Our Vision
As our community grows, West Shore Parks and Recreation continued in 2013 to serve record numbers of customers. To manage participation in the weight room, new cardio equipment was purchased with state of the art features allowing patrons to follow their progress. Aquatics was also incredibly busy this year, with new lessons and events added to keep up with demand. A full renewal of the Adventure Pool and upgrades to many other aquatic areas resulted in a well maintained facility for the future.
West Shore Parks & Recreation is an innovative recreation department delivering diverse programs and services promoting active, healthy lifestyles to meet the needs of all residents and visitors to the West Shore. We provide a full range of accessible and sustainable recreational opportunities and facilities with a commitment to meeting the challenges of today while planning for the future. We pride ourselves on our supportive governance and are responsive to all member communities and maintain effective relationships with government agencies, partners and community organizations.
A very successful All Staff Day in October used the theme “One” to promote both cohesion amongst staff and the idea of being Number One in Recreation. Staff were challenged to work together to complete projects that would benefit the organization and the community. A number of initiatives emerged, everything from recycling projects, a Community Garage Sale, special events and a Food Bank Drive. Working together with the community has resulted in many excellent benefits this year. The final negotiations with School District 62 brought us an agreement to lease space in the new Belmont and Royal Bay Secondary Schools for community programming, and to partner on the development of fields at Royal Bay for both student and community use. As well, West Shore Parks and Recreation, in partnership with the Intermunicipal Advisory Committee for Disability Issues (IACDI) and CRD were pleased to be awarded the West Shore Chamber of Commerce Healthy Community Award for the User Friendly Trails Initiative. Our reputation as a first class destination for sport, recreation and culture brought many events to the grounds this year. The BMX Nationals were an exciting addition, as well as the Provincial Cycling Championships. In Lacrosse Mann Cup action, the WLA Senior Shamrocks played to a fierce six game loss to the Six Nations Chiefs. The Turf Burn Tournament, Westshore Sprint Triathlon, Bike Jam, Movies on the Hill and many other events kept the grounds hopping. The second year of Rock the Shores, a live rock music extravaganza on the lower fields brought close to 10,000 people a day for the two day event. Our program staff have been working on a full scale review of all programs in order to develop core service criteria, program standards, and effective evaluation tools. As well, staff attended the Youth Program Quality Initiative, to evaluate our youth and children’s programs. We look forward to the continued support of all member municipalities in the growth of recreation, sport and culture for a healthy West Shore.

2013 Board of Directors West Shore Parks & Recreation is governed by the West Shore Parks & Recreation Society’s Board of Directors made up of elected officials and community representatives from the City of Colwood, the City of Langford, the District of Metchosin, the District of Highlands, the Juan de Fuca Electoral Area and the Town of View Royal. The Board of Directors provides supportive governance for our organization and represents the interests of each member municipality who contribute annually to the operation of recreation facilities through tax requisition. 2013 was my first year as the West Shore Parks & Recreation Society Board Chair and my first reaction is that I am so proud of this organization. All the municipalities who make up West Shore Parks & Recreation Society take pride that the West Shore has the best run recreational complexes in BC. As I look back at 2013 we had some outstanding achievements, hosting events such as the successful 2 day Rock the Shores Music Festival, the National Lacrosse Championship, the Mann Cup, and we sent out an RFP that resulted in a 10 year agreement with 100.3 The Q! for naming rights of the Arena. Our recreation programs and services continued to see growth in all areas and have produced a 52% user increase over the past 3 years. We have been a leader in fitness and health and responded to our client’s needs of today. An example of this is the purchase of new gym equipment, with new technology to allow users to plan and track their fitness goals by linking the equipment and their physical activity to the client via a cell phone app. Finally, I know I speak for the entire Board in recognizing and thanking the amazing work of our dedicated staff and volunteers. This team is professional, innovative, hardworking and community oriented. Without them, we would not have the remarkable organization that we have today. West Shore Parks & Recreation has had an extremely successful year in 2013 and 2014 looks to have very positive prospects. Sincerely,

