he Bank of Canada’s most recent rate announcement – holding its interest rate target at 0.75 per cent – is the continuation of good news for prospective homebuyers and those otherwise in the market for a new mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get

financing approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree there could be some movement later this year. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start the spring busy season off right by taking advantage while you still can.

henever there’s a real estate slowdown or any lingering economic uncertainty, would-be buyers plunk themselves firmly on the fence to see how things unfold before jumping into the market. Indeed, there’s plenty of news these days about sluggish sales and a withering economy, thanks to the recent tailspin in the oil and gas industry. For prospective buyers of new homes, however, those conditions affect mostly resale homes. Despite the current challenges, Calgary’s housing market is still healthy – coming off a record 2014, remember – and still among the most affordable in Canada (see page 44).

In the resale market, listings are up and sales down – conditions that could spell opportunity for buyers. In new homes, builders are recognizing current conditions and are planning for fewer starts than last year. This is a smart move for the industry and the economy, as a glut of new, unsold inventory does no one any good. While new-home prices are highly unlikely to drop as they might in the resale market – land acquisition costs and Development Charges are going up, not down – prospective buyers might be able to negotiate more upgrades and inclusions. If a new home is what you want, there’s really no reason to wait.

amilies looking to step back from the hectic pace of the big city and enjoy a tranquil setting and the charm of small town living, are eager to embrace Riversong in Cochrane. “The biggest appeal to Riversong is the lifestyle,” says marketing manager Nicole Westman-Jones. “Once people come into Riversong they love the look and feel of the community; it’s very peaceful, and Riviera homes back onto the treed escarpment and Bow River, so it’s a beautiful natural setting. The location also provides fabulous views of the escarpment, the Rockies, Bow River and the town of Cochrane. “We’re really pleased with the response to Riversong, especially to Riviera,” Westman-Jones says, noting that Riversong’s beautiful natural setting and diverse range of housing product has attracted a great deal of interest from everyone from first-time buyers to those seeking luxury. The release of Phase 6 offers tremendous choice for buyers with lots close to park space and pathways, and choices of laned, single and double front-drive and semi-detached lots.


TAMANI COMMUNITIES | Riversong

In Phases 5 and 6, Innovations by Jayman and Trico Homes are building semi-detached homes; Innovations by Jayman is building single- and double-front drive homes; and Trico is offering laned homes. There are six showhomes open in Phase 5 and homes start in the $340,000s including lot and GST. Also in Phase 6, Innovations by Jayman is selling townhomes that are now opened starting in the $330,000s. Innovations by Jayman has two showhomes open for viewing and has immediate possessions available. “Phase 6 is actually the last phase in Riversong where we’re selling starter product, so this is the last opportunity and buyers should act quickly to get the home and lot they want,” Westman-Jones says. In Phase 8, called Riviera, Jayman MasterBUILT and Trico Homes are “crafting estate front-drive homes that back onto the

Bow River,” she says. “Starting in the $530,000s these are affordable homes with lots that either face or back onto a park, trees or the river. “We also have front-drive Villa and Manors by Jayman that start in the $590,000s and immediate possessions are available.” Tamani has six showhomes in Riviera – four estate showhomes and two Villa and Manors showhomes. There are also a limited number of lots backing onto the river now selling in this phase. Along with an array of housing choices, a major attraction to buyers is that more than 40 per cent of Riversong is greenspace, including natural parks, tot lots and pathways linked throughout the community. It also features other established amenities such as the Bow Valley High School and the pedestrian bridge that crosses the Bow River and connects the community to downtown Cochrane. “We’ve developed a pathway system along the river that leads to the pedestrian/bike bridge,” WestmanJones says, noting it’s about a 10minute bike ride or a 20-minute-plus walk to Cochrane’s downtown. “We have also developed our second park, a pond along the waterfront and pathways throughout the community.” Riversong’s convenient location south of the Bow River and east of Hwy. 22 means it’s an easy 20-minute drive to Calgary’s west side or the mountains, and just minutes to downtown Cochrane where residents can enjoy an array of shops, restaurants and services. 2014 SAM AWARDS

finalists announced Canadian Home Builders’ Association ‐ Calgary Region has announced the finalists for the 2014 SAM Awards. The SAM Awards, now in its 28th year, celebrate innovation and excellence in the residential construction industry in Calgary and its surrounding region. The winners will receive their awards at the SAM Awards Gala on Saturday, April 18, 2015, at the Telus Convention Centre. “The record number of new construction starts in the Calgary region last year didn’t

stop our members from bringing home their best,” says Shane Wenzel, chairman of the SAM committee. Entries totaled 834 in all categories of new home construction, including new homes and condos, renovations, new communities, sales, advertising and marketing. A total of 116 companies are vying for 58 awards in different categories, including the top Grand SAMs – three builder categories (Builder of the Year, Builder of Merit for a small‐volume builder and Multi‐Family

