Worth the wait CALGARIANS ARE READY TO BUY, WITH GOOD REASON It’s been a challenging last few years, Calgarians, thanks to the provincial economic slowdown, courtesy of the oil and gas slump. But those days, we’re happy to see, are coming to an end. And prospective homebuyers are taking note. Indeed, resurging confidence in the economy and employment is boosting homebuying intentions among Canadians to the highest levels since 2010. And would-be buyers in Alberta, it turns out, are the most confident in all of Canada, according to RBC Royal Bank. Why, exactly? Important signposts such as projected GDP growth,

employment growth, housing affordability and, though rising slightly, still-low interest rates. Against the backdrop of such improvement, Calgarians are wisely planning their purchases carefully; the new mortgage “stress test” is encouraging buyers to make sure they don’t take on more home than they can afford. After a few years of pentup demand, savvy buyers are, in RBC’s words, taking a more informed journey to homeownership, based on facts, not emotions. And that’s a good thing. Enjoy, Calgary. We hope it’s all worth the wait.

Mattamy crafts communities that respond to buyers’ needs, lifestyles

W

ith four active communities, and one more on the way, Mattamy Homes has plenty to smile about. For example, for its northwest Carrington community research showed respondents desired a contemporary look, which Mattamy tied into its mountain theme, creating a new architectural style called Mountain Contemporary. Meanwhile in its new community of Yorkville, Mattamy is creating two-storey Brownstones along the entry into the community that overlook a bike path and pedestrian walkway to reflect responders’ desire for use of brick and having the ability to connect to parks and green space at their doorstep. Mattamy is also known for building communities in a continuous manner. “We build in an organized manner with our land development and construction teams working closely together, as we move through a community. This ensures our homeowners are not living in a construction zone and creates efficiencies that allow us to drive value for our homeowners to benefit from,” Saunders says. Over the past nine years Mattamy has crafted communities in Airdrie, Calgary and Chestermere and is currently crafting the five following communities.

Townhomes. Townhomes feature either single- or double-car front attached garages, range from approximately 1,100 to 1,700 sq. ft. and start in the $250,000s. SOUTHWINDS

WHAT LIES AHEAD FOR 2018?

HOUSING MARKET OUTLOOK

Things are looking up, Calgary. You’ve weathered the natural resource storm over the last few years, and the economy and housing markets are poised to recover. The comeback, in fact, is already on. Let’s examine the key reasons the city deserves the thumbs up. Economy The Conference Board of Canada, in its Metropolitan Outlook – Winter 2018, says Calgary will boast among the fastest-growing economies this year. Real GDP is expected to ease slightly to a sustainable 2.5 per 16  NEW COMMUNITIES  |  SPRING 2018

cent, after 4.6-per-cent growth in 2017, but this is higher than the 2.1 per cent the Board original forecast for this year. Up the highway in Edmonton, GDP is expected to grow by 2.2 per cent this year. These gains will be enough to help both cities recoup the losses

of 2015-16 following the oil price collapse. At the same time, output in the construction sector is also bouncing back, the Board says. Despite still-high inventories, builders are coming back to Calgary’s housing market. Housing starts are expected to increase


Interest rates Mortgage rates are expected to rise modestly over the next couple years, according to Canada Mortgage and Housing Corp. This increase is consistent with the expected improvement in domestic economic conditions and the predicted increase in world interest rates. The posted five-year mortgage rate is expected to lie between 4.9 and 5.7 per cent in 2018, and between 5.2 and 6.2 per cent in 2019, says CMHC. “We’re in the initial stages of a rising interest rate environment,” adds Robert Hogue, senior economist at RBC. “The end of ultra-low interest rates will signal a new chapter in the housing market.” Despite these increases, mortgage rates are expected to remain below levels observed prior to the Great Recession.

Housing affordability to 12,200 units in 2018, after 12,000 units in 2017. Non-residential construction is also on the comeback trail. Chief among them is the new $78-million Crosstown mixed-use development, which will see the construction of a pedestrian-friendly street area with shopping and four planned residential towers. In addition, the Alberta government has approved billions of dollars in infrastructure spending over the next four years. In Calgary, this will mean the construction of two new schools, the Green Line LRT and the $1.2-billion Calgary Cancer Centre.

