THE ENERGY EFFICIENCY OF HOMES is getting plenty of media
attention these days as the provincial government focuses on reducing greenhouse gas emissions. At a recent news conference, Municipal Affairs Minister Danielle Larivee highlighted the transition to new construction codes for buildings. “A more energy efficient home is a comfortable home, one that keeps the heat in, the cold out and money in your pocket. These new requirements will ensure that Alberta continues to be a leader in the fight against climate change and a competitor in the carbon-constrained economy,” Minister Larivee told reporters. Changes included updating or adopting a half dozen codes, including building, energy and electrical standards. Alberta’s buildings of all types – residential, commercial, industrial and institutional – are responsible for about seven per cent of greenhouse gas emissions. For new-home buyers, this will mean more energy efficient windows, lighting, building envelope, insulation, heating, service-water heating, ventilation and air-conditioning. In addition to lower energy bills, homes will be more comfortably and evenly heated. Tighter air sealing will have another benefit – quieter homes that screen out more noise from outdoors. How will new mortgage rules affect first-time homebuyers? By Alyssa Furtado

new mortgage rules may make it more difficult for you to get into the housing market. As of Oct. 17, all homebuyers who get a high-ratio mortgage (down payment of less than 20 per cent of the purchase price) will now have to undergo a mortgage stress test by qualifying at a rate they don’t currently have to pay. This was something that only buyers getting a high-ratio mortgage with a variablerate term or a fixed-rate term of less than five years previously had to do. The best mortgage rate in Ontario was 2.29 per cent (as of writing). However, the Bank of Canada’s qualifying rate is 4.64 per cent. First-time buyers – especially in housing markets where there aren’t many affordable single-family homes available – may be priced out of the market due to the new rules, says Gregory Klump, chief economist of the Canadian Real Estate Association. Let’s use the example of a couple with a combined income of $100,000 has saved $40,000 for a down payment and they qualify for a mortgage rate of 2.29%. We’ll assume that their monthly property taxes will be $400 and their heating costs will be $150 a month. When using RateHub’s mortgage affordability calculator, they’ll be able to afford a property costing up to $521,041 because of the new mortgage rules. But under the old rules, they would’ve been able to spend $635,700. That’s a difference of $114,659. 24 YPNEXTHOME.CA
P The reason for the rule change is because there have been concerns about rising household debt levels in Canada. The country’s debt-toincome ratio reached 167.6 per cent in the second quarter of this year, according to Statistics Canada. What that means is households have $1.68 in debt for every dollar of disposable income. One government report noted that the country has recently experienced the largest increase in household debt relative to income since 2000. There were also other rules announced that come into effect on Nov. 30 that may affect smaller mortgage lenders – the ones that often cater to first-time buyers. Those lenders will no longer be able to buy portfolio insurance for certain types of
mortgages they sell to investors. (Note that this is different than mortgage insurance and not something consumers have to purchase.) The smaller lenders won’t be able to sell those insured mortgages for funding. As a result, they won’t be able to issue as many mortgages and will likely have to raise rates. The bottom line The rule changes will make it harder for some first-time buyers to get into the housing market. And they may also face higher mortgage rates.

