Remember the global financial crisis of 2008 and the “great recession” that followed in 2009? Entire companies were wiped out, some sectors of industry were never the same, and many people saw their personal wealth take a serious hit. Through it all, one thing that withstood this test and others over the years since – Ontario housing markets. Indeed, a new report from ReMax shows that between 2007 and 2017, average home prices more than doubled in the Greater Toronto Area (119 per cent to $822,681) and Hamilton-Burlington (110 per cent $576,418). In just 10 years. Value appreciation in Kitchener-Waterloo hit 81 per cent; 63 per cent in London-St. Thomas; 62 per cent in Windsor; and 44 per cent in Ottawa. Lower borrowing costs helped to jump-start the province’s real estate engine, creating one of the most dynamic housing markets in recent history, ReMax says. For existing homeowners, especially those who purchased early in the decade, the equity gains exceeded all expectations. Will the next 10 years bring similarly spectacular growth? Not likely. But having excelled through that 2008-09 scenario – about as bad as it could get – and with the proven popularity of these centres as places to live, we shouldn’t be surprised if it does.

WORKING TOGETHER TO PLAN FOR GROWTH

What goes into the cost of building a new home or condo development is more than meets the eye. It’s not only the cost of the land, the excavation of the site, the materials and labour, but also the fees municipalities across the region charge home builders and developers to build the infrastructure required to service new development. Infrastructure includes parks, libraries, roads, transit, sewers and emergency services. Investing in infrastructure benefits existing and new homeowners and those working in offices throughout the region. This investment is paid for by fees, known as Development Charges, that are charged to builders and developers by local governments across the GTA, but ultimately paid for by the newhome owners and businesses of Toronto. The fees vary depending on infrastructure needs in specific areas, as well as the type of unit being built and the number of people who are expected to live in or utilize the space. For example, a new onebedroom condo in the city of Toronto is currently assessed a development charge of $17,138. A non-residential non-industrial building is assessed a development charge of $207.52 per square metre. Current proposals that 16  NextHome.ca
are being considered by the City would approximately double those charges. Our members recognize and accept their responsibility for supporting the infrastructure that is required to service new neighbourhoods. But as municipalities across the region look to replace aging existing infrastructure, we are concerned that new neighbourhoods will be asked to disproportionately absorb the costs. There is no doubt that we need to reinvest in our cities, but these costs should be the responsibility of all of us, not just shifted onto those buying new properties. The numbers back up our concerns. Altus Group, a leading provider of data solutions to the real estate industry, indicated in a recent report provided to BILD that in Toronto, residential property taxes rose two per cent on average annually between 2009 and 2016, while Development Charges increased an average of 14.3 per cent per year between 2009 and 2018.
Our industry is committed to working with our partners in municipalities to fund growth, but we must ask the tough questions about how we pay for infrastructure in an equitable, transparent manner and how we ensure that these costs are shared fairly between development charges that are paid by new development and property taxes that are paid by all. We are all responsible for ensuring that we build the type of cities we want. How we answer the question of who pays for what, and the share of the costs between new and existing tax base, will define the types of cities we build and the costs of the homes and offices in our cities. We need to find the right balance so that new homes are affordable and not priced beyond the reach of all but the wealthy. On behalf of those who purchase new homes and offices, BILD intends to ask these questions this year as part of the fall municipal elections.

