AMAZON HQ2 TORONTO MAY NOT WIN, BUT IT CAN’T LOSE

When one of the world’s largest employers says it may come to town – and bring along tens of thousands of jobs and billions of dollars in investment – people tend to get excited. That’s exactly what happened last month when Amazon announced that Toronto made the shortlist of 20 potential sites for its second corporate headquarters, dubbed HQ2. Everyone from Ontario Premier Kathleen Wynne to Toronto Mayor John Tory and countless others began singing the city’s praises. It’s almost as if we’re all saying, with Sally Field Oscar acceptance speech flair, “You like me, you really like me!” And while the whole HQ2 thing has a bit of an air of an Olympic bid, what’s left standing if Toronto doesn’t win won’t be mountainous debts attached to white elephant facilities. What will remain are the characteristics that helped the city make the cut in the first place: An educated workforce, leading research and educational institutions, a competitive investment climate, quality of life and vibrant, diverse communities. Even if Toronto doesn’t score HQ2, it still wins.

COMMUNITY CARE BILD MEMBERS DO A LOT MORE THAN JUST BUILD NEW HOMES DAVE WILKES BILD member companies and the people behind them are truly inspiring. Their philanthropic contributions to our communities are one source of this inspiration. Here are a few examples of how these efforts make the GTA a better place to live. Health care in our region receives a boost thanks to our members. For example, Mackenzie Health Foundation is able to help build and equip Mackenzie Vaughan Hospital and enhance care at McKenzie Richmond Hill Hospital, due in part to donations from at least six BILD member companies. In Toronto’s west end, St. Joseph’s Health Centre is a few steps closer to meeting its goals of improving spaces for patients, purchasing new technology and delivering specialized care because of a significant contribution from the owner of a BILD member company.

Education in the GTA receives generous support from our members. For instance, the renovation and expansion of the heritage building at One Spadina Crescent, the new home of the University of Toronto’s John H. Daniels Faculty of Architecture, Landscape and Design, was possible because of a substantial gift from the founder and CEO of a BILD member company and numerous contributions from other members. People in need get a greater number of safe, affordable places to live, thanks to our members. As an example, a housing project in Kensington Market by St. Clare’s Multifaith Housing Society received contributions from several BILD member companies as part of an initiative by the Residential Construction Council of Ontario. The project will provide 22 new apartments for people experiencing homelessness. Many BILD members join forces with Habitat for Humanity Greater Toronto Area to help provide

affordable housing. In December, four families received new homes on Kennedy Road in Caledon, a Habitat project that included seven BILD member companies as sponsors and partners. I could fill many columns with examples of how our members strive to make the GTA a better place to live through their philanthropy. Our members take their commitments to our communities very seriously, but to be able to fulfil these commitments, they must be healthy as businesses. HOW TO AVOID A MOVING HORROR STORY

When buying a home, you will likely consult with a team of trusted professionals — a mortgage broker, a lawyer, perhaps a realtor or builder sales associate and maybe a home inspector. Then, assuming you move ahead with your purchase, you will likely need a mover. People often don’t consider a mover as an important member of their team of professionals. However, given the critical role they perform – taking possession, at least temporarily, of all your worldly goods and moving them without loss or damage – it’s a function not to be taken for granted. Not doing your due diligence can invite untold problems. Case in point: the following example admittedly doesn’t involve a new-home move, but the experience is all too common. So is the lesson learned – unfortunately, the hard way. I recently contracted a “professional” moving company to carry out a last-minute move of five furniture pieces on behalf of my son, a university student. After calling several firms, I selected a local moving company, explaining that drop-off would be about 100 kilometres away. We agreed on price ($350) and time (9 a.m.), and all details were confirmed in a “contract” exchanged via email. The crew was on time the next 20  NextHome.ca  |  GTA

morning, but almost immediately began talking about a higher rate – $360. Not a huge difference, but it immediately raised my suspicions. I’ll spare you all the gory details, but it’s important to share the lowlights of what happened next: • The company I originally contracted the job to was inexplicably unavailable to actually do the move the next morning, and apparently passed it off to another firm. • My original contact, who was easily available the night before, suddenly was nowhere to be found. • Once the truck was loaded, the fee increased to $450. • Upon arrival at the destination, the movers said the fee was $500. “It’s taking longer than we thought, and the furniture is heavier.” • “Sure,” I said, “right after I call the police.” With that, the sordid tale ended. The job was not complete and we were left to move the furniture indoors, becoming the victims of one of the top 10 scams monitored by the Better Business Bureau (BBB). “I could write a thesis on this,” John Levi, president of the Canadian Association of Movers (CAM) told me. CAM offers the following tips on how to avoid being scammed by unscrupulous movers: • Find reputable movers through the CAM, BBB or provincial government consumer protection agencies

