WINDOW OF RELIEF SLOWING PRICE GROWTH MAY BE SHORT LIVED Would-be homebuyers waiting to time your purchase, this may be your chance. Sales activity and price appreciation across the Greater Toronto Area continued to slow in the first quarter of 2018, compared to the frenetic pace during the same time last year. This, according to the latest Royal LePage House Price Survey. On a quarterly basis, the median price of a two-storey home and bungalow decreased by 2.4 per cent and 2.1 per cent, respectively, while condominiums dipped 1.3 per cent. On the more important longer-term view, however, the median price of a two-storey home in the GTA rose 1.8 per cent year-overyear to $939,610, while bungalows increased 1.1 per cent to $788,501, and condos surged 11.9 per cent to $471,854. This “window of relief” is expected to be short-lived, Royal LePage says, due to the longer term appeal and strong fundamentals of the GTA market.

OUT OF DATE ZONING BYLAWS HINDER SUPPLY OF MUCH-NEEDED HOUSING

Provincial and municipal governments decide what type of housing gets built, where it is built and how high it is built. Understanding what level of government is responsible for what can be very confusing. But one thing is for certain – if municipal governments cannot align their zoning bylaws with provincial housing policy, the effects will impede the construction of much-needed housing in the Greater Toronto Area (GTA). The province tells municipalities where it wants development and at what density. The province has been doing so for more than a decade with its Places to Grow legislation that emphasizes intensification, looking to curb perceived urban sprawl and accommodate forecast growth in complete communities. Many cities in the GTA are struggling to update their bylaws. As a result, municipalities are operating with badly outdated bylaws that do not support new provincial intensification policy. Despite outdated bylaws, our industry does its best to comply with the province’s Places to Grow growth and development policy for the GTA by going through 16  NextHome.ca

rezoning applications, which are costly and inefficient. The industry has been building to a more intensive pattern of development for years in an effort to meet provincial requirements. Outdated zoning makes what is already a long approvals process even longer and contributes significantly to delays in bringing projects to market, which in turn means additional costs for new homebuyers. Having all GTA municipalities update their zoning bylaws would help alleviate these issues and would enable the industry to build much-needed housing. After amalgamation in 1998, Toronto had more than 40 zoning bylaws, some dating back to the 1950s, that were inherited from the six different cities. As you can imagine, community needs have changed dramatically over the years. Some areas of the city were updated with new zoning prior to Places to Grow but the changes raised density permissions only slightly. The City of Toronto is projected to grow by an average of 70,000 people per year ever year until 2041. Proper steps are required to ensure that people have homes to live in. This becomes a challenge when zoning bylaws do not match with provincial intensification policies. For example, areas on and around the Eglinton West LRT, which is part of the City’s SmartTrack initiative, were

traditionally zoned for low density development, while Places to Grow says it should be used for transit-oriented highrise communities. There is a clear disconnect between public policy and public perception. Community opposition to intensification is a growing challenge in the GTA, and outdated zoning bylaws contribute to this disconnect. New development in existing communities has many local residents worried about the growing impact higher densities could have on established neighbourhoods. The industry needs to build to policy and deliver the development that is needed to house our growing population. Now more than ever all municipalities need to update their zoning bylaws. With municipal elections approaching this fall, BILD will be asking the tough questions about how we can work together to make this vision a reality. HOMEOWNER? BEN MYERS The Ontario Home Builders’ Association (OHBA) recently coined the term #Homebeliever, and began a campaign to help boost housing supply across the province. Increasing housing supply makes sense for several reasons: Supply keeps prices from skyrocketing out of control; new supply helps create jobs in the construction and related industries; and there are spin-off benefits when people feel secure and invested in their communities. However, several people have raised their displeasure with the campaign as it doesn’t promote the value of renting and boosting rental housing supply. They contend it only worsens the stigma against renters. The OHBA leadership group has worked hard to promote rental housing. They want to create a financial and planning environment that incentivizes rental apartment developers to build. Unfortunately, expanded rent controls, restrictive zoning and high construction financing requirements have made rental development too risky or expensive for many Ontario builders. The OHBA can’t solve all these rental-related issues, but the #Homebeliever campaign resonates with a lot of people. At a recent housing industry event, Tom Clark, best known for his previous role as chief political correspondent on Global 20  NextHome.ca  |  GTA