DISPUTE RESOLUTION HOW TARION HELPS WHEN YOU AND YOUR BUILDER CAN’T AGREE ON REPAIRS

After you buy your new home and move in, you might notice that some things need fixing. If you and your builder disagree on whether the new home warranty covers what you want repaired, Tarion is here to help. Tarion acts as a dispute resolution body. This means it is our responsibility to resolve disagreements about warranty coverage when you and your builder are unable to do so. The first step is to submit your warranty claim to Tarion by filling out the appropriate warranty form. If you register for MyHome or download the MyHome app, you can fill out and submit your form easily from your computer or mobile device. When you submit the claim, you trigger what is called a “repair period.” This is a specific number of days that your builder has to resolve all the items on your form that are covered by the warranty. During this time, Tarion Warranty Services staff are available to help you. They may get actively involved in trying to help resolve these warranty issues between homeowners and builders. If your builder doesn’t fix all your warranty items by the end of the repair period, the next step is to request a conciliation. Conciliation is a process – it might include a visit to your home or 22 NextHome.ca | GTA
what we call a “desk assessment,” which involves a review of all the documentation. It is through conciliation that a Tarion warranty representative – acting as a neutral and impartial decision maker – will determine if the items on your claim form are covered under the warranty and need to be resolved. As a homeowner, you have an important role to play in a conciliation. It is up to you to provide the background information about your claim. This could include written documents as well as other things like photos, videos, digital files and even physical objects. If you need documents or information from the builder to support your claim, Tarion can require the builder to provide them. Once the conciliation is done, you will receive a Warranty Assessment Report that explains Tarion’s decision. It’s important to note that not everything may
be covered – such as a hairline crack in your basement floor. If Tarion agrees that your claim item is covered, your builder is given a final 30 days to resolve it. If this doesn’t happen, we’ll resolve your claim directly with you. Some homeowners are reluctant to go through all these steps because they fear it might negatively affect their relationship with their builder. But it’s important that you protect your rights and your investment. If you and your builder find yourselves on opposite sides over repairs, know that we’re here to help. NOISE COMPLAINTS HOW TO DEAL WITH THESE REALITIES OF CONDO LIVING

Noise complaints are among the most common issues that property management and condo boards have to deal with. However, there are many different types of issues which require various responses. The first rule of any noise complaint is documentation – either in writing to property management or by calling your concierge or security, who will record the date, time and nature of your complaint in their incident log. What happens next typically depends on the type of noise complaint:

