hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers. First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want.

Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. e’ve all heard it a thousand times: Vancouver is the most expensive city for real estate in North America. Though that is the truth according to some measures, Bob Rennie points out that if you remove the top third most expensive residences, the average price for a condo or townhome drops dramatically. So if you’re in the market for a $10 million dollar home, there’s lots of those, but if you’re looking for a one- or two-bedroom condo in the city, it’s not so out of reach. A visit to Port Royal is always something I look forward to. There’s a storybook charm to this master planned community in New Westminster. As I’ve watched the different phases evolve, I’m always struck by the fact that the people who live here truly are neighbours — not just people who happen to live next door to each other. In fact, I can’t recall ever passing through without seeing people chatting on the sidewalk or waving as they drive past. It’s just that kind of a place. So it’s no surprise that response to Canoe — Port Royal’s final phase of single-family, triplex, townhomes, and rowhomes — has been enthusiastic both from people just discovering this neighbourhood and from buyers who already live here. “So many people who purchased in earlier phases, perhaps a condo as their first home, tell us they simply don’t want to move,” says Ameet Johal, Aragon’s director of sales and marketing. “They recognize 16 METRO VANCOUVER NEW HOME GUIDE | NOVEMBER 14 - 28, 2014

Before I leave, Ameet and I compare notes on some of our favourite aspects of the Port Royal neighbourhood. Top of my list are the cycling and walking trails that seem to be everywhere throughout the community. Of course, those are in addition to a whole range of local municipal parks just minutes away. For other activities, there’s the lively Roma Hall and one of my favourites, Frankie G’s Boilerhouse Pub — great burgers — literally a two-minutes walk away. She also reminds me there’s been a few new additions to the Queensborough Landing Mall since my last visit, and then gives me a piece of news I’ve been waiting for. “The City has just approved a pedestrian bridge that will connect Port Royal directly to the New Westminster Quay.” So who says a great thing can’t get any better?

REDMA Amendments Q&A WITH DARREN DONNELLY » by SUSAN M BOYCE

Surprisingly little fanfare has accompanied BC’s Real Estate Development Marketing Act (REDMA) recent facelift. The end result of approximately three years of deliberations and consultation between government, industry, and other stakeholders, the amendments came into effect on October 1st, 2014, and are anticipated to bring welcomed streamlining and transparency to the home buying and home building process. While many of the amendments more directly affect developers, changes to how disclosure statements are written and delivered will be one area that has an immediate impact on consumers. This issue, New Home Guide chats with Darren Donnelly, partner at Clark Wilson LLP, about what the most significant of those changes are and how they affect you.

Q: Disclosure statements — and the inevitable amendments that come with buying a newly built home — are a critical part of the purchase process. But the sheer amount documentation can often feel overwhelming. What are some of the ways the REDMA amendments address this paper overload? A: One is the new consolidated disclosure. This will be particularly helpful when someone is purchasing later in the building process when it’s common for the developer have filed several addendums to the original purchase agreement. Here’s a simple example. Let’s say a developer is building a townhouse project in Whistler. Construction begins in the spring of this year with a completion date scheduled for April 2015. But it snows early, and construction is unavoidably delayed for several weeks.


