Here is the real deal with Edmonton’s housing market, which may answer some of your questions about buying a new home in today’s economy. For this analysis, we are going to forgo the use of our crystal ball for a bit and just look at the facts.

What Are the Facts? Even with the losses in oil industry related jobs, overall employment will rise 1% in 2015, this coming from the provincial finance ministry on March 24th in a statement made to reporters in Calgary. According to government sources, to prevent employment from growing it would take a loss of 80,000 jobs before year-end. According to the finance minister, even with the recent fall in oil prices our province will still experience growth and Alberta’s economy will expand 0.6% this year. That represents a big growth reduction, but it is still growth. The diversification of key economic drivers in our GDP has changed dramatically, energy in 1985 accounted for 36.1% of the provincial GDP, whereas now energy accounts for less than 23%. Increases in Manufacturing, Agriculture, Retail & Wholesale, Business and Commercial services have made our Province less dependent on oil and that trend will continue. Consider this; can a downturn in oil prices be a good thing for Alberta in the long run? In 2014 Alberta exported approximately 73% of our energy resources to the US. This percentage not long ago was in the 90’s. In 2014 U.S. crude production surged to a 45-year high, which is due in a large part to the emergence of shale oil production and the practice of fracking. We

haven’t been the only oil producer to lose market share, Saudi Arabia has lost even more. To gain back market share in its oil price war with US shale drillers, Saudi Arabia increased its oil production to 9.8m barrels per day (bpd), its highest level of output since last October. With a cost of production running as high as $90.00 per barrel, the US Shale Frackers are indeed hurting and shale oil production has come to a virtual standstill. Once shale oil producers are forced out, Alberta’s oil will be in higher demand and our US exports will increase.

What Does this Mean? Why Buy Now? Before the decrease in oil prices our housing market was very balanced. Unlike the recession of 2008/2009 our inventory levels are now much lower, so there isn’t a need to reduce prices dramatically to liquidate inventory. All price increases slated for this year have been held back, this includes trades, suppliers and even land developers, who have held back or deferred increasing land prices. A number of builders have held off on their spec home building program, which will reduce inventory even more. What all this means is that now is a good time to buy; once the oil concern is over (and it will be) standing inventory will not meet demand. Just ask the more sophisticated investors who are now entering the market before the next wave of buyers enter the market. Once the media says it’s ok to buy, prices will already be on the rise. We have been through these cycles before and we will go through them again, but this time there really is a light at the end of the tunnel.

Buying a home is a challenging process, and no purchaser wants to discover a potentially costly deal breaker at the last moment. That’s why it is essential for consumers to be aware of the possible pitfalls of signing an exclusive service agreement with a real estate agent to help you buy a home. Our association is hearing of cases where buyers never realized that an exclusive agreement means a real estate agent is entitled a commission on the sale of a new home or condo bought directly through a builder. Buyers are then in a tough spot. It’s important to understand that the builder has no legal obligation to pay the commission. So how can buyers protect themselves against unexpected shocks? The fi rst step is to understand that the Real Estate Council of Alberta (RECA) introduced new requirements for real estate professionals last July so the rules may have changed since you last bought a home. The non-government regulator made it mandatory for its members to use written service agreements with clients. The goal was to clarify the roles and responsibilities of agents and their clients in an attempt to reduce confl icts and confusion. The RECA website provides more information about what parts of the agreement are negotiable, including the services to be provided, length of the agreement and remuneration.

Buyers can also negotiate whether the buyer representation agreement is exclusive or non-exclusive. A non-exclusive agreement leaves the consumer free to act on their own without having to pay a commission on a sale. Consumers can also enter into non-exclusive agreements with multiple agents. An exclusive agreement locks the consumer into the terms of the contract – including commissions – even if the buyer deals directly with a builder. RECA states that consumers can request a non-exclusive agreement but that its members are not obliged to accept those terms. The buyer has the option of finding a different agent. Builders have taken steps in the past to work with buyers who want to be represented by an agent. The Builder/Realtor Cooperation Program is in place in both Edmonton and Calgary and many major builders participate. A key principle of that program is that agents must register a client with the builder and then accompany the prospective buyer to view any showhomes. Th is ensures that all the participants understand right from the start that an agent will be involved in the sale. Homebuyers can avoid unexpected costs and stress by ensuring that they fully understand the terms and conditions before they sign either an exclusive or non-exclusive a service agreement. That’s the simple way to avoid complications later. The Canadian Home Builders’ Association – Alberta represents over 1,500 business members including new home builders, renovators, developers, trade and supply companies, and professional services.

