CHANGES COMING YOUR WAY

Heraclitus has been credited with saying, “Everything changes, and nothing remains still.” Although the Greek philosopher lived around 500 BCE, the idea that the only constant in life is change, is certainly something we can relate to in 2023. Whether it’s about the climate, work-life balance or purchasing a new home, change moves us forward in positive and in negative ways.

In this issue of New Home + Condo Guide, our mortgage expert, Alisa Aragon-Lloyd, writes about changes coming from the Office of the Superintendent of Financial Institutions (OSFI), the organization that oversees federally regulated lenders, such as banks, trust companies and loan companies.

The OSFI recently issued new guidelines targeting mortgages and home equity lines of credit (HELOC) that come into effect either at the end of October or at the end of December, depending on a bank’s fiscal year. The changes may reduce the borrowing power of some homeowners, so turn to page 16 and find out if they will affect you.

Another change that recently took effect for homebuyers in Vancouver is a new zoning bylaw that many believe will bring much needed housing to the area and mitigate the high cost of housing, while providing a variety of housing options. Ron Rapp is the CEO of the Homebuilders’ Association Vancouver (HAVAN) and on page 14, he explains why rezoning single-family lots to accommodate multiple units, is a win-win situation for homeowners and renters.

COQUITLAM TOWN CENTRE

A STUDY IN CONTRASTS

Coquitlam Town Centre is the main commercial and retail neighbourhood for the city of Coquitlam and covers 723 hectares. Bounded on the north by David Avenue, the eastern edge follows Lincoln Avenue from the Coquitlam River to Westwood Street, then heads south along Westwood Street to the CP Railway line. The southern boundary follows the railway line, just north of Lougheed and Barnet highways. The Town Centre also contains the

a single lot, essentially reducing the land cost per door, reducing the cost per unit. More attainable homes help reduce barriers that historically have created exclusionary neighbourhoods, attainable mainly by an affluent demographic.

A unique opportunity has emerged that promises to reshape the way we think about housing. As Vancouverites grapple with rising property prices and a growing demand for more affordable housing, the city of Vancouver recently adopted a sweeping reform for lower-density neighbourhoods to allow up to eight homes on a singlefamily lot. This innovative approach can help mitigate the soaring cost of housing and also help break down land speculation barriers while fostering generational wealth.

AFFORDABILITY THROUGH DENSITY

A pressing issue in Vancouver’s housing market is the high price of purchasing a home. By rezoning single-family lots to accommodate multiple units, the city is taking a bold step towards addressing this problem. It will help open up opportunities for people of all income levels by creating a variety of housing options, often referred to as ‘multiplexes for the missing middle’.

MITIGATING THE COST OF HOUSING

Building a single-family home in Vancouver can be prohibitively expensive due to high land prices and construction costs. Rezoning allows for the cost-effective development of multiple units on

Increasing housing density supports sustainable urban development for more vibrant communities and promotes the use of public transportation. Moreover, the presence of multiple units can enhance a sense of community, as neighbours collaborate to maintain shared spaces.

CHALLENGES AND CONSIDERATIONS

While we support this rezoning concept, the proposed regulation embodies some inherent restrictive challenges we believe may become barriers to delivery of multiplexes.

The opportunity exists to generate additional homes, but without flexibility, the potential size of new units may not be practical to serve the changing needs of families.

If electrical capacity needs to be increased, property owners will have to carry the cost of installing pad mount transformers (PMT) on private property to accommodate the additional units. These costs can reach well into six figures.

We believe providing increased density with maximum opportunity and flexibility for property owners incentivizes rather than restricts. With services shared by the community

CHANGES FOR

MORTGAGES AND HOME EQUITY LINES OF CREDIT (HELOC)

The Office of the Superintendent of Financial Institutions (OSFI) that oversees federally regulated lenders, will issue new guidelines that will reduce the borrowing power of some homeowners. These changes will take effect either at the end of October or

December, depending on the bank’s fiscal year.

The new guidelines will affect re-advanceable mortgages, which are a combination of an amortizing mortgage loan and a home equity line of credit (HELOC). Currently, as you pay down your mortgage principal with each payment, that money becomes immediately available in the line of credit up to a certain amount, depending on your overall loan amount. Borrowers can max out

the equity of their home up to 80 per cent of the loan value. The maximum amount of a HELOC is 65 per cent, and borrowers can have up to 15 per cent with a mortgage portion up to 80 per cent of the total loan-to-value of the property.

HELOC’s are secured debt that use property as collateral and are often the cheapest source of money for borrowers. It’s like a revolving line of credit, and instead of a lump-sum payment, you can borrow only the

amount you need at any point in time based on your maximum credit limit and are required to make interest payments only. This financing tool is helpful when homeowners must cover large, unexpected expenses due to medical circumstances, job loss, or home repairs.