Growing evidence that Alberta’s economic turnaround is solidly on track has been positive for Calgary’s housing market, RBC says in its latest Housing Trends and Affordability Report. Housing affordability in the city – which remains among the best in the country – is broadly favourable for buyers. The modest pace of home price growth should keep homeownership affordable in the short term, RBC says.

Employment Unemployment is to fall to 7.7 per cent in 2018, down from a 22-year high of

9.4 per cent in 2016, according to the Conference Board. Job growth is projected to improve, but consumer spending will slow in step with the economy. Though Calgary’s unemployment rate was expected to fall for 2017, it was likely to remain above the national average.

Why all of this matters… Such positive economic fundamentals translate into rising consumer confidence. With the economic recovery encouraging job creation through 2017, consumers opened their purse strings again, boosting retail sales by 2.2 per cent, the Board says. Such developments are among the reasons REIN ranks Calgary as the number two for investment destinations through to 2019. Edmonton was number one, while Okotoks was sixth and Airdrie ninth. In terms of average residential prices in 2017, Calgary and Edmonton both experienced modest growth, thanks to stabilizing oil prices. In Calgary, the average residential sale price rose by approximately two per cent, to $487,931 up from $478,100 in 2016, according to the 2018 ReMax Housing Market Outlook. Buyers and sellers remain relatively tentative, but the city’s ongoing evolution into a major tech and distribution hub, as seen with Amazon’s recent announcement that Calgary will house one of the company’s key distribution centres, is expected to increase confidence in the real estate market moving forward. The paired homes will be priced from the low $300,000s, while the laned homes from the $370,000s. “There is a pent-up demand for this type of product in Okotoks and these homes will appeal to first-time buyers from Okotoks, 25- to 34-somethings moving up from a rental or condo ownership or those looking to setting down roots with a partner,” LePan says. “We also see these homes appealing to young families moving from Calgary as a lifestyle choice, families moving into town from Foothills MD looking to upgrade to a new home and downsizing couples moving from within Okotoks.” LePan notes that front attached garage homes will be added to the housing product mix later this year. Getting to know your new home warranty by CARMEN WYTON You’ve shopped around, analyzed your options and made the decision to purchase a newly built home. One of your primary roles as the homeowner is to educate yourself. This includes getting to know your builder and making sure your home is ready to stand the test of time with the help of a new-home warranty.

There are seven warranty providers builders can partner with in Alberta, so familiarize yourself with your builder’s provider. Key questions to ask your provider include: • When your warranty start dates are • What base and additional coverage is offered • How to make a claim

1-2-5-10 COVERAGE BILD Alberta members have been protecting homeowners by securing warranty coverage for more than 40 years. In 2014, the government of Alberta introduced the New Home Buyer Protection Act to ensure every newly built home has the minimum one-two-five-10 warranty coverage. This covers: • One year for labour and materials including finishes like flooring, paint or trim; • Two years for delivery and distribution systems such as heating, plumbing and electrical; • Five years for building envelope protection including the roof and walls; and • 10 years for major structural components, including the frame and foundation.

ADDITIONAL COVERAGE Now that you know about the one-two-five-10 mandatory coverage, take some time to look at additional coverage options that are available through your warranty provider. One area to look at is prepossession coverage including deposit protection. Putting a sizeable deposit down on your home is a large financial commitment. It’s important to note that deposit protection is not part of mandatory coverage but would help protect you in the event that your builder defaults. Consider consulting with your real estate

lawyer to help navigate all additional warranty options. WARRANTY PROCESS In the event that you encounter an issue with your new home, your first step is to contact your builder to discuss it. Your builder may be able to address it directly. If it cannot be resolved with your builder, contact the warranty provider to guide you through the process of making a claim under your policy. With the number of reputable new-home builders in Alberta, you may never need to make a claim. However, it’s important to have your ducks in a row so you have peace of mind in your new home. 1 CUL-DE-SACS For families, cul-de-sac’s generally provide a safer outdoor play space compared to regular streets. With homes all facing one another, they tend to promote friendly interaction between neighbours and lower the prospects of crime.

