editor’s note

Make wise choices and enjoy the process

W

hen only a brand-new home or condo will do, those in the market will be pleasantly surprised by the exceptional value and attention to detail “new” offers. When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home or condo suite, here are a few tips that can help you make the process a pleasant one: ›› ›› ›› ››

Shop the mortgage market to see what you can afford before you start your hunt; Obtain a lawyer who is willing to review your offer and close the deal; Don’t be persuaded by high pressure sales tactics while you’re out shopping; Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, the neighbourhood, the size and special features all play a big role in your final decision. Determining which features your new place absolutely must have, and which features you could live without, should be among your first steps in the home-buying process. We hope you enjoy this issue of our magazine. Let us know what you think! We’d love to hear from you.

o you hear those sleigh bells jingling, ring-ting-tingling, too? Too soon? Although many of us lament the fact that the Christmas sales pitch begins as soon as the last trick-ortreaters close their eyes on Halloween night, we might take it as a gentle reminder that ’tis the season to get our finances in order, because a new year is right around the corner. As such, we’ve got lots of great financial advice for you this issue of New Home Guide. From Bob de Wit’s tips on making the most of your home investment by thinking small in “Great Things Come in Small Packages… and Spaces,” to Wayne Karl’s forward-thinking counsel to get a leg up on next year’s tax season in “It’s never too early to begin your tax-planning,” to Gail VazOxlade’s cautionary “Avoid Fraud,” we’ve got you covered.

Jacobsen

A modern new way to live in South Surrey

by JANINE MACKIE

F

ind yourself South Surrey dreaming? This growing community is sought after by families, active empty-nesters and everyone in between for its prestigious lifestyle, trendy shops, great schools and casual seaside ambience. With the benchmark price of a detached home now over $850,000, getting a foot in the White Rock/South Surrey real estate market seems daunting, even impossible for many. That reality has inspired local family-based builder Ikonik Homes to create a viable solution. They assembled a team of leading professionals in design, architecture and construction to create Jacobsen, a new community of 65 townhomes at the corner of 27th Ave. and 158th St. that offers the affordability of strata living, with the feel, features and floorplan flexibility of a single-family home. “We’re excited to bring forward this inspiring place to live,” says Jason Dah, sales manager for Jacobsen. “The modern design captures the affinity of the local market, and we’ve included key elements on buyers’ wish lists: double sideby-side garages in every home, lots of outdoor living space, and wider floor plans.” Priced from the $470,000s, Jacobsen aims to attract the discerning buyer who appreciates the finer things in life but doesn’t necessarily 16 metro vancouver neW home guide | nov 29 - Dec 13, 2013

want to invest all their money into a home. “Living in South Surrey presents the opportunity to invest well in your child’s education and extra-curricular activities. Buying a home at Jacobsen may be a lifestyle choice for some and afford families the opportunity to send their kids to Southridge Private School (co-ed K-12) which is within walking distance,” says Dah, “Or there’s the freedom for empty-nesters to lock-and-go on a winter vacation.” contemporarY WeSt coaSt architecture Larger than other townhomes in the neighbourhood, the 1733 to 2200 sq.ft. floorplans also provide the option to configure a home for each family’s unique situation. There are three bedrooms upstairs and a spacious recreation room in the basement with the ability to enhance with wet bar or finish as a fourth bedroom with private bathroom. To realize the vision of Jacobsen, the developer invested above standard into the construction of a townhome. For example, black window frames, instead of the typical white ground the modern West Coast Contemporary architectural design. The combination of siding — smoky grey hardiplank with vertical cedar siding and natural stone, results in a beautiful appearance that’s as practical as it is handsome. Inside the sense of space is impressive, and achieved through 10-foot ceilings on the main floor, sparkling pot lights throughout and well designed spaces that provide ample places to read and relax, entertain, have dinner, watch a movie or just gaze out the window.