News, praised the campaign as aspirational, and people vote based on aspirations of a better life. He pointed out that negative attack ads and fear-based campaigns can work in flipping people’s votes, but Canadians react more favourably to politicians who speak to our desires and our goals. So far, OHBA has been very successful in getting politicians to sign the #Homebeliever pledge, and you might consider doing so as well. If renting better fits your lifestyle, great, rent – and don’t let anyone tell you otherwise. However, if you don’t want to pay an exorbitant monthly rental rate, it serves your interest to see more housing built, so everyone has more choice when they’re looking to buy or rent. Don’t fall for the “new housing prices people out” argument. New development doesn’t drive up existing rents in communities as some have claimed. Let’s look at average rental rates in 2010 and 2017 for apartments built between 1960 and 1979 in several GTA communities using CMHC data, and compare that to the number

of new housing units completed in those areas over that eight-year stretch. In central Toronto, there were more than 42,000 new units added and rents went up 35 per cent; in Etobicoke North, there were just 579 new completions and rents increased 33 per cent. Whether you are a #Homebeliever or not, promoting the creation of new ownership and rental housing produces more homes, more households and more jobs, and that is a movement worth getting behind. BIKE-FRIENDLY CONDOS WHERE DOES YOUR BUILDING STAND?

JEANHY SHIM Bicycles in condominiums shouldn’t be an issue, but in many buildings, unfortunately, they are. This is often due to a clause found in the declaration that bikes are not permitted to be stored on balconies or taken through hallways and common elements, including elevators. This causes a few problems: • In many older buildings, there are no storage lockers or racks to accommodate bicycles, so residents often have no choice but to keep their bikes inside their unit or on the balcony. • Newer buildings offer bicycle storage lockers or racks because developers are required to provide one bike storage unit for every unit, but they are often “sold” at an additional cost, so not every owner will buy one. • Residents often have more than one bicycle, especially one-bedroom plus den and two-bedroom units where there are often two people or more. A young couple living in a one-bedroom may have two bicycles, and even single residents may have two bicycles today – such as an everyday city bike and a fancier road bike. • Even where bicycle storage 28  NextHome.ca  |  GTA

lockers are provided, they are usually squeezed into “left over” spaces in the underground garage, which is not always convenient to access – especially if your garage has many underground levels. Residents therefore often find it easier to store their bikes in their units. • A growing number of people today have expensive racing or road bikes, which they may not want to lock up in an open, shared storage area. These bikes cost thousands of dollars, making them especially vulnerable and attractive to thieves. SO, WHAT CAN CONDOMINIUM CORPORATIONS DO?

Some ideas to consider: Scour your common areas to find places where more bike racks can be installed and rent them out for a nominal fee. Create a small and highly secured bike storage room with Medeco locks and maybe even camera surveillance for high-value bicycles, and rent them out for a higher fee. In your declaration documents, remove the clause prohibiting bicycles in units and common areas, and then install a hose or washing area so cyclists can wash off excess dirt before entering the building. This would also be useful for pets’ feet and stroller wheels – other increasingly common things in today’s family condos.

Remember, condo boards have an obligation to uphold and enforce all the rules and policies of the corporation, as set out in the declaration, by-laws, rules and the Condominium Act. However, boards should recognize that the issue of residents having bikes is not likely to go away, so they can and should take creative, proactive measures to help find suitable long-term solutions. BUDGET 2018 A MISSED OPPORTUNITY?