ABBOTSFORD/MISSION/CHILLIWACK Previously, a new buyer in that complex — say someone who purchases in late fall of this year — might receive five, six, or even more amendments as part of the disclosure statement that comes with their purchase agreement. Going through each one, page by page, to see what’s changed can be daunting. Now, as long as it’s clearly identified as such, the developer can provide a consolidated disclosure — a single document that contains only the most current information. Of course, if a buyer does want to see all the documentation, the developer must provide it. Q: In your example, don’t developers have to give a specific date for important dates like ground breaking and completion? A: That’s another area that’s changed. At one time there was no rule, but then a court decision came down that said developers needed to give exact dates — which is virtually impossible for something like completion where you’re looking a year or more into the future. So theoretically, a developer would have been required to file an amendment every day a project was delayed from the date they estimated months earlier. Now developers can give a three-month range — which I think is fair, especially since most people start planning their move three months ahead of time. Q: The time frame for disclosing changes to the actual building or other features like gardens or parking that are deemed of material relevance to a buyer’s decision to purchase has also changed. What are the new rules? A: Previously, the developer was required to file an amendment immediately. Now they have 30 days to do so. This should not only mean fewer amendments for buyers to read through but will streamline the process for developers. We are suggesting that a ‘best practices’ method would be for developers to assign one person who is responsible for reviewing disclosure statements and amendments once a month to confirm accuracy and note all changes at the same time. Q: While it’s been a de facto standard for some time, buyers can now ‘opt in’ to receive their disclosure statements electronically. How do consumers take advantage of this option and what are the benefits? A: This is a modernization of the Act that should move us away from an ongoing source of frustration for both developers and consumers. For consumers, it’s about convenience. Most people today prefer to assess documents online rather than have a thick package arrive in the mail — especially condo dwellers who might have to go to the post office to pick it up if it doesn’t fit in their mailbox. The amendments stipulate that as long as it’s written into the purchase agreement that the buyer agrees and a

proof of delivery is issued, the developer can send both the disclosure statement and any amendments electronically. While the actual implementation of this is still being developed, secure data rooms will likely be one of the methods of choice. Q: Buyers still have the right to rescind a presale contract if they feel they are not receiving what they contracted for. But the new regulations make it more difficult to do this for trivial reasons, a technical glitch, or even just a case of getting cold feet because the market has dropped as happened with many speculators in the rollercoaster ride of the mid 2000s. Doesn’t this dissuade people? A: Actually it’s a very positive thing both for buyers and builders. Look at the numbers. Unless you’re a company with very, very deep pockets, construction financing requires a certain number of presales — sometimes as high as 70 percent. When buyers could get out of their purchase agreement on a technicality, it created a situation where lenders were more hesitant to consider smaller or less experienced builders because they weren’t sure they could count on those presale numbers. So a very good builder who’s doing his first, six-unit infill project might not be able to get the financing. That potentially sets up a scenario where there is less competition. The new regulations give more certainty for the lenders meaning more certainty for developers and their buyers. And that will ultimately mean more choice, which is always a good thing. Freshly painted walls are beautiful, but hanging artwork truly takes the look of your space up a notch. It’s like the icing on the cake – it’s plain and bare without it. Choosing artwork can be a big challenge if you don’t have any idea of what you want, so I’ve assembled some tips that you might find helpful. DO YOUR HOMEWORK

I would highly suggest taking some time to do a little background research on the different styles and artists that are out there. The more knowledgeable you are, the better you’ll feel when making your purchase. If you go into the whole experience blind, you might come out of it wondering if you made the right choices.

You really can’t compare photography and painting – choosing which one suits you is more of a personal preference, though you can definitely mix both in your interior setting. If you’re planning to do more of a grouping or gallery style, I would suggest sticking to one type. STAY OPEN MINDED

When you’re buying art, try not to have anything particular in mind besides the size you need and possibly the colour scheme. There are two schools of thought around art and colour schemes – either that you want it to blend or you don’t (which is another personal preference).

The only thing you don’t want is for the piece to look forced, because then it will look awkward in the space. Most of the time, you’ll go into a gallery thinking you want one thing and spend time searching for it, but in the end you’ll actually leave with the complete opposite. LOOK LOCAL & ABROAD

If you’re trying to find something with a story behind it, do a quick search of local artists/photographers; if you go on vacation, do the same thing before you leave. Connecting with the individual who created the art and hearing the history behind it first-hand is a really cool experience. My design firm, Toronto Interior Design Group, recently had a piece of artwork commissioned by the exceptional Canadian artist Tony Koukos. I had something specific in mind, and the piece turned out just as beautifully and perfectly as I had imagined. Our clients absolutely love it, especially because of the story behind it. Artwork is always a conversation piece, and looking both locally and abroad will help make it even more of one. A FEEL-GOOD INVESTMENT

If you leave the shop with a smile on your face, feeling happy about what you purchased, whether or not you purchased a piece from a world-renown artist shouldn’t matter. HANGING THE ART

There is as much of an art to hanging the art as the art itself. You want to make sure that the height you hang it at is just right, to avoid creating unnecessary and irritating-to-the-eyes holes in the walls. The general rule of thumb is to have the centre of the artwork (or the grouping of artwork) at eye level. If it’s meant to be viewed while seated, it should be hung at the eye level you have when you’re sitting down. FR AMED OR UNFR AMED?

