AFFORDABLE HOUSING LET’S GET IT RIGHT FOR ALL

The health, prosperity and quality of life in the GTA depend on access to quality housing for households of all income levels. Affordable housing gives safety and stability to people with low to mid incomes who are often singleparents, seniors, recent immigrants and people with disabilities. To address the growing concerns on this issue, the provincial government amended the Promoting Affordable Housing Act, adding inclusionary zoning as a new planning tool for municipalities. If done in partnership with the building industry, inclusionary zoning could ensure that affordable housing gets built in a way that promotes socio-economically diverse neighbourhoods. The new legislation passed in 2017 gives local government the option to establish policies that would require housing applications to include a certain percentage of affordable units within a development. The province consulted with municipalities, developers, housing advocates and other interested parties on a framework for inclusionary zoning in Ontario, receiving a broad range of comments and suggestions. The intent of inclusionary zoning is to encourage
development of affordable units that would not otherwise be built. For inclusionary zoning to be successful, the building industry needs to be supported by incentives and partnerships. We need to strike a balance between creating affordable housing and encouraging developers to build it. The provincial government is also contemplating pre-zoning properties that would make the approval system more efficient, giving residents a voice in how their community should grow. The Urban Land Institute, a U.S. think tank on land use and real estate, published a report in 2016 that offers insight into how a growing number of cities have adopted inclusionary zoning policies to help increase affordable housing without impacting the overall affordability of housing for everyone. For example, the City of New York has voluntary inclusionary zoning that offers developers tax incentives in exchange for including affordable units in a building or close by. Closer to home, the City
of Mississauga introduced its affordable housing strategy, titled Making Room for the Middle, that introduces a flexible approach. The city brought the industry to the table to work in partnership to identify a list of tools to help build units sooner by pre-zoning land, decreasing Development Charges and updating official plans. BILD and its members are committed to working collaboratively with our municipal partners to deliver affordable housing as demonstrated by our active participation in these initiatives across the GTA. We need to find ways to balance the need for affordable housing to keep all homes in the GTA affordable for people to purchase. Development is expensive and if the building industry is to include more affordable units in a development, our government needs to put the incentives, programs and partnership frameworks in place that will make projects viable without undermining housing affordability. Buying a home is a very personal decision – be it to move out, move up or move elsewhere entirely. Indeed, according to a new survey from Canada Mortgage and Housing Corp., there are three main motivators for Canadians to purchase a home: To stop paying rent; to improve accessibility; and as an investment. Makes sense, right? What’s somewhat surprising – but also perfectly understandable – is the extent to which recent policy changes are affecting Canadians’ homebuying plans. Fifty per cent of prospective first-time homebuyers, and 65 per cent of current homeowners, say the mortgage rule changes that took effect Jan. 1 would cause them to delay their home purchase. And for those observers who believe fast-rising home prices are never a bad thing? Seventy-six per cent of first-time buyers say they would delay their purchase because of high prices. Even existing homeowners, at 63 per cent, are spooked by the value escalation. With spring around the corner, now might be the time to put your homebuying motivation to action.

The 2015 federal election, you may recall, was much ado about housing. An improved Home Buyers’ Plan, better data collection on foreign buyer activity, more affordable housing and the creation of a National Housing Strategy were tops among the agenda items. Three years later, eventual winner of that “housing election,” Justin Trudeau has addressed many of these issues. As Ontario prepares for its own election on June 7, housing is quickly emerging as a hot topic. “It’s no secret that many young Ontarians and first-time buyers are feeling squeezed by the rising cost of homeownership,” says OREA CEO Tim Hudak. “This year, governments have focused on chasing buyers out of the market with policies like making mortgages tougher to get and new taxes. If the government wants to make meaningful change for Ontario homebuyers, they need to instead focus on more effective policies, like tax relief and increased housing supply.” Indeed, research from the OREA shows Ontario homeowners and aspiring homeowners could well make housing a huge election issue. In a recent survey, a majority of them said if a provincial party promised to help homeowners improve their home’s energy efficiency and make homeownership more affordable 16 NextHome.ca
for young people, it would have the biggest positive impact on voting for that party. Home builders and developers are also speaking up on the topic. “There have been some valiant efforts to address the housing supply issue and rising prices. Any one course of action is not enough, and we need to tackle the issue from many different angles,” Paul Golini Jr, executive vice-president, Industry Relations, Empire Communities, told NextHome in an interview for an upcoming feature. “However, there is a glaring issue that’s obvious to us on the development side: Development timelines of new projects. Due diligence, revisions and community consultations are all necessary parts of the approval system. They ensure we build well-planned projects that serve the community, but when new homes and condos take five to 10 years to be approved, it’s time to acknowledge there’s an issue with the system. Inventory is being left for years ‘in the process’ and isn’t being delivered to market. As a
