Canadian households are shrinking, according to Stats Canada. Seven decades ago, the average household consisted of 4.3 people, by 2011, the average size had dropped to 2.5 people per household, albeit, there’s plenty more of us to house. While the majority of Canadian homes built over the last century were created to support larger households, traditionally comprised of two parents with children, nowadays one or two people make up the majority of households, which is why apartment and condo living, in urban areas in particular, has become increasingly popular. The impact of smaller families on the Canadian housing market has been significant, spurring a dramatic change. The introduction of more rental properties and housing options of all shapes and sizes is effectively servicing smaller households who need affordable options. While larger

New stormwater control techniques key to community development By Bryan Tuckey

DURING A RAINSTORM or after the snow melts, have you’ve ever wondered where does all that water go? It’s a good question and engineers and environmental science professionals use many techniques to help control stormwater within a neighbourhood to ensure water flows to the right places. Prior to the 1980s, not a lot of attention was paid to stormwater management. The main challenge then became water quantity – containing and re-directing water, especially during major storms. A common strategy used then was dry stormwater ponds that could be incorporated in parks, soccer pitches or baseball diamonds. These recreation facilities do double duty by controlling stormwater during major storms when the parks weren’t being used due to inclement weather. You can still find them in places such as the Ada Mackenzie Park in Richmond Hill, the Aldergrove Park in Markham and the Copland Park in Aurora. Since then, things have changed. Rules and regulations for water quality control and environmental protection have been legislated and a variety of stormwater management techniques have been invented and integrated into new communities across the GTA. As the focus of stormwater management techniques shifted to water quality, one of the most visible tools used has been wet stormwater ponds. Found in many communities
across the GTA, they are designed to look like a natural greenspace and while collecting, retaining and treating stormwater. The building and development industry designs and builds them as part of developing new communities and municipalities are responsible for maintaining them. The maintenance alone can be challenging and expensive. In recent years, engineers and environmental scientists have been innovative in creating alternative strategies to collect, move and treat stormwater after a rainstorm or snow melt. One such alternative is referred to as low impact development (LID). It is a planning and engineering design approach that seeks to mitigate the impact of stormwater and is a toolkit of sorts with technologies and techniques to harvest, filter, detain and infiltrate stormwater. It’s an attractive approach because the technology and techniques can use both private and public property and many help to achieve environmental sustainability targets.
The industry sees an opportunity in enhancing and evolving the use of recreational parks. Improving on the techniques used in the 1980s, integrating stormwater management and low impact development tools while maximizing the land use can be a win-win. One of the first new neighbourhoods to integrate this improved technique is The Vales of Glenway project, a residential development with 185 new homes under construction now in Newmarket. The team led by developers Bazil Developments and builders Mosaik Homes worked closely with municipal and conservation authority staff to find innovative solutions to manage stormwater using LID techniques on both private and public property, including a park, setting a new precedent for years to come. WITH A FOCUS OF “Jobs for today and
tomorrow,” the 2016 Ontario budget aims to do just that by growing the economy and employment opportunities. For that it scores passing marks from the housing industry and other sources. Where it may come up a little short is a couple years down the road as it tries to balance the books. Proof that its plan is working, the Ontario ministry of finance points to:
» Ontario’s economic growth is outpacing national growth and is expected to continue to be among the strongest in Canada for the next two years. » Ontario has created more than 600,000 jobs since the recession in 2009 and is projected to create more than 300,000 additional jobs by the end of 2019, bringing total job creation to more than 900,000 net new jobs over a 10-year period. For 2015-16, the deficit is forecast to be $5.7 billion, which is $2.8 billion lower than projected in the 2015 Budget. The government is projecting a deficit of $4.3 billion in 2016-17. Ontario says it will balance the budget in 2017-18, while continuing its focus on investments that stimulate economic and employment growth.
There wasn’t much in the budget specifically on housing, with the exception of giving more people access to adequate and affordable housing through a three-year investment of $178 million, as part of the LongTerm Affordable Housing Strategy. In addition, the Green Investment Fund will help almost 40,000 families conduct energy audits and retrofits on their homes, reducing their energy bills. Another focus was reducing commute times and making travel more convenient by implementing Regional Express Rail, improving GO Transit services and continuing to roll out the PRESTO fare card system on Toronto transit. For its part, the Ontario Home Builders’ Association (OHBA) says it appreciates the climate change initiatives to shift towards a lowcarbon economy. The infrastructure investments and transit funding will support the development of complete communities and reduce greenhouse gas emissions from both the building and the transportation sector. “People need better transportation options in communities across Ontario and the province’s massive transit investment should support the creation of location efficient and complete communities,” says OHBA CEO Joe Vaccaro. “Building complete communities along transit lines makes sense and these investments in transit are a golden opportunity for municipalities to do the pro-active planning work and pre-zone appropriate intensification along transit corridors. The quid pro quo for provincial investment in transit should be a requirement for municipalities to modernize
decades out-of-date zoning to properly align land-use planning with transportation planning.” The Conference Board of Canada, while acknowledging the economy has improved over the last three years and is now among the growth leaders in Canada – says there are risks with this budget. Among them is that, beginning in 2017, households and businesses will begin paying more for gasoline and home heating under the government’s plan to fight climate change. This, at a time when consumer spending, a robust housing sector and business investment are key drivers of the economy. “On the expenditure side, the government has been able to keep spending under control as it had budgeted,” the Board says. “However, the toughest cuts are still to come. Budget 2016 allows for small increases in spending on health care, social services, and education over the next two years. But in order to rein in spending even more than what was achieved in the last two years, other program spending will have to be cut by four per cent in 2016-17.” The budget provides few details on how these cuts will be implemented, the Board says. “Indeed, one of the biggest challenges going forward as the province attempts to balance its books will be sticking to its ambitious spending targets.” Wayne Karl is an award-winning writer and editor with experience in real estate and business. First-time homebuyers 3 steps required to get into the market By Alyssa Richard