Strategic Priorities for 2010-2015 Strong Relationships Building, reviewing and renewing partner and stakeholder relationships. Maintain strong customer relationships, understand our clientele, the community they live in, and their needs for recreational opportunities. In 2013 … a marketing package has been completed for the Bear Mountain Arena and food services. The Package will be expanded to include golf, fields and curling.
Sustainable Operations/Resources Infrastructure, financial and prudent management are integral to operations and ensure future ability to maintain services in a sustainable way. In 2013 … a signed agreement is in place with SD62 for the Neighbourhood Learning Centres in the new Belmont and Royal Bay Secondary Schools. The development of a resource recovery plan for buildings is underway. Priorities for best practices in environmental practice and stewardship are being established.
Supportive Governance The Board of Directors are an essential partner in the oversight of the organization and represent the diverse interests of the member municipalities. In 2013 … the Board Policy Manual was approved by the Board to be brought forward to the Members at the AGM for adoption.
Excellence In Service Delivery Programming of recreational opportunities is vital to West Shore Parks & Recreation’s responsibility of providing excellent services that benefit the community as a whole. In 2013 … a Program Review framework and assessment tools were developed, and Core Services for West Shore Parks & Recreation were defined. The Community Recreation staff participated in a Youth Program Quality Assessment to evaluate the quality of youth programs and identify staff training needs.

Aquatics
Fitness
In 2012 the Aquatics department went through a pool program review. The results of this review indicated a need for more once a week, evening and weekend lesson opportunities. Based on this information staff overhauled the lesson programs and provided many new ‘Learn to Swim’ opportunities. These revisions have resulted in an increase of over 600 children enrolled in lessons.
The Fitness Studio and the Weight Room are going strong and ramping it up with new technology. In 2010 we doubled our Weight Room space and by 2013 we have more than doubled our participation.
Registered swim lessons continued to be very popular in 2013; seeing sustained growth in preschool and school age lessons. Monday and Wednesday evenings are in high demand. Up to 52 swim classes often occur between 6:00 PM and 8:00 PM, maximizing usage of the two pools. Private swim lessons continued to draw patrons, in particular a desire for daytime adult private lessons. Feedback received through program evaluations has shown that many adults have recognized the importance of learning to swim as a lifelong skill. This is evident during our drop-in swim admissions which continued to exceed expectations. The Juan de Fuca pool experienced a 5.5% increase in drop-in revenue; the largest growth occurring in the fall. The Program and Aquatics teams partnered to offer a new Aqua Adventure program that included a 2 week summer camp which incorporated Red Cross swimming lessons. This camp was a huge hit and was full all summer.

Aquatics Juan de Fuca Swimming Pool is a multi-use facility designed to accommodate a broad range of water based programs for all ages. These include drop-in programs, registered lessons and water fit classes. It is also home to three swim clubs. The Juan de Fuca Swimming Pool is equipped with: • • • • •
An eight lane, 25 metre pool An adventure pool with three spray features A tot slide and a 250 metre water slide A sauna and steam room A 40 person hot tub with magnificent views overlooking the JdF Golf Course and grounds • Family change rooms including two accessible change rooms • The pool is open over 100 hours a week. • Peak pool times are Monday to Friday between 4:00 PM and 7:30 PM.
2013 allowed us to participate in a cardio equipment upgrade with the purchase and installation of 8 New Precor treadmills, 6 touchscreen Ellipticals and 2 touchscreen AMTs. Some of the new machines came with a Preva activity log app, which is compatible with iPhone and Android devices, on a program that syncs with cardio equipment consoles. Patrons were able to install and use quick access “tokens” to store user information about their workouts. In addition, the program came with a business suite mode where West Shore Parks & Recreation can track equipment usage, trends, marketing information & messages. 2013 marked the beginning of electronic scheduling in the Weight Room. This change improves customer service by having a quick access, accurate and an up to date scheduling tool that is available anywhere. The electronic scheduling system has aided in an easy paperless reference tool for reconciling payroll while supporting green initiatives.

Fitness & Wellness In addition to managing the day to day activity of the Weight Room and Fitness Studio, The Fitness & Wellness department also offers a variety of programs such as personal training, exercise rehabilitation, Take Heart Cardiac Rehabilitation, group fitness classes, weight training classes, indoor cycling classes, yoga, pilates, walking or running clinics, health and nutrition workshops and wellness seminars. The 6,555 sq. ft. Weight Room is equipped with: • Over 40 pieces of weight training equipment • 35 cardiovascular machines • Specialty training such as TRX Suspension Training and 32 feet of custom stainless steel chin up bars • Free weights 1-120 lbs. • Fixed barbells 20-110 lbs. • Fitness accessories such as bands, balls, mats, bosu balls, balancing boards and more The 2,755 sq. ft. fitness studio features: • • • •

