We’ve recently written how, finally, the economy and housing market in Alberta and Edmonton, specifically, have been showing signs of recovery after a few trying years. GDP, employment and wages are all trending up. Homeownership affordability remains among the best in Canada. Housing starts, an important sign of economic health, are also heading in the right direction. The proof, as they say, is in the pudding, and the latest helping comes in the form of the Conference Board of Canada’s latest Metro Resale Snapshot. In this report, Edmonton was the top market of 28 covered – recording a sales increase of 18 per cent in December 2017, from the previous month. Some of the growth may be explained by homebuyers rushing to beat tighter mortgage rules which came into effect at the beginning of 2018. January figures, then, may show some easing of sales. But, looking at the longer-term trend still bodes well for Edmonton: Sales were up 38 per cent in December on a year-over-year basis – again, tops in Canada. A more diversified economy and other factors helped soften the blow of the oil and gas slowdown for Edmonton over the last few years. These are the same characteristics that could well present opportunity for prospective homebuyers through 2018.

GETTING TO KNOW YOUR NEW HOME WARRANTY

You’ve shopped around, analyzed your options and made the decision to purchase a newly built home. One of your primary roles as the homeowner is to educate yourself. This includes getting to know your builder and making sure your home is ready to stand the test of time with the help of a new-home warranty. 1-2-5-10 COVERAGE

BILD Alberta members have been protecting homeowners by securing warranty coverage for more than 40 years. In 2014, the government of Alberta introduced the New Home Buyer Protection Act to ensure every newly built home has the minimum one-twofive-10 warranty coverage. This covers: • One year for labour and materials including finishes like flooring, paint or trim; • Two years for delivery and distribution systems such as heating, plumbing and electrical; • Five years for building envelope protection including the roof and walls; and • 10 years for major structural components, including the frame and foundation. There are seven warranty providers builders can partner with in Alberta, so familiarize yourself with your builder’s provider. Now that you know about the one-two-five-10 mandatory coverage, take some time to look at additional coverage options that are available through your warranty provider. One area to look at is prepossession coverage including deposit protection. Putting a sizeable deposit down on your home is a large financial commitment. It’s important to note that deposit protection is not part of mandatory coverage but would help protect you in the event that your builder defaults. Consider consulting with your real estate lawyer to help navigate all additional warranty options. WARRANTY PROCESS

In the event that you encounter

an issue with your new home, your first step is to contact your builder to discuss it. Your builder may be able to address it directly. If it cannot be resolved with your builder, contact the warranty provider to guide you through the process of making a claim under your policy. With the number of reputable new-home builders in Alberta, you may never need to make a claim. However, it’s important to have your ducks in a row so you have peace of mind in your new home. 5 THINGS YOU NEED TO KNOW ABOUT CANADIAN REAL ESTATE IN 2018 by WAYNE KARL

1. MORE LOCAL THAN EVER. First, there’s no such thing as a Canadian real estate market. You buy one home on one street in one neighbourhood in one city. This is true now more than ever. What happens in Toronto and Vancouver is quite different from that in, say, recovering areas such as Edmonton and Calgary. Take prices, for example. The national average rose 5.7 per cent in December 2017 from a year ago, but just 2.1 per cent in Edmonton. In Calgary, it declined 8.5 per cent.

2. THE STRESS TEST. It will be more difficult to become a homeowner this year. As of Jan. 1, borrowers with uninsured

mortgages (those putting a down payment of 20 per cent or more) need to undergo a stress test. They must qualify at a new minimum rate – the greater of the Bank of Canada’s five-year benchmark rate of 4.99 per cent, or 200 basis points higher than their mortgage rate. These new rules could reduce your purchasing power substantially.

3. RISING INTEREST RATES. It will also be more expensive to borrow money in 2018. Mortgage experts predicted months ago that fixed mortgage rates would soon rise, based on higher than expected Canadian employment data and other factors.

Sure enough, in mid January, Canada’s big banks began raising their benchmark five-year mortgage rates. And the Bank of Canada increased its overnight rate target on Jan. 17 to 1.25 per cent. Canada Mortgage and Housing Corp., for one, expects mortgage rates to rise modestly from now to 2019. The posted five-year mortgage rate will likely lie between 4.9 and 5.7 per cent in 2018, and between 5.2 and 6.2 per cent in 2019, CMHC says.

