SEPTEMBER, BY CALENDAR if not by season, is a month of change. As the days get shorter and temperatures cooler, many people also see this as a period of new beginnings. Thankfully, this seems to be the case with regard to the Alberta economy and housing market, as the news continues to get better with each passing month. Real GDP growth is expected to hit 3.2 per cent this year, with more modest expansion of 2.1 per cent in 2018. The labour market is adding jobs – about 35,000 over the last 12 months, and net migration to other provinces is slowing. In the real estate market in the province, housing starts are showing signs of improvement. While starts in August are down over those for July, they are up more than 30 per cent compared to August 2016, according to Canada Mortgage and Housing Corp. Notably, this includes a 45-per-cent gain in single-detached homes, For Calgary, specifically, single-detached starts are up 17 per cent for August 2017 versus August 2016, and for all housing types up nine per cent. While these metrics might not match the growth of four or five years ago, they are further signs that the economy and housing markets are recovering.

ALBERTA’S ECONOMY GAINING MOMENTUM ALBERTA HAS SAID GOODBYE TO THE RECESSION, but it will likely be a few more years before a stronger and more resilient economy fully emerges, accordng to ATB Financial’s latest Alberta Economic Outlook. Still, there is some improvement with oil and gas, agriculture, food processing, tourism, retail and manufacturing all experiencing modest growth. The report provides insight into what may happen in the months ahead. The key results are:
• Alberta emerges from two years of recession with real GDP growth of about three per cent • Retail and housing sector performance are higher • Oil prices have dipped, and are expected to average below US$50 in 2017 • Trade talks with U.S. pose a risk to the economy • Tourism, agriculture and agri-food will continue to lead growth, but the oil sector remains the key driver in the province • Net out-migration to other provinces still likely to taper off later this year
“The energy sector continues to be challenged by oil prices hovering below $US50 per barrel,” says Todd Hirsch, ATB Financial’s chief economist. “At those levels, Alberta’s energy sector struggles. Drilling activity and hiring has picked up modestly, but growth in the sector remains tenuous and not likely to snap back to pre-recession levels anytime soon.” The labour market is adding jobs – approximately 35,000 over the last 12 months (up 1.5 per cent), though positions have tended to be lower paying and hiring in the private sector has been lagging. “Alberta’s economy is recovering, but it is not returning to what it looked like in 2014,” says Hirsch. “Instead, the economy is evolving into one that is more diversified, and more typical of other Canadian provinces. It is a slow process and it may be a few more years before we see a full economic recovery.” ATB Financial’s Economics and Research team is forecasting real GDP growth of 3.2 per cent this year, followed by a more modest expansion of 2.1 per cent in 2018.

Find a landscape company that will complete the task from start to finish and handle any subcontracting required. Know your options. When deciding which landscape company to hire, it’s beneficial to do your research. Ask to see their portfolio, view their website, and look into some of the products yourself. Keeping a beloved pet was once almost impossible for those retiring from a single-family home to a rental apartment. In fact, anyone renting a home would look high and low and sometimes choose sub-standard accommodation just so their Fido or Fluffy would be permitted to live with them.
With condominium life, however, that has changed. Most condominiums allow small pets, albeit with strong controls. Those controls are imposed by the owners themselves through bylaws that have the force of law. Bylaws are created at annual general or special general meetings, and are administered by the condominium Board of Managers. Like all laws, these can be changed. Check the bylaws of a new condominium development before you buy, and keep in mind that the new owners could prohibit pets. That’s not
of responsibility shown by petowning residents. Some buildings require pets to be carried through common areas, including lobby, halls and elevators. Silly? Not when you hear of leashed pets being swept away on an elevator after their owner stepped out. That can be fatal for the pet. Total discretion over pets is often given by bylaws to the Board of Managers. In other words, power rests with most Boards to allow or not allow any specific pet, or to prohibit any particular condo unit owner (or their tenant!) from having a pet.