Most Canadian housing markets overvalued, price growth to slow through 2018: CMHC CANADA MORTGAGE AND HOUSING CORP. (CMHC) is finding strong
evidence of problematic conditions for Canada’s housing markets. Home prices have surpassed economic fundamentals like personal disposable income and population growth, resulting in overvaluation in many Canadian housing markets. However, the combination of overvaluation and overbuilding should help slow the growth in resales and house prices and lead to a moderation in the pace of housing starts. This analysis is the result of combined insight from two major CMHC reports published concurrently for the first time: the Housing Market Assessment (HMA) and Housing Market Outlook (HMO). According to the HMA, Canada now shows strong evidence of problematic conditions overall due to overvaluation and price acceleration. CMHC’s last HMA report in July flagged the likelihood of seeing this evidence, by the fall. In addition, overvaluation continues to be detected in nine census metropolitan areas (CMAs) across the country and overbuilding in seven. The HMA serves as an early warning system, alerting Canadians to areas of concern developing in our housing markets, so that they may take action in a way that promotes market stability. Meanwhile, the HMO highlights important regional differences in housing activity which will gradually dissipate over the forecast horizon. At the national level, housing starts and MLS sales are expected to decline slightly in 2017 before stabilizing in 2018 to levels more consistent with economic fundamentals and demographic changes. NOW THAT Rogers Place is open, Edmontonians have a lot more to celebrate than just a new arena and a hockey team on the rise. A recent report suggests the city could be in for a bit of a boom, as such new sports facilities actually boost surrounding real estate values. The one key proviso is that tax increases to help foot the bill can’t be part of the plan. The Impact of Stadium Construction on Real Estate Values, from the Real Estate Investment Network (REIN), explores the effects – positive and negative – new arenas, such as the newly-opened Rogers Place in the Ice District in Edmonton, have on real estate values.
Highlights of the report include: » An arena’s positive impact on housing values can be felt most within a five-km radius and has the largest effect when appealing architecture, community plazas, park landscapes, retail, commercial and entertainment spaces, and the stadium’s construction itself are incorporated into its design. » A negative effect on property values is felt when the costs of a proposed stadium necessitates the increase of property taxes. » Homes in neighbourhoods close to new stadiums, on average, have premiums ranging between three and 15 per cent, depending on the different types of housing, parking options and the distance from the facility. » Housing values increase on average 1.75 per cent for each 10-per-cent decrease in distance from a stadium, with the positive price increase being highest for homes closest to the stadiums and decreasing gradually outwards within the five-km radius. When a stadium is located outside the downtown core, and is not connected to any other economic development activities or urban redevelopment program, residential properties around the facility will still see a positive increase in value. However, this increase will not be as dramatic as those that are built in, or with nearby accessibility, to the Central Business District. congestion and a scarcity of parking. These are all factors with the potential to create a price depreciating effect. The conclusions are somewhat surprising, given previous perceptions that such projects yield little real economic boost, and that a city’s health depends mostly on its economic fundamentals and infrastructure. “The presence and subsequent impact on the value of infrastructure is quite unrelated to the economic fundamentals, which reign as having the most impact on real estate values in the short, medium and long term,” says Melanie Reuter, REIN’s director of research. The findings regarding arenas can be likened to the impact of transportation improvements such as LRT stations, she adds. “Think of the infrastructure findings (transportation and arenas) as a micro effect, compared to broader and deeper fundamentals. So, once you choose a place to invest based on strong fundamentals, give yourself an additional lift by investing around an arena or an LRT station.” In Canada, while hockey may be the number one sport, a project’s positive impact on real estate values is unrelated to the type of sport – or even whether a team is a winner. “Surprisingly, type of sport and whether a team is winning or losing has little impact on the results,” Reuter says. More important factors are proximity to downtown (positive), ample parking (poorly planned or non-existent parking can have a negative impact on values) and integration with the surrounding community. Incorporating mixed and constant uses – think bars, offices, shops, outdoor spaces – was also key, as was access to good transit. “Equally important is nearness to the arena,” says Reuter. “Properties within walking distance (one kilometre) saw the biggest price jumps, and the impact diminished the farther out one went, until there was no impact past four kilometres.” Edmonton’s Rogers Place, new home of the NHL’s Oilers which opened for the 2016-17 season, is a good example of a pro-sports facility with spinoff benefits to the local economy. It is being constructed in the heart of downtown Edmonton, has well laidout urban design plans, and excellent links to public transportation, REIN says. By creating an entertainment district around the arena, hundreds of local amenities will be available for neighbouring 30 YPNEXTHOME.CA
residents. The list of planned projects for the Ice District is “staggering,” REIN says, with $2.5 billion in downtown development directly connected to Rogers Place. Projects, all opening in 2016, include: » The NHL arena, with a capacity of 18,641 for hockey and 20,734 for concerts » A community arena, home to the MacEwan University hockey teams, practice facility for the Oilers and junior Oil Kings, and available for community rental » Edmonton Civic Tower – 27-storey tower that will house more than 65 per cent of the City of Edmonton’s downtown employees » Grand Villa Edmonton Casino – 60,000 sq. ft. of world-class gaming, dining and live entertainment » New headquarters for the Oilers Entertainment Group » MacEwan LRT Station, one of three LRT stations within a five-minute walk of the district Other components are slated to open from 2017 to 2020, including more than 1,000 residential units, some of which will be premium condos located atop a four-star hotel. “Edmonton appears to have nailed it on all fronts,” Reuter says. A similar downtown project is under discussion for Calgary. “As long as Calgary follows Edmonton’s lead, it should be a successful project for property owners around the project.”

