interest rate for the first time in seven years, in anticipation of stronger economic growth this year. Just hours after the central bank broke its news, Canada’s five big banks followed suit and in a mirror move, increased their prime lending rates by 25 basis points. While not a huge hike, this increase could prove too much to handle for some. The prolonged, record-low interest rate environment prompted many Canadians to pile on record levels of debt, leaving little wiggle room when rates finally did rise. And here we are. So, what does this mean? Homeowners with a variable-rate mortgage or a home equity line of credit can expect to pay more toward interest and less toward principal. Those with a fixed-rate mortgage don’t have to worry until it’s time to renew. What should you do in the meantime? If you have a variablerate mortgage, consider switching to a fixed rate. There have been rumblings of another rate increase coming in October. Pay down debts. These higher interest rates are still low, in the grand scheme of things. According to mortgage rate comparison site RateHub.ca, 30 years ago on Aug. 1, 1987, the prime rate was 10 per cent – a far cry from today’s 2.95. Have an emergency fund. With some money stashed away in the bank, you won’t have to borrow with interest, should the need arise. Last but not least, know where your money’s going.

CANADIAN HOME PRICES BREAK RECORDS IN JUNE COMPILED BY SONIA BELL THE TERANET-NATIONAL BANK HOUSE PRICE INDEX

recently released its June report revealing recordbreaking increases in home prices. The house price index is a tool that measures the rate at which Canadian single-family home prices have changed over time. All indexes have a base value of 100 in June 2005, and thus an index of 130 means home prices have increased 30 per cent since June 2005. The Teranet-National Bank House Price Index was up 2.6 per cent in June from May, the largest June increase in 19 years. Home prices rose in 10 of the 11 Canadian metropolitan markets surveyed. Hamilton

and Toronto led the pack with 4.1- and 3.7-per-cent increases, respectively – a month-over-month record for both markets. Other regions also saw an uptick in price, notably Guelph and Oshawa, up 5.3 per cent. Year-over-year increases were led by Toronto, which recorded a 29.3-per-cent rise, and Hamilton, up 25.6 per cent. In all seven of the Golden Horseshoe markets not included in the composite index, (Barrie, Brantford, Guelph, Kitchener-Waterloo, Oshawa, Peterborough and St. Catharines-Niagara), prices were up more than 20 per cent year-over-year.

LANEWAY SUITES have the potential to help boost muchneeded housing supply in Toronto, including increasing the number of rental units. City Councillors Ana Bailao and Mary-Margaret McMahon have taken the lead on bringing laneway housing to the city, and Toronto and East York Community Council recently gave staff the green light to proceed with the next steps for laneway homes. A laneway home is just that – a house built in an existing laneway. It’s a small structure that is detached from the main house and is typically at the back of a residential lot that is along a laneway or alley. All of the suite’s services such as water, sewer, electricity and gas come from the main house, and its door faces the laneway or alley. Laneway housing offers several benefits. Besides providing people with another home-ownership option and more affordable quality rental housing, it can be a great alternative for adult children, empty nesters and aging parents who want to be near their family and still maintain their privacy. Laneway housing has been adopted by municipalities across Canada such as Vancouver, Ottawa and Regina. With more than 2,400 publicly owned laneways covering more 24 NextHome.ca | GTA 24 NextHome.ca

A study from 2015, Make Way for Laneway, shows that the population of some older GTA neighbourhoods is decreasing as residents age and their children move out. Introducing laneway suites could help older neighbourhoods thrive. by enabling more people to move in. Residents are often worried about how development will affect their neighbourhoods and don’t want things to change. With

laneway housing, density increases slowly and the look and feel of lowrise residential neighbourhoods is maintained. Cities that allow laneway housing have found that adding this type of gentle density within established neighbourhoods can happen without changing the community’s original appeal and balance. Under the current zoning bylaw, laneway suites are not allowed in Toronto, although some have been considered on a case-bycase basis. Such requests involve an arduous process plus excessive costs. As part of the plan to move forward with laneway homes, the report proposes that the City do away with these obstacles, and make changes to the by-law that will permit and help such suites to be built. Allowing laneway homes would be a significant step in creating more innovative housing options and offering people housing choices that are more affordable.

