SPAIN IS CHARTING A UNIQUE PATH IN MIGRATION POLICY

As migration pressures mount across Europe, most EU countries, led by European Commission President Ursula von der Leyen, have been moving towards stricter border controls and increased deportations for asylum seekers Policies aimed to curb migration through tighter regulations and a tougher stance on unauthorised entries.

Spain, however, is taking a different approach Spanish President Mr Pedro Sánchez has emphasised that Spain's immigration policy should reflect values the country can take pride in, according to a report from La Tercera

This perspective is reflected in new legislative changes led by Elma Saiz, Spain's Minister of Inclusion, Social Security, and Migration, aimed at making the country’s immigration laws more flexible and supportive of integration. The recent amendments to Spain's Foreigners Law are a response to the rising numbers of migrants entering Spain, particularly those arriving via land and sea routes In 2023, the Spanish Interior Ministry reported that 56,852 migrants entered Spain irregularly.

Recognising the challenges posed by this influx, the Spanish government has viewed it as an opportunity to adapt its immigration policies. A new regulation being finalised by the Ministry of Migration is anticipated to simplify the process of obtaining residency and work permits for many immigrants who are already in Spain. If approved, this new legislation would make residency pathways more accessible

According to Schengen News, this new law is expected to be reviewed by Spain's Council of Ministers in mid-November One of its key provisions involves reducing the time required for immigrants to apply for legal residency. Currently, individuals must live in Spain continuously for three years regardless of their legal status before they can start the process Under the proposed regulation, however, this period could be shortened to two years Furthermore, language skills, such as proficiency in Spanish, will be considered as part of the application process

The draft of the new immigration regulation, accessed by Spanish newspaper El País, highlights additional measures to streamline the journey to legal residency and employment for immigrants. The primary beneficiaries would include international students, foreign workers, families, and asylum seekers who have faced rejections in recent years. The new regulation aims to support better integration by allowing those

who entered Spain irregularly to apply for residency and work permits sooner, after two years instead of thecurrentthree.

Another significant goal of the reform is to create a smoother transition from student visas to work permits.ThisapproachreflectsSpain'srecognitionof the economic potential that immigration brings, particularlyinareaswherelabourshortagesexist The intention is to make it easier for international students who complete their studies in Spain to transitionintotheworkforce,amovelikelytobenefit boththeeconomyandthestudentsthemselves

In essence, Spain’s approach contrasts sharply with the stricter measures being adopted across much of the EU. With these proposed changes, Spain is striving to create a migration policy that is both pragmatic and humane, offering a model that values integration and inclusion as essential components of asustainableimmigrationstrategy.

RECIPE Roscón de Reyes

Instructions for Making Roscón de Reyes (Gluten-Free)

150 g of buckwheat flour

75 g of rice flour

75 g of cornstarch

250 g of cooked and peeled sweet potato/yam

2 large eggs

1 egg white

50 ml of plantbased milk

20 g of fresh baker's yeast

1/2 teaspoon of vanilla extract

1 tablespoon of extra virgin olive oil

Zest of half an orange

10 g of liquid sweetener

A pinch of salt

Prepare the sweet potato mixture: Process the sweet potato, whole eggs, egg white, vanilla extract, olive oil, orange zest, liquid sweetener, and a pinch of salt. Blend everything together until smooth. Set aside.

1. Activate the yeast: 2. Heat the 50 ml of plant-based milk until it is lukewarm, then dissolve the fresh yeast in it. 3. Combine the mixtures: 4. Add the sweet potato cream to the milk and yeast mixture. Stir to combine, then gradually incorporate the flours, mixing until well combined.

5. Continue kneading the dough until it becomes elastic and firm.

6. Form the dough into a ball and cover with a plastic bag. Let it rest for 1 hour in a warm place to allow it to rise and double in size.

7. After the dough has risen, sprinkle some whole wheat flour on a work surface, place the dough on it, and knead it a bit more.

8. Place a piece of parchment paper on the baking tray. Put the dough ball on it, and with floured hands, make a hole in the centre of the dough, gradually working it into a large hole to shape the dough into a ring.