PARK ACCESS All new suburban communities have a master plan that usually includes large park spaces. Buying a home in such a location may be something you and your kids prefer and enjoy over the years. Some Calgary communities are located close to vast natural areas. NEW COMMUNITY PHASES Consider the exact location of your prospective property in relation to future phases of development. If you’re thinking about moving to an up and coming suburban community, buying a home in the middle of an already developed phase should limit your exposure to construction noise and hazards. For inner city homes, be familiar with zoning regulations and be on the lookout for news of future multi-family projects nearby.

MAIN ROUTES A quiet ambiance around your house is high on many buyers’ checklists nowadays. A property on the corner of a main street in the inner city or bordering a sound barrier in a suburban community, might affect your enjoyment of your new home. Make sure you walk around the neighbourhood during daytime and see what sounds you hear at different locations.

WALKABILITY If you work downtown and desire to walk to and from work every day, buying in West Hillhurst, for example, instead of Hillhurst may be a good idea initially. But over the long haul, the additional walk may become draining. Having quickand-easy access on foot to a nearby entertainment district, such as Kensington, may afford you the walkable, inner city lifestyle you’ve always wanted. So, buying a property 20 minutes away on foot from the district, compared to one five minutes away could make all the difference in how much you enjoy your new place. more than 3.2 km of a variety of pathways, Midtown has created a system allowing residents both active and passive recreational opportunities. The pathway system connects the open space throughout the community, which consists of a smaller tot lot to larger open play areas.” Midtown broke ground in 2015 with Phase 1 and 2, which consists of street fronting townhomes, laned paired homes and front drive paired homes all from the mid $300,000s and single-family front drive homes from the low $400,000s. With those phases developed, work is focused on Phase 4, which is predominately front drive single-family homes ranging from 32- to 36-ft. wide lots. This is the first phase with pond-backing homes as well as homes backing onto the naturalized creek on the south end of the community. In Phase 4, builders Excel Homes, Shane Homes and Trico Homes are crafting single-family front drive homes with a double attached garage starting from the mid $400,000s. “Midtown is characterized by a modern yet traditional theme,” Montgomery says. “The entrance has a more urban feel with modern street fronting townhomes, and Trico Homes also has some amazing paired homes with verandas looking onto the pond with a more traditional feel.”

As well, under construction as part of Phase 4 is a pedestrian and vehicular connection south to the community of Luxstone. This connection will provide contiguous pedestrian access between the open-space systems of each community. Midtown residents can also walk to neighbourhood conveniences at Midtown Plaza, which opened last year and features a Tim Hortons, Co-op gas bar, convenience store, car wash and liquor store, as well as some smaller businesses including a dentist office, pharmacy, Panago pizza, and nail salon. “One of the strengths of Midtown is that it’s surrounded by established development so residents can access existing school, shopping and restaurants,” Montgomery says. “Items that you can’t find at Midtown Plaza, you can find a short five-minute walk north to a variety of restaurants, shops and a Sobeys. We also built as much of the amenities up front as possible.” Midtown is located on 8th Avenue, a major north-south connector, and is easily accessible from the QEII as well Veterans and Yankee Valley Boulevards. enstar Development’s Carrington, the latest gem in its long lineup of communities in Calgary’s northwest that has included Panorama Hills and Country Hills, is being so treasured by homebuyers that its first phase is nearly sold out. “Carrington has become a real jewel in the new northwest,” says project manager Travis Putnam. “We recognized there was pent up demand when we started Carrington, but the response has been phenomenal. We’ve almost sold out Phase 1 within a year with just 10 lots remaining and we expect that momentum will continue with our next phase.” However, the hidden gem in Phase 1 are the lots that back onto the pond and are west facing walkouts with mountain views, which are still available. “These lots are the real gems of the Phase, they’re just spectacular and they’re semi-estate lots with Arcuri Homes, which is a fantastic builder, so it’s surprising that they haven’t been snapped up already,” Putnam comments, adding they’re also well priced starting from the $800,000s. Phase 1 features single-family homes with front attached garage by Arcuri, Excel Homes, Homes by Avi, and duplexes from Jayman BUILT. All the homes feature Urban Carriage House, Prairie Modern, Urban Modern architectural styles. With Phase 1 almost done, Putnam says they will be releasing Phase 2 this spring with builders Excel, Homes by Avi and Jayman crafting duplexes from the $320,000s, while Avi Urban will be building townhomes. A future school site is also located in Phase 2, which Putnam says will act as a large green space/park until the school is built.

