Think you can’t afford a home? It’s more affordable than you first thought
M
uch like that bank commercial that says, “You’re richer than you think,” a new home may be more affordable than you originally thought. Perhaps you need only to change your definition of “home” to get into the market. While a detached home is the traditional choice for many, highrise and lowrise suites, lofts and townhomes have become a prime choice among first-time buyers and empty nesters in the market for new place to call home. Not only does townhouse and condominium living afford you the opportunity to live in a prime neighbourhood at a great starting price, when it’s time to move you can often opt to remain in the same neighbourhood, since many communities offer a mix of designs and sizes, which allows families to relocate easily without having to change jobs or schools. Today’s communities generally have a range of sizes and prices that start at the “affordable” end of the price spectrum. Many builders and developers are gearing up for their grand openings and have new communities available for quick occupancy. It’s an exciting time to be shopping for a new place, so don’t miss this excellent buying opportunity. Have a look through this issue and see what you think. The home of your dreams is waiting.

The Ontario Association of Architects hosted a well-attended Site Plan Symposium earlier this month to release a report and recommendations on ways to improve the site plan approval process across the province. BILD members Daryl Keleher, Associate Director at Altus Group and Robert Glover, Principal at Bousfields Inc. authored the extensive report, which highlights timing and cost issues related to the process. The pair spoke to their findings at the symposium. They reviewed more than 400 projects that have gone through the asof-right site plan approval process in Ontario and the top five municipalities studied were: Cities of Toronto, Mississauga, Brampton, Markham and Ottawa. One interesting finding was that despite the Planning Act requirement of an approval within 30 days of site plan submission, more than 35 per cent of all applications took more than nine months to approve. Half of all applications took more than three months to get approved. The study showed that the top three reasons for timing issues were: circulation time of submission between departments; slow or no response from municipal staff; and conflicting comments from different departments or agencies, the authors told the 250 people at the symposium. To prepare the report, the authors spoke with members of the architects’ association, municipal planning directors and members of the development industry. In addition to timing, the research revealed that the site plan approval process has unpredictable costs and they are increasing. This represents yet another government-imposed fee affecting the affordability of new homes and businesses in the province. At BILD, we have been working to shed light on the affordability issue. We have research that shows government fees and charges can add up to one-fifth of the cost of a new home across the GTA. The authors also told the symposium attendees that their research showed that the process can be subjective and expectations of requirements can be unclear. The legislation is not the problem, they heard, but the administration of it needs improvement. Streamlining applications, exempting certain applications and creating dedicated site plan review teams were some of the recommendations included in the report. 20 New home guide GTA | novEmber 9 - 23, 2013
We have research that shows government fees and charges can add up to one-fifth of the cost of a new home across the GTA. Others spoke at the symposium, including the City of Toronto’s Acting Director, Zoning By-law and Environmental Planning, Joe D’Abramo and the City of Vaughan’s Commissioner of Planning John Mackenzie, who both talked about site plan process improvements that have been implemented and others that are underway in their municipalities. Sharing the industry’s on-theground perspective, Gary Switzer of MOD Developments, who is also Chair of BILD’s Toronto Chapter, spoke about his experience working through the site plan approval process and agreed that the process can be made more efficient. A starting point would be the findings and the discussion started by this report.

