All the talk about Canada’s hottest real estate markets currently involves mostly Toronto and Vancouver. But would you believe, if we take this

discussion to a more historical level, Alberta, in fact, is a stellar performer? Indeed, according to data from ReMax, Calgary is second only to Edmonton as the top market in Canada in terms of annual rate of return over the last 20 years. Calgary has yielded 6.61 per cent from 1996 to 2015; Edmonton, 6.64 per cent. Those “hottest” markets of Toronto and Vancouver – 6.21 and 6.16 per cent, respectively. Exploring the typical new home buying experience By Donna Moore

THIS IS THE SECOND of a two-part

message that explores a typical new home-buying experience and factors to consider. Once you’ve decided on the priorities for your new home, the next step in the process is to visit showhomes and sales centres to see what’s available. The key to successful house hunting is to take your time, take a thorough look at the models and don’t be afraid to ask questions. The sales reps will have information available on the communities they build in, lots available and the different models they build. Keep in mind that a builder’s showhome is just one model they offer, but it’s a good starting point to gauge quality, details and standard features. While visiting the showhome, drive around the community and ask yourself if the location meets your needs. Does it have a good feel? Can you see yourself living there? Ask about development plans for the community, such as parks, pathways, roads, schools and retail. When touring showhomes, take a close look at the quality of each model home; compare layouts and sizes. Find out which specs are standard or upgrades and note the features that appeal to you. Review the available layout options; some builders offer several such as larger ensuites, IT centres or a fourth bedroom. During your showhome visit imagine your family’s daily routine throughout 10 YPNEXTHOME.CA

the seasons and think about whether the design will meet those needs. Ask about design flexibility and options or upgrade packages, such as lighting, cabinets, countertops and flooring. Also check out the lot availability and find out about landscaping for your property. Shop around for your builder as carefully as you do for your home. Check to see if they’re a member of the Canadian Home Builders’ Association - Calgary Region and ask about the warranty program and what it covers. While warranty coverage is now mandatory in Alberta for all new homes, all CHBA - Calgary Region builder members have had to belong to a new home warranty program as part of their conditions to join for many years as an added protection for their homebuyers. Do your homework – check the builder’s track record, ask how long they’ve been in business and ask for referrals from past customers, ask what to expect during the building process and find out about the important after-sales service. Find out the necessary deposit and whether you can make a refundable deposit to hold the home while you

consider your decision. Are you expected to make payments throughout construction or pay the full price of the home, less deposit, on the day you take possession? Find out when construction will begin, possession date, your contact person before and during construction and if you can visit your home during. When you have found the community and home you want, and you’re confident that you’re dealing with a quality builder, ask them to prepare a sales agreement. Have a lawyer review it before signing and you’ll have to finalize your financing. From there, you’ll work closely with your builder to see your purchase brought to a satisfactory conclusion, including choosing interior finishings. Just before completion, you’ll do a walk-through to verify the work has been done according to plan. In the end, you’ll find the time you took to pre-plan pays off with a rewarding new home-buying experience and a home you’ll love for years to come. Ottawa moves to raise minimum down payment requirement By Wayne Karl CALGARY, EDMONTON and other markets already experiencing a cooling are expected to be among the cities hardest hit by the federal government’s new minimum down payment requirement. Finance Minister Bill Morneau on Dec. 11 announced changes to the rules for government-backed mortgage insurance, intended to contain risks in the housing market, reduce taxpayer exposure and support longterm stability. Effective Feb. 15, 2016, the minimum down payment for new insured mortgages will increase from five per cent to 10 per cent for the portion of the house price above $500,000. The five-per-cent minimum down payment for properties up to $500,000 remains unchanged. The move represents a graduated approach to increasing the down payment requirement proportionally to the cost of a home. Canadians who already hold mortgages will not be affected by this announcement. “The actions taken prudently address emerging

