Lancashire's new High Sheriff whose main priority is helping people and supporting communities

Helping and reaching out to communities is uppermost in the mind of Lancashire's new High Sheriff.

That's because Helen Bingley OBE JP DL is no stranger to life's challenges.

As one of an 'ordinary, large, working-class family,' she recalls growing up with no inside toilet or bathroom until she was 13. Yet she's not complaining - quite the opposite in fact. "You don't miss what you don't have."

Now the holder of a string of titles and awards– among them a 2018 OBE for voluntary services in the UK and abroad – she’s Lancashire's incoming High Sheriff for 2024-25.

Yet the woman who will be appointed by King Charles III on the 5th of April has in no way forgotten her origins,

"I went to an ordinary, comprehensive school," says Helen, matter of factly.

"I left Skerton School without any A levels and studied much later, part time whilst working as a mature student to achieve several post graduate degrees and a masters in administration (MBA) in order to develop my professional and personal life."

Something of an understatement, you might say, considering that by 2002, she had managed to notch up a raft of qualifications, from business administration to mental health law, to Urdu, to mountain leader training, which is her favourite pastime.

Clearly a rising star, within the space of a few years, the 'ordinary' Lancaster girl rose through the ranks of the NHS from nurse to executive director, chief executive and non-executive director of several NHS Trusts in the North West, including Calderstones, Lancashire Care NHS Foundation Trust, Guild Community Healthcare NHS Trust, Cumbria Partnership NHS Foundation Trust, and the University Hospitals of Morecambe Bay NHS Foundation Trust. More

recently, she's worked for NHS England to support NHS Trusts with challenges and as Lead for the Voluntary, Community, Faith and Social Enterprise (VCFSE) sector for the Integrated Care Board for Lancashire and South Cumbria.

Alongside, she undertook voluntary work for the likes of Amnesty International, Cumbrian mental health charity Mind in Furness and the Children of Russia Project – for which she received an accolade from President Yeltsin in 1993.

Yet a deep passion was ignited at the height of all this when an NHS colleague Dr Mukhtiar Zaman, took her to Shamshatoo, an area just outside Peshawar in Northwest Pakistan 25 years ago.

Helen was so saddened to see people living and working in harsh conditions in the region's brick kilns, with a life expectancy of 38 years, that she and Mukhtiar began searching for like-minded people in Lancashire with whom they could set up the Abaseen Foundation. The charity provides health care and education for people born into a life of extreme poverty with no option but to work in the kilns.

The Abaseen Foundation took off in a big way – which meant she eventually stepped back from full time NHS management, and the charity and the volunteers from across Lancashire and beyond received a Queen's Award for Voluntary Service in 2017.

A quarter of a century on from that first trip, Helen is now the charity's CEO, leading a large group of supporters, volunteers, and Trustees, mainly from the Pakistani and Indian diaspora in Lancashire, to support these people in northwest Pakistan. A fundraising event in Blackburn last year raised a huge amount of money and she has just returned from one of her biannual trips to the region to support the charity, which also has sponsorship schemes for children to go

to school, feeding, orphans, vocational training and period poverty campaigns.

"This latest trip was to establish two new projects funded by the people of Lancashire - firstly a new school for 1500 children on the brick kilns where people live in dire conditions. Education gives these child workers opportunities for a better life," she says.

"Secondly, a new community hospital, in this remote area where the communities have no access to health care, which will have a huge impact on the health and well-being of people who live and work on the brick kilns with no means of accessing healthcare and for whom we will aim to increase their life expectancy above 38 years.

“These people live on less than a dollar a day to feed their families and we provide a nutrition programme to improve the cognitive functioning of the children in school to help them to learn and develop and improve the quality and length of their lives," she enthuses.

"There is no main water supply in these areas, water has to be found deep in the ground and a pump is then fitted to bring the water to the surface. The efforts of Lancashire people to raise

funds for the new school and hospital will transform lives and support people to gain decent jobs and leave the brick kilns behind.”

Putting her mountaineering expertise to good use, Helen regularly takes a group of around 30 people a year, mainly from Lancashire, to the northern areas of Pakistan to raise funds, last year raising over £100,000 through a trek to Rakaposhi on the way to K2 and with a similar trek to Mount Toubkal, the highest peak in the Atlas mountains, planned for June this year.

