Budget news Finance Minister Bill Morneau promised new ways to help improve housing affordability for Canadians, particularly first-time homebuyers in their 20s and 30s, during his federal budget announcement on March 19. One proposed plan allows first-time buyers to withdraw up to $35K from their Registered Retirement Savings Plan (RRSP) to buy a home. That’s a $10K increase under the current Home Buyers’ Plan — helpful if you’re a first-time buyer with some cash, but most Millennials I hear from are paying off student loans and trying to make the rent, not contributing toward RRSPs. A second, and more hopeful scenario, is the proposed First-Time Home Buyer Incentive, a $1.25-billion program that allows prospective buyers with a minimum down payment to finance between five and 10 per cent of their mortgage via a shared equity program administered by Canada Mortgage and Housing Corporation (CMHC). Purchasers of new homes, you’d get a bigger piece of this incentive. Check out page 56 for details.

The last two years have been an interesting for the Toronto real estate market. In early 2017, prices were escalating rapidly and bidding wars were common. By the fall, new mortgage ‘stress-test’ rules and higher interest rates had cooled the low-rise market. Last year, sales remained sluggish and GTA low-rise prices were down a modest four per cent. Although it’s still early in 2019, we are seeing regular traffic at our Dunpar sales centres. Home buyers are very interested, but hesitant as to whether or not they should go ahead and purchase. In my opinion, it’s a very good time to buy, and not because I’m in the business. Analysts are predicting a stable housing market, modest price gains of around two per cent this year, and no market crash. The Ontario economy remains healthy, with good job growth, low unemployment, stable inflation and a recession seems unlikely. As inflation is currently below two per cent, we can expect interest rates to remain stable. Home prices have and will remain high, as land supply is low. Another significant influence on the market is immigration. Toronto expects to welcome approximately 110,000 newcomers annually. Condo sales have not been subject to the same fluctuations as the low-rise sector. That market has 12  New Home + Condo Guide  |  Mar. 30–Apr. 13, 2019

remained strong and prices have increased, as condos offered an affordable ownership alternative. But the price gap between high-rise and low-rise is shrinking, and now that Millennials are starting families, most don’t want to raise children in small condo suites. You may have heard about the ‘Missing Middle’. This refers to mid-rise buildings, townhouses and stacked townhouses that bridge the gap between high-rises and traditional detached housing. As an infill builder specializing in townhouses, Dunpar understand there is need for housing that fills the niche between high-rise condos and detached homes. Our challenge is the approval process that allows for more townhouse development is slow and hasn’t kept pace with demand. This type of housing can be easily integrated into residential blocks with single-family housing and can help municipalities achieve its infill and density goals. Townhomes are among the most in-demand housing in the GTA,

sought by buyers who want room to raise a family, and downsizers who want less maintenance but don’t want to sacrifice space. Townhomes provide sustainable living, particularly in locations close to transit such as Dunpar’s Streetsville Centre in Mississauga and Lakeshore Village in Etobicoke. Towns. Back-to-back units are more affordable than detached homes, yet still offer 1,500 to 2,000 square feet of space with parking. In transit-oriented locations such as these, cars aren’t a necessity – another benefit for people who have little interest in driving or owning a vehicle. Either way, twocar parking is still provided in all homes. The townhome’s time has come. It’s a great solution for the challenges of the GTA housing market, now and for the foreseeable future. To hold title as joint tenants it simply means that upon the death of one of the parties, the remaining party automatically becomes the owner of the whole property without having to inherit it or have it pass through an estate. The reason this happens is that all owners on title own the whole property rather than a part each. The other way title can be held is as “Tenants in Common”. This means that each party truly only owns the percentage allocated to them although the physical part owned is not described. Upon the death of a Tenant in Common his or her percentage of ownership goes to their heirs in accordance with their will or law. Speak to your lawyer about liability issues and whether the title should be in one of your names instead of both. Next I want you to consider the need for a will and Powers of Attorney. Do you have a will? If you do, and unless it was made in contemplation of marriage, it will cease to be effective when you get married. As events occur in your life, update it from time to time by what is called a Codicil (addition) to take in to account children, changes in circumstances etc. It is very important, especially if or when you have children, to have your wills completed. It’s important not so much for the money, but for a clear resolution of the issue of custody and keeping the children out of government hands if something happens to both parents. A will stops sibling disputes and allows for an orderly disposition of everything from your favourite cufflinks or earrings to your real estate, stocks and bonds. A Powers of Attorney is also very important. Unlike a will, it governs what happens when you are alive, not when you are dead. In the event of an accident or health issue that renders one or both of you mentally or physically incapable of looking after yourself or managing your affairs, a Power of Attorney allows the person or persons you choose (perhaps your spouse and mom) to make these decisions for you.