Builder of the Year), Renovator of the Year, and Partner of the Year. “This competition is the highlight of the year for our members,” says Wayne Copeland, president of CHBA ‐ Calgary Region. “And it’s taken very seriously. I recommend getting a donair or shawarma here as they wrap it with an extra piece of thin pita that makes for a very clean and tasty late-night snack, because it’s nice to eat well without getting covered in food! Really, it must be much better health-wise to eat a sub packed with veggies than it is to jam your face with some greasy pizza or poutine, although sometimes the latter is just what food we crave at all hours of the night. Calgary – still one of the most affordable housing markets in Canada The state of Alberta’s housing affordability, while still generally positive, is being overshadowed by the effect of plunging oil prices on confidence in the market, according to the latest Housing Trends and Affordability Report from RBC Economics. The report, on the fourth quarter of 2014, indicates that home resales in the province plummeted during December and January, falling 35 per cent cumulatively following a strong summer and early fall. “We’ve also seen evidence of shaken confidence in Alberta’s housing market on the supply side with listings surging,”

says Craig Wright, senior vice-president and chief economist, RBC. “While we have yet to see this translate into widespread price declines, the earlier strong rate of property appreciation moderated substantially in Q4.” The RBC housing affordability measures, which capture the province’s proportion of pre-tax household income needed to service the costs of owning a home at market values, remained mostly unchanged in the fourth quarter (a decrease in the measure represents an improvement in affordability). RBC’s affordability measures for Alberta were stable for both two-storey homes (33.9 per cent) and condos (20.4),

while the measure for detached bungalows eased by 0.4 percentage points to 32.4 per cent. Affordability continued to be fairly attractive from a historical perspective and compared to other provinces. Housing affordability in Calgary actually improved in the fourth quarter of 2014, though cutbacks in the oil industry contributed to a drop in housing market confidence. RBC’s measures for Calgary fell 0.2 percentage points to 20 per cent for condos, 0.4 percentage points to 33.9 per cent for two-storey homes and 0.6 percentage points to 33.7 per cent for bungalows in Q4 2014.

Follow these steps to see if you’ll qualify for a mortgage on your dream home

Calculate the combined monthly before-tax income of you and your spouse. Divide by three. This figure is the monthly payment you can afford to make on your home. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most firsttime buyers take the 25-year amortization.)

Multiply this figure by the amount you need to borrow. Divide by 1,000.

Add to this your estimated monthly heating costs and monthly property taxes. If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.

» Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice andget pre-qualified.

MORTGAGE TYPES

ALL MORTGAGES ARE OF TWO BASIC TYPES: CONVENTIONAL The buyer can borrow up to 80% of the purchase price or the value of the property, whichever is less. The buyer has to pay 20% down. A conventional mortgage cannot exceed 80% of the value of the property. INSURED OR HIGH-R ATIO: A buyer can borrow up to 95% of the purchase price or the value of the property, whichever is less. The down payment can be as low as 5%.

MORTGAGE OPTIONS

You can choose any of these mortgage options which fit into the two basic mortgage types. Lenders may even customize these options to suit your needs. OPEN MORTGAGE: Allows borrowers to repay all or part of the total amount of their mortgage at any time without penalty. Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a short-term mortgage at high interest rates to a longer term when mortgage interest rates fall. CLOSED MORTGAGE: Usually has the lowest interest rate available but lacks the flexible features of other mortgage options. A good choice for those who want the security of knowing their monthly payment is fixed for a longer term. Prepayment options are available but they are subject to conditions. PORTABLE MORTGAGE: Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.

Spring is traditionally a busy time for people looking to buy either their first home or a move-up property. For those who have never gone through the process of buying a new home, it often leads to a number of questions about the construction process: How long will it take to build? In what order are things done? And when do you have to make final decisions about cabinets, fixtures, f looring and so on? New home builders are a great resource to help answer these and other questions that may arise during the homebuilding process. However, to help you further, below outlines a typical construction process. But keep in mind that this is a generalized description – your own builder may use a different approach. Also, note the process and schedule can be affected by the size and style of the house, construction techniques used, the amount of customized work being done, plus many other factors, so be sure to ask your builder for the specifics on your own home. Typically, before any construction begins, plans for your home are developed, finalized and submitted to the city’s building permit office for review and required permits are obtained. Construction begins with the foundation, so your house is staked out, the land is prepared and excavation is done with the footings being formed and poured. Utilities such as water, electricity, telephone and cable services may be brought in at this time. The foundation walls are erected and the foundation may be insulated and damp-proofed. Weeping tiles are installed and a city inspection of the foundation may be conducted before the outside perimeter is backfilled. At this time, you may be required by your builder to begin making your selections for interior finishings, such as type of flooring, tiles, cabinets, counter tops, paint, and so on. While it will be weeks before these items are needed, they are usually ordered early to prevent delays later. Next, exterior walls, interior partitions and the roof are assembled, framing and roofing is done and windows and doors are installed with the goal to “lock-up” the home as quickly as possible to protect it from the elements especially at this time of year when Calgary’s weather can go from sunny to snowy in hours.

Then, the basement floor is installed and electrical and plumbing services are roughed in, plus ducting for heating, cooling and ventilation is put in place. Don’t be surprised if another inspection is done at this time to ensure the home is being built according to code, plus electrical and plumbing inspections will likely be conducted as well. For the next several weeks, a great deal of work will happen inside and out, much of it at the same time and during this period of work, including insulation and drywalling. Another inspection may occur to ensure work has been done properly before the drywall is installed. Heating and cooling systems are installed, including fireplaces. Now the finishing touches begin as walls and ceilings are painted, flooring is laid, and cabinets are installed. Plumbing and electrical fixtures are put in, trim is applied, and interior doors are hung. Outside, siding, porches and decks, final lot grading and driveway and walkways are done. Several additional inspections may occur at this point. Finally, your builder will complete the final touches and clean up, and ask you to do a walk-through of your home with them to check for any deficiencies that may need to be addressed. Then any last-minute touch-ups will be done. On the date of possession, you will be handed the keys and now the home is yours. Both Canadian Home Builders’ Association (chba.ca) and Canada Mortgage and Housing Corp. (cmhc.ca) have excellent resources to help you through the process of building your dream.