WAYNE KARL It’s amazing what the prospect of an upcoming election will do. In Budget 2018, the provincial government made some lofty promises recently, notably: » To increase spending across nearly every category, with large hikes in health care, education and social services. » New spending commitments that will increase program spending growth between 2018-19 and 2020-21, and » To lessen the impact of revenue decreases, the province made some minor changes to personal income taxes and small business taxes “Budget 2018 contains some big-ticket spending initiatives, aimed at improving affordability for families,” according to the Conference Board of Canada. “However, these new initiatives come with a substantial price tag. While socially admirable, the plan is fiscally risky.” Ontario will have a balanced budget, but only briefly, the Board says. When it comes to addressing key challenges in the housing industry, Budget 2018 leaves a lot to be desired, according to others. “With the billions the government has collected in additional revenue from housing taxes, resources should be redirected by providing a bigger, direct HST rebate to 32  NextHome.ca  |  GTA

new-home buyers, and by supporting strategic, growthrelated infrastructure to bring more housing supply and choice to Ontarians,” says Joe Vaccaro, CEO of the Ontario Home Builders’ Association. “The fact is that over the past 15 years, the average price of new housing across Ontario – from lowrise to highrise – has gone up by more than 160 per cent,” Vaccaro adds. “Despite this fact that the great Canadian dream of homeownership is slipping out of reach for many Ontarians, home believers still believe in the dream. The government has the resources to support home believers. Unfortunately, this budget did not take advantage of that opportunity.” The Ontario Real Estate Association also says Budget 2018 missed the mark. “When it comes to the budgets of Ontario families, housing is the biggest line item,” says Tim Hudak, CEO of the OREA. “In today’s market, young people in particular are struggling to afford the Canadian dream of homeownership. “Unfortunately, when it

comes to making housing more affordable for young families, the 2018 Ontario Budget is a missed opportunity. Young people looking for help to get out of mom and dad’s basement didn’t get any in (the) budget. The provincial government deserves credit for doubling the land transfer tax rebate for firsttime home buyers in 2017, but more work is needed to make homeownership more affordable, especially in urban areas.” With about six weeks to go before the election, prospective homebuyers in Ontario might want to use this time to research where their representative candidates stand on these issues. HOW MUCH WILL A MORTGAGE COST YOU IN CANADA’S LARGEST CITIES?

ALYSSA FURTADO Depending on where you live, you might lament – or rejoice in – current home prices. You may be thinking: Man, if I had just found a job in a different city, I might have a better chance to afford a home. It’s easy to find average or benchmark sale prices for various cities, but it’s hard to determine affordability by looking just at what a home costs; after all, payments are usually amortized over 25 years and paid for monthly. With that in mind, we’ve taken a look at some of Canada’s major cities and crunched the numbers on what a typical mortgage would cost in each of those cities. For all mortgage affordability calculations, we’ll assume 20 per cent down, amortized over 25 years, and with a five-year fixed rate at the best available rate – currently 3.09 per cent. For context, the benchmark Canadian home sold for $652,400 in March, according to MLS Home Index Benchmark Price.

According to ratehub.ca’s mortgage payment calculator, the typical Vancouver home would cost $4,144 per month, amortized over 25 years at a current best mortgage rate of 3.09 per cent. Ouch. CALGARY

Those wishing to purchase a home in Cowtown will have a much easier time, however. The benchmark home price was $430,400 in March. That would make for a much more manageable mortgage payment of $1,645 per month, assuming a down payment of $86,080 (20 per cent). EDMONTON

VANCOUVER

Vancouver is beautiful. The ocean, the mountains – it’s a nature lover’s paradise. The home prices, though, mean many buyers will have little money left over for anything but hiking. The typical home price was $1.08 million in March.