• Ask three movers for estimates in writing • Get the terms and conditions in writing • Ensure your goods will be protected for loss or damage • Read customer reviews on movers’ websites and other forums “Consumers have recourse with their provincial government’s consumer affairs department and with the Better Business Bureau,” says Levi. “Both of these avenues are fraught with difficulties and often take many months to come to some form of resolution – satisfactory or otherwise. And often, the mover simply out-waits the consumer. “It’s far simpler and more effective to engage a reputable mover in advance rather than trying to fix a bad situation after the fact.” My example, though painful and infuriating, is minor compared to other common horror stories involving similarly unsuspecting clients. per cent) – an increase of 25 basis points over the previous lowest rate just prior to the Bank of Canada’s rate hike. BUT WHAT ABOUT FIXED RATES?

Getting a mortgage this year will be more difficult – and pricier – than it would have been just a few short months ago. Here’s what potential buyers need to know. Rates are on the rise. The Bank of Canada announced an increase to its target interest rate on Jan. 17, hiking it 25 basis points to 1.25 per cent, citing strong economic data. “In Canada, real GDP growth is expected to slow to 2.2 per cent in 2018 and 1.6 per cent in 2019, following an estimated three per cent in 2017,” the Bank said. “Growth is expected to remain above potential through the first quarter of 2018 and then slow to a rate close to potential for the rest of the projection horizon.” The country’s largest banks – RBC, CIBC, Scotiabank, and TD – correspondingly increased their prime lending rates by 25 basis points to 3.45 per cent. WHY SHOULD HOMEBUYERS CARE?

Whenever the Bank of Canada tweaks its policy rate, banks incorporate the change into their prime rates; and prime rates have a major impact on variable rate mortgages. So the best five-year variable rate mortgage in Ontario now sits at 2.20 per cent (prime less 1.25 26  NextHome.ca  |  GTA

They’re also increasing. The bond market – which banks use to price their fixed rate mortgages – has been inching higher recently due to Canada’s improving economic outlook. Bond yields are expected to enjoy even greater gains following the Bank of Canada’s rate decision. So, the best available five-year fixed rate available in Ontario is now 2.94 per cent as of Jan. 19, 2018 – up from 2.79 per cent a day prior to the Bank’s rate hike. This means pricier mortgages. LET’S DIG INTO THE MATH

The average home price in Canada sold for $496,500 in December 2017, according to the Canadian Real Estate Association. Assuming a down payment of 20 per cent, and a mortgage amortized over 25 years, let’s look at what mortgage payments would cost before and after the latest rate increase. Today, the monthly payments – assuming a buyer qualifies for the lowest available fixed mortgage rate – would be $1,868. That same home would have cost $1,837 just one week earlier. An increase of $31 per month or $372 per year. Not the most unmanageable price increase, but a price increase nonetheless.

However, those looking to buy shouldn’t be too put off by the rate increase – we’re still in what is considered a record-low rate environment. You may, however, want to speak with a lender or mortgage broker to get a preapproval, which would allow them to lock in a rate for up to 120 days and protect them against any further rate increases within that timeframe. CANADA, HOME OF THE SUCCESSFUL DEBBIE COSIC

For this issue, I was inspired to write about Canadian housing from a different perspective, spotlighting some of Canada’s most recent successes and how they’re starting to reshape the cities and communities in which we live. It’s a very exciting time to be Canadian! Over the last few months, we’ve witnessed a slew of announcements about top tech companies moving to and investing in Canada. Take Montreal, for example: Google and Microsoft have already set up shop and invested millions of dollars to study artificial intelligence (AI). According to news reports, Google believes Montreal is a bourgeoning “super-cluster” of AI knowledge and technology and hopes its investment will attract more startups and talent to the area. This likely prompted Facebook to open its own AI lab, called Facebook AI Research (FAIR) in Montreal last September. These facilities have close ties to academic communities such University of Montreal and McGill University and the company plans to commit sizable grants to build academic labs in the city. The growth in opportunities there could be endless. For Toronto, the buzz about 32  NextHome.ca  |  GTA