PURCHASING A HOME will be one of the biggest investments you’ll ever make. If you’re just starting to look, there are a few steps you’ll need to take before you can buy a home.
Determine how much you can afford First, you have to determine what you can afford. Your affordability is based on your household income, your current monthly debt payments and the costs associated with owning a home (such as property taxes, heating costs, and condo fees). A lender will also look at two ratios to figure out how large your mortgage can be. The first is called the gross debt service ratio. Your monthly housing costs for (principal and interest, taxes, and heating costs) shouldn’t be more than 32 per cent of your gross income. The second is called the total debt service ratio, which includes your housing costs as well as any loan expenses (such as credit card and line of credit payments, and car loans or leases). This ratio shouldn’t be higher than 40 per cent of your gross income. You also have to come up with enough money to make a down payment. You’ll need to have a minimum of five per cent. If you’re able to come up with a down payment of 20 per cent or more, you won’t need mortgage loan insurance. And you should also have money saved for closing costs, which could be between 1.5 and four per cent of the purchase price of your property.
Dip into savings Once you’ve determined how much you’ll need, you’ll have to find a source for your down payment and closing costs, one of which can be your RRSP. Under the Home Buyers’ Plan, you can withdraw up to $25,000 from your RRSP on a tax-free basis as long as the funds have been in the plan for more than 90 days. If you’re purchasing a property with a partner who’s also a firsttime buyer, you’ll each be able with withdraw $25,000. Keep in mind that the money has to be paid back starting the second year after you make the withdrawal and you have up to 15 years to repay the amount. If you don’t make an annual payment, you’ll have to declare it as taxable income on your tax return for that year. If your RRSPs or other savings aren’t enough, your family may be able to help you. In fact, an April 2015 BMO survey found 42 per cent of first-time buyers expect their parents or relatives to help pay for their first home.
Shop for a mortgage It can pay to shop around. If you and your partner go with the first mortgage rate you find, you could end up paying a lot more. Let’s assume the following: you plan on buying a $500,000 home with a $400,000 mortgage, your amortization period will be 25 years, and you have a five-year fixed rate of 3.5 per cent. That means your total mortgage payment will be $1,997 a month. But if you do a little research, you could save some money. If you’re able to get a mortgage with a fiveyear fixed rate of 2.5 per cent, your payments will be $1,792, a difference of $205 a month or $2,460 a year. That’s why you should look for the best mortgage rates. You need to be ready financially before you’re able to purchase a property. Knowing what steps are involved to become a first-time homebuyer will allow you to start your search for buying a home. GTA new home sales off to a slow start in January GTA NEW HOME SALES are off to a
slow start so far in 2016. Following one of the biggest years ever for new homes in the GTA, in January, sales of new homes were down, prices were mostly flat and new inventory was limited, according to the Building Industry and Land Development Association (BILD). Last year was the third-highest volume sales year on record in the GTA. The average price of new homes hit record highs, particularly in the lowrise market where the average price eclipsed the $800,000 mark for the first time ever. This year has started off slower. In January, there were 1,614 new homes purchased in the GTA, down 10 per cent from the longterm average and 22 per cent below January 2015. Prices remain relatively unchanged. BILD president and CEO Bryan Tuckey attributes the sales to reduced inventory of new homes available for sale in January. “While the number of new projects