Most condominiums allow small pets, albeit with strong controls. Those controls are imposed by the owners themselves through bylaws that have the force of law. common, but it is possible. In a long-established condominium, the bylaws have probably served well for many years, so if pets are allowed, that’s not likely to change. Pets are more easily accommodated, of course, in villa or townhouse condo developments than in highrise apartment condos. In the latter, bylaws sometimes limit pets to 10 kilograms each, and set a limit of one or two per condo home. Pooper-scooper rules are almost universal, as is the rule of having pets hand-leashed in common areas. Various other rules are possible, depending on the needs of a particular building and the degree 26 NextHome.ca
Exercised with discretion, that authority can allow a Board to ban troublesome pets, or prevent pet ownership by irresponsible residents, yet can allow most of us to enjoy the company of Fido or Fluffy in our condominium apartment, townhouse or villa home. CALGARY MILLENNIALS OWN MORE HOMES THAN THE REST OF CANADA ACCORDING TO THE ROYAL LEPAGE Peak Millennial
Survey, suppressed market conditions and ample supply in Alberta over the last couple of years has given rise to the highest proportion of peak millennial (aged 25 to 30) homeowners in the country, with 42 per cent of respondents owning property. “By and large, Millennials fare relatively well within the Alberta real estate market if they are prepared for homeownership and are competently managing their
debt levels,” says Dawn Maser, realtor, Royal LePage Benchmark in Calgary. “With commodity prices below their historical averages, market characteristics across the province have slightly stuttered in the past couple of years, resulting in inventory levels building up – particularly in the condominium segment – presenting prime opportunities to many who have managed to save their money through the good times.

SHOULD YOU GET A LONG-TERM MORTGAGE?

With Bank of Canada’s two recent interest rate hikes and the prospect of another one in October, some homeowners wondering if they should get a long-term mortgage. Expected rate increases can push Government of Canada bond yields higher, and the rate on a fixed mortgage is partly related to the yield on these bonds. The most common mortgage term is five years, but you can also find terms of six to 10 years. The longer term comes with a higher interest rate, but that’s the price you pay for added security. With some 10-year fixed mortgages having rates of less than four per cent, they look appealing if rates are expected to continue rising. However, there are a few things you should think about before locking in. • Potential penalties: If you currently have a mortgage and want to switch to a longer term, you’ll trigger a prepayment penalty. Lenders always include a clause in the mortgage contract that states how much you’ll have to pay if you decide to break your mortgage. Generally speaking, the penalty for fixed-rate mortgages is the greater of three months’ interest or the interest rate differential (IRD). • Consider a blend and extend mortgage: To get around the prepayment penalty, you could instead opt for a blend and extend
mortgage. Here’s how it works: Let’s say you have two years remaining on the term of your mortgage with a fixed rate of two per cent. You could convert that mortgage into a new loan with a blended interest rate. The rate would be set somewhere between your old rate and what’s currently available. Currently, the rate on a five-year fixed mortgage is around 2.65 per cent, so that means you could potentially get a new rate around 2.3 per cent on a new fiveyear mortgage. • Things could change: With the economy doing well, some economists believe additional rate hikes are on the horizon. Things may be pointing in that direction, but they’re just predictions. There’s no way of knowing for sure what will happen with the economy and how the Bank of Canada will react. Without accurate information available, it’s difficult to forecast anything. In other words, there’s no way of telling if getting a longterm mortgage is worth it, since interest rates could go up, go down or remain flat in the future. Instead of worrying about
