Peter GilGan Foundation donates $100 million largest sinGle gift ever to sickkids Last week, an unprecedented gift of $100 million donated by the Peter Gilgan Foundation, was announced at The Hospital for Sick Children (SickKids). This is the largest single gift ever to SickKids. Together with donations made to other hospitals and health-care organizations to date, this makes Peter Gilgan and the Peter Gilgan Foundation the largest benefactor to health care in Canada. This $100 million gift will support the SickKids VS Limits campaign, a key element of which involves redevelopment of the SickKids campus, including building a new patient care tower on University Avenue, which will be named the Peter Gilgan Family Patient Care Tower. “We are extraordinarily grateful to Peter Gilgan and the Peter Gilgan Foundation for their ongoing philanthropic leadership and dedication to SickKids. teaching excellence both at home and around the world.” According to a media release from SickKids, the hospital is a leader in paediatric health, yet the buildings do not reflect the quality of care provided for the over 150,000 patients seen each year. When SickKids was built at 555 University Avenue in 1949, the building was the largest children’s hospital in the world. In 1993, nearly 25 years ago, the Hospital expanded with the opening of the Atrium building at 170 Elizabeth Street. But medical treatments and technology have come a long way since the 1940s or even the 1990s, making it more important than ever before for the hospital to evolve to fully realize the possibilities in children’s health. For SickKids to remain a world leader in paediatric health, the time to realize a fully redeveloped campus is now. “To continue to have the opportunity to support SickKids is an honour and is also very
humbling,” says Peter Gilgan. “I’m in a privileged position to be able to make this gift, and I know it’s going to be used to help children today and in the future live longer and healthier lives. I want to thank my family, both the Gilgans and my Mattamy family, whose unwavering support over many years has made this commitment possible.” SickKids will break ground in October 2019 on the first of two buildings. The first building, the Patient Support Centre, will house the SickKids Learning Institute with 1,200 world-class trainees, a Simulation Centre for hands-on teaching, and provide 6,000 professionals, management and support staff with up-to-date spaces to do their best work. The second building, the Peter Gilgan Family Patient Care Tower, will house critical care and inpatient units. Last week’s donation brings the cumulative giving from the Peter Gilgan Foundation to SickKids to more than $140 million.

The STreSS-TeST BlueS The federal government is getting more heat about its mortgage stress test, this time from Mortgage Professionals Canada (MPC), the national mortgage industry association representing mortgage brokers, lenders, insurers and industry service providers. A new report from MPC Chief Economist Will Dunning outlines in detail how stress tests have contributed to a decline in housing activity in Canada, including the construction of low-rise homes which are now in the process of a downturn. “Each housing start that is lost has an economic impact that is 10 times greater than for each lost resale transaction,” said Dunning. “The adjustments for new construction occur quite gradually. The economic impacts have barely begun, will develop slowly, and won’t be fully experienced until the second half of 2021.” MPC said in a news release that the report is a plea to the federal government to start considering changes quickly to avoid the consequences. “For some time, our association and others have emphasized that the major defect within the stress tests is that they fail to consider the income growth that will be experienced by the mortgage borrowers,” said Paul Taylor, President and CEO of MPC. “At two percentage points above the actual contracted rates, the stress tests on insured and uninsured mortgages are causing serious and undue negative impacts to the Canadian economy and to the housing market. We advocate for prudent amendments to the current framework. Under More Housing, More Choice: Ontario’s Housing Supply Action Plan, the provincial government is proposing changes that will introduce a new community benefit framework. This will roll together the existing parkland charges, Section 37 payments (where municipalities negotiate community benefits in return for allowing increased height and density for individual projects) and the services costs currently captured under development charges. This new “community benefit framework” would cap these costs and link it to the value of the land 12 New Home + Condo Guide | June 8–22, 2019
to be developed, as opposed to individual negotiations. For prospective new homebuyers, these changes are designed to bring the cost paid by new homeowners more in-line with the cost incurred by municipalities to accommodate the growth. Currently under various provincial statutes, municipalities can levy a variety of charges and fees to new development. This power was brought into being under the planning concept that “growth should pay for growth”, a concept that is difficult to conceptually argue against. The notion is that if the costs of infrastructure or services are being driven by the addition of new residents then the new development should bear the costs. However, since the mid2000s the costs for these types of
charges on new housing have risen exponentially to almost a thousand per cent (depending on the municipality and type of charge) underscoring three problems with the concept in action. 1. There is rarely a straight correlation between the housing unit, the incremental cost of services driven by the occupant of that unit and the costs added by the municipality. For example, currently in the City of Toronto a bachelor condominium apartment will attract a charge in excess of $9,000 to support transit, regardless of whether the prospective owner takes the TTC or not. Clearly one or two more fare-paying riders do not add nearly $10,000 in costs for the transit authority. …continued on page 14