NEW PROTECTIONS FOR CONDO DWELLERS COMING THIS FALL NEW PROTECTIONS FOR CONDO COMMUNITIES will

be taking effect this fall. Minister of Government and Consumer Services Tracy MacCharles recently announced the changes, which will include: • Regular mandatory updates about the condo corporation to help improve communication between boards and owners • Improving condo corporation governance and addressing conflicts of interest by introducing new disclosure requirements for directors, including whether they are owners or occupants of the condo, or have special interests in contracts involving the condo corporation • Mandatory training for condo directors to improve how condos are managed and operated • Clearer rules to facilitate access to condo corporation records • New notices, quorum and voting rules to make it easier for owners to participate in owners’ meetings • Mandatory education requirements for condo managers applying for a general licence. The government will also designate two new administrative authorities. The Condominium Authority of Ontario (CAO), when designated on Sept. 1, will

provide education and promote awareness of condo owner rights and responsibilities, as well as provide important information for condo corporations. As of Nov. 1, it will also be responsible for managing the Condominium Authority Tribunal which will resolve disputes about access to condo records. Going forward, Ontario will consult with the public to identify other disputes the Tribunal could resolve. Also as of Nov. 1, the Condominium Management Regulatory Authority of Ontario (CMRAO) will be responsible for regulating and licensing condo managers and providers.

CONDO CONVERSIONS WARRANTY COVERAGE EXTENDING TO THESE PROJECTS IN EARLY 2018

I RECENTLY DROVE PAST a

beautiful old church in my neighbourhood and noticed construction activity on site. A sign on the fence around the building said the church was being turned into a condominium and units would be for sale in the coming months. By all appearances, the stone façade of the church was going to remain intact, including its stunning stained-glass windows over the front entrance. In the home-building industry, this type of construction – turning an existing non-residential building into a residential condominium – is called a condominium conversion project. Elements of the existing building, such as the façade and windows, are retained and incorporated into the new project. Converting and using pre-existing elements of a church, office building or decommissioned factory can create unique and beautiful living spaces and provide greater choice for potential buyers in the condominium market. In the past, condominium conversion projects have not been covered by Ontario’s statutory new-home warranty program, creating a gap in consumer protection. The Ministry of Government and Consumer Services and Tarion plan to extend warranty protection 32 NextHome.ca | GTA 32 NextHome.ca

sale is signed after the effective date of the new legislation. It’s important to know that while some condominium conversion projects will be covered by the warranty, others will not. Our warranty coverage plan would exclude conversions of buildings that were used primarily for residential purposes, such as rental apartment buildings, unless otherwise specifically permitted in the legislation. This means that the stock of rental apartments will not be reduced, which is particularly important for urban centres experiencing a shortage in rental units.