the city appearing on Amazon’s shortlist of places to locate its second global headquarters rippled across the nation and the world. News reports claimed that Toronto did not offer any cash incentives to get on the list (unlike some other cities) and that the city earned its spot on the list due to our quality of life here. Factors such as public transit, low crime rate, proximity to techsavvy educational institutions and an international airport were in our favour, and the promise of providing affordable housing was also a big factor, which got me thinking. That last promise is an important one, and not just for Toronto. Builders and developers across the country will tell you it’s up to cities and governments at every level to work more closely with them to come up with the right solutions as Canada continues to grow and prosper. Canada’s unemployment plunged to its lowest recorded rate in 40 years. With both job growth and immigration at an all-time high, household formations will be fierce, which means we need housing – all types of housing, including rental properties and affordable entrylevel homes and condominiums for those who want to invest in real estate. Last fall, Sidewalk Labs, owned by Alphabet, a Google innovation company, decided to invest $50 million in planning

a neighbourhood designed as an urban life model for the 21st century. It’s a step in the right direction, but Canadians should be supporting and owning their own large-scale innovative housing models and partnering with top Canadian tech firms, such as Ottawa’s Shopify and Vancouver’s Hootsuite, to lead the way. With our enviably diverse culture and new-found successes on the world stage, Canada will continue to attract attention and skilled workers, and net migration will continue to be high. What if... TORONTO WAS CHOSEN FOR AMAZON HQ2? by WAYNE KARL

Amazon, you had us at... hello! – 50,000 jobs and a potential $5billion investment! What city in its right mind wouldn’t welcome a company and its second headquarters, with all those jobs and dollars at stake? Toronto may be a long shot among the 20 final candidates chosen from the 238 proposals from across the U.S., Canada and Mexico to host HQ2. But, wow, wouldn’t it be great? “All jobs at HQ2 will be corporate positions, with an average annual compensation of $100,000,” Amazon spokesperson Adam Sedo told NextHome. “We expect to create 50,000 high-paying jobs in 15 to 17 years.” Jobs are crucial to the economy, so adding 50,000 of them of this stature in one city alone? It would be the Powerball of employment jackpots. “We’re excited to have this opportunity and to be able to tell Toronto’s unique story,” Mayor John Tory said at a press conference after hearing his city was shortlisted. “There is no other 34  NextHome.ca  |  GTA

place in North America that can boast the same talent, the same quality of life, the same vibrancy, the same economic strength.” “I’m not just being sugary sweet when I say we have already won with respect to Amazon HQ2,” tweeted former City of Toronto Chief Planner Jennifer Keesmaat. “I really mean it. We’ve already won this process. We sold our quality of life proposition on our own merits. (And in light of that, I could kind of care less where they locate.) #Integrity.” “Amazon’s decision to keep Toronto in the running is good news for the city,” says Christopher Alexander, executive vicepresident, ReMax Integra, Ontario Atlantic Region. “It further solidifies Toronto’s position as a world-class destination. This will attract even more Canadians and immigrants to the area and overall, and it will have a positive impact on real estate prices.” Quite likely, sources say, you can count on rising rents and property values. However, for a city already

struggling with a housing affordability issue, would Amazon coming here actually be a good thing? “Awarding it to Toronto would be a big economic and political win for Toronto. However, at the same time it would make the region even less affordable whether for renters or homebuyers,” says Don Campbell, real estate expert and senior analyst of the Real Estate Investment Network (REIN). Currently in Canada, there are more than 300,000 job openings, Campbell adds, and employers in cities such as Vancouver and Toronto are having difficulty filling some positions. “One reason is the unaffordability of some cities, where workers can no longer afford the rents and purchase prices in these centres. So, even as the economies grow, there is a cap on the number of workers who can afford to fill the jobs. Hence the reason we are witnessing a resurgence in other regions, such as Hamilton, the Niagara Region, Barrie and Kingston, with employers going to where they can

begin to attract the workers. “Would it be a fantastic win (optically) for the region? For sure. Would it help the current federal and provincial Liberal governments in their upcoming election bids? Absolutely. Would it become a fantastic economic driver for the area, first for construction jobs, then for these many thousands of operations jobs? No question. “However, if it does get awarded to Toronto, it would actually go against some of the current federal and provincial legislation and concerns about an overheated housing market,”

