he Bank of Canada’s next rate announcement is next week – Dec. 3, to be exact – and most experts expect the Bank to continue to hold its interest rate target at one per cent. The rate has been at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to

get financing approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any significant movement next year. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start the New Year off right by taking advantage while you still can.

To be sure, most Canadians would rather be enjoying holiday festivities. But with the end of the year in sight, and then the real RRSP and tax deadlines not that far off, time spent on these matters now will yield merrier occasions come tax return time.

It’s great to see the experts confirming what our association has been saying for many years. A recently published report by the Centre for Urban Research and Development (CUR) identified the economic consequences of relying on development charges (DCs) to fund growth-related water and wastewater infrastructure. It compares growth-related infrastructure funding of water and wastewater with that of other utilities such as natural gas, telecommunications and electricity. While the latter simply price their services to cover all current and capital costs and generate a profit, the former is funded entirely by development charges. The study, written by economist Frank Clayton, found that this funding method adds an additional $26,000 in DCs to the cost of each new home – an amount paid by new-home purchasers who are already challenged by record-high prices. Is it fair to expect new neighbours to bear the bulk of the cost of infrastructure by funding water and wastewater providers differently than other similar businesses? A study conducted by the Altus Group for BILD in 2012 showed that government fees and charges on average add up to about 20 per cent of the cost of a home. Development charges make up a considerable part of that amount, and continue to increase in municipalities across the region.

BILD has long advocated for fair and reasonable development charges across the GTA, as it is not the new neighbours’ responsibility to fund infrastructure that all residents will use for generations to come. They already do their fair share, contributing more than $1 billion per year in development charges. I applaud CUR for taking a fact-based approach to this report and helping elevate the debate about infrastructure funding in our region. Development charges have played a key role in the increasing cost of new and existing housing across the region, making it difficult for GTA residents to be able to afford a home. They also act as a barrier to growth of local businesses, which are finding it challenging to remain competitive in the marketplace. To ensure that our industry can continue to build homes that people can afford, and to ensure that local businesses can remain competitive, it is important to look into all available sources of revenue and different, proven models to deliver much-needed infrastructure to GTA residents. Clayton concludes that shifting the financing from development charges to user fees over a transitional period of five years would have a number of benefits to the wider community in the GTA. He recommends that these new utilities be administered by a board of directors consisting of members from the business community, with municipal politicians and staff playing a limited role. The report also recommends that the Province appoint an advisory committee to provide advice on the implementation of the change. The committee should include representation from municipalities, the development/building community, and the broader business and nonbusiness communities. First, the good news. If you’re looking to buy a home in the GTA next year, know that you’re buying in one of the healthiest markets in the country. A strong economy, appreciating housing values and only minor, unlikely risks are combining to produce a bright housing outlook. As for the bad news, well… there really isn’t any, except maybe prices in some categories. But, more on that later. Short of an unforeseen economic shock, the outlook for housing in the GTA and Canada overall is pretty much full steam ahead. “The housing market does have a fairly bright outlook,” Bob Dugan, chief economist for Canada Mortgage and Housing Corp., told New Home Guide. “There are a few risks we have our eye on. One of them relates to the high level of (highrise) units that are under construction.” These are trending slightly above the historic average. “We do expect that the economy is going to be fairly strong, and that’s going to generate job growth and income growth, and that with low mortgage rates, is going to continue to support housing demand.” Affordability and housing supply are increasingly being tested in the GTA. Generally, speaking, single-family homes will be harder to come by in Toronto, and if you want one, you’re best to look beyond the downtown core and further out in the GTA where prices and selection are more palatable. If you’re in the market for a condo, there are plenty of options in Toronto, and increasingly so elsewhere in the GTA, according to Dana Senagama, CMHC’s GTA senior market analyst. “Rising prices and lack of land for low-density construction in the core urban areas will continue to push sales and new construction towards more high-density housing,” she says. “An increasing desire among millennial and baby boomer populations to live an urban life will also fuel higher demand for condominium apartments over the next two years.”