There is one other important coverage exclusion to note. All of the warranties in the Ontario New Home Warranties Plan Act will apply to condominium conversion projects with one exception – the one-year warranties for defects in workmanship or materials will not apply to the pre-existing elements of the project. All other one-year warranties will apply to the pre-existing elements, including compliance with the Ontario Building Code. Other warranties for condo conversion projects, including the pre-existing elements, will include two-year warranties for water penetration and defects in electrical, plumbing and heating delivery and distribution systems, and the seven-year warranty for major structural defects. One last note: Because certain condominium conversion projects will be covered under the Ontario New Home Warranties Plan Act, vendors and builders of these projects will now have to register with Tarion Warranty Corp. and enrol the projects in the warranty plan. ARE MICRO CONDOS still a thing, or just a thing of the past? Well, if you’ve been keeping up on your real estate reading, then you already know why condos (and their smaller price tags) rule the GTA skyline. Costs continue to soar in Canada’s hottest housing markets, in spite of government interventions at the provincial and federal levels aimed at slowing price growth. Time will tell what effect these new policies will have in the longer term, but homebuyers are increasingly looking for ways to take control of affordability now. For some, this means moving further away. For others, it means reducing their square footage. This new way of thinking has trickled up, so to speak, to the design and development level. Toronto developer Urban Capital launched the city’s first micro condo, Smart House, a few years back, with great success. “It’s basically about redesigning the elements in our condos to make sure they are highly efficiently designed, in order to make small spaces work as best they can; allowing them to feel and function like larger spaces,” says Urban Capital’s co-founder David Wex. “The goal is to deliver super-efficient spaces at an affordable price.” 34 NextHome.ca | GTA 34 NextHome.ca

I saw online that in Seattle, there is a 90-sq.-ft. micro condo, which makes 300 sq. ft. sound pretty spacious.” Wex adds, “you can see all elements around us changing to suit this new reality.” Whether it’s by choice or by force, many Millennials have adopted this “less-is-more” lifestyle. “Today’s young people

are used to a more minimal existence than their parents and grandparents,” Lawlor notes. The result is smaller vehicles parked in the smaller parking spaces of smaller homes filled with smaller furnishings. Jane Lockhart, principal of Jane Lockhart Interior Design, has branched off in this micro direction as well, with her own line of condo-sized furnishings. Lockhart says it’s all about multifunction. Like the homes themselves, “furniture in small spaces can serve more than one purpose. Benches, ottomans, even chaises can be adapted to hold storage; chairs can become single beds,” she says. “Reconfiguring and readapting to serve more than one function is the way of the future.”

WHERE SHOULD I GO IF I WANT A ‘FAMILY-SIZED’ NEW HOME?

SO, YOU’RE IN THE MARKET for

a more generously sized new home and are willing to travel to get what you want. Where should you look? If you’re shopping for a single-family home – either a single-detached, semi-detached or townhouse – you could choose from 1,414 unsold units in the Greater Toronto Area (per Altus Group’s May data). By comparison, this figure was over 17,000 a decade ago. Needless to say, there is not much to choose from. However, the municipality with the highest level of supply is Brampton, with 302 available homes – 100 of which are single-detached units. In May, Canada Mortgage and Housing Corp. reported that the average single-detached home completed in Brampton sold for approximately $680,000. Expensive, but not crazy expensive. Looking at data from Altus, the average asking price for unsold new units in Brampton is $1.3 million! Well, if that’s too rich for your blood, perhaps Oshawa will work for your budget. There are 132 lowrise housing units available from builders and developers, 66 of which are single-detached. However, like Brampton, the remaining inventory in builder sales offices in Oshawa is being offered at a significantly higher price: $972,000 as of the end of May. You may have to look outside of the GTA to find something in your price range. How about Waterloo Region? Altus’ data shows 113 new lowrise homes available, including 65 single-detached units. The average price of a completed single in May was $518,000. However, the available inventory is not as high as it is in Oshawa, but will still cost you about $770,000. There don’t appear to be any affordable, new, single-detached housing options within a oneto one-and-half-hour drive of Toronto. However, you might want to consider a larger condominium. In Q1-2017, Urbanation Inc. reported that nine per cent of units in new projects that launched in the GTA earlier this year were three-bedroom units ranging from 785 to 1,532 sq. ft. Prices here range from $523,000 to $1.38 million.

