In the long run, real estate is typically a sound investment, affording financial security with the potential to help fund a truly golden retirement some day. In the shorter term, if you’re looking for immediate gratification, nothing beats the feeling of stepping through your front door and knowing you’ve arrived “home.” The question is, what is “home?” The answer starts with an open mind and a reality check. Sprawling estates and white picket fences are lovely and all, but if you’re on a limited budget, as most homebuyers are, know that compromises are part of the process. Here’s where it helps to make a list of must-haves and nice-to-haves, and be clear on what you’re willing to compromise on when push comes to shove. If a big family and oodles of children are part of your plan, then a move to the suburbs could afford you the five bedrooms you may need to accommodate your big brood. On the flip side, downsizers, jet-setters and social butterflies may flock to a compact city condo, where entertainment is plentiful and maintenance is minimal. As the saying goes, “home” is where the heart is. Happy home hunting!

CMHC: STRONG EVIDENCE OF OVERALL PROBLEMATIC CONDITIONS CONTINUES Slow growth in the young adult population coupled with a decrease in disposable income and a pickup in home price growth has prompted Canada Mortgage and Housing Corp. (CMHC) to maintain its assessment of “strong evidence of problematic conditions” in Canada’s housing market. “We continue to see moderate overvaluation and price acceleration,” warns Bob Dugan, chief economist at CMHC. “In the first quarter of this year, Canada saw a positive, yet slow growth in the young adult population and a drop in disposable income in all regions except British Columbia. This gives less support to house prices, which picked up again in early 2017 after a period of decline in the back half of 2016.” In Vancouver, “Townhomes and apartments, which typically sell for less than single-detached homes, were in high demand for first-time buyers and families. This

led to multiple-offer situations, increasing prices and moderate evidence of overheating,” says Eric Bond, CMHC’s principal market analyst for the Vancouver region. “The market continues to see moderate price acceleration and overvaluation due to low supply, despite record level construction.” On a quarterly basis, CMHC issues its Housing Market Assessment (HMA) to provide Canadians with both expert and impartial insight and analysis, based on the best data available in Canada. This report acts as an early warning system for the country’s housing markets — an important tool supporting financial and housing market stability. CMHC defines “problematic conditions” as imbalances in the housing market. Imbalances occur when overbuilding, overvaluation, overheating and price acceleration – or combinations thereof – depart significantly from historical averages.
CMHC’s HMA analytical framework is designed to evaluate the extent to which there is evidence of problematic conditions in Canadian housing markets. The framework assesses housing market conditions and considers the incidence, intensity and persistence of four main factors: • Overheating of demand in the housing market, wherein sales significantly outpace new listings. • Acceleration in house prices, which could be partially reflective of speculative activity. • Overvaluation in the level of house prices, which indicates that house price levels are not fully supported by fundamental drivers such as income, mortgage rates and population. • Overbuilding of the housing market, when the rental market vacancy rate and/or the inventory of newly built housing units that are unsold is elevated.
Markets in the Prairies continue to show moderate to strong evidence of overbuilding.
The Vancouver market is now showing moderate evidence of overheating due to townhomes and apartments seeing high demand leading to multiple-offer situations and higher prices.
Overall rating continues to be “strong evidence of problematic conditions.” Evidence of overvaluation at the national level remains moderate and strong evidence is seen in Toronto, Vancouver, Hamilton and Victoria.
Evidence of overbuilding has increased from six centers to seven as Quebec’s rating increases to moderate due to a high number of rental apartment starts outpacing demand.

