Not only does townhouse and condominium living afford you the opportunity to live in a prime neighbourhood at a great starting price, when it’s time to move you

can often opt to remain in the same neighbourhood, since many communities offer a mix of designs and sizes, which allows families to relocate easily without having to change jobs or schools. Today’s communities generally have a range of sizes and prices that start at the “affordable” end of the price spectrum. Many builders and developers are gearing up for their grand openings and have new communities available for quick occupancy. other Nature clearly has no sense of humour. At time of writing – mid-April, no less – temperatures hovered around zero Celsius, and we were greeted with a few centimetres of snow this morning. Snow. In mid April. In Toronto. Indeed, an unusually harsh winter has already delayed the start of the spring real estate season in many Canadian markets, while low inventory is leading to significant price increases in areas where supply isn’t keeping pace with demand. Meanwhile, an improving economy is leading to growing consumer confidence, creating a strong foundation for residential real estate growth. This, according to the 2014 ReMax Spring Market Trends Report.

Spring can’t come soon enough, in more ways than one. Also at press time – April 15, to be exact, and one day before the Bank of Canada’s next interest rate announcement – mortgage rates remain at historically low levels. Collectively, these conditions are producing something of a perfect storm of opportunity for Canadian homebuyers. And while the ReMax report largely focuses on resale, the new home market also stands to benefit. Demand is high and supply in some areas and housing types may be limited, but for buyers who are well financed, well prepared and ready to act fast, new home purchases this spring will likely prove to be wise decisions.

The board provides an impartial, independent tribunal that is responsible for handling appeals of land-use planning disputes. It is removed from local political pressures and renders decisions in the broader public interest based on sound planning principles. BILD fully supports the role of the board as an evidence-based body. According to the City of Toronto, only four per cent of all land-use applications go to the OMB and we feel that it does a good job in handling those disputes. It’s important to note that OMB decisions are based on evidence provided by expert witnesses. This ensures that long-term public policy objectives, rather than short-term political judgments, are observed.

This is an important issue now, because the City of Toronto staff is considering how to create a Local Appeal Body with locally appointed officials handling disputes. Our industry feels that shouldn’t occur until municipalities have operational experience. In a letter to the City, BILD has recommended that it does not proceed with a LAB because it would cost too much and could involve conflicts of interest, as the board members would be appointed by council. City staff estimate that creating a LAB would cost $1.75 million per year, and that some of the costs would be paid through property taxes. To recover all costs of the LAB, it would cost about $6,000 per appeal application. It costs $125 to file an appeal to the OMB. The OMB works, so why try to replace it? This is one of the arguments we made in our submissions to the province for its public consultations into the Development Charges Act and the Land Use Planning and Appeals System. So, what does this mean for you? Despite what you may have read about the OMB, today many of the board’s decisions have resulted in celebrated projects across Toronto. These success stories include the Distillery Historic District, 18 Yorkville, One Bedford and The Kings (King and Parliament, and King and Spadina). These five developments would not be what they are today without the decision making of the OMB and they have helped Toronto become a world-class city. Contrary to the strong media perception that the OMB most often sides with developers, independent research by a leading expert on public policy, Aaron A. Moore, found that the OMB most often favours expert testimony of municipal planners as they are considered to have greater autonomy than their private sector counterparts. This is why the professional opinions of municipal planners are a critical component to the decision-making process. It is an important planning principle to build complete communities and to do that, a land owner interested in participating has to research and study what the neighbourhood looked like in the past, what it looks like in the present and what it could be in the future. But as a model for handling appeals of land-use planning disputes, we think the OMB works just fine.

