editor page I realize that water was very much needed and I am happy we have had enough of it, but I did not expect to have the whole lot in one go. In the five months from June, more than 24,000 attempts were made to access “inappropriate” websites from the Houses of Parliament – even though Parliament was not sitting for much of that time. Understanding Spanish
building rules and regulations It would have saved a lot of grief if some of those who had decided to build their own properties some years ago had been aware that even in Spain there are building rules and regulations that need to be adhered to. We are providing the following information for general guidance only, mainly to show that you must always seek the advice of a qualified professional. It works out cheaper and safer in the end. There are two categories of planning zones for building: 1. Rustic (rural) plots (suelo rustico) The rural land law governs the building rules of rural sites. And here again, some rural land is protected, so that all plots fall under one of the two following criteria: •
Suelo no urbanizable protegido. This is special, protected land which cannot be developed for residential homes.
•
Suelo no urbanizable común. This category has no special protection and can be developed for residential houses for private use with the following restrictions: - A Plot size: minimum 10,000m2 - B Maximum building size: 2% of the . plot size - C Floors: 2 - D Height: 7m

Special Restrictions: All rustic plots have aesthetic restrictions depending on the local appearance regulations. 2. Urban plots (suelo urbano) In the first instance do not buy a plot without a certificado urbanistico. Each Ayuntamiento has its own rules but they define urbanised plots with access roads, water and electricity and they confirms the type of plot, the occupation purpose, building space and type of building. A licencia (building permit) must be obtained before the construction of any building can begin, including any work carried out on an existing building where this work would change the image change the usage, exterior appearance, modify the volume, or where extra storeys would be created. There are two types of building permits: 1. Permit for minor works: walls, terraces, and barbecues. 2. Permit for major works: new buildings, alterations, and demolitions.

Responsibilities
Responsibilities reflect on property damages affecting the building within a specified time, starting on the date of the commencement of the works without reservation or starting on the date of the correction of such reservations.
A letter of notification will be sent following the submission with the application number. After an examination confirming that the correct information has been presented, details of the request will be posted in the Town Hall. Spring Lamb Hotpot
I suggest this cheap and easy recipe. It’s still very cold it and it would be a great time to try this out INGREDIENTS • • • • • • • • •
4 thick lamb neck chops plain flour, for dredging good glug fruity olive oil 3 onions, peeled and cut into wedges 2-3 large parsnips, peeled and cut into sixths 6 large, juicy garlic cloves, peeled, cut in half salt and freshly ground black pepper 6-8 fresh rosemary sprigs 6-8 small potatoes cut in half
METHOD 1. Preheat the oven to 170C/350F/ Gas 4. 2. Lightly dredge the lamb chops in the flour. Heat the oil in a shallow ovenproof pan with a lid, then add the lamb chops and cook until browned on both sides. Remove the lamb from the pan and set aside. Add the onions, parsnips and garlic to the same pan and cook for 2-3 minutes. Season well with salt and freshly ground black pepper and add the rosemary. 3. Return the lamb chops to the pan, tuck the potatoes around the chops, season well with salt and freshly ground black pepper and pour in just enough water to cover the pan contents. Cut out a circle of greaseproof paper the same size and shape as the inside of the pan. Place the paper circle over the lamb and vegetables, then cover the pan with the lid.

Obesity and Gastric bypass Gastric bypass is the surgical reduction of the stomach’s size. You begin to eat less and start to lose weight quickly. “Laparoscopic gastric bypass” is a technique by which the stomach is left with a capacity of 15 to 30 ml and is connected directly to the small intestine. As a result, food skips a large segment of the small intestine, reducing absorption of calories and nutrients. Furthermore, due to the small size of the stomach, the amount of food that one is able to eat is reduced and you feel satiated with less while beginning to lose weight. This is currently one of the most commonly practiced surgeries for severe obesity. It is considered to be one the surgeries with the best results, and one that least affects the quality of life for the person who undergoes the surgery.

Men who have more than 45 kilos (100 pounds) of excess weight and well above their ideal weight; women who have more than 36 kilos (80 pounds) of excess weight above their ideal weight.

