Welcome to the April edition of Whitehorse News.

We recently celebrated Harmony Week and Cultural Diversity Week, which was an opportunity to reflect on our culturally and linguistically diverse community. Collectively in Whitehorse, we represent more than 160 cultures and speak more than 130 languages.

Council is proud to showcase and celebrate our diverse Whitehorse community through events and other support.

At our Harmony Day Event we were fortunate to have so many different communities come together and share aspects of their culture through food, music and dance. Events that bring us together and promote trust, respect, social inclusion and friendship are good for the health and wellbeing of our community. On page 14 of this paper you will find the details of the Blackburn Gurdwara community Vaisakhi celebration.

We have a strong commitment to engaging with the people in Whitehorse in community languages, so that they can access our services. This is reflected in our translated letters and other communications, our use of non-English social media platforms and when you call Council, we have seven seconds of in-language recordings to help people access an interpreter for their call.

Advocating for Whitehorse

Council is continuing to advocate for Whitehorse residents and commuters during the disruption to train services on the Belgrave and Lilydale lines for the Victorian Government’s Level Crossing Removal Project.

Trains are not running from March to May 2023 between Box Hill and Camberwell stations so that construction can be completed on the new Union Station, which will replace Surrey Hills and Mont Albert stations. There are rail replacement buses between Box Hill and Camberwell but the disruption has seen many commuters move to using the 109 tram, cars and other modes to get to work, school and other places. This has seen an increase in traffic, and has made it difficult for people to access the tram.

At its meeting on Monday 27 February, 2023, Council moved an urgent motion to write to Public Transport Victoria to increase the frequency of tram services and capacity along the 109 tram route on Whitehorse Road. Frequency of tram services should be increased during the morning peak period between 6am to 9:30am and the afternoon peak period between 3pm and 7pm for the remainder of the works period.

The Round is Growing!

While the construction of our new performing arts centre is well underway, Council’s Parks and Natural Environment Team has been working hard behind the scenes.

A variety of plants, including indigenous, native, and exotic species, have been carefully chosen to complement the architecture of the new building. The plants will provide seasonal benefits for visitors such as summer shade and winter sun, as well as habitat and biodiversity for local wildlife. The plants are currently growing at an offsite nursery, waiting to be transplanted in their new home at The Round.

In the central carpark the trees will be planted in a state-of-the-art Strata Vault system made

from 100% recycled plastic. This underground system will support the tree as they grow by providing space for roots to establish and propagate, promoting healthy tree growth. The Strata Vault system also minimises damage to roads and pavements by promoting and fostering downward root growth away from surrounding roads, footpaths, and other infrastructure. The Strata Vault system will help the trees reach maximum growth in both height and canopy, cooling the area and providing vital defence against the urban heat island effect.

The Round will be a space where the performing arts can thrive in Whitehorse, surrounded by beautifully designed parkland. As the performing arts centre grows, so too will the parkland surrounding it.

Artspace Exhibition: TWENTY FIVE

Since the establishment of the Whitehorse Artspace at Box Hill Town Hall 25 years ago, there has been an amazing array of exhibitions that have intrigued some, challenged others, or simply made visitors smile.

View key historic works by the likes of Emmanuel Phillips Fox, Frederick McCubbin and others, as well as important contemporary photographic, sculptural and ceramic works. Whitehorse Business Start-Up Series - April to June 2023

Are you a start-up business that has been operating less than 12 months?

Or perhaps you have a hobby or idea, which you would like to develop into a business?

If the answer is ‘yes’ to either of these questions, then we have the support for you.

Council is running a trial program to support start-up or intending businesses to get up and running in 2023. With only six spots available, your commitment will be one session a month, with an action plan to guide you from concept to compliance to a successful commencement.

Sessions schedule: 18 April, 23 May and 20 June.

Pet registrations due this month

Don’t forget that pet registration renewals are due Monday 10 April 2023.

Dogs and cats in Whitehorse must be registered with Council by three months of age. Once registered, you will be issued with a lifetime tag to place on your pet’s collar, which helps us to reunite you in case your pet goes missing.

All dog and cat owners should by now have received notices for their pets’ registration renewal. If you have not received yours, please contact Council.

Creating a sustainable home

Are you thinking of building or renovating? Have you thought about Passive Housing? What is it? How can you do it?