what ifs, you can use a mortgage affordability calculator to estimate what your payments will be if rates rise. As long as you build in a bit of a buffer, rising rates won’t affect you much since it’ll still fit within your budget. • The bottom line: A 10-year mortgage will give you peace of mind, but it’s impossible to say if you’ll save money in the long run. Traditionally, homeowners who have gone with variablerate mortgages have paid less compared to fixed-rate mortgage holders. If you’re still unsure about what to do, contact with a mortgage broker who can go over all the options with you. As a first-time homebuyer, to say the task of purchasing your first home can be a little daunting could be putting it mildly. Making sure you are surrounded by the right team of professionals can make all the difference from start to finish. So, where to begin? Getting pre-approved for your mortgage financing is a critical first step. By doing so, you not only know what your purchasing power is, but you also know your mortgage rates are going to be held for a minimum of 90 days, which will protect you if rates go up during that time. As well, most realtors and or builders prefer if you have already been preapproved for your mortgage. As soon as your mortgage preapproval is in place, you will likely want to work with a realtor to help you find your first home. Based on your budget, the location, style, size and other requirements you may have for your future home, a real estate professional will be able to help you find the perfect place. They will also help you with the negotiation process that will undoubtedly occur with most purchase transactions. After the purchase price has been agreed upon by all parties involved, you may choose to get a home inspection done for your own piece of mind as part of the conditions of buying that home. By having a home inspection completed, you will know if your future home either require immediately, or will be
subject to any costly repairs in the near future. Now that all of the conditions have been met as per your purchase contract, you will need to get property insurance. Speaking with the company that holds your car or life insurance may be an excellent start. If you are looking to see if you can acquire better coverage at a lower cost, you may wish to seek the service of an insurance broker. Like a mortgage broker, they will shop your application to several different companies looking for the best price and coverage. Once you have negotiated a purchase contract, and have acquired a full approval on your mortgage financing, you will need to seek the services of a real estate lawyer. Like any professional, not all are created equal, so calling around or getting referrals from friends and family could be very helpful. Getting quotes, and finding out if they have time to work with you is very important as purchasing a home can be a time sensitive situation. Some lawyers
offer an “all inclusive” fee for purchasing a home, while others may have a standard fee plus additional costs depending on the complexity of the purchase and the requirements of the financial institution providing the mortgage. By working with the right group of people to assist you with your first home purchase, you will find that if or when the time comes to sell and or purchase another property, you will be that more confident going through the process once again. Are you thinking about buying a new home in Calgary some time soon? Whether you’re building from the ground up or are buying an existing residence, you’ll want to make sure that you choose the right house and end up 100 per cent satisfied with your purchase. So, how do you know if the house you’re considering is good for you? Here are steps you can take to ensure that you end up choosing the right one.
1 Building a new house The starting point when building from the ground up is lot choice. There are three main things you need to know about your lot: Price, lot coverage and what (if any) architectural controls there are in place. A lot with wider dimensions and away from a main highway is likely to cost more than a narrower one with a sound-barrier as its back fence, for example. A bigger lot may be ideal if you’re looking for more backyard space for the kids or to entertain guests. It also may give you more options when it comes to floorplans. Lot coverage is determined by the lot developer (usually a different company than the home builder) and dictates how long and wide your home can be. 50 NextHome.ca
New suburban home builders typically have pre-existing builds which already comply with the lot coverage for a specified lot. Keep in mind that the allowable length and width can restrict which floorplans there are to choose from, as some of these require the homes dimensions to be expanded. Architectural controls are a set of rules made by the developer that determine the design details of new homes. Some examples include the type of exterior, allowable colours, type of roofs and architectural style all together. New home builders will be familiar with all architectural controls in
new suburban communities and provide several design options if you choose to build from the ground up. It’s important you choose a community with architectural controls that you like!
