If you’ve picked up this copy of NextHome’s March 17 issue in our street level boxes or retail racks, you likely also noticed a special publication included in the polybag. Our 2018 Condo & Home Builders’ Annual profiles some of the latest and greatest new home and condo communities throughout the Greater Golden Horseshoe. In our Expert Panel feature story, a select list of CEO-level executives from some of Ontario’s largest home builders also discuss some of the most pressing issues facing the housing industry in the province. One of them touches on government policy and its effect on land supply and housing costs. Not only is it a major issue facing builders – and therefore buyers – it is almost certain to become a hot-button topic in the upcoming provincial election. Now that we know Doug Ford is the new leader of the Ontario PC Party, and a challenger to Premier Kathleen Wynne, we have an idea of what to expect. Ford has a track record of fighting for lower taxes on homeownership, and has taken a strong stand against Toronto’s second land transfer tax. But we need to know more. From all candidates. Over the next three months, we should ask the pointed questions, and make housing affordability an election issue as we approach June 7.

What’s in your new-home warranty? Ideally, that’s a question you’ll never have to answer for real – at least not the hard way, be it filing a complaint or, worse, proceeding to a claim settlement. But, despite the best intentions of home builders, sometimes things do go wrong. Indeed, according to Tarion Warranty Corp., nearly every new home built has some form of defect. Such is life when you’re building outdoors, dealing with the elements and working with natural materials. In most cases, issues get resolved, and builders are getting better at responding to customer concerns. Still, there are unscrupulous – or worse, illegal (see page 36) – builders that try to circumvent everything from relatively minor registration fees to taxes, all under the guise of “saving you money.” But when there’s an issue that needs to be resolved, good luck. This is why it’s important to ensure your new home builder is registered with Tarion – to provide the peace of mind that Tarion is backing the warranty, as well as to learn what parts of your new home are covered, for how long, and what the steps and procedures are. Typical examples of things that go wrong in the home building 16  NextHome.ca

process include the following, a Top 10 list of first-year claims: » Paint: inadequate application or coverage » Doors: improperly installed or finished » Floors: Damaged, cracked or installed with gaps » Drywall: Blemishes on walls, ceilings or corners » Stairs/steps: Inadequately built » Water/moisture: Moisture inside the home » Concrete: Cracking » Baseboards: Improperly installed » Trims: Improperly installed or finished » Cabinets/vanities: Improperly installed or finished You can understand how prevalent such “defects” would be in new homes, and how action is required. Nine times out of 10, for homes backed by Tarion, they’re resolved without issue. More drastic is another example involving 23 homes by one builder in one development in Ontario, also, thankfully, backed by Tarion: » After the homes were built, the water table shifted, causing differential soil settlements

» The problems arose three to five years after construction » 23 homes were monitored and repaired over a period of five years » 10 homes required major repairs – causing the homeowners to be relocated to hotels for an average of 38 days The cost to Tarion to rectify the matter? More than $5 million. The cost to homeowners? Zero. The benefit of having the peace of mind of a Tarion backed warranty? Priceless. INDUSTRY & MUNICIPALITIES WORKING TOGETHER TO PROVIDE PUBLIC ART

DAVE WILKES As development in our region intensifies, public art is flourishing in our communities. Besides beautifying the places where we live and work, these sculptures, murals and LED installations create a sense of community, evoke civic pride and invite tourism. Many of these works are the result of creative partnerships between our industry, municipalities and artists. In the city of Toronto, a large portion of public art is funded through the Percent for Public Art Program, which has developers contribute one per cent of the gross construction cost of projects to public art. In return, the City may allow them to increase the height of a building or build a denser development. Depending on the size of the contribution, it may be used to commission an art installation on site, pooled in the City’s Public Art Reserve Fund or a combination of the two options. In the last five years alone, the program has seen the completion of approximately $25 million in public art, with additional funding secured that has not yet been spent. Since its inception, the Percent for Public Art Program has enriched Toronto with more than 150 pieces of public art. Many are part of condominium developments and enjoyed by residents and passers-by alike. An 22  NextHome.ca  |  GTA

