he Bank of Canada’s most recent rate announcement – holding its interest rate target at 0.75 per cent – is the continuation of good news for prospective homebuyers and those otherwise in the market for a new mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get
financing approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree there could be some movement later this year. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start the spring busy season off right by taking advantage while you still can.

henever there’s a real estate slowdown or any lingering economic uncertainty, would-be buyers plunk themselves firmly on the fence to see how things unfold before jumping into the market. Indeed, there’s plenty of news these days about sluggish sales and a withering economy, thanks to the recent tailspin in the oil and gas industry. The problem for prospective newhome buyers in the GTA is, those conditions simply don’t apply here. The housing market here is among the strongest in Canada, with homes in the city expected to lead price growth this year. As for the economy, Ontario will be among the leaders in growth this year, thanks to a surge in manufacturing, among other contributors, while Alberta and other oil-dependent provinces will take a back seat.
So, if you’re considering buying a home in the GTA, your finances and employment are solid and you’re preapproved for a mortgage, there’s really no reason to wait. At least, don’t let indecision cause you to delay, for doing so will likely only cost you more. Why? A few reasons. First, it’s now officially spring (and thank heavens for that) – the official beginning of busy season in real estate. Especially in booming markets such as Toronto. Second, proposed changes from the Ontario government (see page 70) are almost certain to result in higher Development Charges for new homes in the coming months. And third, mortgage interest rates are staying put for now, but could well begin to rise later this year. That fence may seem comfortable for now, but in the long run could cost you in terms of lost opportunities.

Every year, more than 200,000 visitors come to the National Home Show and with more than 750 exhibitors showcasing the best and newest home and renovation products and services – this is one show you won’t want to miss. We’ve co-located again with Canada Blooms, which brings more than 50,000 sq. ft. of feature gardens under the same roof and the show runs from March 13 to 22 at the Direct Energy Centre at Exhibition Place. On Monday, March 16, there will be family-friendly activities for the kids and all week long. BILD and RenoMark renovators and trade contractors will be volunteering at Destination Renovation and giving our free advice to homeowners. The booth features project boards from BILD’s Renovation and Custom Home Award finalists and winners since we will be giving out those awards at our annual Industry Luncheon on opening day of the show. Speaking of free advice, if you have a design dilemma, celebrity designers are on hand to look at your photos, floorplans and paint samples and offer some guidance. This year, we’re going to have two dream homes at the show! Townhomes, semis, singles… What are the trends in lowrise homes in the GTA? Where can you buy, and for how much? Location, location, location has always been the golden rule of real estate, but more and more, homebuyers are putting more stock into exactly what this means. Proximity to infrastructure and transit, for example, is becoming more important than ever. “Especially with regard to the Millenials, in their 20s and early 30s, people who are very particular about where they want to live,” Dana Senagama, GTA senior market analyst for Canada Mortgage and Housing Corp., told New Home Guide. “Proximity to both work and play plays a role in their decision to live downtown.” HOMEBUYER PREFERENCES FOR LOCATION
There’s also more research providing valuable insight into the subject. Case in point, a recent report by the Pembina Institute and RBC that examined homebuyers’ preferences when it comes to home location in the GTA. The survey asked a series of questions to gauge respondents’ preferences for location-related attributes – such as walkability, commute times, home size, neighbourhood, home prices and transportation costs when making home location choices. The survey shows that a large house and spacious lot – the dream of many homebuyers – are not as important as living in a neighbourhood that is walkable, includes mixed-use features, is transit-connected and offers shorter commute times. GTA homebuyers would choose a more modestly sized home to enjoy these 20 NEW HOME GUIDE GTA | JAN 24 - FEB 7, 2015
attributes, both in suburban and urban locations. In fact, the survey shows a clear preference for location-efficient suburbs over those that are car-dependent. First-time homebuyers, according to Pembina and RBC, share these homebuying preferences. One key difference, understandably, is that costs matter more to them. When cost is a factor, 50 per cent of first-time homebuyers would pay more for a smaller, location-efficient home, while 41 per cent would opt for a larger, cheaper, car-dependent home. If you can afford a lowrise home as a first-time buyer, know that the market is a strong performer. In their Strategic Review of the GTA’s 2014 new home market, released in January, RealNet Canada Inc. and the Building Industry and Land Development Association (BILD) confirmed that lowrise prices hit record highs last year. This is thanks to the popularity of the housing type, but also provincial government policy. “Our analysis of the 2014 market and the story the numbers tell is frankly less about the year that just passed and more about a policy decision made by the provincial government a decade ago,” says George Carras, president of RealNet. “The desire to curb sprawl and encourage intensification has led to the continued condominium boom in the 416, spiking home prices and a widening price gap between lowrise and highrise housing product.” The home price index for new lowrise homes in 2014 closed at a record high of $705,813 – an increase of eight per cent from 2013. By comparison, the highrise price index was $454,476 – up four per cent. The price disparity between low- and highrise homes widened to a record $251,337 in 2014. WHERE TO BUY LOWRISE IN THE GTA
Given these challenges with availability and rising costs, “townhomes are becoming the new singles,” Senagama says. Location is a personal preference with many factors, “but purely based on price, if you’re looking to buy a lowrise home, I would say the Durham region, especially in Oshawa and Whitby – those are areas where you’re still able to get in at a much more affordable price if you’re looking for a single-detached home. “The beauty of the GTA is that you can choose between different municipalities,” she says. “If you want to live in the downtown core, the price points are far outreaching for a lot of young, first-time buyer families – but perhaps you could buy a property in Milton at a much lower price. The good news is that there’s product choice out there, and different regions to explore.”

