On behalf of the Universidad del Pacífico, I am pleased to welcome you to the annual meeting of the Latin American and Caribbean Economic Association (LACEA) and the Latin American Meeting of the Econometric Society (LAMES) 2012. This year is very special for our university community given that we are celebrating our 50th year of institutional life. Founded in 1962 by a group of business leaders, whose vision was to create a modern, high-quality academic institution oriented towards applied economics and management, the main mission of the Universidad del Pacífico is to educate citizens, to develop their professional skills, and to ensure that they have the ethical values required to manage the country’s economy and enterprises efficiently and responsibly. Thanks to the efforts of those who managed the University during the first decades of its existence, public opinion perceives us as one of the best institutions of higher education in Peru, and the clear leader in our fields of concentration. This reputation has been achieved by our alumni, many of whom work at the top of their fields in the public and private sectors of Peru and around the world.
WELCOME
At the Universidad del Pacífico we have no intention of merely resting on past achievements. On the contrary, we continue to nourish a spirit of modernization and permanent innovation. We try to transfer this spirit in every academic meeting we convene.
4
I am convinced that the conferences that we will hear over the next three days will broaden our perspectives and understanding of what is happening on the current global economic scene, and that the distinguished economists convened here at the UP will provide stimulating proposals for the years ahead. Thank you all for participating in this event, and for sharing in our Anniversary celebration.
Dr. Felipe Portocarrero Suárez President

UNIVERSIDAD DEL PACÍFICO, FACULTY OF ECONOMICS 26
Arlette Beltrán Dean Faculty of Economics Universidad del Pacífico
The School of Economics of the Universidad del Pacífico aims to form economists with strong academic, professional and moral grounding, who stand out in the different professional areas in which they choose to work. The School of Economics is working hard to be recognized not only as the best in the country, but also as one of the most relevant in Latin America. The School offers an undergraduate program, a two-year Master´s program, and an extension course for graduated students. The high quality of our education is widely recognized: all our former students have continued on to successful careers as academics and economists in the public and private sectors, in Peru and abroad. Our faculty members, trained in the most prestigious international universities, work not only as research and teaching fellows, but also as high ranking officials in major policy institutions. The School of Economics annually organizes academic events with national and international speakers that have greatly contributed to the development of Peruvian academic life. This year, in the 50th anniversary of Universidad del Pacífico, it is our pleasure to host the Annual Meeting of the Latin American and Caribbean Economic Association and the Latin American Meetings of the Econometric Society.

LATIN AMERICAN AND CARIBBEAN ECONOMIC ASSOCIATION 30
It might surprise you to learn that LACEA was conceived and born in Washington DC. It was conceived by Michael Conroy (then at the University of Texas, Austin) during the 1991 meetings of the Latin American Studies Association (LASA). After a series of enjoyable and purposeful dinners at the lovely Tabard Inn on N Street, the Latin American and Caribbean Economic Association (LACEA) was founded in July of 1992 “to encourage greater professional interaction and foster increased dialogue among researchers and practitioners whose work focuses on the economies of Latin America and the Caribbean”. I had the privilege and the pleasure to be present when LACEA was conceived and to lead its creation as chair of the organizing committee, which included - among others - Guillermo Calvo, Sebastian Edwards, Albert Fishlow, Ricardo Hausmann, Mariano Tommasi, Andres Velasco and myself - all of whom became presidents of LACEA at some point - and Darryl McLeod, LACEA’s first treasurer. Twenty years later, LACEA can unabashedly boast a remarkably impressive record. Since 1996 - and in conjunction with LAMES since 2006 LACEA has organized annual meetings throughout Latin America and beyond. The meetings attract some of the best minds in Economics and in the recent years have convened around 700 participants from all parts of the world. Perhaps one of the most glamorous moments was when James Heckman was notified that he received the Nobel Prize right before delivering a keynote lecture at LACEA’s Network on Inequality and Poverty in Rio in 2000. Speaking of networks, LACEA now has seven thematic networks that meet regularly and foster exchange and mentoring in relevant research on inequality and poverty, the economics of crime, impact evaluation, political economy, trade and growth, international finance, and labor.
31
Modeled after the American Economic Association, LACEA became a member of the Allied Social Science Association (ASSA) and hosted meetings at its annual conferences. Like the AEA, LACEA also has its own journal, Economía, whose first issue came out in the fall of 2000 and which features high-quality research focused on the region. LACEA is also involved in capacity building through courses and its partnership with the Global Development Network (GDN). The most recent initiative - Vox.LACEA - is a web portal and blog intended to become a full-fledged resource center for economists interested in the region. Yes, indeed, LACEA has come a long way in its first twenty years. Happy birthday, LACEA!

LATIN AMERICAN MEETINGS OF THE ECONOMETRIC SOCIETY 34
The Econometric Society is the world-wide most prestigious society in the field of economics. It is devoted to enhance the knowledge of economics both theoretically and empirically. As a scientific organization, there are no political, social, financial or nationalistic allegiances or biases. The four main activities of the Society are the publication of three journals, the classic Econométrica, and two open access journals Theoretical Economics and Quantitative Economics; the publication of a monograph series in collaboration with the Cambridge University Press which are now available online for members; the organization of scientific meetings in six regions of the world, including a World Congress every five years; and the conduct of elections for Fellows of the Econometric Society, one of the most honorary awards that an economist might wish for. The Latin American Meetings have been held every year since 1980, except those when a World Congress takes place. Since 2006 there is a joint meeting with the Latin American and Caribbean Economic Association. They have played a central role in the intellectual life of economists in the region.