What the new mortgage rules could mean for you By Wayne Karl

home, listen up: the new mortgage rules that took effect in October will likely make it more difficult for you to get into the housing market.
Here we go again
What does this mean?
The federal government has changed mortgage eligibility rules five times between 2008 and 2015. This latest round was intended to stabilize “overheated” housing markets, mostly in Toronto and Vancouver, slow home price growth and keep mortgage indebtedness under control. All good things. What the changes also do, though, is make it more difficult for young Canadians to take that important first homebuying step. As of Oct. 17, homebuyers who apply for a high-ratio mortgage (meaning, they have less than 20 per cent as a down payment) now have to undergo a mortgage “stress test” by qualifying at a rate they don’t even actually have to pay. Yes, you read that right. This stress test is intended to assure lenders that you, Mr. and Ms. Homebuyer, could still afford the mortgage if interest rates rise. For example, says Alyssa Furtado, founder and CEO of ratehub.ca, a website that compares mortgage rates across Canada, the best mortgage rate in Ontario at time of writing was 2.29 per cent. However, the Bank of Canada’s qualifying rate for applicants is 4.64 per cent.
For example, a couple with a combined income of $100,000 has saved $40,000 for a down payment and they qualify for a mortgage rate of 2.29 per cent. We’ll assume their monthly property taxes will be $400, and their heating costs $150 a month. Using RateHub’s mortgage affordability calculator, they’ll be able to afford a property costing up to $521,041 because of the new mortgage rules. “Under the old rules, however, they would have been able to spend $635,700,” she says. Cha-ching: a difference of $114,659. On average, according to Calgary mortgage broker Jason Eldridge, by having to qualify for mortgage financing using the five-year Canadian benchmark rate, the maximum purchase price will drop by approximately 21 per cent, given existing five-year contract rates. Now imagine the situation in Alberta, where the economy has already been hammered by the prolonged oil and gas slump. If you were looking to buy a home here, your buying power will now take a 20-percent hit – on top of the economic uncertainty you may be feeling. Those

in Alberta looking to sell a home, meanwhile, will now be trying to sell to many whose homebuying power has just been reduced. Hello, double-whammy. There were other rule changes announced last month that come into effect on Nov. 30. For those looking to restructure or refinance an existing mortgage or purchase a property with at least a 20-per-cent down payment, similar qualifying rules will apply in many cases. Lenders who use portfolio insurance and other discretionary low loan-to-value ratio mortgage insurance will now have to meet the eligibility criteria that previously only applied to high-ratio insured mortgages.
The bottom line The rule changes will make it harder for some first-time buyers to get into the housing market. And they may also face higher mortgage rates. Remember making paper snowflakes as a kid – the juxtaposition of positive and negative space generates a dramatic result between solid and transparent, open and closed. Now, a more grown up version of the cut-out is used in some of the worlds finest homes. Here are a few of my favorites: 1. WOOD CUT-OUT DETAILS IN CEILINGS This suspended ceiling is made of a series of boxes made of koto wood. Random perforation of the wood panels provides the acoustic and diffuse lighting needs for the entire room. 2. FENCING Contrary to the typical chain link or wooden fence, this mostly solid fence, made of untreated mild carbon steel, has whimsical perforated cutouts in the form of stylized birds. 3. WALL SCREENS Open floor plans can sometimes be vacuous and nondescript. Using a mesh screen to separate zones is a great way to visually delineate spaces while still supporting the fluidity of the open design. Shown here is one cut out of MDF and painted to match the trim, while the other is in an anodized metal.