Making our way to the heart of oil country, the benchmark home cost $333,500 last month in Edmonton. That would require a mortgage payment of $1,275 per month with a down payment of $66,700. TORONTO

Whatever you call it (I refuse to call it “the 6”), Toronto – or, as the locals pronounce it, Turonno – is home to some of the most out-of-reach home prices in the country. The benchmark home sold for $760,800 (and we won’t get into the price for a detached home) in the Greater Toronto Area in March. That would cost a buyer $2,909 per month. MONTREAL

Perhaps Canada’s worst-kept secret in terms of real estate prices, Montreal has a benchmark price of $338,200. So, a home in here would cost a mere $1,293, according to our mortgage calculator – that’s much less than it costs to rent something similar in Toronto or Vancouver. We asked Pam Helms, co-founder of the plant-derived household cleaner brand Mrs. Meyer’s, to give us the lowdown on how to clean our bedroom essentials for a sweeter night sleep

BLANKETS

Machine wash cotton blankets in warm water. Wash wool with laundry detergent on the gentle cycle in cold water. Spin blankets in the washer until all excess moisture is extracted. Gently stretch blankets back to their original size (measure first if you’re not sure what that is) before air drying.

SHEETS AND PILLOW CASES

Since these are in close contact with your skin, wash them once a week – or more frequently if someone has been sick. Wash cotton, cotton blends, flannel, synthetics or bamboo in hot water to kill bacteria; dry them on low. Remember to fold sheets right away so wrinkles won’t set in.

COMFORTERS

Place them in the dryer for just a few minutes to fluff up, and then hang heavy comforters, quilts and wool blankets on several clotheslines to balance out the weight so they won’t stretch. Clean your clotheslines with a damp rag before each use.

QUILTS

Put these in the washer on the gentle cycle, but make sure to use cold water and laundry detergent. If you have a homemade quilt, you don’t want to wash it too often, or it’ll show its wear. If your quilt is an heirloom, have it professionally cleaned.

MATTRESS PADS

Wash these once a month (unless they’re soiled, in which case wash them right away!) in hot water and air dry. Doctors may advise allergy and asthma sufferers to wash them more frequently.

RUGS

Wash small cotton or synthetic rugs and bath mats (even those with rubber or latex backings) in cold water on the gentle cycle. Air dry.

CURTAINS

Cotton curtains can be washed in cold water. Air dry, then iron them when they’re slightly damp to get out those wrinkles before they set in. Tufted headboard, $200. Drum mirror, $80. Carved wood dresser, $500. homesense.ca

BUTTERNUT SQUASH, BARLEY & CHEVRE BAKED RISOTTO What’s-left-in-the-fridge recipes are always my favourite. Serve this with a green leaf salad and you’ve got an entire meal. Deliciously filling, but still light INGREDIENTS: • 1 firm pressed cup of grated butternut squash (approx. 180 grams) • 1/2 white onion, grated

• 1 1/2 cups pearl barley (rinsed to remove excess starch) • 1/2 cup grated Parmesan • 1 tbsp fresh thyme (plus a few additional sprigs)

INSTRUCTIONS » Preheat oven to 400 F » In a mixing bowl, combine all the ingredients except the chevre. Once combined, lay out mixture in an oven-proof baking tray. » Place dollops of chevre and thyme sprigs on top. Cover with foil and bake for 35 to 40 min.

2 1/2 cups vegetable stock Zest of 1/2 large lemon 2 tsp salt 2 tsp cracked pepper 100 grams chevre

» Remove from oven and check barley; you want it cooked but still a little firm. Turn oven broiler on and slide back in until top is golden brown. » Garnish with a drizzle of olive oil and fresh thyme. Depending on the sodium level of your stock, you may prefer additional seasoning.