Find out how you can make your place cooler in summer and warmer in winter, whilst saving energy and money by attending our Built Environment Education Event 2023, as part of Whitehorse City Council Sustainability Week.

Simone Schenkel, founder of Gruen Eco Design (www.gruenecodesign.com.au), will be presenting her work and discussing designs for passive housing, the current regulations, ideas for affordable modifications and more. Following this, she will host a general question and answer session.

Five lucky community members will also have the chance to be a part of an extended Q&A session. All you need to do is register your interest and bring along your house plans and/or ideas. Simone and her team will host a specific question and answer session around your proposed design for 10-15 minutes!

It will be an evening of discussion, learning and education. We encourage you to come along and learn more about doing great, sustainable design in our great, sustainable municipality. Come along to this must-attend event and see what passive housing can mean for you and your home!

Tackling Waste – No Waste Cook Club

Join Whitehorse and Manningham City Councils in tackling waste by attending a Smarter Living event running between now and November.

The Smarter Living program focuses on delivering workshops throughout the year that highlight simple, low waste living. Events feature thrifty living experts, change makers, gardeners and foodies sharing their stories, practical advice and secrets to smarter living.

You’re invited to join the No Waste Cook Club workshops running in April as part of the Smarter Living program. Learn about food waste reduction tips including planning, food storage, recipes and food recycling from the not-for-profit Open Table.

City Nature Challenge

Have you spotted any interesting birds at Blackburn Lake? Maybe you’ve stumbled across a mushroom at Yarran Dheran you’ve never seen before? You may have even found a rare plant on your local nature strip!

Take part in one of the world’s biggest community science events by taking photos of local plants, animals, fungi and insects in your area.

Business Energy Savers

Energy Savers is a local government initiative that supports businesses to save money on energy bills and reduce their greenhouse gas emissions. It provides businesses with free advice on installing solar panels, carrying out energy efficiency upgrades, available rebates and expected savings.

Money saved by improving energy efficiency can be used to grow your business.

Business owners are connected with Council-backed suppliers that deliver affordable, subsidised and high-quality energy efficient products.

More efficient heating and cooling means that you and others can be more comfortable in your place of work while using less energy. Health conditions can be exacerbated by both heat and cold, and extreme heat can be dangerous to many. A more modern, efficient reverse-cycle air conditioner can provide better environmental outcomes with fewer emissions than outdated systems.

Steps to start saving:

1. Register your interest with: businessenergysavers.org

2. Energy Savers check your eligibility for government subsidies

3. Energy Savers connect you with accredited providers who arrange a quote

4. You review the costs and savings then approve the quote if you wish to proceed

5. Trusted installers will install your products to industry standard so you can start saving immediately.

Communities all around the world will participate in the challenge to see which city can find and record the most observations using the iNaturalist App.  Plus, you don’t need to be an expert on plants and animals! The iNaturalist app can suggest visually similar species based on your photo, and if you’re really stuck you can always just put ‘bird’ or ‘insect’ and let the experts at iNaturalist identify the species for you.

Knowing what species are in our city and where they are helps us study and protect them, but the only way to do that is by all of us – scientists, land managers, and the community –working together to find and document the nature in our area.

So let’s get exploring! Download the iNaturalist app now from the AppStore or Google Play.

Whitehorse City Council has been voted Solver of The Year!

We are the Victorian state winner of Snap Send Solve’s Snapper’s Choice award, as voted by the community.

The Snap Send Solve app allows users to snap a photo of an issue and send it through the app for Council to solve.

App users were asked to vote for their favourite service provider and Snap Send Solve received thousands of nominations for Whitehorse City Council, out-performing 169 Victorian organisations to receive the most votes.  Whitehorse City Council would like to thank our incredible community for voting! Seeing that what we do in the community makes a difference is why we do what we do.

It’s time to get your 2023 COVID booster shot.

Most Victorians had their last COVID vaccination more than six months ago.

Immunity wanes over time so your protection against the virus is low. Recharge your immunity with a booster dose and protect yourself before winter. The 2023 booster dose is available for everyone aged 18 and above from 20 February.

The 2023 booster dose is especially recommended for everyone aged 65 and above and those aged 18 and above with a disability or complex medical condition which can make them very sick with COVID. Children between 5 and 17 years at risk of severe illness can also receive a 2023 booster dose. You can have your booster dose 6 months after your last dose or COVID infection.

