hen only a new home will do, those in the market will be pleasantly surprised by the exceptional value and attention to detail a new home offers. When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: ›› Shop the mortgage market to see what you can afford before you start your hunt; ›› Obtain a lawyer who is willing to review your offer and close the deal; ›› Don’t be persuaded by high pressure sales tactics while you’re out shopping; ›› Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the home-buying process. BILD is the voice of the land development, home building and professional renovation industry in the Greater Toronto Area, and as such has been speaking out on the increasingly challenging issue of Development Charges and other government fees associated with new home development. Among the nuggets Tuckey discusses in his entry is this rather shocking figure, courtesy of consulting firm Altus Group: municipal fees and charges in six communities in the GTA average more than $116,000 for a single-family home. These are costs that are transferred on to you, new-home buyer, when purchasing such a property – plus associated mortgage interest. This is not just a case of Tuckey preaching to the choir; new-home affordability is at risk with such high-rising fees; and counterpart associations in Canada cite BILD’s leadership in bringing this important matter to the attention of policy makers and the public. home, and the rising price of a new home is having a ripple effect on Ontario’s economy. When consumer confidence is shaken, it causes sales to fall due to uncertainty in the real estate market. Money that could help our economy grow and create jobs isn’t moving. The province is seeking public input into how it can improve land-use planning in a series of town halls and through email during an 80-day consultation. As a land-use planner with experience at all levels of government, I believe affordability needs to be at the forefront of this conversation with the Minister of Municipal Affairs and Housing, Linda Jeffrey. During the consultation process, I’m writing contribute to the discussion. But BILD and OHBA are contributing in other ways, too: we held our joint “Fighting for Affordability and Fairness” forum recently where we discussed the key issues of the consultation to try to move the conversation forward. With government fees and charges representing at least one-fifth of the cost of a new home, according to a report by Altus Group, it’s time the province took a hard look at why new-home buyers are being asked to contribute so much. It’s not as though new-home buyers aren’t pulling their weight to help pay for the growing needs of their communities. In 2012, the industry and newhome buyers in the GTA contributed an estimated $1 billion toward the construction of growth-related infrastructure such as sewers, roads and transit through development charges to municipalities. That same year, residential construction in the GTA employed 202,700 people and generated more than $10.8 billion in wages. Back to the report. Altus Group is an economic consulting firm that released a report this summer on municipal fees and charges collected by six communities in the GTA: Toronto, Markham, Oakville, Brampton, BradfordWest Gwillimbury and Ajax.

That same year, residential construction in the GTA employed 202,700 people and generated more than $10.8 billion in wages. 18 NEW HOME GUIDE GTA | NOV 23 - DEC 7, 2013

Among the report’s key findings, government charges and fees amounted to an average of $116,200 on a new single-detached home, representing 22 per cent of a new home’s cost. For a new highrise home, government fees averaged $64,000 – 20 per cent of the cost. But that doesn’t include the interest paid by new-home buyers. According to Altus, a new-home owner with a $500,000 mortgage would pay an average of $291,800 in interest over 25 years. For every additional $10,000 in mortgage principal, interest costs go up $5,830 over the life of the mortgage. So what does this mean? For every additional $10,000 fee for parkland dedication, for example, on to that new-home buyer’s $500,000 mortgage, the buyer will pay out almost another $6,000 of interest. Fairness needs to be part of the discussion. This kind of charge hurts a buyer’s ability to improve his or her family’s life in a new home, as well as our industry’s ability to contribute to the economy. With 100,000 people and 50,000 jobs coming to the GTA every year, the province and our industry have to accommodate a lot of families. It’s important for the province to remember that the new-home buyers in those families keep our economy moving.