PRICE AN INCREASINGLY DETERMINING FACTOR When it comes to pricing issue, buyers are increasingly making their home type and location decisions based on affordability. “Purely based on price, if you’re looking for a lowrise home, I would say the Durham region, especially Oshawa and Whitby, those are areas where you can get in at a much more affordable price,” says Senagama. If you’re in the market for a condo in the GTA, “you could take your pic from any area. If you want to live within the urban core, yes, you will pay a premium to live downtown, but there are more condos we’re seeing emerging in the 905 region – Markham, Richmond Hill and Vaughan.” As for potential risks to the Canadian housing market – and the GTA, as the country’s largest – overheating and overbuilding continue to be raised as possibilities by some experts. But such concerns are largely unfounded, says Dugan. “We don’t see overheating as being a problem in any of the markets across Canada,” he says. “Some markets are stronger than others, particularly in western Canada.” Canadians’ average household debt is another issue some observers point to as a troublesome sign. This concern as well, says Dugan, is overblown, as real estate accounts for a majority of assets held by Canadians.

As we progress further from the financial crisis of a few years ago, economic slowdown, stock market and even real estate declines, things are looking brighter for many Canadians. Canada survived the recession; though there are still some challenges, spending is up, stock markets have arguably rebounded and the real estate market has shown longer-term price and sales increases. Many economists predicted real estate price declines, and few expected price increases and such a quick recovery. Homebuyers who were counting on further price declines may have been kicking themselves. How long will this continue, you ask? It’s anyone’s guess. The federal Finance Ministry has, on occasion, given notice it is concerned about a potential overheating of the real estate market. Borrowers must meet the requirements for a five-year, fixed-rate mortgage, even if they plan to choose a shorter term and lower rate. The maximum amortization

period for government-insured mortgages was recently reduced to 25 years from 30. In addition, Canadians can now withdraw in refinancing only 80 per cent of their home’s value, down from 85 per cent, while down payment requirements remain at five per cent for primary homes and 20 per cent for investment properties. Some experts feel these changes may leave some first-time buyers sitting on the sidelines. However, these issues should not be the primary factors to influence your decision to buy. Some considerations to reconcile before making the plunge include: » How much of a house can you afford to purchase? Get pre-approved by your bank before shopping » How much of a house do you want to afford? The answer is not necessarily to purchase the maximum house you qualify to buy, but what you want to afford » W hat will your payments be, if interest rates rise (and they definitely will) one, two or three per cent? Ensure you can easily afford the increase » First-time buyers of new homes priced at less than $425,000 will be minimally affected by the HST. Generally, there are no real estate commissions for the purchaser of a home. Legal fees are not usually high for a purchase and are minute in the grand scheme of purchasing a home At the end of the day, a home is a long-term investment, so look beyond the next year or two.

Aurora Glen’s use of technology A RESOUNDING SUCCESS Lindvest recently launched one of its most innovative projects – Aurora Glen. This launch was an overwhelming success, with a 135 firm home sales in four days, selling out the entire phase. As a result, Lindvest is now planning to move up the launch of Phase 2. While at ratehub.ca we’re in the business of comparing mortgage rates, we know there’s more to consider than simply how the interest rate will affect your mortgage payment. Throughout the year, big banks and even smaller lenders will offer incredible promotional rates to bring in new clients, but many of those offers come with serious restrictions and penalties. Before you jump at the chance to snag the lowest rate, read the fine print in your agreement to see if your new mortgage product comes with any of the following:

While most mortgages in Canada are closed, some mortgage products’ restrictions are tougher than others.

