Solid investment decisions begin at home

s there a positive to buying a new home in our current economic climate? You bet there is. When you buy from a new-home builder, your investment is backed by a strong warranty program. It protects your deposit before the home is built and it offers protection against defects in work and materials, unauthorized substitutions and delayed closings or occupancies after the home is constructed. Tarion oversees the warranty program in Ontario. See our Tarion Report column on page 16, or visit tarion.com for more details. What are the other positives of buying a new home? New housing prices are extremely competitive at this time and interest rates are low. If you think posted rates look good, ask your bank or mortgage broker if they can do better. While no one can guarantee what their home will be worth in the next 10 or 20 years, ask a recent new-home buyer what the value of their home is now. Chances are you will see them smile. There has been a steady increase in the price of new homes, especially in communities with new amenities such as schools, shopping and transit. There are no rules about what exactly a builder or sales representative must tell you about your prospective new neighbourhood, so do some homework of your own and investigate the area. The media often stresses the negative side of the story. It’s time to make solid investment decisions, and look beyond the doom and gloom. Investigate how you can make Canada’s economic environment work for you. Happy new-home hunting!

Making informed choices

Canadians are making rational decisions when it comes to buying their first home

B

uying a home is a dream for many Canadians, but with rising prices, increasingly tight mortgage regulations and reports of questionable market conditions in some areas and housing categories, where to begin? With careful planning and research, that’s where. Indeed, Canadians are showing that despite any challenges facing the real estate market, they are taking the time to learn what they need to, and to make rational, informed choices. A new survey from Genworth Financial Mortgage Insurance Company Canada reports a significant rise in the number of recent first-time buyers who put down more than 20 per cent on their homes – 56 per cent, up from 36 per cent last year. Other new research, the BMO First-Time Home Buyer’s Report, indicates that two-thirds of first-time buyers say the latest changes to mortgage regulations – which reduced the maximum amortization for government-insured mortgages to 25 years from 30 – have not affected their buying timeline. Many even favour a 20-year amortization. By saving longer for larger down payments, and aiming to pay off their mortgages sooner, clearly Canadians are becoming increasingly responsible about these important homebuying steps.

The evolution of Green building by Bryan Tuckey Being the president and CEO of an association, I often find myself speaking at various industry functions such as educational seminars, public forums or stakeholder meetings. Each time I approach the microphone, I find myself saying how privileged I feel to be leading this organization and representing this great industry. I know that builders and developers in the GTA build some of the finest residential communities in North America. Not only that, but I believe we are also producing some of most energy efficient homes as well. This is most apparent in the highrise market, where new condominiums have come a long way in terms of conserving energy. In 2012, the Ontario Building Code was updated to include higher standards for building energy efficient communities and our industry has not only met, but exceeded these new requirements. I recently had the pleasure of accompanying our annual BILD Awards judges as we visited sales offices and model homes all over the GTA. What I saw was an array of green features such as high-pressure, low-flow showerheads and faucets, dual-flush toilets and front-loading washing machines which reduce both water and energy consumption. Some new condominium buildings are constructed with double-glazed, gas-filled, air-tight windows and thermally insulated walls. Others feature ventilation systems that recover energy from stale air before it is exhausted from the building. Energy Star appliances and easily accessible recycling facilities. Walking by a new high-rise development, most people will not notice the increasing number of green roofs – an increasingly popular feature that includes a root repellent system, a drainage system, a filtering layer, a growing medium and plants. Not only do they offer residents and visitors a great visual appeal, but state of the art technologies employed in their construction help lower the urban air temperature and provide habitat for wildlife. It also goes without saying that so many new condominium projects are built with easy access to transit corridors, reducing the need to travel by car. Designated bicycle storage areas encourage a cleaner and healthier lifestyle and those who depends on cars to get to work can benefit from carpool programs run by some buildings’ condo boards. Every year, BILD recognizes a highrise and lowrise builder that demonstrate outstanding leadership in the implementation of Green building practices, be it resource conservation or any other sustainable building practice or program. This recognition is part of our annual BILD Awards program, which is currently in its 33rd year. In 2012, we introduced the People’s Choice Award – an award that invites the consumers to vote for their favourite project in the GTA – and were pleased to see more than 2,000 people cast their votes. Don’t let your landscaping plans