We all know that framing can cost a fortune – and can sometimes take away from the artwork itself. The idea behind framing is that you want to enhance the beauty of the piece. You might want to try hanging it without a frame first – to decide if it even needs one, or to help decide on what type/scale/finish of frame to go with. REAL COMMUNITY, CONSERVATION, AND CHANGE » by SUSAN M BOYCE It’s been in existence for over a quarter of a century, yet surprisingly, few people who live in Vancouver or British Columbia have never heard of the Real Estate Foundation of BC (REFBC). But for 26 years, the Foundation has worked quietly, tirelessly, and consistently toward a single goal: give financial assistance to organizations — large and small — that are helping create healthier, more sustainable communities and landscapes throughout the province. To date, they’ve awarded grants totaling over $68 million to non-profit associations who further education, research and law reform that supports sustainable land use practices. Grants are typically small — often $15,000 or less. All projects, however, share a common theme of collaboration, innovation, and of thinking far, far outside the box. And on October 17th, 2014, three of this year’s most innovative were celebrated at REFBC’s prestigious Land Awards. This was the fifth Land Awards Gala, and as always, the ambiance was electric and enthusiastic. Chief Ian Campbell of the Squamish Nation began the evening’s festivities with the traditional Canoe Welcome Song; the Honourable Michael de Jong, Minister of Finance, brought greetings from Victoria; and when David Beers, editor of The Tyee, stepped up to the podium as Master of Ceremonies, the anticipation kicked into high gear. 30 METRO VANCOUVER NEW HOME GUIDE | NOVEMBER 14 - 28, 2014

AND THE WINNERS ARE… Taking top honours in the Public Sector category was The Agricultural Land Use Inventory Program (BC Ministry of Agriculture), a program that details how farmland is being used throughout BC. Data is collected on a parcel basis and includes previously undocumented information on crops, livestock, irrigation, buildings, and land availability for future food production. This data gives decision makers information that allows them to design realistic plans and policies about farmland protection including the Agriculture Water Demand Model which estimates demand for irrigation water based on crop type, climate, soil, and irrigation


The nod of approval for Non-Profits was The Station by the Cowichan Green Community Society. This impressive transformation of a run-down motor inn located in downtown Duncan was achieved through extensive collaboration between real estate professionals, local governments, non-profits, First Nations, and other community organizations and stakeholders. The result is a zero-waste, mixed-use building with 20 units of much needed affordable housing upstairs as well as new street-level commercial, an electric vehicle charging station, a commercial/teaching kitchen, and an innovative food forest with outdoor boardroom. The Station is a self-funding model that enables healthier connections between people and community, and helps rebuild relationships with Cowichan Tribe elders. After only one year, the area has been transformed from troubled to dynamic, resilient, and welcoming to every race and age.

Gaia College was winner in the Private Sector category for their Organic Land Care Education Program. Based in BC’s Cowichan Valley, Gaia is a small enterprise focused on organic landscape design and gardening practices that incorporate a holistic approach to creating healthy environments — both above and below the ground. The unique curriculum and collaborative delivery model includes more than 20 educational partners in 25 communities and online and is broadening the concept of “organic” from simple food production to include stewardship of all cultivated landscapes.

