Smaller households, smaller homes Canadian households are shrinking, according to Statistics Canada data. Seven decades ago, the average household consisted of 4.3 people; by 2011, the average size had dropped to 2.5 people per household. While the majority of Canadian homes over the last century were built to support larger families, nowadays one or two people make up the majority of households. This is why condominium living have become increasingly popular.
The impact of smaller families on the Canadian housing market has been significant, spurring a dramatic change in the types of homes and apartments being constructed. The introduction of townhomes, lofts and condominiums is effectively servicing smaller families and singles who need homes and nearby amenities. While larger homes are still a need for some, the next time you see another crane in the air keep this new demographic dynamic in mind.

When you buy a new home, there’s a little thing called Development Charges (DCs) that are added to your bottom line. And they’re not so little. Oh, you didn’t know that? And you didn’t know that these charges derive from government fees and taxes, are rising significantly and add as much as 20 per cent to the cost of a new home in the GTA? Indeed, the home building industry has been warning that DCs – intended to pay for infrastructure associated
with new communities – are rising prohibitively high, in a municipal process that is less than transparent. Recent policy changes are intended to improve this situation (see pages 14, 18 and 32). But in the meantime, as you explore the new home market, you might want to learn about the issue, what your DCs amount to, and where they’re going. It’s your new home, your community and your future, so these are fair questions.

Housing affordability is an important issue for many and for the building industry By Bryan Tuckey THE AFFORDABILITY OF housing in the Greater Toronto Area is an important issue. It is one that most GTA residents watch with interest, and it is one that has them worrying about what the future will hold for them and for their children. According to a recent poll that we conducted with Ipsos, 70 per cent of GTA residents are concerned about their ability to afford to buy their next home. The poll of 1,500 GTA residents was taken in late August. More than one third of the people, some 39 per cent said they were very concerned, while 31 per cent said they were somewhat concerned about the affordability of their next home. We also asked people if they were concerned about their children’s ability to buy a home when it comes time to buy. Of those who have either adult children or children under 17, more than three-quarters, some 78 per cent, said they are concerned that their kids will face challenges with affordability when it is time for them to purchase a home. Almost half, 46 per cent, said they are very concerned about their children’s ability to purchase a home. Affordability is also a major issue for the industry and one that we are passionate about. We are in the new home building and selling business, and we need people to be able to afford to buy our products. As an industry, we continue to innovate and provide consumers
with new housing choices that are affordable. Ground related developers have been and will continue to build many different types of townhomes as well as semis and detached homes. Developers building condominiums in the GTA will keep finding creative ways to maximize living space and reduce the suite size to make them more affordable for new-home buyers. But innovation alone will not address the challenge of affordability. Our housing market in the GTA is dynamic and it is complicated. Like all markets it is subject to the economic laws of supply and demand, but to complicate matters it is also impacted greatly by governments at all levels. Things such as land use, housing and fiscal policies; government taxes/fees/charges; outdated zoning bylaws and approval processes; and lack of land that is serviced with infrastructure and ready for development are key factors in the challenge of affordability. Government fees and taxes amount to an average of one-fifth

the cost of a new home in the GTA. A large part of those fees are development charges. Since 2004 development changes in the GTA have increased between 143 and 357 per cent. Another issue that adds to the cost of building housing is outdated municipal by-laws. Many GTA municipalities are operating under outdated by-laws which can result in project timeline delays and unnecessary expenses for new home buyers. Increased pushback or NIMBYism from neighbourhoods and residents who don’t understand intensification policies can lead to disputes and delays that often lead to increased costs for new homebuyers as well. To tackle the issue of housing affordability all those involved need to be engaged in finding creative solutions.

