It’s official, Calgary: You’re back. Last issue, we wrote about how RBC, in its latest Housing Trends and Affordability report, cited Alberta’s economic turnaround as solidly on track. Similarly, the Conference Board of Canada, in its Metropolitan Outlook – Autumn 2017, proclaims Alberta is not just recovering, it is the fastest-growing provincial economy this year. Indeed, all the important numbers for Calgary are trending in the right direction. Real GDP is expected to increase by 4.6 per cent in 2017 and by a further 2.1 per cent in 2018. Unemployment is to fall to 8.7 per cent for this year, from 9.4 per cent (a 22-year high) last year, and to 7.7 per cent in 2018. Home builders, though inventories may be high, are ramping up activity and raising housing starts this year. One net benefit – and another important vote of confidence – comes from the Real Estate Investment Network’s (REIN). In its new report, Top Ten Towns and Cities in Alberta, Calgary and Edmonton are ranked as the top two places to invest in real estate. Both cities weathered the natural resource sector storm well, REIN says, and will lead the province in the next 12 to 18 months.

Well done, Calgary. A new report shows your city and Edmonton weathered the natural resource sector tumble well, and should begin recovery through 2018. The analysis, contained in the Real Estate Investment Network’s (REIN) report Top Ten Towns and Cities in Alberta, says the provincial capital and the largest cities will lead the province in the next 12 to 18 months. “Alberta had an amazing last couple of decades of economic and demographic growth,” REIN Senior Analyst and best-selling real estate author Don R. Campbell told NextHome. “In fact, they still have the highest average weekly wage in the country, despite it dropping significantly over the last two years. When you combine the decline in oil prices, the increase in the discount that Canadian oil is sold at, the inability for eastern Canada to see that buying oil from internationally questionable sources rather than from fellow Canadians... Alberta’s economy has struggled and so has its housing and rental markets. “However, Edmonton has been protected from the worst of the downturn and will be the first to recover as the economy begins to re-ignite as its economy is much more diverse than other areas of the province.” Lethbridge captures spot five, thanks to the fact it relies less 22  NextHome.ca

The macro factors in the future of the real estate futures of the top 10 locations include: 1. CONDO STYLES SO MANY FROM WHICH TO CHOOSE LINDA PALFI

Condominiums come in all types, sizes and shapes. There are several types of residential condos, and then a variety of styles available within those types. Let’s summarize your options as you consider your future condominium home. The first condo to come to most people’s minds, of course, is an apartment. Variations on the apartment theme include fourstorey walk-ups, highrises served by elevators, and then penthouses. Keep in mind that upon resale, the market has a bias in favour of views in highrises, and a bias against ground-floor suites. If you prefer ground-level, of course, this can save you money at purchase although, equally, it will somewhat limit the value when you need to sell. The apartment condo home market also pays more – and tends to buy more quickly – homes that face more than one direction, and in which at least one side faces the sunny south. There is a slight bias against suites that face only north, although I’ve had buyers who specifically wanted north-facing. Townhouse condos have even more variations than apartments. Some of them have full basements, while others are built “concrete slab on-grade.” Having a basement adds value that will be reflected in the price per square foot for the above-grade area of the home. Townhouses also have more value if they are built in a single row, with light from both front and back. Other townhouse designs are “back-to-back,” so 36  NextHome.ca

the non-end units have windows facing only one direction. In addition to all of these possible variations, townhouses can be built with every suite of two or three levels being vertically separate. Others are “stacked” three-storey buildings, with a bungalow suite on the ground floor, and a two-storey suite above. In some cases the bungalow extends under two back-to-back homes above, so the bungalow has windows front and back, but the homes above do not. Some townhouses have driveunder parking for one or even two cars, while most have stall or carport parking. With all these variations, the value of each should be obvious, and they combine with location to create the market value of each home. An increasingly popular condominium home type is retirement villas. These one-storey attached condo homes tend to be newer, are often alongside golf courses, and commonly have an age restriction, such as 55-plus. Villas are often built as duplexes, so every home has windows on three sides. Other factors influencing value in villas will be the inside area and number of bedrooms or a den, whether the attached garage is for one or two cars, whether the basement (if it has one) is finished, and whether that basement has a walkout with