That’s a big word which has become synonymous with some of Canada’s housing markets. Despite interventions at the local and federal level to cool hot markets like Toronto and Vancouver, prices are still out of reach for many hopeful homebuyers desperate to get their foot in the door, so to speak. Among the “High priced” headlines, there’s no shortage of advice out there on how to save up for a home. Hopeful homebuyers find themselves the target of a steady stream of advice bombs about how to save more and spend less, complete with suggestions of different housing types at lower price points, and “coming soon” communities in the nether regions that might be within your price range. These are all potentially good and feasible options for maximizing your available funds. But ultimately, if you can’t comfortably afford to buy that home, the choice should be clear. To those finding it tough to buy in this hot housing market, “Don’t do it,” says Brian Brown, vice-president of Lifetime Developments. He admits it’s surprising advice, particularly coming from a real estate developer. “It’s the advice I give my kids when they want to buy a toy they can’t afford.” Now, let’s be careful not to take 20 NextHome.ca NextHome.ca | GTA
Brown’s unhesitating words out of context. Real estate has historically been a good investment and, barring any major catastrophe, will probably continue to be one in the long-term – that is, if you can manage to get your foot in the door. The term “priced out” has become commonplace in housing markets like Vancouver and Toronto. Each of these cities has experienced incredulous rates of price growth, and both display signs of “price sprawl” into suburban areas and even further, into neighbouring cities. To that effect, CMHC released a report earlier this year, exploring how house prices in Toronto and Vancouver impact surrounding regions. There’s a definite ripple effect. Guess it’s not so bad, being little brother to the big city – unless you’re a prospective homebuyer who now has to pay “urban” prices for a suburban property.
So, what to do about housing unaffordability? There’s nothing you can do about the market and its supply and demand issues. All we can do it sit back and wait to see if the new foreign buyer taxes and the recent mortgage rate increase (with more expected!) have an effect on prices and activity. In the meantime, “Be disciplined. Be prudent. Be responsible,” he says. “The biggest threat to our strong real estate market, and local economy, is a generation of buyers who, in pursuit of the housing dream, throw caution to the wind, assume a crippling mortgage, and take on more debt than they can handle.”

STRUCTURAL CHANGES CAN MAKE YOUR NEW HOUSE

You’re excited about your decision to buy a home that is not yet constructed. You get to choose the colours and upgrades that will make your new house your perfect home. While this is exciting, when the time comes to meet with your builder and make these decisions, you may find yourself both exhilarated and nervous. Your home is probably the biggest single investment you will ever make, and you want to make sure it all goes according to plan. So, it’s not surprising that some people feel anxious. Proper preparation will help ease any nervousness. You’ll learn what standard features and finishes your builder is offering, and can then decide on where and what you want to upgrade. You may have many options for both big and small structural changes with a single-family home, such as a detached, semi-detached or townhome. Joseph Bozzo of Spectrum Realty Service, a BILD member, describes simple changes as adding pot lights, electrical and cable outlets, decorative moulding, upgraded flooring and enlarging closets. Bozzo adds that bigger changes can involve moving bathrooms, enlarging windows and finishing basements. These changes are more complicated, as they require creating new architectural drawings that will be priced based 28 NextHome.ca NextHome.ca | GTA
on the scope of the change. You should think about structural changes that improve ease of lifestyle, says Bozzo. Such changes include upgrades like larger closets, semi-ensuites that can be shared by siblings, rooftop patios and backyards complete with amenities like gas hook-ups for your barbecue, wine rooms and large kitchens for entertaining. Exterior changes including

garage doors and entry doors are rarely allowed, as all elevations are based on the architectural design and cannot be altered. It can be more difficult to apply upgrades to condos. Kitchens and bathrooms are locked into place because of the plumbing and ventilation stacks, and load-bearing walls cannot be repositioned. Some condo upgrades that can easily be done include adding pot lights (depending on ceiling height) and extra electrical and cable outlets, says Barbara Lawlor of Baker Real Estate, another BILD member. As long as you don’t have to move the plumbing, you can redesign your kitchen. Making
closets bigger is a good option too, which will increase storage space – but be aware that you will lose floor space. Remember to budget for all of the changes you decide on, as the price of your home will go up as a result. Usually you’ll find the increase to be about three to five per cent of the purchase price. Make sure you understand what your payment options are. If you plan on paying for the upgrades separately from your mortgage, find out if the builder wants it all up front or if you can stagger the payments. If you plan on adding the upgrades to the final cost of the home, you will probably need permission from your mortgage holder. Timing is important when deciding on and ordering structural changes. Once the frame of your house is up, it’s too late to change wall locations. And if the plumber and electrician have already done their work, it’s too late to move bathroom fixtures, add outlets or pot lights.