If you’re like most new homeown-

ers, when the weather feels warmer and the days get longer, you might find yourself thinking about how to make your yard as beautiful as your new home. Before you dig in, there are a few things you should consider when planning landscaping or building additional structures around your house. When building your new home, the builder has taken care to ensure that water will not accumulate at or near the foundation. Any landscaping that alters this grade could lead to poor surface drainage, ponding, flooding, basement dampness or foundation settlement – all of which could result in damage that may not be covered by your new home warranty. When planning to add flowerbeds, a pool, a deck, a second driveway or any new structure around your home, take care not to alter your property’s drainage patterns. Building Code requires that a building should be located or graded so that water will not accumulate at or near the building or adversely affect adjacent properties and that exterior foundation walls should be extended a minimum of 150 mm above the finished ground level. Lot grading requirements vary from municipality to municipality, so before making changes to what your builder has put in place, check with your local building department to understand the requirements that apply to your home. In general, the following guidelines should be followed: • T he top of your foundation should be above grade a minimum of 150 mm for masonry cladding and 200 mm for wood cladding. • Grade the lot so that the land slopes away from your house for at least 1.8 metres around the foundation. • Do not change the elevation around the lot perimeter. • Extend downspouts so water flows away from the house and does not collect next to the basement walls and windows. No matter how much the elbow joint of the downward drain spout disrupts your flower beds, don’t take it off or water will drain from the roof straight down into your foundation. • Ensure surface drainage is directed away from window wells and exterior stairwells. • Swales (depressions in grading between tract properties that are intended to manage water run-off) should be located within the limits of the lot and have a maximum depth of 150 mm and a side slope of three to one. • Don’t cover up weeping holes (small openings located near the base of masonry structures). These allow water inside a building to move outside and evaporate. Raising the grade above weeping holes could not only allow water to back up and weaken your foundation, but may also allow insects and small animals to enter the building. Understanding this information before you start landscaping will save you time, money and frustration. It may also help keep your basement dry and your warranty in place. mortgage-free sooner than you think

I am increasingly faced with clients who are intent

on retiring their mortgage as quickly as possible. While most mortgages today are amortized over 25 years, below are the tips that I give my clients who want to be mortgage-free as quickly as possible. If you follow all the suggestions below, your mortgage will be gone quicker than you think. 01 Never get an open mortgage at a fixed rate unless you plan on paying it off within its term. Today’s closed mortgages generally offer 10 to 20 per cent prepayment privileges, and can usually be obtained at one per cent or more off the posted rate. Open mortgages at fixed rates carry higher interest. Why pay higher interest unless you are going to exceed this 10- to 20-per-cent prepayment? You can always make bigger lump sum payments at renewal time with no penalty. 02 Use accelerated weekly or bi-weekly payments. Accelerated weekly payments are equivalent to one-quarter of your monthly payment. Accelerated bi-weekly payments are equivalent to half your monthly payment. Both of these methods enable you to make one extra monthly payment a year. The impact of this alone reduces your amortization from 25 to less than 21 years. 03 Give your mortgage the same raise that you get each year. If your income goes up 10 per cent, so should your mortgage payment. This extra increase in payment will go directly towards principal repayment. 04 Give your mortgage a portion of any bonus or extra income. If you spend 30 per cent of your income on your mortgage, then 30 per cent of any extra income should also go to your mortgage in the form of a prepayment. This bonus portion will go straight towards principal repayment. 05 Keep your payments the same, even if you renew at a lower rate. Since you know you can afford to pay at this level, don’t decrease your payment when you negotiate a lower rate. The difference in payments between your new rate and the old rate will go directly to the principal. 06 Use your income tax return to put a lump sum payment towards your mortgage. This is extra money that is not used in your monthly budget. Don’t indulge – make it really benefit you. 07 Use extra money from your budget. Most financially sound people have a budget that they live by. If you have a little bit extra then apply it 28 New home guide GTA | april 13 - 27, 2013