example is a work titled We Are All Animals, in a public plaza in front of a condo near High Park. The installation, commissioned by the developer of a Toronto-based art studio, consists of a long bronze bench, a trio of coyote sculptures and an LED screen showing an ever-changing digital rendering of High Park’s landscape. Another remarkable piece of art that people can enjoy is Guard with Balloon Dog, a stencil attributed to the anonymous graffiti artist Banksy, which is on display in the PATH system near 1 York Street. It was found on the wall of a former office building in the Harbourfront area. Before the building was demolished, the developer salvaged the panels, had them professionally restored and installed them, along with a commissioned companion piece. Other municipalities are also building their public art collections thanks to partnerships with our industry, despite the fact that public art contributions are voluntary. For example, in Mississauga, a two-part metal and glass sculpture called Migration, depicting birds in flight, forms a gateway over Duke of York Boulevard where it meets Burnhamthorpe Road. The work was jointly funded by developers behind two nearby condo projects and the City of Mississauga. And in Markham, kids and kids at heart can ride a colourful piece of public art, a merry-goround featuring characters that evoke Canada, such as a beaver,

Mountie, moose and salmon. The carousel, made by Canadian-born California-based artist Patrick Amiot, is called Pride of Canada, and was made out of repurposed materials collected across the country. It is the centrepiece of an extensive public art initiative that is being spearheaded by the developer behind the major mixed-use development in downtown Markham. The collection includes street art photography in an underground parking garage and a floral light sculpture over the entrance of a shopping centre. There are plenty of examples of art that we all get to appreciate because of such partnerships. As our region continues to grow, we will need more of this collaboration to create thriving communities where people can live, work and enjoy their leisure time. With elections approaching this year, BILD will be asking questions about how we can work together to make this vision a reality. CONDO WASTE IS YOUR BUILDING THROWING MONEY AWAY – LITERALLY?

Controlling maintenance fees and costs is one of the most important functions of a condominium board. One item that all boards can take immediate action on is how much money is spent on throwing away garbage, versus recycling. Simply put, recycling is free, but garbage costs money. Known as the Excess Waste Levy, this fee is calculated based on how much garbage is actually thrown away, compared to how much garbage is permitted to be thrown away. In Toronto, the Excess Waste Levy is calculated according to the City’s Waste Diversion Program, which mandates that 70 per cent of

all household waste should be diverted to recycling or organics, and only 30 per cent should be garbage destined for the landfill. For condominium buildings, the permitted cubic yards of garbage are calculated based on household count, and this is tracked by the number of garbage, recycling and organics bins that are picked up on waste collection days. These bins are uniquely coded for each building so the City can issue invoices for excess garbage fees. For example, in 2016, the Excess Waste Levy was $28.17 per cubic yard and in our building at the time, we were 44 cubic yards over our permitted monthly garbage allowance. So, we were literally throwing away an extra $1,239 per month or $14,873 per year for the building. On a per unit basis, this translated into around 0.5 per cent of monthly maintenance fees... just for garbage.

Simply put, recycling is free, but garbage costs money.

SO, WHAT CAN CONDO BOARDS DO?

Many new buildings today come with a tri-sorter waste disposal system that diverts waste into the garbage, recycling or organics bins. Ensure your system is kept in good working order, and make sure staff know what to do when the system breaks down. Audit your residents regularly to make sure everyone has recycling and organics bins, which the City provides for free. Educate residents on how much money is being thrown away, and what they can do to reduce this cost. Set a reduction target and keep everyone updated on their progress. Be aware the City of Toronto conducts random audits of condominium buildings to ensure that garbage and recycling are being separated properly. The fine for non-compliance is $50,000. So, recycle properly. Not only is it good for the environment, but it’s good for your wallet, too.

WHY HAVE ALL THE PREDICTIONS BEEN WRONG?

In 2011, there were about 28,000 new condominium apartment sales in the Greater Toronto Area, smashing the previous record high. For years all we heard was that Toronto was overbuilding condos, and that eventually the oversupply would drive down prices. That didn’t occur. We also heard repeatedly that investors would sell off their units at the first sign of soft sales, flooding the market with listings and driving down values. In 2013, the new condo market was experiencing much slower absorption (about 12,000 annually, per Urbanation figures – a nearly 60-per-cent drop from two years earlier), and there was no massive sell off by investors in the resale market or via assignments. Strike two. There were numerous articles warning of rampant speculation in the new condo market in 2015; so-called experts were positive that new home product was way overvalued. Pundits claimed as soon as capital appreciation slowed, the market would be doomed. Well, new and resale condo prices hardly grew in 2015. The Toronto condo market survived, and values are $200 per-square-foot higher today than they were in 2015. In 2016, all the talk shifted to foreign buyers – the new condo 34  NextHome.ca  |  GTA