WHEN PEOPLE FIND OUT WHAT I DO, THEY OFTEN

ask for advice about buying a new home or dealing with their builder. I always encourage buyers to make sure they have a good understanding of the process involved in buying a new home before they make a purchase. Because often, buyers walk into a model home, fall in love and make the biggest purchase of their life based on emotion alone. Here are my five simple steps to get you on the inside track when buying a new home. STEP 1

Get a pre-approved mortgage before you start looking at new homes. This will give you a sense what type of home you can afford and how your prospective mortgage payments will fit into your budget. Being pre-approved will also allow you to make a faster purchase if you see something you love. STEP 2

Research your builder. Once you’ve narrowed your search, be sure to research prospective builders. The builder and the relationship you have with them is one of the most important aspects of your home buying experience. First off, check that the builder is in fact licensed by visiting the Licensed Builder Directory on tarion.com where you’ll find builder customer service records for the past 10 years and a list of any chargeable conciliations and claims. A chargeable conciliation occurs if a builder and a homeowner disagree about whether an item is covered under the warranty program and, after an inspection, the item is found to have been covered. Claims refer to situations where the builder did not resolve a homeowner claim and Tarion stepped in to work directly with the homeowner to resolve the issue. You may want to consider these numbers in comparison to the number of new home possessions in the builder’s profile. The next step is to ask around. You may want to walk around neighbourhoods where the builder has built and inquire about these homeowners’ experiences. Speaking to other homeowners will give you a good indication of 22 NEW HOME GUIDE GTA | NOV 23 - DEC 7, 2013

whether the builder stands behind his construction and is attentive to customers over the long term. You can also ask for references in online communities and social media platforms. There are a number of active home-related sites where homeowners share experiences. STEP 3

Review your agreement of purchase and sale with a real estate lawyer before signing to ensure you understand exactly what is included in the price of the home. If you are buying a condo, review the disclosure statement to understand what items are part of your unit and what are considered common elements. Make sure anything that is agreed to verbally by your sales representative is reflected in writing. STEP 4

Learn about your new home warranty. It’s easy to become overwhelmed by the process of buying a new home. You’ll spend a lot of time with bankers and lawyers, pouring over legal documents. Warranty information typically falls to the bottom of the reading list because no one expects anything to go wrong in their new home. But, you’ll do yourself a disservice by not taking the time to learn about your warranty rights and obligations. If an issue does arise, not knowing how to manage it can turn a minor inconvenience into a major aggravation. STEP 5

Register for Tarion’s online MyHome service. Your MyHome account will take care of most of the tasks associated with managing your warranty, such as remembering deadlines and keeping track of correspondence. It also allows you to submit your warranty claim forms easily and securely, receive email correspondence from Tarion including alerts for important warranty deadlines, and allows you to submit supporting documents such as photos, receipts and agreements. This year, my wife and I would like to get into our first home. We have saved almost $80,000 for a down payment. This was three years of eating at home, once per week dine out and no vacations. Movies and pub nights were out, with the odd exception. Although the real estate market has changed, homes are pricier than three years ago. Is this the right time to buy? Or should we wait it out? The Canadian real estate landscape, though it has experienced challenges in some areas and housing types, is proving resilient. Experts do not foresee a U.S. style crash, but a decline in sales with moderate price increases is likely for some areas in 2013. Quick flips and fast returns may be a thing of the past. The days of multiple offers are behind us for now, and buyers can be more selective. First-time homebuyers should not try to time the market, but buy when you are ready and able. Leave market timing to the experts, if such a thing exists. A home used as your primary residence is a great investment. From a financial and tax perspective, there are at least three good reasons. In Canada, the sale of a family home is tax-free. A home that is a principal residence that is subsequently sold at a higher price than initially purchased, will be exempt from income taxes. That’s right, Stephen Harper will not share in your good fortune. Secondly, pay yourself first, not a landlord. For many, mortgage payments are a way of “forced savings.” It makes more economic sense to fatten your pocket than a landlord. Thirdly, you can decorate and enjoy the home as you please. No money saved, but gratifying to the soul. However, before venturing out into the land of homeownership, it would be prudent to do some homework. There were changes introduced in 2012 by Finance Minister Jim Flaherty that affect mortgages and the housing industry: ›› Buy what you can afford Many times, the heart is bigger than the pocketbook. A half point rate differential can cost you thousands. So can a mortgage that is closed or not portable ›› Big down payment Put down as much as possible to avoid a high-ratio mortgage. Be aware of some new mortgage rules introduced in 2012, such as: - Purchasers requires mortgage insurance (CMHC) for less than 20 per cent down payment - Amortization period – reduced from 30 to 25 years. Could add several hundred dollars to monthly payments - Gross Debt Service Ratio (GDS) 39 per cent. Banks use this to determine what you can afford based on gross income to housing costs. Check if you are on-side. ›› First time homebuyers should make sure monthly mortgage payments are manageable and will continue to be so even if interest rates rise as early as next year and payments increase ›› Closing cost Set aside an additional two to three per cent of purchase price of the house for closing such as, Land Transfer Tax, legal costs and unwelcome surprises. Coming from an architecture background prior to my real estate career, I have always been frustrated with the lack of design in both the architecture and interior of traditional homes. Over the years, many condominium developers have realized that design simply sells. Not only does the exterior of a condo tower need to be aesthetically pleasing, but also the interior design features must live up to contemporary times. arrange, I find it surprising how few people actually ask me how I get paid. A recent study in the U.S. indicated that less than 10 per cent of people could properly identify how different types of mortgage providers get paid during the transaction. Don’t you want to know whether that person who is so eager to sign you up has a financial advantage to selling a particular product? You definitely should care – and here is why. Almost every single provider in the mortgage marketplace has a potential financial gain by selling a particular mortgage product and rate. To make matters worse, that financial gain or pat-on-the-back is often gained at the expense of the consumer. Let’s take a look at your main mortgage providers to see what to watch for: BANK BRANCH MANAGER This friendly and trusted advisor has a sales quota to hit just like everyone else (you did notice that Canadian banks do fairly well financially, right?). Their salary increase,