MITCHELL COHEN RECEIVES HONOuRARY DOCTORATE FROM RYERSON UNIVERSITY
Long-time social housing advocate, successful city builder, philanthropist and songwriter recognized At Ryerson University’s Fall 2013 Convocation, Mitchell Cohen, president of The Daniels Corp., was honoured with a Doctor of Laws degree. He was one of three distinguished individuals recognized for making outstanding contributions to their fields. The presentation took place as part of the Faculty of Community Services convocation ceremony on Oct. 18, 2013. Cohen delivered a moving speech to Ryerson graduates and others in the audience, which included his family, Chancellor Lawrence Bloomberg, President Sheldon Levy, Provost Mohamed Lachemi, members of the Platform Party, Ryerson faculty and staff, and Daniels team members. He reminisced about his own university graduation in the 1960s. “I had absolutely no idea what I wanted to do. What I did know was that, along with all of us who had come of age in the ’60s , I had an obligation, a responsibility in fact, to make the world a better place.” And Cohen has done just that. By 1973, he had earned a Masters degree in Social Psychology and a Bachelor of Science in Psychology, and was also writing songs and playing guitar in a makeshift studio in his apartment. He answered a help-wanted ad in the Montreal Gazette and was hired as a community development worker for the YMCA. This position led to helping a group of tenants create a better life through the creation of a non-profit housing co-operative, launching a lifelong passion for Cohen. “Fast forward 40 years, and along with all of my partners at Daniels, I am still doing community development work, supporting a group of tenants who are creating a better life for themselves and their families through the Regent Park revitalization,” Cohen said. Cohen paid tribute to Ryerson’s role in the awardwinning revitalization. The Daniels Centre of Learning is led by the Centre for Community Learning and Development in collaboration with Ryerson, the University of Toronto and George Brown College. He also credited John Daniels and all members of the Daniels team for being “committed to social justice, using the power of our platform to lead, to create, and to build both a local and global community in which every one of us has food on the table and a secure, affordable place to call ‘home’.” Earlier this year in St. James Palace, London, Cohen joined a delegation of 12 Canadian CEO’s and H.R.H. The Prince of Wales to discuss plans to advance the cause of socially responsible business in Canada. Cohen also received one of the 2013 Queen Elizabeth II Diamond Jubilee Medals presented to select Canadians for their significant contributions and achievements. buyer, you’re hearing a lot of talk in the real estate market these days. Will prices go up? Will the market crash? Will I ever be able to afford a house? How will the new mortgage rule changes affect me? How will I ever pay off this debt? It’s easy to get caught up in all the noise, but harder to separate the fact from the fiction. I had an interesting conversation with a colleague the other day regarding property values in Vancouver. He relayed me a story of a friend who had bought a house on the west side of Vancouver in the mid 1990s and it is now worth more than four times the amount he paid. In terms of equity, it was the equivalent of winning the lottery. We pondered the question, what will people be saying 20 to 25 years from now? Is it quite possible that a young 25-yearold couple today might look back in the year 2033 and say “If only we had bought that house back in 2013? Why didn’t we? Oh yeah, there were new mortgage rules and a lot of global uncertainty…” Here are a few things that I’ve learned about real estate 1. Real estate has peaks and valleys, but there has never been a future peak that is lower than the past one. Just give it time. 2. Time is your ally. Time can turn any bad real estate decision into a good one. 3. Equity is your safety net. It can supplement a pension and give you financial options in later years. 4. I purchased a rental investment property several years ago. Every year I have filed the rental income on my tax return. This year I sold the property. In addition to my rental income, what tax implications will I have to report? Jared, Toronto

In addition to the capital gains/losses, you may have a recapture of income. This occurs when you are taking Capital Cost allowance (depreciation) on the building, in any of the years that it was owned by you. The balance in this account is called the “undepreciated portion.� A recapture of income occurs when the lesser of the proceeds and the cost of the property is higher than the Undepreciated Capital Cost (UCC). The recapture of income is taxed in its entirety at your personal tax rate. Alternatively, a terminal loss occurs when the lesser of the proceeds and the cost of the property is less than the UCC. This terminal loss can be applied in the current year to reduce other income (such as salaries or business income). Any unused amounts can be carried back three years or carried forward. Good record keeping is essential to calculate the correct gains or losses.

Bank of Canada holds rate, drops forward guidance The Bank of Canada announced on Oct. 23
that it was keeping its trend-setting overnight lending rate at one per cent, where it has been since September 2010. The biggest change from previous statements was that it no longer hinted that the next move will be a rate hike. Instead, the Bank defended its decision not to cut rates amid persistently low inflation. The Bank says it does not want to risk reversing the current “gradual unwinding of household imbalances” and slowdown in household debt growth. In other words, the housing market is well behaved right now and the Bank wants to keep it that way. Global growth had become “less favourable” for Canada, the Bank says. This is a reference to the slow pace of economic recovery and increased uncertainty in the United States, which is resulting in weaker than expected Canadian export growth and business investment.

The Bank now expects economic growth of 1.6 per cent in 2013, down from the 1.8 per cent projected back in July. Growth is expected to pick up to 2.3 per cent in 2014, which is down from a 2.7 per cent projection in July, and edge up further to 2.6 per cent in 2015, also down from 2.7 per cent in July. The Bank now expects that inflation will not return to its two per cent target and the economy will not return to full production capacity until “around the end of 2015.” That’s been pushed back from the previous expectation of doing so by mid-2015. As such, the possibility of the Bank hiking interest rates anytime this year or next is likely off the table at this point. If anything, the odds that rates could be cut has increased; however, unless the economic outlook deteriorates further, the most likely scenario is that the Bank will keep interest rates on hold for quite some time yet. As of Oct. 23, 2013, the advertised five-year lending rate stood at 5.34 per cent, unchanged from the previous Bank rate announcement on Sept. 4.

