When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: » Shop the mortgage market to see what you can afford before you start your hunt; » Obtain a lawyer who is willing to review your offer and close the deal; » Don’t be persuaded by high pressure sales tactics while you’re out shopping;

» Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; » To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the homebuying process. ow that spring has sprung (well, sort of), get ready for the season that naturally follows – construction. Indeed, there is an old joke that we have only two seasons in Canada – winter and construction. Now that the former is finally over, the latter may well begin in earnest. It’s not a new development that Edmonton – like many cities in Canada – has prioritized building new roads and transit systems, and trying to figure out how to pay for it all. Thankfully, though, the federal government is increasingly waking up to the need. Case in point, the most recent federal budget which included more

transit and transportation infrastructure investment. The Economic Action Plan 2015 will provide new funding of $750 million over two years, starting in 201718, and $1 billion per year ongoing thereafter to a new Public Transit Fund. As the government’s largest targeted infrastructure program, the Fund “will promote public transit infrastructure investment in a manner that is affordable for taxpayers and efficient for commuters.” As outlined in the budget, infrastructure is vital to our economy. “It gets our goods to market, Canadians to work in the morning, and back home to their families at night.” It’s good to know our governments are fully on board.

Torture testing your new home » by JIM RIVAIT

Jim Rivait is Chief Executive Officer of CHBA – Alberta. Starting his career working in government, Jim spent the last decade working in the private sector specializing in government relations, advocacy, strategic communications, policy development/analysis and association management.

Torture tests for doors and windows are just one way builders are making sure new homes meet the highest standards. The new CSA Group lab at the Edmonton Research Park is equipped to perform 37 different tests of durability and energy efficiency. Windows endure punishing blasts of water while specially designed machines open and close doors up to half a million times. The facility is responding to demand from local suppliers for testing to meet new requirements under the National Building Code for independent testing of their products. “The changes to the Code will mean every window, door and skylight sold in Canada will have to be certified,” says Nashir Jiwani, CSA Group regional vice-president, Canada. Testing is nothing new for companies that supply the multitude of individual components that will go into your new home. Homes today are built according to exacting standards that reflect the many advances in science and technology over the years. Starting back in 1941, the National Research Council (NRC) published the country’s first National Building Code. As the NRC points out, today’s construction technologies and techniques differ vastly from those in the use back when new movies in the theatres included Citizen Kane, The Maltese Falcon and Dumbo. The new techniques and technologies developed for building homes face rigorous scrutiny at the national level and then face additional examination before the Alberta government adopts them for use in this province. One great example of how innovation has benefited both consumers and the environment is the huge improvement in energy efficiency. A couple of years ago, CHBA did an interesting study that looked at how much energy a typical home built in 1975 used in a year. Then we searched archives to find the original construction specs and determined that the same home built today according to current codes would consume 66 per cent less energy. The amount of energy needed for heating dropped an astounding 78 per cent. The latest round of national code changes will bring new energy-savings measures that will reduce both fuel bills and

the carbon footprint of homes. And for home buyers who want to push the environmental envelope even further, Net Zero homes are popping up around the city that produce as much energy as they use. Keeping up to date with changing for codes for building, fire, plumbing and energy use is a challenge. Our building technology expert is tracking some 800 different codes changes and arranging sessions for CHBA members to help them understand what’s new. Some things about building new homes never change – attention to detail and focus on quality – but professional builders are always looking for ways to make homes more comfortable, affordable and efficient. The confidence in homes built today is confirmed by the 10-year warranty that comes standard with every new house these days. Building homes is a serious business because your home is likely the single biggest purchase you will ever make. The new CSA lab where windows and doors get put to the test is also serious business. This is the same lab where they do explosives testing so you know these people aren’t fooling around. A cloud of uncertainty continues to hang over the province to some degree, due to oil and gas, but the mood in Alberta real estate is brightening slightly. “In recent weeks, there has been a subtle shift in mood to the positive as people contemplate the possibility of market upside if oil breaks the $60 barrier,” Phil Soper, president and chief executive of Royal LePage, told New Home Guide. “Oil has recovered more than 20 per cent off the early 2015 bottom.” In releasing its House Price Survey for the first quarter, Royal LePage underlined how much of an impact the slide in oil and gas has had on the province. In Calgary, the housing market slowed visibly, as low oil prices continue to curtail activity. The ongoing economic turmoil in Calgary, in fact, has pushed the city out of the top three fastest appreciating housing markets in Canada, into a more moderate zone of below national average price increases. Price appreciation in the fi rst quarter in Calgary was far milder than the significant year-over-year price increases experienced throughout 2014. The average price for detached bungalows increased 3.8 per cent to $498,400, while