Score one for the industry lobby By Wayne Karl YOU CAN’T SAY it never pays to speak up. Following an “unprecedented” meeting in late November, where experts from the new and resale sectors gathered to warn that government fees and taxes are among the reasons affordability is becoming a “serious issue” in the GTA, December began with some good news for homebuyers and the real estate industry in Ontario.
At the meeting, Toronto Real Estate Board President Mark McLean warned that the provincial government was considering allowing Ontario municipalities to begin to charge their own Land Transfer Tax. This would further make it more difficult for people to afford homes, at a time when prices are already rising significantly. But within days, some good news came when Municipal Affairs Minister
Ted McMeekin announced the 444 municipalities across Ontario would not be given the same power as the City of Toronto to impose an LTT. Like McLean, the Ontario Real Estate Association and other industry groups had long been lobbying that another tax – adding to higher costs – would hurt home sales and the economy. But another matter, – the larger, more complicated issue of DCs, used by about 200 Ontario municipalities – is still up for discussion. “It is becoming increasingly difficult for us to design build and sell homes which people, especially first-time homebuyers, want and can afford,” says Bryan Tuckey, president of the Building and Industry Land Development Association. Government fees and taxes now amount to 20 per cent of the cost of a new home in GTA. “From 2004, Development Charges (DCs)have increased in the GTA between 143 and 357 per cent,” he says. On Dec. 3, the province passed The Smart Growth for Our Communities Act, 2015, which reforms the Development Charges Act and the Planning Act, to “give residents a greater say in how their communities grow, and provide municipalities with more opportunities to fund community services such as transit and recycling.” To the home building industry, however, this still sounds worrisome, and more lobbying may be required. “New neighbours ultimately pay every new tax generated by government,” Ontario Home Builder’s Association CEO Joe Vaccaro told New Home Guide. “If municipalities believe that transit is the priority project, they have a responsibility to be accountable, transparent and fair in how they determine the entire tax bill that falls on the back of new-home buyers and businesses. This cannot be a piling on of higher taxes to pay for municipalities’ infrastructure programs.”

PURCHASING A HOME will be one of the biggest investments you’ll ever make. If you’re just starting to look, there are a few steps you’ll need to take before you can buy a home.
Determine how much you can afford First, you have to determine what you can afford. Your affordability is based on your household income, your current monthly debt payments and the costs associated with owning a home (such as property taxes, heating costs, and condo fees). A lender will also look at two ratios to figure out how large your mortgage can be. The first is called the gross debt service ratio. Your monthly housing costs for (principal and interest, taxes, and heating costs) shouldn’t be more than 32 per cent of your gross income. The second is called the total debt service ratio, which includes your housing costs as well as any loan expenses (such as credit card and line of credit payments, and car loans or leases). This ratio shouldn’t be higher than 40 per cent of your gross income.
You also have to come up with enough money to make a down payment. You’ll need to have a minimum of five per cent. If you’re able to come up with a down payment of 20 per cent or more, you won’t need mortgage loan insurance. And you should also have money saved for closing costs, which could be between 1.5 and four per cent of the purchase price of your property. Dip into savings Once you’ve determined how much you’ll need, you’ll have to find a source for your down payment and closing costs, one of which can be your RRSP. Under the Home Buyers’ Plan, you can withdraw up to $25,000 from your RRSP on a tax-free basis as long as the funds have been in the plan for more than 90 days. If you’re purchasing a property with a partner who’s also a first-time buyer, you’ll each be able with withdraw $25,000. Keep in mind that the money has to be paid back starting the second year after you make the withdrawal and
you have up to 15 years to repay the amount. If you don’t make an annual payment, you’ll have to declare it as taxable income on your tax return for that year. If your RRSPs or other savings aren’t enough, your family may be able to help you. In fact, an April 2015 BMO survey found 42 per cent of first-time buyers expect their parents or relatives to help pay for their first home. Shop for a mortgage It can pay to shop around. If you and your partner go with the first mortgage rate you find, you could end up paying a lot more. Let’s assume the following: you plan on buying a $500,000 home with a $400,000 mortgage, your amortization period will be 25 years, and you have a five-year fixed rate of 3.5 per cent. That means your total mortgage payment will be $1,997 a month. But if you do a little research, you could save some money. If you’re able to get a mortgage with a fiveyear fixed rate of 2.5 per cent, your payments will be $1,792, a difference of $205 a month or $2,460 a year. That’s why you should look for the best mortgage rates. You need to be ready financially before you’re able to purchase a property. Knowing what steps are involved to become a first-time homebuyer will allow you to start your search for buying a home.