launched in January was similar to last year, the number of actual units in these projects was significantly lower,” he says. “You can’t sell what you don’t have, so fewer new homes brought to market means fewer sales.” The industry brought 1,379 new homes to market in January 2016, compared to 2,011 in the same period last year. Sales of highrise condominiums were 17 per cent below the longterm average in January, while sales of lowrise homes (detached, semidetached and townhomes), were five per cent below average. “It is important to understand that one month does not a trend make,” Tuckey says. “The next few months will tell a more accurate story about the market with the introduction of additional new projects across

the GTA.” The average price of new lowrise homes was down by one per cent from December 2015. However, the $822,926 January average is 17 per cent above the January 2015 average of $710,628. The price of a new detached home in the GTA was $985,899, down less than 0.5 per cent from December 2015. The average price of a new highrise home in the GTA declined one per cent from December 2015 to $449,199 in January 2016, but that is in part the result of units’ size continuing to get smaller. The price per square foot of highrise homes increased four per cent over the last 12 months from $558 to $581. The average size of a highrise suite in January 2016 was 773 sq. ft., compared to 796 sq. ft. the year prior.

The Big Short? Not in Canada By Elisa Krovblit
ARE YOU WORRIED that the Canadian market is in for its own “Big Short”? With five Oscar nominations, The Big Short was one of the blockbusters of 2015. Not your typical hit, it was more of interest to market watchers and financial types. It was an intense movie, doing its best to explain why banks needed bailouts and homeowners found themselves in foreclosure with the U.S. market crash in 2008. If you’re worried that we’re next for a Big Short in Canada, you can relax. The circumstances are different and we’re not at a risk for a Canadian Big Short. The difference is in our banking practices. Of course, the hysterics may point to the slumping dollar, the potential of rising interest rates, the new rules on mortgages and the non-stop talk of a bubble as signs that we’re headed for financial crisis, but I doubt we’ll see any broad financial disaster. There’s no bubble. Inflated prices? That’s market value — supply and demand at work. New mortgage rules are a safeguard.
The 411 The Big Short was predicated on greed, irresponsibility and opportunity. Real estate markets were hot and banks were making massive amounts of money on mortgages. Bonuses were given based on the number of mortgages approved, so there was huge motivation for mortgage approval. The banks were stacking these mortgages together to back bonds. Between obscene bonuses, great business on the books and happy new homeowners, it seemed like a win-win-win all around. Except a huge number of those mortgages were given to people who should never have been approved. Bonds that were backed by what should have been solid AAA mortgages were actually being