Calculate the combined monthly before-tax income of you and your spouse. Divide by three. This figure is the monthly payment you can afford to make on your home. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

PORTABLE MORTGAGE: Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.

The Bank of Canada announced on March 4 it would leave its overnight lending rate at 0.75 per cent – for six more weeks, anyway. The rate has sat at this position only since Jan. 21, when the central bank made an unexpected rate cut, after holding it at one per cent for nearly 4.5 years. The drop in 0.25 percentage points in January came as a surprise, as most economists had been predicting the opposite would occur some time in 2015. It was BoC’s way of attempting to shield highly indebted Canadians from the negative impacts in the energy sector, caused by the sharp drop in oil prices in

the latter half of 2014. But it was also a signal for banks to drop their Prime rates, to stimulate the economy as a whole. At the time, the banks expressed concern that dropping their rates would cause Canadians to take on more debt they couldn’t afford to repay, versus help those who were feeling the inch, so initially they chose not to budge. Eventually, they all dropped their Prime rates by 0.15 per cent, from three per cent to 2.85 per cent, but none have made a full 0.25-per-cent cut, as suggested by the central bank’s move. According to our mortgage calculator, the additional 0.10 per cent that’s missing could lower our best five-year variable rate from two per cent to 1.9 per cent, which would result in a savings of $18/month or $1,080 over five years on a $400,000 home (the average price in Canada), with 10 per cent down and a 25-year mortgage. That may not sound like much, but it hurts to think about, when you know the banks have control and are choosing not to do it. All of this is to say that some people predicted the Bank of Canada would further cut the overnight lending rate today, potentially by an additional 0.25 per cent. However, Governor Stephen Poloz says data from 2014 suggests we’ll see stronger growth in non-energy exports and investments in 2015, and the central bank wants to wait and see how the economy responds to the first rate cut of the year, before making any further moves. So, the overnight lending rate – and therefore Prime rates and your variable mortgage rates – are going to stay put. For now. But if the economy declines, we may see another cut. And if things continue to get better, we may see it go back up to one per cent – or more. BoC’s next rate announcement and monetary policy report is on April 15. IS THE IMF ROOTING AGAINST CANADA’S HOUSING MARKET? (PART 1)

If you’ve never heard of the International Monetary Fund (IMF) just Google “Canadian Housing Market” and look for the red ink. Since the beginning of 2015, this global economic think tank has become a well-quoted commentator of our housing market with headlines that often include “overvalued” and “overheated.” At Intelligence House, we wonder if the IMF could be “over concerned.”

Whether or not our central bank is as concerned about the IMF’s view on Canadian household debt depends on where you get your news, however, it is something they definitely monitor. It does seem counter intuitive for public policy makers to lower interest rates to encourage borrowing, only to be disappointed once people do. After all, the demand for loans works like the demand for all things: when the cost of borrowing is low, people borrow more.

In a nutshell, the IMF fears that lengthy periods of low interest lending has allowed too many Canadians to assume debt levels that they would not be able to afford in a higher interest environment. They further warn that a portion of Canadian homeowners will be forced to sell their homes to avoid mortgage default once interest rates inevitably rise. This portion of homeowners could be sufficiently large to spur a downward correction in our housing prices.

At the end of the day, increasing debt is not a sign of weakening household finances, especially when interest rates are low or falling. What counts, or what should count, is how they are investing and servicing this debt.

Statistics on Canadian household debt are often quoted alongside this IMF warning. Earlier in March, Statistics Canada reported that debt-to-disposable income levels ended 2014 at 163%; up significantly from the 130% experienced prior to the Bank of Canada’s initial lowering of the interest rate in 2008.

Here’s a simple way to DE-SCALE the KETTLE:

Fill the kettle half-and-half with white vinegar and water and leave it to soak overnight. Using an old toothbrush, dislodge any stubborn bits of lime scale. Rinse out thoroughly a couple of times and then boil some water to eliminate any odour of vinegar.
