ou’ve agreed that a new condo is the way to go and you’re making headway, but you still have another big decision to make – choosing your home builder. It pays to check the reputation of the builder/developer before you sign on the dotted line. Start by finding out how long the company has been in business. Ask a sales representative or visit the company’s website. Next, find out if previous purchasers are happy with their homes. Drive around an existing community built by the company and talk to anyone you run into during your tour.
Naturally, you should spend some time visiting several different sales offices and model suites. Get a feel for each company and the staff employed there. Ask a lot of questions and expect to be treated with consideration and respect. No question is too “dumb.” Think twice about any development where the salespeople push you to make a decision you’re not ready for, or where they are not happy to provide you with the information you request. There are many other builders and salespeople out there who pride themselves on putting the customer first.

Massive island with eating bar, white cabinetry that reminds me of a French country manor house, and full pantry — this is a space destined to become a social hub and entertainment magnet. Next stop, the upper level. At the top of the stairs, I find a cool feature: a comfortable loft, decked out as an open reading lounge. “But you could also opt to enclose this and make it into a fourth bedroom,” Norm says. Well after all, choice is good. “You’re going to love this master suite,” Norm says, opening the door with enthusiasm. Right again. Vaulted ceiling, walk-in closet in addition to the regular lineal-style one (did someone say “hers” and “hers’n’his”?), and an ensuite that officially fits the descriptor of “to die for.” The soaker tub, always high up on my personal list of must haves, has a style I’ve never seen before — a contemporary interpretation of a freestanding claw-foot, but wider and without the claw. And yes, that’s a tease (meaning you really have to see this for yourself). Downstairs, more surprises await. “The wet bar is standard,” Norm says. “But we thought we’d have a little fun and show what you could do with this space.” The result is a comfy looking poker room with wine storage and tasting bar. There’s also a full home gym, a guest bedroom, and a theatre room that Norm tells me is one of Montgomery Acres’ upgrade options. Sweet. And if like me, you’re wondering what the bottom line for all this luxury will be, here’s more good news. “We have prices as low as $479,000 for a 1,600-square-foot home plus basement,” Norm says. “Most of our larger plans are in the mid-$500,000s, so the affordability factor is huge.” EnvironmEntal Savv y Before I leave, I can’t help pausing to savour the fresh, country air. Norm just smiles — he’s seen the reaction to Montgomery Acres’ forested setting many times before. “We’re engulfed by trees on two
sides including ALR agricultural land to the north, so it’s a very quiet, rural feeling,” he says. here’s still free parking in East Village. (Let’s let that sink in for a moment.) That’s right – even though the East Van neighbourhood is one of the city’s trendiest, you can still park without paying the Man. Long stretches of East Hastings, for instance, feature one-hour free parking – in fact there’s nary a meter to be seen. There’s even parking behind the London Drugs. But if City Hall hasn’t quite caught up with the emerging neighbourhood, others have. Small business owners, from brewers to restaurateurs, have seized the opportunity to get in on the ground floor, so to speak, of this reasonably-valued, growing neighbourhood. Young families have been moving in, and developers have been building competitively priced condos for those who want to buy, but can’t afford downtown and don’t want to move out to the suburbs. Of course, it wasn’t always this way. What has been dubbed the East Village (technically, the part of Hastings-Sunrise that stretches from Commercial Drive to Renfrew, and roughly from East Hastings to Powell) was, for years, just a stretch of stores and businesses on the way to and from points further east- and westward. But that’s been changing, especially the last few years. But first, a little bit of history. One-hundred-and-forty years ago, when people wanted to get away from big-city livin’, they went to the popular resort of New Brighton. Loggers, mill workers and vacationers from New Westminster flocked to the area, which was later renamed Hastings Townsite. This is where East Village is now situated, more or less. (The area still has resort-ish features: New Brighton Park, with its public pool and views of the Burrard Inlet and Second Narrows Bridge, is still a bit of a weekend retreat for some.) Over the next hundred-plus years, the neighbourhood became home to Vancouver’s first road, first wharf, first hotel, first post office, first museum and first ferry. By the 1920s, the area was being developed for residential use. It grew, diversified — and remained staunchly unhip and off-the-tongue of those who didn’t live nearby, known mostly for
Hastings Racecourse, the PNE and a few other East Van landmarks. These include Dayton Boots, Ugo & Joe’s Lucky Meats and the On Lok Restaurant & Won-Tun House. The buzz has taken awhile to build. Pioneering businesses include the Roundel, which has been in business for 49 years but was refurbished in 2007, and Wheelhouse Seafoods, which opened in 2001. “The biggest reason we chose this neighbourhood was, there was rental space available, and it was relatively inexpensive,” said co-owner Catherine Yamamoto. “Also, it was a good neighbourhood. Even then, you could see it.” More, newer businesses have sprung up in the wake of the Roundel and the Wheelhouse, including Campagnolo Roma, the Red Wagon and its sister eatery Bistro Wagon Rouge, Tacofino, Tamam, and more. Even Donald’s, the grocery-store lynchpin of the neighbourhood, has introduced a new high-end tea emporium, Steam, in a cubbyhole just off the entrance to the market. The area has become a hub not only for new restaurants but also for booze. A number of breweries, including Powell Street, Parallel 49 and Coal Harbour Brewing have sprung up, joining stalwart Storm Brewing on Commercial. Then there is Odd Society Spirits on Powell, which opened last year. Notwithstanding the Princeton on Powell, beloved by locals, there’s another place to get a drink in the neighbourhood, The Brighton. And where there’s increasing gentrification, the coffee shops are sure to follow; recent additions include Platform 7, East Café and, on Dundas, the hipster haven Far Out Coffee Post. All this activity has brought an influx of new blood, including young families. “I love it,” Fainne Martin said of the area. Martin has been living on nearby Oxford Street for over a year with her husband and new-born. She says she appreciates being within walking distance of Donald’s and coffee shops like Far Out Post and JJ Bean. “And there are great parks all around. If you have a dog or a kid, it’s really good.” “We see lots of families,” Yamamoto said. “You can see a lot of people are coming who have more income. I think they’re exploring the neighbourhood where maybe they didn’t before.