to your mortgage. Minimum prepayments can be as little as $100. 08 Round up your mortgage payments. Why not round off that $656 bi-weekly to $660, or $675? You will be amazed at the difference. 09 Consider a variable rate mortgage. While the fluctuation will keep some people awake at night, those who can endure the rate adjustments can save money. Some variable rate, or adjustable rate mortgages are up to 0.5 per cent below prime. 10 Seek independent financial advice. While some bankers do look out for your best interest, they work for the bank, not you. Their branch, organization and shareholders all have a financial interest in lending at higher rates, and it is in their best interest for you to keep your mortgage for a long time. Talk to your financial planner, mortgage consultant, or talk to a financially savvy friend. I know that these steps take discipline and dedication, but the old adage still holds true – a penny saved is a penny earned! The one thing that most financially successful people have in common is discipline. It might not feel fulfilling now, but believe me when I say that this short-term sacrifice will result in long-term gain. Just think of what you can buy when your mortgage is all gone. New-home builders are leaders in

customer service excellence Tarion Warranty Corp. has announced

the finalists for the 2013 Tarion Awards of Excellence, the only awards in Ontario that recognize new-home builders based solely on their customer service delivery. “Exceptional customer service is the cornerstone of building a positive experience with new homebuyers,” says Tarion President and CEO Howard Bogach. “The 2013 Tarion Awards of Excellence finalists have demonstrated that they are committed to providing a superior experience for new home buyers by providing first-in-class after-sales service.” Finalists were determined based on the results of a comprehensive survey sent to more than 40,000 Ontario homeowners who took possession of a new home between Oct. 1, 2011 and Sept. 30, 2012. More than 6,800 survey responses were received, representing 17 per cent of consumers who bought a new home in Ontario during that time. The results were tabulated by Crunch Research in partnership with Harris Decima. Survey questions focused on homeowners’ satisfaction with their builder, covering every stage in the homeowner-builder relationship from the signing of the Agreement of Purchase and Sale, through construction and the pre-delivery period, to aftersales service. To qualify for the Awards, builders must have at least five new home possessions during the survey time frame and a specified number of completed questionnaires must have been received. Award recipients will be announced at a luncheon in Toronto on Tuesday, April 23, 2013. Currently, my wife and I are renting. However, we would like to buy a home and build some equity. Can you offer some advice for a young, upwardly mobile couple? Geoffrey and Diane, Toronto

There are many investment vehicles that can give you healthy returns. You do not necessarily have to buy a home to increase your wealth. However, a home is one of the only tax-free investments still available to the middle class. Buying a home is a long-term commitment and investment. Today’s historically low interest rates make purchasing a home extremely appealing – particularly if your rent paid is greater than $1,000 per month. Why should you pay someone else’s mortgage?

Consider the following: ›› D etermine what you can afford and stick to that price. All too often, buyers tour several homes and the only one they desire happens to be thousands of dollars over their budget. Remember, keep your head out of the clouds. Commit to a mortgage, not a stress asylum. ›› Shop and negotiate with several financial institutions for the best interest rate, terms and conditions. You may be surprised at how competitive the banks are for your mortgage business. Shopping for a mortgage can be as easy as a few clicks of your mouse. 46 New home guide GTA | april 13 - 27, 2013

›› Set a formal plan to help save for a first home. Sit down, plan the steps necessary to achieve your goals, and follow through! ›› Improve/maintain your credit rating by paying all your bills on time. One-day-late payments are still considered late. This could influence your negotiating power for the best mortgage. ›› Make sure current monthly mortgage payments are manageable and will continue to be so even when interest rates rise in the next several years and payments increase. ›› Put down as much as possible to avoid taking out a high-ratio mortgage that incurs additional cost and interest. A five-per-cent down payment on a home leaves little equity. ›› Set aside an additional three per cent of the purchase price of the house for closing costs such as Land Transfer Tax, legal fees and disbursements, moving costs and other incidentals. Speak to your lawyer who will be able to give you the heads up on what to expect. ›› Take advantage of the first-time Home Buyers Plan (HBP) to use your Registered Retirement Savings Plan (RRSP) as part of the down payment. An individual and spouse, provided they qualify, may withdraw up to $25,000 each from their RRSP, taxfree, for a total of up to $50,000 toward your home and other purchase-related costs. If you have never used the HBP, contribute your savings for the home into your RRSPs and take advantage of the tax deduction. Then, use these savings for a down payment. You will have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal. Continue to follow the real estate market trends and buy when you are ready, not when the market is ready for you.

