Springtime’s longer days and warmer weather mean home shoppers will be out in full force. Visiting sales offices and model suites is not only inspirational, it gives you a sense of what the market has to offer and an opportunity to get the facts straight. It’s important to be clear about what you want and expect in a new condo and in your builder before you start shopping. Remember, prices in the new-home market generally reflect differences in location, features and home styles. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. It could mean better-quality materials, finishings, features and service. It is also important you understand what is included with the condo you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included and what your upgrade options are. Evaluate any promises that have been made and find out if the builder is prepared to put them in writing. Check the facts, check the figures and say “yes” when you are sure about the builder and the condo. You should feel confident and comfortable about the choices you have made. Eliminate surprises and disappointments. Sit down with your sales rep, ask questions and discuss your Agreement of Purchase and Sale in detail with a lawyer before it’s finalized. You can make a wise buying decision that offers you peace of mind.

EQUALLY PERFECT FOR DOWNSIZERS who miss their garden as well as hipsters into the urban homesteading movement, community gardens can be used to grow almost anything. Becoming part of a community garden is a great way for people who don’t have access to their own land to grow their own food, but the positive effects of community gardening go so far beyond that. Right on the lawn of the Vancouver City Hall you can find a community garden, not to mention that there are over 75 more community gardens you can join in Vancouver. Burnaby has five, Surrey has four, and Richmond has eight community gardens, and in every instance, there is a waiting list to be able to access a plot, which says something about our desire to get our hands dirty even if we don’t have our own backyards. Though gardening can conjure up images of Grandma’s prized rose bush or rural homesteaders digging potatoes, even in the most urban areas of Canada you can find an abundance of people, of all ages and from all walks of life, tending to patches of fruit and vegetables, herbs, medicinal plants and yes, even flowers. One key benefit to gardening within a community is the exchange of information between gardeners from different cultures, generations, and levels of experience. Most gardeners love talking, teaching what they know, and commiserating on the tough aspects of trial and error in a garden.
Even if growing vegetables isn’t your thing, there are many other foodproducing cooperative projects all over the Lower Mainland that you can become involved in. There is The Copely Community Orchard and Berry Patch near Trout Lake, there is a garden of indigenous edible plants near Joyce SkyTrain and a permaculture food forest growing in North Vancouver, to name just a few. More of these original growing places are popping up all the time, so keep an eye on any empty lots near you. Not to be left out of the urban lifestyle loop, many Lower Mainland developers are building this concept into their projects. Some of the newer developments featuring community gardens include Onni’s Canvas project, located on Great Northern Way in Vancouver, where they are building a communal courtyard complete with community gardening spaces, a harvest table and a firepit for everyone to enjoy.
Outside the city, more people are downsizing from homes with gardens to a more maintenance-limited lifestyle in a townhome.

The Wall Centre Central Park will have ample space for residents to pick a plot and start growing on their rooftop community garden, Amacon’s The Modern (completed), and Tempo in Richmond also include urban gardening spaces to get their homeowners outside and growing (if they’re into that kind of thing). PortLiving’s Midtown on East Broadway in Vancouver also has plans to include gardening opportunities for residents. Going back up, vertically, Westbank’s plans for the ambitious new Oakridge and Kensington Gardens developments both include community garden spaces to grow on, as well as podium-level urban orchards, where residents can harvest the bounty of BC’s beautiful fruit-growing climate. The Fairmont Waterfront had one of the first rooftop gardens in the city and now can even boast an urban apiary to complete their growing space, helping pollinate the city with their bees, while providing oneof-a-kind honey for their restaurant and café. Outside the city, more people are downsizing from homes with gardens to a more maintenance-limited lifestyle in a townhome. Though they may be sick of mowing a big lawn, moving into a townhome means less space for a garden too. A couple of developments that are offering residents the chance to garden their own plot include The Ridge at Bose Farms, which has a communal potting shed with shared tools and herb garden as well as beds that people can plant in. Dawson + Sawyer On the Course is another townhome community with a large garden area that also allows residents to connect with the earth. Another way developers are encouraging community growing in the Lower Mainland is by letting community gardens take over lots that are currently vacant, but owned by the development company. The company takes tax breaks and intrepid gardeners can build growing boxes, toolsheds, even chicken coops on the land until building begins. This can sometimes mean years of use for the public good before the garden must move on to the next available empty lot. If you live outside the city, or even if you have a back yard of your own, becoming active in a community garden can enhance the happiness and well-being of your whole family, while making your community stronger and a more friendly, healthy place to live. If there isn’t a community garden near you, be a hero and start one! Your kids and future generations will thank you.