In an effort to make it easier for new-home buyers to find out about their warranty, Tarion launched a new feature on ITS website last year called “Ask Tarion.” The goal is to provide you with the information you need as easily and quickly as possible. “Ask Tarion” provides the answers to hundreds of commonly asked questions instantly. Another great part about this service is that we are able to track the questions to find out what information homebuyers are looking for. If you are a new-home buyer, you may be interested in finding out answers to our top five questions below. How do I research a builder? The Ontario Builder Directory, available on Tarion’s website, outlines a builder’s 10-year history, and includes: › The builder’s licensing status (active, expired, refused or revoked) › Contact information › Related companies and names of officers and directors › How many homes and the communities in which the builder has built › Chargeable conciliations › The dollar amount of certain claims paid by Tarion › Whether the builder was a Tarion Awards of Excellence finalist or winner › Coming soon: a notice of proposal to revoke or suspend a builder’s registration. Can’t find your builder on this directory? Beware! He/she may be building illegally. What does the new home warranty cover?
The new home warranty, provided by your builder on most new homes in Ontario, includes protection for deposits, protection against financial loss for contract homes, compensation for delays in closing or occupancy, and one, two and seven year warranties for certain construction deficiencies. Warranty coverage begins on the date of possession and remains with the home no matter how many times it is sold before the warranty expires. For most condominium projects, there is a warranty that covers the shared or common element areas of the building. What is a Pre-Delivery Inspection (PDI)?