Campbell says. “It would bring a lot of additional upward pressure on rents, especially given the already low vacancy rate of the region. And, over the following years, it would put upward pressure on the demand (and therefore price) of homes, as these higher-paying job holders would wish to enter the purchase market sooner than most.” For the housing industry, Amazon in Toronto would put pressure on home builders and government policy makers to make sure they have the right framework to accommodate such

growth, according to David Wilkes, president and CEO of the Building Industry and Land Development Association (see page 68). “The growth anticipated for the Greater Toronto region is going to be significant,” he told NextHome. “There’s going to be many new people moving into the region, many new jobs created, the requirement for new homes and offices, and renovating existing stock, is going to become even greater. “Whether it’s Amazon or anybody else, we need to make sure that we get it right.” FEB 3 - 17, 2018  35

THE PRE-DELIVERY

INSPECTION JAYSON SCHWARZ

The pre-delivery inspection, or PDI, is a small but incredibly important part of the new-home buying process. Included in the adjustments when you are closing your new home or condo (but not a conversion) is the cost of your Ontario New Home Warranty Program enrolment, which covers defects in the completion of your new home. Any item that is damaged, incomplete, missing or not operating properly should be noted on the builder’s PDI form to verify that these conditions existed prior to occupancy. Most Agreements of Purchase and Sale make the deficiency list prepared as part of your final inspection the only basis for repairs, subject to the major items such as foundation cracks. What does this all mean? When it’s time for the PDI, know that if you don’t list it, you may not be able to compel the builder to fix it. It’s critical to include everything! The following list will help you make sure you are covered. 03 If something has not been installed or completed, this should be noted. 04 Don’t rush! Insist on moving at your own speed. 05 Write everything down, no matter how seemingly small or insignificant. 06 Do not accept promises of repair during inspection. If something is not right, mark it down. 07 Try every light, socket, tap, drain, toilet, door, lock, window, appliance – everything that could be defective now or go wrong later. 08 Watch for stains on carpet, scratches on wood floors, cracks in paint or drywall, areas where they forgot a second coat of paint, etc. 09 Look for water stains or spots, and if you see them, insist on knowing why they’re there, and where they came from. 10 Check out the condominium’s common areas. You own part of them and if parts are incomplete, wrong or defective, list it! Remember, this inspection is extremely important to establish your position as it relates to deficiencies, so that no one can say a defect happened after possession. Make sure you check carefully. Some readers ask what happens if the builder rushes them or they did not get the opportunity to finish their PDI. The answer is to immediately complete your list and send it to the builder and to Tarion. You have an opportunity to raise these issues in Tarion’s 30day form, which is submitted to

Tarion during the first 30 days of possession. ONTARIO HOMEOWNERS SAY THEY WOULD VOTE FOR PARTY THAT GIVES TAX BREAKS FOR FIRST-TIME HOMEBUYERS New research from Nanos Research commissioned by the Ontario Real Estate Association (OREA) shows that a majority of Ontario homeowners and aspiring homeowners (60 per cent) say if a provincial political party promised to help homeowners improve their home’s energy efficiency and make homeownership more affordable for young people, it would have the biggest positive impact on the likelihood they would vote for that party. “It’s no secret that many young Ontarians and first-time buyers are feeling squeezed by the rising cost of homeownership,” says OREA CEO Tim Hudak. “This year, governments have focused on chasing buyers out of the market with policies like making mortgages tougher to get and new taxes. If the government wants to make meaningful change for Ontario homebuyers, they need to instead focus on more effective policies, like tax relief and increased housing supply.” Results of the research show homeowners and aspiring homeowners support energy efficiency and tax breaks for firsttime homebuyers. HOUSING AFFORDABILITY AT ITS WORST SINCE 1990 Rising home ownership costs in Vancouver, Toronto and Victoria pushed overall housing affordability in Canada to its worst level since the end of 1990 in the third quarter of 2017, according to RBC’s latest Housing Trends and Affordability Report RBC’s aggregate measure for affordability in Canada rose for the ninth consecutive quarter to 48.7 per cent in the third quarter of 2017. Housing affordability is calculated as the share of household income that would be required to carry the costs of owning a home at market price. A higher number means ownership is less affordable. In Toronto, the affordability measure rose for the 13th consecutive quarter to a recordhigh 78.4 per cent, an increase from 77.1 per cent in the second quarter. “The continued erosion in affordability in Toronto was a disappointment,” says Craig Wright, senior vice-president and chief economist at RBC. “There was scope for some improvement given the significant cooling in resale activity since April’s Fair

