No one could blame first-time homebuyers for feeling a little downtrodden these days. Prices – especially in piping hot markets such as Toronto – continue to soar, adding yet another challenge to their homebuying aspirations. Now comes the latest round of changes to mortgage regulations (see page 7), which, while intended to impart a cooling to the market overall, again make it more difficult for young Canadians to buy a home. Ultimately, the effort is meant to produce a National Housing Strategy – a challenge in itself when there really even isn’t a national housing market. This latest round of mortgage changes underlines just what a challenge this will all be. Canada is a vast country with diverse economies and housing markets, and we need a strategy that takes such provincial or regional differences into account, not blanket policies.

Here we go... again! By Jason Eldridge WELL IT DIDN’T TAKE the Finance Minister and the federal government long to announce their latest round of policy changes when it comes to qualifying for mortgage financing. The only real difference this time around, was there was virtually no warning and only a couple of weeks until the new rules would be implemented. Given the significance of these changes, especially to first-time home buyers, it is important to examine these changes and their potential impact. In an effort to stabilize an “overheated” housing market, primarily in Toronto and Vancouver, the government announced these changes with the intention of protecting the financial security of Canadians, supporting the longterm stability of the housing market nationally, and tweaking the capital gains tax rules that are enforced with the sale of existing properties. Between 2008 and 2015, there have been five rounds of changes made to the eligibility rules, aimed at encouraging insured borrowers to build and retain housing equity, and take on mortgage debt that they are able to service over different economic cycles. Effective Oct. 17, all high-ratio insured homebuyers must now qualify for mortgage financing based on the greater of their contract mortgage rate or the Bank of Canada’s conventional five-year benchmark rate. This requirement will also be extended to low-ratio insured mortgages effective Nov. 30, 2016. Although this fundamental change may come as a surprise to many, this requirement has already been in place for high-ratio insured mortgages applications where the client has either wanted a variable interest rates or fixed interest rates with a term of less than five years. Qualifying for a mortgage by applying the typically higher Canadian benchmark rate when calculating

a borrower’s gross debt and total debt service ratio will serve as a “stress test” for homebuyers. What this change hopes to do is provide new homebuyers a buffer to be able to continue servicing their debts should interest rates rise, or if there is a reduction in household income. So what does this mean to first-time and repeat buyers? On average, by having to qualify for mortgage financing using the fiveyear Canadian benchmark rate, the maximum purchase price will drop by approximately 21 per cent given existing five-year contract rates. If you are wishing to restructure or refinance your existing mortgage or purchase a property with at least 20 per cent of the purchase price to put down, similar qualifying rules will apply in many cases. Many lenders “back-end insure” mortgages with more than 20 per cent down. As of Nov. 30, these lenders who use portfolio insurance and other discretionary low loan-to-value ratio

mortgage insurance will have to meet the eligibility criteria that previously only applied to high-ratio insured mortgages. However, homeowners with an existing high-ratio insured mortgage, including those renewing or transferring an existing high-ratio insured mortgage to another lender, are not affected by this change, as high-ratio mortgage insurance spans the life of the mortgage. Finally, the proposed tax measures announced by the government would improve tax fairness and the integrity of the tax system. This would better ensure that the principal residence exemption is available only in appropriate cases, and in a manner consistent with the Canadian resident and one-property-per-family limits. WHY SHOULD YOU buy a new home,

versus resale, in Calgary? New design and warranty, built-in customization and a fresh start are just a few reasons, but there are not-so-obvious others that you should definitely consider the next time you are thinking about buying a property in Calgary. 1. Energy and cost savings New homes today are far more energy efficient than those built just five years ago, let alone ones that are 10 or 20 years old. Window technology, for example, has advanced tremendously over the past decade. Why settle for a property with single-paned, energy-wasting windows when you could buy a new home with ones that are double or triple-paned and coated with the latest lining that helps to reduce both energy and pocket-book expenditure? Light switches have also made a huge leap. Today, it’s a regular thing to see sensors on light switches that will turn a light off once the room has been empty for a certain amount of time. The same goes for “learning thermostats” that have been proven to significantly reduce both heating and cooling costs. Because of such new home technologies, you will also inadvertently become a more responsible steward of the planet by reducing your environmental footprint no matter how small that change may be. 2. Low maintenance Another benefit of new home 20 YPNEXTHOME.CA