bonus and promotion depends on results. Typically, bank managers have sales quotas for particular products as well as growth targets on the loan/ investment portfolios. Their targets are often based on the size of their mortgage portfolio as well as the average term of the portfolio. The longer the term and larger the size of the mortgage, the better the Christmas bonus. Furthermore, these managers are increasingly being graded on the profitability of these portfolios. When you go to your old bank branch and it has moved to a new location, where do you think one of the bank managers went? Which one do you think they kept with the bank? The one with the great discounted loans and mortgage rates, or the one that is making the bank the most money? BANK MORTGAGE REPRESENTATIVES These are typically contract employees of the bank who are usually paid on a straight commission basis. Most only sell one bank’s mortgages, while some sell several. The ones that sell other bank’s products are often only permitted to do so once they have met a quota of their own bank’s products. These individuals are usually paid based on three criteria: the size of the mortgage, the term of the mortgage and the discount given. That means that these representatives can make more money by putting you in a longer term at a higher rate. MORTGAGE CONSULTANTS/MORTGAGE BROKERS These people are independent mortgage providers that theoretically work for you and not for one particular bank. They are paid a finder’s fee (or commission) from the institution that the mortgage is funded with. The problem is that not all banks are paying the same amount for each of the mortgage products. The lenders pay brokers based on the size of the loan and the term selected. The longer the term selected, the bigger the commission to the broker. On top of the different payoffs for the terms, some lenders also pay more for the same product. A broker could make more money funding a five-year term through one lender over another. Typically, there is no advantage to the broker if the consumer gets a higher rate, but there are exceptions to that rule. So now that you know how it works, who do you trust? When you go mortgage shopping, don’t believe that everyone is out to get you. While the incentive systems are there, many mortgage providers will look out for your best interest. A satisfied past client that refers family, friends and colleagues is worth a lot more than one big commission payout. Do your research, ask for testimonials, or ask your friends. A mortgage is a huge financial decision. Make sure it is a decision being based on your financial situation, and not your mortgage provider’s bank account.