Housing Plan, but all we got was the slimmest rise in ownership costs in two years… The costs of owning a home are well beyond the means of many local buyers, but recent downward pressure on prices should bring some relief in the period ahead.” Meanwhile, in Vancouver, the city experienced the sharpest affordability drop among Canada’s major markets, reaching a new record high for the measure for any market in Canada at 87.5 per cent, up from 82.6 per cent in the second quarter. Victoria also reached record-high levels at 61.5 per cent. While Vancouver, Toronto and Victoria skewed overall national affordability, RBC’s measures rose in all markets including Ottawa and Montreal, but not Saint John. Higher interest rates could have significant implications for housing affordability in Canada. RBC expects the Bank of Canada to build on the rate increases it made in 2017 by hiking its overnight rate three times in 2018. All markets would be affected, but the effect would be particularly amplified in high-priced markets.

Q+A WITH DAVID WILKES, PRESIDENT AND CEO OF THE BUILDING INDUSTRY AND LAND DEVELOPMENT ASSOCIATION by WAYNE KARL

David Wilkes took over as president and CEO of the Building Industry and Land Development Association on Jan. 3, succeeding Bryan Tuckey, who retired at the end of 2017 after five years. Most recently senior vicepresident of government relations and grocery at the Retail Council of Canada, Wilkes is well aware of the challenges – and opportunities – that face the home building industry. NextHome wasted no time in sitting down with Wilkes, in his third week on the job, for further insights.

NextHome: How are you settling in at BILD? David Wilkes: It’s going very well. I’m certainly

struck by the importance of the work that our members do and the economic activity they’re responsible for – approximately 175,000 jobs, $10 billion in annual wages and $30 billion in investment value. You recognize how much of a driver of the economy the development industry is. There’s an economic responsibility that I feel a great degree of commitment to, to protect. I’m also struck by the societal importance of the work we do. I can think of very few things that an 70  NextHome.ca  |  GTA

industry is responsible for that are more important than the places that people call home. I am quite honoured to do this work, and I feel a great passion to make sure that BILD continues to advance not only the interests of our industry, but also the interests of those who are purchasing homes that our members build. NH: What was your impression of the home building industry in the GTA prior to joining BILD? DW: I did a lot of research beforehand. I was struck by the similarities between any industry that’s at the

end of a supply chain – whether it’s a home builder or condo development, or someone who is renovating a home… always has that same responsibility – you have direct contact with the consumer, there’s a lot of regulatory obligations that go into the work we do, and associated costs. So I was interested, if you will, in the similarities between retail work and the building industry, and I’ve always been impressed by the work this industry does. NH: Bryan Tuckey just retired after five years. Fast-forward five years, and if you were to look back over those five years, what would success look like? What would be the key signposts at which you could say, yes, these past five years have been successful because..? DW: There’s a tremendous story to be told about this industry that’s not being told in the proper way. We’ve talked about

the economic and societal impacts, but there’s a lot of innovation that’s going on – reducing the footprint through increasing sustainability efforts, using different types of models to intensify land use, as we see the growth that we’re anticipating here in the region. So, really making sure that the reputation of this industry is told in a way that is thorough and complete, and enhances that reputation… that’s one goal I hope to achieve over my time. The second would be: There is a need to make sure the purchasers of the products our members sell understand the impact various government regulations have on our industry. This will create a platform to ensure we partner with government in a way that builds the region we all want... expanding the good work we’ve done on government relations into that more holistic approach.

We need to make sure we have the right policy and regulations to provide the platform for growth, and build homes that are affordable for all across the region. Statistics Canada estimates that by 2040, we’re looking at 4.7 million people living in the Greater Toronto region. That’s like the entire population of Montreal and Vancouver moving into Toronto. This region is going to be a hub of economic activity, and we’ve got to make sure we get it right. NH: What’s the number one challenge you see facing the home building industry? DW: Affordability. No question. It’s as simple as that.

NH: And the top opportunity? DW: Addressing that affordability. It’s the same thing. The challenge has to become the opportunity. FEB 3 - 17, 2018  71