how to use the systems in your home, and you will be able to identify things that are damaged, missing or incomplete. This will serve as the official record of condition of your home before you move in and may be referred to afterwards for warranty purposes. When and how do I make a warranty claim to Tarion? The simplest way to make a warranty claim is by signing up for MyHome, Tarion’s online warranty portal, available at Tarion.com. Your warranty has specific timelines depending on your date of possession. A 30-Day Form may be submitted to Tarion during the first 30 days of possession. A Year-End Form may be submitted to Tarion during the last 30 days of the first year of possession. A Second-Year Form may be submitted to Tarion at any time during the second year of possession. A Major Structural Defect Form may be submitted to Tarion at any time after the second year of possession but no later than seven years from the date of possession. How can I find out if my items will be covered under the statutory warranty?
Tarion publishes the Construction Performance Guidelines on our website, which outline some of the most common deficiencies in new homes, residential condominium units and condominium common elements. These documents provide guidance to both homeowners and builders on what Tarion considers a warranted defect. Last year, Ask Tarion answered an average of 240 questions a day. The Bank of Canada announced on March 4 it would leave its overnight lending rate at 0.75 per cent – for six more weeks, anyway. The rate has sat at this position only since Jan. 21, when the central bank made an unexpected rate cut, after holding it at one per cent for nearly 4.5 years. The drop in 0.25 percentage points in January came as a surprise, as most economists had been predicting the opposite would occur some time in 2015. It was BoC’s way of attempting to shield highly indebted Canadians from the negative impacts in the energy sector, caused by the sharp drop in oil prices in the latter half of 2014. But it was also a signal for banks to drop their Prime rates, to stimulate the economy as a whole. At the time, the banks expressed concern that dropping their rates would cause Canadians to take on more debt they couldn’t afford to repay, versus help those who were feeling the inch, so initially they chose not to budge. Eventually, they all dropped their Prime rates by 0.15 per cent, from three per cent to 2.85 per cent, but none have made a full 0.25-per-cent cut, as suggested by the central bank’s move.

According to our mortgage calculator, the additional 0.10 per cent that’s missing could lower our best five-year variable rate from two per cent to 1.9 per cent, which would result in a savings of $18/month or $1,080 over five years on a $400,000 home (the average price in Canada), with 10 per cent down and a 25-year mortgage. That may not sound like much, but it hurts to think about, when you know the banks have control and are choosing not to do it. All of this is to say that some people predicted the Bank of Canada would further cut the overnight lending rate today, potentially by an additional 0.25 per cent. However, Governor Stephen Poloz says data from 2014 suggests we’ll see stronger growth in non-energy exports and investments in 2015, and the central bank wants to wait and see how the economy responds to the first rate cut of the year, before making any further moves. So, the overnight lending rate – and therefore Prime rates and your variable mortgage rates – are going to stay put. For now. But if the economy declines, we may see another cut. And if things continue to get better, we may see it go back up to one per cent – or more.

. I recently purchased a rental investment property. Fortunately, the home was rented quickly. However, last summer because of several days of heavy rainfall, the roof leaked terribly and our ceilings were partially water damaged. I had to reshingle and replace almost half of the entire roof and repair the ceiling and floors. It also cost me more than $1,200 for a new fridge and stove. I have an individual who prepares my income taxes who has advised me that these are capital items and I could not deduct them for my income taxes. I find that ridiculous to be out of pocket that amount of money and I cannot deduct it.

. Real estate rental deductions are always contentious, and Canada Revenue Agency frowns on expenditures that should be capitalized as opposed to being expensed immediately. As an accountant who deals with real estate investors on a regular basis, I can tell you your concern is not isolated. The Income Tax Act does provide guidance with regards to capital items and current expenses. Capital expenditures – Generally, these are expenditures that will provide benefits and a useful life for several years – such as appliances, air conditioners and dishwashers. The Income Tax Act provides for Capital Cost Allowance (CCA) deduction for capital expenditures that can be expended over the useful life of the asset. Deductible Expenses – Generally, these expenditures may be deducted in the year they are incurred. The primary obstacle is finances, followed by lack of knowledge about where to start. Individuals who are strictly T4d – that is, employed full- or part-time – were to file their year’s personal tax return on or before April 30 of the following year. Self-employed (including non-incorporated businesses) taxpayers and their spouse had to June 15 to file their tax return for the previous year. However, any income taxes owing would have to be remitted on or before April 30 of the filing year. Therefore, you should have your tax returns prepared before the end of April to avoid any interest penalties.