Sophisticated West Coast living Two designer display homes styled by designer Janine Wilson of The Mill, bring the two colour scheme options to life — the first with warm walnut tones and the second with cooler shades to complement the chic white shaker cabinetry. Gourmet kitchens with ample stone countertops, islands and a full menu of stainless steel appliances including Kitchenaid natural gas range and wall oven, counter-depth Samsung refrigerator, Venmar jazz hood fan, garburator, dishwasher and a microwave integrated with a tidy trim kit. “This is where it all happens,” says Dah, as he stands to admire this gorgeous space. “You can really imagine yourself cooking Christmas dinner. It’s fit for a pro and looks amazing too.” Homebuyers will continue to be impressed as they head upstairs. Extra underlay was added to the carpeted stairs and bedrooms for luxury underfoot. Bedrooms take on a personality of their own with fun showhome staging that has a room to ignite the unique fancy of teen divas, crafters who crave their own creative space and couples who enjoy the comforts of a top-notch five-star hotel bedroom right at home! The master suite is an adult getaway with plenty of space for a king bed, large side tables and sitting area. There’s a walk-in closet with wooden organizers, sumptuous ensuite with dual vanities, separate tub and shower units or oversized glass showers and tile floors. Walkable neighbourhood Walkability is yet another way Jacobsen is designed for our time. Morgan Crossing is just around the corner, making it both a viable and vibrant neigh-

IT’S NEVER TOO EARLY TO BEGIN YOUR

tax-planning by WAYNE KARL

IF “NOTHING IS CERTAIN BUT DEATH AND TA XES,” AS SEVERAL FAMOUS

authors have waxed in various forms, it seems Canadians have a curious way of preparing for the inevitable. While the deadline for contributing to one’s Registered Retirement Savings Plan (RRSP) for the previous tax year is March 1, and for fi ling a return April 30, many Canadians take it right down to the wire – especially on the fi rst point. Now that the end of the year is in sight, and while those deadlines are still months away, it’s an appropriate time to discuss how consumers tend to begin most of their tax planning. Indeed, as many experts suggest, the best tax planning should begin during the year – not at tax deadline time. But, like death, perhaps Canadians just don’t like to think about taxes, viewing them as an equally unsavoury topic. How else would you explain that, looking at the bigger picture, we are seemingly even more short-sighted: personal finance and taxes are not subjects that are taught to any depth in our public education system. David Chilton lamented this fact in his 1989 best seller, The Wealthy Barber. More than 20 years later, the challenge still exists – for Canadians of every age. 20 METRO VANCOUVER NEW HOME GUIDE | NOV 29 - DEC 13, 2013

Wayne Karl is an award-winning writer and editor with experience in real estate and business. In Fundamentally Speaking, Wayne explores the basics – such as economic fundamentals – you need to examine when buying property. He can be reached at wayne.karl@wall2wallmedia.com or follow him on Twitter at Twitter.com/WayneKarl

CONSIDER, FOR EXAMPLE: » A recent CIBC poll conducted by Harris/Decima shows that many Canadians across a wide range of ages say they do not feel fi nancially prepared for their retirement. » According to a new TD Retirement Realties Poll, too many Canadians procrastinate in saving for retirement; 15 per cent plan to save for retirement for only less than five years before leaving the workforce. More than two-thirds of retirees say, in hindsight, they should have saved for retirement for 25 years or more. » A recent BMO study found that 40 per cent of Canadians are unclear on the differences between an RRSP and a tax-free savings account. » If, like many Canadians, you believe that you pay too much tax, then taxplanning, and thinking of ways to minimize tax, should be a year-round task. SOME SUGGESTIONS, COURTESY OF A VARIETY OF SOURCES: Meet with a financial advisor to devise your strategy, including plans to buy a home, reduce debt and save for retirement. Contribute to RRSPs regularly, even if smaller amounts throughout the year to avoid having to come up with a large lump sum at deadline time. Manage and budget your spending, to better control where and how you spend and identify opportunities to save. Remember that your finances are connected. Making progress on one aspect of your goals can lead to an opportunity to improve in others. Taxes are indeed certain, so planning to minimize what you pay, while maximizing your assets and developing the discipline to do both, is a sound strategy.