backed by mortgages that were likely to default. And that’s precisely what happened. Mortgages defaulted and, as the market plummeted, homes became worth much less than their mortgage value. Short sales were common for banks to try to recoup whatever they could, but they lost a lot of money on these mortgages that couldn’t be recouped. To make it worse, in 2005, one multi-millionaire surgeon-turnedhedge fund manager dug deep into this data and discovered the disparity, predicting the crash. He realized that these mortgages weren’t strong and that the foundation of the money market was much, much weaker than anyone realized or wanted to admit. So he did what any renegade hedge fund manager would do — he
saw an opportunity to make a lot of money and he bet against the banks. The banks took his bet — what they perceived to be a high-stakes-norisk bet – because this scenario seemed incredulous, completely impossible to them. In fact, two other fringe investor groups found out what he was doing and opted to do it too. And we know what happened next — the “impossible” happened. Have you ever tried to get a mortgage in Canada? You need to qualify. You need to provide tax assessments, pay slips, T4s — you need to prove your income and verify in triplicate that you’ll be able to pay the mortgage. With good income and great credit, you’re not a huge credit risk. With big banks bound by minimum down payments and very specific approval criteria, mortgages in Canada are stable. As an additional safeguard to the health of the Canadian mortgage industry, the government introduced new legislation in February of 2016, raising the minimum down payment on mortgages. The ratio of borrowing to value is lower this way, enabling the banks to sell properties for what is owed on them to recoup loss in the case of mortgage default and foreclosure. Even if the market were to downturn, the borrow-tovalue ratio would compensate the banks appropriately. While we may experience market volatility — and we have in the past — our market is stable. As for The Big Short? Grab some popcorn. It’s a really interesting movie, but it’s highly unlikely Canada will ever be starring in a sequel.

Leap year 2016 Canada’s historical home price growth By Wayne Karl
GREATER VANCOUVER
SINCE 2016 IS A LEAP YEAR, we thought it would be
interesting to examine Canadian home price growth using four-year intervals. We’ve gone all the way back to 1984, and the home price growth is, well… You won’t believe it. If you’ve ever heard the axiom, “Don’t wait to buy real estate, buy real estate and wait,” this story defines its meaning. It also underlines the value of real estate over the long term. We show you where — market by major Canadian market — and by how much.
WHAT DRIVES REAL ESTATE? Strong historical home price growth might be expected, given that real estate is a proven performer over the long term. But looking at the growth in these four-year windows shows some pretty staggering appreciation. It’s important, however, to take inflation and other factors into account. Housing market activity can fluctuate greatly over short time frames, Bob Dugan, chief economist, Canada Mortgage and Housing Corp. (CMHC), told New Home Guide. Over the course of a given four-year period, for example, housing market activity will reflect temporary factors such as swings in supply and demand that accompany normal economic ups-and-downs, as well as other macroeconomic factors. “While it is true that nominal house price growth was very strong in the four-year window of 1984 to 1988, this coincided with a period of strong overall inflation. Similarly, if we calculate house price growth over the entire period of 1984 to the present using nominal measures, it would be surprising not to see spectacular results for growth, since we are not accounting for the impact of overall inflation over that span of time.” It’s also important to note that mortgage rates have declined significantly since 1984, which, combined with income growth, has increased the borrowing capacity of homebuyers. “As a result, homebuyers could increasingly afford more expensive homes, which in turn contributed to the rise in average prices.”