energy-efficient homes that are tightly constructed to keep cold air out in winter and cool air in during summer. If water from leaking pipes or fixtures is not immediately cleaned up, and indoor humidity levels are not properly controlled, there can be consequences. Sometimes, the damage is easily seen, such as when hardwood floors expand and warp, or condensation in windows causes fogging; other times, it is hidden inside the walls or roof. Regardless of where it occurs, moisture damage can lead to rot and even structural failure in extreme cases. Aside from the obvious headaches this will cause, you need to know that damage resulting from a failure to properly control moisture may not be covered by the builder’s warranty. Always use your home ventilation system to control moisture. Regular use will exhaust excess airborne moisture caused by bathing, showering, doing laundry and cooking. In a typical home, more than 20 litres of water are added to the indoor environment every day. That’s 7,300 litres in a year, enough to fill a medium-sized swimming pool. Bathroom fans, kitchen range hoods and heat-recovery ventilators are specifically installed in your home to help you control moisture and contaminants. In addition to moisture control, here are a few tips to help maintain your home this spring: Outside the home › Keep flowerbeds and landscaping at least six inches or 150 mm away from the top of the foundation. Placing soil near or above the top of the foundation allows moisture to come into direct contact with the structure of the building. › Clear eavestroughs of debris regularly and extend downspouts so that water is directed away from the building. Water flow can erode the ground near the foundation and create depressions where water collects. Inside the home › Purchase a “hygrometer” to monitor the relative humidity in your home. › In the winter, keep relative humidity in the range of 30 to 45 per cent. When using a humidifier, follow the manufacturer’s instructions. › In the summer, dehumidify the basement to avoid condensation buildup on the cool foundation walls. Relative humidity levels should not exceed 60 per cent. › Repair leaky pipes and fixtures immediately. Clean and completely dry any areas that are dampened or wet within 48 hours. › Store organic materials such as newspapers and clothes away from cool, damp areas. Keep storage areas tidy so that air circulates freely. › If you are adding a hot tub to your home, or have a large collection of plants, consider the amount of moisture they will add to your indoor air and ventilate accordingly. › Never vent your clothes dryer inside your home. If you have a gas- or propane-fired dryer, you may also be venting carbon monoxide inside your home. › Investigate and identify any musty smells and odours. They are often an indicator that there is a hidden moisture problem. Talk to your builder about what else you should be doing each season both inside and outside to ensure proper upkeep. Many will be able to provide you with details about maintenance, including information about specific products provided by manufacturers. Knowing how to properly operate all the systems in your new home – including heating, electrical, plumbing and air conditioning – will help safeguard your warranty. Doors Open Toronto to explore secrets and spirits of Toronto sites

Doors Open Toronto presented by Great Gulf will return on the weekend of May 24 and 25, offering free, rare access to more than 155 architecturally, historically, culturally and socially significant buildings across Toronto.

This year’s event will give residents and visitors an opportunity to explore Toronto’s sites through the theme Secrets and Spirits… Exploring the Mysteries Behind the Door. This year’s theme will highlight secret spaces, stories of spirit sightings and unexplained mysteries at more than 75 locations, including an underground bowling alley in a downtown church, a secret tomb in another church, haunted tunnels beneath a school and bank vaults in a hotel. Other offerings in this year’s Doors Open Toronto will include the Doors Open Speakers Series on current topics in design and architecture, art exhibits, the addition of more than 40 new participants in the 2014 building lineup, and free architectural and “ghostly” walking tours. A new product recently launched on the North American market makes living spaces healthier from the ground up – literally. The first of its kind in the world,

TD advises on specific considerations when taking a less conventional approach to buying property

Today’s homebuyers don’t always look like the traditional nuclear family of the past. As a recent TD survey

discovered, a quarter of Canadians who bought a home in the last 24 months – or are planning to in the near future – did so on their own. Furthermore, four in 10 Canadians think buying property – whether a primary residence or vacation home – with friends or family members is a great way to get started. With this shift towards non-traditional ways of purchasing property, planning carefully can help avoid potential bumps on the road.

“Whether buying a home on your own or together in partnership with family members or friends, many of the guiding principles remain the same,” says Michelle Snow, associate vice-president, retail products at TD. “Start by setting a realistic budget, talking to a mortgage specialist for advice and taking the time to make an informed decision. Homebuyers pooling their resources may be able to make a larger down payment on their purchase, and there are benefits to this. For example, homebuyers who put down 20 per cent or more may avoid paying for mortgage default insurance. The premiums for mortgage default insurance are calculated as a percentage of the mortgage and paid up front or by adding it to the principal portion of the mortgage. Eliminating or decreasing this premium can result in significant savings over the lifetime of the mortgage. “Once homebuyers set their budget and down payment, they can take their prospective monthly mortgage payment for a test-drive and ‘pay’ into a TFSA or savings account,” says Snow. “This two-fold solution allows the homebuyer to see how comfortable the monthly mortgage payment is before locking in, and save for a larger down payment at the same time. For co-purchasers, it opens the line of communication to talk about how these monthly payments will work after the purchase.” While agreeing on a budget and down payment are essential, the conversation shouldn’t stop there, Snow advises. Co-purchasers also need to agree on the key characteristics they want in a property, and what they are and are not willing to compromise on. When you get ready to start your house hunt, you’ll likely start by compiling a list of “needs” and “wants.” Your needs will include the size of the home, including how many bedrooms and bathrooms your family wants. Your wants, on the other hand, may include more conveniences, such as new upgrades and appliances and extra storage. If you’re part of a growing family, finding a home near a good school is probably also near the top of your needs list. Depending on where you live, it may not always be possible to find something within walking distance. But beyond just proximity, you may be more concerned about the testing results of any schools your kids could potentially go to. So, where can parents find this information? Unfortunately, it can take time to dig around for it online. Every year, the Fraser Institute releases “report cards” for schools all across Canada. Divided by province and then again by elementary and secondary schools, parents can view charts online