Internet advertising
has become a counter-productive nuisance. It is impossible to say exactly, but there must be over one billion websites online in the world today. Promoting and placing your business in the internet “shop widow� is the main reason for having a website and that is certainly a very positive marketing stride. It is simply fantastic to be able to promote one’s business and even to provide goods and services online, the idea being that it saves time and money and even costs to seller as well as buyer. But is it really happening as it was intended? The problem starts when businesses want to tell you about their products and services and give you their website address while competing for visibility with the rest of the billion websites online. Unfortunately, one thing that is being overlooked is that internet users, that is the consumers, are sick and tired of being pestered and bombarded with addresses, products and services all pushed down their throats. What a nuisance! I, for one, am fed up to the back teeth when opening my e-mail every morning and having to try to identify those important messages that are genuinely intended for me and my business. Some days I have to go through hundreds of junk-mails in order to delete it, making sure it was not a genuine message. Yes of course I mark each one as junk and block it, but they keep coming back again and again wasting my precious working time day after day. Who wants to read them anyway? What is the point of them? You can try and increase the mail filter level, but then you run the risk of sending some genuine message to the junk file, so you have to go through the junk file anyway and check it before deleting its contents. They say that nowadays the majority of people use mobile phones and tablets because of their versatility, and I agree. I use my mobile constantly through the day, unfortunately here again I get interrupted and become extremely annoyed with the unwanted popups that keep “popping up”. This is a real nuisance just as it is a nuisance when every time you try and look for something online. Whilst it may be fun for teenagers to use mobile phones, and most of them do, it certainly is no fun for everyone else who wants to get on with his business, and it this 38

constant pestering that consumers dislike most. Any way the most serious consumers are not teenagers and kids. Even the very search engines that are supposed to help find what one is looking for seem to be abusing the system. Take the “clicks per impression idea”. It is a known fact that the ratio of success is 0.1-0.3%. This means that only one person out of 330 that see your ad will actually click on it. Perhaps it is clearer to say that 99.7% of all the people who see your ad won’t click on it! And what is worse is that 34% of clicks are by mistake. So, what is the point of duping the advertiser into thinking he is creating more awareness for his business when the greater benefit is represented by the amount the advertiser pays the search engine for the useless clicks.
MY OPINION
Advertising is only getting more and more pervasive, obnoxious, and intrusive. According to recent consumer surveys, digital advertising doesn't exactly have the best report. Pop-ups interrupt the browsing experience at every turn. Creepy remarketing stalks you with the same display ad everywhere you go. Auto playing videos embarrass you in waiting rooms and on buses. You can hardly read a news article without having to scroll past a dozen ads and accidentally click on one of them. After years and years of advertising, consumers generally dislike adverts. They see advertisements on buses, newspapers, magazines, notices, placards, posters and so on, but these are inobtrusive. Consumers will look at them if they want to, if it pleases them to do so, if and when they are looking for something in particular. They have the choice to decide. What they do hate is the invasion of their privacy as for instance when they watch a TV program IN THEIR OWN HOME that gets interrupted forcing them to watch adverts against their will. It is like that phone call in the evening from the sales person that tries to sell you insurance or internet connection or something else. In my view, online social pages are acceptable in as much as people and probable consumers will visit them intentionally by choice, which is very different from visiting a search engine in order to look for something specific and getting pestered by distracting and timewasting adverts and pop-ups.
According to recent statistics, it would seem that I may be right about what I am saying: • • • •
91% of people say online ads are more intrusive today than 2-3 years ago 87% say there are more online ads in general than 2-3 years ago 79% feel like they're being tracked by retargeted ads. Being tracked amounts to stalking, and that makes it even worse.
In my view, advertising businesses and consumers, are both being exploited by certain companies with the sole object of lining their own pockets under the pretext that they are helping advertisers to be seen by consumers. In reality they are achieving the opposite by making consumer sick of seeing advertisers and their products. Advertisers should become aware of these negative factors if they want their advertising and promotion to be effective. They should stick to the unobtrusive type of adverts and use the internet as their online shop window. Banners in search engines I believe are acceptable as long as they do interfere with searches but giving the users an opportunity of finding what they are looking for easier. Quite frankly I believe “spammers” should be identified and heavily fined to discourage the use of such a destructive method of useless advertising.

Is there life after death?
The eternal question to which nobody seems to have an answer. We are born, we live our life the way we shape it and then we die. What comes after that? Some atheists say that there is nothing after death, others that we re-incarnate and others that we live on as spirits. Buddhists and Hindus believe in re-incarnation. Christians and Muslims believe in Paradise or Hell while the Jews believe in reincarnation and/or Paradise. Spiritualists believe in afterlife in a Spirit world. According to the Bible, Revelation chapter 21 verse 3-4, NLT “God himself will be with them, he will remove all of their sorrows, and there will be no more death, or sorrow, or crying or pain.” And the Bible 1 Corinthians chapter 15 verses 42-44, NLT “Our earthly bodies, which die and decay, will be different when they are resurrected, for they will never die….”.

How does a paying plan work with social security?