If you are 18 years and older, you can choose the bivalent vaccine as your booster dose, which targets the original COVID-19 strain and omicron variant. The bivalent vaccine is the preferred vaccine for booster doses.

This award is a credit to the community, and a reflection of the growing importance of digital channels to our customers.

Easy Ride Routes

Riding a bike is a simple and easy form of transport. We are keen to bust the myth that you have to be a certain age or fitness level to use a bike to get around.

So we’ve developed a network of low-stress local streets and off-road cycle paths to help make cycling to work or the shops safe and comfortable.

You may need additional doses based on your medical condition. Please speak with your healthcare professional for more information.

The six new Easy Ride Routes are now open for public use. The Easy Ride Routes mainly use quieter local roads and sections of informal paths through local parks and reserves. Riders should take care and ride within their abilities and to the conditions.  Join Council to celebrate the opening of the new routes. The bike ride will kick off at 10am on Saturday 1 April. Participants should feel confident riding on local roads and with others.

Victorian Youth Parliament 2023

Whitehorse Youth Services is excited to be chosen to participate in the Victorian Youth Parliament 2023!

Youth Parliament is an annual residential program run by the YMCA that draws together 20 teams (each comprised of six young people aged 16-25) from across Victoria to advocate for issues that matter to them. Across the span of five months, participants will learn about the Victorian legislative system, develop advocacy and community leadership skills, and create and debate their own proposed legislation (Bill) on an issue that they are passionate about.

After our interviewing stage we are excited to have accepted six amazing young leaders with diverse backgrounds, passions and experiences. An interesting fact is that since Youth Parliament has been running, 36 Bills have actually become State Legislation! We look forward to seeing the amazing work from these young people.

Upcycle art competition

Join local creatives at the opening of the Upcycle Art Exhibition at Box Hill Community Arts Centre on Sunday 7 May.

This inspiring exhibition features work made completely of upcycled, recycled, second-hand and vintage materials. Artists were asked to think outside the box to address the sustainability-focused brief.  The event kicks off at 12pm with drinks and snacks available to purchase on the night.

Council has funded a prize pool of $5,000 which will be awarded across six different prize categories!

It was a great pleasure to attend the recent assembly at Blackburn Lake Primary School where the new student leaders were presented with badges to identify their important role in the school community.

In past years I have spoken about the qualities of strong leaders but this year I changed tack and reminded the school community they have the most important role. This is the role of communicating proactively to their leaders on issues and ideas so the leadership team can take action. It is important for everyone to know how significant each person is in supporting a strong community through active communication.

Of course, this is true, not just in a school setting but also in our broader community. As a Councillor I rely on hearing from the community. The community are often the eyes and ears for Councillors and I welcome your communication at any time.

On another topic, homelessness is growing. There is a severe shortage for social housing and affordable housing. The Eastern Affordable Housing Alliance, representing six councils including Whitehorse, held an event at a full Karralyka Theatre to discuss the homelessness of women over 55, the fastest growing demographic for homelessness. We watched the documentary “Undercover”, available on ABC iView which I highly recommend, followed by a panel discussion and audience questions. A sad and hidden problem and we must look for solutions.

Citizenship ceremonies are truly one of my favourite events. People are so excited to be joining our great country as citizens and more importantly contributing to the success and diversity of our great city.

Since my last column we have had a successful Lantern festival at Burwood Brickworks. This saw a huge crowd enjoy the Lion dance and festivities as a continuation of the Lunar New Year.

I have been privileged to visit the Sikh temple in Blackburn (The Blackburn Gurdwara). The temple on Whitehorse Rd is open for all people of all faiths to visit and enjoy some social interaction with many others. A truly wonderful experience to meet and enjoy the hospitality of the Sikh community.

Having the opportunity to visit both Alkira and Burke & Beyond in recent weeks was an amazing experience to re-visit what these organisation do to support people with a disability in our community and helping them to learn life skills and build confidence in being part of our community. Thank you and keep up the great work.

Keep an eye out for “Evening with an Arborist”. This is run by Council at the Nunawading Civic Centre and helps educate attendees on what is a healthy tree and what to be aware of when building close to trees. A very educational session.

I encourage everyone to have a look at the new Heatherdale Reserve Pavilion, it is a great outcome for our community with a fantastic community space being achieved. I hope to see you around Mahoneys Ward soon.

Public consultation was recently open in March for Draft Amendment C245whse relating to Vicinity’s proposed Box Hill North Master Plan. Thank you to residents and community members who have contacted me regarding this proposal.

