SPRING BREAK GTA PRICE GROWTH TO SEE SHORT-TERM PAUSE

It’s officially spring, by calendar if not yet by temperature. And while we’re all looking forward to warmer days, prospective homebuyers in the Toronto area may soon be able to take advantage of a cooling in home price growth. For the first time in more than two years, in fact, housing affordability in Canada has improved, according to the latest Housing Trends and Affordability Report from RBC Economics Research. Much of the improvement is thanks to a drop in Toronto’s detached home prices. The relief may be short-lived, however. “Our view is that Toronto prices will bottom out sometime this spring,” says Craig Wright, senior vice-president and chief economist, RBC. After that, possible interest rate hikes later this year could again put stress on housing affordability. Buyers sitting on the sidelines waiting for such a pause, this may be your chance. But, heeding Wright’s comments, make sure you’re well prepared, should interest rates rise.

INFRASTRUCTURE THE FIRST STEP FOR HOUSING PEOPLE CAN AFFORD TO BUY

When I was young and the city of Toronto did something my father didn’t like, he would often remark, “Why doesn’t the City just stick to sewers, roads and transit, after all, that’s their job.” Infrastructure is the foundation on which the success of a city is built. Any resident of the Greater Toronto Area and anybody in the market for a new home should care a great deal about infrastructure. We take it for granted when it is there, but we really feel the pinch when it is not. As residents of the region, we need to make sure our elected officials make infrastructure a priority. Infrastructure supports value creation through industry, it allows us to move efficiently around the city as we go about our daily business and it makes our communities livable. GTA residents who have watched the glacial development of the subway system over the last few decades know the uncomfortable truth that we need to build more infrastructure in the right place, faster. We have learned from investment-ready cities such as Markham that having the right infrastructure in place is a catalyst in supporting sustainable growth. The GTA is one of the fastest growing metropolitan areas in 16  NextHome.ca

North America, with 115,000 net new residents requiring 55,000 new homes to be built, every year. In a region with an already very low vacancy rate (less than one per cent) and a housing supply challenge (only 44,000 new homes were built last year), we need to make housing a priority and that also means making infrastructure a priority.

Infrastructure matters to anyone looking for a new or a “new to them” home because housing in urban centres is not built in isolation. There is no such thing as an “off-the-grid-house” in the city of Toronto or downtown Oakville. Communities require a sophisticated infrastructure of roads, highways and access to transit, as well as water and wastewater services. Intensifying existing communities often requires upgrades to existing infrastructure to accommodate additional loads. It is expensive and takes years to build. Making sure infrastructure is planned for and built in a timely manner to support new and existing communities is essential

to the development of new homes and to increasing housing supply. Increasing housing supply, in turn, is a key driver of affordability. There are many good and logical reasons why the development of new infrastructure takes the amount of time and money it does. But there is a second uncomfortable truth; according to Statistics Canada, by 2041 the population of the GTA will swell to 9.7 million people. That is the equivalent of adding the combined population of Vancouver and Montreal to the existing GTA population. Just housing these people will be a significant challenge, let alone having the workspaces, educational facilities and commuting capacity, in the right places, to support a 40-per-cent increase in population. Making infrastructure a higher priority is a necessity. With municipal elections approaching this fall, BILD will be asking the tough questions about how we can work together to make this vision a reality. UP OR DOWN? WHICH WAY IS THE TORONTO HOUSING MARKET GOING?

The March 2018 resale housing figures from the Toronto Real Estate Board show that sales were down 40 per cent year-overyear. Scary, right? Meanwhile, condominium apartment prices were up six per cent annually. On the other hand, single-detached prices were down 17 per cent. Looking at the numbers another way, month-over-month prices are up 2.2 per cent to slightly more than $784,000. So, are you perfectly clear about market conditions now? It’s clearly a strange time in the GTA housing market. For new condos, units are still selling like crazy as investors snap up suites across the region; they’re bullish on values in 2022 and 2023 when these highrise towers are expected to complete. On the flip side, suburban singlefamily home sales have slumped, resulting in a few developers lowering prices, some by as much as 20 per cent. There appears to be a drop in values from the market peak of 15 to 20 per cent. However, prices for new lowrise housing increased by 45 per cent annually in early 2017. So, even with a market correction, new homes are still out of reach for many prospective homebuyers. The question now becomes, should you wait? Is a 20-per-cent price decline on the horizon for 22  NextHome.ca  |  GTA