POLITICS VS PARTNERSHIPS PROVINCE ADDS MORE OF THE FORMER WHEN WE REALLY NEED MORE OF THE LATTER: INDUSTRY With last-minute changes to the inclusionary zoning regulations under the Promoting Affordable Housing Act, the Province is shirking its responsibilities by giving too much authority to municipalities and undermining the partnership balance required to deliver government-mandated affordable housing in Ontario. This is according to home building associations in the province. “We need a partnership, and we just got more housing politics,” says Joe Vaccaro, CEO of Ontario Home Builders’ Association. “It is disappointing and frustrating to see the provincial government walk away from their own partnership model and leave the only real housing providers to negotiate with municipalities. “Leaving housing providers to negotiate how to provide government-mandated affordable housing with municipalities will only make things more political and fuel more NIMBY-motivated actions and councilors. Adding housing supply and choice to communities across Ontario just got more political when what we need is government leadership and partnership to get more homes to the market,” adds Vaccaro. The unfortunate changes to the proposed regulations leading up to a provincial election provide no policy framework to municipalities in implementing inclusionary zoning. Without the partnership framework, the key issues that determine whether a housing development is financially viable – the maximum

number of affordable units, the affordability level of the units, and the necessary planning and financial tools to support the creating of these units – are left to municipalities to individually determine. “Everyone knows that there is no such thing as free housing – this policy walks away from that fact and pretends that magically

new affordable units will simply ‘appear,’” says Vaccaro. “Anyone who says we can provide these units without government support is willfully ignoring how this works in other jurisdictions. What they are really doing is telling homebuyers to cover the bill by adding it onto the price of their home. “The solution to create government-mandated affordable housing is for all governments to start building with the billions they have collected through housing taxes,” says Vaccaro. “The provincial government collected more than $3 billion in land transfer taxes alone last year and

municipal governments have land. Between the two governments, they have the money to build and they have the land to build; they should start building.” OHBA and Toronto area builder association BILD say their members are experts in community planning, but the province has given municipalities an unchecked right to arbitrarily dismiss much-needed housing. This will exacerbate the housing supply problem in the GTA and ultimately lower our economic competitiveness as a region, making it more difficult to attract top companies such as Amazon and others to the GTA. “The building industry makes the investment to build communities,” says David Wilkes, president and CEO of BILD. “The province’s last-minute changes put an end to partnership. As providers of all the housing in GTA, it is highly unlikely this policy is going to bring about change to the record high unaffordability and housing supply constraints that exist the GTA. At the very minimum, a provincial appeal mechanism should be included to mitigate the politics from the planning process,” he adds. The building industry says it already contends with red tape and excessive bureaucracy that slows new development, impacting the supply of new homes and driving up prices. Under these new additional regulations, the province is not making housing a priority – it is adding more barriers while taking no responsibility.

Home prices in Southwestern Ontario – notably Hamilton and Kitchener-Waterloo-Cambridge – are off to a roaring start in 2018, showing significant growth in the first quarter. In Hamilton, the aggregate price increased by 11.8 per cent yearover-year to $527,001, according to the latest Royal LePage House Price Survey. When broken out by housing type, the median price of twostorey homes continued to lead all housing segments in terms of appreciation, increasing 12.6 per cent year-over-year to $557,977 in the first quarter, while bungalows rose 11.4 per cent to $473,175. Meanwhile the median price of condominiums decreased by 2.8 per cent yearover-year to $329,757. “Hamilton’s affordability relative to the Greater Toronto Area has helped to create consistent demand for property within the region, resulting in strong price appreciation,” says Joe Ferrante, broker of record, Royal LePage State Realty. “While sales activity at the beginning of the quarter has been slow, we saw an increase in multiple-offer situations in March as we entered the spring season. First-time buyers have a lot of options, especially in the condo segment, where development is booming and prices are affordable.” In Kitchener-WaterlooCambridge, meanwhile, the aggregate price of a home saw a significant increase in the first

quarter of 2018, rising 15.4 per cent year-over-year to $474,437. Standard two-storey homes increased 16.5 per cent year-overyear to $504,311, while bungalows rose 11.8 per cent to $427,155 and condos 12 per cent to $290,766.