2. Many of these charges are linked to the price of land, and as land values have increased over 300 per cent since 2006, these charges have equally skyrocketed. As land prices are also being impacted by government policy that restricts land availability (2006 Growth Plan and Growth Plan for the Greater Golden Horseshoe 2017) new homebuyers experience a double affordability whammy of escalating costs, driven by regulation driving land up and municipal charges that based on escalated land values. 3. Some municipalities are limiting property tax increases to rates at or below the rate of inflation, regardless of the cost to actually provide services and infrastructure to residents. municipalities have a built in incentive to load as much cost on future residents who aren’t in place to vote versus existing residents who are. Currently, across the GTA, 22 per cent of the cost of an average single-family home, and 24 per cent of the cost of a new highrise apartment are composed of fees, taxes and charges applied by all levels of government. While HST is the single largest individual government tax, municipal parkland dedication fees and development charges combined exceed the provincial/federal sales tax and drive housing prices. It’s easy for some, usually those on the receiving end of the funds, to stand back and claim that these fees and taxes are “essential planning tools”. The reality is that they are revenue tools that shift costs from the entire property tax
base to new homebuyers and result in planning by financial negotiation rather than planning for best possible use. BILD does support the concept that growth should pay for growth, but clearly, new homebuyers are being disproportionately targeted for service and infrastructure that benefit all. So today, growth is paying for more than what growth costs.

All landlords and tenants are governed by the Residential Tenancy Act, 2006 (RTA). The RTA outlines the rights and responsibilities of landlords and of tenants who rent residential properties. It also covers the leasing agreement and issues such as maintenance and repairs, tenancy agreements, rent, entering a rental unit and ending a tenancy. In a condo building, the Condominium Act, 1998 also applies. The Condominium Act 20 New Home + Condo Guide | June 8–22, 2019
sets out the relationship between the owners, condo corporation and board of directors. This means that you have to give your tenants a copy of the condo rules and make sure they adhere to them. The condominium corporation may have its own rules on rentals as well, which could include a minimum number of months for the rental and other obligations. Tenants must follow the same rules as owners, and have the same rights as owners when using building amenities. However, parking spaces and/ or lockers can be included in the