Speak to your lawyer and ensure that this important matter is dealt with. Now is the time to do a will and decide on your Powers of Attorney. Another detail to review before you’re married is insurance. You need insurance for your home and your vehicles, and you should consider mortgage insurance, too, if you have one. It is also the right time to look at life and disability insurance in case something happens to the major wage earner in the home. A good lawyer can help you with all of these steps. He is there to guide you and help make sure everything runs smoothly.

Is It stIll a good time to be a toronto condo investor?

Sales of new condominium apartments in the Greater Toronto Area (GTA) topped 20,000 in 2018, close to the 10-year average. This was coming off the all-time market high of over 35,000 sales in 2017. Sales boom and then, poof, three to four years later all of those pre-construction sales have led to shiny new high-rise buildings. In 2011, there were approximately 28,000 new condominium sales in the GTA, and prices for new downtown projects shot up from $500 persquare-foot (psf) to $600 psf in less than a year. Real estate brokers approached their clients with sexy marketing material and investment projections, showing rents rising rapidly and lofty return-on-investment percentages. However, investors started to worry that there were too many units, and questioned whether rents would rise quick enough to meet those Realtor projections. New condo sales

slumped in the second half of 2012, and in 2013, cranes popped up everywhere and the number of condo units under construction spiked. There were some nervous folks in the industry. Fast forward to late 2014 and all of those 2011-launched projects were finishing construction, and starting to complete, resale supply was way up, and there were more choices for people looking to lease a condominium. Resale price growth slowed, and growth in condo rental rates was non-existent. However, rents had risen enough to cover investor’s …continued on page 28

carrying costs as rents on a persquare-foot basis for downtown developments hovered around $3.25 psf per month. Satisfied that there was no imminent doom, investors and end-users got excited about buying preconstruction again and sales really picked up in Q4-2015. Sales were booming all through 2016 as well. The only way I can describe 2017 is that it went nuclear! Prices for a couple downtown developments sold for upwards of $1,100 psf, and you thought that $600 psf in 2011 was crazy! Prices had spiked by over 30 per cent in 2017, the market was ripe for a price correction. But the pundits got it wrong again, and prices increased by a more modest 10 per cent last year. As anyone that follows real estate knows, this level of growth isn’t sustainable. So what should you do if you’re a prospective investor? I would recommend getting in touch with a top realtor that specializes in pre-construction sales and get them to run the numbers for you. Rental rates have surpassed $4.00 psf on many downtown Toronto projects. The projections of Realtors of $3.50 rents from five years earlier, which were highly criticized outside the industry at the time, turned out to be too conservative. According to February condominium apartment listing data from Rentals.ca, the average studio in Toronto was listed for rent for $1,920 per month or $4.54 psf, and onebedroom suites are listed for $2,420 per month or $3.94 psf. In consulting I’ve completed for developers looking at building rental apartments, I frequently come across recently completed condo buildings where average rental rates have increased by 15 to 20 per cent over the last 12 to 15 months. But again, you have to ask yourself the question as an investor, can rent growth continue, and at what point does affordability prevent rents from rising further? So fast forward to 2021 and 2022, when the bulk of the recordsetting 2017 pre-construction condos are completed and private landlords list them for rent, will

they be able to hit the $5.00 psf to $5.50 psf monthly rents required to be cash-flow positive? Will renters pay more than $2,500 per month for 500 sf? Only time will tell, but with tougher mortgage rules that make it more difficult for firsttime buyers, record immigration, and solid job growth, there will continue to be tremendous upward pressure on rents. Do a lot of research, talk to people with investment properties, and make conservative growth estimates. Good luck.

Again, thinking about keeping potential tenants’ costs low, ask about green features in the condo that might lessen utility bills. Other than that, the best advice I can offer is to buy sooner rather than later! Condo prices continue to go up, and mortgage interest rates are still amazingly low.

Real estate is less risky as stocks and other on-paper investments, which can bring high returns, then descend to zero in a flash. Even if you overpay for real estate, if you hold onto it long enough, you will likely make a substantial returnon-investment.