Vicinity sought Ministerial intervention late 2020 to seek implementation of a Masterplan through a Specific Controls Overlay and an incorporated Document into the Whitehorse Planning Scheme. The controls, if approved, will supersede all other provisions in the local Planning Scheme that apply to the subject site.

Council has written to the Minister and made a formal submission highlighting a number of our concerns with the Draft Amendment – including, but not limited to – the process, inadequate notification and engagement, public realm and open space, urban design and amenity impacts, traffic and movement, housing diversity and affordability and the Incorporated Document itself.

We are also calling for the Minister, should she continue with the consideration of the Draft Amendment, to consent to the formation of a Standing Advisory Committee (SAC). Given a proposal of this scale in the heart of central Box Hill, local voices need to be given enough opportunity to be further heard. Council, alongside myself, will continue to strongly advocate on this front. With the cooler weather kicking in, do keep warm and enjoy the autumn foliage. Until next time, take care – Tina.

On Wednesday 15 March 2023, I attended the Whitehorse Manningham Regional Library Corporation board meeting in my capacity as Councillor board member.

I noted that the budget is available for public inspection at www.wml.vic.gov.au/About/ About-the-library/Library-Board and that the budget proposes a decrease in funding in real terms for capital collection items. Some members have expressed concerns about the impact on collection quality due to funding. I’m interested in your views. To enable me to represent your views on the board best, please make a public submission or email me your thoughts on library services.

On Sunday 26 February 2023, Deputy Mayor Cutts, Cr McNeil and I attended the Lift the Lid fundraising walk for mental health research supported by Mont Albert and Surrey Hills Rotary. Held annually at Gardiners Creek Reserve, the walk was an excellent opportunity to connect with local community members, discuss ways Council can better work with the not-forprofit sector and raise awareness for mental health. I look forward to the event next year.

On Thursday 9 March 2023, Mayor Cr Lane and I attended the Box Hill United Football Club launch at Box Hill Golf Club. With over 200 in attendance, it was great to see a strong season launch post-COVID.

On Sunday 19 March 2023, I attended Council’s harmony day with several Councillors. Harmony day encourages inclusiveness, respect and belonging for all Australians, regardless of cultural or linguistic backgrounds, and enables increased community connection. I congratulate the Whitehorse Interfaith Network for helping support the event.

On Friday 17 March, I was delighted to attend the opening of the newly constructed Heatherdale Pavilion, home to Heathmont Jets Junior Football Club and Heatherdale Cricket Club.

In attendance were the CEO of Whitehorse, Simon McMillan, Mayor of Whitehorse, Cr Mark Lane, Deputy Mayor, Cr Prue Cutts, Councillors, Michael Sukkar MP, Federal Member for Deakin and Will Fowles, MP State Member for Ringwood. Celebrations began with a Welcome to Country from Wurundjeri Elder and Whitehorse local resident, Uncle Colin Hunter. Club President, Lloyd Lezaro thanked all who had supported them on the journey.

The pavilion is sensational, with the corner viewing area from the multi-purpose room providing a perfect view of both ovals. This was complimented by the undercover all-round viewing area which was very popular last Friday with the cricket finals taking place. Multiple change rooms to accommodate women and men made this pavilion complete. Congratulations to Heatherdale U16 for taking the trophy and a hearty well done to Vermont South Cricket Club U16 for reaching the grand final. You should all be very proud of yourselves for your commitment.

I encourage you to visit Heatherdale Pavilion and the recently completed magnificent addition to Sportlink. Until next time.

Municipal Emergency Management Plan Review

We invite the community to have their say on our Municipal Emergency Management Plan.

The plan reflects the shared responsibilities of government, emergency management and response agencies and our community for the actions they will take to prepare and respond to emergencies. It also goes into detail about the recovery phase.

Our plan covers:

▪ The types of emergencies that may occur and what we do to minimise these risks.

▪ Where residents and businesses can find out more about preparing for, responding to and recovering form emergencies.

▪ Details about how Council, emergency services and agencies can minimise the impact of emergencies before, during and after an emergency event.

Nelson Road Safety Improvements

You’re invited to have your say on a proposal to make Nelson Road, Box Hill, safer for pedestrians and cyclists.