» LOW PREPAYMENT PRIVILEGES. Most products give mortgage holders the option to increase their monthly mortgage payment amount once per year and/or make lumpsum payments throughout the year. While many lenders offer 20 per cent/20 per cent prepayment privileges (meaning you could increase your payment by 20 per cent each year and/or make a lump-sum payment of 20 per cent of your original mortgage), some promotional rates only offer 10 per cent/10 per cent. If your goal is to become mortgage debtfree fast, this may not be the right product for you. » COLLATER AL CHARGE. If the lowest rate ends up being for a collateral mortgage, you’ll want to carefully consider how taking one on could affect your finances in the future. Collateral mortgages are readvanceable mortgage products that allow you to borrow money from your home at anytime, without having to refinance (and pay the legal fees to do so). Sounds great, right? Unfortunately, they also lock you into staying with that particular lender, even when your mortgage comes up for renewal. To get out of a collateral mortgage, you would need to hire a real estate lawyer (and pay legal fees). » C LOSED MORTGAGE. While most mortgages in Canada are closed, some mortgage products’ restrictions are tougher than others. For example, the 1.99 per cent fixed-rate mortgage product Investors Group offered a couple months ago didn’t allow borrowers to prepay, negotiate or refinance their mortgage throughout the three-year term. The only way to break your mortgage in that agreement was to sell your home. Again, if you are someone who wants to pay down your mortgage debt fast or may need to borrow from your home in the future, this may not be the best product for you. Of course, if your mortgage product comes with the lowest rate on the market and has few restrictions, you should jump at the chance to get it! But if you have any concerns about what’s included in the mortgage agreement, don’t be scared to shop around and find the right mortgage for you – even if it doesn’t come with the absolute lowest rate.

Lawyers have a tendency to forget that homebuyers typically don’t know what to expect as they move closer to their closing date. All the delays are over and your builder has sent a letter to your lawyer and/or yourself that closing of your newly built house will occur soon and the closing date is firm. By now, your lawyer has completed all necessary searches and arranged for title insurance. The first thing you need to do is to advise water, hydro, gas or oil, phone, cable and the city tax department in writing, of your name, new address, phone number and set up your accounts. Clarify with your lawyer whether he is doing this for you (it is often an extra charge). There are plenty of books and manuals published on this topic, so check around. Set up your accounts and learn who to call in an emergency or when you need service; identify your closest police and fire departments and hospital.

Keys are either handed over at the site, through your real estate agent, or your lawyer will have them. Your lawyer should phone you with this information. Subject to when he receives the adjustments from the builder’s lawyer, your lawyer should call you anywhere from two days to a week before the closing and provide you the exact figures you need to close the deal. Your lawyer is as anxious as you to get you the right numbers and receive your money, but sometimes the other side is slow in providing the final figures. Remember, generally, all cheques need to be certified as they go through the lawyer’s trust account. Ensure that your financial institution has provided your lawyer with mortgage instructions at least a week before closing. Your lawyer cannot close your deal without this, and it is your obligation to ensure he has these instructions in a timely manner. So, follow up with your broker, bank, trust or private lender. Just before the closing, you will do your Tarion pre-delivery inspection. See my article online at schwarzlaw.ca as what to look out for. All right, inspection done, it’s closing day and what happens? Your lawyer delivers the certified cheques to the builder’s lawyer and then both lawyers sign off on the documents through the Government of Ontario’s electronic registry system (Teraview). All documents are registered and you own the house! What about the keys? Keys are either handed over at the site, through your real estate agent, or your lawyer will have them. Your lawyer should phone you with this information. Now what? Move in and enjoy, and some time in the next 60 days your lawyer should provide you with his report with all your documents and his final account.