Are you looking to buy a newly constructed home somewhere in Ontario? There’s a new app for that! The free app is called MyHome Planner, and it was created by Tarion. Tarion is the province’s consumer protection organization for new-home buyers and owners, which administers the warranty that comes with almost every new home and condominium. Tarion also registers builders in Ontario. Tarion created this app to help homebuyers make more informed decisions when purchasing a new home. It shows you where builders have proposed developments across Ontario, and provides some valuable warranty information before you even get the keys to your new home. With MyHome Planner, prospective new-home buyers can research builders by accessing the Ontario Builder Directory, right from the app. This directory lists all registered builders in the province. If a builder is not listed in this directory, they are building illegally. The directory also provides helpful information about where builders have built new homes, how many, and whether there is a history of warranty claims. It will also tell you if a builder has been recognized by their customers for service excellence. And as you’re “shopping” for a new home or condo, the app has
a helpful feature that allows you to share any new home opportunity with friends and family by texting or emailing them directly from the app. MyHome Planner will also help you organize the many deadlines and appointments that come with buying a new home. Users can enter important dates – such as your pre-delivery inspection appointment, decor centre meeting or the first closing date – and MyHome Planner will send reminders.

The app also has a series of helpful tips and information at each stage of your home buying journey. For example, new purchasers touring a builder’s decor centre should always keep in mind that natural products, such as granite counters or hardwood flooring, may not match the samples you see when they are actually installed in the new home. There may be variations in colour or grain that are not obvious from the sample. All of this helps eliminate unexpected or even disappointing surprises when you walk through the front door of your new home.
Before any new-home buyer actually takes possession of their home, they will be given a predelivery inspection by the builder. This is an important first chance to walk through the home and take note of any missing, damaged or incomplete items, and find out how the major systems of the home work. The new app provides tips and guidance for this important first step to new homeownership. Finally, the MyHome Planner will help you better understand the warranty that comes with your new home and how to get it registered with Tarion. GET SET TO RISE IN THE FALL DESPITE SOFT SUMMER STATS, THE GGH MAY BE POISED FOR AN AUTUMN SURGE
WAYNE KARL In another classic case of a misleading headline – repeated by major media outlets across the country – “Canadian home sales fall further in July.” So read the latest statistical release from The Canadian Real Estate Association (CREA), for July 2017. Let’s just get this out of the way: CREA reports that the number of homes sold via Canadian MLS systems fell 2.1 per cent in July 2017, the fourth consecutive monthly decline. While the monthly decline was about onethird the magnitude of those in May and June, it leaves sales activity 15.3 per cent below the record set in March. Yes, that’s the picture for Canada as a whole. Yikes. Sounds pretty bad. But as we often point out in NextHome, when you buy a home, you don’t buy the “Canadian market,” or even a provincial or regional one. You buy one property, in one neighbourhood, in one city or town. So, what should homeowners and prospective homebuyers in the Greater Golden Horseshoe really care about when it comes to such news? “July marked the smallest monthly decline in Greater Golden Horseshoe home sales since Ontario’s Fair Housing Plan was announced in April,” says Gregory 36 NextHome.ca NextHome.ca | GTA
Klump, CREA’s chief economist. “This suggests sales may be starting to bottom out amid stabilizing housing market sentiment.” Boom. There it is. “When mortgage lending rules were adjusted last fall, we saw sales initially slow, as buyers took a wait and see approach to determine where the market was headed,” Christopher Alexander, regional director, ReMax Integra, Ontario-Atlantic, told NextHome. “Sales eventually leveled out and ultimately led into what was the strongest Q1 on record in the GTA in 2017. “We anticipate a similar patter to bear out following the introduction of the Fair Housing Plan. Monthly sales and prices declines are slowing, and the market appears to be leveling out as buyers adjust to new market conditions. It is likely that we see a more robust fall market, especially in periphery markets in the Greater Golden Horseshoe where buyers can still find relatively affordable options, compared to Toronto.” As for home prices, the national average price for homes sold in
July 2017 was $478,696, down 0.3 per cent from where it stood a year earlier. This was the first yearover-year decline since February 2013, reflecting fewer sales in the GTA and Greater Vancouver. But, there’s another proverbial but. Benchmark price gains slowed on a year-over-year basis in the GTA, Oakville-Milton and Guelph, CREA says. But, they remain well above year-ago levels – GTA 8.1 per cent; Oakville-Milton 12.7 per cent; and Guelph 23 per cent. Shopping for a condo? Great news – your decision is a wise one. Today’s condos are more beautiful and more efficient than ever before. To help you with this exciting life step, here a few tips: Prepare: 1. Get pre-qualified for a mortgage before you shop. This way, you can avoid falling in love with something you cannot afford. Know your budget. And guess what? You may be able to afford more than you think! 2. First-time buyers, keep in mind that postponing your entry into home ownership may mean buying when mortgage interest rates have gone up, which they eventually will. Even a fraction of a percentage point now can mean a difference of many thousands of dollars over the course of your amortization. Look for first-time homebuyer seminars, which can be a big help in teaching you what you need to know to make an informed decision. 3. Consider location first. How long will your work commute be? Make the trek during rush hour before you buy. Can you walk to amenities and avoid using a vehicle for errands? Many of today’s condos earn a Walk Score of 100! 4. Look at suite designs carefully. In addition to helping you envision the real thing from floor plans, the models are full of wonderful design and décor ideas that can help you make choices at your colour selection appointment. 6. Developers and builders dedicate a lot of resources to creating sales offices and models that showcase the potential in the suites they are selling. You can pick up a lot of visual tips on decorating from prestigious designers whom you might not otherwise be able to hire as consultants. 7. Use your sales office visit to gather as much information as possible. The Internet is a wonderful tool, but there is nothing like being able to speak one-onone with a knowledgeable sales representative. 8. How do the sales office and models look when it comes
to quality? This is your first opportunity to see firsthand how well built you can expect your suite and building to be. Lighten your load: 9. If you’re moving into a condo from a large home, pare down your stuff and avoid cluttering up your new space. A home organizer can help. 10. Consider holding a yard sale, passing down family heirlooms to the younger generation, donating furniture and other items to charities and consignment shops, selling things on the Internet, giving things away, and when all else fails, throwing items that are past their prime in the trash. 11. Use the floor plan of your new suite as a guideline. The room dimensions are on it. I have known people to cut out scale representations of their furnishings and place them on the floor plans to see whether they fit and how they might be arranged for optimum effect. 12. If you are selling your larger home, remember that it will sell more quickly if it is neat and tidy without a lot of items piled in corners and on surfaces. ARE TORONTO CONDOS? BY WAYNE KARL