new condominiums, too? Will new home builders continue to lower the prices of single-detached and townhouse product? Developers have previously been reluctant to lower prices due to backlash from past purchasers – the fact that a couple already have is shocking – so further reductions are unlikely. You may, however, be able to negotiate some free upgrades. People have been calling for a crash in values in the new condo market for more than a decade. It hasn’t occurred, and likely won’t any time soon. Costs are going up across the board: Land prices, Development Charges, labour and construction costs, and financing costs via higher interest rates. Add the uncertainty of getting planning approvals with the implementation of a new land appeals process, and prices are

much more likely to go up. Prices may be down in some areas from 2017, but they’re still way up compared to 2016. Buy for the long term and ignore the “paper value” of your home over the next five years. You’ll be happy you did.

CLEAR COMMUNICATION UNDERSTAND THE IMPLICATIONS OF YOUR DECISIONS BEFORE CONSTRUCTION BEGINS

When you watch renovation shows, there’s always conflict between what the homeowner wants and what the contractor thinks will work best. It makes for great TV. Whether the arguments are over cost, materials, timelines or feasibility – or all of the above – by the end of the show, they always achieve a mutually acceptable solution through communication and sometimes compromise. I often see these same types of conflicts between homeowners and builders resulting from a communication breakdown. At issue can be anything from the dimensions of cabinets to the number of electrical outlets to the location of the furnace. These may not necessarily be issues with the workmanship, but rather a miscommunication as to the expected results. Take, for example, homeowners who want hardwood floors throughout the main floor, including the kitchen. The builder knows that solid hardwood is more susceptible to moisture, so chooses to install engineered hardwood, which is generally more resistant to shrinkage and 30  NextHome.ca  |  GTA

cupping caused from uncontrolled humidity levels. If the homeowners are expecting solid hardwood and are not aware of the pros and cons of the two types of flooring, they may not be happy because they didn’t get what they wanted. Unless the homeowners actually chose solid hardwood under the purchase agreement, or the purchase agreement specified that they would receive solid hardwood, this situation would not qualify for coverage under the warranty as an unauthorized substitution. With some clear communication, they might have been able to reach a more satisfactory solution – perhaps tile for the kitchen and solid hardwood for the rest of the main floor. Or the builder could have explained ahead of time the difference between the two types of hardwood, so the homeowners could decide if they really wanted to go with solid hardwood for the kitchen. Many new-home buyers have never bought a pre-construction home before, so they rely on the expertise of the builder to help them through the process of choosing a floorplan, selecting finishes and making the countless other decisions required. Ideally, the builder will discuss the implications of those decisions before the work begins so the homeowner can make an informed choice.

Clear and regular communication between homeowners and builders can help manage expectations on both sides and result in a finished home with no unexpected surprises. To make this room multi-functional, I chose this amazing TV mount arm from Wayfair Canada, which allows you to pull the TV so that you can watch it from any seat in the room. I am obsessed with the Sonos (sonos.com) system, which I love having in my own home, so I naturally want all my clients to get it as well. The Sonos Playbar connects to the TV and makes everything sound better.

3. LET THERE BE LIGHT For this room, potlights were not in the budget, but good lighting was a necessity. I chose lighting from Wayfair Canada’s (wayfair.ca) home improvement category, where we paired together two affordable ceiling lights to give the impression of one large track-lighting system in the room.

I love incorporating non-traditional and meaningful photos to a family’s space, especially when they are artistically taken. These photos are some of the most cherished memories from this family and all we did was upload them to Posterjack (posterjack.ca). Then, with a few clicks of the mouse, we chose the frame style, size and changed the photos to black and white. And, presto, they were delivered right to their home.

5. COMFORTABLE SEATING This room needed ample seating that

would work for this family of four. I chose an oversized sectional from Structube (structube.com). The great thing about this furniture is that it is super family-friendly and the prices are incredibly affordable. I was also able to add a side chair and a modern rocking chair. Since this company is so budget-conscious, I was also able to add in a gorgeous glass coffee table and raw wood side tables – all within my client’s budget.