Get your home ready for winter By Lisa Rogers
WHEN THE TEMPERATURES turn chilly we all tend to hibernate in our homes. Knowing that I’ll be spending more time indoors over the next few months, I like to plan ahead and prep my home for the coming long winter. To make your space more liveable, here are some simple de-cluttering and organization tips.
Make space for winter It’s time to put away all of your summer items like jackets, shoes, hats, golf clubs and tennis rackets. I like to clean everything first and use a storage space where moisture won’t get at them. Then I have room to stock up on bulkier winter items, such as coats, hats and boots. Use the basement as much as possible for storage and look for simple cabinets that help make the rotation of summer to winter items easy. Make an entrance Identify the key entrance in your home that you will use most often, whether it’s the front or back door, so you can prepare it for snow and ice. I always place a rough matt made of wood or rubber at the door so everyone can wipe mud, snow and salt from their boots. I also put an absorbent matt inside the door to soak up any excess moisture. If you don’t have a storage space at the front or back door – wherever you have the most traffic – create one with a cupboard or bench so you can easily find items. If you have this space then make room for gloves and hats by cleaning it out. Install wall hooks if you don’t have them or place a coat stand near the door. I use boot

racks, but make sure it’s on a matt to catch dampness and use baskets to organize mittens and scarves. Service your home Have your furnace serviced so there aren’t any unwanted surprises. Also make sure that your humidifier is working well. Not only do the cold, dry temperatures make your skin suffer and crack, but the same can happen to your wood floors and furniture. I always check my windows for drafts and make sure they’re well insulated; weather stripping is a great way to catch any cracks. To avoid any
unexpected water bursts, inspect your pipes and don’t forget to drain your garden hoses and sprinklers. Don’t forget your fireplace. I stack up on wood and have my chimney inspected and cleaned by a professional. It’s also a good idea to vacuum your vents and change the furnace filter. A great way to save money on heating is with a programmable thermostat to control the temperature when you’re sleeping or not at home. Finally, check the batteries in your fire detector and CO2 thermostat. I suggest having a stock of batteries at the ready so you can change them out immediately. Now your home’s ready for winter and all you need to focus on is curling up by the fire with a good book!

Improving our quality of life by building great communities By Joe Vaccaro
PEOPLE FROM AROUND the world
come to Ontario because of our quality of life and the opportunity for a better future. The Greater Golden Horseshoe (GGH) welcomes 100,000 people every year. The provincial government believes that by 2041, the region will add three million residents – a 45-per-cent increase – for a total population of 13.5 million. It is important that we have a plan in place to support growth and protect environmental features. Ontario’s Greenbelt and the Growth Plan work together to protect and conserve areas while creating new communities and requiring changes in our existing neighbourhoods. Ontario’s celebrated and cherished Greenbelt protects more than 1.8 million acres around the GGH. It needs to be improved and enhanced to help our communities create new animal and plant habitats, clean our water and provide new points of public access for residents to enjoy. Investing in a Smart Greenbelt will improve our quality of life. The Growth Plan was created to complement the Greenbelt – to answer the question of where we put those three million new people – in a thoughtful and proactive way. These decisions impact every aspect of community building in our region, and everyone should have an opinion about it. Acting as Chair of the Greenbelt Growth Plan review panel, David Crombie was asked to help us
understand how connected these plans are to Ontario’s future. Connecting the dots is always a challenge when discussing why and how new housing comes to communities. It is sometimes difficult for existing neighbours to appreciate how new urban townhouses in midtown Toronto help protect rural agricultural lands. It is equally difficult to explain that a 40-storey condo built into a future subway station will improve the water service and prevent future basement flooding. It is even more difficult to explain that new GO service will require new transitinspired communities filled with people who will use GO and help focus growth to reduce congestion on our highways and roads. The Ontario Home Builders’ Association has been trying to help connect those dots. Working with the Pembina Institute, we released “Making Way
for Midrise – How to build more homes in walkable, transit-connected neighbourhoods,” a report that showed how intensification in transitoriented communities will allow some cities to build up instead of out. Applying smart growth principles means building new housing and offices along subway and transit lines. These communities will improve the quality of life for existing and new residents, while helping preserve productive farmland. I often hear the familiar criticism about 1970s suburban sprawl, but today’s planning isn’t a Joni Mitchell song. Paving “paradise to put up a parking lot” isn’t an option; we need to connect the dots because we are all connected in this community. The Greenbelt and Growth Plan are the cornerstones of progressive smart planning in Ontario. We are building better communities today because we all deserve to have the best quality of life.