vulnerabilities in certain housing markets, while not overburdening other regions,” Morneau says. “This measure will increase homeowner equity, which plays a key role in maintaining a stable and secure housing market and economy over the long term,” he adds. For those in Calgary and Edmonton, the move could have the unintended consequences of imparting additional cooling on already chilly markets. you likely already know that Calgary has been no stranger to critical acclaim from research institutions and media companies from around the world over the past several years. With awards such as the “fifth most livable city in the world” by the Economist Magazine under its belt – for five consecutive years, I might add – it’s probably no surprise to any of us that YYC was also named the “World’s Cleanest City” in 2015 by Mercer Global Financial. You see, many indicators used in these reports are quite similar. For example, those used by Mercer include the quality and availability of drinking water, waste management, pollution, sewage systems and traffic density to name a few. Some of these have to do with infrastructure relating to water and transportation which is also something that the Economist Magazine weighs in heavily on to determine its own statistics for the most livable cities. Without a doubt, the quality of infrastructure can be directly linked to the success of Green initiatives a city has that act to reduce poor health and unsanitary conditions. Because without large sewage drains, big landfills and public facilities to manage and deal with waste accordingly, issues would arise for such a place as large as Calgary. And as a matter of fact, our city was ranked the cleanest in the world because of its Green initiatives, not 18 YPNEXTHOME.CA

to mention bylaws such as $1,000 fines for littering. Simply dropping a cigarette butt on the street can get you stuck with one of these. But it really is Green initiatives such as Alberta’s Too Good to Waste program, which aims to divert as much waste as possible away from landfills, items like recyclables and other reusable parts, as well as other municipal programs such as Green Calgary that really make Calgary shine as the cleanest in the world. On a municipal basis, the Green Calgary program is just one of the initiatives that offer tips for all to living a Greener lifestyle such as packing a less-litter lunch for the kids or improving the compost for the yard. One of the long-term goals of this program is to be diverting 80 per cent of the cities total garbage away from landfills. The Green Calgary organization has been operating for nearly four decades – since 1978 – and also seeks to help locals

feel empowered in creating healthy communities and homes within through educating residents on the environment. Being born and raised in Calgary, I would always be the first to volunteer and tell you myself that YYC is a very clean place to live. But hey, don’t take my word for it this time around, but that of Mercer Global Financial and their findings for the “World’s Cleanest City” in 2015. Way to go Calgary! Down payment requirements change IN THE GOVERNMENT of Canada’s continuing effort to reduce the default risk of Canadians who are purchasing homes, it is again making changes to the down payment requirements. Effective Feb. 15, 2016, Canadians who are looking to purchase homes with less than 20 per cent of the purchase price as their down payment, could be looking at increasing their down payment portion based on the purchase price of the property. Under the new rules, if you are purchasing a home for $500,000 or less, you can still put down five per cent. If you are purchasing a property for $500,000 to $1 million, you will can put down five per cent on the first $500,000 and 10 per cent on the balance of the purchase price. For example, if you were to purchase a home for $750,000, your total down payment requirement would be $50,000 (up $12,500). When purchasing a property, there are many acceptable forms of down payment. Firstly most common is personal savings. You are required to have a minimum down payment of five per cent of the purchase price. So whether it’s taking a chunk of your monthly income and transferring these funds to a separate bank account, or selling an asset and depositing the money into your savings account, these funds may be used to purchase a home. Lenders require you to provide a detailed history of your bank account for the previous 90 days, showing the accumulation of such funds. If there are any deposits that exceed $1,500, you will be required to provide a paper trail for that deposit. This documentation will also be required for any investment accounts, such as stocks, bonds, mutual funds and tax free savings accounts that you may want to draw from. – if you are a first time buyer, RRSPs will be treated differently from a tax perspective. As a first time buyer, you have the option of withdrawing up to $25,000 tax free from your RRSP portfolio (assuming the investment vehicles you hold inside your RRSP are fully liquid or will be maturing by the time you require the funds). The funds must be paid back to your RRSP over the course of 15 years. If you don’t qualify under the First Time Homebuyers Plan, you may still use your RRSPs for the down payment, but these funds would be subject to withholding tax( usually five to 15 per cent of the amount withdrawn), and you would be responsible for claiming this withdrawal as income towards that year’s personal income taxes. Another source of down payment is a gift from an immediate family member (parents, siblings or grandparents). For most lenders, all that is required to verify a gift is a letter signed by the recipient and

donors, and to provide confirmation of the gifted funds being deposited to the recipient’s bank account. If you already own a home, and have built up equity in your property over the years, and you are planning to sell your property in order to move into the new one, you may transfer this existing equity from one property to the next. If you are taking possession of your new home prior to your existing property being released to the new buyers, you will likely need to arrange interim or bridge financing until the funds from the sale are received. If you are looking to purchase a second home or a revenue property, you may qualify to arrange a Home Equity Line of Credit (HELOC for short) that may be used as a valid down payment since you own the equity in your home. Today’s “Buyer’s Market” Could Mean Timely Savings On A New Home

