hen only a brand-new home or condo will do, those in the market will be pleasantly surprised by the exceptional value and attention to detail “new” offers. When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home or condo suite, here are a few tips that can help you make the process a pleasant one: ›› ›› ›› ››
Shop the mortgage market to see what you can afford before you start your hunt; Obtain a lawyer who is willing to review your offer and close the deal; Don’t be persuaded by high pressure sales tactics while you’re out shopping; Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, the neighbourhood, the size and special features all play a big role in your final decision. Determining which features your new place absolutely must have, and which features you could live without, should be among your first steps in the home-buying process. IF “NOTHING IS CERTAIN BUT DEATH AND TA XES,” AS SEVERAL FAMOUS
authors have waxed in various forms, it seems Canadians have a curious way of preparing for the inevitable. While the deadline for contributing to one’s Registered Retirement Savings Plan (RRSP) for the previous tax year is March 1, and for fi ling a return April 30, many Canadians take it right down to the wire – especially on the fi rst point. Now that the end of the year is in sight, and while those deadlines are still months away, it’s an appropriate time to discuss how consumers tend to begin most of their tax planning. Indeed, as many experts suggest, the best tax planning should begin during the year – not at tax deadline time. But, like death, perhaps Canadians just don’t like to think about taxes, viewing them as an equally unsavoury topic. How else would you explain that, looking at the bigger picture, we are seemingly even more short-sighted: personal finance and taxes are not subjects that are taught to any depth in our public education system. David Chilton lamented this fact in his 1989 best seller, The Wealthy Barber. Manage and budget your spending, to better control where and how you spend and identify opportunities to save. Remember that your finances are connected. Making progress on one aspect of your goals can lead to an opportunity to improve in others. Taxes are indeed certain, so planning to minimize what you pay, while maximizing your assets and developing the discipline to do both, is a sound strategy.

Great things come in small packages… and spaces Metro Vancouver homeowners’ shift in housing has builders re-inventing small-space living

— and my wife would attest to that, especially when the “thing” is nicely wrapped in a blue box with a white ribbon! But could the saying also apply to new homes in Metro Vancouver? Like so many of you, I was raised in a single-family detached home — a housing type that characterized most Canadian suburban neighbourhoods back in the day. But what about our kids; will they have the same housing options? According to Canada Mortgage and Housing Corporation, in 1986 — the year when Expo 86 put Vancouver on the world stage — 56 per cent of new homes built in the Vancouver area were single-family detached homes and 44 per cent were multi-family developments. This was the start of the changing landscape of new-home construction. Today, multi-family makes up 75 per cent of new housing stock and only 25 per cent are detached homes.* Look for the trend to continue with upwards of 90 per cent of new homes being in multi-family developments by 2040. It’s no secret that Vancouver and the surrounding area is a desirable place to live. Our region is a perennial front-runner on most “livability” indices and we can expect the growth to continue. Based on the 2011 Census report,* 2,313,328 people live in the Metro Vancouver region and by 2021, we can expect almost a half-million more people living in our neighbourhoods. Just for fun, I looked ahead at 2041 and approximately 3,400,400† will call Metro Vancouver home — that’s one million more people! Where will they live? Where are you going to live and how much is it going to cost? Small-space living doesn’t mean you have to sacrifice quality, convenience or space. Simply by looking at the developments featured throughout this magazine, the high-caliber of multi-family living is incredible, as builders collaborate with designers to create homes that feel spacious and stylish. It is important to look at small-space living as part of a larger masterplanned community. It is important to look at small-space living as part of a larger masterplanned community. In a multi-family development, less square footage means homeowners gain a cascade of amenities and luxuries that many single-family neighbourhoods drool over, from 24-hour workout rooms to hired landscaping services. As more and more people choose to raise their families in multi-family developments, builders are providing future homeowners with more family-oriented considerations, such as close proximity to schools and on-site playgrounds. Homeownership is not out of reach for Vancouverites, but it may involve looking at housing differently. Instead of thinking multifamily (attached) homes as a transitional housing type between renting and a detached home, small-space living can be a conscious choice for families who want convenience, low-maintenance and lots of amenities. You may also save money on those pesky household bills providing you with extra pocket money to spend on your daily designer coffee, a warm-weather vacation or perhaps something extra nice for your spouse, wrapped up in that small blue box.