result, the supply issue worsens. “The province, municipalities and developers need to get on the same page and work together to tackle housing and infrastructure issues. We can’t afford to be on opposite sides, we have to make use of public-private partnerships to find ways that benefit homeowners, renters and the economy.” You can bank on hearing more about these issues from voices on all sides in the coming months. A MARKET PAUSE? SURVEY SHOWS BUYERS MAY POSTPONE HOME PURCHASE PLANS

Prospective home buyers are entering 2018 confident and eager to purchase, but rising interest rates and home prices could postpone those plans, according to a new survey by Canada Mortgage and Housing Corp. (CMHC). The first-ever 2018 Prospective Home Buyers Survey compares the intentions, attitudes, and awareness of housing expectations, readiness to buy, affordability and impact of changes to the housing industry among three segments of people: First-time buyers, previous owners and current owners. While the majority of the survey’s 2,507 respondents agree homeownership is a good longterm financial investment, 76 per cent of first-time buyers, 73 per cent of previous owners and 63 per cent of current owners say they would delay their purchase due to steep increases in home prices. Interestingly, it’s not concerns about interest rate increases or stricter mortgage regulations motivating first-timers and previous owners to buy – the desire to stop renting is cited by those groups as one of the top three drivers to purchase a home. The survey was conducted 32 NextHome.ca | GTA
among prospective buyers who plan to purchase a home within the next two years, yet only onethird of respondents say they’ve prepared a detailed budget, six months to a year before a home purchase. When it comes to home prices and affordability, the majority of those surveyed agree they have a good understanding of how much mortgage they can afford. Unsurprisingly, current owners were the most confident at 83 per cent, followed by previous owners at 79 per cent and firsttime buyers at 69 per cent. In a similar vein, only 66 per cent of first-time buyers say they have a good understanding of the full cost of homeownership (including mortgage payments, property taxes, condo fees, utility and maintenance costs) compared to 85 per cent of current owners and 79 per cent of previous owners. All three groups agreed they will take extra steps to pay down their mortgage as soon as possible. While the majority of prospective homebuyers are confident in their ability to find a suitable home they can afford, that level of confidence is markedly higher among current owners (83 per cent) than first-time buyers (68 per cent). Despite being confident about affordability, only 36 per cent of first-time buyers surveyed were aware of the federal government’s mortgage qualification rule changes made in 2016, compared to a little more than half of current

owners and previous owners. Among those not previously aware of the mortgage qualification rule changes, 20 per cent of first-time buyers say this change will affect their decision to purchase in some way, compared to 14 per cent of current owners. Given their relative unfamiliarity with mortgage qualification rules, it’s unsurprising the vast majority of buyers from all three groups – including 80 per cent of first-time buyers – plan to consult a mortgage broker before purchasing a home. DESIGNER JO ALCORN TURNS A DISORGANIZED SPACE INTO A DREAM CLOSET WITH A SPOT FOR EVERYTHING As a city dweller in a small space myself, I love the challenge of creating useful spaces in my clients’ homes. For this reason, I worked with digital influencer and radio personality Taylor Kaye. She has a ton of outfits, shoes and bags but nowhere to put them! So I turned a small room into a space where she can glam up for all her special events. The first step was to clean out the space and declutter. When cleaning out an area, I always tell my clients it’s a great time to purge unwanted clothing, purses, shoes and accessories that are not useful to them anymore. My client for this project has a soft spot for Diabetes Canada (diabetes.ca), who also operate a reusable clothing and household goods donation program. I worked with them to have her gently used clothing picked up. For the items that were of a bit more value, she posted them on Kijiji (kijiji.ca) to help make a few extra bucks. After the paring down was complete, we had the space cleaned and painted to give it a fresh new look. The base of the closet system we were going to use was white, so I chose a dramatic colour to complement the lightness – Hale Navy by Benjamin Moore (benjaminmoore.com). Professional organizing company Tailored Living (tailoredliving.com) took inventory of my client’s clothes, shoes, belts and accessories. They discussed how the space would be used and how they could maximize the floor and vertical space. In the end, they were able to provide my client with more than 25 linear feet 38 NextHome.ca