PROSPECTIVE HOMEBUYERS in Alberta are the most confident in all of Canada, according to a new poll from RBC Royal Bank. Resurging confidence in the economy and employment is boosting homebuying intentions among Canadians to the highest levels since 2010, despite the federal government’s new uninsured mortgage “stress test.” In fact, according to the annual RBC Home Ownership Poll, one-third of Canadians (32 per cent) are very or somewhat likely to buy a home in the next two years, up seven percentage points from last year. Millennials (ages 18 to 34) express the strongest of those homebuying intentions (50 per cent). As intention to buy continues to climb in Canada, slightly more than one one-third (35 per cent) of Canadians indicated they would be receiving financial assistance from family for a down payment, while almost an equal number (36 per cent) plan to do it on their own with a dedicated savings account. “Canadians continue to feel optimistic about getting into the housing market despite changes in government regulations,” says Nicole Wells, vice-president, Home Equity Financing, RBC. “They’re taking a more informed journey to homeownership by starting with affordability. With the right tools and a detailed roadmap that navigates the journey, Canadians are better prepared to make one of the biggest decisions – and it’s based on facts, not emotions.”

To make this room multi-functional, I chose this amazing TV mount arm from Wayfair Canada which allows you to pull the TV, so that you can watch it from any seat in the room. I am obsessed with the Sonos (sonos.com) system, which I love having in my own home, so I naturally want all my clients to get it as well. The Sonos Playbar connects to the TV and makes everything sound better.

For this room, pot lights were not in the budget, but good lighting was a necessity. I chose lighting from Wayfair Canada’s (wayfair.ca) home improvement category, where we paired together two affordable ceiling lights to give the impression of one large track lighting system in the room.

4. PERSONALIZED DETAILS I love incorporating non-traditional and meaningful photos to a family’s space, especially when they are artistically taken. These photos are some of the most cherished memories from this family and, all we did was upload them to Posterjack (posterjack.ca). Then with a few clicks of the mouse, we chose the frame style, size and changed the photos to black and white. And, presto, they were delivered right to their home.

5. COMFORTABLE SEATING This room needed ample seating that would work for this family of four. I chose an oversized sectional from Structube (structube.com). The great thing about their furniture is that it is super family-friendly and the prices are incredibly affordable. I was also able to add a side chair and a modern rocking chair. Since this company is so budget-conscious, I was also able to add in a gorgeous glass coffee table and raw wood side tables – all within my clients’ budget.

1. FOCAL POINT The fireplace was the jumping off point for this room. I converted the family’s gas fireplace to an electric one. Electric fireplaces have come so far in recent years, and it’s something I incorporate in almost all my designs now. For this space, I selected a Dimplex (dimplex.com) electric fireplace which appears so real, people have to look twice! I started with a unit that would fit the room and then created a stunning built-in unit to surround it. To create this unit, I used Metrie’s French Curves Collection (metrie.com).

6. FINISHING TOUCHES With all the key components in place, I went on a shopping spree at HomeSense (homesense.ca) to give this room the finishing touches it needed to be brought to life. I grabbed a multitude of throw cushions, side table accessories, pots and bowls, which gave it the elevated look I was aiming for. CALGARY MAYOR NAHEED NENSHI, NOW IN HIS THIRD TERM, SHARES HIS VIEWS ON HOUSING, TRANSIT AND THE DEVELOPMENT OF VICTORIA PARK by MARLENE EISNER When you first became mayor in 2010, you believed urban densification was possible for the city. What are some of the key achievements and challenges on the downtown densification? NAHEED NENSHI: There has been a lot of success as well as challenges over the last seven years. We achieved great success as a city in the build-out of the East Village, where we have attracted more than $3 billion in private sector development. The community is steadily growing, and despite the downturn, we have had many great developments start in the downtown, the Beltline and at emerging transit-oriented development sites across the city. The economic downturn has hurt our downtown core hard, and we have many buildings of all classes being underutilized. One of our most significant challenges is to fill the towers with workers, but we should also take this opportunity to be innovative and encourage some older office buildings to be converted to residential to increase the density and housing options downtown. Secondary suites are an attractive option for builders and for homebuyers in terms of affordability. What are your thoughts on this?

