In April, the Royal Bank of Canada (RBC) conducted its 30th annual Home Ownership Poll, surveying Canadians under the age of 65. What it found was a majority (60 per cent) said owning a house or a condo was a good investment, and almost a third (29 per cent) said they are looking to buy in the next two years. If you are also looking to buy your first home in the next year or two, then you have come to the right place. This issue is packed with great expert advice on how to plan, finance, save and even furnish your new home.
There are many government incentives to help first-time homebuyers finance a home, and in April, the federal government added some extra measures. Bringing back the 30-year amortization option for firsttime homebuyers of pre-construction homes will be helpful, as it will lower monthly mortgage payments. On page 14, mortgage expert, Alisa Aragon-Lloyd, digs deep into the details of this program and others. Willoughby is nestled in the north of Langley Township and south of the Trans-Canada Highway. Once a sleepy farming community, Willoughby is an emerging neighbourhood that is one of the fastest growing municipalities in the province.

THE 2024 FEDERAL BUDGET
HOW IT AFFECTS THE MORTGAGE AND HOUSING MARKET
The federal budget, announced on April 16 by Deputy Prime Minister and Minister of Finance, Chrystia Freeland, and titled Fairness for Every Generation, focuses on key issues such as housing, affordability, economic growth, and fairness for a younger demographic such as
Millennial and Gen Z voters who may be experiencing rising housing costs and other inflationary pressures. The following are some measures that will impact the housing and mortgage market.
• The re-introduction of a 30-year amortization option for insured buyers of pre-construction homes
As of Aug. 1, 2024, the 30-year amortization period for insured mortgages will make a comeback after 12 years. This will only apply
to first-time homebuyers who are purchasing a new construction home. Insured mortgages are for purchasers who put less than a 20 per cent down payment and the purchase price is under $1 million. As per the mortgage rules, these insured mortgages require the borrowers to pay for the mortgage default insurance premium. Resale homes will continue to have a maximum of a 25-year amortization period. Since 2012, 30year amortizations were only available for uninsured mortgages (where the

borrower puts more than a 20 per cent down payment).
• Increase to the RRSP Home Buyer’s Plan limit
The amount a first-time homebuyer can withdraw from their Registered Retirement Savings Plan (RRSP) Home Buyer’s Plan is rising from $35,000 to $60,000 per person and the payback period has been extended by three years.
Homebuyers who withdraw funds between Jan. 1, 2022, and Dec. 31, 2025, will have five rather than two years before they must start making repayments to their RRSP’s.
Only a small fraction of buyers even get close to the current $35,000 limit.
• An increase to the capital gains inclusion rate
The budget also unveiled a new tax plan amending the Income Tax
Act that introduces higher taxes on capital gains for individuals earning more than $250,000 from stocks or property sales such as investment properties and second homes. The sale of a principal residence will remain fully exempt from any capital gains taxes. This change is to take effect as of June 25, 2024.
Currently, only 50 per cent of capital gains are subject to taxation, while employment income is fully taxed. This new tax plan will continue for the first $250,000 of capital gains, but beyond that threshold, the tax rate will increase to 66.6 per cent. Essentially, the proposal aims to reduce the tax-free portion to one-third for capital gains exceeding $250,000.
Furthermore, this reduced exemption will extend to all business capital gains, regardless of the amount. This anticipated change
will boost additional taxes of $19.4 billion in government revenue over the next five years, which is a significant amount.
If you or anyone you know owns investment properties, it might be beneficial to check with an accountant to see if there are any tax-saving strategies that could be implemented prior to June 25.

The spring housing market in Canada is finally beginning to show signs of life. With rates held steady once again in an effort to stabilize the market, there is optimism that the warmer weather will bring more activity. Adding to this optimism, the Canadian Real Estate Association reported an increase in new listings and sales at the end of March into April, signalling a potential upturn as we head into the
spring season. For first-time buyers, this might be an opportune time to make a grand entrance into the market once and for all.
WHAT CAN FIRST-TIME BUYERS DO TO PREPARE THIS SPRING?
1. Budget beyond purchase price If you’ve saved for your down payment – that’s great news. However, heading into the spring, you’ll want to make sure you’ve budgeted beyond the purchase price of the home. For instance, closing costs, which make up 1.5 to 4.0 per cent of a home’s purchase price, need to be taken into account. There

With greater activity potentially on the horizon, a mortgage pre-approval has many benefits, especially for first-time buyers. First, a lender (either directly, or through a mortgage broker) will confirm how much you’re able to borrow, which will give you clear parameters of what you can and can’t afford. Second, it’s leverage. Spring is likely to bring more buying and selling activity and thus a more competitive market. In this type of environment, a pre-approval gives buyers an “edge” in the event of a bidding war. It shows sellers that you are a serious buyer and can help to expedite the closing process. Furthermore, it lets you
know exactly what you can afford, so you can determine how aggressively you will bid on a home.
3. Consult the right experts
Finding the right real estate and mortgage experts is especially crucial given the current market conditions. Although more activity is expected this spring, Canadians are navigating a higher cost of living and higher rates, which means there’s a lot more to consider when making a decision. A team of experts can also help you understand market trends and what it might mean for you, inventory levels, and how to discern what the right move is for you and your future. Many companies work together to support first-time homebuyers to ensure they’re choosing the right lender long-term, and making a purchase that aligns with their short-term and long-term financial goals. Working with unbiased advisors will help you
understand additional benefits that may be available, such as the new program that allows first-time buyers to have a 30-year amortization on new builds.