2 Selecting from floorplans Some new-home buyers prefer to browse floorplans before considering the lot. Builders always have a vast selection of plans to choose from; it’s important that you take your time and really consider what features will fit your lifestyle best – not just now, but in two, five and even 10 years down the road. Some important questions to ask:
» How long do you plan to stay in your home? » Do you plan on having kids in the future? » Do you plan on having pets in the future? » Do you enjoy entertaining guests on a regular basis? » Do you like to play sports such as billiards or darts at home? Answering these questions and any others you can think of will help guide you to picking a space that has the size necessary to grow into and layout that’s compatible with your life. The amount of additional rooms and other functional spaces you end up getting will also affect your resale value down the road. Changing the floorplan can sometimes change the exterior look of the home. I recommend you determine what inside features you want first before considering exterior aesthetics, as the living space is much more important. New home builders will typically have a few show suites to give you an idea of the floorplan and interior features. Make sure to visit them all as well as many inventory homes if possible. If the floorplan you’re considering is different from the showhome, try to imagine
what the space would look like.
3 Finishings One of the most exciting parts about buying a new home is getting to have a say in the finishings. While most floorplans are pre-determined and customization is somewhat limited, there’s typically much more leeway when it comes selection of finishings. Some considerations: » Granite, quartz or stone countertops » Kitchen, bathroom and lighting fixtures » Wood, tile, carpet or stone flooring » Doors and trim » Paint colours » Kitchen and bathroom cabinetry » Appliance package » Window treatments – blinds, shutters » Architectural detailing
4 Storage options Once again, make sure to visit as many model homes from the home builder as possible. Not just one or two, but as many as you can! Home builders typically add a ton of upgrades to showhomes
which are chosen based on past demographics for that particular market. Visiting all the model homes available will give you an idea of how upgrades look in actual spaces and can help you determine exactly which ones you want in your home. Ask for a feature sheet that outlines which ones are add-ons and keep track of any you do like for further consideration later on. There are a number of online resources that can help you determine which look you want in your home. Pinterest and Houzz are two websites that offer inspiring photographs of finished interiors. The home builder’s design centre will also give you several ideas of how to combine flooring, paint, trim and other finishings. It’s worth taking a visit before your actual design appointment to get an idea of what you want.
5 Use an experienced buyers’ agent Last, but not least, is to enlist the services of a real estate agent who has extensive experience in helping people buy new homes from builders. At the end of the day, the home builders’ representatives work for the company, not for you, therefore, its best to have a third-party representative with you when visiting the sales centre or show suite. An experienced real estate agent will have your best interests at heart and help guide you through every step of the way, not to mention that they are paid by the home builder for their services – not by you! NEXTHOME: We’re supposed to see a National Housing Strategy at some point this year. What do you expect from it? DON CAMPBELL: Given the “optically driven” policy decisions we are witnessing across the country, it is really anyone’s guess what the announcements will be. But when the policies are announced and details released, we will be analyzing it in great detail. NH: Alberta seems to be
approaching a recovery. How long will it take to turn the corner, and which markets will show decent growth first? 66 NextHome.ca
DC: Alberta had an amazing last couple of decades of economic and demographic growth. In fact, they still have the highest average weekly wage in the country, despite it dropping significantly over the last two years. When you combine the decline in oil prices, the increase in the discount that Canadian oil is sold at, the inability for eastern Canada to see that buying oil from internationally questionable sources rather than from fellow Canadians, Alberta’s economy has struggled and so has its housing and rental markets. However, Edmonton has been protected from the worst of the downturn and will be the first to recover as the economy begins to re-ignite as its economy is much more diverse than other areas of the province.

NH: It’s been a year since Vancouver introduced a Foreign Buyers’ Tax. What has been the real, overall impact on the market there?
DC: Affordability of ground oriented units for families will be a growing problem. This will push people further out from the core regions and put a big demand on infrastructure spending (whether it be for light rail or road expansion. This is inevitable. However, we must factor in the government change as a market dynamic to watch. Policies matter, as Ontario is discovering and BC’s new government needs to ensure that it is designing and implementing policies that have a long-term positive impact on renters and homeowners, and to not just make expedient announcements for optical reasons.
DC: There was the expected lull in activity, especially in the $2 million-plus value category, but that capital has started to flow back in. And given the change in