standard two-storey homes increased 1.7 per cent to $480,656. Standard condominiums recorded moderate growth of 2.9 per cent to $286,913. Edmonton real estate was similarly affected by the drop in oil prices, Royal LePage says, as uncertainty stopped many prospective buyers and sellers from entering the market. While fewer homes traded hands, the three major housing categories saw average prices increase on a year-overyear basis. Detached bungalows showed the strongest gain of 6.8 per cent to $364,906. Over the same period, standard two-storey homes rose 5.5 per cent to $391,378 and standard condominiums climbed 3.1 per cent to $231,093. As for the outlook, says Soper, the news is not all bad. “Price is a trailing indicator. By mid-year, the drop in unit sales volumes should be taking effect, reducing Calgary home prices. A tight rental market and still high employment rate will help to hold values up, especially in the entry-level to mid-market priced homes.” Elsewhere in the province, the Alberta Real Estate Association reports that monthly average prices in March, compared to year-ago levels, were: South Central Alberta (up 39.3 per cent), Alberta West (14.7 per cent), Lethbridge (11.2 per cent), Medicine Hat (10.5 per cent), Lloydminster (7.8 per cent) and Central Alberta (5.0 per cent). In contrast, average prices were down in Fort McMurray (-0.2 per cent) and Grande Prairie (-5.3 per cent).

Mortgage costs about to rise for some Canadians » by LYDIA MCNUTT

If you’re planning to buy a home this year with less than 10 per cent down, you can also plan for higher mortgage costs as of June 1, 2015. Canada Mortgage and Housing Corp. (CMHC) and Genworth Canada have announced that they are raising their mortgage insurance premiums by 15 per cent. CMHC increased its target capital requirements in mid-2014. The move isn’t expected to have a big impact on homebuyers’ pocketbooks or Canada’s housing markets, CMHC says. The higher premium would amount to an additional $5 per month for the typical borrower with a 95-per-cent loan-to-value ratio on a mortgage of $252,530. However, in Canada’s pricier markets, those monthly mortgage costs will inevitably be higher. In addition, the looming rise in mortgage costs could also signal a busier-than-normal spring real estate market, as homebuyers try to beat the clock on the May 31 deadline. The increase in mortgage insurance premiums reflects concerns that Canadians are overextending their budgets by taking on more home than they can afford, leaving them in a tight spot when interest rates rise or at the slightest economic turn.

Experts advise that homebuyers plan ahead, save their money and put down as much as possible, to avoid taking out a high-ratio mortgage. Homebuyers unable to save up this often hefty amount can still buy a home with a down payment of less than 20 per cent, but federally regulated lenders require mortgage loan insurance, which covers them in case of payment default. The lender is responsible for the premiums and passes those costs on to the homebuyer in the form of a lump-sum payment, or more commonly, higher monthly payments. CMHC is Canada’s largest insurer of residential mortgages. Existing mortgages, high-ratio mortgages with more than a 10-per-cent down payment, and mortgages on multi-unit properties will not be affected by the premium increase.