In conclusion, if you’re looking for a “family-sized” new home, you’re going to have to adjust your expectations, either by location or product type. Not in the market for a highrise condominium, but can’t afford the single-detached home you really want? Perhaps a stacked townhouse is a better fit. DEPENDING ON WHEN in a new community’s development process you purchase, you will have to wait some period of time for your move-in date. If you purchase early from plans, you benefit from optimum selection and the lowest prices. But the biggest advantage to buying early is the equity you earn over the time span of construction, which can vary if weather does not cooperate, or unexpected labour or materials shortages occur. Look on the bright side – your equity during this time can average as much as five per cent per year, which is quite attractive. Another benefit of buying early in the process, especially for first-time buyers, is having time to save additional money toward your down payment. I have known young professionals who have taken the equivalent of their maintenance fee and banked it each month to use toward the deposit. This provides extra funds to boost the down payment, and gets you used to budgeting for your eventual carrying costs. In addition to saving money during your waiting period, you can put some thought into the design of your home and decor. You will have received floor plans with room dimensions, so plan accordingly. you will have a good idea of what will complement your existing furnishings. Look critically at your furnishings and accessories, and decide what to bring to your new home and what to give away or sell. This is particularly important if you’re downsizing to a smaller space.

I have met several emptynesters who spent years making the decision to sell their longtime single-family home and buy a condo suite. When they were finally sure they wanted to make the move, they were happy to have time to make the transition – psychologically and physically. They also appreciated the opportunity to pare down possessions gradually in preparation for occupancy. This may involve passing along family heirlooms to younger generations and figuring out which items will fit into your new living space. Remember, too, that if you are among the first to move into your condo building, you may have to wait a while before construction is totally complete. The upper floors

are finished after the lower ones, and some of the amenities may not be ready for use. A highrise condominium is built from the ground up, so keep that in mind if you see tradespeople going up and down on the elevators. Condo residents do receive things like snow removal, lawn mowing, concierge service and the like right away, which is a big part of what maintenance fees cover. It’s a similar scenario when moving into a new house in a lowrise community, where homeowners often experience dust and dirt before all the driveways and landscaping are done. Be realistic with your move, and be patient before and after you move in. As you wait for your new home to be ready, use the time wisely by getting better prepared for a wonderful move-in day. Enjoy the wait, and remember that your investment will most likely increase in value by the time you move in. Whether you buy from plans when the sales office opens, an inventory suite when the community is complete, or any time in between, the main thing is that the timing is right for you.

IT’S BEEN SEVEN YEARS since we’ve seen an interest rate increase. Not exactly a lifetime, but enough time to forget that rates do change, and the cost of borrowing can be more than you originally envisioned. What impact will a rise in rates have on the Canadian housing market? I don’t know for certain, but I have some opinions about this subject. If you’re a consumer in the housing market, be smart. Don’t buy at the top end of what you’ve been pre-qualified for unless you know you will have the money to cover higher monthly payments. If you’ve already been prequalified for a mortgage, an increase from 0.5 to 0.75 per cent in your rate should not price you out of the market. It’s impossible to predict how such a small rate change will impact the market in the short term. Some analysts think housing prices will fall. If they do, I predict it will be temporary and what you’ll end up paying in increased mortgage interest will likely make up for any difference in price. Don’t delay if you find something you love. Sales may slow slightly for a few months, as we’ve seen in the resale market recently, but I predict there will still be an incredible demand for housing 40 NextHome.ca | GTA 40 NextHome.ca

in Canada this year and beyond. Interestingly, due to tight market conditions, this slowdown has not affected condo prices. In fact, condo prices in Greater Toronto are still on the rise. According to recent data from the Toronto Real Estate Board, the average cost of a condo has now surpassed $500,000 – up 28 per cent in the second quarter of this year, and a 23-per-cent hike year over year. I hope that this slight slowdown in the resale market will spur all levels of government to focus on the issue of supply in key markets. I believe government focus should not be on market-cooling tactics, but instead understanding the need for housing, which is still at record-high levels, particularly in Toronto and Vancouver. In the new construction market, we still see strong activity in and around these cities, due to pent-up demand for housing in areas within commuting distance of major cities. Supply is still a major problem, and rising interest rates won’t change that. It will simply stall the enviable, meaning you’ll end up paying more for a mortgage and property, thanks to lack of inventory.