Toccata

Beautifully composed townhomes are a gardener’s delight by Janine Mackie

Nestled along a quiet end street

in the trendy Morgan Heights community of South Surrey, Toccata offers a little something for everyone. “Young couples who are planning ahead love the location and that their kids can walk to the new elementary school, while those downsizing from a large family home appreciate that buying a townhome doesn’t mean giving up a fabulous backyard and garden,” says Cheryl Guenther, Toccata’s sales manager. QUIET SETTING: Stroll along nature path connecting to Morgan Crossing Foresight was taken by developer West Chester Grandview Properties when designing this welcoming collection of two and two-bedroom-plus-den townhomes. By building the first release of homes at the street front, then building inwards towards the protected greenbelt, the final release of homes would be on premium lots with southwest facing backyards. “There’s that assumption that the final release are the less desirable locations, but people are pleasantly surprised that’s not the case. We’ve actually saved the best for last,” says Guenther. “People love that they can walk through, see and touch their future home and actually move in within two weeks.” From the natural West Coast appearance of the exteriors with cedar shakes and

stonework, right down to the rain head shower heads and heated tile floors, each detail was carefully considered to offer buyers both quality and exceptional value, with new townhomes priced from just $364,900. Expert planning also went into the floorplans, which range from 1228 to 1344 sq.ft., to include a powder room on the main level, as well gas barbecue connections on the generously sized decks. Cook like a real chef in the dazzling well-appointed kitchen featuring gas cook top and sleek stainless-steel appliances. Three colour palettes give homes unique design flair and beautifully coordinate the granite-top island, wide-plank laminate floor and colour of cabinetry. Grow your own herbs and flowers in community garden plots While indeed buyers have been impressed by the interior features, it’s the unique concept of community garden plots that has been especially attractive — a little touch of organic living in the midst of a dynamic urban community. Residents can grow their own fresh herbs, vegetables and wild flowers. “The garden club has proved to be a great way to meet neighbours and make new friends,” says Guenther. “It’s been a big deal for people as they move from large homes to not only have a yard but the camaraderie of other gardeners.” Whether you’re energized by retail therapy or an early morning tee off, Toccata’s enviable location puts everything within easy reach. Locals are already enjoying the plethora of shops, restaurants and services at both Morgan Heights and Grandview Shopping areas and the convenience of being at the US border in just 15 minutes or in Vancouver in 45 minutes along Highway 99. With the recent release of its final homes backing onto the nature trail and enjoying premium south-western exposures, now is a great time to buy at Toccata. Visit the sales centre any day (except Fridays), from noon to 5pm at 2929 156th Street in South Surrey. Learn more at toccatacollection.com, or call 604-535.5088.

Great things come in small packages… and spaces Metro Vancouver homeowners’ shift in housing has builders re-inventing small-space living

Bob de Wit is the Chief Executive Officer of the Greater Vancouver Home Builders’ Association (GVHBA: www.gvhba.org). GVHBA is the voice of the residential construction industry in Metro Vancouver, helping consumers buy, build or renovate their homes. Bob has a passion for entrepreneurship and homeownership and brings those interests to his leadership role at GVHBA.

by Bob De Wit The saying goes that good things come in small packages

— and my wife would attest to that, especially when the “thing” is nicely wrapped in a blue box with a white ribbon! But could the saying also apply to new homes in Metro Vancouver? Like so many of you, I was raised in a single-family detached home — a housing type that characterized most Canadian suburban neighbourhoods back in the day. But what about our kids; will they have the same housing options? According to Canada Mortgage and Housing Corporation, in 1986 — the year when Expo 86 put Vancouver on the world stage — 56 per cent of new homes built in the Vancouver area were single-family detached homes and 44 per cent were multi-family developments. This was the start of the changing landscape of new-home construction. Today, multi-family makes up 75 per cent of new housing stock and only 25 per cent are detached homes.* Look for the trend to continue with upwards of 90 per cent of new homes being in multi-family developments by 2040. It’s no secret that Vancouver and the surrounding area is a desirable place to live. Our region is a perennial front-runner on most “livability” indices and we can expect the growth to continue. Based on the 2011 Census report,* 2,313,328 people live in the Metro Vancouver region and by 2021, we can expect almost a half-million more people living in our neighbourhoods. Just for fun, I looked ahead at 2041 and approximately 3,400,400† will call Metro Vancouver home — that’s one million more people! Where will they live? Where are you going to live and how much is it going to cost? Small-space living doesn’t mean you have to sacrifice quality, convenience or space. Simply by looking at the developments featured throughout this magazine, the high-caliber of multi-family living is incredible, as builders collaborate with designers to create homes that feel spacious and stylish. Every square foot is maximized, built-in features serve more than one purpose, walls are eliminated to create flow and you may be only steps away from your favourite coffee shop or retail store. * Source: CMHC, Preliminary Housing Start Data, November 2013. ** Sources: Statistics Canada, Census of Canada 2011, Metro Vancouver, Regional Development Division † Source: Metro Vancouver Regional Growth Strategy Projections, Population, Housing and Employment, 2006 – 2041, Assumptions and Methods, December 2011.