purchases and HST by JAYSON SCHWARZ & KONSTANTINE CHATZIDIMOS PURCHASERS OF NEW, RESALE AND CONDOMINIUM HOMES WHO

visit our offices are often confused about the way the harmonized sales tax (HST) affects their transactions. This inspired us to write a few words in the hopes of demystifying this oft-misunderstood aspect of the new home purchase. Purchases of new freehold and condominium homes in Ontario – unlike resale or “used” homes – are subject to the HST. HST is a combination of the eight per cent Ontario provincial sales tax (PST) and the five per cent federal goods and services tax (GST). The percentage of HST applicable to the transaction is directly related to the purchase price of the home. However, homebuyers are able to claim a rebate of some of the PST and GST. For example, the rebate associated with the PST portion of the tax is available for new homes priced up to $500,000. The PST rebate for new properties under $400,000 is six per cent of the purchase price (or 75 per cent of the eight per cent PST portion of the HST), with the rebate amount reduced for homes priced between $400,000 and $500,000. There is a similar rebate mechanism for the five per cent GST portion of the HST. What is important to understand is that the vast majority of Ontario builders incorporate the rebated amount of HST in their purchase price. This is because the HST rebate is immediately available only to purchasers who are buying new properties with the intent that they will be their primary place of residence or the primary place of residence of a family relation. In this case, the purchaser does not have to submit a rebate application directly to the Canada Revenue Agency (CRA). The purchaser will sign the rebate application and provide it to the builder, which will then send the rebate application to CRA when the builder claims a deduction in its net tax calculation for the amount of the rebate. Structured this way, the HST is effectively a non-issue for purchasers as the builder takes care of all the paperwork. In cases where the purchased property will not be the principal residence of the buyer or a family relation of the buyer, but will instead be an investment property, it is the responsibility of the buyer to inform the builder. This is because the builder must add back the HST rebate to the purchase price which will have to be paid by the buyer upon closing. This does not mean that the HST rebate is lost to the buyer as they will have a two-year period in which to claim the HST rebate directly from CRA, provided certain guidelines are met such as a ‘reasonable expectation’ that the first use of the property is – or will be – by a tenant occupying it as their primary place of residence for at least one year. Required supporting documentation will include the Agreement of Purchase and Sale, the Statement of Adjustments, the insurance policy on the property, as well as the lease with the first tenant. The rebate in this case is calculated in the same manner it is in respect of owner-occupied dwellings. It is important to note that while investor-purchasers of new long-term rental accommodation are eligible for the HST rebate, speculators are excluded. Anyone who buys and rents a new freehold or condominium home must repay the full amount of the rebate (plus interest) if the property is sold within one year – unless the new purchaser acquires it for use as their (or a relation’s) primary place of residence. 52 NEW HOME GUIDE GTA | NOV 23 - DEC 7, 2013

Enjoying a quality lifestyle is also composed of the experiences you have beyond the walls of your own home, as well as within the nearby vicinity. As we’ve explored, it’s important for your builder to consider how you live and how best to address your lifestyle requirements. By truly understanding who our purchasers are, we can cater to your wants and desires through the selection and implementation of onsite amenities that will be right for you and will add value to your new home. We also serve your needs by choosing desirable locations in which to build, and by selecting areas that have an established infrastructure. Let’s start with community or “common” amenities, which are part of a condominium experience. Common amenities can be both within the building itself or part of the surrounding landscape, and are designed to enhance the smaller sizes that are often a fact of life in today’s condo suite. You can see the positive impact of these elements as soon as you come home. The lobby is your grand entrance, and it also serves as your guests’ first impression. Most new condos incorporate a concierge for security purposes, and to help with day-today duties such as package delivery, welcoming guests and general inquiries pertaining to the building. Other instances of places where you live beyond your own condo suite include a party room and fitness centre. These address space constraints and allow owners to entertain more people and give them access to workout facilities in the comfort of their own building. Exterior condo amenities might even include a landscaped terrace for al fresco dining or a green rooftop with communal barbecues, as many bylaws do not allow for personal barbecues on balconies.