omebuyers requiring a mortgage in Canada are legally required to purchase mortgage insurance if they don’t have a minimum of a 20 per cent down payment at time of home purchase. On May 1st, Canada’s national housing agency will increase the cost of insuring these “high ratio” mortgages for homebuyers.
What you need to know.
CMHC mortgage insurance premiums will increase by approximately 15%, on average, for all loan-to-value ranges. The increase applies to mortgage loan insurance premiums for owner occupied, self-employed and one-to-four unit rental properties, including low-ratio refinance premiums. This does not apply to mortgages currently insured by CMHC, which will be unaffected. The changes are unlikely to have any major impact on the housing market, but in real dollar terms, the decision does increase the cost of homeownership. For those homebuyers electing high ratio financing with only 5% down (and therefore borrowing 95% of the home’s value), the impact would be the greatest. For example, under the old system, a borrower would pay an insurance premium of $6,875 to get a $250,000 mortgage. Under the new system, the premium would jump by $1,000 or a monthly increase of $5. BANK OF CANADA maintains overnight rate target at one per cent THE BANK OF CANADA HAS ANNOUNCED THAT IT IS
maintaining its target for the overnight rate at one per cent. The bank rate is correspondingly 1 1/4 per cent and the deposit rate is 3/4 per cent. Both total CPI and core inflation in Canada are still expected to follow roughly the path outlined in the January Monetary Policy Report, although recent readings were slightly higher than expected. Excess supply in the economy and competition in the retail sector will likely keep inflation well below the two-per-cent target this year. The global economy is evolving largely as anticipated, with growth expected to strengthen in 2014 and 2015. The United States is still expected to lead the acceleration in advanced economies, although recent data have been softer, largely owing to weather effects. Volatility in global financial markets has increased somewhat, reflecting buoyant market conditions in most advanced economies and increased risk differentiation among emerging markets. More recently, tensions in Ukraine have added to geopolitical uncertainty. In Canada, economic growth in the fourth quarter of 2013 was slightly stronger than the Bank anticipated, and upward revisions earlier in the year further raised the level of GDP. The Bank still expects underlying growth of around 2 1/2 per cent in 2014, with the current quarter likely to be softer. Exports have been a little stronger than previously thought but continue to under-perform, and overall business investment has yet to pick up. Meanwhile, recent data support the Bank’s expectation of a soft landing in the housing market and stabilizing debt-to-income ratios for households. On the whole, the fundamental drivers of growth and inflation in Canada continue to strengthen gradually, as anticipated. With inflation expected to be well below target for some time, the downside risks to inflation remain important. At the same time, the risks associated with elevated household imbalances have not materially
The global economy is evolving largely as anticipated, with growth expected to strengthen in 2014 and 2015 changed. The Bank judges that the balance of risks remains within the zone for which the current stance of monetary policy is appropriate and therefore has decided to maintain the target for the overnight rate at one per cent. The timing and direction of the next change to the policy rate will depend on how new information influences this balance of risks. The next scheduled date for announcing the overnight rate target is April 16.

CAN YOU BUY OR SELL YOUR PARKING STALL? Before you attempt to buy or sell a parking stall, you need to determine whether your parking stall is transferrable. To do this, you need to do your homework and dig into the strata corporation’s strata plan, original disclosure statement and r egistry filings. LIMITED COMMON PROPERTY PARKING

