Analyst and bestselling real estate author Don R. Campbell told NextHome. In terms of average residential prices in 2017, Calgary and Edmonton both experienced modest growth, thanks to stabilizing oil prices. In Calgary, the average residential sale price rose by approximately two per cent, to $487,931 up from $478,100 in 2016, according to the 2018 ReMax Housing Market Outlook. Buyers and sellers remain relatively tentative, but the city’s ongoing evolution into a major tech and distribution hub, as seen with Amazon’s recent announcement that Calgary will house one of the company’s key distribution centres, is expected to increase confidence in the real estate market moving forward. ReMax forecasts average prices will remain the same for 2018.

A new community in Airdrie will house close to 1,600 residents in what’s quickly becoming the area’s most talked-about development in recent years. South Point by Vesta Properties, opened last November, is pioneering a much-needed overpass, the impact of which will serve as a key citywide connector. The 40th Avenue overpass, designed to bridge over the CP Rail tracks and connect to Main Street and the Queen Elizabeth II Hwy., will serve Airdrie’s growing communities – predominantly South Point. About 50,000 cars pass by Airdrie each day on the Queen Elizabeth II Hwy., according to the City of Airdrie. From a traffic congestion perspective, the overpass will bring relief to those commuters who want access to the highway and speedy travel to Calgary. Vesta Properties is also partnering with the City to build a Southern Connector to Hwy. 2, as part of the 40th Avenue Connector. The offramp from the highway will provide a highly anticipated connection to Vesta Properties-owned commercial land. 24 NextHome.ca
Kent Sillars, president of Vesta Properties, says while Calgary has grown, transportation has lagged, resulting in a bottleneck to get to the freeway. This is one of the things that makes South Point perfectly situated. “Once we get the southbound connector approved [by the City and the Province], it will make the community much more viable,” Sillars says. “It’s a big benefit for the people who live in the Southside of Airdrie.” South Point is located east of Hillcrest, south of Morningside and 40th Avenue S.W. and Reynolds Gate, west of the CP Rail tracks. This community will comprise single-family and row homes, townhomes, paired homes and apartments, The variety of home styles means there is something for every lifestyle and price point. The Southpoint community has twice the greenspace than any other currently in Airdrie. More than 12 acres of greenspace includes two parks, children’s play place, a tennis and basketball court, barbecue and picnic areas, as well as a school with access to

Whether you’re in the market for a newly built single-family home, condo or townhouse, make sure you are working with a reputable and trustworthy builder. 22X
EVOLUTION OF LICENSING
Mandatory builder licensing came into effect Dec. 1, 2017. Prior to that, there were no minimum qualifications required to be a home builder in Alberta. This put consumers at risk of falling prey to unqualified builders. The goal of builder licensing, under the New Home Buyer Protection Amendment Act, is to help ease the burden on homebuyers by clearly identifying the good builders and weeding out the unqualified ones. This new bill requires builders to show they are knowledgeable in home construction and are in good financial standing. Beyond that, builders must also maintain an active license to build new homes and secure warranty coverage, which provides further protection. WHAT THIS MEANS FOR HOMEBUYERS
This means that when newhome buyers choose a builder in 34 NextHome.ca
Alberta, they can feel confident they are getting a quality product from a reputable builder. The addition of warranty coverage means that consumers have a reliable resource to go to should something go wrong. FINDING A LICENSED BUILDER
Wondering if a builder you’re considering working with is upto-date with a license? Check out the Builder Registry that is now available on the Government of Alberta’s Municipal Affairs website. Other great sources to find a reputable builder are the Building Industry and Land Development Calgary Region (BILD Calgary Region), Canadian Home Builders’ Association – Edmonton Region (CHBA – Edmonton Region) and Urban Development Institute Edmonton Region (UDI Edmonton
Region) websites where you can search through Member Directories for each city. A NEW YEAR… WITH NEW MORTGAGE RULES by JASON ELDRIDGE
As we welcome in 2018, we can look forward to new hope, beginnings, opportunities, and yes, new mortgage rules. We saw earlier changes to the way mortgage financing is obtained, beginning October 2016. Until this point, however, the changes seem to have had the biggest impact on potential firsttime homebuyers, or clients who have had less than 20 per cent of the purchase price to be used as the down payment. Now, there’s a new “stress test,” and regardless of how much money you have for a down payment, your ability to qualify for mortgage financing will be based on the five-year Canadian Benchmark Rate (4.99 per cent at time of writing), or by adding two per cent to the contract rate for a fixed-rate term of five years or higher. So what does this mean in the grand scheme of things? Interestingly, clients have been qualifying for variable rate mortgages and fixed-rate term mortgages of four years or less by using the five-year Canadian benchmark rate for years. Again, it didn’t matter what the loan value was going to be; if you wanted a shorter fixed term or a variable rate mortgage, this has been the qualification process. So, once the dust settles in the early part of 2018 (and with any luck, we won’t have any additional rule changes for the next little while, at least), the challenge will be to understand these rules and how they might impact you. This
is where speaking with the right mortgage professional can make all the difference. There are basically three classifications of mortgages: Insured, insurable and uninsured. Each of these comes with different mortgage interest rates, depending on what the loan-to-value ratio will be. If you already own your home, and you purchased your property prior to October 2016, your options for renewal and transfers will be different than what they will be if you purchased your home after that date. Some banks offer only one interest rate for each type of mortgage, whereas other lenders offer lower interest rates depending on how much of a down payment a client may have, or how much equity exists. If you speak with a mortgage specialist that
understands the various options that are available, it can make a big difference in your interest rate and how much you can save over the life of your mortgage. As always, I welcome any questions or comments you may have regarding the information contained in my articles. Until next month…