When you’re renting a unit to a new tenant, you can set the rent based on current market prices. There is no maximum. The market price for a unit may be higher than that paid by a previous tenant. The RTA covers most types of rental units. What if your company sends you for three months of training in another city? It is becoming more and more popular to list your condo on a short-term rental site to make some money while you are away. Be careful; lots of new condos have specific rules governing short-term rentals, such as a minimum number of months on a lease. When buying an income property, it is important to read the rules prior to firming up your deal, and express this intention clearly to your realtor 22 New Home + Condo Guide | June 8–22, 2019
and lawyer. These rules prevent owners from converting their units into a vacation rental. Condo declarations can also spell out requirements, such as each unit shall be occupied and used only as a private single-family residence. If you’re renting out a unit for a longer term, any tenants have to abide by the terms of the rules and declaration, too. Therefore, a tenant cannot lease the unit out for short-term stays. If you decide to sublet your unit, notify your insurance company to see if and how your policy covers damage caused by tenants. When renting out your condo unit, you are responsible
for following the rules of the corporation. Always check the rules to make sure you’re not in violation. Make it clear in your rental agreement that your tenant is bound by the condo rules, and give them a copy. A condo can make a great investment, but you’ll save time and money if you put in some work at the beginning to understand your rights and responsibilities as a landlord. I’ve been employed doing real estate research on the Toronto market since 2002. In almost every year during that stretch, the average new home price has increased year-over-year. However, according to official data from BILD, the local home builders’ association, single-family house prices have declined yearover-year, and condominium apartment prices have softened from the rapid growth in 2017 and 2018. Despite the softening, unless you’ve won Lotto 649, new home prices in Toronto are still very expensive. With prices so high, it’s natural to ask, is there a major correction coming? No one wants to buy something and immediately see the value of the item drop. The government has taken steps to cool housing demand by implementing a mortgage stress test which has reduced many buyer’s access to credit, which lowers ownership demand. The government also instituted rent control, which they expected might reduce investor demand, as returns on hold-and-rent properties would be lower. They were right, and both new and resale transactions dropped noticeably in 2018. However, the decrease in ownership demand resulted in increased rental 24 New Home + Condo Guide | June 8–22, 2019
demand, which caused a spike in rental rates for vacated properties last year. For 2019, Rentals.ca has forecast another 10 per cent increase in average rents in the former City of Toronto. To further combat the rising cost of living, the provincial government wants to improve affordability for both ownership and rental housing by helping increase housing supply via changes to planning policies in their proposed Bill 108. The reaction to the bill has not been positive, especially from the Toronto planning department. Some of the government fees and charges on new developments are used to improve local parks, build community recreation centres, and improve transit. Bill 108 could alter and potentially reduce those fees. These are needed services and community benefits, but the costs are often passed directly to new home buyers or tenants in new developments. Municipalities are faced with the conundrum of underfunding services, or contributing to worsening the housing affordability crisis. Tough one, eh? Unfortunately, people much smarter than me have predicted that even if Bill 108 goes through, housing supply will not increase. In other words, more of the same: more demand than supply, and higher prices. I believe more rigorous analysis is needed before a definitive conclusion as to the amount of future housing supply we might get under Bill 108, the level
of analysis has been shallow, and lacking hard data. A more meticulous analysis would look at the impact on a developer’s revenue and costs, while considering planning, land values, financing, construction, and other strains on capacity. However, if I was a betting man, I’d say the underfunding of services won’t be allowed to happen, and house prices will continue to go up, as new home buyers and tenants bear this cost. This may not make you feel great about buying in the short-term, but if you’re buying for the longterm, demand will continue to be strong as high immigration, job growth, and high post-secondary enrollment attract more people to the region, while no changes are made to increase supply. Before buying, make sure to surround yourself with a team of experts, including a realtor that specializes in the new-home market, a mortgage broker, and a lawyer. Lastly, buy what you can afford, and do a lot of research. Life changed for Sheena McDonald and Adam Vandeven one morning last fall. Out for breakfast with friends, the conversation turned to Toronto’s favourite topic: real estate. Thirtysomething working professionals with an infant, the couple felt as though homeownership in Toronto was no longer possible for people like them. Over eggs, a friend casually mentioned they’d purchased at The Humber – an upcoming condo community from Options for Homes on the banks of the Humber River in Weston Village – and their interest was piqued. If their peer could afford to buy in Toronto, could they? “We were in the same boat as a lot of people who live in Toronto,” says Sheena. “We had resigned ourselves to renting forever. M City is Project of the Year! It’s been just two years since Rogers Real Estate Development Limited and Urban Capital launched the groundbreaking master-planned community in downtown Mississauga—M City. Assembling a world-class design team, Rogers Real Estate Development Limited chose Urban Capital to lead the development team including top Canadian architectural firms CORE Architects and IBI Group, interior designers Cecconi Simone, and New York-based urban planning firm Cooper Robertson, among other top-tier engineers and consultants. “From day one, the development team has committed to investing in world-class design. Flexibility is key! In most cases, an outdoor tall bistro table (bar height) or small rectangular table will be the best fit, as they’re usually a smaller footprint, and help to maximize your view. Also, make sure the chairs or stools tuck nicely into the table.
Greenery
When in doubt, go green! Choose a mix of pots and planters. Lush greenery and plants will be a great escape from your concrete surroundings. At Kalu, we like a combination of artificial hedges to create privacy and low-maintenance potter herbs, which can be useful for cooking in the kitchen as well.
Accessories
Don’t be afraid to treat your outdoor area as you would your living room. There’s a wide array of “in-out” accessories and furnishings available at most outdoor suppliers. From outdoor-treated cushions to candles, lanterns, and even art, all of these items add an “indoor” look outside. Also, consider utilizing colours and accents on the exterior that you might find on the interior of your home for one cohesive look.