Sticking with the unadjusted numbers, looking at Greater Vancouver, there was huge growth – 53 per cent – from 1988 to 1992. What happened in this market over that period to contribute to such growth? Hello, Expo 86, the world exposition that showcased the city and the province. “Demand to live in the region picked up in the late 1980s and early 1990s,” thanks to this international event, says Richard K. Sam, principal market analyst for Vancouver at CMHC. “An expanding economy and employment opportunities attracted people to Vancouver and fueled populationbased demand for housing. Migration to the area was high, especially interprovincial migration.” BC recorded a net gain of 125,880 people from other provinces between 1986 and 1991, Sam says. Along with job growth, wages and salaries grew at a faster pace, particular from 1988 to 1990. “With these fundamental drivers in place, the demand for housing increased. Vacancy rates in the rental market were below one per cent from 1988 to 1990, and existing home sales reached relatively high levels. Home prices increased as demand exceeded supply.” So how to explain the 59-per-cent growth in Greater Vancouver from 2004 to 2008, well after Expo 86? “After a period of flat home sales and prices between 1996 and 2000, demand for housing started to pick up during the latter half of 2001,” Sam says. “This coincided with improving economic fundamentals (growth in employment, population and incomes), but also with relatively low interest rates.” Along with low mortgage rates, international and interprovincial migration into the region increased, with the city recording a net population gain of 144,348 from 2004 to 2008. One of the main drivers of economic and job growth was the infrastructure needed to support the 2010 Olympic Games, which led to labour shortages in the construction field. “Resales reached their highest level at 42,222 in 2005, while rental vacancy rates, which had climbed to two per cent in 2003, moved back down below one per cent from 2006 to 2008.” …continued on page 44

“All indicators pointed to a bubble in the Toronto housing market during the late 1980s and early 1990s,” says Dana Senagama, principal market analyst for GTA. “The market overheated, which led to an acceleration in house price growth. House prices then became overvalued, and overbuilding was observed before a significant decline in house prices was noted.”

Toronto’s housing market faced significant macroeconomic headwinds, from a recession in 1990-91. Mortgage rates were increasing at the same time. “These headwinds resulted in significant job losses, and the subsequent years saw very slow job growth,” says Senagama. “Leading up to the recession, Toronto’s real estate market had gone through a fairly exuberant period that resulted in rapid price growth and home construction. Between 1986 and 1989, home prices were growing at 20 to 30 per cent per year, on average. This encouraged builders to increase supply based on speculation that the previously strong demand would still be there.” But by 1990, Toronto’s new-home market had a large overhang of unsold inventory. The weak recovery in Toronto’s job market and higher mortgage rates led to a lack of buyers, and the market was unable to absorb inventory fast enough to maintain price levels.