LAND CHAMPION The final award of the evening was the 2014 Land Champion — an award that honouring one individual who has demonstrated a lifelong commitment to the foundation’s goals. This year was the first time this title was awarded posthumous, and many a tear of fond remembrance could be seen throughout the crowd as Gary Runka’s widow received the award on his behalf. As the first general manager of the BC Land Commission, Gary was instrumental in establishing the Agricultural Land Reserve, but will be remembered as a teacher, mentor, and facilitator who was as comfortable spending time with politicians as he was with ranchers. CELEBRATING SUSTAINABILITY “The 2014 winning projects show how people working together can help us move toward a more sustainable BC,” says CEO Jack Wong. “We are proud to celebrate the outstanding work of all the winners and finalists, and to recognize their commitment to making British Columbia’s communities healthier and ever more resilient.” The REFBC was created by government legislation in 1985 when a group of real estate brokers put forward a proposal to take the interest generated on unassigned trust funds — the money temporarily held in trust during a real estate transaction — and reinvest it into education and research. Previously, this interest had been retained by the financial institution. Now it helps develop better, more sustainable land use methods, build stronger communities, and enhance city planning strategies. Okay Toadies, it’s time to get with the program. Over and over again people tell me they don’t know how to make a budget. It doesn’t matter how many articles they read, how many worksheets they download off the web, how many times they try, they just can’t do it. Once I started doing the show Til Debt Do Us Part and introduced the magic jars, people headed out to buy their own. But they still couldn’t figure out how much money to put in the bloody things. So I’ve created a step-by-step plan for all those who wish it to follow. Using this plan and Gail’s Interactive Budget Worksheet, you can build a budget that will not only tell you how you’re doing, but also how much to stick in the jars if you’ve decided to live on cash. OKAY, HERE WE GO.

1 On the budget worksheet, fill in all the amounts under income. You’ll need your “gross” income and your “net” income. If you make $60,000 a year gross, you would enter 60,000/12 (which is $60,000 divided by 12.) Ditto your monthly net income. Careful now, if you’re paid on any other schedule you have to use your lowest monthly income as your base, and use any extra money you receive to boost your planned spending (for things like furniture acquisitions, vacations, and the like). 2 Enter any other sources of income you may have. You must use “monthly” amounts. So if you average $6,000 in annual child support received, you would enter $500 for your monthly amount. If you receive income that is irregular – think annual bonus – do not enter it under income. Why? Well, if you bank on getting it and 32 METRO VANCOUVER NEW HOME GUIDE | NOVEMBER 14 - 28, 2014

you don’t you’ll be SOL. Better to use that money for things like gifts, vacations, and other extras, things you don’t have to pay for if the bonus doesn’t materialize. 3 Now it’s time for the fixed expenses. Get out your last bank statement(s). Based on what you spent last month, fill in the fixed expenses. Don’t worry if the numbers seem high at first, just put in what you spent last month, based on what went out of your bank account. 4 We’re going to skip down to Saving now. Yep, you have to save. Don’t bother arguing, you have to save. I want you to divide your monthly income by 100 and multiply your answer by 5. There, that’s 5 per cent and is the minimum you should be saving. Ultimately, you need to save 10 per cent, but let’s start with 5 per cent and work from there. Under “emergency” enter $100. 5 Next we’ll do debt repayment. Add up your monthly debt repayment amounts. Include what you’re spending to repay everything except your mortgage and your car loan/lease. Put it under “debt repayment.” 6 You’re doing great. Now look at the bottom line on the budget – the line that says, “income – expenses.” What do you have left? Whatever it is that’s what you have to work with to budget for your variable expenses. Yup. That’s it. Go ahead and divvy up the money in the various categories under Variable Expenses. If you find you’re left with $20 a month for groceries and you know that just won’t do, then you have two choices: » You can go back and cut expenses. Yup, even up in fixed expenses you can find places to cut like cell phone or cable. » You can make more money. Work harder, work smarter. Get a second job, a third job, a better job. That’s your budget. TWO MORE THINGS:

1 You’ll see that the budget automatically calculated how much must go into each of your jars each week/month if you plan to live on cash. 2 You’ll also see your percentages automatically calculated. The financial rule of thumb says you shouldn’t spend more than 35 per cent of your net income on housing. (That includes mortgage/rent, condo fees/maintenance, property tax and utilities.) It’s your money. You can do anything you want with it except spend more than you make. Okay, now that you have a budget, you have no excuses. Get out of debt. Live within your means. Make me proud.