market was being propped up by purchasers from China was a common refrain. If a tax was applied for offshore buyers in Toronto, the new condo market would tank. In April 2017, a new tax on non-residents was implemented. Did sales plunge? Nope – there was a new record high of 35,000 new condo sales last year. Despite their terrible predictions, many of these folks continue to be quoted on a regular basis. With expanded rental control in place, tougher mortgage rules and rising interest rates (and more to come), I expected sales of new condominiums, especially the high-priced projects in Toronto’s core, would slow noticeably in 2018. Nope, wrong again. Data for January data showed huge popularity for big projects such as Great Gulf Homes’ 357 King St. and Plaza’s Theatre District Condominiums. Both are priced at more than $900 psf in the Entertainment District, and apparently real estate brokers are fighting over units.

At this point, people are running out of ideas about how this seemingly never-ending bull run in the new condo market might end. How about a Trump trade war driving up construction costs? Overaggressive inclusionary zoning policies? Changes to the Ontario Municipal Board? Who knows. The market has been unbelievably resilient since the late 1990s. My advice is to do your own research, buy what you can afford and hire a good realtor to help. Good luck. BUYER BEWARE ILLEGALLY BUILT HOMES MAY COST YOU IN MORE WAYS THAN ONE March is Fraud Prevention Month, and Tarion Warranty Corp. is recognizing it with a strong warning to consumers that an illegally built home in Ontario may come with devastating consequences, including a home that may be unsafe to inhabit or a builder who, once paid, abandons the project altogether. “When it comes to the largest investment of a family’s life, namely a newly built home, it pays to know that your builder has the technical and financial wherewithal to complete the job and that you have the protection of a warranty if anything goes wrong,” says Howard Bogach, Tarion’s president and CEO. “If builders are not registered with Tarion, they are building illegally and won’t provide warranty protection that is legally required in Ontario.” Bogach emphasizes that every builder in Ontario must be registered with Tarion and must enroll all newly built homes in the warranty program. It’s the law. And almost all municipalities across Ontario are supporting it by sharing their building permit information with Tarion. An additional 15 municipalities have partnered up with Tarion to educate consumers who opt to take out permits in their own names as opposed to using a builder licensed by Tarion. Illegal builds are more than just a bad idea, Tarion stresses. They can be expensive for homeowners and builders alike. Last year, for example, Ontario provincial courts set down 117 convictions related 36  NextHome.ca  |  GTA

to illegal building, and illegal builders paid almost $400,000 in fines for proceeding without proper registration, warranties or permits. In 2016, one builder even went to jail. Bogach expects this price tag to increase in 2018 because the fines themselves have increased. Beginning in 2018, builders found in violation of the law will face fines up to $50,000 – up from $25,000 – as well as imprisonment for one year, less a day (twice the previous jail time). Corporations building new homes will face the heaviest penalties with maximum fines of $250,000, up from the previous $100,000. Even directors and officers of these delinquent companies are subject to penalties up to $50,000. For the homeowner, risks are also high. Unregistered builders do not necessarily comply with Ontario Building

Code specifications and the new owner can fall victim to poor craftsmanship, including such dangerous and costly elements as electricity and plumbing. There is also the risk that an illegal builder will take a buyer’s deposit and then abandon the build. In keeping with its mandate of consumer protection, Tarion advises prospective buyers of new homes to recognize the following signs that a builder may be operating illegally. Builders: • Say they built the house for themselves but then decided to sell it. • Say they offer their own warranty and the homeowner doesn’t need Tarion’s warranty. • Say the Tarion warranty is too costly (sometimes quoting $10k when in fact the maximum cost is $1,800 plus taxes.) • Offer the consumer a brief contract or, worse, no contract at all.

ROOM DESIGNER LISA CANNING OVERCAME A SERIOUS DESIGN DILEMMA TO CREATE A SUPER ORGANIZED, MULTI-PURPOSE SPACE THAT LOOKS GREAT AND FITS EVERYTHING Not enough storage is a common complaint among homeowners. Can you relate? When it came to working with my clients on redesigning and organizing their laundry room, they let me in on a little secret. Their home has no garage, basement or outdoor shed. So, this “laundry room” has to store off-season clothing, sports equipment, paint cans and random odds and ends. Plus, it has to function as a space to wash, sort and fold clothing. Talk about creating a multi-purpose room! With the help of strategic storage products, I was able to create a customized space to fit all their needs. Here are five ways I accomplished the organized design.

