AFFORDABILITY STILL IN YOUR FAVOUR, EDMONTON

What was a slow and steady recovery in the provincial economy seems to have taken a slight pause beginning in the second quarter of this year, grabbing hold of employment along with it. Indeed, the unemployment rate in Alberta edged up to 8.1 per cent in August from 7.8 per cent in July. This means, unfortunately, that recovery in the housing market is also a little slower than we would like to see. The good news, however, is that housing affordability in the province remains very favourable. In Edmonton, specifically, it’s among the best in the country. According to the latest RBC Housing Trends and Affordability report, at 30.3 per cent, Edmonton’s Affordability Measure is bested only by Saint John, NB at 24.5 per cent, St. John’s, Nfld. at 27.7 per cent and Regina at 28.7 per cent. Compare that to Canada overall at 46.7 per cent, Toronto at 75.4 per cent and even Calgary at 39.2 per cent. There is growing evidence that Alberta’s economic turnaround is solidly on track, RBC says. Prospective homebuyers in Edmonton with solid employment and financial positioning then, are poised to take advantage.

As fall settles in, the temperature starts to dip but the city’s event calendar heats up. With so many exciting film events, musical performances and foodie finds, October should be quite an adventurous month. THIS IS OILER COUNTRY

You can’t talk October in Edmonton without mentioning the return of the Edmonton Oilers to NHL action. The Oilers have five home games from Oct. 9 to Oct. 28 at Rogers Place, which recently celebrated its first anniversary.

Dessert on 82 Avenue has some amazing fresh fruit variations of this sweet frozen delicacy (try the mango) while Jasper Ave.’s Snowy Village offers adventurous creations such as the injeolmi bingsu. Another new spot, Snow Bear Dessert Cafe, is scheduled to open soon on 109th Street. Cat lovers, rejoice – Edmonton is getting its second cat cafe! Following the success of Cat Cafe on Whyte, a new kitty haven called Paws the Cat Cafe is opening soon on 109th Street. HALLOWEEN HORRORS

NEW EATS AND DRINKS

Named after the only kind of walnut tree that grows in Canada, The Butternut Tree on 110 Street is one of the newest additions to Edmonton’s dining scene, featuring local ingredients and a decadent menu created by chef Scott Downey. Try the Irvings pork served with crab apple butter, coral mushrooms, leek and potato. Make sure you head out to one of the city’s new dessert spots to try bingsu (Korean shaved ice), Edmonton’s latest “it” food. Snowy 18  NextHome.ca

Not keen on spending Halloween night handing out candy? Head over to the Winspear Centre on Oct. 31 for a showing of the silent horror-comedy film The Monster. This is one of the original mad scientist movies, and it’s been a cult classic since its release in 1925. The event kicks off at 8 p.m., followed by an after-party in the Winspear lobby.

This year’s extensive lineup of concerts includes a highly anticipated show in collaboration with Ottawa’s National Arts Centre Orchestra on Oct. 28. For all the diehard Simons shoppers out there, the Quebec-based fashion retailer opened its second location in the north end at Londonderry Mall. The mall is getting a massive $130-million facelift, so expect to see some other exciting retailers moving into the space soon. With so much happening around Edmonton this month, make sure to get out of the house and immerse yourself in all the city has to offer.

ALBERTA’S ECONOMY GAINING MOMENTUM

Alberta has said goodbye to the recession, but it will likely be a few more years before a stronger and more resilient economy fully emerges, according to ATB Financial’s latest Alberta Economic Outlook. Still, there is some improvement with oil and gas, agriculture, food processing, tourism, retail and manufacturing all experiencing modest growth. The report provides insight into what may happen in the months ahead. The key results are: • Alberta emerges from two years of recession with real GDP growth of about three per cent