Relax, Canada, not only is the real estate market not going to experience a U.S.-style crash, as some pundits continue to predict, but there’s isn’t even going to be any significant interest rate hike in 2015. Th is is according to Douglas Porter, chief economist of BMO Financial Group. He suggests the Bank of Canada may, at best, raise its influential overnight target rate by a quarter-point. BoC has held the rate at one per cent for four years. BMO itself, in its Home Buying Report released in late October, inadvertently stoked the flames of concern. The report indicates the majority of Canadians currently in the market for a home would be forced to change their buying plans in the event of a two percentage point rise in interest rates. Th irty per cent would be forced to reduce their price range and settle for a less expensive home, while another 13 per cent would be priced out of the market. And this, at a time when prices in the three hottest cities – Calgary, Toronto and Vancouver – are rising faster than family income, further straining affordability.

A two-point interest rate hike is highly unlikely, however. “The chances of a two percentage point rise in rates in any year these days is remote, and I would peg it as extremely unlikely in 2015,” Porter told New Home & Condo Guide. “We do believe that at long last rates will begin to creep higher next year, but we are only looking for quarter-point hike by the Bank of Canada.” Continued rapid price gains in Calgary, Toronto and Vancouver will increase those cities’ vulnerability to a shock – whether economic, interest rate or otherwise, BMO says in the report. Porter suggests there may be some price cooling in these markets next year, particularly in Calgary and other cities with ties to the oil and gas industry, since oil prices have fallen notably in recent months. “We would also look for somewhat slower price gains in Toronto and Vancouver, but both of those markets have proven to be amazingly resilient – largely thanks to relentless population inflows to both,” Porter says. “I’m not sure that any other large city could step into the void at the top, and we expect a notably milder national price increase next year.” But if Canadian real estate has demonstrated anything lately, it is its ability to surprise. “The dominant story in recent years has been the consistent surprises to the high side by the Canadian housing market.”

lush, mature forest that wraps round two sides of this residential enclave in Langley’s Yorkson neighbourhood. But still, I can’t

resist pausing simply to appreciate the moment — you don’t get air like this in the city.

I meet up with sales manager Serena Gaspranov in the foyer of

Serenity’s just-opened display home. The flooring looks just like

marble but closer inspection reveals it’s actually a warm, durable porcelain tile — smart. The adjacent living room is designed

REBGV: METRO VANCOUVER HOME SALES ABOVE AVERAGE IN OCTOBER Home sales in the Metro Vancouver* housing market continue to outpace long-term averages for this time of year. The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver reached 3,057 on the Multiple Listing Service® (MLS®) in October 2014. This represents a 14.9 per cent increase compared to the 2,661 sales in October 2013, and a 4.6 per cent increase over the 2,922 sales in September 2014. Last month’s sales were 16.6 per cent above the 10-year sales average for October. “We’ve seen strong and consistent demand from home buyers in Metro Vancouver throughout this year. This has led to steady increases in home prices of between four and eight per cent depending on the property,” said REBGV president Ray Harris. New listings for detached, attached and apartment properties in Metro Vancouver totalled 4,487 in

October. This represents a four per cent increase compared to the 4,315 new listings in October 2013 and a 14.7 per cent decline from the 5,259 new listings in September. The total number of properties currently listed for sale on the MLS® system in Metro Vancouver is 13,851, a 9.2 per cent decline compared to October 2013 and a 6.6 per cent decrease compared to September 2014. The MLS® Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $637,000. This represents a six per cent increase compared to October 2013. “Detached homes continue to increase in price more than condominium and townhome properties. This is largely a function of supply and demand as the supply of condominium and townhome properties are more abundant than detached homes in our region,” Harris said. Sales of detached properties in October 2014 reached 1,271, an increase of 19.1 per cent from the 1,067 detached sales recorded in October 2013, and a 60.9 per cent increase from the 790 units sold in October 2012. The benchmark price for detached properties increased 7.9 per cent from October 2013 to $995,100. Sales of apartment properties reached 1,268 in October 2014, an increase of 15.5 per cent compared to the 1,098 sales in October 2013, and a 57.9 per cent increase compared to the 803 sales in October 2012. The benchmark price of an apartment property increased four per cent from October 2013 to $380,200. Attached property sales in October 2014 totalled 518, a 4.4 per cent increase compared to the 496 sales in October 2013, and an 53.3 per cent increase over the 338 attached properties sold in October 2012. The benchmark price of an attached unit increased 4.7 per cent between October 2013 and 2014 to $479,500.