Spring lawn care » by SHANE’S LANDSCAPING & CONTRACTING LTD. Even though your lawn goes into dormancy during the winter, frigid temperatures, drying winds and a lack of snow cover can leave it looking tired and ragged once the snow melts. Here are a few simple steps you can take in the

spring to get your lawn off to a good start for the growing season. RAKE THOROUGHLY

As soon as the ground thaws and soil becomes somewhat dry and workable, go over your lawn with a rake. During the course of the winter, most lawns accumulate a variety of small branches, sticks and leaves. Raking will remove accumulated debris and “massage” dead grass blades out of the soil to help prevent the build-up of thatch. It will also offer you the opportunity to inspect your lawn carefully for problems areas which may have been loosened by the winter’s frost heaves. REPAIR DAMAGED AREAS

Repair any places where the grass has worn away, either by laying down sod or by over-seeding. • To install sod, use a spade to create clean edges and remove enough soil so that the sod will be level with the surrounding turf. Use a rake to loosen and level the soil, lay in your sod, tamp it down with your foot and water it well. Water the new sod at least every other day or so for the next two weeks, or until you are certain the new grass has taken hold. • To seed the area, rake the area vigorously to loosen the soil, scatter seed on it, cover the seed with dusting of soil, then water with a gentle spray, taking care not to dislodge any seed. Keep the soil moist by watering occasionally until the new grass has sprouted and reached a height of at least two inches. AERATE

Aerating your lawn creates holes in the soil to allow air and water to penetrate to the root zone. This can be especially beneficial on heavy clay or compacted soils, or on areas 58 NEW HOME GUIDE | MAY 8 - JUN 5, 2015

damaged by extensive periods of wet or dry weather conditions. There are several ways to aerate your lawn. The more simple methods are wearing spiked “aerating sandals”, which poke holes in the ground as you walk, or using a garden fork to poke holes in the ground by hand over a small area. For larger areas (or lawns in desperate need) “plug” aerators are available, which are designed to be pushed or pulled by hand or attached to the back of a garden tractor. These hollow-tined aerators remove small plugs from the soil as they pass over your lawn, which allows for the greatest penetration of nutrients. FEED ORGANICALLY – BUT ONLY IF NECESSARY

Feeding your lawn will rarely be necessary, especially if you take care not to mow too short and you feed your lawn the grass clippings during the growing season. Every now and then, however, your lawn may benefit from a boost of nitrogen. Once the weather warms up, your grass should turn green and start to grow on its own. If it doesn’t, rake a thin layer of compost over the entire lawn or apply a complete organic lawn feed. If after several weeks of warm weather, growth continues to be slow, repeat the process in the summer and consider adding a topdressing to your lawn in the autumn to improve its overall soil structure. Remember, overfeeding your lawn only encourages excess growth, which results in more work for you (more mowing), so don’t do it unless absolutely necessary. Bank of Canada holds overnight lending rate » by ALYSSA RICHARD

Interest rates aren’t going anywhere. The Bank of Canada announced on April 15 that it was going to leave its overnight lending rate at 0.75 per cent for another six weeks – and depending on the picture our future economy paints, it could be for a lot longer than that. The overnight rate has only been sitting at 0.75 per cent for a little less than three months now, after Governor Stephen Poloz finally decided to cut it down from the one per cent it had held steady at for nearly 4.5 years. That decision was made in January, in an attempt to shield highly indebted Canadians from the negative impacts of the significant drop in oil prices (and job losses that have occurred as a result). With oil prices staying low and the economy continuing to suffer, it was presumed that the central bank would further cut its rate in March and again today – but that didn’t happen.

The Canadian economy is estimated to have stalled in the first quarter of 2015. The ultimate size of this impact will need to be monitored closely.

In a speech he made just a few weeks ago, Poloz announced that, “the first quarter of 2015 will look atrocious, because the oil shock is a big deal for us.” And it did. “The Canadian economy is estimated to have stalled in the first quarter of 2015. The ultimate size of this impact will need to be monitored closely.” As of today, total CPI inflation is at one per cent, which reflects the drop in consumer energy prices, and core inflation remains close to two per cent. Unfortunately, first quarter results will place additional pressure on inflation, but GDP growth is expected to rebound later this year. And the central bank continues to offer messages of hope that the economy should reach and remain at full capacity by the end of 2016. If the economy doesn’t pick up, we could see another interest rate cut this year. But our guess is Poloz will monitor it for a longer period of time than just three or four months before making that decision. The next interest rate announcement is on May 27, so we’ll see what the future holds then.