COMMON AREAS, SUCH AS THE PARTY ROOM, ROOFTOP LOUNGE OR BARBECUE AREA
When a resident wants to use common area entertainment spaces, they should sign a “contract” with the condominium corporation, agreeing to the fees, terms and conditions and rules for use of the space. Therefore, condo boards can mitigate and manage potential problems by ensuring the rules are explicit and clear with respect to noise – such as what time all noise must stop (which must comply with city bylaws). Rules can also require residents to hire a security guard for their event. This way, if there is a noise complaint, your concierge or security staff have the clear 30 NextHome.ca | GTA
authority to handle the situation in the moment simply by enforcing the terms and conditions of the rental agreement. If the host resident remains non-compliant, then security can call the police, if they feel it’s necessary.
2 | NOISY PARTY IN YOUR NEIGHBOUR’S UNIT If your neighbour is having a noisy party, you can try to deal with the situation yourself by speaking directly to your neighbour, or call security to report your complaint. Security should then personally go to the offending unit and ask them to keep the noise down. If the situation improves for a while but then recurs, security should be notified each time. This way, if the host resident remains noncompliant, then security can call the police if necessary.
3 | NOISY PETS Although dogs and other pets are typically considered by their owners as “part of the family,” they are really permitted in condominium apartment buildings only at the discretion of the condo corporations. Some condos do not allow any pets; however, most do
allow domestic pets but subject to guidelines as to the type, number, size or weight and compliance with the common terms and conditions of communal living as set out in the Condominium Declaration. Therefore, pets that are consistently noisy can be subject to the same noise complaint procedures as outlined above, based on the rationale of disturbing the reasonable quiet enjoyment of condominium living.
4 | CRYING BABIES More families are choosing to raise their children in condominiums, so there will be times when babies cry, including the middle of the night. Please have compassion. Remember that no parents like to see their babies cry or in distress and know that they’re doing whatever they can. The parents likely feel as frustrated and upset as you do, and like you, they also probably need their sleep because they have to go to work in the morning. The Sainis purchased a 1,539-sq.-ft. town with three bedrooms. “It will be beautiful,” he says. “When I moved here 20 years ago, Innisfil seemed like a distant northern place with plenty of snow. But I saw it as a community with tremendous opportunity. They may be major players with millions of dollars who recognize outstanding value and potential when they see it. On the other hand, they may be empty-nesters who purchase a suite while their post-secondary-aged children are in school, in order to build equity over those years rather than pay out for a dorm or rent. Food has always been about the context for me. In my cookbooks, you’ll find a lot of looping in and around the recipes in search of the greater value of good eating, its civilizing effects, and so on. I’d reached a point where I wanted to get the recipes out of my way so I could explore those broader areas more deeply and articulate my philosophy. What does The Inviting Life mean to you? It’s about the value of making a welcome home for ourselves and others, of seeing home not just as a place where we lock ourselves away, but as a place we can open up and use for the greater good.
You like the idea of approaching decorating the same way French women dress – “effortless, unselfconscious with individual flair.” How can homeowners find their home style?
Do you have a fail-safe recipe?
Being sensitive to what truly lights us up on the inside is important – and can save us a lot of money. When we choose the things that delight us every time, we build an environment around ourselves that’s a true reflection of who we are. The other thing is not to copy. Take ideas and inspiration, of course, but we should always make things our own in the end.
How can everyone get into the “home-cooking habit” and build a cooking repertoire?
As a chef, what is your ideal kitchen look and layout? I need a clean kitchen, but otherwise, I’ve learned to be fairly flexible because I’ve moved around a lot. I dislike sterility in kitchens, preferring them to feel like rooms, which is why I like a lot of things in view, rather than hidden away in cupboards – baskets of onions, pots hanging on hooks, that sort of thing. I also prefer kitchens that aren’t too, too big. Otherwise, it’s like jogging around a track just trying to make a cake. A galley kitchen or basic U-shape have always worked best for me. When it comes to whipping up your fabulous fare, what are your essential kitchen items? A microplane grater is something I don’t know how I ever lived without. It’s in my hands several times a day, for everything from citrus zests to parmesan to nutmeg to garlic. I’m also very keen on my Korean mortar and pestle. It’s unlike any other I’ve tried. The inside has sharp ridges that will turn things like peanuts into butter in a matter of seconds. I got mine in Korea, and I cannot fathom why they’re not for sale here on every corner.
Tarragon chicken is fast, elegant and loved by basically everybody. That and some green beans with toasted almonds, and dinner is done.
We all learn by doing, and so the main thing is to do it. Force yourself to buy raw ingredients rather than ready-made things, and it will get you started. My husband’s daughter used to come over here, open the fridge and say, “There’s nothing to eat!” Twenty minutes later there’d be a frittata and a salad on the table, and she’d be saying, “Where’d this come from?” Now, when she sees nothing but ingredients, she’s more likely to recognize the possibilities in them. What are your best budgethosting tips? People should be generous according to their means and not stress about trying to match, dollar to dollar (what the Jones might have done). If you’re going to make something cheap and cheerful, you can always manage expectations by announcing the fact right at the invitation: “Come for a bowl of chili on Friday!” or “Pancake breakfast Sunday at 10!” Picnics are a great way to bring people together, too, without having to blow the account. It’s potluck with a bit of romance: Everyone contributes, and you can eat on blankets on the lawn (or even on the floor, if you’re indoors). BYOB, of course. How can hosts get out of the kitchen and mingle more with guests? Unless you have a brigade of staff, there’s one way, and that’s by having things ready in advance with only minimal last-minute touches required.