It’s time to focus on creating smarter housing opportunities, not obstacles, with strong infrastructure where people can live, work and play, and where education and healthcare is available to them via a decent transit system. Over the last few years, all levels of government have put forth different strategies to cool the housing market. Bumping up rates is the latest. New taxation rules for foreign investors in Toronto and Vancouver, tougher mortgage regulations federally, and increased development charges and Land Transfer Taxes at the municipal level in some regions have all temporarily put off buyers and created obstacles that drive up home-buying costs. HOW HEAVY IS YOUR DEBT LOAD? RISING INTEREST RATES A CAUSE FOR BELT TIGHTENING – AND NOT JUST FOR CANADIANS

WAY TO GO, Bank of Canada, you’ve freaked people out. Your first rate hike in seven years – on July 12, raising the target for your influential overnight rate to 0.75 per cent from 0.50 – is cause for concern, for some. But it’s not all you. That same day, Canada’s big five banks all raised their prime lending rate by 25 basis points. Canadians, naturally, worry how these rising rates might hurt them, particularly when experts suggest this may be the first in a series of hikes over the next year or 18 months. And no shortage of reports suggest, with high debt loads and rising rates, it’s time to batten down the hatches. Even Canada Mortgage and Housing Corp. warns that, “While the credit situation of mortgage holders in Canada remains stable, record-high levels of household debt underscores the need to keep a close eye on trends and developments.” Such concerns, however, may be overblown. In fact, the ones doing the belt tightening should be the government, itself. “Canadian households have taken on more debt over time, but they have used this debt to 48 NextHome.ca | GTA 48 NextHome.ca

finance assets – real estate, for example – that are appreciating over time, causing their net worth to grow, also to unprecedented levels. The same cannot be said for government debt.” Ouch. This analysis comes from the Fraser Institute. Concerns about household indebtedness focus on measures such as total household debt

When treated property, wood can survive the occasional spill. Opt for wood with visible graining and rustic character. >> Plank walls have a cabin look, but unless you live directly on the water, you may find it a bit overwhelming. Paint it white or a pale colour to maintain an airy, relaxed vibe, or go for a deep espresso stain and break up the wood with white accents, such as art and drapery. SOFT AND STRONG Seating in a cottageinspired home tends toward two timelessly practical (and beautiful) categories: wood and slip-covered. >> Sturdy wood bars tools, dining chairs and benches make perfect options for bringing in a sense of natural strength, as their open frames still allow for an airy and relaxed look, and they contrast soft upholstery beautifully.

NOT EVERY LAWYER IS A

REAL ESTATE LAWYER JAYSON SCHWARZ

NOT ALL LAWYERS ARE CREATED EQUAL. If you needed a heart

surgeon, you certainly would not go to see a podiatrist. By the same token, lawyers generally have expertise in one area greater than another. Do not believe that the granting of a law degree instantly bestows knowledge of all laws on the head of a lawyer. The first thing you need to do to find a lawyer is the same thing you ought to be doing to find a home – research! Where do you look? Start with media and look in magazines (editor’s note – you already have your copy of NextHome, so you’re off to a good start!), newspapers, listen to radio and watch real estate television. Go to seminars and listen to the speakers. Generally speaking, if a lawyer is taking the time to participate in a seminar, he or she is thought to be an expert of the subject, and is happy to take on new clients that result from those seminars. Next, go online and check out the websites of different real estate lawyers. Look to see whether they give good, informative advice; whether they give you pricing; and whether they make you feel comfortable. Call the Law Society of Upper Canada’s Lawyer Referral Service. and refers requesting members of the public to lawyers who practice in the area requested. This just gets you someone in the area. You really need to check them out when referred. Speak to friends who have used a lawyer for the type of service you require and ensure they did the job professionally, courteously and for the price quoted.