D
id you know that in some strata corporations it is possible for owners to purchase and sell parking stalls? In fact, in some developments, owners purchase multiple parking stalls to generate additional rental revenue and to speculate on the rapidly increasing value of exclusive parking rights.
If a parking stall is designated on a strata plan or resolution registered in the Land Title Office as limited common property or “LCP” for the exclusive use of a specific strata lot, it will be very difficult to purchase or sell the parking stall. This is because a formal transfer of the parking stall will likely require unanimous or approval of 75 per cent of the other owners, depending on how the original parking stall designations were created. STRATA CORPORATION MANAGED PARKING
When a strata corporation has the authority to manage, assign and rent parking stalls, owners have very limited rights to the stalls and there may be few if any legal rights to sell or assign your parking stall to another owner. These parking stalls are marked as common property or “CP” on the registered strata plan. The tricky part about this kind of parking stall is that is looks the same on many of the strata documents as parking stalls assigned by the original developer, which are usually the easiest to sell. DEVELOPER ASSIGNED LEASEHOLD PARKING
Under the Strata Property Act, once a strata corporation is created, developers are bound by a number of rules that limit how they can assign and sell parking stalls. With the help of clever lawyers, many developers get around these limitations by leasing out common property parking areas prior to creating the strata corporation. They then sell subleases or lease assignments granting the exclusive use of parking stalls to strata lot purchasers. The strata corporation owns the common property parking areas, and they show up on the strata plan as common property, but in reality the strata corporation is the landlord and the individual owners are the tenants. These leases often extend for 99 years or more. Leasehold parking stalls are the easiest kind of parking stall to buy or sell. Instead of making changes to your strata plan, you simply need to transfer the lease. While relatively simple from a legal standpoint, you will need to hire a lawyer to obtain and review the original lease to ensure transfers are permitted, prepare a purchase and sale contract and help facilitate the exchange of money and documents. is the season for spring cleaning! But just because they call it “spring cleaning” doesn’t mean you have to do it all in one weekend, or in one season for that matter. It can take a long time to build up clutter and just as long to clear it out. Make a plan and find the right place to start. Work on one thing at a time and you’ll find, drawer by drawer, closet by closet and room by room, it will eventually all get done. WHERE TO START? One of the most common questions I get asked when it comes to getting organized is, “Where do I start?” Picking a place to begin can often be the biggest obstacle to de-cluttering, immobilizing us from taking action.
PLAN BEFORE DE-CLUTTERING Before beginning any de-cluttering project, determine in advance how you will dispose of the items you no longer want. If you have valuable pieces and would like to sell them, decide whether you will do this yourself or hire someone to do it for you. If you would like them to go to charity, which one is it and where is it located? Some charities will pick up, so call them to find out when they will be in your area. It’s not until those boxes and bags leave your home that you will reap the full rewards of de-cluttering. Planning in advance will curb procrastination and ensure full completion of the task. BEGIN WITH THE “NO BRAINERS” Toss old newspapers, things that are broken or have missing parts and clothing items that are permanently stained or damaged. If you can devote 10 minutes a day to this process (even the busiest person has 10 minutes a day), you’ll be amazed at how much progress you can make in just one week. The important thing is to block out time every single day to do it. JUMP-START YOUR SPRING CLEANING WITH BABY STEPS Start the clearing process
with a “best before” box. If you can’t quite bring yourself to let go of certain items, even though you aren’t using them, consider packing them in a box and writing a “best before” date on it six months away. Put this date on your calendar as a reminder. If you don’t go into that box again before the expiry date, donate it to charity without opening it again. This provides you with a cooling-off period, making it easier to detach. EMPTY SPACES RESULT IN SMILING FACES When reorganizing a closet, a dresser or a cupboard, empty it out first. It’s motivating to see the space empty and this will give you immediate gratification. You are also likely to sort through the contents more thoroughly. However, when organizing a large area, empty only a section at a time, sort it and then move on to the next section. OVERCOME PROCRASTINATION If you’ve got an unfinished project hanging over your head but can’t seem to motivate yourself to work on it, take a moment to think about what the payoff of completion would be. Write down three benefits you’ll receive by completing that particular project and keep this where you’ll see it throughout the day.