26 metro vancouver new home guide | nov 29 - dec 13, 2013

It is important to look at small-space living as part of a larger masterplanned community. It is important to look at small-space living as part of a larger masterplanned community. In a multi-family development, less square footage means homeowners gain a cascade of amenities and luxuries that many single-family neighbourhoods drool over, from 24-hour workout rooms to hired landscaping services. As more and more people choose to raise their families in multi-family developments, builders are providing future homeowners with more family-oriented considerations, such as close proximity to schools and on-site playgrounds. Homeownership is not out of reach for Vancouverites, but it may involve looking at housing differently. Instead of thinking multifamily (attached) homes as a transitional housing type between renting and a detached home, small-space living can be a conscious choice for families who want convenience, low-maintenance and lots of amenities. You may also save money on those pesky household bills providing you with extra pocket money to spend on your daily designer coffee, a warm-weather vacation or perhaps something extra nice for your spouse, wrapped up in that small blue box.

This is how page from my girlfriend: she carries a telephone book around with her and has her I refer to the fact that sometimes I get a PINs and passwords concealed amongst all the other names and numbers. slew of letters about one particular topic. I’ve also received more than a few emails requesting personal information.I just hit I periodically go through my “delete.” I know my bank would never send an email requesting log-in information or for paperwork and files, and get rid of me to click on a link to your bank’s log-in screen to enter information. anything I no longer need. I don’t just If you’re a sucker, you deserve to lose your money. Sounds harsh. Really? Have you dump ‘em. I shred ‘em. This applies to ever got one of those emails promising you thousands of dollars if you take advantage financial statements, invoices, anything of a new business opportunity, fabulous investment with amazing returns, or for your with personal information that someone help in moving money from another country? Just how gullible are you? could use to hurt me. Since “dumpsterWork-from-home scams are another way some people are ambushed. With people diving” has become a favourite way for looking for ways to make more money, the temptation to send money to someone with a fraudsters to find information they can promise of getting paid work you can do at home is sometimes too much to resist. One of use to apply for loans or credit cards in someone else’s name, I bought myself a cross-shredder and make my financial I periodically go through my paperwork and files and get rid of anything I no longer need. I don’t just dump ‘em. paperwork into confetti. I never write my PINs down. Yeah, I shred ‘em. This applies to financial statements, I’m old, but I can still commit a few invoices, anything with personal information that numbers to memory. And I wouldn’t dream of sharing my PIN with anyone. someone could use to hurt me. When choosing a PIN, don’t make it too obvious: a phone number, address, birth the most successful scams lures you into becoming a “representative” or “collection agent” date. And periodically I change my PINs. for a company. The fraudsters have you collect and deposit cheques into your bank account and then wire the cash to Head Office while keeping your commission for yourself. Sadly, the cheques turn out to be counterfeit and the bank comes after you for the cash because you are responsible for any deposits to your bank account. I’m also pretty careful when I shop online. I choose to use reputable retailers and I have a credit card with a very low balance that I use only for online purchases. I change this card every year or so. A credit card can actually help to protect you since if you have a dispute with a seller, you can ask your credit card company for a “chargeback” – read “don’t pay this seller” – if your purchase was not as advertised. LET’S FACE IT, YOUR ELECTRONIC DEVICES MAKE THE WORLD