Gabriel
GABRIEL WAS SIX AND A HALF MONTHS OLD WHEN HE developed a fever and flu-like symptoms. After seeing his pediatrician, Gabriel went to a local hospital to undergo bloodwork which showed that his red blood cells were extremely low, and his white cell count, extremely high – an indication of blood cancer. Fearing leukemia, he was rushed by ambulance to the Hospital for Sick Children (SickKids). That night, April 23, 2012, Gabriel was diagnosed with infantile acute lymphoblastic leukemia. Gabriel spent the next six months almost entirely at SickKids since his condition required extremely close monitoring. Acute lymphoblastic leukemia (ALL) is a cancer of the white blood cells characterized by excess lymphoblasts. Malignant, immature white blood cells continuously multiply and are overproduced in the bone marrow. Normal cells like red blood and platelets are under produced which can ultimately result in organ failure and death if not detected early. ALL is the most common blood cancer in childhood with a peak incidence at two to five years of age and another peak in old age. Infant ALL represents about two per cent of all paediatric cancer and is much harder to treat than childhood leukemia. Doctors told the family that Gabriel’s condition was extremely serious. Upon diagnosis he was already very sick. His healthcare team indicated that survival rates for this type of cancer are documented at less than 50%. Gabriel experienced several long and intensive chemotherapy cycles. The first four cycles included chemotherapy that could only be given in-hospital.
Upon completion, Gabriel was sent home to continue his treatment mostly as an outpatient. Nearly one hundred days before Gabriel finished treatment, the cancer returned. He was readmitted to the hospital and spent eight months undergoing an even more intensive chemotherapy regimen including radiation. In June 2014, Gabriel was fortunate enough to receive a bone marrow transplant from his older sibling. Since returning home in August, Gabriel has been in isolation due to his immune compromised state. Gabriel is making a slow and steady recovery. His kidneys, which suffered significant damage as a result of his life-saving treatment, have begun to heal, with the hopes that he will recover to optimal health. “This has been a long journey and SickKids has been there every step of the way. The hospital became our home and the staff our extended family. It is a very lonely existence when you hear the words ‘your child is sick’, and SickKids took care of our entire family. The SickKids team enabled us to keep moving forward during a marathon that required a sprint finish. Gabriel’s team took a holistic approach to his care. While all were focussed on saving his life, it was never forgotten that Gabriel was still a child who needed normal childhood experiences. SickKids is a place where Gabriel felt safe, where he made many friends and participated in fun programs and activities. SickKids hospital provided us with a community that we will always be part of.” – Asaph, Gabriel’s dad.

This trend has been growing steadily and is evident across North America. With the increased progression to outdoor living, there are also new trends emerging in the category of outdoor furniture. Most new-home owners are looking for more of an outdoor living room as opposed to the traditional outdoor eating areas. There are more conversation sets and outdoor sofas as a result. Emerging trends include brilliant outdoor furniture. I love seeing outdoor coffee tables, side tables and console tables pop up in my favourite furniture collections. Another trend that is near and dear to my heart is colour. Look for bold punches of vibrant colours being brought to outdoor spaces. This trend far exceeds the usual umbrellas and cushions. We are seeing accessories come to life outdoors including vases, candles, toss cushions, outdoor carpets and more. As our Canadian weather normally doesn’t allow us to stay comfortably outdoors for too long, trends are pushing towards ways to lengthen the outdoor season. Great new products on the market include gas-fueled outdoor fireplaces, heating lamps and built-in displays. Companies such as Napoleon Grills (napoleongrills.com) now offer beautifully designed pieces to create heat and compliment design while extending the outdoor season. There is an increase in multi-purpose outdoor structures. More and more homeowners are turning to pergolas, or covered structures that include lighting and fans installed in the ceiling and with curtains around the exterior. These structures give way to spending evenings outdoors while watching a beautiful rainstorm or when looking for shelter from humidity, wind or bugs. As a new homeowner, a project like this can add value to your new home! Just beyond the pergola, deck or patio, in the garden is where the next trend emerges. A lot of our clients are trying their hand at gardening. There is an emphasis on organic and homegrown veggies that has found it’s way to Canadians. When you’re shopping for a new home, you can get information from a variety of sources such as magazines, newspapers, ads, websites, TV commercials, signage, sales centres and word of mouth. There are tremendous choices out there, and you may find your opinion being swayed as you gather more knowledge about your options from several places. Take time to think through all the parameters carefully, and avoid getting caught up in the excitement of the moment. The most important thing to remember is that when you sign on the bottom line, the new home you buy should be the right one for you. Looking for a new home should be both fun and realistic. If this will be your first home purchase, get yourself pre-approved for a mortgage so you know exactly where you stand and what you can afford. Realize that your first home will not be your dream home, unless of course, you won the lottery. For many first-time buyers, price dictates entering the market with a condominium, townhome or condo townhome. Then again, depending on location, you may be able to afford a semi-detached or fully detached home.