lots of windows. Lastly, unattached singlefamily homes can be owned as condominiums. Called bare-land condos, these homes can be much like any other subdivision. Firstly, be assured that you own the land as much as anyone does anywhere else. You also own the entire house that has been built on the land you own. But you also share ownership of the condominium corporation that has a package of service and maintenance agreements you sign on to when you buy. In other words, it’s entirely your house, but you agree to exterior maintenance standards, and the work is done collectively to save money and maintain consistency. As well, you agree to jointly organized lawn cutting, landscaping and snow clearing. All-in-all, it’s a house, but for a modest fee, you can travel for months, or golf, and outward appearances will be maintained. CANADA’S REAL ESTATE SECTOR REMAINS RESILIENT While the Canadian real estate industry is still performing well, rebalancing portfolios, rethinking real estate and reinventing with technology will be the key to future success, according to the 2018 Emerging Trends in Real Estate report by PwC Canada and the Urban Land Institute (ULI). “Our national and local economies are greatly impacted by the real estate sector and therefore a healthy industry is good for Canada,” says Frank Magliocco, national real estate leader, PwC Canada. “Rebalancing, rethinking, and reinventing real estate in an increasingly challenging environment is critical to be successful today, and those that are able to move quickly and leverage strategic partners will be the real winners.” Demand to invest in real estate is taking place across the country. “From coast to coast we are seeing continued robust demand to invest in prime real estate in our cities, whether office buildings, industrial facilities, rental apartments and even retail,”

PROTECTING YOUR INVESTMENT by JASON ELDRIDGE

Whether you have just recently purchased a home, or you are looking for your future property, for most people, having house insurance in place and installing a home security system are usually the only protections they arrange. Granted, if you have a mortgage, you don’t have a lot of choice in the matter, as house/fire insurance is mandatory, and while many home security systems offer peace of mind against theft, fire, carbon monoxide and flooding, they also help reduce your home insurance premiums. When it comes to purchasing a home, we are bombarded with making what seems like endless decisions. Just when you think homeownership is in sight, you are asked by your mortgage broker if you have considered taking life or disability insurance. At this stage, many people are prone to waiving any type of coverage due to the additional cost it will incur… but is this the right decision? Let me start off by saying that I am not an insurance sales representative, nor am I licensed to sell insurance. However, I am mandated by RECA (Real Estate Council Of Alberta) and AMBA (Alberta Mortgage Brokers Association) to present clients with the most basic protection options for their mortgage. Having a financial planning background, I feel this is a value-added service that I can offer. If a client does wish to look at any of these options, I then complete a basic application with them and forward 44  NextHome.ca

it to an insurance company. A licensed insurance professional then contacts the client to continue the process. So why does one need insurance for a mortgage? The simple answer is to protect you and your family as well as your asset. There are life-changing events that can result in clients losing their homes due to a significant reduction in income, not allowing mortgage payments to take place, and resulting in either being forced to sell their home, or worse, the bank forecloses on their property. In the event that a death should occur, it would be nice to know you have an insurance policy in place to either pay out the remaining balance of your mortgage, or a term policy that provides the beneficiary with a lump sum payment they may use to either manage the mortgage payments or pay off the mortgage in its entirety. Imagine that you get injured in a freak accident, and it doesn’t

allow you to work and earn your regular income. For many folks, their employer offers short-term or long-term disability insurance. On the surface, this sounds encouraging. The problem is, with many disability policies, you only get a percentage of your income while you are recovering. So the question is… Can you meet all of your financial obligations if you are receiving anything less than 100 per cent of your regular income? If the answer is no, one alternative is to obtain additional disability coverage for such situations. Until next month…

DB: The goals of the two former organizations, UDI Calgary and CHBA - Calgary Region paralleled each other quite closely. We were very collaborative and spent a good deal of our time at the same tables, even the same events, so it has taken a much less rocky path as is the perceived norm. There have been a few challenges along the way, of course. We have lost some good people through natural attrition, but we have also gained new talented staff and the same applies to our membership. As far as our respective memberships went, there was a great deal of crossover between the two associations so that has helped. Our combined membership consists of builders, developers, renovators, suppliers, manufacturers, trades, consultants and professionals. They are successful as businesses because their leadership has the sophisticated perspective that acknowledges any positive influence the association’s work has for any particular group and also delivers a positive stimulus to them as well. There are many specialized disciplines involved, but it is still only one big industry. NH: Besides the prolonged slump in the economy and housing market, what are the biggest challenges home builders in Calgary are facing? DB: It is difficult to try to remove the economy from the challenge assessment equation. Ultimately, …continued on page 50

it influences everything. Most of our members have been through similar conditions before, though some economic downturns in recent past feel more like rehearsals to this one. One of the looming threats is a skill shortage. Most companies have fought hard to retain their skilled workers, but because of that prolonged slump, it was not always possible. Many skilled individuals have been lost to other occupations and some have relocated to other regions. Finding skilled labour has been and continues to be a challenge. Just because an economy may be bearish, legislators still legislate; policy makers still pump out policy; supply chain links falter. Resulting challenges are addressed continually. For the most part, optimism prevails, and with experience working in our particular region, most home builders are holding their own and their partners within the local industry are doing the same. NH: And how are the economy and housing market doing, as we look toward the end of the year? DB: I’m certainly not the industry soothsayer, but our Economic Advisory Committee has stated a position of cautious optimism. Overall, we are still in a protracted recovery period and as the second largest industry in the Calgary region, our condition is inextricably tied to the first largest industry here. We are seeing the return of some confidence on the part of consumers, but we also have a sizable portion of the local population that is not currently in the position to participate. For those who can, I remind you that now is a great time to buy a new home! NH: How is the Smarter Growth Initiative doing? 50  NextHome.ca