GTA lowrise home prices hit record high More good news for the Toronto housing market – especially if you already own a home: the price of a new lowrise home in the GTA reached a new record high amidst strong sales this October, according to the Building Industry and Land Development Association (BILD). According to RealNet Canada Inc., BILD’s official source for new-home market intelligence, lowrise pricing reached $694,629, eclipsing the previous record set just one month prior. Highrise sales in October showed a moderate decrease of eight per cent, but remain on par with the 10-year average. The average price of a highrise home was up eight per cent to $455,535, as new projects across the GTA introduce larger suite sizes to accommodate consumer preference. RealNet figures for October showed that there were 1,886 new detached, semi-detached and townhomes sold across the GTA, which is up 27 per cent over October 2013 and 19 per cent above the 10-year average. BILD attributes the strong lowrise sales to a number of new project launches combined with high demand for

ground-related housing in the GTA. “Building homes that people can afford to purchase is a significant challenge for our industry as it affects all current and future residents of the GTA,” says BILD president and CEO Bryan Tuckey. “With the gap between the two property types steadily widening, the dream of homeownership is drifting out of reach for many, especially for first-time buyers and new Canadians already challenged to save up for a down payment.” Escalating prices are a result of constrained land supply, an outdated planning approvals process and increasing government fees and charges across GTA municipalities, says Tuckey.

CELEBRATES ANOTHER MILESTONE Those looking for a new home within a blossoming community with a ready-made community should discover the Village of SouthFields, an award-winning master-planned community created by Monarch and Coscorp. Offering something for everyone, this thriving established community in magnificent South Caledon is fast becoming the perfect village at the city’s edge. Families are discovering there’s so much more to life at the Village of SouthFields; community groups, seasonal events, sports and recreation – even the occasional friendly competition. With winter chill in the air, Coscorp and Monarch organized an exciting street hockey tournament for the kids of SouthFields. Spirits ran high and competition was tough but in the end, everyone cheered as Team Penguins took the trophy. At SouthFields, residents enjoy a rich village life, where neighbours know

your mover won’t do » by CHUCK RESNICK When you hire a moving company, it is important to understand what services the firm can and cannot do. Here are 10 common issues that most movers won’t do, or are forbidden to do by law: › Move hazardous materials, containers of

fuel and gas-powered items that are not emptied of fuel. This is in accordance

Many movers, including our company, have their own guidelines about this. Securing plants takes a level of special treatment that we are not prepared to offer. If customers need advice on how to move plants, we can help them find companies that are equipped to do so. In our experience, most customers move plants themselves. › Move animals. This takes special care, and movers are not willing to take responsibility for pets during a move. You are best to arrange for them to be somewhere else on moving day, and then ease them into their new surroundings yourself. › Move personal valuables. It makes sense that small valuables such as jewelry, stocks, bonds and cash are items you want to transport yourself. › Stop the clock because there is a change on your end. We get paid from the time we leave our facility until the time we return. If you change the parameters of your contract or something unexpected happens on your end to cause a delay, the move continues on as planned but will likely extend longer than indicated in the estimate.

When you hire a moving company, it is important to understand what services the firm can and can’t do. › Move items larger than we have the ability to do. When we see items that are too big and bulky for us to handle, we will let you know. Upright pianos, for example, are incredibly heavy and usually require heavy-duty dollies and a truck with a lift gate. We can definitely help you with any size of piano. Massive walls can also present challenges. We can help you find the right firm to move any specialty items, if required. › Provide insurance coverage for items of extraordinary value. Ontario’s Conditions of Carriage requires movers to insure items at least $0.60 per pound. If our coverage does not include antiques or works of art, we can arrange it through our insurer as long as these things are itemized up-front. Your homeowner insurance policy may also have a rider for goods in transit. › Rearrange your furniture. Sometimes people ask us to rearrange their furniture at their destination, which adds to the time estimated for your move. We are happy to provide you with this service, at a cost. › Install major appliances. We are neither plumbers nor electricians. If you require installation of your major appliances, arrange to have those professionals help you during your moving week. › Load pre-packed boxes and items into a U-Haul or storage pod. We do not do “load only moves.” If someone else is driving the vehicle and the goods are not under our control, we can’t take responsibility for the condition of the goods at their final destination. All of the above help ensure that your possessions arrive at the other end of the move in one piece, with the safety of you, your family and the movers in mind. That’s our job!