Yet she also plays a big role in the voluntary sector locally, as Vice Chair of Mind in Furness, a Cumbrian based mental health charity in Barrow in Furness, Millom and Ulverston, and leading projects including a nursing home-based charity supporting people with mental health issues and Prospect House, a Lancaster charity helping people with alcohol issues.

It should come as no surprise, then, that shining a light on the voluntary and charity sector across the county will be at the top of her priorities during her year long tenure.

Helen adds: "In 2020 more than 4,000 charities in Lancashire were registered with the Charity Commission and there are many more

voluntary groups, social enterprises and faith groups that are not registered. Our society is dependent on these groups for so many things, and they provide much needed support in many forms to so many people, often without recognition, constantly seeking financial support to provide services. A priority in my year will be to visit as many voluntary groups as possible, to raise their profile and shine a light on what they do.”

All in all, with active roles in international, national, and regional health care, management training and the legal sector as a magistrate –something she will relinquish temporarily when she becomes Lancashire's High Sheriff – it's fair to say Helen Bingley is a woman of many talents.

Yet it all began when she was growing up in Lancaster, which she recalls as a life of few privileges, but a great deal of family and community spirit.

There was 'no playground in the area,' she recalls, but plenty of 'made up games on the street' and a 'strong community.' Life was 'tough,' she reminisces, and never more so than when the River Lune occasionally flooded the family home – but 'didn't seem tough - because that's all we knew.'

Highlights were playing out in the street and eating cockles wrapped in old newspaper that she'd picked with her siblings in Morecambe Bay. Her mam Norma, now 90, remains in charge of the large, close-knit family, always ready to step in to support each other.

The message she wants to get across in her year as High Sheriff of Lancashire is that 'this is a county full of opportunity.' She adds: "My motto is Carpe Diem – seize the day - and if you can seize the day, in Lancashire you too can aspire to become High Sheriff one day.

"I went from being an ordinary little girl in Lancaster, with ordinary parents, to being a senior manager in the NHS and charity sector and now becoming High Sheriff of Lancashire.

"My beginnings were nothing special, yet I have achieved so much living in the County of Lancashire.

I truly believe that I am not unique, that Lancashire County is a place of opportunity for everyone, and I hope to inspire people across the county to aim high as in Lancashire, my journey is evidence that anything is possible."

New Fylde link road on course for June opening

New aerial photos show the final stages of construction of the M55 to Heyhouses Link Road are well advanced, however prolonged wet weather has hampered progress and it is now scheduled to open in June 2024.

The new road is being built to improve access between St Annes, Ansdell, Fairhaven, Lytham and the M55, to relieve congestion on smaller local roads, and support the commercial viability of local housing and business development sites.

It will connect the existing roundabout at Whitehills Road to the north with Heyhouses Lane near Cypress Point to the south, providing much better access between the M55 motorway and existing employment areas in Lytham and St Annes, with the improved link to the coast also supporting the Blackpool Airport Enterprise Zone and the area's vital leisure and tourism industry.

Work started in June 2021, with the road previously scheduled to open in April 2024.

Prolonged wet weather during 2023 affected several sections of the road corridor, causing delays to the first phase of the scheme to carry out earthworks and construct drainage. This consequently had a knock-on impact on the rest of the project, with the site being handed over later than planned to Lancashire County Council's highways

team for construction of the upper layers of the road.

This phase of road construction being shifted into winter has resulted in additional time being needed because activities such as laying asphalt can't be carried out in poor weather conditions. It had been hoped that reasonable conditions over winter would allow for an accelerated construction schedule, and the road to open in April. While good progress has been made, very wet and cold weather over recent months means the county council's highways team has not been able to 'catch-up' the time lost during the earlier phase, with the road now scheduled to open in June.

County Councillor Rupert Swarbrick, Lancashire County Council cabinet member for highways and transport, said: "The link road will make a real difference to travel in this area and construction is progressing well, however the weather over the winter has been worse than we'd hoped for and means we haven't been able to make up the time lost to the flooding last summer.

"As I hope people will be able to see from the new aerial photos, construction has been going well nonetheless, with kerbing now in place throughout the scheme along with preparations for the final surface to be laid.

"The warmer weather now starting to arrive gives

us more certainty over timescales for completion of this final phase, and I know our team will be working really hard to get the road finished and open as soon as they possibly can."