DB: I am very proud of what the association has done with the Smarter Growth Initiative. It tells the story of community and home building and facts behind development-related matters like housing affordability, land supply, policy changes, innovation, smart growth and more. It serves the public as well as decision makers by providing balanced, researched-based information on issues surrounding planning and development. The website (smartergrowth.ca) was recently refreshed, so if anyone is curious about how the transformation from “dirt to doorstep” happens, it’s a great site to surf. NH: Its goal is to raise awareness among Calgarians about growth and development challenges. It’s early days yet, but how well is the Initiative meeting this objective? DB: Very well. We have received a lot of very positive feedback. Some of my colleagues (met with) candidates in the (recent) 2017 civic elections, and we were extremely pleased with the number of candidates who have not only heard of SGI but how many of them use the program as an educational tool to help build out their platforms. NH: In the recent election, what other development matters were issues, besides the arena proposal? DB: There are a number of election issues that surround our industry. More than 80 per cent of all councilors’ work will

have something to do with our industry. Area structure plans, growth management boards, the Municipal Government Act and City Charters are some of the bigger topics... The redevelopment or revitalization of Calgary’s downtown core, and always, secondary suites. NH: Your take on the arena controversy? If it can all be sorted out, Edmonton is a living example of how significant an impact such downtown revitalization can have on a city… DB: Edmonton does provide an inspirational model of how a major or anchor attraction can be a catalyst for revitalization, but my instincts also tell me the environment and influences in place, as their community made the decision and built the facility and fostered that revitalization, was not identical to the environment in Calgary now. I am not stating that these things fall in place through serendipity and can never happen again. We just need to keep in mind that we should not expect to enjoy identical outcomes to their unique and encouraging results. Personally, I love great public gathering spaces and innovative architecture. I cannot help but believe that a new more versatile arena and fieldhouse will bolster the city’s image. Would either one represent the proverbial phoenix sending the message that we are still on the world map and going to overcome? It is a romantic notion, but yes, I think they would.

NEW RULES WILL PROTECT ALBERTA CONDO BUYERS by MARLENE EISNER

Future condo buyers in Calgary will soon be able to feel more secure in their purchase when the first set of government-approved regulations goes into effect in the new year. The first stage of amendments, effective Jan. 1, 2018, is focused on protecting condo buyers after they’ve committed to purchasing a new or converted property. The regulations were guided by feedback from condominium owners, developers, managers, legal and real estate professionals, as well as business and industry associations. “Albertans deserve to be protected when making a big purchase like a home or investment property,” says Minister of Service, Alberta, Stephanie McLean. ”Today, we have taken the first steps toward reassuring Albertans that their investments are properly looked after, so they can feel confident when investing in the condo market.” The Jan. 1 regulations include broadening the information developers must disclose to elected boards when the boards take over control of the corporation, such as technical documents and financial information. As well, agreements that can be terminated by the first elected board of a condo will be expanded to better protect condo owners from being stuck with poorly negotiated agreements, including landscaping and maintenance. which an owner may call special meetings of the corporation, and the government will have additional inspection powers and the ability to issue fines to developers, if the rules are not being followed. Coming into effect in April are rules that will require developers to give buyers an occupancy date so they know when their units will be ready, and concrete remedies, including the ability to end a contract, when the unit is not ready on time. As well, developers will have to provide more information to condo buyers, including materials to be used to finish the condo and other fees that the developer will charge the purchaser. The new rules will require the purchaser’s trust money to be held by a lawyer instead of the developer, and create specific rules about how it’s handled. There will also be a process in place for condo

corporations to recover costs directly from the developer when the developer has deliberately underestimated expenses for things like heating, maintenance and management during the marketing process. “Condo owners in Alberta have been eagerly anticipating these changes,” says Terry Gibson from the Condo Owners Forum Society of Alberta. “The new rules give us more options and more information up front, and help us better protect our investments.” A second set of regulations focused on improving condo living is underway. The government recently closed an online survey that invited the public to provide feedback on issues ranging from how meetings are run and how votes take place, and who should repair units and pay for insurance, to how reserve funds are managed and what kind of say owners get in the rules the board makes.