Nelson Road is a busy area with high volumes of pedestrian, bike and motorist traffic. Major destinations along the road include two hospitals, medical suites, Box Hill Institute, Box Hill Gardens, the RSL, hotels, apartments, and workplaces.

Over a five-year period from 2015-2020, an investigation into Nelson Road noted 18 serious car crashes, many of which involved pedestrians and cyclists.

The investigation identified a number of potential safety improvements. This has informed our draft concept plan with proposed works including:

▪ Reducing the posted speed limit to 40km/h

▪ Narrowing the width of traffic lanes

▪ Installing new pedestrian crossings

▪ Building a roundabout at the intersection of Nelson Road and Arnold Street

▪ Creating dedicated, separated bicycle lanes

The proposed works would occur over several stages, with the final stage to take place once the Suburban Rail Loop works are complete.

This proposal was developed in consultation with key local organisations. We’re now inviting feedback from the wider community.

Caring for the Community

Blackburn Sikh Gurdwara are inviting the Whitehorse community to join them on Friday 14 April at a community Khalsa Panth Sajna and Vaisakhi celebration.

This is an open event to the community, non-Sikhs and people of all and no faith are welcome and encouraged to join. There will be vegetarian food, drink, hymns, prayers, singing and much more.

Blackburn Gurdwara have been supporting the Whitehorse community for years, providing free food and groceries to those in need during natural disasters and throughout Covid lockdowns.  As well as emergency shelter for family violence victims.

Blackburn Gurdwara was initiated in 1981 to provide a place for families to come together to worship, celebrate and practice the Sikh faith. Prior to that families had met in private homes and local primary schools in the Whitehorse area.

Today Blackburn Gurdwara is managed by an elected committee and a large team of dedicated volunteers, including a resident team of religious workers.

Blackburn Gurdwara committee member Harmick Singh Matharu says, “The management team and volunteers are excited to celebrate Vaisakhi with the Whitehorse community. A focus of the Sikh faith is helping the community. We want people to feel welcome to join us and learn more about the Sikh faith and culture. There will be heaps of delicious free food, we can’t wait to celebrate with our Whitehorse friends!”

The new Heatherdale Reserve Pavilion is officially open!

As part of the $5.1 million Heatherdale Reserve Pavilion redevelopment project, Council demolished the existing outdated sports pavilion and built a new pavilion to cater to growing community needs.

On Friday 17 March the new facilities were opened by the Mayor Cr Mark Lane alongside fellow Councillors. The new pavilion includes:

▪ a multi-purpose room

▪ kitchen

▪ four change rooms and amenities to service the two sports fields

▪ unisex umpire rooms

▪ first aid room

▪ covered spectator space

The project was jointly funded by Council, the State Government, and the Commonwealth Government.

We are excited to see the local community bring this space to life.

Pruning keeps trees clear of power lines

Council manages tree pruning on public land to ensure a safe distances between trees and power lines.

Pruning will occur in Vermont and Forest Hill during April.

Pruning is done in accordance with the Electric Safety (Electric Line Clearance) Regulations 2020 and also with Council’s Electric Line Clearance Management Plan.

για το 2023 είναι πλέον διαθέσιμη και συνιστάται ιδιαίτερα για όλους ηλικίας

65 ετών και άνω και για άτομα ηλικίας 18 ετών και άνω με αναπηρία ή περίπλοκη ιατρική κατάσταση που μπορεί να τους κάνει να νοσήσουν σοβαρά με COVID. Τα παιδιά μεταξύ 5 και 17 ετών που διατρέχουν κίνδυνο σοβαρής ασθένειας μπορούν επίσης να λάβουν την αναμνηστική δόση για το 2023. Μπορείτε να λάβετε την αναμνηστική σας δόση 6 μήνες μετά την τελευταία σας δόση ή τη μόλυνση από COVID.

È il momento di fare il richiamo del vaccino COVID per il 2023.

L’immunità diminuisce nel tempo, quindi la vostra protezione contro il virus è bassa. Il richiamo 2023 è ora disponibile ed è particolarmente consigliato a tutte le persone dai 65 anni in su e alle persone dai 18 anni in su con disabilità o condizioni mediche complesse che possono farli ammalare gravemente di COVID. Anche i bambini tra i 5 e i 17 anni a rischio di malattia grave possono ricevere la dose di richiamo per il 2023. Potete fare la dose di richiamo se sono trascorsi 6 mesi dall’ultima dose o da un’infezione da COVID.