6. FINISHING TOUCHES

1. FOCAL POINT The fireplace was the jumping-off point for this room. I converted the family’s gas fireplace to an electric one. Electric fireplaces have come so far in recent years, and it’s something I incorporate into almost all my designs now. For this space, I selected a Dimplex (dimplex.com) electric fireplace that appears so real, people have to look twice! I started with a style that would fit the room and then created a stunning built-in unit to surround it. To create the look, I used Metrie’s French Curves Collection (metrie.com).

With all the key components in place, I went on a shopping spree at HomeSense (homesense.ca) to give this room the finishing touches it needed to be brought to life. I grabbed a multitude of throw cushions, side table accessories, pots and bowls, which gave it the elevated look I was aiming for.

Perhaps due to my Australian decent, the birth of spring at my house means delicious, juicy barbecued lamb. Since Mother Nature is off to a sluggish start for outdoor grilling this year, this dish is just as lovely cooked inside. Lamb can be a polarizing meat choice for some, so I find these cumin and garlic infused kofta balls offer a milder tasting option for those who may be on the fence. It serves up nicely with a fresh side salad or grilled veggies, plus the lamb balls themselves are an easy make-ahead recipe. PREHEAT OVEN TO 450 F INGREDIENTS • 1lb ground Lamb • 1/2 medium white onion • 2 garlic cloves • 1 tbsp cumin

• 2 to 3 in. of thinly sliced cucumber (don’t cut them too thin, you want a little crispiness in every bite). • 1 tsp salt

INSTRUCTIONS In a food processor, add onion and garlic and pulse until finely minced, then add lamb, cumin, salt-pepper and continue for a few seconds until combined. Remove and roll into golf ball sized portions. In a fry pan over medium heat, add a healthy splash of

olive oil, fry balls gently, turn and rolling occasionally until golden, remove and place on a parchment lined baking tray and roast for 5 to 7 minutes. BUYING A CONDO BEING PREPARED IS THE KEY TO PURCHASING WITH CONFIDENCE

With the tremendous popularity of new condominiums across the Greater Toronto Area, obviously the number of people who understand how to purchase a condo suite is increasing. Buying a new condominium is a major step for those entering the housing market for the first time, as well as those who are moving to a condo from a lowrise home. Even seasoned homeowners have to learn the differences between lowrise and condominium purchasers. By being prepared for every stage of the process, you can purchase with confidence. Of course, there are some commonalities to lowrise and condominium buying. One example is having to sign an Agreement of Purchase and Sale, the document that explains what you are purchasing. If you are buying a condo for the first time, you need to understand the role of the condominium corporation and your portion of the maintenance fees. Pay particular attention to your closing costs and be clear about what will be expected of you financially. Upon you and your builder signing the Agreement, your suite will be removed from the market for 10 days for a period called your “right of rescission.” Under the Condo Act, you have the right to this time to consider your purchase 52  NextHome.ca  |  SWO

carefully. Show your Agreement to your lawyer and discuss your purchase with family and friends, should you choose to. In addition, if a capped mortgage rate is offered, you can take the time to visit the builder’s bank representative and apply for it. If you decide to go through with your purchase, your deposit cheque will be cashed on the 11th day after you signed the agreement. Your builder-developer will then notify you of when and for how much future deposit cheques should be sent. Typically, your occupancy date will be about three to six months before the condominium is registered with the Land Registry Office, a process that begins when the first suite is occupied. Purchasers do not “own” their suites until registration is complete. In a condominium, because you will likely be able to occupy long before you receive the title to your suite, you experience what is called “interim occupancy” before the condo is registered and your mortgage comes into effect. During this time, you will pay the developer a fee that includes items such as your portion of the property taxes, your monthly maintenance fee, and the interest on the outstanding amount on your purchase price based on the one-year posted mortgage rate. About a month before occupancy, you will be guided through your Pre-Delivery Inspection by a builder representative, who will note any deficiencies, which are usually addressed before you move in. The builder will notify you with