The Canadian Real Estate Association (CREA) is projecting that Alberta’s real estate market will favour buyers more in 2016 compared to 2015. Specifically, the CREA believes this year’s buyer will benefit from greater choice and, thus, more negotiating power on price. In January, Intelligence House (IH) noted media coverage on this situation as it pertains to the Edmonton regional resale market where active listings began this year up 66% over last year (+28% across the Calgary region). These media stories mentioned households who have recently reduced their asking price in order to sell their home faster in today’s “buyer’s market”. Stories like this highlight the interesting process by which this market will eventually find a new balance between initial listing prices and what buyers are willing to pay. Eventually, the prevailing motivations of this year’s sellers and buyers will bring the number of active resale listings back toward more historically sound levels, at which point any buyer advantages that exist today will begin to deplete. We believe the positioning of this process can be statistically tracked by watching how current active listings compare with a rolling seasonal average over five years (Edmonton and Calgary regions’ active listings were 45% and 54% above this average respectively, at the end of December 2015). Currently, buyers in the Edmonton or Calgary markets can rest easy as it remains a good time to buy! However, if you are considering purchasing a

new home later in 2016, hindsight may reveal that right now is the best time to buy. IH has come to expect new home builders to be more price flexible when inventories of unabsorbed housing (yet ready for occupancy) is high by historical reference amidst high levels of inventory in their regional resale markets. In December 2015, the total amount of new housing units ready for occupancy in the Edmonton and Calgary regions were 18% and 12% greater than their respective five-year rolling seasonal averages. IH believes these increases are more temporary, rather than long term. Unsurprisingly, we noticed a number of timely promotions being marketed in showhomes and sales centres across these markets in January that were specifically, and in some cases aggressively, designed to move units that were ready for or nearing occupancy (the remnants of which might be viewed throughout the pages of this publication). That said, the key descriptor of these promotions is “timely”, as many were tied to specific units or a specific number of sales in 2016. Regardless, these promotions signal that new home builders are taking action to reduce any negative price pressure that an overabundance of move-in-ready homes might have on their market throughout 2016 by addressing this situation at the beginning of the year. With all of this in mind, the fact remains that the level of choice for buyers has increased, along with their negotiation power. If a new home is on your radar, it may be wise to make that decision sooner rather than later.

Tips for maintaining your home during the winter Q: Do you have any advice for maintaining your home during the winter? A: Whether you’re in a new or older home, there are certain things you need to do to maintain a warm, healthy home environment in the winter, says Ron Heggs, director of special projects for Shane Homes. “First, I recommend you check the furnace filter,” he says. “The furnace will have been working hard for the past couple of months, so you’ll want to change or clean the filter. Also check the humidifier if you have one; you may need to clean or change the evaporator pads. “It’s important to watch the humidity level in your home,” Heggs says. When the temperature drops below -15 C the humidity level shouldn’t be higher than 25 per cent.

“On those cold winter days, open your blinds to help prevent ice build up on the windows and give the air a chance to circulate so warmer air can get to the windows. “We also recommend people turn on vent fans in the kitchen and bathroom to get rid of excess moisture, and maybe run them longer than usual,” he says. “Also make sure to check these fans and clear them of any build up of lint, so they will run efficiently.” Homeowners should run their hands around exterior doors and windows to check for any drafts and, if necessary, repair the weather stripping, caulking or door sweep. ASK AN EXPERT: by HEATHER RYAN “It is also a good idea to drain some water from your hot water tank, especially if it’s a few years old, to remove some of the sediment from the bottom. The more sediment in the tank the less efficient.” Heggs also recommends checking the dryer vent to ensure it’s clear of lint, so that it will close and help keep cold air out. The good, the bad & the rest An almost entirely self-sufficient neighbourhood, this main street shopping area contains multiple dental and medical offices, banks, grocery stores among many other amenities that help to keep residents satisfied. It is only a quick 11-minute drive to the new hospital in Auburn Bay. Plenty of schools in this area, too.