Proper storage is essential to keeping a space clutter-free, and a family from feeling overwhelmed by stuff. I designed the millwork 36-in. deep to give the family lots of space for large, bulky storage. To make sure these large cavities remain practical, I used a series of large, easyview bins by home organization company NeatFreak (neatfreak. com) to keep things that require more frequent access such as towels and cleaning supplies in plain sight.

Don’t forget you can customize the most important aspect of your laundry room, your washer and dryer. I selected a stackable washer and dryer by Whirlpool (whirlpool. ca) to maximize all available space. The front load machines offer a multitude of settings that allow the family to wash and dry everything from well-worn sports gear to delicate dance costumes. Available in three finishes, I went with white as a bold contrast against the blue cabinetry.

A triple sorter with ironing board laundry system also by NeatFreak was installed, which allows the family to create an additional surface area for laundry sorting, folding and ironing.

Custom floating shelves were created out of the same laminate used on the countertop (belangerlaminates.com), to provide additional storage and decorative display. Architectural details were created using MDF tongueand-groove by Metrie (metrie.com) to create a shiplap look. I like using shiplap as it provides a subtle texture to a room.

To keep the space looking fresh and appealing, I went with bold coloured cabinets in Bermuda Blue by Benjamin Moore (benjaminmoore.com) and chose a vibrant rug from HomeSense (homsense.ca) to complement the paint colour. For a pop of shine, I used bronze accents on the hardware (shaynefoxhardware. com) and the faucet (deltafaucet.ca).

INGREDIENTS 2 cups

of steel-cut oats

1/2 cup of hemp hearts 1/2 cup of chia seeds 1/2 cup of pumpkin seeds 1/2 cup of walnuts 2 tbsp

of cinnamon

2 tbsp

of coconut oil

3 tbsp

of maple syrup

1 tsp

of vanilla extract

DIRECTIONS PREHEAT the oven to 300 F. COMBINE all dry ingredients in a large mixing bowl. Meanwhile, in a saucepan, whisk coconut oil, maple syrup and vanilla until combined and warmed (about 2-3 minutes). POUR wet ingredients over the dry ingredients and mix well (don’t be afraid to use your hands!). ON a baking sheet, spread the mixture in a thin layer and bake for 10-15 minutes or until lightly golden. Make sure granola has completely cooled before serving or storing. KEEP your granola in an airtight container (such as a mason jar) in a cool, dry place for up to two weeks.

CHUCK RESNICK When it comes to ensuring a successful move, timing is everything! Careful planning and forethought helps “everything” happen efficiently. As soon as you decide to move, explore your options and take action. The first question is are you doing the moving, or will you hire movers? Book the moving company or truck at least a month ahead. Late spring, early summer and early fall are the most popular times of the year for moves. Next, are you going to pack or take advantage of professional packing services? If you’re thinking DIY, start collecting/buying boxes and packing material. Finally, which of your belongings do you want/need to move? Why not purge all of those unnecessary items you don’t need? The less “stuff” you move, the easier and less expensive the transfer. The following is a handy reference for what to do when. A MONTH BEFORE THE MOVE …

›› De-clutter, give away, donate to charity — pare down goods. ›› Obtain change-of-address cards from the post office. ›› Notify magazines, insurance companies, banks, credit card companies, schools and employers of your change of address. ›› If you are moving to a new home that includes appliances, ask for the owner’s manuals.

›› Make a “survival closet” of items you will need to clean the place once furniture is moved (broom, dustpan, cleansers). ›› Either start packing or make sure your mover begins. Label boxes with the contents and which room each will go into at your new digs. ›› Schedule disconnects for utilities and phone, but make sure you still have the use of your phone line on moving day. Arrange for hook-ups at the other end. ›› Cancel newspapers, cable TV, security system monitoring and any companies you use for services. ›› Send change-of-address cards. THE DAY BEFORE THE MOVE…

›› Clean out and dry the fridge and freezer. ›› Get to a bank and take out enough cash to tide you over. ›› Pack last-minute essentials. ›› Arrange for children and pets to be looked after elsewhere on moving day. ON MOVING DAY…

TAYLOR STINSON Located between Hamilton and Burlington in a charming, suburban community, Waterdown is an area suitable for families. Its downtown area runs from Hamilton Street North to Dundas Street East. THE VIBE

Waterdown has modernized from more of a country-style town to a suburban homeowner’s dream with an attractive downtown area, small, independent shops, and restaurants located in historic buildings.