(CMHC) expects total housing starts to be stable in 2014, as fundamentals, such as employment growth and migration, continue to support the Canadian housing market, according to CMHC’s fourth quarter 2013 Housing Market Outlook, Canada Edition. “In the new home market, builders are nevertheless expected to limit the number of housing starts while inventories of unabsorbed units, completed and under construction, are drawn down,” says Mathieu Laberge, deputy chief economist for CMHC. “In the resale market, homebuyers have been motivated to advance their purchases and lock-in pre-qualified mortgages given the recent moderate increase in mortgage rates. It is expected that existing home sales will increase modestly in 2014 with improving economic conditions.” On an annual basis, housing starts are expected to range between 179,300 to 190,600 units in 2013, with a point forecast of 185,000 units, down from 214,827 units in 2012. In 2014, housing starts are expected to range from 163,700 to 205,700 units, with a point forecast of 184,700 units. Multiple Listing Service sales are expected to range between 439,400 to 474,000 units in 2013, with a point forecast of 456,700 units, about equal with the 454,005 in 2012. In 2014, sales are expected to range from 438,300 to 498,100 units, with an increase in the point forecast to 468,200 units. The average MLS price is forecast to be between $372,300 and $383,700 in 2013 and between $374,100 and $396,300 in 2014. CMHC’s point forecast for the average MLS price calls for a 4.0 per cent gain to $378,000 in 2013 and a further 1.9 per cent gain to $385,200 in 2014. › A n absolute staple I’ve returned to again and again for many clients and many designs, simple stools can function as side tables, extra seats, or cocktail tables (especially when clustered together), and tuck away or move easily to suit so many uses. If you see a form you love, reaching 16- to 18-in. high, perhaps it can double as seat and table. Hard stools are great if you prioritize the table space (pulled up to seats to hold a drink), and soft stools make for plusher seating (but can still hold a serving tray). Either way, use this as a chance to add a new texture, like faux fur, cowhide, rich wood or natural stone. Get the look Visit Toronto designer mainstay L’Atelier. › Often associated with pianos or parks, the humble bench is a powerful piece of seating. I like to use one in long or awkward floor plans for its ability to connect spaces. In a room too big for one seating group, break the space into multiple areas with a bench in the middle to serve both seating areas. It creates a visual line, while serving double duty.

How to take finances
from mine and yours to ours, at any age
First comes love, and then comes… a joint bank account.
Whether a couple is cohabitating in their 20s, getting married in their 30s or remarrying in their 60s, at some point in any serious relationship the conversation about joint finances will surface. Regardless of life stage, successfully integrating finances requires open and honest communication to determine how to best combine and plan for the future together. According to research from TD Canada Trust, which surveyed adults in committed relationships, the top three personal finance products that Canadians combine with their partner are a joint bank account (64 per cent), a mortgage (60 per cent) and a joint credit card (50 per cent), compared to only 36 per cent of couples who have a joint financial plan. “A common first step in combining finances with a partner is a joint account for shared household expenses, and like other aspects of the relationship, communication is key to keeping things harmonious,” says Janice Farrell Jones, TD Canada Trust. “It’s important that both parties have a clear understanding of household finances – from day to day spending to long-term savings and investments – and all aspects of each individuals finances ¬ from everyday banking to credit card management – to set the framework for a strong financial future together.” TD Canada Trust provides some advice that may help in maintaining financial harmony when integrating finances with a partner at any life stage: The 20s: Combining finances is often a first for many couples in their 20s, whether it’s renting an apartment together or working to pay down existing student debt. When and how to share money will always vary depending on an individual couple’s financial situation and relationship, but communication is always key. “Start by discussing debt, saving, spending habits, financial goals, and credit history to determine if there is anything that may affect the ability to secure future loans together,” says Farrell Jones. “Next, work together to create a household budget that meets the needs of expense and debt management and has a little left over to put towards the collective financial goals.” Paying down student debt and saving for a home in the future, for example, are common goals for many couples in their 20s. As with any financial goal, it’s important to discuss and align on key considerations like timing, affordability and overall expectations. In the case of home ownership, couples should also make sure they agree on whether they are buying for the long or short-term as it will have a financial impact down the road. The 40s: Paying down debt, raising kids and saving for retirement – with many financial priorities, streamlining is essential for couples looking to combine their finances in their 40s. 88 New home guide GTA | novEmber 9 - 23, 2013
“First and foremost, couples at this lifestage should focus on what will make life easier, financially, together,” says Farrell Jones. “Consider working with an expert to make sure each individual financial strategy aligns with the other to maximize savings potential and keep all of the household financial priorities on track. Couples can also further streamline by making savings automatic with pre-authorized transfers into a TFSA, RSP and a child’s RESP.” Some couples may choose to merge certain aspects of their finances, while retaining individual accounts for additional saving or discretionary spending. Whether a couple decides to combine everything, keep everything separate, or somewhere in the middle, it’s important that both parties are ultimately working towards the same financial goals. The 60s: Likely, many couples in their 60s have a solid financial base, but with fewer peak income earning years remaining, it’s important to have a clear picture of what retirement looks like and what it will take, financially, to get there. “Spending time with the grandkids will have a much different price tag than travelling the world, so alignment on the retirement vision is essential,” says Farrell Jones. “If there is not enough saved for the type of retirement a couple wants, they should work with an expert to help determine how much more needs to be saved and ensure each individual financial plan complements the other to maximize savings and investments.” Whether married or common-law, couples should also ensure their retirement savings strategy takes advantage of spousal RSP contributions to help reach their retirement goals faster while lowering income taxes now and in retirement.