go ‘round. Being in the moving business, we realize how important those items are to families. One of the most common questions we get is how to transport electronics safely, especially big-screen TVs. During a move, whether it’s across town or across Canada, it is important to give these items special treatment so they arrive in one piece and in good working order. The best advice we have for accomplishing this goal requires some forethought: keeping the original boxes and foam spacers the electronic items came in. That is truly the safest method for moving them. Of course, people rarely keep these boxes, so there are specialty boxes and crates designed specifically to move big-screen TVs safely. People who do their own packing and moving should be aware of how easy it is to damage one of these units. Spending a few dollars extra to purchase or rent one of these special boxes can make all the difference. Another thing to remember is that most of these television sets are mounted on wall brackets, and moving companies are reluctant to disassemble the wall mounts or assemble them at the other end. Usually, if something is going to go wrong, that’s when it will happen – and again, people rarely keep the installation instructions for the brackets. It’s far too chaotic on moving day to try and find instruction manuals. The best plan when preparing for your move is to take the TVs off the walls yourself ahead of time and have them ready to be packaged properly. Here’s a tip for anyone disassembling electronics for a move: Get your digital or phone camera and take photos of the wiring connections on the backs of the TVs, cable boxes, DVD players and the like. When it comes time to reassemble them, it will be much easier to reference how they were set up originally, saving time, stress and frustration. The same goes for stereos and gaming systems. Many teenagers leave their entire gaming systems hooked up until moving day. It’s up to them to disassemble

their systems and hopefully place them into their original packaging. If not, the best thing to do is wrap consoles in anti-static bubble wrap and place them into appropriately sized boxes so they won’t move around during the trip. In fact, this is the best way to treat most electronics items. That includes computers – especially desktop units. We have specialty boxes designed specifically for them that can be bought separately. If you choose not to go that route, then surround the unit with antistatic bubble wrap and place it into an appropriately sized box. And here’s a handy tip: pack the associated hardware with the electronic item. For instance, place your computer’s mouse, keyboard, power cord, scanner and printer cables into the same box. When these items all arrive together at your new digs, you’ll be very glad you did!

Blue Heron Marina Estates The allure of living on the water by janine mackie

“Waking up every morning to an unobstructed view of the water is just incredible,” says Don Foxgord, among the first new residents of Blue Heron Marina Estates along Dyke Road in East Richmond. “By boat, it’s a straight shot out to the Gulf Islands. There’s no better word to describe it than ‘gorgeous!’” Nine custom-built homes make up this exclusive yet friendly community flanking the banks of a calm protected channel of the Fraser River. A beautiful blend of million-dollar-views, luxury living and deep fresh water moorage has attracted marine enthusiasts from across the Lower Mainland. Where else can you park your boat right at your door, fish for salmon off the dock or kayak and paddleboard from home to the Westminster Quay? “You’d have to pry my wife and I away,” chides Foxgord, who sold his home in White Rock to retire in this new waterfront gem. Yacht builder Paul Palmer and his wife Heather are the creative masterminds of this development, combining Paul ’s commitment to superior engineering with Heather’s love of design and a shared adoration of life on the water. Priced from $1.7-million, these threebedroom homes offer between 2341 and 3084 sq.ft. of living, as well as generous garages over 1200 sq.ft., providing parking for up to six vehicles. An elevator makes the home accessible for all and a dream for taking grocery items to the upper floor or even loading and unloading pleasure craft. When choosing finishes, Heather began with a wish list of three must haves: solid black walnut hardwood floors, Subzero refrigerators and Hytec hydrotherapy bubblejet tubs. These became the aperitifs of an exquisite menu of finishes that impresses even the most discerning buyer. 48 metro vancouver new home guide | nov 29 - dec 13, 2013

