Across the country, particularly in tourist hotspots like the Costa del Sol, local Spaniards are struggling to find affordable housing. This shortage is driven by soaring property prices, fueled in part by foreign investment in real estate. The Spanish government is now considering radical measures to address the issue, including a 100% tax on foreign buyers who are not residents of Spain. While this proposal aims to protect local residents, it could have significant implications for foreign investors and the broader economy.
A Perfect Storm: Rising Prices and Housing Shortages
The housing crisis is most acute in areas like Marbella, Málaga, and other parts of the Costa del Sol, where foreign investment in luxury properties has driven up prices. Many local families are priced out of the market as homes are snapped up by international buyers.

This has led to growing frustration among Spaniards, who see these homes sitting empty for much of the year or being turned into lucrative short-term rentals for tourists.
In 2023, non-EU residents acquired approximately 27,000 properties in Spain, often for investment purposes rather than personal occupancy, according to the government. Sánchez emphasised that, given the current housing shortage, such practices are unsustainable. The proposed tax aims to prioritise housing availability for residents and deter speculative purchases by foreign investors.
While the prime minister did not provide specific details on the implementation or timeline for this tax, his office indicated that the proposal would be finalised after thorough analysis. The measure will require parliamentary approval, where the government has previously faced challenges in securing sufficient support for legislation.