Realize that your first home will not be your dream home, unless of course, you won the lottery. The great news is that today’s standard features are of a higher quality than ever before, and you will certainly have thousands of choices when it comes to colours and finishes. If you really feel you need to upgrade, think it through and make sure you select items that will net you a good return on investment when you sell in the future. In addition, when you speak with your financial institution representative and sales representatives, ask about any available financial programs or incentives that might help with affordability. On the subject of finances, make sure to find out exactly what your purchase price includes. What you don’t want on closing day is unexpected closing costs. Take your Agreement of Purchase and Sale to a lawyer who knows real estate so you know what will be expected of you financially on that day. Be sure to keep the big picture in mind when you shop. I have seen people obsess over square footage, for example, to the exclusion of other elements that make a bigger difference in their lives. Today’s designs are so well thought out that smaller square footages live a lot larger than they may sound. Look at layouts and how they will accommodate your needs. Location is the major consideration, and once you start your search in the area you’ve chosen, compare, but be fair. Again, look at the choices from all angles, and ask questions if there is anything at all you don’t understand. For example, if reading floorplans is new to you, ask what abbreviations such as w/d (washer/dryer) and LIN (linen closet) mean. Better yet, tour model homes and suites whenever you can and notice how the floorplans for those models translate to reality. And remember that two homes of a similar size may be priced differently because one includes more or a higher level of standard features. Pay attention and keep track. I always advise both first-time and seasoned new home shoppers to visit Canada Mortgage and Housing Corp.’s website (cmhc.ca) and download the guide called Homebuying Step by Step. This publication contains information, a glossary of terms and worksheets to use during your search. Remember that a home is likely one of the biggest financial investments you’ll make in your lifetime. It’s also one of the wisest. Do your homework, make an informed decision – and congratulations buying new.

The pre-delivery inspection, or PDI, is a small but incredibly important part of the new-home buying process. Included in the adjustments when you are closing your new home or condo (but not a conversion) is the cost of your Ontario New Home Warranty Program enrolment, which covers defects in the completion of your new home. Any item that is damaged, incomplete, missing or not operating properly should be noted on the builder’s PDI form to verify that these conditions existed prior to occupancy. Most Agreements of Purchase and Sale make the deficiency list prepared as part of your final inspection the only basis for repairs, subject to the major items such as foundation cracks. What does this all mean? When it’s time for the PDI, know that if you don’t list it, you may not be able to compel the builder to fix it. It’s critical to list everything! The following list will help you make sure you are covered. Visit tarion.com for a more definitive checklist. 01 Insist on having enough time to do the inspection and allow yourself enough time with no need to be anywhere else. 02 Write everything down yourself. Don’t let the builder’s representative take charge. 03 If something has not been installed or completed, this should be noted. 04 Don’t rush! Do not let the builders representative push you. Insist on moving at you own speed. 05 Write everything down, no matter how seemingly small or insignificant. 06 Do not accept promises of repair during inspection. If something is not right, mark it down. 07 Try every light, socket, tap, drain, toilet, door, lock, window, appliance – everything that could be defective now or go wrong later. 08 Watch for stains on carpet, scratches on wood floors, cracks in paint or drywall, areas where they forgot a second coat of paint, etc. 09 Look for water stains or spots, and if you see them insist on knowing why they’re there, and where they came from. 10 Check out the condominium’s common areas – lobbies, garbage rooms, parking areas, gym, lockers, pool, tennis court. Remember, you own part of the common areas and if parts are incomplete, wrong or defective, list it!