Who is making the referral? Is the referral coming from a real estate agent, a mortgage broker or a bank? One is not necessarily better than the other, but you have to be careful. Quite often, lawyers develop relationships with various groups over the years and receive referrals because they do a great job. On the other hand, ensure that your lawyer is independent and will represent your interests, even if it puts him in an adversarial position with one of those parties. This is quite important, so make sure you get comfortable with this issue before you hire someone.

Now to bring this back to the original idea, what you need to understand is that there are general law practitioners just like there are general family doctors. What this means is that a lawyer may have a wide-ranging practice composed of many areas. The smart lawyer who falls into this category knows that if there is a serious issue that arises outside of their expertise, they should bring in a specialist – just like your family doctor would. The bad lawyers try to do it all themselves. The general practitioner can probably handle your real estate deal just fine, but make sure he or she understands any complicated offers and that he or she reviews them carefully, pointing out any problems. Ensure that your lawyer knows what can be negotiated and what cannot, or you may lose your deal. Remember, your lawyer is a very important part of the process, so take your time and find the right one. NIMBYs AND YIMBYs WHAT CAN I DO ABOUT THIS DEVELOPMENT HAPPENING IN MY NEIGHBOURHOOD?

ENGAGEMENT. INVOLVEMENT.

These are things that the public doesn’t often think about when it comes to development and redevelopment issues in their cities and neighbourhoods. Often, it is an afterthought when the construction equipment rolls onto a site. And people ask, “Why didn’t I know about this? Why is this happening here?” Many complain. It isn’t what they want. They understand that their city or town is growing, but they don’t want it here. “Not in my backyard (NIMBY),” they say. More people, however, are genuinely interested in what redevelopment can do for their neighbourhood. They’re known to say, “Yes, in my backyard (YIMBY).” Let’s look at the numerous and often complex reasons this is happening. Provincial rules The Growth Plan currently mandates that each year, 40 per cent of newcomers to our cities are accommodated within the “built boundary” – that is the limit of where housing was in 2006. This may occur at a former school site that sold for redevelopment, or through the construction of a mid- or highrise building where there used to be a two-storey structure. Meaning, for every 100 people who move here, 40 are 76 NextHome.ca | GTA 76 NextHome.ca

Our cities mandate public consultation for development applications, including open houses and information sessions. to be accommodated in existing neighbourhoods. And as time goes on, the provincial government has indicated that intensification number will increase to 50 per cent by the next municipal review for each town/city/region, and 60 per cent by the year 2031. Finances It makes sense to house people close to existing infrastructure, and make the best use of these investments. Whether public or private, investments in transit, parks, businesses, services and roads must be well utilized. Investment in LRT or GO stations warrants a significant number of riders, for whom it makes sense to provide living opportunities in proximity. The City of Burlington, for example, is working on its mobility hubs study, looking at ways to develop areas in proximity to its GO stations and downtown transit hub. The two GO stations in Hamilton are drivers for redevelopment activity there. Immigration policy Our cities are expected to grow significantly between now and 2041. Hamilton’s population will hit 780,000, and one million people in Halton Region. So, redevelopment is going to occur. Our cities are not allowed to say “no, we won’t.” And we

all know is that change is often difficult to accept. What can you do about it? Be informed and educated on the why and how. It can be a good thing – gentle density (such as secondary suites in larger homes, a lot severance, laneway housing) can bring new life and vibrancy to a community whose population has been declining. It can take an under-utilized commercial building and transform it into a mixed-use community. Variety in supply helps housing prices stay more reasonable, and affords choice in type and location. You do have a say. Our cities mandate public consultation for development applications, including open houses and information sessions. Go. Ask questions. But understand that saying, “I don’t want development to occur here,” likely isn’t going to be successful. There are areas where development will be limited, and others where it will be significant. Learn why. Ask what’s in store for your neighbourhood. When the excavator is pulling up next door, it’s too late.