ore highrises, more bike lanes, more cyclists… the city is changing, but how bike-friendly are Toronto condos? Some wonder if we’re headed for a collision somewhere down the road. Why? “There are so many more bikes on the road these days,” condo industry consultant Jeanhy Shim told NextHome. “In some parts of the city, there are tons of bikes, which is great.” Areas with high cyclist traffic naturally include those with dedicated bike lanes, particularly along major thoroughfares such as Bloor Street and Adelaide Street. The City is planning more of them, and is investing in cycling infrastructure to encourage Greener living, a healthier lifestyle and other benefits of “growing up vertical.” But there are challenges. “I had no idea when I bought my condo, that I wouldn’t be allowed to take my bike upstairs,” says John Brown (not his real name). “They forced me to park it outside. The week I moved in, it was stolen.” It’s an example of that highlights one of the challenges Toronto faces – in addition to emotionally charged issues such as cars parking in bike lanes and road safety. With all these condos going up around the city, and the cycling culture exploding here, how bikefriendly are these buildings?

While developers may not be brining bike-friendly buildings to market as fast as cycling in the city is growing (some are calling it the #SummerOfTheBike), the good news is that more condo builders are coming up to speed in catering to this growing demand. Some builders provide access to Bike Share, itself a growing program in Toronto. Others are making bike parking a higher priority amenity, while others still are going even further. You’ve heard of car-free buildings? How about bikespecific condos? It’s happening. BIKE-SPECIFIC CONDOS
Fieldgate Urban has a proposal before the City to build a 16-storey mixed use building, so far referred to as 572 Church St., reflecting its address. The project comprises 98 condo units and parking spots for 117 bicycles – and zero for cars. “The strategy for parking here is that it is a tight development with a boutique building very close to many modes of transit, including dedicated bike routes and mass public transit,” David A. Mandell, vice-president, development for Fieldgate Urban, told NextHome. “This is a walking neighbourhood. We believe there