NN: I completely agree! In my mind, they are a no-brainer. Secondary suites increase the amount of rental housing available to Calgarians and allow homeowners a stream of income to better afford their own homes. It’s a win-win all around. To improve the somewhat contentious relationship between the city and developers, you have tried to work on issues of mutual concern. Two are having new communities automatically zoned for secondary suites, and the adoption of six-storey wood frame buildings. How have these initiatives been working out? NN: I’m really pleased with how we’ve been able to work collaboratively over the past few years. Even the contentious issue of development levies was eventually solved in a very collaborative way, with industry support and unanimous consent on council. That sense of collaboration was very much a part of the other issues you mentioned. Secondary suites have been legal in all new communities since early 2011, and, since Jan. 1, 2015, six-storey wood frame buildings have been allowed. These measures have increased housing affordability and builders’ options. When it comes to densification, how do you convince Calgarians to give up the suburban life for downtown? NN: My plan has always been about providing citizens with options – that includes a diversity of housing choices within a complete community. We need to continue to create great neighbourhoods where people want to live, work and place. A complete community will have the singlefamily and multi-family options that support a diversity of incomes and demographics. This includes products such as rowhouse and townhouse options, along with higher-end detached homes – all close to transit, retail and recreation amenities. You have been talking about the redevelopment of Victoria Park for a while. Why should the City invest so much capital into the area? NN: The redevelopment of Victoria Park in the Rivers District is the next logical step in the build-out of the East Village. For the investment of $357 million since 2005, Calgary has gained more than $3 billion in private investment and a dramatically redeveloped desirable community in the East Village. As the East Village nears completion, it is logical to look at the opportunity to revitalize Victoria Park on the south side of the railway tracks. Together with the current facilities in the wider east downtown neighbourhood, we have the opportunity to create a truly dynamic cultural and entertainment district. With a $150-million investment to 56  NEW COMMUNITIES  |  SPRING 2018

upgrade the infrastructure in Victoria Park – along with other targeted investments in the BMO Centre, the Arts Commons, Olympic Plaza and in a new arena – we have the opportunity to build something truly special. But we need to get the financial solution, the partner collaboration and the planning exactly right to make it work. This is one of my priorities in this new term. A new events centre is included in the Victoria Park development plan, one that is similar to the original CalgaryNEXT arena concept. Prior to the election, you shared the city’s funding proposal for it because Calgary Sports and Entertainment Corp. (CSEC) pulled out of the deal. What’s the latest? NN: The most logical and cost-effective way forward is to build the new arena and events centre north of the Saddledome (by the BMO Centre & Stampede Grounds and in between the Red and the Green LRT Lines). The City of Calgary’s latest proposal to CSEC was a very reasonable deal, and I think the majority of Calgarians feel similarly. The City remains at the table and is always ready to negotiate a win-win solution for Calgarians and the owners of the Flames. When the CSEC is ready to return, we’ll be there. You are quoted as saying “Investments in public transit are some of the most important investments a government can make.” Why is it so important for Calgarians? NN: Besides the direct benefit that transit has on reducing traffic congestion and improving commuting time for both transit users and private vehicle drivers, there is the immense environmental benefit of cleaner air and more efficient use of fuel and space. Transit provides an affordable mobility option for all citizens. With good transit, someone can more easily get a job in a different part of the city without having to buy a second car – so it’s not just about physical mobility, it’s about social mobility and fighting poverty… That’s why I’m so pleased that we are moving forward with the Green Line LRT. The massive project – one of the largest infrastructure projects in Alberta’s history – will eventually double the size of our current successful light rail transit system by adding 46km of rail stretching from 160 avenue in the north to Seton in the south.