Metro Vancouver:

ONE OF THE TOP MARKETS IN THE COUNTRY While housing markets across the country simmer to some degree, that’s not the case in Calgary, Toronto and Vancouver where prices are rising sharply, according to a new report from BMO Economics. The report shows that strong demand and lean listings in the “Hot-3” markets have sent prices soaring, while most other regions have cooled. Prices are flat in Montreal and Ottawa, and falling in Saguenay and Saint John. A few western cities have also caught a chill, including Regina (where prices have dropped -2.4 per cent year-over-year) and Victoria (-9 per cent since 2010). According to Sal Guatieri, senior economist, BMO Capital Markets, reasons behind the nationwide cool-down are clear. “The housing boom that began early last decade effectively ended with the 2008 recession and several turns of the mortgage-access screws,” says Guatieri. “Despite reasonable valuations, most regions won’t regain their former pep, as interest rates are likely to climb next year.” However, more puzzling are the rapid price gains in Calgary and Toronto, and the quick recovery in Vancouver. The report notes five factors driving activity in the three cities: STRONG POPULATION GROWTH: The combined population of the Hot-3 has risen twice as fast as other regions for the past decade – a cumulative 23 per cent vs 11 per cent. THE YOUTH MOVEMENT: When baby boomers flocked to Toronto in the late 1980s, sales and prices bolted skyward. Today, their older children are one of the fastest growing age groups. The prime homebuying cohort of 30-to-39 year olds is outpacing the general population (1.8 per cent vs 1.1 per cent). SOLID JOB GROWTH IS A MAINSTAY: While Calgary’s blistering pace has moderated due to lower energy prices, it’s still running faster than two per cent year-over-year, and Vancouver’s rate has sped up to above three per cent. Toronto’s employment weakened recently, but only after growing two per cent in the spring and four per cent last year. Elsewhere, job growth is running at a more pedestrian 1.1 per cent pace. RECORD LOW MORTGAGE RATES: The typical family in Vancouver would need to spend a whopping 62 per cent of income on mortgage payments to buy a bungalow, and this jumps to 75 per cent if rates were two percentage points higher. In Toronto, it would take 42 per cent of income currently, moving up to 50 per cent if rates were to rise two percentage points. While Calgary is still affordable, with mortgage costs on a benchmark home requiring 23 per cent of income, this won’t last if prices continue to leapfrog income. FOREIGN WEALTH: Anecdotes from builders and realtors suggest foreign wealth is a significant factor in a number of high-end neighborhoods in Vancouver and, to a lesser extent, Toronto.

face moderate price declines, while still-affordable Calgary could get off more lightly,” says Guatieri. He adds that raising borrowing costs or restricting mortgage access would act to cool these three hot markets, but such actions would also risk freezing demand in other parts of the country where the boom ended years ago. Laura Parsons, mortgage expert, BMO Bank of Montreal, notes that especially as conditions change, it’s important Canadians stress-test their mortgage and housing costs against a higher interest rate. “Gauging the stability of your mortgage by stress testing it against a higher interest rate is key to making a responsible and informed home buying decision,” says Parsons. “Many mortgage holders and potential buyers, especially in larger cities, need to evaluate different circumstances, and the likelihood of being able to afford their purchase long term.” Parsons adds that those looking to buy in today’s market should consider speaking with a mortgage specialist who can help them establish a plan to ensure long term affordability.