and download PDFs that reveal everything, from average exam marks, fail rates and graduation rates, to gender gaps in certain studies and more. Each school then receives an overall rating out of 10 – 10 being the best score a school can get. In most provinces, there are also other organizations that measure student achievement through standardized tests. For example, the Education Quality and Accountability Office (EQAO) in Ontario is responsible for measuring achievement in reading, writing and mathematics in relation to the province’s curriculum requirements. EQAO takes the average scores of these tests (in percentages) and gives each school a grade between zero and 100 – 100 being a perfect score. The task of looking for these scores for every individual school your kids could potentially go to is daunting. Finding a home you can commit to buying is hard enough – making sure it’s within the boundaries of the school district you want, and close to good schools, only adds to your stress throughout the process. Fortunately, if you’re a homebuyer in Toronto, there’s a new website that revolutionizes the process. Scholarhood.ca helps buyers find homes close to the best schools in Toronto. The site showcases the boundary data for all of Toronto’s school districts on a map, and uses up-to-date metrics from the Fraser Institute and EQAO to show how schools rank in each district. When you find a district you’d like your kids to go to school in, you can request all the listings within the boundary lines. Apparently, it can be that easy.

Toronto housing market posts strong price appreciation in first quarter of 2014 Upward pressure on prices continues The latest Royal LePage House Price Survey shows robust yearover-year price appreciation in the first quarter for standard twostorey homes and detached bungalows, with both rising 6.8 per cent to $716,698 and 4.1 per cent to $589,250, respectively. noticeable influx of members of the Echo Generation looking to buy their first detached home. “Multiple-offers are nothing new in recent history when it comes to quality family homes in this city, and the last quarter was no exception,” Romanese adds. “However, with the weather now taking a turn for the better, we are starting to see more listings roll in, with a more fulsome surge of inventory expected after the Easter weekend, which should be most welcome news for buyers.” The condominium segment continues to hold its own despite the negative pundits, but according to Romanese, specific price trends and activity levels vary at a neighbourhood level. “The real estate landscape in Toronto continues to be the tale of 100 markets with visible variances from neighbourhood to neighbourhood.” Nationally, most regions showed healthy year-over-year price growth, with the average price of a home in Canada rising between 2.5 per cent and 5.4 per cent. In the first quarter, the average price of a two-storey home increased 5.4 per cent to $428,943, while detached bungalows rose 4.4 per cent year-overyear to $380,765. Standard condominiums posted slightly lower gains of 2.5 per cent to $252,174. “With the slightest trace of a weather recovery in most parts of the country, we are now finally seeing the arrival of housing inventory. This, combined with pent-up demand following a particularly long and harsh winter, is setting the stage for an exceptionally robust spring 2014 market,” says Phil Soper, president, Royal LePage. “This is good news for buyers, as the price spikes we have seen in a number of cities will be alleviated by this additional supply.” “With a number of supportive economic factors in place, the country’s healthy real estate market continues to display its strength,” Soper adds. “The federal government is heading towards a balanced budget for the first time in over six years, while all signs point to a continued low interest rate environment. Moreover, the strengthening global economy and a weaker Canadian dollar are fueling demand for Canadian exports and reducing dependence on the household sector to sustain our economic success.”