go ‘round. Being in the moving business, we realize how important those items are to families. One of the most common questions we get is how to transport electronics safely, especially big-screen TVs. During a move, whether it’s across town or across Canada, it is important to give these items special treatment so they arrive in one piece and in good working order. The best advice we have for accomplishing this goal requires some forethought: keeping the original boxes and foam spacers the electronic items came in. That is truly the safest method for moving them. Of course, people rarely keep these boxes, so there are specialty boxes and crates designed specifically to move big-screen TVs safely. People who do their own packing and moving should be aware of how easy it is to damage one of these units. Spending a few dollars extra to purchase or rent one of these special boxes can make all the difference. Another thing to remember is that most of these television sets are mounted on wall brackets, and moving companies are reluctant to disassemble the wall mounts or assemble them at the other end. Usually, if something is going to go wrong, that’s when it will happen – and again, people rarely keep the installation instructions for the brackets. It’s far too chaotic on moving day to try and find instruction manuals. The best plan when preparing for your move is to take the TVs off the walls yourself ahead of time and have them ready to be packaged properly. Here’s a tip for anyone disassembling electronics for a move: Get your digital or phone camera and take photos of the wiring connections on the backs of the TVs, cable boxes, DVD players and the like. When it comes time to reassemble them, it will be much easier to reference how they were set up originally, saving time, stress and frustration. The same goes for stereos and gaming systems. Many teenagers leave their entire gaming systems hooked up until moving day. It’s up to them to disassemble their systems and hopefully place them into their original packaging. If not, the best thing to do is wrap consoles in anti-static bubble

wrap and place them into appropriately sized boxes so they won’t move around during the trip. In fact, this is the best way to treat most electronics items. That includes computers – especially desktop units. We have specialty boxes designed specifically for them that can be bought separately. If you choose not to go that route, then surround the unit with anti-static bubble wrap and place it into an appropriately sized box. And here’s a handy tip: pack the associated hardware with the electronic item. For instance, Place your computer’s mouse, keyboard, power cord, scanner and printer cables into the same box. When these items all arrive together at your new digs, you’ll be very glad you did!

Canada’s unemployment rate

headed lower: CIBC DEMOGRAPHIC AND POLICY CHANGES MEAN

Canada’s unemployment rate has room to drop much further before we’ll see pressure on wages that could trigger inflation, finds a new report from CIBC World Markets Inc. The report notes that historically, today’s 6.9-percent unemployment rate would already be generating wage and price pressures. In both 1999 and 2005, the Bank of Canada declared the economy had exhausted economic slack and reached full employment at essentially the very same jobless rate. In both cases, the Bank raised interest rates to cool the country’s overheating economy. “But full employment ain’t what it used to be, and that’s good news for job seekers,” says Avery Shenfeld, chief economist at CIBC. “Demographic and public policy changes in recent years have lowered the noninflationary rate of unemployment. That will allow the Bank of Canada to keep rates low for long, and press ahead towards further labour market improvements.” Shenfeld notes that, unlike the U.S., where millions of discouraged workers have given up searching for work and no longer count among the unemployed, discouraged workers excluded from the jobless count represent only 0.1 per cent of Canada’s working-age population. Those saying they want work but aren’t in the labour force represent the same two per cent share that they did when the output gap was zero in 2005. While the participation rate has dropped, he adds that’s solely due to shifting demographics, as a greater share of the population reaches retirement age. If the population shares of each age cohort are held constant, the participation rate would have been rising since the recession, as other than youth, each demographic group’s participation rate has been steady or rising. “Underemployment is, however, a factor that has led to an understatement of labour market slack relative to the past cycle,” says Shenfeld. “There are close to 900,000 Canadians working part-time because that’s all they can get, rather than by choice. That’s a halfpercentage-point larger as a share of the workforce than when the economy had full employment in 2005. The 84 NEW HOME GUIDE GTA | NOV 23 - DEC 7, 2013

Changes in government policy are a factor in the reduced level of frictional unemployment. “New immigration rules are focussed on tilting the mix of new Canadians towards those with targeted skills and stronger language proficiency,” notes Shenfeld. “Those coming in under the Provincial Nominee Program, focused largely on job-ready individuals who cross the border with a job offer in hand, represent 13 per cent of new permanent residents, up from only two per cent in 2005.” Tighter rules for unemployment eligibility now require Canadians to accept a wider range of employment offers rather than continue to search for a job that’s either higher paying or closer to home. EI recipients now represent 37 per cent of unemployed in Canada, down from 51 per cent in 2009 and an average of 47 per cent in the ten years prior to the last recession. Shenfeld also suspects declining unionization coverage could also be a modest factor by reducing worker bargaining power, particularly as Canadian workers now compete with “right to work” states south of the border. He notes that this could reduce the wage inflation pace at any given level of unemployment. “All of this implies that the labour market has more room to run to lower unemployment rates before wage pressures threaten the Bank of Canada’s two per cent CPI target. Add to that some other factors putting downward pressure on CPI and there are reasons for the Bank of Canada to eschew rate hikes until early 2015. “By that point, we expect Canada’s unemployment rate to be in the vicinity of 6.2 per cent, well below what had previously been the Bank of Canada’s comfort zone.”