PRESIDENT & CEO, ADI DEVELOPMENT GROUP INC., BURLINGTON, ONT. by WAYNE KARL Adi Development recently went before the Ontario Municipal Board (OMB) to appeal objections from the City of Burlington over Adi’s proposed 26-storey, 240unit Nautique condo in downtown Burlington. Finally, after a year of delays, the project is proceeding. NextHome spoke with Tariq Adi to explore the issues and the experience, and what’s next for the company. 60  NextHome.ca

NextHome: What were the City of Burlington’s key objections in opposing the original proposal for Nautique? Tariq Adi: With innovation and change comes resistance. This was a classic case of NIMBYism, which is becoming the largest contributor to


eroding affordability in the GTA. The public needs to take up the affordability conversation with their local council, and it should centre around granting faster approval times to allow more people access to homes today, that they otherwise wouldn’t be able to afford two to three years from now. The main objections were that the building was too tall. Too tall for whom? And better yet, why? We found out there was a handful of militant NIMBYs, fueled by a disconnected councilor, against change, growth and economic stimulus. Classic example of politics over common sense and the betterment of the future vision for the city. From a planning perspective, there were zero negative impacts from the building on the surroundings. NH: How significant a victory is it for Adi Developments, winning the appeal? TA: It’s amazing! A decisive victory. Nautique will change downtown for the better for years to come. NH: How is Adi Developments altering the plan for Nautique, based on the OMB process and feedback from Burlington? TA: There were no changes to the plan. It was approved as submitted. NH: What is the status of your 64 Prince Arthur project in Yorkville in Toronto, which also went to the OMB? TA: We are currently working with staff and the neighbourhood and are making great progress. This will be one of the most anticipated projects and will be a true game changer in our industry. NH: What were the issues with this project? TA: Similar to Nautique. However, the neighbourhood “silent majority” wants to see this building built. It’s cutting edge, and there’s nothing like it in the entire country, let alone the city. NH: And your other Toronto project – 135 Portland St. Where is that in the process? TA: We are working diligently with staff. We always look for ways to get as much input into the development process as possible. As community builders and leaders, we need to help shape and mould the vision for vibrant and thriving cities and communities. We had strong neighbourhood support for the project. We are optimistic we’ll have support for our revised proposal. We always get calls on our

projects in advance, as we pick the best locations and think through every detail of design and architecture. This has always been and always will be an Adi staple. NH: OMB is transitioning to the Local Planning Appeal Tribunal. How do you anticipate the development review process will change under this new system? TA: Developers are going to be more selective in where they build as they become more sensitive to the neighbourhoods. Taking on planning risk will require second thought. Land is going to get very expensive, which will put more pressure on pricing. With any application, you always need to consider urban design and planning context. You can’t jam a 50-storey tower in a subdivision. The end result will ultimately be the same. We’re just adding in an extra wasted step of going back to council. It’s a scary thought that municipalities are going to have that much power. Only time will tell how that ends up. NH: And of your projects underway, such as Stationwest in Burlington, how is that doing? TA: Stationwest is going great! Servicing is well underway with virtual construction to start soon. It’s a huge project and all being built at once. There are a handful of choice suites and townhomes left that we recently released. A community such as Stationwest and The West by the GO Station comes only once in a lifetime. We made sure we created a vibrant community with a three-acre park that is a stone’s throw from the train. Link 1 recently closed, and Link 2 is nearing completion. The community turned out beautifully. Nestled against Bronte Creek, it’ll truly stand as a gem and a landmark community. We’ve also recently done a final release there, so there are a few great suites available for immediate occupancy. NH: Sounds like pretty exciting times for Adi Developments. What’s next for the company? TA: We have a lot of exciting communities in the pipeline and great new initiatives we’re working on. We continue to deliver on our premium brand and focus completely on our customers. Customer centricity with high quality service and delivery are our main focus, and we stand behind all these things. That’s the Adi brand promise. It’s an exciting time for our company, and we are working on some innovative projects.