• Retail and housing sector performance are higher • Oil prices have dipped, and are expected to average below US$50 in 2017 • Trade talks with U.S. pose a risk to the economy • Tourism, agriculture and agri-food will continue to lead growth, but the oil sector remains the key driver in the province • Net out-migration to other provinces still likely to taper off later this year “The energy sector continues to be challenged by oil prices hovering below $US50 per barrel,” says Todd Hirsch, ATB Financial’s chief economist. “At those levels, Alberta’s energy sector struggles. Drilling activity and hiring has picked up modestly, but growth in the sector remains tenuous and not likely to snap back to pre-recession levels anytime soon.” The labour market is adding jobs – approximately 35,000 over the last 12 months (up 1.5 per cent), though positions have tended to be lower paying and hiring in the private sector has been lagging. “Alberta’s economy is recovering, but it is not returning to what it looked like in 2014,” says Hirsch. “Instead, the economy is evolving into one that is more diversified, and more typical of other Canadian provinces. It is a slow process and it may be a few more years before we see a full economic recovery.” ATB Financial’s Economics and Research team is forecasting real GDP growth of 3.2 per cent this year, followed by a more modest expansion of 2.1 per cent in 2018.

IS IT TIME TO LOCK IN A LONG-TERM MORTGAGE?

With Bank of Canada’s recent interest rate hikes and the prospect of another one in October, some homeowners are wondering if they should get a long-term mortgage. Expected rate increases can push Government of Canada bond yields higher, and the rate on a fixed mortgage is partly related to the yield on these bonds. The most common mortgage term is five years, but you can also find terms of six to 10 years. The longer term comes with a higher interest rate, but that’s the price you pay for added security. With some 10-year fixed mortgages having rates of less than four per cent, they look appealing if rates are expected to continue rising. However, there are a few things you should think about before locking in. POTENTIAL PENALTIES

If you currently have a mortgage and want to switch to a longer term, you’ll trigger a prepayment penalty. Lenders always include a clause in the mortgage contract that states how much you’ll have to pay if you decide to break your mortgage. Generally speaking, the penalty for fixed-rate mortgages is the greater of three months’ interest or the interest rate differential (IRD). it, which is why you should always speak to a mortgage agent about your options. CONSIDER A BLEND AND EXTEND MORTGAGE

To get around the prepayment penalty, you could instead opt for a blend and extend mortgage. This option is usually included with mortgages and can be appealing with rates rising. Here’s how it works: Let’s say you have two years remaining on the term of your mortgage with a fixed rate of two per cent. You could convert that mortgage into a new loan with a blended interest rate. The rate would be set somewhere between your old rate and what’s currently available. Currently, the rate on a five-year fixed mortgage is around 2.65 per cent, so that means you could potentially get a new rate around 2.3 per cent on a new fiveyear mortgage. You essentially agree to pay more immediately and for longer to avoid potentially higher rates when you need to renew your mortgage. The trade-off may be worth it since you’re avoiding any prepayment penalties with a blend and extend mortgage. THINGS COULD CHANGE

With the economy doing well, some economists believe additional rate hikes are on the horizon. Things may be pointing in that direction, but they’re just predictions. There’s no way of knowing for sure what will happen

with the economy and how the Bank of Canada will react. Without accurate information available, it’s difficult to forecast anything. In other words, there’s no way of telling if getting a longterm mortgage is worth it, since interest rates could go up, go down or remain flat in the future. Instead of worrying about what ifs, you can use a mortgage affordability calculator to estimate what your payments will be if rates rise. As long as you build in a bit of a buffer, rising rates won’t affect you much since it’ll still fit within your budget. THE BOTTOM LINE

A 10-year mortgage will give you peace of mind, but it’s impossible to say if you’ll save money in the long run. Traditionally, homeowners who have gone with variable-rate mortgages have paid less compared to fixed-rate mortgage holders. If you’re still unsure about what to do, contact a mortgage broker who can go over all the options with you.