Recent construction activity has focused on completing the kerbing, along with preparing the upper layers of the road for the final surface to be laid. Construction has also been progressing to improve the surface of the existing Wild Lane/ North Houses Lane, which will become a bridleway, providing a safe route for pedestrians, cyclists and equestrians along the whole length of the new road.

Mark Menzies, MP for Fylde, added: "I have spent 14 years fighting for this project and the package to finance its construction. While nobody is more excited to see this road open than me, I know that the summer opening will arrive before we know it, alleviating congestion in St Annes and especially on Queensway.

"I remember the Moss Road as just that, a farm track used by many as a cut through but with a narrow and uneven surface. To see the road transformed into a modern highway for traffic, with accompanying bridle path and access for cyclists and pedestrians is hugely exciting. With the Preston

Western Distributor Road having opened to traffic last summer, and the A585 Singleton Bypass completing

its opening this week, Fylde is reaping the benefits of hundreds of millions of pounds of investment."

Signs of future development at Lancashire Central

Marketing signs have been erected at Lancashire Central, the major strategically important employment site, which is set to attract new businesses and thousands of jobs to the county.

This prime site is directly adjacent to the M65 junction at Bamber Bridge and is one of the biggest employment development opportunities in the North West.

The new marketing signs have been erected at several points around the site's perimeter to highlight the opportunities for businesses. There has already been strong interest from local, regional and national companies.

County Councillor Phillippa Williamson, leader of the Lancashire County Council, viewed the new signs as part of a broader site visit this week and was joined by County Councillor Aidy Riggott, Cabinet member for economic development and growth, and James Scott, development director

at Lancashire-based Maple Grove Developments.

Maple Grove Developments secured planning permission in December last year for the site, which aims to provide a platform for significant

economic growth in the area, driving forward business investment, expansion, and productivity increases.

Planning permission was granted to deliver up to 1.7 million sq. ft. of highquality commercial space and with the potential to create approximately 2,400 job opportunities during the construction phases and up to 5,600 full time jobs once in operation.

Councillor Williamson said:

"It is really good that having secured planning permission we can start to promote the opportunity that this site will create for business, employment and skills.

"It is also an example of the county council's commitment to creating growth, alongside our support to deliver development opportunities of regional and national significance, while also delivering a significant range of local benefits including jobs for Lancashire residents.

"Whilst activity hasn’t yet started on site, we can assure you that lots of work is taking place behind the scenes, preparing for development to start and the marketing of Lancashire Central to businesses, occupiers is a key part of this."

The Lancashire Central site has an excellent location close to the national motorway network, providing easy access to the whole of the UK. Once completed, it's estimated that the increased expenditure in the region will bring a boost to the local economy of up to £390 million per year and creating thousands of jobs, opening up new opportunities for local people which we’re really excited about.

Lancashire Central will provide high quality employment uses including industrial, manufacturing, logistics, research and development space. The scheme will also include amenity uses such as food and drink outlets, gym, hotel, crèche, a health centre and other developments.

Planning has also been granted for up to 116 new homes, which will help tackle the shortage of housing available in the area, as well as providing significant landscaping and the creation of ecological habitats as part of the site's strong green credentials.

James Scott, development director at Lancashire-based Maple Grove, said: “the residential site is currently

being marketed for sale and although it’s early days, there has already been strong initial interest from many of the major housebuilders.”

The plans will also see major improvements to surrounding roads and pedestrian/cycle routes.

Wider benefits from the development include significant landscaping and the creation of ecological habitats on the site.

Significant investment will be made into local infrastructure including roads and pedestrian/ cycle route improvements. Environmental infrastructure, which also supports the health and wellbeing agenda includes planting and green space, ponds and sustainable open drainage features.

The marketing agents for the scheme are CBRE, B8, and Savills.

Now, as the final design takes shape, it stands as a testament to the dedication and vision of all involved.

By prioritizing sustainability, the project aims to create a lasting legacy that benefits both present and future generations.

17 arrests made and cash and drugs seized across East Lancashire as part of County Lines Intensification Week

17 people have been arrested and almost £150,000 has been seized from across East Lancashire, as part of a major national operation to crackdown on County Lines offenders.

Last week, officers from East division, which covers the areas of Blackburn with Darwen, Burnley, Hyndburn, Pendle, the Ribble Valley and Rossendale, took part in a range of targeted activity for County Lines Intensification Week.

Weapons and suspected Class A and Class B drugs were also recovered during the week and officers and staff took part in several protection and prevention activities. These included educational school and youth group visits to young people and inputs with parents who were encouraged to make themselves aware of the signs of exploitation.