of hanging space that is organized based on clothing style (long hanging, medium hanging and doubled-up short hanging spaces) to maximize the vertical space. They also added shelving for shoes, purses and folded clothing. To add even more organization to the space, I chose a few key pieces from Neatfreak (neatfreak.com), which specializes in home organization. We used its Harmony Twill collection of small and large bin drawer organizers. These are great to help keep scarves, accessories and jewelery in place within the drawers. They even take care of the little details like non-slip felt hangers, so clothing stays where it’s supposed to, and garment bags for when you have to travel and want to keep your clothing clean. We also used Neatfreak’s Everfresh laundry baskets that have a probiotic natural odour control. I love it when practical items have a dual purpose. To finish off the space, I had tons of fun shopping at Bouclair Home (bouclair.com) for the little yet important details that tie the space together. I picked up a huge mirror, drapes that matched perfectly, artwork and a few other accessories that make the room all that it is, at a great price. My client says she could not be more thrilled with her new organized closet space. Jo Alcorn is a design specialist and designer on HGTV’s Home to Win, out this spring. Buy fewer (and better) things. Resist impulse and stopgap purchases. Instead, zero in on quality. Donate the stuff you don’t use. That includes unwanted gifts. Let someone else put your castoffs to good use. Shop your own house. A surprising array of storage challenges can be solved with a well-made basket, tray or hook – chances are you already own most of the supplies that you need. Steal ideas from organizational masters. Experts, such as hoteliers and shopkeepers, know how to come up with novel, affordable approaches to storage. Ditch the plastic. Seek out products made of sustainable natural materials, such as wood, glass and ceramic. They’re better for the planet, and you won’t have to stash them out of sight. Know what you’ve got. Ample storage is not necessarily a good thing. We’ve been conditioned to think that huge closets are desirable, but the truth is they can encourage you to avoid pruning your belongings (and to lose track of what you have).

Establish habits and routines that simplify your life. Always keep your keys and eyeglasses in designated spots. Relax and make yourself at home. NextHome: How would you describe your ethos?
NH: What’s your design pet peeve?
KARIM RASHID: Designers must develop forms that are informed through broader issues of changing cultural, social and political phenomena. When I design something new, I consider emotional qualities, human experience, performance, production efficiency, new materials, new processes. I am concerned with a product’s lifespan, sustainable issues, social behaviours, price points, and on and on.
KR: Uncomfortable chairs. We’ve designed thousands of chairs over thousands of years. There is no reason to have an uncomfortable chair.

NH: How do you bring your design philosophy into your living space at home? KR: I spend half my year traveling and living out of hotel suites. So my home is like my perfect hotel suite – but I’m surrounded by all my designs and inspiring objects. It is a lesson in minimalism in that I only have objects that bring me joy and are contemporary to my life. NH: Describe your home style in three words. KR: Colourful, organized and efficient. NH: What is your greatest source of inspiration? KR: I don’t take inspiration from any one place, person or thing. I constantly travel and get inspired by the unfamiliar, so even the lost local places of industrial parks, airport hotels, alleyways in big cities, taxis in London, a gym in Hong Kong, a bathroom in Paris, a prop plane in Sweden, a cinema in Milan, a Renault in Sweden, food in Qatar, shanty towns in South Africa. Anything that is new to my senses, unusual and odd, inspires me. Beauty is in everything – if we want to see it. NH: What is your earliest design memory? KR: At the age of five in London, I went sketching with my father in England, drawing churches. He taught me to see – he taught me perspective at that age. He taught me that I could design anything and touch all aspects of our physical landscape. I remember drawing a cathedral facade and deciding I did not like the shape of the Gothic windows, so I redesigned them. I drew them as ovals. I also remember winning a drawing competition for children – I drew luggage, my ideas of how to travel.
NH: Your proudest design moment? KR: I am very proud of receiving five honorary doctorates, being inducted into the Interior Design Magazine Hall of Fame and receiving more than 400 awards in the last 20 years. It is an honour to receive such awards, but the real accolade is seeing my objects in average people’s homes or seeing people realize, enjoy or experience a space. Design is for people, not for museums. The highlight now is to see that more than one million people on Facebook like me because I always saw design as a populist act, not an elitist act. NH: What do you do, or where do you go, when you need to recharge or unplug? KR: I travel so much that when I’m not working and have a holiday, I prefer to stay home. I love to work out, cook, and work on my mental and spiritual health by going to museums and galleries and embracing creativity on every level. I love sketching, watching films, listening to music, deejaying,
NH: Favourite city? KR: All cities have many amazing things to offer, but at the same time very few cities are well designed, and many have problems such as traffic congestion, too much visual and physical pollution, signage and parking issues… so no city is perfect. But those I like for their energy, culture and progress include Stockholm, Milan, Shanghai, Moscow, Bucharest, Tokyo, London, Miami, Copenhagen and Toronto. NH: What can we expect from you next? KR: A new budget hotel I designed in Amsterdam is opening soon. And right now, I’m working on a pop-up store for a French shoe brand, a line of eyewear for a Korean brand, new lighting with Axo Light, an electronic bidet, an extension of my Lamborghini furniture collection, some projects for a Milan fair and Venice biennial, a new water bottle, a retail complex in Saudi Arabia, hotel interiors in Norway, Germany and Switzerland, an office interior in India, and a fantastic modern condo in Moscow – among other projects. Designer Linda Mazur schools us on how to mix patterns like a pro!