CANADIAN HOME SALES EDGE UP IN AUGUST

National home sales saw a small 1.3-per cent gain in August 2017, according to statistics recently released by The Canadian Real Estate Association (CREA), of homes sold through Canadian MLS Systems. The monthly rebound in Greater Toronto Area (GTA) sales of 14.3 per cent from July fueled the national increase. Sales activity was flat for areas outside the GTA, and although it was the first monthly increase in activity since Ontario’s Fair Housing Policy was announced, sales activity in the GTA remained well down compared to the peak reached in March. Actual activity not seasonally adjusted was down 9.9 per cent in August over last year in about 60 per cent of local markets, led by the GTA and surrounding areas. “Experience shows that homebuyers watch mortgage rates carefully, and that recent interest rate increases will prompt some to make an offer before rates move higher, while moving others to the sidelines,” says CREA President Andrew Peck. The number of newly listed homes fell 3.9 per cent in August, marking a third consecutive monthly decline. The national result largely reflects a reduction in newly listed homes in the GTA, HamiltonBurlington, London-St. Thomas and KitchenerWaterloo, as well as the Fraser Valley. A decline in new listings has firmed market balance in a number of Greater Golden Horseshoe housing markets where it had recently begun tilting toward buyers’ market territory. The Aggregate Composite MLS HPI rose by 11.2 per cent in August compare to last year, representing a further deceleration since April. The deceleration in price gains largely reflects softening price trends in Greater Golden Horseshoe housing markets tracked by the index. Price gains diminished in all benchmark categories. year-over-year gain in August followed by 14.4 per cent for townhouse/row units and 8.3 per cent and 8.1 per cent, respectively, for two-storey single-family homes and one-storey single-family homes. Price trends continued to vary widely by region. In Greater Toronto, Oakville-Milton and Guelph, price gains slowed further on a year-over-year basis, although prices in those markets remain well above year-ago levels. In other areas: Benchmark home prices in the Lower Mainland of British Columbia have recovered and are now at new highs, with a year-over-year gain of 9.4 per cent and 14.8 per cent for Greater Vancouver and the Fraser Valley, respectively. Home price increases in Victoria have slowed to about 16 per cent on a yearover-year basis and are still running at about 20 per cent elsewhere on Vancouver Island. Calgary price growth remained in positive territory, up eight per cent. In Ottawa, price growth accelerated by 5.9 per cent, led by a seven-per cent increase in one-storey single family home prices. There was a 3.9-per cent increase in the (not seasonally adjusted) national average price for homes sold in August at $472,247, but that number is heavily influenced by sales in Greater Vancouver and Greater Toronto. Excluding these two markets from calculations trims almost $100,000 from the national average price to $373,859. “Time will tell whether the monthly rise in August sales activity marks the beginning of a rebound, particularly in the Greater Golden Horseshoe region and other higher-priced urban centres,” says Gregory Klump, CREA’s chief economist. “The picture will become clearer once mortgages that were preapproved prior to recent interest rate hikes expire.”

I’ll admit, I’m a Halloween purist – but I’m blown away by the gorgeous textural carvings and ingenuity when it comes to Halloween. Texture, of course is still all the rage, but dipping, graphic patterns, tye-dye, glitter, metallics, lace and cake

decorations are all fun new ways to hip up your harvest table this season. Staging your doorway for trick or treaters is always a great way to use your imagination – shown here are tree branches, scary bats and lanterns, with pumpkins of all sizes, shapes and colours. Carved or not, this doorway embraces the spirit of Halloween!

CANADIANS’ LARGEST HOUSEHOLD EXPENSE?

TAXES, NOT HOUSING Despite high housing costs across the country, the average Canadian family spent more on taxes in 2016 than on housing, food and clothing combined, finds a new study by the Fraser Institute, an independent, non-partisan Canadian public policy think-tank. “Many Canadians may think housing is their biggest household expense, but in fact, the average Canadian family spent more on taxes last year than on life’s basic necessities – including housing,” says Charles Lammam, director of fiscal studies at the Fraser Institute and co-author of the Canadian Consumer Tax Index, which tracked the total tax bill of the average Canadian family from 1961 to 2016. Last year, the average Canadian family earned $83,105 and paid $35,283 in total taxes compared to $31,069 on housing (including rent and mortgage payments), food and clothing combined. In fact, the average Canadian family paid nearly twice as much of their income in taxes (42.5 per cent) as they did for housing (22.1 per cent). The basic necessities of life, which include food, clothing and housing, amounted to just 37.4 per cent of income – still less than the percentage of income going to taxes. This represents a marked shift since 1961, when the average Canadian family spent much less on taxes (33.5 per cent) than on food, clothing and housing (56.5 per cent). The total tax bill reflects both visible and hidden taxes that families pay to the federal, provincial and local governments including income, payroll, sales, property, carbon, health, fuel and alcohol taxes and more. Since 1961, the average Canadian family’s total tax bill has increased by a staggering 2,006 per cent, dwarfing increases in annual housing costs (1,527 per cent), clothing (677 per cent), and food (639 per cent). Even after accounting for inflation, the tax bill has still increased 157.6 per cent over this period. “Taxes help fund important public services that Canadians rely on, but the issue is the amount of taxes governments take compared to what Canadians get in return,” Lammam says. “With more than 42 per cent of their income going to taxes, Canadians might ask whether they’re getting good value for their tax dollars.” 70  NextHome.ca  |  North West