Entertainment and Events West Shore Parks & Recreation played host to several large events in 2013. April marked the 27th year for the Home Expo, Victoria’s largest premier renovation and décor show This event fills Bear Mountain Arena, JdF Arena and the JdF Curling Rink with exhibitors and draws an audience averaging 12,000 people each year. In June our organization once again demonstrated its ability to accommodate large conventions. The third Annual Watchtower Jehovah Witness Convention attracted over 5,000 delegates. The organizers were very happy and look forward to hosting the convention again in 2014. In mid-June West Shore Parks & Recreation presented a community event, Movies on the Hill. This movie presentation featured the 1985 comedy adventure film “The Goonies”. 300 movie goers came out, sat under the stars and enjoyed this blast from the past. In July we rocked the house and the shores with the 2nd “Rock the Shores” music concert. This concert took place over the space of two days and was located on the lower fields of West Shore Parks & Recreation. 10,000 music lovers attended each day. The concert featured amazing Canadian and international bands including headliners: City and Colour, Weezer , Matthew Good, The Sheepdogs, 54-40, Jimmy Eat World, Acres of Lions, Sam Roberts Band, Mother Mother, AWOLNATION, Vince Vaccaro and Reignwolf. September brought a new event to the Juan de Fuca Curling Rink. Over 2,000 train enthusiast of all ages came to experience the Victoria Model Train Show. The whistle sounded and the show was a great success. We will be laying down tracks again in 2014.
Catering, Cafe & Concession West Shore Parks & Recreation’s catering services are an integral part of our events. This year we hosted seven weddings at the Kinsmen Fieldhouse with some ceremonies taking place next to the ninth green of the golf course. The staff also prepared a full roast beef dinner for 680 people in attendance at the 3rd Annual Minor Hockey Banquet. At the 2013 Rock the Shores Festival the food and beverage team joined in alongside the many food vendors offering music fans a selection of burgers, hot dogs, and cold beverages. Day to day food offerings can be found at Café Fresh. Our on site Café serves those visiting our facilities and participating in programs as well as West Shore Parks & Recreation staff. Grab a snack, beverage or tasty lunch and choose from a selection of healthy locally made products.

Sports We are the place where the nation comes to compete! From World Class sporting events to community leagues and clubs. West Shore Parks & Recreation has it all, and 2013 was no exception. West Shore Parks & Recreation hosted Canada’s National Men’s Lacrosse Championships, the Mann Cup. With home court advantage, the Victoria Shamrocks competed against the mighty Six Nations Chiefs. The crowds at Bear Mountain Arena were enormous, energized and enthusiastic. They cheered on their team throughout a hard fought six game series; resulting in the Six Nations Chiefs capturing the Cup. The Western Hockey League held their first round of the playoff series at the Bear Mountain Arena. In this series the Victoria Royals faced off against the Kamloops Blazers. The Kamloops Blazers emerged victorious after a six game series battle. Each game was a sell out and brought back fond memories of the Salmon Kings during their tenancy in 2004. The Victoria Velodrome Association hosted one of BC’s most prestigious cycling events, the 2013 BC Track Cycling Provincial Championships. The competition included eight different Velodrome cycling events and included 120 riders. In July the 2013 Canadian BMX Championships came to the West Shore Parks & Recreation BMX track for a second time. This event was hosted by the Victoria BMX Club. At a community sport level the fields welcomed “Turf Burn” a 7 a side Soccer Tournament. Over the course of a weekend this tournament saw participation from seven competitive and 28 co-ed recreational teams while 50 volunteers pitched in and worked hard to make the Turf Burn Soccer Tournament a success. The Juan de Fuca Curling Centre’s membership grew to 434 curlers, up 65 full-time members from 2012. The Carol Skinner Getting Started League introduced the game to 21 new and returning curlers. A new addition to Saturday morning curling was the Sportsman league. With the addition of this new league and the increase in membership, the Curling Centre is looking healthy for next year’s season. West Shore Parks & Recreation partnered with Juan de Fuca Minor Hockey and Juan de Fuca Minor Lacrosse to implement a spectator code of conduct. Signage was placed in both arenas to provide a simple message; Respect the opponent, Respect the referee, and Respect the game. The expectation is that all spectators have respectful behavior towards players, coaches, officials and each other while attending events. This signage encourages leadership and sportsmanship so everyone can enjoy the facilities and the sport they love.