If something has not been installed or completed, this should be noted. There is probably more, and I do not warrant that this list is complete, but I hope it helps. Remember, this inspection is extremely important to establish your position as it relates to deficiencies, so that no one can say a defect happened after possession. Make sure you check carefully. On Tarion’s website, it says: “The PDI provides an opportunity to record your home’s condition before you move in. Any issues should be noted on a PDI Form and ideally your builder will correct them right away. The PDI Form does not represent a request for warranty service, so if you fail to note an item this does not necessarily impact your warranty coverage. However, if the problem concerns a damaged or missing item, it may be difficult to establish that this condition existed before you moved in if it is not noted on the PDI Form.” Some readers ask what happens if the builder rushes them or something happened so they did not get the opportunity to finish their PDI. The answer is to immediately complete your list and send it to the builder and to Tarion. Don’t forget that you have an opportunity to raise these issues in Tarion’s 30-day form, which is submitted to Tarion during the first 30 days of possession. According to Tarion, “It should list any unresolved warranty items from the Pre-Delivery Inspection and any new items that have come up since you obtained possession of the home.”

I knew right away that this space would host an eclectic mix of furnishings, including those inspired by the mid-century modern era. When my firm Toronto Interior Design Group first came in, the white walls were bare and there was little furniture in the room. The possibilities were endless, as the clients allowed us to really let our imagination run wild with this project and trusted us completely with whatever we wanted to do. The first task was determining the floorplan and flow of the space. YANIC SIMARD We brought in a mix of chrome and brass, which really balanced out the entire look, while also adding the edge and sophistication. For a hint of exotic, a natural cowhide rug hugs the floor, while extremely textural horse sculptures linger in the background near the retro looking walnut lamp. But the element that we all felt really brought life to the room was this amazing art piece by world photographer Tony Koukos.

Higher fees loom for Ontario new-home buyers » by WAYNE KARL
If you’re planning to buy a new home in Ontario, you might want to act sooner than later. Proposed changes from the Ministry of Municipal Affairs and Housing could result in higher Development Charges and other fees for new homes. The provincial government is proposing reforms to the Planning Act and the Development Charges Act intended to “give residents a greater say in how their communities grow and would provide more opportunities to fund community services like transit and recycling.” According to the Ministry, the proposed Planning Act changes, if passed, would: » Ensure residents are better consulted at the beginning of the planning process for new developments. » Encourage residents to provide feedback on the future of their communities. » Help municipalities resolve potential planning disputes earlier, reducing involvement of the Ontario Municipal Board in local disputes. » Extend the review of new municipal official plans to 10 years, instead of the current five-year cycle. Changes to the Development Charges Act, if passed, would: » Help municipalities recover costs for transit services and waste diversion. » Create clear reporting requirements for capital projects municipalities financed 70 NEW HOME GUIDE GTA | MAR 21 - APR 4, 2015
though development charges, as well as section 37 of the Planning Act related to density bonusing and parkland dedication. The Ontario Home Builders’ Association (OHBA), however, has a slightly different view of the proposed changes. “Municipalities are going to pile on a new transit tax on new home buyers and businesses,” OHBA CEO Joe Vaccaro told New Home Guide. “Those new neighbours ultimately pay every new tax generated by government in the price of their new home. “Municipalities collected almost $2 billion for new neighbours in 2013, and included in that are taxes for transportation, but this will allow them to further increase that tax on new-home buyers. This is a disproportionate placement of taxes on new-home buyers/new neighbours.” OHBA is the voice of the building, land development and professional renovation industry in Ontario, representing 4,000 member companies in 31 local associations across the province. The industry contributes more than $42 billion to Ontario’s economy, OHBA says, employing more than 325,000 people across the province. “New neighbours deserve to know how their money is being used and municipalities have a responsibility to them,” says Vaccaro. “OHBA is advocating for fairness, transparency and accountability from municipalities on how these new revenue tools are being utilized, what projects they are moving forward with and timelines for completion.”