If you owe money to the Social Security you can apply for a deferred paying plan. If you miss one or more payments to the social security you can still obtain a payslip in the following months with some over charges.

Account embargos do not have a predictable timing and may surprise you at any time. To avoid this, with its consequence on your cashflow, reach an agreement with the social security for a deferred paying plan. To be eligible for a plan you need to meet these conditions:

The debt must be more than 2 months old, meaning that you need to make sure that the current month and the previous are paid. (the reason for this will be understood later on)

Your application must include all the debt. If you hold 2 businesses under your name, you would have to include them both.
If on the outstanding amount there is a non-postponable one, approximately 20% you need to settle this before signing the agreement.

Finally, if you miss an instalment, you have 1 month to catch up before the agreement is cancelled.

While paying your instalments you must pay your regular social security otherwise your agreement will be cancelled. (This why you need to make sure your last two months are paid before entering into an agreement). If you cannot apply for one yet, say the 20% to settle is un-affordable at the moment or you still need to pay previous months, you can always reduce the debt by making interim payments of any amount. This will not stop the attempts to collect via embargoes. Paying on time will avoid overcharges.

In those enlightened good old days, if you found yourself turning into Hattie Jaques, you adjusted into a few more yards of crimplene and swapped your stilettos for a pair of Hush Puppies.

The radical eighties gave dieting a scientific angle, or tried to, with “slimfast”, which really is “Angel Delight” in a tin. The clever Americans who make it had plenty of gullible “Gordos” filled to the gills with the stuff because Uncle Sam told us it was scientifically worked out. In the nineties we were shaking our bodies and not our “slimfast”. Every A, B and C list celebrity under ten stone had a “work out” video on sale. Between Jane Fonda “feeling the burn” and the green Goddess telling mature ladies to gently squat, the video shops were full of something ranging from soft porn to the grim reapers P.R. That is well behind us now. Weight loss, plastic surgery, liposculpture and any number of other unpronounceable tweaking has shot into another galaxy.

But thanks to some very glossy, very swanky magazines available close by, all manner of pseudo medical jargon is explained and, if you can’t read, there are plenty of pictures. So many pictures that at one point I thought I was looking at some poor unfortunate’s varicose veins when in reality I was studying a useful map showing a clinics whereabouts. So, what’s available on the modern day Frankenstein’s menu? For starters you can ease your way in gently with “Rhinoplasty”, that’s the funky new name for a nose job. While you are it, why not kill two birds with one stone and go for a “Blepharoplasty”. That one deals with what your granny might have called “crow’s feet”, so you could in effect stone the crow’s feet. Moving on to the main course, “Endermology” (cellulite), “Phlebology” (varicose veins) and “Microdermabrasion”. Surely you do that last one on your own! I don’t pretend to understand or in fact want to know all the technical ins and outs of plastic surgery but, cosmetic surgery for Ken and Barbie personified aside, plastic surgery does have another face (no pun intended) and has been one area of medicine that has performed some minor miracles for burns victims, birth deformities and all manner of other very worthy, deserving causes. Every branch of medicine, especially those dealing with aesthetics improvement, has a commercial private sector and the private clinics will mushroom in any place where the population has deep pockets and shallow beliefs. All this perfect ten paranoia is kept simmering away by the glossy, swanky magazines. You won’t find anybody there wearing a size 18 dress (except perhaps Pavarotti).
I worry about the beautiful people. Most of them are so pumped full of silicone that topping up the orange tan must be a bit like Russian Roulette; how many of them run the risk of ending up as a puddle of melted silicone., when the midday sun hits 38º? Imagine the poor relatives only being able to identify the body by its Rolex, Mercedes key ring and a set of porcelain teeth! Still, look at the bright side. Funeral costs won’t eat into your inheritance if you can send them off in style in a milk bottle. Some people it seems will go to any length and endure any amount of what must be very painful surgery just to keep old Father Time and his brother Gravity off the Christmas card list. I for one, will not be visiting any of those Carnal Anatomical Clinics, in fact I am sure some of them are so scary you would be hard pushed to even drag Mulder & Scully into them. On the other hand, however, and just for the record, there are the soft option beauty clinics, the ones that don’t offer to turn you into Hannibal Hectors party frocks. If you don’t feel ready to cut off what nature gave you, how about “Chocotherapy”. Something described as “a stimulating and invigorating treatment using melted chocolate, with Brazilian coffee and Madagascar cloves as a base”. It sounds good to me! So, it looks like it all boils down to a choice between looking like a giant ripple or a raw liver lollipop. I know what gets my vote and I will just have to take my chocolate like a man!