“Where can you park your boat at your door, fish for salmon off the dock or kayak from home to Westminster Quay?” Seamless southern views and the scene of driftwood and bulrushes swaying in the breeze enrapture homebuyers as they enter the showhome’s great room. Overlooking the marina, the sight is enhanced with a glass Eclipse Folding Door System, allowing the inside to become the outside in one continuous space. Whether preparing a simple family dinner or orchestrating an elegant brunch for 20, the kitchens at Blue Marina Estates are designed for you to multitask effortlessly and entertain like a Food Network pro! A unique combination of granite countertops and custom tile backsplashes was chosen for each home and paired with beautiful custom cabinetry. There’s a walk-in pantry in most homes and professional appliances including Wolf 36” Gas Range and gourmet microwave drawers. In addition to three bedrooms, the showhome features a theater room, laundry room with granite countertops and home office with delightful river view. Spa-inspired master retreats treat homeowners to a private deck, walk-in closet and deluxe ensuite with his and hers vanities, separate glass shower and private toilet room. Once complete next summer, the development will feature a private full service marina with 48 slips for power or sail boats up to 90 ft and full yacht servicing, maintenance and provision services. Luxury waterfront living 15 minutes from YVR, 20 minutes from the Canada USA border, 30 minutes to downtown Vancouver and just minutes to outlet shopping in Queensborough. Open house at Blue Marina Estates every Saturday and Sunday between 1 and 4 p.m., at #6 – 23470 Dyke Road in East Richmond. River Green

The dream made real by Susan m Boyce pure luxury has arrived in Richmond. It’s the luxury that

comes with a feeling of sumptuousness, an opulence at once understated yet ever present. And its name is River Green. A Proud Tradition of Excellence Located on the river directly west of the Olympic Oval, this masterplanned community is the latest addition to the Aspac legacy of exceptional residences in exceptional settings — a legacy that began at Coal Harbour, continued at UBC, and is now emerging at Richmond’s newest prestige neighbourhood. Like its predecessors, River Green focuses squarely on details that create the ambiance of an exclusive, five-star resort — 24-hour concierge, soaring lobbies in marble and natural woods, plus diverse amenities that include a 25-metre lap pool with adjacent children’s pool and hot tub, a golf simulator room, a music room with piano and even quiet study rooms with full internet services. Celebrate Nature Perhaps most eye-catching, though, is River Green’s respectful integration with its waterfront setting. Terraced water gardens, ponds, and waterfalls wrap around the first three towers creating a rare tranquility and harmony with nature. Intertwining paths and outdoor seating areas intersect with outdoor meditation spaces or gazebo-style pavilions that appear to float on the water. And ever present is the backdrop of the Fraser River, North Shore Mountains and Gulf Islands to the far west. Art too is integral to life here. Spanning the port cochere entry between the first and second residences is a glass skybridge that’s become a shimmering canvas for a local artist’s depiction of a Richmond heron alighting on her nest. Intriguing by day, at night, backlighting gives the $2 million art piece a dramatic movement — as if the bird has come alive. 50 metro vancouver new home guide | nov 29 - dec 13, 2013

“Buyers constantly tell us they believe River Green is an exceptional value.” Lily Korstanje

Come Home to Elegance Inside, River Green successfully redefines elegant living. Kitchens are iconic: built-in cappuccino makers, steamer ovens, and the élan of flush cabinetry. Bathrooms feature Carrera marble counters and walls, decadently deep soaker tubs, and frameless glass showers. The sense of sophistication is everywhere. “When people see these residences, we hardly need to say anything because the quality speaks for itself,” says Lily Korstanje, director of marketing. “Buyers constantly tell us they believe River Green is an exceptional value. They understand the vision of this community and they embrace the opportunity to be part of it because it will only get better with time.” River Green is located on the river at 5171 Brighouse Way in Richmond where display suites are open for viewing by appointment. PACKING TIPS

TO MAKE YOUR MOVE A LITTLE EASIER • Gather boxes in all sizes from friends, neighbours and stores.

• Label boxes containing fragile items with large red lettering.

• Collect cushioning material such as bubble wrap, foam pellets, furniture pads, old blankets, plastic bags, tissue paper, newspapers and small towels to use as padding inside boxes.

• Place china in plastic bags and stack plates upright on their sides, not flat.

• Create a “portable packing kit” with marking pens, a tape measure, packing tape, twine and scissors. Carry it with you as you pack up items in your home.