Bear Mountain Arena Vancouver Island’s largest mid-sized arena is the perfect venue for concerts, trade shows, large conferences and sporting events. The features listed below all add to the unique and pleasurable experience. Juan de Fuca Arena Through out the year ‘JDF’ Arena is programmed for both ice and dry floor activities and is the main ice surface for our Learn To Skate programs and public drop-in skates. Bleacher seats hold up to 950 people and the arena is often bustling with registered group and private skating lessons, school rentals and events. Juan de Fuca Arena is home to: • Juan de Fuca Figure Skating Club • Juan de Fuca Minor Hockey & Minor Lacrosse
Community Sports The Community Sports department overseas registered and drop-in sport classes for all ages, is a liaison to sport groups for facility/field usage, and coordinates provincial, national and international competitions. Current sports facilities include: • • • • • • • • • •

Recreation Programs Recreation programs are offered to the community for all ages from preschool to seniors. Our programs continue to grow and develop. From summer to winter, whatever the season we have programs, camps and lessons for everyone. Skating Instructors saw a significant increase in skating lesson registration this past year. From 2012 to 2013 the arena saw 216 new registrations. A total of 1,000 registrations occurred in the pre-school and school age public skating lessons alone. Thanks to these increases, more classes were added, more instructors were hired and more young West Shore skaters learned new skills. We threw open the doors and invited the community in by offering several open houses. West Shore Parks & Recreation shared information about our 10 Month Preschool Program and Children’s Programs with families in the community. We highlighted our new equipment, great instructors and the supportive social environment created for both children and their parents. The turnout was fantastic and resulted in 74 children registering in our 2013-2014 10 Month Preschool. In 2013 we celebrated the second year of Nature Preschool, a 10 month long program which educates children entirely outdoors. This year’s program operated at capacity with additional families on the waitlist. Summer Nature Camps allowed preschoolers to continue the experience throughout the calendar year. Outdoor-based learning is a concept rapidly gaining momentum in the region, and West Shore Parks & Recreation is proud to be a leading provider of this innovative learning experience. After School Care saw an average enrollment of 40 children per day, transporting children from ten West Shore schools back to Juan de Fuca Recreation Centre. Our Pro-D Day and School Closure programs offered at both the Juan de Fuca Recreation Centre and Centennial Centre were consistently full. These days included activities such as swimming, skating, field trips, arts & crafts, science experiments, drama, cooking, and active games. A new evaluation tool, Youth Program Quality Assessment (YPQA) was piloted throughout the year in our youth programs and After School Care. The YPQA model employs a standardized series of tools and strategies to improve children’s experiences in our programs and increase the overall quality of programming. The summer saw 22 full time staff deliver a fantastic array of activities for children all summer long. Several specialty camps were offered in the summer including Wild About Water, Funky Fashion, Byte Camp, GLEE and Skateboarding to name a few. The ever-popular Roving Play Parks program continues to provide a cost-free summer camp experience for children at five locations throughout the West Shore.

Adult skill-based programs continued to be well received by the public. First Aid, Ballroom Dance, Photography and Pottery remain in high demand. Prenatal classes were offered in partnership with Mothering Touch, allowing expectant parents to participate in this sought-after program without leaving the West Shore. Pottery Sales facilitated by West Shore Parks & Recreation staff and volunteers were well attended by the public, with 20% of proceeds going to studio improvements. These sales have helped increase the profile of the Pottery Studio and are sure to become an annual tradition.

Community Building West Shore Parks & Recreation strives to meet the needs of our community by providing diverse and accessible recreation opportunities. Each year West Shore Parks & Recreation participates in an array of community events. We host children’s activity stations and interactive information tables. There is a little something for everyone and we have found that young and old alike can’t resist the popular Button Making Station. In 2013 West Shore Parks & Recreation participated in the following community events: Canada Day, Colwood Christmas Light Up, Heritage Church Celebration, Highlands Fling, Langford Light Up and IEO Truck Parade, Mother’s Day Paint-In, Paul Valentine 3-on-3 Memorial Tournament and View Royal’s 25th Anniversary. West Shore Parks & Recreation received a ParticipACTION grant to plan and facilitate a community game of Capture the Flag and Back to School BBQ for teens. The 2013 Eat Well Get Moving Campaign saw a dramatic increase of nearly 40% in participation from 2012, for a total of 6,140 participants. This program promotes physical activity and healthy eating to elementary school children. Of the 6,140 students who participated in the Greater Victoria region, 2,052 students were from the West Shore. We continued to “Climb our Way to a Perfect Place to Play” in 2013. West Shore Parks & Recreation and the Rotary Club of Colwood celebrated the successful fundraising of Phase One of the Rotary Picnic Playground. A ground breaking was held and kicked off the second phase of fundraising with $1,000 donations from Island Savings and the Saunders Foundation. The Rotary Club of Colwood continued fundraising efforts with the 2nd Annual Art & Wine Festival. This Festival showcased local wineries and restaurants amongst beautiful art work from local artisans.