is a strong market for residential without car parking at Church and Wellesley. We aren’t marketing it as a bike-specific condo per se, although we believe we will get attention simply due to that fact.” If the project is approved, Fieldgate expects to begin selling 572 Church in late winter 2018. OUT WITH THE OLD
Generally speaking, most (in fairness, older) condos don’t allow unit owners to bring bikes into common areas such as elevators, fearing damage, wear and tear and inconvenience to other residents. Nor do they want people storing them on their balconies, for safety and aesthetic reasons. Some buildings require residents to lock their bikes outside, while others may choose to “look the other way” when residents bring their rides inside, says Shim. “‘What’s the minimum required?’” has been the historical response among developers when planning bike parking, she adds. The answer is one bike space per unit, according to a City bylaw. But how that’s delivered is determined by the developer. “Bikes are what you squeeze into any spare space,” says Shim. “They’re kind of the last thing on the list.” This is especially true in parking garages, where space is at a premium, with not just space allotted for cars but also for mechanical and other operations. Some projects install bike racks in car parking spots, leasing them back to the owners. More complicated security systems, such as those that involve cameras, are cost-prohibitive, so stronger locks are usually the next step.
Such matters are generally handled through the rules of a building’s condo corporation, according to Denise Lash of Lash Condo Law, Toronto. These are put in place by developers at the time the condominium is registered. The owner-elected board can make new rules, or amend or repeal existing ones. Owners themselves can also request an owners’ meeting to amend or repeal a rule. The problem with this process is that any changes must be put to an owners’ vote. And since the condo board is supposed to uphold the condo documents written by developers, such amendments usually require 95 per cent approval. “Not impossible, but very difficult,” says Shim. MORE TO COME
Fieldgate Urban’s proposed project follows at least two others on the go in the city. Scott Shields Architects is building 24 Mercer St., a 15-storey development near King Street West and Blue Jays Way that features 12 units – with no car parking, but 30 bicycle spots. This project is slated for completion in 2020. One of the largest bike-friendly condos is 159 SW by Alterra Group, at the southwest corner of Wellelsey and Sherbourne. This 36-storey, 360-unit building, which recently began construction and is scheduled for completion in October 2019, will have parking for less than 80 cars – but an individual bike locker for each of its 360 units. The building will also provide a bicycle repair area, complete with tools, and will allow owners to take their bike into their unit. SEPTEMBER 2 - 16, 2017 47

ALYSSA FURTADO Saving money to buy a home can seem like an impossible task, especially if you want to buy in an expensive neighbourhood. But there are some steps you can take to make saving for a home easier. These four tips can help you get closer to realizing your dreams of becoming a homeowner. 1. RESEARCH AND SET A SAVINGS GOAL
Before you shop for a home, you need to have a goal in mind. First, you should look around the neighbourhoods you want to live in and find out the cost of homes in those areas. You should be realistic and consider less expensive neighbourhoods at first and remember that you can always move up the property ladder in the future. Once you have an idea of how much you want to spend, you’ll need to use a mortgage affordability calculator to figure out the amount you can afford. If you already know how much you can spend, you can determine your regular payments by using a mortgage calculator. Having these numbers ready will make it easier to set a goal for the amount you need to save for a home. 2. SAVE AUTOMATICALLY
The easiest way to save money is to set your savings on auto pilot. You can do this by setting up 48 NextHome.ca NextHome.ca | GTA