For the majority of new-home owners, the experience is a positive one. Most builders stand behind their construction and make repairs when needed. But for some, the experience is not typical. They discover defects in their new home, and sometimes, their builder doesn’t make the proper repairs. Thankfully, all new homes in Ontario come with a seven-year warranty that is provided by your builder, and backed by Tarion. Tarion is here to make sure the new home buying process is working. We set the standards when it comes to licensing and after sales service delivery for warranty obligations. We step in when your builder cannot or will not fulfill their warranty obligations. And at the end of the day, we are here to ensure builders stand by their construction and provide you with the new home that you signed for. Tarion’s registration process is designed to ensure builders have the competence and financial means to build homes. We list every registered builder Ontario Builder Directory, searchable on tarion.com. Any builder that is not listed in this directory is not a registered builder in Ontario, and may be building illegally. If a

builder isn’t registered with Tarion, it may be because they couldn’t pass a technical test or demonstrate solid finances. We find that illegal building often leads to poorly constructed homes with Ontario Building Code violations and other serious defects. Illegal builders have run off with people’s deposits, or left them with homes that are unfinished and uninhabitable. Not too long ago, a couple came to Tarion looking for our help. They gave a builder almost $1 million to build them their dream home. The home was never completed and the builder took off with their money. We helped prosecute this builder who received a jail sentence for his crime. We also issued a deposit claim for the homebuyers. It is not only stories like this that
emphasize the necessity of a Tarionbacked warranty. It is also the need for all new home builders to be held accountable to certain standards in construction and customer service in order to ensure the entire process is working. Get real with your organizing goals By Hellen Buttigieg
YOU WANT EVERYTHING to fit away neatly, display perfectly and know exactly where everything is when you need it. That’s what being organized is all about. But is that realistic? Being organized doesn’t happen overnight and it doesn’t have a finish line. Getting organized is a process; learn what works for you.
Keep it real. You’ll never get organized. Read that again. Yes, that’s what I said. You’ll never get organized because being perfectly organized is not a realistic expectation. Organization is not a destination. You don’t just wake up one day and find that you’ve arrived. It’s a process – a work in progress. So, if you are judging yourself against unrealistic expectations, or holding back on pursuing a goal because you are waiting until you “get organized,” it’s time to look at things differently. Instead of trying to get organized, strive to become more and more organized every day. Doesn’t that feel more attainable? Use your instincts. Are you surrounded by piles of papers on your desk, your floor and any other flat surface in your office? Don’t fight your instincts, work with them. Rather than trying to adapt to traditional ways of filing, like using a lateral filing cabinet, use horizontal methods instead. Use stacking trays or literature sorters, which can be placed on your desk or installed on the wall. Now label them with the categories you use most. It will be easier to adapt to filing papers when you don’t have to change your piling habit.
“Let go of what you don’t need to make room for new things to come into your life.” Out with the old, in with the new. Are you holding on to things that you’ll never use again? Very often people unconsciously jam their homes full of stuff because the sheer volume gives them a feeling of comfort and security. If you are operating from a need for abundance, remember that your success as a person has nothing to do with all the outdated or rarely used stuff overflowing from your closets. In fact, it’s probably blocking your prosperity. Let go of what you don’t need to make room for new things to come into your life.
Plan before de-cluttering. Before beginning any de-cluttering project, determine in advance how you will dispose of the items you no longer want. If you have valuable pieces and would like to sell them, decide whether you will do this yourself or hire someone to do it for you. If you would like them to go to charity, which one and where are they located? Some charities will pick up, so call them to find out when they will be in your area. It’s not until those boxes and bags leave your home that you will reap the full rewards of de-cluttering. Feeling stuck? If you find yourself backsliding when it comes to maintaining your organizing systems, don’t berate yourself. Rather than dwelling on what went wrong, focus instead on what needs to be done.