technology is the low maintenance that comes with. Since they are new, they should require much less maintenance for an extended period of time compared to a similar resale home that is five years or older. New homes are made from cutting-edge building materials that are much less needy when it comes to care and maintenance and are more durable than older counterparts in many instances. Q: What’s new in decor this holiday season? A: “This holiday season we’re seeing three colour trends,” says Kim Chapman, interior designer for Shane Homes. “The first is rustic with blues, green, brown, gray and whites; the second is bright, bold and colourful with red, yellow, lime, turquoise and tangerine; and the third is jewel with purple, plum, cherry, black and metallics (pewter and gold).” Chapman notes that rather than going with the traditional red and green decor at Christmas, “people are trying to decorate to match the interior bringing out the colours they already have in their home.” Some new ideas for decorating are variations on the traditional Christmas tree, she says, such as using branches off evergreens, placing them in a large vase and decorating them. “A fun idea is having a large felt tree on the wall, which the kids

CANADIAN ECONOMIC growth will

snap back after a second-quarter contraction and will get further lift in 2017 from rising energy prices, low interest rates and federal stimulus, according to the latest RBC Economics Outlook report. The RBC forecast calls for real Gross Domestic Product (GDP) growth of 3.7 per cent (annualized) in the third quarter of 2016, as rebuilding takes place in Alberta, followed by a slower 1.9-per-cent gain in the fourth quarter. “The Alberta wildfires and sharp pullback in oil sands production in May took the Canadian economy on a brief detour into negative growth,” says Craig Wright, senior vice-president and chief

economist at RBC. “Yet the recovery should spur a similarly sharp rebound in growth in the latter half of this year and we anticipate that momentum will carry over into next year.” Canadian GDP growth is expected to accelerate to 1.8 per cent in 2017 from 1.3 per cent in 2016. With core inflation likely to hover around the Bank of Canada’s two per cent target, there is little reason to take action on interest rates. RBC expects BoC to hold its overnight rate steady well into 2017. RBC projects oil prices to gradually rise to $50 a barrel in 2016 and push higher toward $60/barrel in 2017. RBC expects the economies

of Alberta, Saskatchewan and Newfoundland and Labrador to contract further this year as the oil-producing provinces continue to struggle with low revenues and private sector restraint. Some of the recent weakness in Alberta from the wildfires in Fort McMurray should start to reverse in the second half of 2016. All other provinces except New Brunswick are expected to continue to expand in 2016, albeit at varying paces. “Momentum appeared to slow this spring in several oil-consuming provinces, including Ontario, Quebec and Manitoba, and we lowered our 2016 growth forecasts for eight provinces,” says Wright. “Our 2017 outlook shows more balanced growth across the country, with Alberta and Saskatchewan returning to positive growth and economic activity moderating in British Columbia.”

The Open Hearts Icon sculpture, an original design created by well-known actress, activist and artist Jane Seymour, was recently unveiled to the public and now stands as testament to the community’s openhearted and welcoming atmosphere. The Open Hearts Icon was gifted to Legacy by the community’s master planner, WestCreek Developments in an effort to promote public art in suburban settings and to enrich the community environment. The Open Hearts concept, which inspired the art installment, reflects a vision for Calgarians to live with open hearts and grow closer to one another through acts of togetherness and community. The sculpture’s placement in a suburban community reflects WestCreek’s vision for its residents to be able to enjoy Calgary’s growing cultural landscape from the comfort of their own homes. “The Open Hearts symbol was inspired by my original artwork, and I am so pleased to have had the opportunity to transform that inspiration into this meaningful community icon,” Seymour says. “It is my personal belief that love should have no boundaries, flowing unconditionally and inviting others to give and receive love as well. The Open Hearts Icon sculpture is intended to bring the people of Legacy together in this way and I am proud to be a part of this community’s journey to openness and togetherness.” The addition of the sculpture to Legacy brings an added element of urban culture to suburban living at a time when, more than ever before, Calgarians are seeking to experience cultural highlights, such as the arts, in