Forcing yourself to save is great because you can’t spend what you don’t have. automatic transfers to a savings account from your chequing account. These transfers can be made monthly, biweekly or even weekly. It’s better to put money away on a regular basis instead of saving what’s left over after you’ve taken care of all of your expenses. Forcing yourself to save is great because you can’t spend what you don’t have. There are also a couple small ways to save even more money. If there’s a specific amount you want to save but you don’t think you’re able to, you can start small and gradually increase that amount. And if you’re thinking about saving $500 a month, consider saving $125 a week instead. At the end of one year, you’ll have $6,000 if you save money every month. If you save money on a weekly basis, you’ll end up with $6,500 – an extra $500 in savings. 3. REINVEST YOUR TAX REFUND
When you contribute to your RRSP, you’ll often get a tax refund. But by putting the refund into your RRSP, you’ll be able to save more. When you contribute $6,500 and your marginal tax rate is 29.65 per cent, you’ll get a refund of $1,927.25. If you reinvest that amount next year along with your $6,500 contribution, you’ll get a refund of $2,498.68. And if you reinvest next year’s refund, you’ll have $17,425.93 in your RRSP after two years before interest. If you
don’t reinvest the refund, you’ll have just $13,000 in your RRSP before interest. Under the Home Buyers’ Plan, you can withdraw up to $25,000 from your RRSP if you’re a firsttime homebuyer. And if you’re buying a home with a spouse or partner, you can each withdraw up to $25,000 for a total of $50,000. Keep in mind that any funds you withdraw must be in your RRSP for at least 90 days. Also, you have to repay the amount withdrawn or it’s considered taxable income. 4. CUT UNNECESSARY EXPENSES
When you’re trying to save for a home, it doesn’t mean you have to live like a pauper. There are probably a few things you’re spending money on that you don’t need or use. Gym memberships and premium TV subscriptions are probably some of your highest expenses after rent and food. If you eat out a lot, consider cooking dinner at home or making lunch to save some extra money. BATH OR SHOWER…? That is the (divisive) question! We recently posed the question, “If you could choose only one – a bath or a shower – which would you prefer? Like an old-fashioned switchboard, our social media channels lit up with opinions. I quickly learned that people can be very hard-lined and protective of their choice when it comes to coming clean. There are shower people and there are tub people. Only a few pushed back, insisting on both. It’s a question I hear with every renovation. Clients want to know if they should replace their tub with one big shower. I usually turn it back around and ask, “Do you prefer a bath or a shower?” It’s a matter of personal taste, depending on what stage of life you’re in, how long you plan to live in the house and many other factors. Most older homes in the GTA have a combination tub-shower in the bathroom. For most of us, this is our default option. Although it may not be the best choice stylistically, it’s a great convenience. It provides you with both options in the same amount of space. Had a long day? Take a nice, long soak. Need a quick wake up to get your day started? Hop in the shower. Having a bathtub for small children is usually on a family’s must-have list, even if the parents prefer a shower. If your decision is based strictly on functionality, the shower-bath combo is the way to go. Which tub works best? Again, it’s personal and it’s not always about function. For some it’s all about form. A free-standing tub, the ultimate spa treat, is a luxury choice – especially if you have the space. Even more decadent is the growing trend of free-standing bathtubs in master bedrooms. Today’s modern tubs are more than acrylic or porcelain-coated cast iron. Companies such as Victoria + Albert are using highly insulated materials that combine natural materials like volcanic limestone and resin to create a warm-to-the-touch surface. The condo market is different, as units are built almost exclusively with showers only. When space is at a premium and you’re paying for every square foot, a shower makes more sense. Modern glass doors and great-looking tile help you forget why you’d ever want a tub in the first place. Plus, condo dwellers tend to be urbanites who believe convenience and cost-savings far outweigh the benefits of relaxing in a tub.