You’ll want a broom, dustpan, mop, your vacuum, some sort of all-purpose cleaner and cleaning rags and towels. Put cleaning items and towels in a large bucket or plastic bin with a lid to keep them separate from your other stuff. In your new place, have toilet tissue ready for each bathroom, along with hand soap and towels. Remember easy-to-serve snacks, water bottles, a first-aid kit, facial tissues and toys such as colouring books and crayons for the little ones. Basic kitchen items will be handy too, such as dish
detergent, a sponge, plastic garbage bags, paper towels, paper plates and cups, a kettle and maybe a cooler. Remember a note pad, pen, scissors and pertinent phone numbers you may need, such as utilities companies (for both ends of the move), family members, real estate agent, lawyer and cable company. You’ll also need basic tools. Think about the first 24 hours in your new place. You’ll need linens, soap, alarm clock, a change of clothes, phone chargers, important papers and money. Be sure that your survival items are packed into the moving van last or transported in your vehicle with you. When you arrive, you’ll be fully prepared to begin life in your new home.

you have them. If something is of no use to you, it’s time to let it go. » Books collecting dust? Although I keep a collection of books that I often re-read or refer back to, I make it a habit to use the one-in/one-out rule. I love books and my house would be overrun with them if I didn’t begin this habit a long time ago. Any time I’m tempted to buy a new book, I remind myself that if I do, I will have to let one go. This encourages me to borrow books from the library when possible. I often get questions about what to do with books that are no longer used and are taking up space. Donate books in good condition to your local library, hospitals or schools. » Toy toss Put aside time with the kids to go through their old toys and decide what they want to donate. Remind them they need to make room if they want new toys. Drive to the charity together and drop off the toys. Remind the kids how kind and giving their gesture was and that other less fortunate children will truly appreciate their donation. It’s never too early to start teaching children this valuable practice. » Clean out the garage If your garage is cluttered, it’s a good time to tackle it. Empty out the entire garage, or work in sections (depending on the amount of clutter and the amount of time you have to clear it). a pile of things you no longer need or want. Heavy duty shelving units and clear bins work great for storing these items within their categories. Brackets and hooks work for large items. Have you been storing items for years with the intention of having a garage sale, but never get around to it? Pull out your calendar today and book a definite date to have it. Blocking the time now increases the likelihood of following through with it later. Another option is to forgo the garage sale entirely and donate these items instead. » Has your clutter expired? If you can’t quite bring yourself to let go of certain items, even though you aren’t using them, consider packing them in a box and writing a ‘best before’ date on it six months away. Put this date on your calendar as a reminder. If you don’t open that box again before the expiry date, donate it to charity without opening it again. This provides you with a cooling-off period, making it easier to detach.

Millwoods Town Centre Active and on the move
LOCATED IN SOUTHEAST EDMONTON, Millwoods is a hive of activity. Much of the area consists of the shopping centre, office buildings, the hospital and medical centres and other commercial developments, but residents love the quick access to all these urban comforts. Most live in high density areas that are conveniently within walking distance of all the amenities including the public transit station. The vibe It’s pretty busy around Millwoods Town Centre, but that’s not necessarily a bad thing. People are busily going about their day, running errands, attending medical appointments or running to catch the bus. The centrally located Tawa Park offers solitude from the traffic on 28th and 23rd avenues, and if you can sneak onto one of the few residential streets you’ll find newer homes, large trees and a little peace and quiet. Meet the neighbours There is a pretty good mix of people in Millwoods Town Centre. The latest
municipal census reports a higher number of seniors more than 70 years old, mostly in the Tawa area. The southern part of the neighbourhood is mostly apartment condos and that has attracted a lot of singles and first-time homebuyers, but for the most part you’ll find an balance mix of family types, ages and ethnicity. In the area This area has it all. Most notably is the Grey Nuns Community Hospital and nearby Tawa Centre, a city-hub for health care services. Shops, dining, entertainment, supermarkets, banks and the public library are all here at the Millwoods Town Centre shopping mall. You’ll also find the Millwoods Transit Station, which provides public transportation to anywhere in the city. The good, the bad & the rest While most of Millwoods was developed in the 1970s, Tawa and Millwoods Town Centre was constructed mostly in the 1990s and continued into the early 2000s. That’s why you’ll find newer homes and the majority of them are duplexes, row-
homes, walk-up and even highrise apartment buildings. It has attracted people who want a newer home in a more affordable area. Planes, trains & automobiles You can get in and out of Millwoods Town Centre quite easily – 50th or 66th street will take you to Whitemud Drive, where you can connect with other major Edmonton roadways. South on 50th street will lead to the Anthony Henday Ring Road. Public transportation is great here, with the Millwoods Transit Centre offering bus routes to basically anywhere in the city. Dollars & sense Expect to pay city averages for real estate in Millwoods Town Centre, but expect to get something a little newer for your money. There are a few 55plus and semi-gated communities that are more expensive, but for the most part you can find real value here.