Purchasing your first home can be exciting and stressful, especially when the journey doesn’t end when you are handed the keys to the front door. At that point, you have a new space that needs to look and feel like your home. To make this process smoother, here are five areas you should address up to six months before moving in.
1. STUFF
You may want all new furniture for your new home, but if you are like most people, you have lots of stuff that will inevitably come with you.
Before moving in, try to edit, purge and make some hard decisions. If you are merging two households, make your decision of what stays and what goes based on quality, and your combined tastes and style preferences. Otherwise, your garage and even some room(s) in your new home may turn into storage for boxes that will remain unopened for months (if not years).
Make an inventory of what you own, and list what will be gifted, donated, sold or trashed. Having a pre-determined budget will
also influence your decisions. For example, you may not like your existing dining table, but buying a new one is out of the question for now. Knowing what you’ll keep will define what you need to purchase, help you eliminate items from your must-purchase list and give you direction for style and colours.
2. BUDGET
How much should you spend to furnish your home? Many people come to homeownership with predetermined expectations. The process

is easier if you are on your own, but couples need to be open with their expectations and be prepared to compromise. It’s a rare situation when one half of a couple gives the other free rein to make all the decisions. In fact, as is often the case, both people want to be involved in the decisionmaking process, but have opposite expectations. For example, you may want to splurge on a good couch, but your partner prefers a large-screen TV for a home theatre. Whether you bought the home yourself or you’re part of a couple, it’s best to decide on a budget and then move to the next step: Priorities.
3. PRIORITIES
Think about what you want to purchase first. One of the most common regrets homeowners
have is that they overspent and underdelivered, so prioritizing your spending should be at the top of your list. Consider first where you sleep and where you eat — the dining table and chairs, beds and dressers, and a couch. This list will keep you on track and avoid spending more on a TV cabinet and then later realizing your sofa budget is depleted.
4. STYLE
How do you want your new home to look and feel? Invest some time looking through magazines, online photos, visiting showrooms and even model homes to determine what you like and don’t like. Talk about the whys and why nots to determine your unique decor style. If you are part of a couple, you will have to compromise. For example, you may love colour, while your better half dreams of black and white. Perhaps
adding pops of colour against an achromatic palette will satisfy both tastes.
5. LIFESTYLE
Lifestyle is not the same as style. To define yours requires self-awareness, but it basically refers to the type of home life you want to live within your new home. Before deciding what to buy, ask yourself:
a. Will you watch TV in the living room?
b. Will you entertain friends and family?
c. Do you need a dedicated work area?
d. How do you envision life in this new house?

When you enlist a realtor to support your pre-sale journey, you are securing a representative who will work with your best interests in mind and who is accountable to you alone. Your realtor is responsible for operating on your behalf to learn about prospective pre-sales and advise you on the choice that is right for you. Realtors have a wellrounded knowledge of the market, comparable developments and expertise in contract negotiations. Homebuyers will have someone who can manage the timeline of the deposits, review documentation and contracts, and generally ensure the process is smooth. Moreover,
there is no downside to securing a realtor on a pre-sale; in this case, the realtor’s commission is paid for by the developer, not the purchaser. There is no cost to you to employ a realtor.
There’s another key benefit to working with a realtor when purchasing a pre-sale home. Realtors have access to inside information and VIP sales events at multiple developments. These VIP pre-sale events are by invitation only and offer the best selection and pricing. Often, up to 50 per cent of new-home products sell before sales open to the public. So, a realtor can provide you with information and access to a VIP preview, ensuring you get the best deal with the most choice.

On the other side of the buying experience is the sales team. A sales team offers a client relationship to the developer. They are trained experts in all aspects of the homes they help to sell, from amenity offerings and finishing options to the specifics of the building’s neighbourhood. As industry professionals, they bring a high standard of project knowledge. These product experts are a great resource to homebuyers and will help guide a home purchase. They prepare contracts and communicate any potential offers to the developer. However, the members of a sales team cannot advise you on things like price, negotiations, or terms and conditions of offers. Any information shared with a sales team would not be considered confidential.
If you are considering buying a pre-sale home, why not take full advantage of both real estate teams. Secure a realtor first so you have a professional who has your interests front of mind, and then tap into the expertise and knowledge of the sales team at a development to provide all the information you need to purchase your next home.