Located in Richmond Hill the community consists of luxurious homes set on prime real estate and situated near the world-renowned David Dunlap Observatory. Beechwood by Paradise Developments is located in central Brampton, a community boasting everything

from green spaces to excellent schools, and is a “family first” neighbourhood that includes a big backyard and just a short drive to downtown Toronto. Urban North by Pace Developments is an ambitious development of 850 townhomes located in Southern Barrie. It’s a great alternative for first-time buyers looking for more affordable options outside of Toronto. Charbonnel by Treasure Hill Home Corp. is located near De La Salle College. The community known as Summerhill has a village-like atmosphere where residents can find many cafés, bars, and restaurants that make life in this neighbourhood a delight. the poet Fieldgate Urban brings artFUl condo living to the east side Walking along Queen St. East, it’s hard not to fall in love with Leslieville. A long-overlooked stretch of the city is turning heads with a striking vibrancy and eclectic style that can no longer be ignored. It’s a bit of a mix, with artisanal shops, great pubs, some decadent dining and cool indie design boutiques. On the heels of developing The Heartwood at Queen and Woodbine, Fieldgate Urban, a leading infill developer, found the perfect location in Leslieville – at Queen and Leslie – to develop The Poet. A media room and lounge offer great flexibility for entertaining – the console has been designed so that it can open up or be sectioned off to accommodate residents’ needs. “We wanted the design to act as an extension of the site and Queen Street East,” says Dominic DeFreitas, principal at figure3. “There is a great relationship between the interiors and the outdoors, with plants and natural elements used throughout.” The architect also wanted to maintain an element of privacy within the outdoor space along Queen Street. The ceiling and side walls of the balconies are clad in a wood pattern, and the railing is not all glass; rather, three-quarters of it is a masonry-styled finish that enhances privacy. “The choice to feature masonry

along the railings was a thoughtful decision to merge practicality and privacy with playful design, with this feeling of the façade weaving in and out,” says Jain. Leslieville has consistently been ranked among the most desirable places to live in Toronto, though purchasing opportunities have been sparse. There is a new Netflix studio set to open, and General Motors is launching its first-ever innovation centre. The area is well serviced, with access to the Gardiner Expressway and DVP as well as transit, and the Relief Line South is anticipated to move forward, which will service the area with a subway extension. Grocery stores – from Loblaws and No Frills to Farm Boy – are all within walking distance. The Poet brings an opportunity to enter a community that is in the midst of significant growth and budding interest.

New homes get extra incentive

The federal government’s new 2019 budget may give new-home buyers a shot in the arm toward purchasing their first home; even more if they buy a newly constructed one. The proposed First-Time Home Buyer Incentive program would give eligible first-time homebuyers the opportunity to share a part of the cost of buying a home with Canada Mortgage and Housing Corporation (CMHC); five per cent for resale homes, 10 per cent for new builds. This would reduce the size of a new homebuyer’s insured mortgage. The program is expected to benefit approximately 100,000 first-time buyers over the next three years. No on-going payments would be required with the Incentive, and families would have lower monthly mortgage payments. For example, if a borrower purchases a newly constructed $400,000 home with a five per cent down payment and a 10 per cent CMHC shared equity mortgage ($40,000), the borrower’s total mortgage size would be reduced from $380,000 to $340,000, reducing the borrower’s monthly mortgage costs by as much as $228 per month. To make sure the program helps those with legitimate needs, the Incentive would have specific eligibility criteria, as well as guidelines to ensure participants are able to afford the homes they purchase. To qualify, first-time homebuyers must have household incomes under $120,000 per year, plus participants’ insured mortgage and the Incentive amount cannot be greater than four times the participants’ annual household incomes. HigHligHts include:

• CMHC would provide five per cent of the value of a home for a first-time homebuyer through a shared investment. • This shared investment would be increased to 10 per cent for a newly built home. This step is to encourage the construction of new housing supply. • The budget also proposes to increase the Home Buyers’ Plan withdrawal limit from a Registered Retirement Savings Plan to $35,000 from the current allowable amount of $25,000, providing first-time homebuyers with greater access to their RRSP savings to buy a home.

Educating Home buyers On “BEhind-thE-Walls” building Practices

On Saturday, March 2, 2019, Geranium held an educational tour of a home under construction at its new community of Allegro in downtown Aurora. The tour took guests through a pre-drywalled home where they were informed about the building practices that go into a Geranium home, termed a “Hard Hat Tour”. Two groups of approximately 30 individuals were taken on a “behind-thewalls” guided tour through the home, opening as a model home this summer, by General Site Superintendent Brent Shaw and Allegro Site Superintendent Guy Marcello.