THE HOLIDAYS ARE just around the corner and only the most savvy of us have everything under control. That’s one of the problems with our very busy lives… there’s just no time. But if you want to have a happy holiday that doesn’t leave you holding your aching head when the bills roll in come January, you have to start planning early. The longer you wait, the more you’re prone to give in to stress, make impulse purchases, blow your budget or even buy a lame gift. Look at your holiday spending as you would any other big-ticket item. While you’re splitting the cost among a variety of expenses, the bottom line is still the same – you’re spending a lot of money in a short period of time. In the best of all worlds, you would have started saving for your holiday spending in January. Yup, you would have made it a budget item and set aside $10, $50, $150 a month so when the season rolled ‘round, you’d be
ready. After all, it’s way easier to set aside $100 a month than to come up with $1,200 all at once. This is how I do it, and come August I start keeping my eyes open for “deals” on things I know my friends and family will love. Failing that, start here, with Gail’s holiday spending plan » Write down the amount you want to spend in each category of holiday expenses. Gifts are only the beginning – don’t forget to account for travel costs, postage and shipping, decorating, greeting cards, entertainment and photos. » List the people you plan to shop for under the gift category, then divide up your budget accordingly. Limit your budget to what you can afford right now and avoid a financial hangover in the New Year. If you spend $500 on a credit card at 18 per cent interest, and pay the
» Invite guests to bring something to share at a potluck dinner. » Serve brunch, throw a finger-food party or host a wine and cheese tasting instead of a full-blown turkey dinner. » Co-host a party with a pal or sibling, and share the cost. » Make sure you set a dollar limit for your soirée. And list the items, ingredients and decor you’ll need and how much each will cost. » Remember, that the best gifts don’t have to cost money. If you’re financially challenged this year, offer up your time babysitting, cooking meals, house cleaning, massaging, sewing, knitting, transporting, or whatever else you’re good at. Clip a picture of the service you’ll provide and be clear on how often, as in “I’ll babysit one weekend a month from February to June.” Or better yet, make your own coupon book. There now, you don’t have to worry about starting the New Year with a financial hangover. Happy holidays!

Deciphering legal language Deeds, transfers, mortgages, charges, discharges and undertakings By Jayson Schwarz
FOR THE AVERAGE homebuyer,
there are some legal terms that require translation. The Government of Ontario keeps records of every piece of property in the province. These records are called the “title documents.” The document on file, that says who owns the property, is called the “transfer,” or “deed.” All of these documents are filed with the government – a process that is called “registering” the document. When a bank lends money and gets a record of this loan on title, the document is called the “mortgage” or a “charge.” When the charge is paid off, a new document is filed with the government office and it is called a “discharge.” If only part of the charge is paid off, a document called a “partial discharge” can be filed. There are many other documents, but these are a good starting point. Usually when a developer/builder starts a new project, he will go to a bank or other financial institution and just like you, arrange for a mortgage or charge. The difference, however, is that this can be a huge charge. As an example, the builder/developer may have a $50- or $60-million “blanket” charge applied to enable him/her to create and build the project. The next thing that happens is that the house or condominium is built and sold, and it is time for closing. In the Agreement of Purchase and Sale will be a clause that will relate to the discharge of that part of the blanket charge which affects the
The clauses I will not accept stop with the purchaser being forced to accept the builder’s or the builder’s lawyer’s undertaking to register a partial discharge, without the other information. Now, I do not believe the builder or the builder’s lawyers who do not include this information would give the promise without meaning it, but what about things out of their control? For example, if:

property you are buying. The builders’ lawyers (the good ones, in any case) add the clause that the purchaser will accept the promise (undertaking) of the builder’s lawyer to register the partial discharge in a reasonable period of time, but will give on closing two important things: a) a letter (“discharge statement”) from the bank or other financial institution (“mortgagee” or “charge”) setting out how much money has to be paid to the chargee to obtain the partial discharge; and b) a direction from the builder to the purchaser, telling the purchaser to pay the amount of money needed to obtain the partial discharge directly to the chargee.
» the builder goes bankrupt » the builder has a dispute with the bank » some other party seizes the money from the builder » the builder has an internal shareholders dispute and assets are frozen » the lawyer goes to Argentina with the money » the builder goes to Tahiti with the money If we had followed a) and b), none of that would matter. My complaint is that it does not cost the builder anything to give this piece of mind and security to the purchaser. It is just usually the fault of some lawyer trying to prove how good he or she can be. So be careful. Watch for these tricky clauses and consult a lawyer, because only a lawyer can provide legal advice and care enough to catch these kinds of things.