The Canadian real estate landscape, though it has experienced challenges in some areas and housing types, is proving resilient. Experts do not foresee a U.S. style crash, but a decline in sales with moderate price increases is likely for some areas. Quick flips and fast returns may be a thing of the past. First-time homebuyers should not try to time the market, but buy when you are ready and able. Leave market timing to the experts, if such a thing is possible. A home used as your primary residence is a great investment. From a financial and tax perspective, there are at least three good reasons. In Canada, the sale of a family home is tax-free. A home that is a principal residence that is subsequently sold at a higher price than initially purchased, will be exempt from income taxes. That’s right, Stephen Harper will not share in your good fortune. Secondly, pay yourself first, not a landlord. For many, mortgage payments are a way of “forced savings.” It makes more economic sense to fatten your pocket than a landlord. Thirdly, you can decorate and enjoy the home as you please. No money saved, but gratifying to the soul. However, before venturing out into the land of homeownership, it would be

prudent to do some homework. There were changes introduced in 2012 by the federal finance ministry that affect mortgages and the housing industry: ›› Buy what you can afford Many times, the heart is bigger than the pocketbook. An individual and their spouse, provided they qualify, may withdraw up to $25,000 each, tax-free, from their RRSPs. You then have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal.

Purchasers of new, resale and condominium homes who visit our offices are often confused about the way the harmonized sales tax (HST) affects their transactions. This inspired us to write a few words in the hopes of demystifying this oftmisunderstood aspect of the new home purchase. Purchases of new freehold and condominium homes in Ontario – unlike resale or “used” homes – are subject to the HST. HST is a combination of the eight per cent Ontario provincial sales tax (PST) and the five per cent federal goods and services tax (GST). The percentage of HST applicable to the transaction is directly related to the purchase price of the home. However, homebuyers are able to claim a rebate of some of the PST and GST. For example, the rebate associated with the PST portion of the tax is available for new homes priced up to $500,000. The PST rebate for new properties under $400,000 is six per cent of the purchase price (or 75 per cent of the eight per cent PST portion of the HST), with the rebate amount reduced for homes priced between $400,000 and $500,000. There is a similar rebate mechanism for the five per cent GST portion of the HST. What is important to understand is that the vast majority of Ontario builders incorporate the rebated amount of HST in their purchase price. This is because the HST rebate is immediately available only to purchasers who are buying new properties with the intent that they will be their primary place of residence or the primary place of residence of a family relation. In this case, the purchaser does not have to submit a rebate application directly to the Canada Revenue Agency (CRA). The purchaser will sign the rebate application and provide it to the builder, which will then send the rebate application to CRA when the builder claims a deduction in its net tax calculation for the amount of the rebate. Structured this way, the HST is effectively a non-issue for purchasers as the builder takes care of all the paperwork. In cases where the purchased property will not be the principal residence of the buyer or a family relation of the buyer, but will instead be an investment property, it is the responsibility of the buyer to inform the builder. This is because the builder must add back the HST rebate to the purchase price which will have to be paid by the buyer upon closing. This does not mean that the HST rebate is lost to the buyer as they will have a two-year period in which to claim the HST rebate directly from CRA, provided certain guidelines are met such as a ‘reasonable expectation’ that the first use of the property is – or will be – by a tenant occupying it as their primary place of residence for at least one year. Required supporting documentation will include the Agreement of Purchase and Sale, the Statement of Adjustments,

the insurance policy on the property, as well as the lease with the first tenant. The rebate in this case is calculated in the same manner it is in respect of owneroccupied dwellings. It is important to note that while investor-purchasers of new long-term rental accommodation are eligible for the HST rebate, speculators are excluded. Anyone who buys and rents a new freehold or condominium home must repay the full amount of the rebate (plus interest) if the property is sold within one year – unless the new purchaser acquires it for use as their (or a relation’s) primary place of residence. It is also important to note that lying to the builder about your intention to live in the new property when you will, in actuality, rent it out can cause you problems with the CRA. If you do this and the CRA finds out, you will be liable to pay back the full amount of the HST rebate you received on closing plus applicable interest and penalties. In addition, you will be swearing affidavits under oath or affirming the truth and you could be guilty of perjury. Please note that the underlying legislation is more complex than it may appear from reading this article. Sale sign turned to Sold quicker than expected. Now, those worries about selling our home have shifted to buying one and meeting everything on our must-have list – budget and timing included. In a casual chat with a real estate agent about our plan – selling our home first, then buying – he advised me and my husband to take the reverse route and buy first. “It’s a sellers’ market,” he said. “Selling won’t be the problem, it’s buying that you should be more concerned with.” Well, the agent was right on one count – our house sold in a matter of days. But buying before selling? While the idea of taking our time to house hunt, pack and move appealed to us (my husband are I are both meticulous planners; we had our whole wedding timed, right down to the minute!), the possibility of paying two mortgages simultaneously, or settling for less than list price on our home in the interest of a quick sale, were certainly not in the plan. Ultimately, our comfort level dictated that selling before buying was the way to go. We now know exactly how much equity we have to put toward our new house, and we won’t get stuck paying two mortgages. To us, this peace of mind is worth the risk of possible bidding wars and being beaten out by a bigger, better offer. In fact, we almost expect that scenario. After all, it is a sellers’ market, right? While it’s a good idea to pay attention to the headlines and all the advice offered – professional and otherwise – take it with a grain of salt. You can never really predict what will happen in the real estate market, though many may try. Experts guess at where the market is going based on trends and historic data. And while the picture may look a certain way from a national, provincial or city-wide perspective, what happens from one street to the next, from one price range to the next, can differ dramatically. Your guess as to what the housing market holds in your specific circumstances is as good as anyone’s. Is it a buyers’ or sellers’ market? Will prices rise or drop in the next few weeks while we search for the best home and the best deal? What will happen to mortgage interest rates in the