Recently re-elected Calgary Mayor Naheed Nenshi shares his views on housing, transit and the development of Victoria Park
NextHome: Congratulations, Mayor Nenshi, on your reelection. How does it feel to be starting your third term? Naheed Nenshi: Thank you. It feels very good. It is always energizing to meet with Calgarians and speak about our community’s future. That’s amplified during a campaign. A municipal election is the largest public engagement process our city can do, and Calgarians clearly indicated they want bold action to build a better economy, a stronger community and an even smarter city hall. 40 NextHome.ca
NH: When you first became mayor in 2010, you believed urban densification was possible for the city. What are some of the key achievements and challenges on the downtown densification? NN: There has been a lot of
success as well as challenges over the last seven years. We achieved great success as a city in the build-out of the East Village, where we have attracted more than $3 billion in private sector development. The community is steadily growing, and, despite the downturn, we have had many great developments start
NH: Secondary suites are an attractive option for builders and for homebuyers in terms of affordability. What are your thoughts on this? NN: I completely agree! In my
mind, they are a no-brainer. Secondary suites increase the amount of rental housing available to Calgarians and allow homeowners a stream of income to better afford their own homes. It’s a win-win all around. NH: To improve the somewhat contentious relationship between the city and developers, you have tried to work on issues of mutual concern. Two are having new communities automatically zoned for secondary suites, and the adoption of six-storey wood frame buildings. How have these initiatives been working out? NN: I’m really pleased with
how we’ve been able to work
collaboratively over the past few years. Even the contentious issue of development levies was eventually solved in a very collaborative way, with industry support and unanimous consent on council. That sense of collaboration was very much a part of the other issues you mentioned. Secondary suites have been legal in all new communities since early 2011, and, since Jan. 1, 2015, sixstorey wood frame buildings have been allowed. These measures have increased housing affordability and builders’ options. Several six-storey wood frame buildings have been approved and are already going up across the city. NH: When it comes to densification, how do you convince Calgarians to give up the suburban life for downtown? NN: My plan has always been
about providing citizens with options – that includes a diversity of housing choices within a complete community. We need to continue to create great neighbourhoods where people want to live, work and place. A complete community will have the single-family and multi-family options that support a diversity of incomes and demographics. This includes products such as rowhouse and townhouse options, along with higher-end detached homes – all close to transit, retail and recreation amenities. NH: You have been talking about the redevelopment of Victoria Park for a while. Why should the City invest so much capital into the area?
NN: The redevelopment of Victoria
Park in the Rivers District is the next logical step in the build-out of the East Village. For the investment of $357 million since 2005, Calgary has gained more than $3 billion in private investment and a dramatically redeveloped desirable community in the East Village. As the East Village nears completion, it is logical to look at the opportunity to revitalize Victoria Park on the south side of the railway tracks. Together with the current facilities in the wider east downtown neighbourhood, we have the opportunity to create a truly dynamic cultural and entertainment district. With a $150-million investment to upgrade the infrastructure in Victoria Park – along with other targeted investments in the BMO Centre, the Arts Commons, Olympic Plaza and in a new Arena – we have the opportunity to build something truly special. But we need to get the financial solution, the partner collaboration and the planning exactly right to make it work. This is one of my priorities in this new term. NH: A new events centre is included in the Victoria Park development plan, one that is similar to the original CalgaryNEXT arena concept. Prior to the election, you shared the city’s funding proposal for it because Calgary Sports and Entertainment Corp. (CSEC) pulled out of the deal. What’s the latest? NN: The most logical and cost-
effective way forward is to build
the new arena and events centre north of the Saddledome (by the BMO Centre & Stampede Grounds and in between the Red and the Green LRT Lines). The City of Calgary’s latest proposal to CSEC was a very reasonable deal, and I think the majority of Calgarians feel similarly. The City remains at the table and is always ready to negotiate a win-win solution for Calgarians and the owners of the Flames. When the CSEC is ready to return, we’ll be there. NH: You are quoted as saying “Investments in public transit are some of the most important investments a government can make.” Why is it so important for Calgarians? NN: Besides the direct benefit
that transit has on reducing traffic congestion and improving commuting time for both transit users and private vehicle drivers, there is the immense environmental benefit of cleaner air and more efficient use of fuel and space. Transit provides an affordable mobility option for all citizens. With good transit, someone can more easily get a job in a different part of the city without having to buy a second car – so it’s not just about physical mobility, it’s about social mobility and fighting poverty… That’s why I’m so pleased that we are moving forward with the Green Line LRT. The massive project – one of the largest infrastructure projects in Alberta’s history—will eventually double the size of our current successful light rail transit system by adding 46km of rail stretching from 160 avenue in the north to Seton in the south.