go ‘round. Being in the moving business, we realize how important those items are to families. One of the most common questions we get is how to transport electronics safely, especially big-screen TVs. During a move, whether it’s across town or across Canada, it is important to give these items special treatment so they arrive in one piece and in good working order. The best advice we have for accomplishing this goal requires some forethought: keeping the original boxes and foam spacers the electronic items came in. That is truly the safest method for moving them. Of course, people rarely keep these boxes, so there are specialty boxes and crates designed specifically to move big-screen TVs safely. People who do their own packing and moving should be aware of how easy it is to damage one of these units. Spending a few dollars extra to purchase or rent one of these special boxes can make all the difference. Another thing to remember is that most of these television sets are mounted on wall brackets, and moving companies are reluctant to disassemble the wall mounts or assemble them at the other end. Usually, if something is going to go wrong, that’s when it will happen – and again, people rarely keep the installation instructions for the brackets. It’s far too chaotic on moving day to try and find instruction manuals. The best plan when preparing for your move is to take the TVs off the walls yourself ahead of time and have them ready to be packaged properly. Here’s a tip for anyone disassembling electronics for a move: Get your digital or phone camera and take photos of the wiring connections on the backs of the TVs, cable boxes, DVD players and the like. When it comes time to reassemble them, it will be much easier to reference how they were set up originally, saving time, stress and frustration. The same goes for stereos and gaming systems. Many teenagers leave their entire gaming systems hooked up until moving day. It’s up to them to disassemble

their systems and hopefully place them into their original packaging. If not, the best thing to do is wrap consoles in anti-static bubble wrap and place them into appropriately sized boxes so they won’t move around during the trip. In fact, this is the best way to treat most electronics items. That includes computers – especially desktop units. PACKING TIPS
TO MAKE YOUR MOVE A LITTLE EASIER • Gather boxes in all sizes from friends, neighbours and stores.
• Label boxes containing fragile items with large red lettering.
• Collect cushioning material such as bubble wrap, foam pellets, furniture pads, old blankets, plastic bags, tissue paper, newspapers and small towels to use as padding inside boxes.
• Place china in plastic bags and stack plates upright on their sides, not flat.
• Create a “portable packing kit” with marking pens, a tape measure, packing tape, twine and scissors. Carry it with you as you pack up items in your home.
• Keep boxes to 50 pounds or less.
• Reinforce the bottom of boxes with extra tape for added strength. • Label each box with the name of the room in your new home where it should be placed. • List the contents of the box on the side of it.
• Pack your TV, stereo and computer in their original boxes whenever possible. • Pack heavy items into their own smaller boxes and place lighter items together into larger boxes. (Hint: Don’t pack all your books into one box!) • Don’t move flammable, combustible, corrosive or explosive items such as paint, gasoline and ammunition. • Pack a bag of personal items you’ll need during the move and keep it in an easy-to-find place when you pack.

Canada’s unemployment rate has room to drop much further before we’ll see pressure on wages that could trigger inflation, finds a new report from CIBC World Markets Inc. The report notes that historically, today’s 6.9-per-cent unemployment rate would already be generating wage and price pressures. In both 1999 and 2005, the Bank of Canada declared the economy had exhausted economic slack and reached full employment at essentially the very same jobless rate. In both cases, the Bank raised interest rates to cool the country’s overheating economy. “But full employment ain’t what it used to be, and that’s good news for job seekers,” says Avery Shenfeld, chief economist at CIBC. “Demographic and public policy changes in recent years have lowered the non-inflationary rate of unemployment. That will allow the Bank of Canada to keep rates low for long, and press ahead towards further labour market improvements.” Shenfeld notes that, unlike the U.S., where millions of discouraged workers have given up searching for work and no longer count among the unemployed, discouraged workers excluded from the jobless count represent only 0.1 per cent of Canada’s working-age population. Those saying they want work but aren’t in the labour force represent the same two per cent share that they did when the output gap was zero in 2005. While the participation rate has dropped, he adds that’s solely due to shifting demographics, as a greater share of the population reaches retirement age. If the population shares of each age cohort are held constant, the participation rate would have been rising since the recession, as other than youth, each demographic group’s participation rate has been steady or rising. “Underemployment is, however, a factor that has led to an understatement of labour market slack relative to the past cycle,” says Shenfeld. “There are close to 900,000 Canadians working part-time because that’s all they can get, rather than by choice. That’s a half-percentage-point larger as a share of the workforce than when the economy had full employment in 2005. The additional hours they could offer up provide a cushion against wage and price pressures.” 60 metro vancouver new home guide | nov 29 - dec 13, 2013
Canada’s degree of “frictional unemployment,” the inevitable share of the labour market that will, even in a healthy economy, be between jobs or looking for their first job at any point in time, is also contributing to a lower jobless rate. This unemployment category has been in decline and the rate is already lower than at points in 1999 and 2005 when the output gap was zero. Changes in government policy are a factor in the reduced level of frictional unemployment. “New immigration rules are focussed on tilting the mix of new Canadians towards those with targeted skills and stronger language proficiency,” notes Shenfeld. “Those coming in under the Provincial Nominee Program, focused largely on job-ready individuals who cross the border with a job offer in hand, represent 13 per cent of new permanent residents, up from only two per cent in 2005.” Tighter rules for unemployment eligibility now require Canadians to accept a wider range of employment offers rather than continue to search for a job that’s either higher paying or closer to home. EI recipients now represent 37 per cent of unemployed in Canada, down from 51 per cent in 2009 and an average of 47 per cent in the ten years prior to the last recession. Shenfeld also suspects declining unionization coverage could also be a modest factor by reducing worker bargaining power, particularly as Canadian workers now compete with “right to work” states south of the border. He notes that this could reduce the wage inflation pace at any given level of unemployment. “All of this implies that the labour market has more room to run to lower unemployment rates before wage pressures threaten the Bank of Canada’s two per cent CPI target. Add to that some other factors putting downward pressure on CPI and there are reasons for the Bank of Canada to eschew rate hikes until early 2015. “By that point, we expect Canada’s unemployment rate to be in the vicinity of 6.2 per cent, well below what had previously been the Bank of Canada’s comfort zone.”