CANADIANS MAKING SMARTER

mortgage decisions First-time homebuyers on average make a 21-per-cent down payment on the purchase of their new home; since the 1990s, about 40 per cent of this has come from personal savings, suggesting Canadians wait to be financially stable before purchasing. But recently, as home prices have risen, 17 per cent of the down payment has come from family gifts or loans, a higher number than in previous years. These are just some of the facts found in the Annual State of the Residential Mortgage Market in Canada, the latest consumer survey report released recently by the Canadian Association of Accredited Mortgage Professionals (CAAMP). The report probes into how Canadians are managing their mortgage debt. In this low interest-rate environment, they continue to aggressively pay down their mortgages even though most renewing their mortgages are going to find interest rates unchanged or lower than their current rates. Questions related to why people do not own a home produced interesting results: the majority of people age 18 to 34 indicated they were waiting for prices to fall and savings to increase. At the other end of the age spectrum, more than two-thirds of those over age 55 said they were renting because it was a better option for them. SURVEY SAYS… › 425,000 live in homes that they purchased during 2014. The average price was just over $400,000, for a total value of $173 billion. › 125,000 Canadian homeowners fully repaid their mortgages during 2014. A further 50,000 to 75,000 expect to fully

repay their mortgage before the end of 2014. In combination, about 190,000 mortgages will have been fully repaid this year. › 9 00,000 current mortgage holders made lump-sum payments in 2014 totaling $16 billion. ›A mong the 190,000 to 200,000 Canadians who have repaid (or are expected to repay) their mortgages during 2014, lump-sum payments total about $5 billion. › 9 00,000 mortgage holders voluntarily increased their regular payments in 2014, by amounts that equate to more than $3 billion per year. › The average mortgage interest rate is 3.24 per cent, identical to the rate found in the spring survey and down from the average 3.5 per cent found in the fall 2013 survey. ›C anadian home equity amounts to 74 per cent of the value of their homes; more than 85 per cent have 25 per cent or higher. › 1 1 per cent of homeowners used their home equity for debt consolidation and repayment, renovations, investments, purchases, including education, and “other.” “Overall, the CAAMP fall report paints a picture of homeowners, whether just starting out on their ownership journey or long-time mortgage holders, as remarkably confident,” says Jim Murphy, accredited mortgage professional, and president and CEO of CAAMP. “They wait until they are financially stable before buying, and they take advantage of low interest rates to aggressively reduce their mortgage debt. Midhaven Homes honoured AS 2014 CANADIAN ENERGY STAR HOME BUILDER OF THE YEAR Midhaven Homes, an Oshawa-based new home builder founded in 1986 by Peter and Sam Saturno, has been honoured for its efforts in advancing energy efficiency in new housing in Canada. Midhaven received two 2014 Energy Star Market Transformation Awards, as 2014 New Homes Builder of the Year and for the Energy Star for New Homes Promotional Campaign of the Year. These Market Transformation Awards are awarded by the Ministry of Natural Resources (NRCan), given to utility providers, manufacturers, retailers, advocates and home builders who have shown leadership in the manufacture and promotion of energy-efficient products for Canadian consumers under the Energy Star program. “Midhaven Homes is setting an example for the Canadian business community through their sustained leadership in promoting responsible energy use. We applaud their work in encouraging Canadians to save money and conserve energy by making energy-efficient choices,” says the Honourable Greg Rickford, Canada’s Minister of Natural Resources, who presented the awards to Midhaven’s Peter Saturno, Rebecca Evans and Kristina Petrie. “It was truly an honour to receive these awards from Minister Rickford and be recognized by NRCan. It means a great deal to me and the Midhaven family. It’s a true testament to the contractors who work with us to create Energy Star qualified homes and also to the organizations that have quarterbacked the Energy Star for New Homes program in our home province for the benefit of new home purchasers, namely EnerQuality and the Ontario Home Builders’ Association. But what’s really pleasing is being contacted by our homeowner’s months after they’ve moved in informing Midhaven how much more comfortable their homes are and the energy savings they are noticing compared to their previous homes. That really underscores for us that the Energy Star for New Homes program is moving housing in the right direction” says Peter Saturno, president of Midhaven Homes. Midhaven Homes is guided by a hands-on approach and a dedication to excellence, quality craftsmanship and value. The integration of Energy Star into the business was a natural progression of this commitment to quality and forward thinking value for their customers. But it’s also hectic – with shopping, wrapping, travelling, entertaining and cleaning up after it all. The worst thing that can happen is to wish it all away, thinking you’ll be happy when it’s all over. It’s a lot of work, but the little things that help keep you organized – and sane – will put the pleasure and joy back in this time of year.