NEXTHOME chats with “Condo King” Brad Lamb about the GTA’s hot housing market, the province’s plans to cool it down, and the next “it” area in the Greater Golden Horseshoe.

NEXTHOME: Do you agree that Toronto home prices have gotten out

of control?

NH: Ontario’s Fair Housing Plan: good or bad news, and why?

BRAD LAMB: I don’t believe that Toronto home prices have gotten

BL: Ontario’s Fair Housing plan is

out of control. We had a blip during October 2016 to April 2017 where prices rose 30 per cent. I think Toronto prices are lower than the value that they offer vis-à-vis other cities across the globe. Toronto is a top three “best city to live” in the world. We won’t likely see that same jump for a significant time, but on the whole, prices will continue to rise.

significantly more onerous. It will also greatly discourage purpose-built apartment investors from committing the huge amounts of money and risk required to build an empty building and then wait for it to fill up over time. Condominium rents in Toronto will likely rise 20 per cent over the next two years as a direct result of this legislation. So in the end, with significantly higher rents, perhaps new apartment construction will start again, but not for the reasons that Queen’s Park wanted. The 15-per-cent investor tax is a wrong-headed tax. It has been shown that 4.7 per cent of transactions measured over a reasonable test period were foreign-buyer related. This is an insignificant percentage. The highest concentration is in Richmond Hill and Markham, where there are significant Chinese populations. Foreign investors would also be more highly concentrated above the $2-million mark. The overall marketplace sub-$2 million is probably less than 3.5 per cent foreign buyer, which is nothing. It’s ludicrous to create a tax policy to attack 3.5 per cent of transactions. More importantly, I think that this tax will do little in the mediumand long-term to slow down price growth in the resale market. Foreign investors are more active in the buying of [pre-construction] new condo development. This marketplace is more risky for buyers, as it is a five- to six-year wait for a completed unit and a substantial down payment of 15 to 35 per cent is

required. There is risk that the project won’t proceed, as developers need to sell 70 per cent of the inventory before they can get financing to start construction. Without foreign investors, the industry is at risk. This industry is a huge contributor to this city in terms of economic development and a 13.2-per-cent contribution to Ontario gross domestic product. This industry provides the bodies on the street to fill the cafes, restaurants, bars and retail stores, in addition to providing employees for the five million plus sq. ft. of new office space that has been created downtown over the last few years. New condominiums provide rental housing for people who can’t afford to buy, and for those who can’t find suitable accommodations in the dated, purpose-built apartment market. A vacancy tax is just silly – there aren’t many vacant apartments or houses in Toronto; it is purely political posturing for the sake of garnering votes in the next election. NH: Hamilton’s reputation has

changed dramatically in the last couple of years. When did you predict it as the next hot bed for real estate? BL: I’ve been visiting Hamilton on

and off for the last 15 or 20 years to monitor its development. Less and less of Hamilton’s economy is based in the industrial sector, and more is in education, medicine, services and technology. Downtown is flourishing,

renovations are everywhere, [and] I am seeing new housing, new condominium projects, new retail and a complete change in the look of streets. This is the kind of thing [developers] look for when we go into a new city. NH: What else do you look for when

choosing the next “it” area for new development? BL: To date, I’ve worked in Montreal, Ottawa, Hamilton, Edmonton, Calgary and Toronto. One of the most important things is that the population of the city is [large] enough to support a highrise condominium marketplace, and that equates to prices in the $600-persq.-ft. range. The cities that we’re active in are cities that can support that number. I also look for an active nightlife, vibrant bar/restaurant scene, an exciting retail scene. I like to see people going out and spending money. NH: You have a new condo project coming to Edmonton, which is starting to see signs of recovery. What are the challenges of developing in a “down” market? BL: Development is always a challenging industry in any city. All cities suffer demand setbacks, regardless of national recessions, so slowdowns are a reality.