CIBC IT PAYS TO TAKE THE TIME TO DO YOUR TAXES RIGHT AS CANADIANS PREPARE TO FILE THEIR 2013 TAX RETURNS THIS SPRING, a little attention up front can go a long way to saving time, money and undue complications down the road, says Jamie Golombek, Managing Director, Tax and Estate Planning at CIBC. Canadians had to pay over $1 billion in additional taxes in fiscal 2012 alone, primarily because what they reported on their tax returns didn’t match the dollar amounts provided by employers, financial institutions and other sources, according to the most recent data from the Canada Revenue Agency (CRA). As well, CRA rejected almost one in every five tax credit and deduction claims the previous fiscal year. “Each year, the CRA identifies costly, common errors in personal tax returns that can easily be avoided if you take the time to do it right and seek advice if your situation is complicated,” says Mr. Golombek. “If you under-report income or if deductions are disallowed, taxpayers may find that they unexpectedly owe more money to the CRA.”
In addition to collecting additional taxes from you, the CRA will charge interest, currently at a rate of 5 per cent, on any overdue tax amounts, he points out. And, if you fail to file your return by the deadline or under-report income repeatedly, penalties may also apply, he adds. “To avoid potential interest and penalties, it’s important to take note of key deadlines, ensure that you report all of your income accurately and verify that you are eligible for tax credits or deductions before you claim them,” says Mr. Golombek. In his latest report, Doing It Right the First Time! Avoiding the Most Common Tax Return Errors, Mr. Golombek provides a number of tips to help Canadians avoid costly errors on this year’s return:
› Double-check that you’ve included all income from all sources; › Compare information on tax slips to investment statements or other supporting documents to ensure accuracy; › If you’re missing information, do your best to get it; estimate amounts when information doesn’t arrive in time to file; › Report all RRSP contributions, even if you’re going to claim the deduction in a later year; › Determine if you are eligible for a deduction or credit before you claim it; › Make sure your current address is on file with employers, financial institutions and the CRA so that you receive all tax slips and correspondence; › Be punctual - file your return by the deadline, which is April 30, 2014 for most taxpayers, and respond to any direct CRA correspondence within the required timeframe. TD BANK Buying a property solo or with friends or family? TODAY’S HOMEBUYERS DON’T ALWAYS LOOK LIKE THE TRADITIONAL
nuclear family of the past. As a recent TD survey discovered, a quarter of Canadians who bought a home in the last 24 months or are planning to in the near future - did so on their own. Furthermore, four in ten Canadians think buying property whether a primary residence or vacation home - with friends or family members is a great way to get started. With this shift towards non-traditional ways of purchasing property, planning carefully can help avoid potential bumps on the road. “Whether buying a home on your own or together in partnership with family members or friends, many of the guiding principles remain the same,” said Michelle Snow, Associate Vice President, Retail Products at TD. “Start by setting a realistic budget, talking to a mortgage specialist for advice and taking the time to make an informed decision. The real estate market may move fast, but that doesn’t mean you have to rush your decision.” Whether buying alone or with someone else, the first step is to decide how much you are comfortable spending, and what the down payment will be. Homebuyers pooling their resources may be able to make a larger down payment on their purchase, and there are benefits to this. For example, homebuyers who put down 20 per cent or more may avoid paying for mortgage default insurance. The premiums for mortgage default insurance are
calculated as a percentage of the mortgage and paid up front or by adding it to the principal portion of the mortgage. Eliminating or decreasing this premium can result in significant savings over the lifetime of the mortgage. “Once homebuyers set their budget and down payment, they can take their prospective monthly mortgage payment for a test-drive and ‘pay’ into a TFSA or savings account,” said Snow. “This twofold solution allows the homebuyer to see how comfortable the monthly mortgage payment is before locking in, and save for a larger down payment at the same time. For co-purchasers, it opens the line of communication to talk about how these monthly payments will work after the purchase.” While agreeing on a budget and down payment are essential, the conversation shouldn’t stop there, Snow advises. Co-purchasers also need to agree on the key characteristics they want in a property, and what they are and are not willing to compromise on. For example, will the primary residence be a house or condominium? If it’s a second home to be used as a vacation destination, will it be a cabin in the woods or a cottage by the water? Once these decisions are made, consider how the associated costs, like taxes, insurance, utilities, repairs and maintenance fees will fit into the overall budget. “The last thing new homeowners want is an unwelcome surprise when they’re about to sign on the dotted line,” Snow said. “Whether purchasing alone, or with a co-purchaser, a mortgage specialist can help navigate home financing questions well before they’ve entered the house hunt, so they can make informed decisions that can save money and stress in the long run.” For more information, tools and resources on home ownership, visit www.tdcanadatrust.com/firsthome ABOUT THE TD CANADA TRUST BUYING A HOUSE POLL

Brentwood while they searched for a condominium to purchase. Nothing caught their eye until one afternoon, when Young was returning home from a hike at Buntzen Lake, he noticed a sign for Uptown and decided to investigate. “The sales staff were so professional and careful to explain everything in a way that was easy to understand,” he says. The scale model that clearly showed Uptown’s orientation and spatial relationship to the surrounding neighbourhood sealed the deal. “I like the idea of being close to the Evergreen Line and having a brand new grocery store right in the building,” Young says. “Plus, my wife loves to cook, so knowing there are two large Korean supermarkets just down the road at Lougheed and North Road will be wonderful for her… that and having a gas range at home again.”
The sales staff were so professional and careful to explain everything. Then there’s the sweeping view from their private balcony. “We bought a sub-penthouse on the 10th floor that’s actually two suites combined,” Young explains. “So our home will be a two-bedroom and den with over 1,300 square feet of space and a southeast facing view. This figure is the monthly payment you can afford to make on your condo. 03 Take the total price of the condo and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.
04 Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.) 05 Multiply this figure by the amount you need to borrow. Divide by 1,000.
06 Add to this your estimated monthly heating costs and monthly property taxes. 07 If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream condo.
Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