167 elementary schools in Ontario

score improvement: Fraser Institute Across Ontario, 167 elementary schools showed

significant improvement in their academic performance over the past five years, according to the Fraser Institute’s annual school rankings. Of these improving elementary schools, 64 are in the GTA, 44 in Southwestern Ontario, 36 in North Central Ontario and 23 in Eastern Ontario, highlighting the fact that school improvement is happening in all regions of the province. “This is why the Fraser Institute school report card is the go-to source for measuring academic improvement: it highlights school success stories from Murillo in the west to Cornwall in the east and from Timmins in the north to Windsor in the south,” says Peter Cowley, Fraser Institute director of school performance studies. “Our report shows that all schools are capable of improvement, regardless of the personal or family challenges their students might face. If educators want to help students learn and improve, they should be talking to these schools.” The Report Card on Ontario’s Elementary Schools 2013 rates 2,714 public, Catholic and francophone elementary schools based on nine academic indicators using data from the annual province-wide tests of reading, writing and math administered by the Ontario government’s Education Quality and Accountability Office (EQAO). “By pinpointing the subject areas in which individual schools are improving or declining and how their academic performance compares to that of other Ontario schools over the past five years, our report helps parents and educators prioritize learning

The report card also includes important information about each school’s make-up, including parents’ average income, the percentage of ESL students, and the percentage of special needs students. Of the 20 Ontario elementary schools showing the fastest academic improvement over the past five years, 10 are public schools where the parental income is below average. The market for new home lowrise

sales had a substantial gain in February, achieving 1,360 sales. All five regions in Total Market Area (TMA) witnessed an increase in sales compared to the previous month. Overall TMA sales improved by 56.7 per cent, compared to January 2013. The lowrise new home industry has established another solid base, building growth in both sales and inventory. February recorded the highest inventory level since April 2011. As affordability becomes the key to success, urban townhome are achieving a larger market share. Housing starts in Canada were trending at 195,087 units in February (CMHC), up from 158,998 in January. The urban starts rose by 18.4 per cent in February, led by a 27.7 per cent increase in multiple urban starts. Provincially, Ontario had the biggest increase with seasonally adjusted annual rates for urban starts reaching 46.8 per cent. The 15 market leaders achieved 40.7 per cent of all February sales; the majority of the top three leading sites in all regions also had urban townhomes as part of their offerings. The new openings and releases will continue to improve availability over the coming months, with more than 70 new openings and releases already scheduled for 2013. Additionally, the Bank of Canada will maintain its low interest rate resulting in the Banks maintaining low mortgage rates. This low interest rate coupled with new affordable urban town housing will set the stage for further sales growth in 2013.

Further intervention

in housing markets not warranted: CHBA

should refrain from further intervention in the housing market by adjusting mortgage lending rules, according to the Canadian Home Builders’ Association. In his inaugural address at the recent 70th National Annual CHBA Conference in Lake Louise, Alta., Incoming President Deep Shergill of Calgary said that such intervention represents “a hammer” that impacts all housing markets, both those that are healthy and those yet to fully recover from the recession. Shergill, President of Prominent Homes Ltd. of Calgary, called on the government to be prepared to take remedial action if housing activity falls below demographic demand or if price stability is threatened. “It seems less than forthright to constrain consumers’ ability to buy a new home – a real asset, while allowing usurious credit card interest rates to bury many consumers in non-asset backed debt,” Shergill said. Working to maintain a stable financing environment would be one of seven priorities in his plan of action for the coming year, he said. The others are regulation, government-imposed costs, a skilled and productive workforce, land availability, market intelligence and investment in research and development. maintaining stability in mortgage markets since the financial meltdown of 2008, Shergill said. “We are extremely pleased that the federal government recognizes the corporation’s continued effectiveness.” The industry’s success in improving energy efficiency illustrates the benefits of collaboration with government in research and development. A CHBA analysis of the energy performance of an Ottawa home built in 1975 compared with one built today shows a 66 per cent improvement. Comparing similar models of family cars over the same period showed a maximum improvement in energy efficiency of 16 per cent. Shergill said it’s time to roll back the chronic over-regulation of the new-home building industry. Government-imposed costs are pushing house prices ever higher and must be rolled back and reduced, Shergill said. “So long as governments persist in confusing the effect of low interest rates with real housing affordability, they will fail to recognize the steady erosion of housing affordability.” The same pressures that add to the cost of a new home also inflate the value of existing homes, with no value-added. As a result there is a multiplier effect through the resale housing market every time a new charge, fee or levy is applied to new development. In some urban centres the relationship between house prices and household incomes has reached a crisis point. The growing underground economy is also a result of the rising tax burden on housing. In consultations on the federal government’s plan for long-term infrastructure, Shergill said the CHBA has pointed out that calls for new development to pay its own way deflect from the failure of politicians to invest in basic infrastructure over many decades. “What some call an infrastructure deficit should more correctly be recognized as a legacy of failed leadership. Requiring new development to pay for bad decisions in the past is unacceptable.” The CHBA hopes the next federal budget will outline a national plan for infrastructure investment that will give priority to housing affordability and choice.