short term? Should we buy now, or wait until the feverish, spring-time frenzy blows over? Rather than losing sleep worrying about things you can’t predict or control, think about your own circumstances and plan your future based on your personal facts. Take an honest look at your financial situation. Review your assets and debts, including mortgage (current and expected payments), car loans, lines of credit, student loans and other bills. Are you secure in your job? Are you planning to grow your family? Will you be taking parental leave from work, and if so, can you afford to pay all your bills on your now-decreased income? Once you figure out what your reality is and where your comfort level lies, you’ll be better equipped to make a decision without being bombarded by the latest headlines. The key message? Buy when you’re ready for the market, not when the market is ready for you.

Unpack your common sense for a smooth move » by Chuck Resnick When it comes to moving, a little common sense goes a long way in transporting your belongings to your destination so that they arrive in good shape and on time.

Considering the importance our “stuff” has in making us feel comfortable in our surroundings, these items deserve special thought and care. Thinking ahead is the best thing you can do when it comes to making arrangements and packing. Organization should be your mantra, efficiency your goal. If you are doing the packing, look ahead to lifting, stacking and unpacking the boxes during your move. People often run to the grocery or liquor store to pick up cartons, and then use newspaper as cushioning. Although this approach can save you a few dollars, in the long run, you may pay for it in stress, time and broken items. Instead, think about purchasing cartons and packing paper from the professional mover you’ve chosen. The boxes come in uniform small, medium and large sizes, which are easy to stack in a moving truck or van. Trust me, this convenience is huge on moving day. Unlike newspaper, packing paper does not leave behind ink that then has to be cleaned during an already hectic time in your life. During the packing itself, be generous with whatever you are using to cushion your things, especially fragile items. People often cram too much in each box in an attempt to keep the number of cartons down. As good as that sounds, it can backfire, as too many items with not enough cushioning may shift during transportation and damage each other. In addition, someone will have to lift each box and place it into the moving vehicle. Packing too many heavy items into one container can result in no one being able to pick it up, or worse yet, the box breaking from the weight. Common sense will tell you that heavier items should be packed in smaller boxes, and vice versa.

Did I mention labeling? Again, a little common sense goes a long way to success at the other end. When you pack the moving vehicle, remember to place the boxes you’ll need first, last — and label accordingly with the contents and which room it goes into. Even better, if you are driving to your next residence, place things such as garbage bags, tissues, dish liquid, etc. into the car. You should also carry valuables such as jewelry, your laptop, important papers and the like separately from the bulk of your items. Another way to apply common sense to packing is to look at each item with the thought, “Do I really need and use this?” Especially if you are moving from a house into a condominium suite or apartment, paring down possessions is important. The fewer things you move, the less your move will cost in terms of time and money. And speaking of money, if your budget allows, hire movers to do your packing and transporting. We do this every day, and we have it all down to an efficient system. Professional movers want our moves to go smoothly as much as our clients do. Everyone is born with common sense, but few use it. If you are planning a move, I encourage you to be one of those savvy few!

Follow these steps to see if you’ll qualify for a mortgage on your dream home

Calculate the combined monthly before-tax income of you and your spouse. Divide by three. This figure is the monthly payment you can afford to make on your home. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most firsttime buyers take the 25-year amortization.)

Multiply this figure by the amount you need to borrow. Divide by 1,000.

Add to this your estimated monthly heating costs and monthly property taxes. If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.