4. SUSTAINABLE GROWTH. Even in formerly scorching markets such as Toronto and Vancouver, sales are softening and price growth is slowing. For prospective homebuyers sitting on the sidelines waiting for your opportunity, this may be it. After routine, double-digit price growth in many markets in Ontario and BC over the last few years, appreciation is expected to return to more sustainable levels this year. In its 2018 housing market outlook, ReMax forecasts price growth to be flat in the GTA (compared to 14-percent growth from 2016-17), two per cent in Edmonton (five per cent in 2016-17) and zero in Calgary (twoper-cent growth in 2016-17). 5. YEAR OF THE CONDO 2.0. One of Canada’s other large realty authorities, Royal LePage, declared 2017 as the “year of the condo,” citing affordability and supply. According to Royal LePage’s National House Price Composite, the median price of two-storey homes rose 11.1 per cent yearover-year to $741,924, while bungalows climbed 7.1 per cent to $522,963. Condos, meanwhile, appreciated in price faster than any other housing type, rising 14.3 per cent to $420,823 on a year-overyear basis. Is 2018 likely to be much different? Doubtful.

Located in the newly established community of Baranow, The Harmony is perfectly located for anyone who likes having lifestyle and professional amenities within walking distance. There are four grocery stores nearby, along with a YMCA, rec centres, golf courses, Londonderry Mall, restaurants, cafes, pharmacies and more. It’s also close to Christy’s Corner and the shops at Skyview Power Centre. “We’ve been holding on to this land for five years now. It’s such a great location and we wanted to build something special here,” says David Phan of P2000 Developments. They build one project at a time, and wanted to make sure the time was right and community was established for their homebuyers. Phan: “Everything is already there, so it’s a very attractive location.” Of course, location is not the only thing Phan focusses on. “We also wanted to build something with a beautiful exterior,” David Phan explains. He continues: “Something that’s pleasing to the eye, first and foremost.” That includes The Harmony’s wrought iron fencing around the building and stone pillar accents. Gone are the typical vinyl or stucco exterior, and instead the building features hardie boards that are water and hail resistant. Phan also has a keen eye on green building practices, and is installing a metal roof on The Harmony—something typical for commercial not residential buildings. “Basically, you don’t need to replace the roof in the building’s lifespan, so we’re not using resources that need to be replaced in the future.” There are LED lights throughout to reduce energy consumption and R40 rooftop insulation that can reduce building energy costs by up to 40%. The Harmony has modern bachelor, one-bedroom, one bedroom + den and two-bedroom suites that range from 463 sq. ft to 915 sq. ft. (One unique feature of the bachelor condos are built-in, custom Murphy bed). All suites have quartz countertops in the kitchen and bathrooms, stainless appliances, and luxury vinyl board flooring throughout (with a lifetime warranty). The custom-made kitchen and bathroom cabinetry are two-toned and come with soft-closing hinges. French doors separate the suites from the balconies, and are designed to keep in the heat during the winter. Plus, all suites come with window coverings and in-suite washer and dryers. Suites range from $173,000 to $300,000, and preselling starts this October. Move in is expected to begin in mid-2018.

INVESTING IN YOUR HOME…

hat should you spend your money on, and why. These are the five items I believe you should upgrade first.

1. SOFA The first investment piece for first-time homebuyers or anyone wanting to upgrade their furniture is your sofa. Whether your style is country, modern or traditional – go with clean, simple lines. Add your personality in toss cushions and drapery, which are easily changed up as your tastes and mood change. An inexpensive sofa may only last for five years — a more expensive (and better-built) sofa can last for decades. My parents had the same sofa for over 50 years, every 7 to 10 years my mom would simply reupholster it giving it and our living room new life! Be prepared to spend $3,500 and up depending upon your fabrics.

2. ARTWORK Investing in artwork you love can be very expensive. But it’s a worthwhile investment, especially as you build your art collection over the years. Instead of living in a ho-hum, art-less home, find artists you love and begin investing in smaller pieces — sites like Etsy are a great place to get started, as are your local galleries. While larger artwork may feel like a splurge, they have the ability to tie together your entire home’s décor. Cost varies greatly on size, and the artist. Start with a budget of $1,500 for your first art investment. 3. KITCHEN TABLE Most of us don’t have a formal dining room so our kitchen table is where we do our day-to-day living and it’s where we set the table for big dinner parties. Upgrading your kitchen table to a quality piece that can survive years of abuse is key to taking your home to the next level. Like a couch, a kitchen table is in use nearly every day. Budget for $3,500 for table base, $750 for each chair, which are the most important part to invest in.