County Lines is the transportation of illegal drugs from one area to another, usually by children or vulnerable adults who

are coerced into it by criminal gangs, often having a devastating impact on those involved and the local communities.

Here’s what we did as part of the week across East Lancashire:

• 11 warrants conducted

• 17 people arrested

• 36 vulnerable people visited and safeguarded

• A quantity of drugs seized, including cocaine, cannabis, ketamine and LSD.

• Cash totalling over £148,612 seized

• 12 weapons including a machete, an axe and an imitation firearm seized

• 18 phones seized

Detective Chief Inspector Tom Edmondson said: “Last week’s activity is just a snapshot of the work carried out every day to disrupt those involved in organised crime and tackle County Lines.

“Along with our partners in Health, Education and Children’s Social Services, we will continue this work so

that those who are vulnerable to exploitation can be safeguarded appropriately.

“We will relentlessly pursue offenders and put them before the courts of make our streets safer.”

Andrew Snowden, Police and Crime Commissioner for Lancashire said: "Tackling county lines and cross border criminals is a key part of my Fighting Crime Plan, with Op Warrior dismantling organised crime gangs that often operate across county borders.

"Since launching Op Warrior, the number of raids, arrests and drug seizures speak for themselves. We have been stepping up the pressure on those who destroy lives and damage communities, and we won't stop making Lancashire a hostile place for offenders, wherever they are from.

"Organised crime gangs bring fear, violence, drugs and exploitation into Lancashire, and with county

lines it's even more important to utilise the relationships we have with partners such as the North West Regional Organised Crime Unit, National Crime Agency and other police forces, to keep people safe and ensure offenders have their day in court.

"I want to thank Lancashire residents for their continued support, and I hope that seeing these results encourages them to continue to report suspicious activity, either directly to the police or anonymously to Crimestoppers."

During the week, officers, along with the Lancashire Police Cadets, distributed leaflets encouraging members of the public to be aware of the signs of exploitation. Some of these signs include children frequently going missing and then returning home, having more clothes, mobile phones, or cash than usual, receiving excessive text messages or phone calls and disengagement from school.

Family Mourns the Loss of Victoria Goodwin in M65 Collision Tragedy

The family of Victoria Goodwin, a vibrant 32-year-old woman, is reeling from the tragic loss of their beloved daughter following a devastating collision on the M65. Victoria, described as “a shining light in all our lives,” succumbed to her injuries in hospital after the collision, leaving her family and friends utterly devastated.

In a heartfelt tribute to Victoria, her family shared their profound sadness, remembering her as a talented singer and musician who brought joy to all who knew her. The pain of her loss is deeply felt by her family, who are grappling with the enormity of their grief during this profoundly difficult time.

The tragic incident unfolded shortly after 7 pm on Wednesday, March 13, on the Eastbound carriageway of the M65 between junctions two and three. Initial reports indicated a collision involving three vehicles, with a Peugeot 208 overtaking a Mercedes

Atego HGV before veering out of control and colliding with the barrier. Subsequently, the vehicle re-entered the carriageway, leading to further collisions with multiple vehicles.

Despite the efforts of emergency responders and medical personnel, Victoria’s injuries proved fatal, leaving a void in the lives of those who cherished her dearly. The driver of the Peugeot, a man in his 40s, and a child passenger sustained less severe injuries in the collision. Thankfully, occupants of the other vehicles involved escaped unscathed.

Sergeant Phil Baxendale, from the Specialist Operations Road Policing Unit, expressed profound sadness over Victoria’s passing and appealed to witnesses to come forward with any information or dashcam footage that could assist in the investigation. The authorities continue their efforts to piece together the events leading up to the tragic collision, seeking closure for Victoria’s

grieving family and friends.

As the investigation progresses, the family of Victoria Goodwin finds solace in the outpouring of support from their community and the fond memories they shared with their beloved daughter. They urge anyone with information pertinent to the incident to reach out to the authorities, hopeful that their collective efforts will provide answers and ensure justice for Victoria.

Man Sentenced to 26 Years for Violent Offences, Including Rape and Kidnapping

In a harrowing case that shook the community, 39-year-old Stephen Smith has been handed a 26-year prison sentence at Preston Crown Court for a series of violent crimes, including the rape of a woman and the abduction of a child.