NEW LOWRISE HOME SALES WHY DID THEY DROP IN 2017?
BEN MYERS The Building Industry and Land Development Association (BILD) put out its monthly release of Altus Group numbers in late January, and it was another banner year for new home sales in 2017. The release noted that the 44,143 new homes sold in the Greater Toronto Area (GTA) last year, the fourth strongest annual total in the GTA new housing market since Altus Group started tracking the data in 2000. However, the release also noted that just 18 per cent of the sales (7,714 units) were for lowrise housing such as single-detached homes, semis and townhomes – the lowest number of lowrise transactions in more than 15 years. Sales were down by 57 per cent annually! How can the highrise market be so strong and lowrise market be so weak? There are two major factors, the first of which is affordability. The average asking price of unsold lowrise inventory in the GTA market rose to a whopping $1.22 million, which was 23 per cent above last December’s benchmark price of $995,116. So yes, prices are rising rapidly in the face of slower sales. How can that be? That brings us to the second major factor: Supply. You can’t buy what doesn’t exist. At the start of 2016, there were approximately 4,000 unsold new lowrise housing units spread across the GTA in various sales offices. That year, developers released 16,000 units 50 NextHome.ca | GTA
for sale. Fast forward to the start of January 2017, there were just 1,800 unsold units, and developers released just 11,000 units for sale. Overall this represents a 44-percent decline, year-over-year. So, sales were down for two reasons, prices got really expensive during the boom in the market in early 2017, and there was nothing to buy. When the market cooled after the Fair Housing Plan, some developers held off launching units. Slower demand, lower supply and high prices in the second half of the year resulted in record low new home sales. A more minor factor is some developers are finding it difficult to locate enough construction crews to build their homes, so they use prices as “inventory control.” Set the price well above market to control how quickly the units sell, to ensure there is always a certain amount of work to be done at their office and smooth their build-out process. Some move-up buyers are still concerned about the value of their resale home, but remain interested in the new home
market. According to the inaugural Residential Real Estate Round Up Report, by Bullpen Research & Consulting, Brampton remains the top suburban community in the GTA among prospective new-home buyers. However, the average project has pricing starting from $965,000, so pricing is still a barrier, especially with the new mortgage rule changes and increasing interest rates. There are still deals to be had in the new home market, so do your research and connect with an experienced realtor. Good luck. MIXED-USE DEVELOPMENTS MAY REDUCE HOUSING AFFORDABILITY: STUDY Making the buildings in neighbourhoods more diverse through mixed residential and commercial developments also makes it too expensive for many people to live in. A University of Waterloo study of Toronto neighbourhoods found that the increased cost, which was further heightened by the retraction of government support for affordable housing in mixed-use areas, led to the neighbourhoods becoming less diverse. The study also found the cost implications disproportionately impacted people in sales and service occupations. “Making mixed-use neighbourhoods was done with the best of intentions for our health, happiness and the environment,” says Markus Moos, a professor at Waterloo’s School of Planning. “But as communities become more attractive places to live, demand to live there increases costs. Walking to a nearby fancy coffee shop is nice, but the premium people pay for that luxury means the barista can’t afford to live near their job. “While mixed-use areas were intended to make things more affordable, factors such as the shift to a knowledgebased economy reduced
social diversity in the absence of policies designed to keep housing affordable.” The study examined neighbourhoods in Toronto between 1991 and 2006, at a time when mixed-use developments were prescribed following a rethinking of previous planning that led to decades of urban sprawl. It incorporated existing research on mixed-use developments, as well as housing affordability, classified as spending no more than 30 per cent of one’s income on accommodations. “Mixed-use neighbourhoods aren’t inherently misguided,” says Tara Vinodrai, a professor at Waterloo’s Department of Geography and Environmental Management. “In fact, they do achieve many of their intended outcomes. But, we’re asking who benefits from this? It’s not people in low-income groups or in low wage jobs. “What’s needed now is good policy to follow good planning. This includes inclusionary zoning, density bonuses linked to affordable housing, affordable housing trusts and other relevant methods.” The study, conducted with Waterloo graduate students Nick Revington and Michael Seasons, was recently published in the Journal of the American Planning Association.