4. MATTRESS It may not be the sexiest of upgrades, but it’s the change that you’ll feel instantly. Think about it, we spend just as much time in bed as we do at work. This mattress shown is currently the one I’m saving up for. It’s a ViSpring and it’s the worlds most comfortable mattress because it is hand-made with all natural materials. Take the time to research and shop for mattresses, find the one thats right for you, and invest in it. Invest in your health and buy a good mattress. 5. RUG A quality rug will stay with you forever. Make sure it’s of good quality and workmanship and that the pattern isn’t too trendy. Educate yourself and make sure your money is being well-spent. My father invested in silk Persian rugs and an over-sized wool rug back in the 40’s, they are all currently in my families possession and we treasure each and every one today – almost 70 years later! STRESS TEST SURVIVAL GUIDE WHAT YOU CAN BUY NOW, WITH THE NEW MORTGAGE REGULATIONS by SONIA BELL & WAYNE KARL

It’s January 2018, prospective homebuyers, and you know what that means: The new mortgage stress test is in play. But what you may not know is how much it’s going to impact your homebuying budget. Nor would you be alone: A new study from ReMax found that 37 per cent of Canadians aren’t aware of how the changes will affect their ability to purchase a property in the future. If you’re among them, you may be feeling the stress, indeed. But here’s our guide showcasing what you can afford with the new regulations.

Towards the end of 2017, the Office of the Superintendent of Financial Institutions (OSFI) introduced new, tighter mortgage rules, requiring borrowers with uninsured mortgages (those putting a down payment of 20 per cent or more) to undergo a stress test. As of Jan. 1, 2018, uninsured borrowers must now qualify at a new minimum rate – the greater of the Bank of Canada’s five-year benchmark rate, which currently sits at 4.99 per cent, or 200 basis points higher than their mortgage rate. While the stress test aims at ensuring that borrowers can afford mortgage rate hikes, some sources are questioning – if not 42  NextHome.ca  |  Beaumont / Leduc

outright opposing – the latest mortgage rule. “Those of us working in the mortgage industry question if now is an appropriate time to introduce more regulations, which will cool markets across the country further,” says James Laird, co-founder, ratehub.ca, and president of CanWise Financial. “We have yet to see the full impact of regulations added over the last 12 months, combined with rising interest rates. A more prudent approach would be to let these new variables work their way through the real estate markets and decide if further tightening is required.” Phil Soper, president and

CEO, Royal LePage, is also wary of the new policy change. “It is prudent that policy makers introduce measures that help protect the housing market from runaway price inflation,” says Soper. However, natural supply and demand forces will always triumph over regulatory tinkering. Attempting to use public policy to steer property prices in huge, rapidly growing cities like Toronto and Vancouver is like a tugboat trying to turn an ocean liner. Consistent, measured policy can have a positive impact. Just don’t try to turn the market on a dime or you risk sinking the ship.” Importantly, prospective homebuyers, those who stand to be most affected, haven’t yet grasped the full repercussions of the new policy, which could disqualify 10 per cent of purchasers, according to The Bank of Canada. Fifty-eight per cent of respondents are aware of the new rules, but 27 per cent of respondents stated they don’t believe it will impact the type of property they purchase; 18 per cent believe it will impact the property type they purchase; and 13 per cent are unsure of how the new regulations will affect their ability to purchase a property. The harsh reality is that the new rules will reduce buyers’ purchasing power substantially. In


some cases, decreasing the overall price of a home they can afford by tens of thousands of dollars. We calculated how much a buyer can afford, now that the new rule has taken effect. Homebuyers are purchasing in a rising interest rate environment – interest rates grew twice in 2017 and are expecting to continue to rise between 2018 and 2019, according to CMHC. The new stress test is aimed at protecting homebuyers; it is a tool used to ensure that buyers do not spend more on a home than they can actually afford and safeguards them from feeling financial stress should interest rates rise. Royal LePage is among those to predict the new mortgage stress test will significantly influence the market, especially in the first six months of the year, as buyers re-evaluate their finances and expectations and adopt a “wait and see” approach. By reducing buyers’ purchasing power, the stress test will likely result in further demand for entry-level properties, namely the condominium segment, which could continue to drive prices higher, which could further limit what kind of property you can afford. The methodology: Using ratehub.ca’s mortgage affordability

calculator, we determined how much a family can afford with a household income of $100,000 and qualifying for a five-year fixed mortgage amortized over 25 years. The corresponding chart presents a typical scenario: A family qualifying for a mortgage rate of 2.84 per cent. In this case, they would need to qualify at

the Bank of Canada’s five-year benchmark rate, currently at 4.99 per cent. We show the minimum household income required, and how much of a down payment you would need, in order to buy a home at the average price in that market.