• Keep boxes to 50 pounds or less.

• Reinforce the bottom of boxes with extra tape for added strength. • Label each box with the name of the room in your new home where it should be placed. • List the contents of the box on the side of it.

• Pack your TV, stereo and computer in their original boxes whenever possible. • Pack heavy items into their own smaller boxes and place lighter items together into larger boxes. (Hint: Don’t pack all your books into one box!) • Don’t move flammable, combustible, corrosive or explosive items such as paint, gasoline and ammunition. • Pack a bag of personal items you’ll need during the move and keep it in an easy-to-find place when you pack.

Canada’s unemployment rate

headed lower: CIBC Demographic

and

policy

changes

mean

Canada’s unemployment rate has room to drop much further before we’ll see pressure on wages that could trigger inflation, finds a new report from CIBC World Markets Inc. The report notes that historically, today’s 6.9-per-cent unemployment rate would already be generating wage and price pressures. In both 1999 and 2005, the Bank of Canada declared the economy had exhausted economic slack and reached full employment at essentially the very same jobless rate. In both cases, the Bank raised interest rates to cool the country’s overheating economy. “But full employment ain’t what it used to be, and that’s good news for job seekers,” says Avery Shenfeld, chief economist at CIBC. “Demographic and public policy changes in recent years have lowered the non-inflationary rate of unemployment. That will allow the Bank of Canada to keep rates low for long, and press ahead towards further labour market improvements.” Shenfeld notes that, unlike the U.S., where millions of discouraged workers have given up searching for work and no longer count among the unemployed, discouraged workers excluded from the jobless count represent only 0.1 per cent of Canada’s working-age population. Those saying they want work but aren’t in the labour force represent the same two per cent share that they did when the output gap was zero in 2005. While the participation rate has dropped, he adds that’s solely due to shifting demographics, as a greater share of the population reaches retirement age. If the population shares of each age cohort are held constant, the participation rate would have been rising since the recession, as other than youth, each demographic group’s participation rate has been steady or rising. “Underemployment is, however, a factor that has led to an understatement of labour market slack relative to the past cycle,” says Shenfeld. “There are close to 900,000 Canadians working part-time because that’s all they can get, rather than by choice. That’s a half-percentage-point larger as a share of the workforce than when the economy had full employment in 2005. The additional hours they could offer up provide a cushion against wage and price pressures.” 60 metro vancouver new home guide | nov 29 - dec 13, 2013

Canada’s degree of “frictional unemployment,” the inevitable share of the labour market that will, even in a healthy economy, be between jobs or looking for their first job at any point in time, is also contributing to a lower jobless rate. This unemployment category has been in decline and the rate is already lower than at points in 1999 and 2005 when the output gap was zero. Changes in government policy are a factor in the reduced level of frictional unemployment. “New immigration rules are focussed on tilting the mix of new Canadians towards those with targeted skills and stronger language proficiency,” notes Shenfeld. “Those coming in under the Provincial Nominee Program, focused largely on job-ready individuals who cross the border with a job offer in hand, represent 13 per cent of new permanent residents, up from only two per cent in 2005.” Tighter rules for unemployment eligibility now require Canadians to accept a wider range of employment offers rather than continue to search for a job that’s either higher paying or closer to home. EI recipients now represent 37 per cent of unemployed in Canada, down from 51 per cent in 2009 and an average of 47 per cent in the ten years prior to the last recession. Shenfeld also suspects declining unionization coverage could also be a modest factor by reducing worker bargaining power, particularly as Canadian workers now compete with “right to work” states south of the border. He notes that this could reduce the wage inflation pace at any given level of unemployment. “All of this implies that the labour market has more room to run to lower unemployment rates before wage pressures threaten the Bank of Canada’s two per cent CPI target. Add to that some other factors putting downward pressure on CPI and there are reasons for the Bank of Canada to eschew rate hikes until early 2015. “By that point, we expect Canada’s unemployment rate to be in the vicinity of 6.2 per cent, well below what had previously been the Bank of Canada’s comfort zone.”