decorating your home FOR THE HOLIDAY SEASON DECORATING A HOME FOR THE HOLIDAYS IS SOMETHING OF A

Canadian tradition. New home builders also get into the spirit with festive displays in their model homes and sales centres, which range from simple exterior lights and seasonal planters to more elaborate displays outside and in. Our friends at Sheridan Nurseries start planning for this busy season early in October. Brenda Luckhardt, business to business marketing and development manager, shares these tips and trends for 2013. “Holiday items often follow colour and style trends seen in fashion and home décor. This year we’re seeing candy-floss pink and black and white themes emerge,” she says. Examples of this from Sheridan’s line-up are the Fi-Fi and Black Tie. Luckhardt describes Fi-Fi as “every little girls dream” – a soft pink-coloured tree decked out with ballet slippers, French poodles and feathered birds! Black Tie mirrors formal evening attire – a white tree with black and silver ornaments. Silver is the predominant metallic in holiday décor this year, she notes. “It’s not all glitz and glam though. This year we are seeing a return to rustic, natural woodland accents, especially in outdoor container design,” explains Luckhardt. Look for driftwood stars, birch lollipops and straw owls and reindeer. Luckhardt says the traditional choice of a fresh cut tree is still the most popular among their customers. Balsam and Fraser Fir are the top sellers but a relative newcomer Nordman Fir is catching on for its soft blue-green needles which will hold for over three weeks indoors. Sheridan advises to always give a “real” tree a fresh cut, use Sta-Fresh or similar product and check the water level daily. Everlast trees are an excellent choice, particularly if you wish to set it up well ahead of the holiday or if you plan to be away for a period, as they don’t require water. “The selection in everlasting trees has vastly increased over the years,” says Luckhardt. “A slim-line tree is a good choice for a condo or small office whereas a majestic 12-ft. tree will fill a room with cathedral ceiling.” Depending upon the look you are after, you’ll find everlasting trees range from very life-like to boldly different in mint green, white and black, for example. 88 NEW HOME GUIDE GTA | NOV 23 - DEC 7, 2013

The bottom line is that there are no hard and fast rules; adding one or two new items or displaying treasured pieces in a new spot may be all that you wish to do. For many of us, the fragrance of a fresh cut tree is what we’re after but we don’t want a real tree. Incorporating cuttings into table centrepieces or on fireplace mantles is a great way to have the scent and can look very dramatic in a room. Or, consider a potpourri or room freshener with the evergreen scent. The bottom line is that there are no hard and fast rules; adding one or two new items or displaying treasured pieces in a new spot may be all that you wish to do. Making Holiday Wishes come true THE

HOLIDAY

SEASON

IS

starting – get in the spirit! As you plan your holidays with friends and family, arranging the parties and festivities, take a moment to count your blessings: Health. Home. Happiness. Now take just a moment to consider those that have fewer blessings to count. Maybe you have some to spare? Peel Children’s Aid Foundation (PCAF) would like you to consider sharing those blessings with less fortunate families in your community as its annual Holiday Wishes drive gets underway. The organization makes holiday wishes come true for 500 families (selected by PCAF social workers based on proven need) that otherwise wouldn’t be able to provide their family any sort of holiday – no presents, no festivities, no big family meal. Through Holiday Wishes, PCAF ensures each child up to 12 will receive some great gifts, and children between 13 to 16 will receive $50 gift cards (because teens are so hard to shop for these days!). They also ensure each family gets enough grocery gift cards to cover a delicious holiday meal. This allows each family to shop for the food that suits their own personal family traditions and accommodates any food/dietary restrictions members of their family may have. 100 NEW HOME GUIDE GTA | NOV 23 - DEC 7, 2013