In urban areas, where we typically find condos and townhouses, it can bring some greenery into an otherwise concrete jungle. Alternatively, interlocking wood tiles for balconies and patios are also a great solution.

Bathroom refresh Designer Jaclyn Harper shares easy tips for updating a bathroom into a fresh, inviting space. by Jaclyn Harper
THE PLAN When planning out our bathroom makeover, I looked at a few different configurations to maximize the space. But, since we ended up buying a new house, I knew I needed to keep this reno looking fabulous, but on a strict budget. The layout of the space would have to stay as is, so that we wouldn’t need to move any plumbing, and we could get things started right away. TILE The true inspiration for this bathroom came from the tiles. I instantly fell in love with the unique pattern of the Avery tiles from StoneImpressions. I started playing with the idea of using the tile as a feature wall and didn’t look back. The design on each individual tile looked so handcrafted and luxurious, it really set the tone for the space. VANITY I went with the 60-inch Ashburn Vanity from Foremost, available online at The Home Depot Canada. It is the perfect size for our space and the colour is gorgeous. My favourite part? It has feet! It really looks like a piece of furniture more than a bathroom vanity. We decided to add an additional sink and this vanity became instantly more functional. FAUCETS & HARDWARE When it came to our faucets, I decided to go with a matte black finish. The fact that the faucets don’t match the hardware on the vanity adds an interesting combination of metals to the space. I highly recommend mixed metals in your next bathroom reno! This also allowed me to incorporate a polished nickel shower head and some polished nickel in our vanity light. We ordered towel racks and our toilet paper holder in the same matte black collection from Pfister, exclusive to The Home Depot Canada.

The station will also be a stop along the planned Hamilton LRT. “Having lived in Hamilton, I’ve always admired the heritage buildings preserved in this city, so the church’s façade was a natural draw,” says Allen Le Nam, CEO of Hue Developments. “Connolly presented the perfect opportunity to bring our expertise to Canada by creating a sophisticated building that complements its surroundings.” One-of-a-kind features integrated into the amenities and commercial space include stainedglass windows, high ceilings, and exposed stones. With an arched, two-storey high entrance, and modern porcelain and wood finishes, Connolly’s lobby evokes the church’s ambiance and elegance. A backlit wall with rich wood and stone textures emulates a stained-glass window, adding a striking yet subtle feature.
Residents will benefit from over 7,000 sq. ft. of amenity space. Connolly’s most iconic feature, the rose window that spans 30 feet across the façade, will form
the centre of the state-of-the-art gym. Other amenities include a co-working space, an entertainment and game lounge that opens up to a landscaped terrace, and a solarium.