The disturbing chain of events began in February 2023 when Smith forcibly entered a woman's hotel room in Morecambe, unleashing a brutal assault that included rape and physical violence. Reports detail how Smith, depicted in the accompanying image, subjected his victim to a terrifying ordeal, employing such force that the victim feared losing consciousness as she was strangled.

In a separate incident in June 2023, authorities were alerted

to a kidnapping in Lancaster involving a young child. The child's mother bravely clung onto Smith's Toyota Yaris, desperately pleading for him to halt the vehicle. Tragically, she was unable to maintain her grip and was dragged along the road, sustaining severe injuries.

The heart-wrenching scene took a horrifying turn when Smith callously reversed his vehicle over the child's mother as she lay helpless on the road. The mother endured multiple fractures and other injuries from the callous act. Smith callously informed the child that they would never see their mother again before attempting to flee to his residence in Blackpool.

Swift police intervention prevented Smith from escaping with the child,

and he was promptly apprehended, charged with a litany of violent offenses, kidnapping, and motoring offenses, and remanded into custody.

Despite the gravity of his crimes, Smith callously subjected his victims, including the traumatized child, to the ordeal of testifying in court by electing to stand trial. However, justice prevailed as Smith was unanimously convicted on all charges.

Formerly hailing from Blackpool but now without a fixed address, Smith received a severe sentence of 21 years in immediate custody, supplemented by an additional 5 years on extended license.

Ripley, from Lancaster CID, emphasized the grave danger Smith poses to women and children, underscoring the exceptional bravery displayed by the victims throughout the judicial process. Ripley hopes that the outcome of this case and Smith's sentencing will empower other victims of violent crimes to come forward, reassuring them that they will be heard, believed, and supported by law enforcement.

Muhammed Karbhari topped the list of 50 young and inspiring people who have made real differences to their communities across the county over the last year. He was presented with the award at a ceremony held last night (March 7) at Lancashire Police Headquarters, Hutton.

Presenting Muhammed with his prize was the High Sheriff of Lancashire David Taylor, Assistant Chief Constable Karen Edwards and Russell Millhouse from the University of Central Lancashire.

The ceremony heard that Muhammed founded Uniformity which started out as a student-led social enterprise at Tauheedul Islam Boys’ School in Blackburn, helping parents and carers access affordable school uniforms whilst helping the planet and local community. Students would donate their old but well looked after uniform, the team would dry clean and iron, provide packaging and sell to the customers for an affordable price much cheaper than the new uniform.

Muhammed coordinates the dry cleaning, organising stock to get it to parents. With the enterprise growing, his team have set their sights on expanding to more schools in the area, planning to purchase their own drycleaning machine to reduce costs and upgrade the online platform to make it simpler to donate and purchase clothing.

The judging panel also selected a second and third place.

Saanvi Reddy, 15, from Blackburn was runner-up. Utilising her talents and training at the Junior Royal Northern College of Music, Saanvi has brought comfort and entertainment to patients, visitors, and staff across Lancashire Teaching Hospitals Foundation Trust through her beautiful violin recitals at Royal Preston Hospital.

In third place was the MAM (Masjid Al Momineen) Activity Camp in Blackburn with Safa Undre, 16, Simrah Undre, 13, Sahra Parker, 16 and Maria Muhammad, 11. This young leader’s group has made significant contributions to the establishment of the kids activity camp. There is a huge demand in the local area for initiatives that develop children’s personal and social development. The sessions include engaging activities, such as, Arts and Crafts, Sports, General Knowledge Quizzes and Games.

The Bravery Award went to Evie Hobson, 10, from Fleetwoood. Evie saved a man’s life, after finding him unconscious on the street and contacting the emergency services, thankfully he survived.

David Taylor, High Sheriff of Lancashire said: “Over the last twelve months I have been very impressed by the positive effect the voluntary sector has across our County. This is particularly the case with our young people and the entries for this years award were all excellent. It was very difficult to pick winners and all those who submitted can feel justly proud of the work they are doing for

their community.”

Assistant Chief Constable Karen Edwards said: “Many congratulations to Muhammed who is this year’s deserved winner, and to Saanvi and the young people from MAM (Masjid Al Momineen) Activity Camp who were worthy runners-up. It is excellent to celebrate their achievements and the amazing work of so many youngsters in Lancashire, they are making outstanding contributions to their communities.