“That’s what we want to give to families involved with the agency,” says Executive Director Catherine Hinton, “to make that day special.” She describes those memories from childhood days – eager anticipation, plenty of food, playing with the cousins, holiday happiness that creates lifelong memories. Holiday Wishes helps make these memories for families whose finances can’t possibly make it happen. THE PROGRAM IS 100 PER CENT FUNDED BY THE COMMUNITY – THERE IS NO GOVERNMENT FUNDING FOR HOLIDAY WISHES, SO THE GENEROSITY OF THE COMMUNITY IS VERY IMPORTANT. IF YOU’D LIKE TO GET INVOLVED, THERE ARE FOUR WAYS TO GIVE:

1. Donate money – The cheques and cash Holiday Wishes receives will be used to purchase gift cards. 2. Donate toys, clothes and necessities – New, unwrapped toys and children’s clothing (not used – as gently used as it may be, Santa and his elves only bring new toys and gifts) and personal hygiene items and toiletries, from soap and bath products to toothbrushes and shampoo. 3. Sponsor a family – you will be given names, ages and wish lists so that you can provide for their specific needs. An individual, group or company can sponsor this way. 4. An Angel Tree – A group like a business or rental building might even want to organize an Angel Tree – the tree is trimmed with Wish tags, which will have a child’s name and their specific wish item. You can choose by person/item/ price range and donate with your community. It’s interesting to note, as Hinton explains, families in need are often there because of unexpected circumstances – the loss of a job, illness, mental health issues, addiction – many with circumstances beyond their control. A death or divorce may leave a single parent with more obligations than finances. It’s a time when those blessings you can count would be counted as miracles by other. This holiday season is a perfect time to share some of that joy around to others. The Holiday Wishes drive runs until Dec. 20 – leaving only a couple of days for PCAF to shop, organize and deliver the Holiday Wishes in time. in your general preparedness for buying a home, but for an increasingly difficult – not to mention controversial – issue that’s costing you more money. And you likely don’t even know it. Development Charges. If you’re not familiar with the term, you likely will be soon, as it’s a contentious issue facing home builders – and therefore buyers – across the country. Just what are Development Charges? In short, they are the fees applied by various levels of government when new homes are built, to pay for new infrastructure such as roads, transit and other necessities. That part you may know. But what you likely aren’t aware of is that these fees are rising exponentially, have been for years, and they’re occupying an increasingly high portion of new-home costs. And they’re passed right on to you, the homebuyer. How much are we talking about? In Toronto, for example, City Council recently voted to increase Development Charges by 75 per cent, to almost $30,000 for a semi or single-detached home. These new fees will be phased in, beginning Feb. 1, 2014 and fully implemented by Feb. 1, 2016. It’s even worse further out in the GTA. According to a report from Altus Group, an economic consulting firm, municipal fees and charges collected by Toronto, Markham, Oakville, Brampton, Bradford-West Gwillimbury and Ajax average out to about $116,200 on a new single-detached home, representing 22 per cent of the cost. For a new highrise, the fees average $64,000 – or 20 per cent. But this is not just a GTA, Toronto or even an Ontario problem. In Ottawa, Development Charges and other government-imposed fees today account for about 23 per cent of the cost of a new home – or about $100,000 of a single-family home, according to John W. Herbert, executive director of the Greater Ottawa Home Builders’ Association. Twenty-five years ago, the costs accounted for just three per cent. 128 NEW HOME GUIDE GTA | NOV 23 - DEC 7, 2013

In Metro Vancouver, the various government taxes, fees and levies range from 16 to 27 per cent of the cost of a new home, depending on the city and the type of housing, Robert de Wit, CEO of the Greater Vancouver Home Builders’ Association, told New Home Guide. Though the problem may differ slightly from one city and province to the next, with critics arguing the fee increases are largely arbitrary, the concern is universal: new-home buyers are picking up a disproportionate part of the tab for infrastructure development. So, what can you do about it? Thanks to the Building Industry and Land Development Association and other industry voices speaking out on the matter, the Ontario government is now looking at how cities and towns can better plan and pay for development. The Ministry of Municipal Affairs and Housing is consulting with the public, municipalities and stakeholders across the province on what changes are needed.