instructions on how to book an elevator and truck bay for your move. On that special day, visit your lawyer and pay whatever adjustments are necessary to close the sale. Then your property manager or lawyer will hand you the key to your new condo suite. From that point on, it’s up to you to make your suite your home! Resurging confidence in the economy and employment is boosting homebuying intentions among Canadians to the highest levels since 2010, according to a new poll from RBC Royal Bank. This, despite the federal government’s new uninsured mortgage “stress test.” In fact, according to the annual RBC Home Ownership Poll, one-third of Canadians (32 per cent) are very or somewhat likely to buy a home in the next two years, up seven percentage points from last year. Millennials (18 to 34) express the strongest homebuying intentions (50 per cent). As intention to buy continues to climb in Canada, slightly more than one one-third (35 per cent) of Canadians indicated they would be receiving financial assistance from family for a down payment, while almost an equal number (36 per cent) plan to do it on their own with a dedicated savings account. “Canadians continue to feel optimistic about getting into the housing market despite changes in government regulations,” says Nicole Wells, vice-president, Home Equity Financing, RBC. “They’re taking a more informed journey to homeownership by starting with affordability. With the right tools and a detailed roadmap that navigates the journey, Canadians are better prepared to make one of the biggest decisions – and it’s based on facts, not emotions.”

wonderful website at the Financial Planning Standards Council (FPSC) – financialplanningforcanadians.ca. FPSC are the folks who certify financial planners on behalf of Canadians. There are nearly 100 articles and dozens of videos on a plethora of personal finance topics. We also have a tool to find a Certified Financial Planner anywhere in Canada at findyourplanner.ca. The Financial Consumer Agency of Canada also has some wonderful budgeting tools and calculators. See also getsmarteraboutmoney.ca and the investor tools on the Canadian Securities Administrators’ website. NH: On your website, you include helpful links to budgeting resources from your books. How might budgeting help someone save for a new home or pay off their mortgage faster? KK: Budgeting is so important but it’s not actually very easy for most people. It’s like a diet – if you feel deprived, you’re unlikely to stick to it for the long term. What I find works best is what I call my 30-Day Anti-Budget. It’s simple, fun and you can involve the whole family. All you need to do is track your spending for 30 days, then figure out your largest spending categories. Are they where you thought your money was going? Would you like to continue that way? It’s not about judgment or sacrifice – it’s about choice and awareness. You can have the chocolate cake and glass of wine, just not every night. If you multiply your 30-day spending by 12, you get an even clearer picture of where your money is going. And you might discover you could get that down payment saved sooner, contribute to your RRSP or even take a vacation if you just make some daily adjustments. NH: Financial literacy isn’t always – or often – taught in schools. As housing costs continue to rise, what can Millennials do to educate themselves in the realm of financial literacy and personal finance? KK: You’re right. We’re not taught and parents don’t always know how to teach their children, either. If someone was going to take up golf or start to watch hockey, it would behoove them to know that there are 18 holes in a game of golf, that a bogey is a bad thing, that there are three periods in hockey and that a hat trick is cool! The same can be said for Millennials looking to build their financial foundation – simply start with the basics. Get up five minutes earlier each

day and Google basic financial concepts so you ease into your financial literacy. Consider reading the business section of a newspaper each week, subscribe to a money magazine or start a Facebook money group to talk about all things finance. NH: Savings instruments come in so many shapes and forms (regular, TFSAs, RRSPs, GICs). Which factors should Millennials, homeowners and prospective homebuyers consider with regard to where to grow their savings? KK: This is why it’s important to sit down with their banker or Certified Financial Planner. A TFSA might be great for one person, but maybe for an older Millennial who has a great salary, putting their money into an RRSP and using the tax refund to save for their down payment and taking a homebuyers’ plan loan from themselves later could make sense. It may seem simple, but you want to understand the long-term benefits and drawbacks of each of these options. NH: A significant amount of banking is done online now. What are a few simple things homeowners and prospective homebuyers can do to protect themselves and improve cyber security? KK: Make sure you have all of your devices up to date, consider getting new ones if they’re older than three years old (because patches aren’t being made as completely), never log onto financial or access personal accounts when using public Wi-Fi, check your credit report often, and put credit and debit alerts on your accounts so you know in real time if a purchase is fraudulent or not. NH: There’s a lot of talk in Toronto and Vancouver about how difficult it is for today’s Millennials to afford a home, say neighbourhoods where they grew up. What advice would you give to Millennials looking to save up for a new home in their future? KK: It’s a different world and if homeownership is super important to you, you have to be flexible and creative. It might not be possible to live in that area. Or can you get creative and buy with several friends? Some people are doing this, but you have to make sure your legal agreement is rock solid. What about income properties and garage suites, or living outside of your ideal city? Will you hate the commute in a few years, could you and your spouse save big bucks if you bought close to work and could you both ditch your cars? You really need to try on all scenarios.