“It is such an honour to be involved in the Young Citizen of the Year Awards. Every year we are impressed with the standard of entries. We have a lot of inspirational young

people in our county and to recognise them in this way is magnificent.”

Fill The Frame at Preston Markets

Exploring the connection between art and community, Preston Markets unveils a captivating new image display curated by passionate local photographer and event organiser Garry Cook.

We caught up with Garry to find out more about Preston’s creative community, how he is excited to represent them, to encourage up and coming artists and inspire the people of Preston to be proud of their local creative community.

Hi Garry, can you introduce yourself and share a bit about your background in event organising and photography?

I put on theatre and performance events all over the North West but mostly in Preston. As well as organising theatre and spoken word shows at venues like The Ferret, The Stanley Arms, Vinyl Tap and The Continental, I also run Lancashire Fringe Festival and the UK’s biggest outdoor photography festival, Lancashire Photography Festival. The shows vary from some of the best poets in the country to the type of funny, unique performance you get at Edinburgh Fringe festival – in fact a lot of the shows which come to Preston are up at the Fringe as well.

‘I want as many people as possible to see art in Preston – having the frames on display at Preston Markets is perfect.’

It sounds like you’re a busy man. What inspired you to initiate this new photography display at Preston Markets?

I recently curated the ‘Art on the Streets of Preston’ which displayed the work of 30 Preston artists on hoardings covering the site of the former BHS shop. That was hugely successful, so I wanted to do something similar – but this time using the three triangular frames which were built for the 2023 photography festival, which was funded by Lancashire County Council’s crowdfunding campaign.

I can see that you are very passionate about local art. What selection process did you use for these ‘Fill The Frame’ images provided by local artists?

Any type of art could be submitted – with the only stipulation that it can be printed big enough to fit the frames. I did a call out on social media and received 50 fantastic submissions. I’m a member of The Brewtime Collective which is a self-organised network of independent creative and cultural practitioners in Preston, so I asked the core

group to pick their favourite. The ones with the most votes were selected.

‘People can be sceptical of art and culture – but you can’t deny how it can change people’s perception of place and increase pride in a community.

Very democratic! There is certainly a variety of images which represent Preston’s creative scene. What kind of impact are you hoping the display will have on the local community and market visitors?

People can be sceptical of art and culture – but you can’t deny how it can change people’s perception of place and increase pride in a community. Projects like this do exactly that – give people pride in where they come from. Showing local artists’ work also gives others a belief that they can be artists too – I think that is a hugely important realisation. I hope this project can inspire people and make them feel proud of how creative Preston is, even if they don’t see it all the time.

How do you foresee this display fostering a sense of community engagement and local pride?

I want as many people as possible to see art in Preston – having the frames on display at Preston Markets is perfect. They will be seen by thousands of people every day. I’m hoping that the images will put a smile on people’s faces, and they can feel pride in Preston.

The people of Preston have a lot to be proud of. Displays such as this are commonplace in cities such as Manchester and Liverpool, it’s fantastic to see this kind of thing in Preston and Preston Markets is the perfect location, at the heart of the city. Are there any collaborative efforts or partnerships involved in making this display of local art possible?

I was delighted when Preston Markets said they would display the frames – it’s a great feeling when someone is so enthusiastic about a project like this. The other collaborators were the people of Preston who pledged money in the crowdfunder. So many people donated money to the projectit simply would not have happened without

them. And of course, the Lancashire County Council’s Sport and Culture Fund team who launched the crowdfunding project.

Can you highlight any unique or standout features of the chosen art and how they resonate with the market's setting?

The chosen nine art works are hugely diverse. There are photographs in the selection but even these vary hugely, from well-known Preston locations to a beautiful abstract photographic pattern. There is graphic design and surreal paintings. All nine together look fantastic – their diversity mirrors the market which is full of stalls and traders selling hugely different products.

Are there any plans for similar initiatives within Preston?

I don’t know what will happen in the future. Preston has benefited from Lancashire Photography Festival in that these frames were paid for by that project. They can be filled with any art – so I hope other organisations might come forward and use them. I’m already talking with Preston Caribbean Carnival about displaying some images in the frames to help them celebrate their 50th year.

Lastly, what message or experience do you hope attendees take away from visiting Preston Markets during this unique display period.

I’d love people to see this unique art and be proud of Preston and appreciate this unique exhibition, displayed in specially built frames which can’t be found anywhere else in the world. Having the art on display outdoors means that these images will be Preston’s biggest exhibition this year, seen by more people than any other arts event or exhibition in the city. That is what I am most proud of.