WHAT IS HAPPENING IN THE TORONTO HOUSING MARKET?

Every day there seems to be six or seven new articles written about Canada’s or Toronto’s housing market. We’re in a bubble, we’re not in a bubble. Household debt is too high, but average wealth is increasing. House prices are down, yet condo prices are up. Transactions are plummeting on Toronto resale homes, but sales continue to set records for new housing. The foreign buyers tax heavily impacted Toronto, yet Vancouver house prices are surging. How does one make heads or tails of this daily dump of contradictory information? The first piece of advice I’ll offer is to avoid trying to time the market. People were certain that Canadian residential housing was in a bubble in 2011 and the entire country was headed for a painful housing crash. Well, you saw what happened next. Resale prices for single-detached and semi-detached homes declined pretty significantly in June and July in the Greater Toronto Area, so some people are going to wait to see if they fall further. Well, homes are still selling, and you just might miss out on that dream home of yours by waiting it out. If you’ve really got your heart set on a new home, you don’t have the luxury of waiting. In the new highrise condominium market, there are just over 7,000 units remaining for sale, but that figure was almost 16,000 a year ago. As supply has dwindled, average new condo prices have spiked from $470,000 in June 2016 to $627,000 in June 2017, according to Altus Group figures.

If you’re in the market for a new single-detached, semi-detached or row home, there’s some good news – supply has risen over the last couple of months. Unfortunately, there are still only 1,600 new homes up for grabs across builders’ sales offices in the GTA, a 25-per-cent decline year over year. The average price for new lowrise homes is a whopping $1.25 million, up from $887,000 in June of 2016. Some of you may not be comfortable buying preconstruction and want to purchase
a completed, new single-detached home. Canada Mortgage and Housing Corp. reports that there are 295 completed and unsold new singles in the GTA, but the average asking price is $1.7 million. Perhaps you want one of the 12 properties in the north part of Toronto. Well, the average price for those singledetached houses is $3.5 million. Despite uncertainty in the resale market, new housing is still very expensive, and it probably won’t get cheaper. Developers are more likely to pull pre-construction homes from the market and wait for conditions to improve, as opposed to discounting their product. When it comes to completed and unsold homes, there’s a high likelihood that they would rent them instead of reducing the price. There is a lot of conflicting information out there, and no one wants to buy a property and immediately see its value decline. But if you’re in a place financially to buy, and intend to live in the home for several years, fluctuations in average values shouldn’t concern you. Good luck! Then speak to the mortgage specialists at your bank and consult a reputable mortgage broker. HOMES SALES CONTINUE TO DECLINE IN JULY According to recent statistics from The Canadian Real Estate Association (CREA), national home sales fell 2.1 per cent in July from June. Two-thirds of Canadian markets witnessed a decline, led Greater Toronto Area (GTA), Calgary, Halifax-Dartmouth and Ottawa. SOUTHWESTERN ONTARIO NEW HOME MARKET As of the second quarter of 2017, the average price of new and unsold detached homes in some of Southwestern Ontario’s key markets ranged from $582,400 (30- to 39-ft. lots) in Brant & Brantford, to more than $1.6 million (60 to 69-ft. lots) in Hamilton. New and unsold condo prices averaged $346,532 in Kitchener and $948,885 in Niagara Falls. Townhouse prices, which have increased about 19 per cent over the same period last year averaged $421,900 in Kitchener and $597,900 in Welland. Hamilton

NEXTHOME GETS HIS TAKE ON WHAT’S HAPPENING IN VARIOUS MARKETS ACROSS CANADA NEXTHOME: You recently said that Ontario’s Fair Housing Plan would cause five consequences: higher tenant turnover and rents; market fear and overreaction, due to the Foreign Buyers’ Tax; more longterm investors exiting the market; more speculators exiting the market; and purpose-built rentals put on hold. What’s your batting average so far? DON CAMPBELL: Although
people like to hear forecasts of what’s going to happen next week or month, our focus has always been to analyze the long-term impact of policies, economies and demographics on real estate markets. Real estate and property markets always ebb and flow, which means if an investor or homeowner is making a “buy/ sell” decision based on one report, they don’t understand how markets work. However, there are “policies” that can throw a market off of its cycle trend, despite all the background economic and demographic drivers lining up. These policies are defined as “market influencers,” and because they are random and often politically based, they can have dramatic and sometimes irreversible negative unintended consequences on the health of a market. Ontario’s Fair Housing Plan is one of those. Purporting to 100 NextHome.ca
help renters, many of the policies within the bill will eventually have a negative impact on renters and will not make housing more affordable in the target regions. NH: No one seems to win in the above scenarios, so what’s the point of the Fair Housing Plan? DC: Although the name of the
bill is “Fair Housing Plan,” the unintended consequences won’t be pretty for anyone except one small group, the politicians who are “appearing” to be doing something. Given the fact that most people won’t read the full bill, nor even dive beyond the headlines, this will probably work for that group, while the rest have to live with the long-term
consequences. Possible scenarios that are very likely over the coming years – none of them positive – include: 1. The adoption of this plan leads to current landlords quickly raising their rents to at or above-market, so they do not find themselves locked-in at a below-market rent for years (many landlords keep their rents below market because they have a strong relationship with, and appreciation for, their long-term tenants), but given the new rules and continuing increase in interest rates, this may become an untenable situation, sadly. 2. According to the Ontario government’s own numbers, there are now more than 120,000 people in the Greater Toronto and Hamilton Area who own

more than more residential property. This means that even if only 75 per cent of those properties are rentals, independent citizens are providing 90,000 needed rentals in the area. That’s much more than any REIT or developer has been providing with rental specific buildings. Under the new rules, many of these independent owners will end up choosing to exit the market, selling their units and thus lowering the number of available rentals. 3. A lower supply of rentals will also occur, because with the new caps on market rental increases, many major developers have taken rental specific buildings off their immediate plans due to the economics. 4. The dramatic increase in costs associated with operating a quality, clean and safe rental will also reduce the number of people willing to own and operate such properties. This will lead to poorer rentals and more landlord-tenant disputes. 5. As interest rates rise and the federal government mandates tighter controls on mortgage qualification, there will be fewer opportunities for Canadians to buy a home, especially the large cohort of Millennials who are entering this phase of their lives. This is true no matter if the average price in the market slips or not. This, of course, then leads to more renters, right as the Ontario government puts in policies that will reduce the number of rentals available.

However, we must factor in the government change as a market dynamic to watch. Policies matter, as Ontario is discovering and BC’s new government needs to ensure that it is designing and implementing policies that have a long-term positive impact on renters and homeowners, and to not just make expedient announcements for optical reasons.