Q+A WITH JOE VACCARO, CEO OF THE ONTARIO HOME BUILDERS’ ASSOCIATION by MARLENE EISNER priced out of the communities and neighbourhoods they want to live in. NH: What can builders and developers do to bring more homes to market? JV: The challenges haven’t changed. In order to bring new communities to the market, builders and developer will still require government approvals. The better the government can be at getting housing to the approvals process, the more homes and choice the industry can bring to the market. What continues to be the issue is that every level of government seems to find a new policy or idea they want to apply in how we build communities, and that puts everything into paralysis. The more policies government piles on, the more they limit and frustrate the industry’s ability to get more homes to the market.

NextHome chats with Joe Vaccaro, CEO of the Ontario Home Builders’ Association (OHBA) on what’s on the horizon in 2018 for the newhome market.

NextHome: In new homes, demand is expected to remain very high and supply very low. What can prospective new-home buyers expect in 2018? More of the same? Joe Vaccaro: New-home buyers should expect more of the same. OHBA members continue to have challenges in bringing new homes to the marketplace. People can only buy what is available, so these challenges end up limiting the housing choice and supply for those new-home buyers. People are 60  NextHome.ca

NH: Affordability issues have triggered a migration away from the GTA. This has put a strain on the supply of tradespeople in such places as the Niagara-Hamilton corridor, and even in the GTA. How much of an issue is this and how does it affect home prices or the delivery of new homes to market? JV: The shortage of skilled trades across Ontario is a real problem. We’re seeing more of this reality as more and more veteran tradespeople retire. There simply aren’t enough new tradespeople to close the skills gap. With all the new housing happening outside the GTA, tradespeople are following the work, and that’s creating shortages across the province. Then the new challenge becomes not just getting a house to the marketplace and selling that home to buyers, but also delivering it on time. We’re seeing more and more trades-based delays simply because there aren’t enough tradespeople to get the job done. We are going to see more of these issues over the next three to five years because the government simply hasn’t done enough to close that skills gap.


NH: How can you attract more young people, including women, into the industry and in doing that, develop more apprentices?

to inform the public and politicians about the current state of housing in Ontario and where it’s heading?

JV: OHBA and the industry continue to look for opportunities to support training and apprenticeship in Ontario. It’s going to take a collaborative effort by industry, government and colleges to modernize Ontario’s trades training environment. Also, women make up half the workforce in Canada but there is a perception that women are not a fit for certain careers like the trades. In order to combat this misconception, examples of effective collaboration include Skills Ontario and Loyalist College, who recently hosted a skilled trades event aimed at women, and 100 female high schoolaged students attended. This is only one of many tour stops for Young Women’s Career Exploration Event by Skills Ontario. Or, the Toronto Catholic District School Board, who held the annual Ontario Youth Apprenticeship Program (OYAP) Leadership Conference celebrating students pursuing careers in the skilled trades. Over the last several months, OHBA has been spearheading an apprenticeship pooling project that should open more opportunities for apprentices across Ontario. The skilled trades are great career opportunities and we need to do more to build the next generation of tradespeople in Ontario.

JV: In the last 15 years, the price of housing, whether low- or highrise, has increased by more than 160 per cent. It’s pricing people out of the homes that they want. This is why housing will be an upcoming election issue. What’s really important is that people still believe in the great Canadian dream of homeownership. What OHBA will be doing is asking politicians how they can help people achieve that dream. OHBA and our members will be engaging, educating and informing all candidates as we continue to meet with them and share our concerns.

NH: Housing may be a leading issue in the June 7 provincial election. What has OHBA been doing

NH: What are you hoping the next provincial government does to address the issues facing home builders and their customers? JV: We need a government that applies a “More Homes Not Politics” approach to every piece of legislation that affects housing policy and choice. So many of the policies and ideas introduced in the last 15 years are counterproductive to delivering more homes – they simply add more politics. If government is serious about building communities, they need to focus on increasing supply so that more Ontarians find more homes they can afford, and in communities where they can live, work and play.