Wonderwool Wales 2024: A Global Celebration of Welsh Wool and Fibres

Interactive Flock2Flight felt birds display heading to Wonderwool Wales 2024

One of the star attractions at this year’s Wonderwool Wales, the award-winning show that celebrates all that’s great about Welsh wool and natural fibres, will be an engaging display of felted birds.

The ‘Flock2Flight’ display, which measures 10 metres by three metres, is the creation of fibre artist Janna Turner and two friends, Alex Johnstone and Deborah Taylor Dyer. Wonderwool Wales is being held at the Royal Welsh Showground in Builth Wells on April 27 and 28, with 220 exhibitors.

Both Shepton Mallet based Janna, who runs Flocks2Felts, and Alex are no strangers to Wonderwool Wales. Janna was project lead and felting advisor to a special, eight-metre long exhibition entitled Alice in Wonderwool in 2022.

The eye-catching, hand crafted interpretation of Alice in Wonderland installation featured an array of captivating characters, all crafted from felt and fibre.

This year, Janna will be featuring colourful birds in the display, some of which include wooden mechanics to make them fly. For example, there’s a small flock of swallows that fly in circles, a zipwire bird, a diving kingfisher, bird marionettes and hand puppets.

Janna has received help from her farmer husband, Dave, in putting together the wooden mechanics for the birds.

Largest of the static birds is two metre pelican and there’s also a flying phoenix with specially made clay talons, flamingos, a peregrine falcon and many more.

“There are about 20 different types of bird and I have designed the display to be interactive,” said Janna, who worked in a bird sanctuary in Cape Town before moving to England in 2003.

“When we did the Alice in Wonderwool display in 2022, people were not allowed to touch the exhibits. This time, I will be encouraging people to engage with the birds and have a play as they walk around. I just love seeing their reactions. There are also hand puppets for people to take selfies with.

“The display made its debut at Bath and West Showground last November and it took a couple of months for us to make all the birds. I am looking forward to taking it to Wonderwool Wales, as it will be nice to see familiar faces again.”

Money raised by the display will be donated

to the Wales Air Ambulance, Wonderwool Wales’ adopted charity.

Tickets for the awardwinning, two-day show, which traditionally attracts more than 6,000 visitors, can be purchased online in advance at https:// wonderwoolwales.ticketsrv. co.uk . There will also be tickets for sale at the gate costing £12 per day or £22 for the weekend. Young people aged 16 years and under have free admission.

This year’s event will see nine Woolschool afternoon workshops each day which has required the organisers to book extra space on the showground. The Woolschools, which give visitors the chance to learn or perfect their skills with help from an expert, can be booked online by the Wonderwool Wales website.

Another popular feature, the Sheep Walk fashion show, will keep the audience entertained on both days.

This year, all Wonderwool Wales visitors are being encouraged to knit, crochet or make and wear their own beanie or hat to add colour to the event. Stewards will be awarding vouchers to the best hats on both days.

Wonderwool Wales was first held in 2006 to promote the market for Welsh wool and to add value to products made by small wool and fibre producers in Wales.

The festival celebrates the green credentials of Welsh wool and its versatility as a material for creative crafts, designer clothes, home furnishings and more.

Wonderwool Wales covers everything from the start to the end of the creative process. Exhibits of sheep, raw and hand dyed fibres, yarn for knitting and crochet, embellishments, equipment, dyes and books can be found alongside superb examples of finished textile art, craft, clothing and home furnishings.

The 1940s home and surgery

Stepping through the famous red door of 23 Kirkgate, Thirsk is to step inside the World of James Herriot, the fully-restored site of his original 1940s home and veterinary practice (known in his books as Skeldale House, Darrowby) set in the heart of stunning Herriot Country.

The dining room and practice office

Explore this magical time-capsule, where the world’s most famous vet and one of the most popular writers of the twentieth century lived, worked and wrote his much-loved stories based on his experiences as a young veter-

inary surgeon working among the farming community of North Yorkshire.

The home retains many of the original furnishings in the family rooms, frozen in time. The dining room doubled as the practice office, where farmers’ bills were typed up at the desk; the sitting room displays original books and family photos; the basement converted to an air raid shelter during the Second World War; the breakfast room favoured for its relative warmth and the reproduction of a typical farmhouse kitchen.