One buyer, two chequebooks

that this is a prohibitively expensive market to get into, and when the average price of a home is compared to the average income, it can certainly look discouraging. In his recent speech at the GVHBA Annual Election Meeting and Awards of Excellence, Bob Rennie, owner and founder of Rennie Marketing Systems, took a closer look at how first-time buyers are entering this market to deflate the naysayers. Rennie suggests that there are more factors to be taken into consideration than the median price of a home and the average Vancouverite’s salary. Although the fact that 65 per cent of Vancouver’s population earns less than $50,000 has earned Vancouver what Rennie calls the “the undeserved title ‘the most expensive place to live on Earth,”’ he insists that this “would only be true if all of our real estate activity was based on income.” However, Rennie points out, “67 per cent of all home sales in the Greater Vancouver area are currently to existing home64 metro vancouver new home guide | nov 29 - dec 13, 2013
owners, who rely on equity not income.” For many first-time buyers, it takes two chequebooks to enter the market. According to Rennie, most “first-time buyers are able to come up with the income” — the first chequebook. Where they run into difficulty is saving for a down payment, and this is where the second chequebook comes in: “often it’s mom and dad’s — or grandma and grandpa’s — chequebook that’s getting the first-time buyer into the market.” He cites statistics to support his case: “Data I was given recently by RBC indicates that 47.5 per cent of their first-time buyers are providing a gift letter for the deposit from a family member.” Rennie himself believes this number to be higher and declares, “47.5 are the ones admitting it.”

Rennie notes that this group will need to sell their current homes to maintain their lifestyle and health care needs. When they do so, they will likely also be helping first-time buyers enter the market, as “they promised their children and their grand children that ‘the house money will look after all of us.’ They will be selling their homes, and my guess is that 99 per cent of them will not be buying up. “At the moment,” continues Rennie, “We have an amazing opportunity to identify the housing needs of this emerging demographic, who is sitting on that $88 billion in clear title housing. The clear-title homeowner will take whatever market value for their current homes, as long as local developers can produce housing that fits their new needs.” It would behoove the multi-family developer, believes Rennie, to look to these needs and “reproduce the single-family home experience in a smaller space in order to satisfy the aging baby boomer who is looking for both luxury and utility.” Who’s buying? The obvious question, which Rennie anticipates is, “Who’s buying the $88 billion? There will continue to be a substantial population increase, 23.88 per cent over the next 15 years. That’s 590,000 more people in Greater Vancouver.” This influx of people into Greater Vancouver stems in part from the natural increase in population of 11,000 per year (births minus deaths), and in part from the steady arrival of immigrants, a group that Rennie points out is set to “replace our aging population. That,” he indicates, “is who’s buying.” The outlook is optimistic, then, for the Vancouver real estate investor, but it appears that the need to increase density will continue to grow as the current population shuffles to make room for an ever-growing population. nov 29 - dec 13, 2013 | metro vancouver new home guide 65