The new changes will start when a re-advanceable loan exceeds 65 per cent of the property value. Currently, borrowers can access up to 80 per cent, which means the new rules lower it by 15 per cent, forcing the borrower to start paying some of the principal after exceeding the new threshold. Borrowers will not be impacted until their mortgage renewal date and their lender has implemented the new rules. At which point, if the borrower has a readvanceable mortgage and HELOC balance over the new loan-to-value

limit of 65 per cent, any excess will need to be added to the mortgage portion of their loan.

It is important for homeowners to be aware of these new rules. Having the ability to borrow against the equity of a home is one of the greatest benefits of owning a home. There are many reasons why home equity is a great option, since a homeowner can rely on that benefit to help with cash flow during various times in their lives, especially if they are considering using the HELOC to gift funds to their children to buy their first property, do home renovations, or for investment purposes, such as making a deposit on a pre-sale condo or house.

Many homeowners are already concerned with their upcoming renewal date in the next couple of years and how the higher interest

rates will impact their mortgage payments and their monthly household cash flow. A mortgage expert is a valuable resource in these changing times, as we are continuously building wealth through strategic financial planning. When challenging times approach, we have options to look at. In that way, we can mitigate risk as much as possible.

HAVAN’S BCIT SCHOLARSHIP PROGRAM

The Homebuilders Association Vancouver (HAVAN) and their presenting sponsor, BAKA Communications, held its 25th annual Fall Classic Golf Tournament on Sept. 6 at Swan-e-Set Bay Resort and Country Club. The event had a strong charitable focus, aiming to raise funds for the BCIT School of Construction and the Environment Scholarship program, with partial sponsorship from Centra Cares.

The Fall Classic Golf Tournament has gained significant popularity, with tickets selling out within hours. It is now well-known for its exceptional

golfer gifts, an impressive spread of food and beverages, various activities, and ample networking opportunities, all spanning two courses at Swan-eSet Bay Resort and Country Club. This event has become one of the largest of its kind in Western Canada.

Swan-e-Set Bay Resort and Country Club, B.C.’s busiest golf course, boasts the only PGA legend Lee Trevinodesigned golf courses in Canada. The Resort Course and the Links Course wind through the picturesque Pitt River Valley, offering challenges and a welcoming atmosphere for golfers of all skill levels.

In 2023, HAVAN, along with the Swan-e-Set team and 30 volunteers (including 22 from Dicks Lumber and Building Supplies), pulled out all the stops to host 312 golfers from the homebuilding industry. The event featured 60 sponsors, including prominent names such as RBC, Trail Appliances, Travelers Insurance, Vicostone Canada, Hyland Landscapes, ICBA Benefits, Copytek, Pacific Art Stone, Taymor, and Great Canadian Landscaping.

The event included a putting contest, a driving range session, and Labatt’s to kick off the morning, before golfers hit the carts for an 11:45 a.m. shotgun start to play 18 holes across two courses. Along the way, they enjoyed food trucks, beverage stations, and various activities while networking.

Bathrooms & Hardware with Shaun Krahn and Matt Anderson, and teammates Darren Cooper (Kartners) and Terry Chamberlin (AD Waters), who played on the Vicostone Resort Course. They tied with the Hyland Landscapes Links Course Champions (and last year’s overall champions), Miracon Development, with a score of -16. The Cantu team eventually broke the tie based on Retro Scoring, earning them the coveted Gary Santini trophy.

Special guests in attendance included Neil Moody, CHBA BC CEO; Alex Tavuchis, Coast Construction, and past-CHBA BC chair; first-vice chair, Henri Belisle, TQ Construction; second vice-chair, Alisa Aragon, Bridgestone Financing Pros; pastchair Randy Chin, RBC; and HAVAN’s board of directors: Robert Griesdale, Blackfish Homes; Mark Cooper, Shakespeare Homes; Kevin Hatch, Twin Lions Contracting; Andrew Delmonico, Kuhn LLP; Jonathan Meads, StreetSide Developments. Additionally, present were BCIT’s School of Construction and the Environment dean, Wayne Hand; associate dean, Dave Dunn; and Marita Luk, business development manager.

The day concluded with a reception and banquet sponsored by All Weather Windows. Retired NFL Grey Cup champion Marco Ianuzzi served as the auctioneer for the live auction, with contributions from Dick’s Lumber and Building Supplies, Midland Appliance,

Great Canadian Landscaping, and Queen Charlotte Lodge, who donated prizes. The day also featured a silent auction with over 40 lifestyle items up for grabs.

This year, HAVAN celebrated its 25th year of supporting BCIT’s School of Construction and the Environment with a scholarship program. The funds raised during the event pushed the overall total to just over $100,000.

As a non-profit association, HAVAN plays a crucial role in representing the residential construction industry across the Lower Mainland. Its focus includes liaising with local governments and housing industry groups, providing education and training, enhancing the public visibility and recognition of the industry, and creating networking opportunities for its members. Additionally, it offers various resources for homeowners and buyers.