In 2018, I have seen an emergence of fantastic and inspiring fabrics, many bursting with colour and incredible pattern. As a designer, I enjoy pouring over fabric books and gathering ideas and direction. I have even been known to design an entire space just from the inspiration of one fabric. You may wonder though, with such a variety of fabrics and patterns to choose from, how do you know what works together to achieve a “designer look” at home? Here are some insider tips to keep in mind. To blend fabric designs successfully, it’s important to remember to vary the scale of the patterns from small to large, as well as to maintain the same depth or magnitude of colour. By that, I mean if you’re working with primary colours, then don’t look to incorporate fabrics that are pastels; you will inevitably create an imbalanced look.
If you start blending a minimum of three fabric patterns, you shouldn’t have any problems. The first pattern selection should be your most impactful one, so choose carefully and select a pattern that has a large-scale design. The second pattern should be completely different, probably about half the scale of the first one and have some of the same colours incorporated throughout. For the third selection, it can be smaller scale and similar in pattern to either of the first two, with at least two to three of the colours found in the other patterns. So, for example, if you have selected a large-scale floral as your first pattern, the second could perhaps be a bold stripe or a geometric fretwork pattern, and then blend in another small-scale floral for the third or an alternative smaller geometric. patterns, it’s crucial to balance them throughout your space. The last thing you want to do is create a situation where the heavier weight of patterns is all at one end of the room; they should be well proportioned with solids, and any other visible patterns in your room (such as area rugs and wall coverings) to provide equilibrium and an aesthetically pleasing look. Patterned fabrics can create a bold statement in your home and mixing designs like a pro is all about balance, layering and blending. Just remember to keep a common element throughout your space and watch your home come alive! Happy New Year to those of you who are celebrating. In terms of Canadian real estate, it looks like we will be repeating “The Year of the Condo” again. Why do condo sales continue to make headlines? The answer may surprise you. As the government tries to create balance and order with the introduction of several programs designed to cool the real estate market, a new trend has emerged – and it’s one that disputes the theory that single-family homes always appreciate faster than condos.

According to several recent resale statistics, the average price of a condo in major cities such as Vancouver and Toronto continues to rise exponentially, in most cases outpacing all property types, including detached homes. That’s right – condominium prices are now appreciating at a faster pace than detached homes in key urban centres across the country as demand continues to outpace supply. Resale statistics released in Vancouver, for example, saw the average price of a highrise condo jump by 27.4 per cent in 2017. Comparatively, the average Vancouver detached home rose only 8.3 per cent during that same time – that is a shocking statistic to some Canadians who have traditionally always valued owning property over an apartment-style home. In Toronto, the story is much the same – condominiums are appreciating at a faster pace than detached homes year-over-year. The Toronto Real Estate Board reported that the average price of a resale condo in the downtown core of Toronto saw a price increase of 19.6 per cent in 2017, and last month many condos sold at well above asking price, as supply has decreased sharply. By comparison, last month detached housing prices in Toronto fell by almost four per cent. This year, it won’t be condo sales that make the news. It will be
affordability and a lack of supply that will become readily apparent as we head into the spring market. If you’re waiting for prices to drop, you may end up in the dog house. As a buyer, do your research, and decide what’s right for you financially and emotionally. Victorian village surrounded by a township of farms, in the last few decades the formerly sleepy community of Milton has become an appealing destination for commuters. Central Milton begins just south of Hwy. 401 at Steeles, extending as far south as Louis St. Laurent Blvd, and from Hwy. 25 and Bronte in the west to James Snow Parkway. THE VIBE
Hailed as Canada’s fastestgrowing city, Milton’s population rose by a whopping 56.5 per cent between 2006 and 2012. The influx of new exiles from city life has greatly improved shopping and dining options in the area, and brought new parks, arts and leisure centres to this previously quiet community. MEET THE NEIGHBOURS
Milton is a diverse community, both ethnically and across the age spectrum. While the majority of residents are white, English speakers, there is a large South
Asian community, and growing black, Latino and east Asian populations. Younger families, as well as multigenerational ones, are drawn here for its excellent schools and affordable housing. The small-town community spirit doesn’t seem to have been diminished by population growth, and locals describe it as a very friendly place where neighbours are happy to help each other. Located just 40 km west of Toronto via the 401, Milton is a great choice for commuters by car, train or bus – it’s also the western terminus of the GO line. Q+A WITH FRANCES MARTIN-DIGIUSEPPE, PRINCIPAL AT Q4 ARCHITECTS
Frances Martin-DiGiuseppe is the founding principal and architect at Q4 Architects, a mid-size practice specializing in residential design. Inspired from a young age, she became an architect because she wanted to enhance the everyday lives of Canadian families. With more than 30 years of experience, she has learned that even the smallest design details can have significant impacts on the quality of life for homeowners. NextHome spoke with her to get her insights on the key things to look for when buying a new home.