Most Canadian homebuyers

still consider homeownership a good investment In Ontario…

While a majority of Ontarians (86 per cent) do not expect to buy a home in the next two years, almost as many (83 per cent) feel that a home or condo is a good investment. Given current housing prices and economic conditions, more than half of Ontarians (52 per cent) say it makes more sense to buy now, while 48 per cent prefer to wait until next year.

Four of 10 Canadians planning to enter the housing market over the next two years will be first-time homebuyers, according to the 20th annual RBC Home Ownership Poll. The poll found that the majority of Canadians are taking a wait-and-see approach to home purchases, with 15 per cent likely to buy in the next two years, down from 27 per cent in 2012. “The more cautious mood this year is not surprising and is consistent with broader economic and industry forecasts. An unseasonably warm spring, low rates and anticipation of mortgage rule changes may have led many Canadians to move forward their home purchases in the first half of 2012,” says Sean Amato-Gauci, senior vice-president, Home Equity Financing, RBC. “Our findings suggest confidence in the housing market is still high and young Canadians are the bright spot as they What factors are sidelining buyers? FIRST HOME IN CANADA LABELLED UNDER

THE NEW ENERGY STAR FOR NEW HOMES STANDARD EnerQuality Corp. recently hosted the official ceremonies to mark the labelling of the first home in Canada qualified under the new Energy Star for New Homes (ESNH) Standard. This custom home was built by Sloot Construction Ltd., in Phase II of its Hale’s Manor community in Guelph. On hand to unveil a plaque on the home that commemorates this distinction were: Peter Braid, Member of Parliament for Kitchener-Waterloo, on behalf of the Honourable Joe Oliver, Canada’s Minister of Natural Resources; Mayor Karen Farbridge, City of Guelph; EnerQuality President Corey McBurney; John Sloot, President of the Guelph and District Home Builders’ Association and President of Sloot Construction; and Andy Goyda, Market Development Manager at Owens Corning Canada and owner of the home being recognized. Present to provide industry support were Members of the Guelph & District Home Builders’ Association, and Executive Officer Stacy Cooper; John Meinen, Ontario Home Builders’ Association (OHBA) Second VicePresident, and President of Pinnacle Quality Homes; and Manager of Marketing and Media Relations at Building Industry and Land Development Association (BILD) Andrei Zaretski. An Energy Star qualified home is built by a builder participating in ESNH which incorporates advanced energy-efficient features. To receive the Energy Star qualified label, homes are inspected to ensure they meet the technical requirements for energy efficiency developed by the Government of Canada. Each Energy Star qualified home is third-party verified by Certified Energy Evaluators, and labelled by EnerQuality, a licensed Service Organization. The Energy Star name and symbol are registered trademarks of the United States Environmental Protection Agency and are administered and promoted in Canada by Natural Resources Canada. “Our Government is committed to new standards that promote energy efficiency, save Canadians money, create jobs and strengthen the economy,” said Peter Braid, Member of Parliament for Kitchener-Waterloo. “Energy Star is an internationally recognized brand and a trusted symbol for identifying energy-efficient products

and this new standard will help home buyers identify the most energyefficient new houses.” Guelph has long been recognized for its proactive stance on the environment. Mayor Karen Farbridge, City of Guelph, brought official greetings from the City. In her remarks, Mayor Farbridge stated, “Guelph is committed to consuming less energy per capita than comparable Canadian cities and new homes with Energy Star help us achieve this goal. My congratulations to Sloot Construction for its commitment to green development, and to local resident Andy Goyda for championing energy-saving initiatives.” “The home building industry, led by innovators like Sloot Construction, continues to demonstrate their capacity to aim higher and do better,” said EnerQuality’s Corey McBurney. “The new national Standard raises the bar for better-built homes, and sets a benchmark that is readily achievable by both custom and production residential builders.