Hundreds of toys collected for York Region families KYLEMORE COMMUNITIES’ trades,
staff and suppliers have once again answered the call to help brighten the holidays for York Region families at Christmas. The Markham-based luxury home builder recently held its annual Holiday Party and welcomed 400 guests, who were asked to bring a new toy. For a third consecutive year, the toys collected were donated to the Christmas Food and Toy Drive organized by Unionville Alliance Church (UAC), which in turn distributes hampers to area families. “We are extremely grateful to Kylemore and their many partners for the wonderful boost our annual toy drive receives,” says Russell Foy, UAC, Hampers of Hope volunteer, who was on hand to receive the toys. “With
their support we have been able to increase the number of families we help at this time of year.” Patrick O’Hanlon, president Kylemore Communities says, “Lending a hand to help others is what unites a community and strengthens our ties to each other. THE WORD EXPANSIVE applies to
Islington-City Centre West, an area that stretches over a huge swath. Not that it doesn’t offer options for leisure activities, particularly around Bloor and Rathburn, with parks and trails aplenty, but there is a distinct commercial vibe. Subway to work, drive to Sherway for shopping or take in a flick at the Queensway Cineplex VIP. But casual strolling to shops, restaurants and spas? Not so much. Vibe You’ll get a different feel depending on where you are. The Queensway is enjoying a spate of development, with new midrise condos and retail expansion to complement existing commercial presence. Head north and you’ll pass through a mix of industrial areas and small retail plazas, with older single-family homes in
quieter residential streets. Highrise rentals are also prevalent. Meet the neighbours There’s a large contingent of families with children, mostly in the six to 14 years age range. NHL player David Clarkson and his family were among them – until early 2014. He lived in the area around Kipling and Bloor, often taking the subway to “work” at the Air Canada Centre. Planes, trains & automobiles Islington-City Centre West boasts an excellent location – with proximity to Hwy. 427 and the QEW, as well as Kipling station where the GO Train connects with the TTC’s Bloor subway line. Heavy truck traffic is noticeable in the southern area populated by light industry and big box stores, but head north through

the residential streets around Bloor and Burnhamthorpe and you’ll find lots of greenspace and paths. Real estate Residential streets in the north are quiet, with large mature trees and nice lots, as well as plenty of rental options. Motorist traffic along the Queensway can test your patience at times, especially heading east during the morning rush hour, while the industrial plazas and warehouses around North Queen apply a bit of a blue-collar feel to the area.

I HAVE NEVER been a fan of painting by numbers, so it’s logical to assume I have different ideas about how a new house should be laid out when designating function and furniture placement. Although you fell in love with your new space as soon as you saw the model and its flashy furniture, this doesn’t mean you can’t break the mold!

the original floorplan. It’s key to note that if the floorplan doesn’t work for your way of life, don’t stick to it! One of the common changes we make in our clients’ homes is flipping the location of living and dining rooms. For many people they don’t use their dining room regularly so it doesn’t have to be as close to the kitchen as once assumed. Nowadays people sit at a breakfast bar or even on the living room furniture to eat and the dining table is used only for special occasions. With this change in lifestyle, the table need not have pride-of-place, but rather is nearby when needed. Another alteration we often make is re-utilizing a separate dining space as an office instead. This provides an active family a place to set up the kids’ computer, file important documents and install a desk or workstations for homework. With French doors often part of the original dining room plans, this provides noise reduction and privacy when needed for office use. For many families, the kitchen becomes the main eating area so the dining room is excess. Finding small nooks or unused areas of floorplans can provide excellent locations to include a small dressing area, a computer desk or even an additional closet. This is particularly true in condos where built-in niches provide excellent storage often not fully used, particularly when space is at a premium. In houses, adding additional kitchen cabinets to an empty wall can better utilize the space and
allow for a pantry, broom storage, a desk area or even a built-in eating bench with storage below. Other examples of simple changes in floorplans can be the inclusion or exclusion of full or half walls (as long as they are not weight bearing), additional closets and the placement of kitchen appliances. But remember, any large change that actually alters the structure of the floorplan will be open to builder charges so consider what makes sense for you and your family. Bottom line: Altering the use of a room or space to better reflect the needs of your lifestyle or departing from the suggested furniture layout will make your home more personal and better utilize your financial investment as you use the your home more effectively.