QUICK TIPS ON ORGANIZING YOUR HOME ›› Create a gift-wrapping zone. Save time and make wrapping presents a pleasure by transforming a spare room (or part of a room) into a gift-wrapping centre for the holidays. Set up a table or use a rolling cart to put out your supplies (gift wrap, scissors, tape, pen, cards, bows) and keep everything you need in one place. Create the right atmosphere by adding some festive music, a scented candle and a cup of hot chocolate to get you into the holiday spirit. ›› Store items near their point of use. Save steps and precious time by storing things close to where you use them. For example, save yourself a trip up the stairs to the linen closet by keeping your tablecloths in a drawer, cupboard or chest in the dining room. It makes entertaining a breeze! ›› Re-purpose your gift-wrap tubes. Use your empty gift-wrap tubes to store mini-lights. Put a slit in each side of the tube. Insert the plug at one end and wrap the cord all the way around the tube, tucking the bottom of the light strand in the slit at the other end. Store the tubes in a garment bag hanging from a hook in the closet. ›› Run errands efficiently. Keep a collapsible crate in the trunk of your car for easily transporting items to a dinner party or for things to return like library books or store-bought items

What gift certificate? Gift certificates are easy to give and great to receive, but are often lost and forgotten until they expire. Keep your gift certificates in an envelope in your purse or your car and put a reminder on your calendar one week before the expiry date so you can use and enjoy them. ›› Return items in a timely fashion to save money and space. Whether it is buyer’s remorse or dissatisfaction with

an item after we’ve brought it home, we all have things to return to the stores at some point – especially after the holidays. A problem arises when these “to be returned” items accumulate in every part of our home and we forget we have them. Most store return policies allow only seven to 14 days for a full refund. To recoup money and reclaim space, designate a small area (preferably near the exit) to place things that are on their way out. A box or basket may be helpful if you have several items. Tape the receipts to the purchases and schedule a time in your planner to take them back before it is too late. ›› Pay yourself first. Block time now to give yourself a break later. Choose a day (or at least half a day) during the holidays to do what’s fun for you. You can spend it skating, relaxing at the spa, or taking in a movie. The important thing is that you feel renewed and refreshed because you gave the gift of pleasure and relaxation to yourself. QUICK TIPS ON ORGANIZING YOUR HOME OFFICE ›› Send greetings without grief. Do you love sending holiday greetings but don’t enjoy wasting time addressing the envelopes? Easily create address labels on your computer for your cards using MS Word. For a special touch, use a font that resembles handwriting (such as Lucinda Calligraphy). Save the document and you can pull it up every year, make any changes and print it on adhesive mailing label sheets. Better yet, send electronic greetings and you’ll reduce clutter while saving time, money and the environment. QUICK TIPS ON ORGANIZING YOUR LIFE ›› Avoid holiday overload. Limit social engagements to only those you truly want to attend. Book some downtime between social events so you don’t feel overextended. Schedule only 75 per cent of your day to allow for traffic delays, long line-ups and other unexpected occurrences.