“Between 2008 and today, price growth stabilized,” he says. “(Last year) was the third consecutive year where sales volume and new home starts were 20 per cent less than the 10-year historical average. Construction activity, however, has not subsided. Apartment construction, typically offered in rental tenure, has grown exponentially since 2008. What do you need to know about purchasing property in Toronto? First and foremost, there is no restriction on foreign individuals purchasing property in Canada, unless it affects the national interest. Let’s take a closer look: Tax treaties Depending on your country of residence, there may be an international tax treaty in place with Canada. In this case, there will be provisions governing the effect of income earned on rental and sale proceeds of property in Canada. This translates to withholding tax and other questions, and allows you to avoid double taxation. This also allows you and your advisers to properly plan and structure your transaction.
Legal structures There are various legal structures available to foreign investors in Canada: » Real Estate Investment Trust – a trust established to consolidate capital for the purpose of real estate investment » Joint Venture – these are advantageous due to flexibility in allowing for varied and nonproportionate sharing of profits » Partnership, Limited Partnership » Corporation » Personal Ownership Being taxed in Ontario A purchase of new residential property in Ontario is subject to 13-per-cent HST. Rebates are available for resident Canadians who will occupy the premises or rent them out. Non-residents may not qualify, so professional advice is key. The purchase of new residential property in Toronto is also subject to LTT from two levels of government,
UK investors, for example… Tax treaties between Canada and the UK make Canada an attractive investment prospect for UK developers. Double taxation treaties mean that subject to certain criteria, investors will not be taxed on income gained in one of the contracting states. If tax rates are different in the two countries, you get credit for tax paid, and an adjustment if the tax in your home country is less than where you are earning the income. A company resident in Canada which receives income from interest, royalties, pensions or purchased annuities from UK sources may be able to apply for relief from UK tax and vice versa. WHY IS 2016 A GOOD YEAR to buy
a home in Canada? Let us count the ways. 1. Low interest rates In its latest rate announcement on Jan. 20, the Bank of Canada held its target for the overnight rate at 0.50 per cent, citing a setback brought on by a decline in oil and commodities prices. BoC expects the economy to grow by about 1.5 per cent in 2016 and 2.5 per cent in 2017. Some experts, such as Benjamin Tal, deputy chief economist at CIBC World Markets, even anticipated the Bank would reduce the rate. Though it didn’t happen then, he still expects interest rates to remain low through 2016, if not fall.
At least one lender, in Ontario, even recently introduced what it says is the lowest posted fixed mortgage rate on the market – at 1.69 per cent for a one-year term. The BoC’s next rate announcement is March 9. 2. The upside of down prices When the The Canadian Real Estate Association (CREA) released its latest statistics on Feb. 16, one number jumped off the page and into the headlines: 17 per cent – the rate by which the national average sale price rose on a year-over-year basis in January. “Holy,” prospective homebuyers might have thought, “how will I ever be able to buy a home if this keeps happening?”

Economies and housing sectors in markets such as Calgary, Edmonton and Saskatoon are feeling the pinch of the extended slowdown in oil and gas. For existing homeowners, of course, this isn’t great news, as average home prices in Calgary dropped 3.05 per cent year-over-year in January; in Saskatoon, they fell 2.11 per cent. For prospective buyers, however, this means opportunity. Naturally, buyers might not too jazzed about getting in when prices are dropping, fearing their home’s value will go down after they purchase. But look at the longer term. In Calgary, prices have increased 14.29 per cent over the last three years; in Saskatoon, 2.07 per cent. 3. The hot gets hotter The Toronto and Vancouver housing markets continue to roll along, recording record sales and prices. If you live there and you’re fortunate enough to be able to buy, particularly in the lowrise category, the forecasts for 2016 are for more growth. Again looking at the CREA’s stats
for January, B.C.’s Lower Mainland and the GTA contributed most to the national increase. Greater Vancouver (20.56 per cent) and the Fraser Valley (16.94 per cent) posted the largest gains, followed by Greater Toronto (10.69 per cent). Longer-term performance for these markets is off the charts. Greater Vancouver average home prices rose 20.56 per cent in the last year, 31.58 per cent over the last three years. For the GTA, the figures are 10.69 and 27.44 per cent, respectively. Housing starts – an important indicator of economic health – continue to hum along in Ontario, up slightly in January, according to Canada Mortgage and Housing Corp. Vancouver’s are a little more challenged, holding steady overall, but increasing in single-detached starts and declining slightly in multifamily units in January. 4. History is on your side Have you ever heard the adage, “Don’t wait to buy real estate, buy real estate and wait,” but aren’t sure what it means, exactly?
While there are no guarantees, in short, real estate in Canada is a proven performer over time. Sure, Vancouver and Toronto have shown the most spectacular historical growth, but even unsung markets in eastern Canada have performed well over time, thank you very much. 5. Spring is around the corner Spring in real estate is typically “busy season.” While it’s largely been a mild winter in much of Canada, the warmer weather and longer days generally encourage more activity in the market. Those who were thinking of selling but delayed through the winter months might now throw up that “For Sale” sign. Those looking to buy are similarly more enthused about getting out and looking around when the weather is nicer, and when, coincidentally, listings usually increase. Even on the new-home front, builders often use the spring season to launch new developments, and to add incentives for any remaining inventory in existing communities.