And they’re moving in as all of those condos go up.” “I think people are starting to see the value in East Vancouver, especially this area,” says Rikki Puri. Puri is the president of R.A.R. Holdings Ltd, which is currently selling homes in Triumph, a 22-condo-and-townhome development on Triumph Street slated to be finished later this summer. “A lot of people once associated this area with East Hastings, an extension of the Downtown Eastside. The Oxford (by Allaire and the Airey Group, with a showroom that should be open by mid-July), at 2141 East Hastings, will have 38 units, with prices expected to start in the low $200,000s. “You see a lot of commercial space along East Hastings, and a lot of younger families are moving out in that direction,” Oxford Marketing Manager Bailey McRae said. “Already you have a lot of singlefamily homes, but fewer apartments that are available. I think the developer saw an opportunity there to offer new product in that area.” The changing demographic was a draw. “You’ve got the Tacofinos but you’ve also got the staples, like Donald’s Market and Red Wagon,” she said. “They’re bringing a younger crowd out.” McRae notes that the Oxford will take advantage of “the amazing views” the area offers. “Most of the homes will have patios,” she said. “From the second to the penthouse you have unreal views. There are not many places in Vancouver where you could offer such views. I’m really excited for that.” The pricing is more reasonable in Hastings-Sunrise than other parts of the city too. “It’s just more affordable. more affordable, and you’re able to build a better product.” There are other developments nearby. A little further west, the Millennium Group is building Boheme and the Wall Group is developing The Heatley at Strathcona Village. Meanwhile, Alba, a mixed-use development that has been planned for the block where the London Drugs currently is, is on hold. Instead, a community garden has been established in the lot set aside for the development. Zoë Way, bartender at The Brighton, has been living in the East Village for the last two years, and her parents have been there for a decade. “It’s changed a lot,” she said. “A lot of new stores have gone in, a lot of new families have moved in. The Hells Angels crowd has moved out, a lot of people have sold their homes, a lot of people are renovating. On any given day you can walk on any block and see a massive renovation going on.” The neighbourhood is still up-andcoming, she says. “You can see there are a lot of stores that are going to be opening soon,” she said, nodding toward a storefront across the street. In the windows are signs advertising a coming business, The Black Rook Bakery. “It’s slowly but surely gentrifying.” “I think East Village has a life of its own, with the amenities like New Brighton Park,” McRae said. “It actually feels like a smaller community, with a Commercial Drive atmosphere. It’s a combination of the classic and new hits, the commercial stores coming up in that area.” And there’s still plenty of free parking.

The Real Estate Board of Greater Vancouver has all the information you need about property taxes What are property taxes? An annual local government tax levied on real property based on BC Assessment’s estimated market value. Local governments calculate the tax by dividing the annual budget by total assessed property values. In rural areas, the province assigns the tax rate. Rates vary among property classes: residential, business, light and heavy industry, farm, recreation, utility and managed forest land. The assessed value of each property is typically determined annually by BC Assessment, as of the previous July 1. Where do I fInd out What my property taxes are? Look at your tax notice which was delivered by mail in late May or early June. You can also check your local government web site, which may have information. For

What happens If I don’t get a tax notIce? You must pay whether or not you have received a notice. Contact your local government finance department and arrange for a duplicate notice. You must ensure that your local government and BC Assessment have your correct mailing address. Where do my property taxes go? Take a close look at your property tax notice. About 50% of the amount owing is levied by the local municipality. Municipalities are also required to collect the remainder for other taxing authorities and have no control over these levies. Municipal tax – is set by council and staff in the local government’s annual budget process and is based on revenue needs for infrastructure and services. Regional district tax – is set by the regional districts for key services such as regional water and sewage treatment. For example, Metro Vancouver tells their local governments what their revenue needs are, and the local governments collect on their behalf. In rural areas, the province (Surveyor of Taxes) collects for regional districts. School tax – is set by the BC government to fund schools and varies by local government. It’s paid by residential and non-residential property owners. Hospital tax – is set by the regional hospital districts to help partially fund local health facilities. For example, in Metro Vancouver hospitals are funded by the province, not by property taxes. Outside Metro Vancouver, hospital taxes are still levied. Other taxes – are set by local taxing authorities and collected by the local government to fund BC Assessment, the Municipal Finance Authority and TransLink.

More and more people are getting swallowed up by debt. We are sure you have read and heard many of the statistics and stories in the news. One of the keys to financial independence is to get rid of your bad debt and acquire good debt. No exceptions. Step 2 - Make a list of all your consumer (bad) debts. This includes each credit card, car loans, store credit cards, lines of credit, and any other bad debts you have acquired. Step 3 - Refinance your mortgage to consolidate your high interest debts. Chances are you’ve built up enough equity in your home to pay off your high interest credit cards and consumer loans. A Mortgage Expert can help determine how much equity is available and how much you can save by increasing your mortgage balance to pay off bad debts at lower interest rates. Step 4 - explore the option of using additional equity in your home to increase cash flow. After you consolidate your bad debts you may still have equity left over to invest in a secure cash flow producing asset. For example, the equity could be invested in a dividend fund, and the income could be reinvested or withdrawn every month.