NextHome: How are new home designs changing, given rising prices, maximizing space available and generally designing smarter and more functional homes? Frances Martin-DiGiuseppe: Functionality and efficiency are key when it comes to a well-designed home. Your personal lifestyle should guide how you prioritize space. Consider whether the allocation of space fits your family’s needs. Open spaces are popular choices for families given that central living areas like kitchens and dining rooms allow for families to spend more time together. I used to say a good family home requires enough space for a large dining table. But, seeing as the modern family spends less time at the dining table, that’s not always a necessity. A kitchen eating area or breakfast bar may be just as sufficient.

With our messy Canadian winters, having a mudroom is essential. It can transform your entryway and transition space by providing dedicated room for dirty boots, school bags, dog leashes and bowls, and a place to hang your coats. NH: How are design considerations changing for low- versus highrise homes? FM-D: The elimination of hallways is an important design feature for both low- and highrise homes. For highrise developments, this means that wasted hallway space can be reallocated to create more livable units. Mid- and highrise homes benefit from building amenity spaces. Amenities become an extension of your personal unit and natural spots where socializing happens, helping to build a sense of community.
Martin-DiGiuseppe worked with Mattamy Homes to help design Mount Pleasant North in Brampton, a connected community with a village square, shopping, recreation centre, school, library and GO Transit.
Many lowrise developments are located in existing neighbourhoods that offer residents plenty of area amenities nearby. At Q4, we advocate for smaller pocket parks and squares that really make a community and enhance living in the neighbourhood. More emphasis needs to be placed on surrounding public spaces such as parks and communal courtyards, where neighbours can congregate. Because highrise homes tend to offer less square footage, multi-purpose functional spaces are important. Kitchen islands that double as eating areas or office spaces. Laundry rooms or closets that also double as extra storage space. NH: What should a homebuyer look for in terms of the location of their perfect family home? FM-D: Location is one of the most important factors when choosing your perfect home. You can always renovate or modify the layout of your home, but you cannot change its location. The perfect family home is located in a complete and well-planned community. Ask yourself: Are there spaces for children to play outside? Are there parks nearby? Does the community have bike paths and sidewalks? Is there neighbourhood retail nearby? Is the street safe? How the homes are designed and located on the lots enhances safety on the street. A thoughtfully planned community should provide all of this, with both neighbourhood amenities and necessities within easy access. These details create
the perfect surroundings for a forever home, and something we always consider when working on projects. Also consider whether the neighbourhood you’re moving to is kid-friendly. Will your children have kids their age to play with? More importantly, is your future home located within a good school district? How close is the nearest school to your home, and is it within walking distance? Being able to walk to school is a really important goal for us. NH: What’s your most important thing to look for from a new build home? FM-D: Most important of all is your emotional response, that feeling you get from walking through the front door that you just can’t fake. That is unique and personal to you and comes from a million different associations and human-scale details. What makes a house a home and an area a community is our human connection to the space, and as residential architects it is our job to create a welcoming feeling from bricks and mortar. We take pride in our work – the human connection is what makes a house a home, and an area into a community. We think about the pride of homeownership and giving homeowners the dignity of having a front door. Families shouldn’t have to make the difficult decision between the extremes of a highrise tower or an expensive detached home. Midrise and stacked housing that is designed with care, thought and compassion can give the “feels like home” feeling without the price tag. MAR 3 - 17, 2018 61