Bob Rennie at GVHBA Annual Election Meeting and Awards of Excellence

One buyer, two chequebooks

by DIANE DUFLOT Vancouverites hear all too often

that this is a prohibitively expensive market to get into, and when the average price of a home is compared to the average income, it can certainly look discouraging. In his recent speech at the GVHBA Annual Election Meeting and Awards of Excellence, Bob Rennie, owner and founder of Rennie Marketing Systems, took a closer look at how first-time buyers are entering this market to deflate the naysayers. Rennie suggests that there are more factors to be taken into consideration than the median price of a home and the average Vancouverite’s salary. Although the fact that 65 per cent of Vancouver’s population earns less than $50,000 has earned Vancouver what Rennie calls the “the undeserved title ‘the most expensive place to live on Earth,”’ he insists that this “would only be true if all of our real estate activity was based on income.” However, Rennie points out, “67 per cent of all home sales in the Greater Vancouver area are currently to existing home64 metro vancouver new home guide | nov 29 - dec 13, 2013

owners, who rely on equity not income.” For many first-time buyers, it takes two chequebooks to enter the market. According to Rennie, most “first-time buyers are able to come up with the income” — the first chequebook. Where they run into difficulty is saving for a down payment, and this is where the second chequebook comes in: “often it’s mom and dad’s — or grandma and grandpa’s — chequebook that’s getting the first-time buyer into the market.” He cites statistics to support his case: “Data I was given recently by RBC indicates that 47.5 per cent of their first-time buyers are providing a gift letter for the deposit from a family member.” Rennie himself believes this number to be higher and declares, “47.5 are the ones admitting it.”

“ Often it’s mom and dad’s — or grandma and grandpa’s — chequebook that’s getting the first-time buyer into the market.”

“The population that is currently aged 56-75 year olds is sitting on 113,000 primary residences in Greater Vancouver, the assessed value of these properties is $88 billion, clear title. In 14 years, this segment of the population will be between 70 and 89 years old.” – Bob Rennie

$88 billion to potentially be reinvested in real estate “The population that is currently aged 56-75 year olds is sitting on 113,000 primary residences in Greater Vancouver,” remarks Rennie. “The assessed value of these properties is $88 billion, clear title. In 14 years, this segment of the population will be between 70 and 89 years old.”

Rennie notes that this group will need to sell their current homes to maintain their lifestyle and health care needs. When they do so, they will likely also be helping first-time buyers enter the market, as “they promised their children and their grand children that ‘the house money will look after all of us.’ They will be selling their homes, and my guess is that 99 per cent of them will not be buying up. “At the moment,” continues Rennie, “We have an amazing opportunity to identify the housing needs of this emerging demographic, who is sitting on that $88 billion in clear title housing. The clear-title homeowner will take whatever market value for their current homes, as long as local developers can produce housing that fits their new needs.” It would behoove the multi-family developer, believes Rennie, to look to these needs and “reproduce the single-family home experience in a smaller space in order to satisfy the aging baby boomer who is looking for both luxury and utility.” Who’s buying? The obvious question, which Rennie anticipates is, “Who’s buying the $88 billion? There will continue to be a substantial population increase, 23.88 per cent over the next 15 years. That’s 590,000 more people in Greater Vancouver.” This influx of people into Greater Vancouver stems in part from the natural increase in population of 11,000 per year (births minus deaths), and in part from the steady arrival of immigrants, a group that Rennie points out is set to “replace our aging population. That,” he indicates, “is who’s buying.” The outlook is optimistic, then, for the Vancouver real estate investor, but it appears that the need to increase density will continue to grow as the current population shuffles to make room for an ever-growing population. nov 29 - dec 13, 2013 | metro vancouver new home guide 65

01

Calculate the combined monthly before-tax income of you and your spouse.

02

Divide by three. This figure is the monthly payment you can afford to make on your home.

03

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

04

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)

70 metro vancouver new home guide | nov 29 - dec 13, 2013

05 06

Multiply this figure by the amount you need to borrow. Divide by 1,000.

Add to this your estimated monthly heating costs and monthly property taxes.

07

If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home. Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