Canadians paying off their debt the good old-fashioned way –
spending less: RBC poll Debt levels are on the rise across Canada,
and the number of Canadians who report being debt-free has decreased. Fewer than one-quarter (24 per cent) of Canadians are now debt free, down from 26 per cent in 2012, according to the third annual RBC Debt Poll. Canadians are focusing on financial fitness with a yearround emphasis on spending less and saving more. As the number of people carrying debt has increased, the average personal debt (non-mortgage) reached $15,920 in 2013 (up from $13,141 in 2012). Anxiety around debt is still a reality for many, as nearly four-in-10 (38 per cent) Canadians are anxious about their debt levels, up from 34 per cent in 2012, but the same number of Canadians (38 per cent) are comfortable with their debt. According to the poll, in an effort to practice financial fitness and reduce personal debt, Canadians have gone back to basics – reining in spending by putting off big-ticket items, including vacations and vehicles. “Despite the rising debt figure, there is a noticeable trend to responsible debt behaviour over the past year,” says Kim Taylor, director, personal lending, RBC. “We are also seeing that others need to take a step back to better manage the debt they are carrying. Before you start on any new routine, it is always best to set goals and have a plan in place. Marathon training often begins with a 5k race, and a financial plan with a path to debt repayment is key to your financial fitness success.” The RBC Debt Poll found that there was a great divide between western and eastern Canada, with debt levels increasing a staggering 35 per cent in the west compared to 10 per cent in the east since 2012. Alberta, faced with regional floods earlier this year, showed a significant increase in debt load, rising 63 per cent from 2012. Despite the higher percentage of debt in the west, residents of eastern Canada (41 per cent) are more anxious than their western neighbours (34 per cent) about their debt levels. “Regardless of where you live, it remains clear that Canadians on the whole can benefit from understanding the true cost of debt and responsible borrowing practices,” says Taylor. “If you’re uncertain about debt, talk to a professional and build a roadmap on how to get to where you need to be. While experts suggest you take a long-term view when buying a home, it’s also important to not look too far down the road. Let’s be honest, your first home may not be your dream home, and your needs and desires are sure to change throughout the various stages of homeownership. So, while the answers to the above questions are specific to circumstances, there are also some common guidelines you can follow. 01 How much can you afford? Experts agree it is never a good idea to make yourself house-poor, and it is a very common mistake, particularly of first-time buyers, to buy more home than you can really afford. Meeting with a mortgage broker or your banker will help determine your full financial picture, assessing everything from your credit rating to how much you have saved for a down payment. Experts also suggest you “stress-test” your plan to see how well you could cope with higher mortgage payments brought on by rising interest rates.
When you’re buying your first
home, you are sure to be filled with many important questions. How much can you afford? How much will it all cost? Where do you really want to live, and can you afford the area? And, finally, what type of home do you want? The answers are very individual: it really depends on your situation – from the amount of your down payment to where you work to whether you have kids to other personal circumstances. For your enjoyment while you live in your home, as well as for future resale potential, proximity to transportation, shopping, schools and other amenities is among the key determinants that affect your property’s appeal, and ultimately its value. 02 How much will it really cost? Another common homebuyer mistake is not being prepared for all the closing costs involved: lawyer fees, land transfer taxes, utilities, insurance, and home inspection and appraisal fees and insurance. All of these costs add up, and ultimately should factor into your overall home-shopping budget. 03 Where do you want to live? This question is becoming more important for a number of reasons, though influenced primarily by where you work, how much of a commute you want and whether your transportation options include mass transit or only driving. Indeed, especially with gas prices on the rise, proximity to mass transit is something more and more people are looking for in their new home location. It may not be as simple as choosing to live in the city, suburbs or a small town. 04 What type of home do you want? Once you have determined your options for cost and location, you can then assess what types of homes are available in your price range and desired neighbourhood: Singlefamily detached, semi-detached, townhome, duplex or condo? Some many questions, so many choices. The good news is, home builders today are in sync with customer preferences for location and amenities, and with market realities with regard to pricing and needs for energy efficiency, so your options for new-home product have never been better.