The Harmony THE PERFECT BALANCE OF DESIGN, AFFORDABILITY AND LOCATION

M

ost people today are looking for some sort of balance in their lives. Whether that’s finding work/life balance or balancing time with family and time with friends, very few people have perfect harmony in their lives. So for those seeking balance between where they live and affordability need to look no further than P2000 Development’s new project, The Harmony in northwest Edmonton. Located in the newly established community of Baranow, The Harmony is perfectly located for anyone who likes having lifestyle and professional amenities within walking distance. They build one project at a time, and wanted to make sure the time was right and community was established for their homebuyers. Phan: “Everything is already there, so it’s a very attractive location.” Of course, location is not the only thing Phan focusses on. “We also wanted to build something with a beautiful exterior,” David Phan explains. He continues: “Something that’s pleasing to the eye, first and foremost.” That includes The Harmony’s wrought iron fencing around the building and stone pillar accents. Gone are the typical vinyl or stucco exterior, and instead the building features hardie boards that are water and hail resistant. Phan also has a keen eye on green building practices, and is installing a metal roof on The Harmony—something typical for commercial not residential buildings. “Basically, you don’t need to replace the roof in the building’s lifespan, so we’re not using resources that need to be replaced in the future.” There are LED lights throughout to reduce energy consumption and R40 rooftop insulation that can reduce building energy costs by up to 40%. The Harmony has modern bachelor, one-bedroom, one bedroom + den and two-bedroom suites that range from 463 sq. ft to 915 sq. ft. (One unique feature of the bachelor condos are built-in, custom Murphy bed). All suites have quartz countertops in the kitchen and bathrooms, stainless appliances, and luxury vinyl board flooring throughout (with a lifetime warranty). The custom-made kitchen and bathroom cabinetry are two-toned and come with soft-closing hinges. French doors separate the suites from the balconies, and are designed to keep in the heat during the winter. Plus, all suites come with window coverings and in-suite washer and dryers. Suites range from $173,000 to $300,000, and preselling starts this October. Move in is expected to begin in mid-2018.

WHEN IT COMES TO REAL ESTATE INFORMATION AND RESEARCH, FEW PEOPLE ARE AS WELL READ AND OBJECTIVE AS DON CAMPBELL. NEXTHOME GETS HIS TAKE ON WHAT’S HAPPENING IN VARIOUS MARKETS ACROSS CANADA

NEXTHOME: We’re supposed to see a National Housing Strategy at some point this year. What do you expect from it? DON CAMPBELL: Given the “optically driven” policy decisions we are witnessing across the country, it is really anyone’s guess what the announcements will be. But when the policies are announced and details released, we will be analyzing it in great detail. NH: Alberta seems to be

approaching a recovery. How long will it take to turn the corner, and which markets will show decent growth first?

DC: Alberta had an amazing last couple of decades of economic and demographic growth. In fact, they still have the highest average weekly wage in the country, despite it dropping significantly over the last two years. When you combine the decline in oil prices, the increase in the discount that Canadian oil is sold at, the inability for eastern Canada to see that buying oil from internationally questionable sources rather than from fellow Canadians, Alberta’s economy has struggled and so has its housing and rental markets. However, Edmonton has been protected from the worst of the downturn and will be the first to recover as the economy begins to re-ignite as its economy is much more diverse than other areas of the province.

NH: It’s been a year since Vancouver introduced a Foreign Buyers’ Tax. What has been the real, overall impact on the market there?

DC: Affordability of ground oriented units for families will be a growing problem. This will push people further out from the core regions and put a big demand on infrastructure spending (whether it be for light rail or road expansion. This is inevitable. However, we must factor in the government change as a market dynamic to watch. Policies matter, as Ontario is discovering and BC’s new government needs to ensure that it is designing and implementing policies that have a long-term positive impact on renters and homeowners, and to not just make expedient announcements for optical reasons.

DC: There was the expected lull in activity, especially in the $2 million-plus value category, but that capital has started to flow back in. And given the change in