Community Development Using an inclusive approach, the community development department recognizes the capacity and assets available in the six West Shore municipalities served by West Shore Parks & Recreation. Through organizational planning, program development and community partnerships staff build programs and services in our community to provide healthy, active, and cultural opportunities for West Shore residents. Current responsibilities include: • • • •

In 2013 the User-Friendly Trails (UFT) Initiative continued with great success. In March “A Guide to User-Friendly Trails” was published in partnership with West Shore Parks & Recreation, the Intermunicipal Advisory Committee for Disability Issues, Recreation Integration Victoria and the CRD Parks Department. This trail guide highlights accessible, low grade trails with ‘friendly’ surfaces within Greater Victoria. The UFT Initiative was well received and in the spring of 2013 the UTF Committee attended the British Columbia Recreation and Parks Symposium to highlight the project. Municipalities around the province learned how to implement their own User-Friendly Trails and of the benefits to their community. The UTF initiative was recognized globally with an invitation to present at the International Initiative on Ageing in Istanbul, Turkey and locally the initiative was awarded the “Healthy Communities Award” from the WestShore Chamber of Commerce.

Support Services Maintenance
Parks
Indoor janitorial operations, preventive maintenance, special events operations, building, and renovations are provided by skilled in-house staff such as Pipefitters, Refrigeration Mechanics, Electricians, and Mechanical Engineers who look after over 85,203 square feet of usable space.
The Parks department is responsible for outdoor facilities and grounds both on-site at Juan de Fuca Recreation Centre and in community locations.
2013 was a busy year for the Maintenance team as we responded to over 1,200 work requests. We installed a new chiller and three new variable speed controllers with pumps which assist West Shore Parks & Recreation in lowering overall energy costs and becoming more energy efficient. During the annual pool shut down the Maintenance staff resurfaced both the activity pool and hot tub with new Marcite. In the later part of the year we ran wiring to the Weight Room to support the Wi-Fi capabilities of the new fitness equipment and upgraded the Fieldhouse sound equipment. At Bear Mountain Arena staff renovated the under utilized sales kiosk to build much needed office space.

The Maintenance Department
The Parks Department
Maintenance Is responsible for setting up and tearing down up to eight room set ups a day moving as many as 400 chairs and 60 tables. This team supervises the computer controlled energy system for heating, cooling, lights, over 15 air handling units, pool temperature, water quality, and six boilers. Maintenance staff operate three Zambonis, one scraper, a pebbler and the refrigeration plant for all three ice surfaces, creating and maintaining the perfect ice depth of 1¼ to 1½ inches thick. Facilities on site are staffed 24 hours a day, 365 days a year by maintenance.
The Parks Crew is made up of a Supervisor, Equipment Operator, Mechanic, Irrigation Technician, Horticulturist, Greenskeeper, Groundsman, and seasonal staff.

In 2013 a new horticulturist was hired and is using existing materials and revamping a majority of the flower beds. The Belmont Lacrosse Box had all the boards, supports, and benches replaced, and was freshly painted. The Parks crew removed and recycled ten years of tree and garden refuse. This opened up a substantial area next to the Parks Building to be used for on site recycling and composting. This will reduce annual mulching costs. Initial work began on the Rotary Picnic Playground near the lower fields, with an expected completion date in 2014. An Environmental Committee was formed, and the Parks crew removed some invasive species during the winter months.

Human Resources West Shore Parks & Recreation is always working to attract and retain the best staff. We are a fun place to play and to work and it shows in our long service statistics. We value fitness and encourage work life balance. On their own initiative, individual staff members have volunteered to teach ‘employee’ spin and yoga classes during the lunch period giving many staff the opportunity to attend classes.