The original dispensary containing all potions great and small As well as a family home, it was also a busy surgery with a dispensary crammed with fascinating ancient and bizarre remedies and the cramped and primitive consulting room that saw the treatment of many a poorly pet – only creatures small were dealt with by Alf in here!

An essential skill that every vet has to learn, All Creatures Great and Small actor Christopher Timothy famously did his part on several occasions, much to

the amusement of the cast, crew and viewing public!

Herriot Memorabilia

The World of James Herriot houses the largest collection of Herriot memorabilia in the world – from books, posters and letters to ornaments and collectables.

The Memorabilia Room is dedicated to displaying items that were instrumental in James Herriot’s writing career.

TV Studios

Take a close-up look behind the scenes of a reproduced set from the BBC series All Creatures Great and Small and experience the fascinating world of the TV studio and

what was involved in the making of the TV program.

You can be the star of the show! Get in front of the camera and imagine yourself as Christopher Timothy playing James Herriot, Robert Hardy as the eccentric Siegfried Farnon, Peter Davison as Tristan Farnon, or Carol Drinkwater and Lynda Bellingham who both played James’ wife Helen Herriot.

The series was a hugely popular show and had two runs from 1978 to 1980 (based directly on Alf’s books) and 1988 to 1990 (filmed with original scripts). The equipment on display shows just how far technology has moved on in TV and film, the huge cameras, endless cables, the intense heat from the lighting rigs all making life pretty uncomfortable for the actors involved.

The Austin Seven Car from ‘It Shouldn’t Happen to a Vet’ The latest addition to the centre’s collection is the original 1938 Austin Seven car, Registration JK 7443.

It appeared in the film “It Shouldn’t Happen to a Vet” with actor John Alderton as James Herriot, when it famously broke down in a

river in the Yorkshire Dales.

Veterinary Science Rooms

There’s an incredible array too of veterinary paraphernalia from Herriot’s time as a young vet – in an era before advances in diagnostics, modern medicine and agricultural machinery. It is the largest collection in the world.

On display is a 4,000 piece archive showcasing veterinary instruments from the past to the modern day. These items chart the history and progress of the profession over the years. Some of the instruments appear primitive but were all designed for a particular purpose,

since refined and updated for the modern vet’s practice.

The display reveals the close link with veterinary surgeons and the armed forces, from the days of the mounted cavalry and horses pulling gun carriages and supply wagons in warfare. Even today, ceremonial horses and battle-trained guard and sniffer dogs are the responsibility of the Royal Army Veterinary Corp, formed in 1796.

Foldyard and The Farrier’s Workshop

Much of Alf Wight’s work took place in farms all over North Yorkshire. To the rear of the house you will find the Foldyard and The Farrier exhibits, both with which Alf would have been very well-acquainted.

The Foldyard (described as an enclosure for sheep or cattle) houses a collection of primitive-looking hand tools in everyday use in farms before machinery appeared. In the hands of skilled workers, however, these tools were most effective. The Foldyard provides an authentic setting for visitors to watch an exclusive short film of Alf Wight, his family and friends and the cast of All Creatures Great and Small.

In the Farrier’s Workshop. the role of the farrier, which combines skills of both blacksmith and vet, is brought to life in this interesting exhibit. Before tractors and combine harvesters, farming relied on manual labour and what limited mechanisation existed was driven by horses. Farriers were an integral support to this system until the inevitable march of progress.

New Contracts Awarded to Enhance Children and Young People’s Mental Health Services

In a significant move aimed at bolstering mental health and emotional wellbeing support for children and young people, the Lancashire and South Cumbria Integrated Care Board (ICB) has awarded contracts to four providers following a rigorous tender process.

Back in September 2023, the ICB initiated a competitive tender process, inviting providers to bid for various contracts encompassing a range of services vital for supporting children and young people's mental health. These services include THRIVE getting help, therapeutic one-toone and counseling support, peer support, parenting support, ADHD support, and digital support.

A total of 20 contracts were up for grabs, spanning diverse geographical areas across Blackpool, Blackburn with Darwen, South Cumbria, Lancashire East, Lancashire Central, and Lancashire North. After a meticulous evaluation and moderating process, the ICB announced the successful providers who will play a pivotal role in delivering these crucial services.

Barnardo’s emerged triumphant to deliver THRIVE getting help, therapeutic one-toone, and counseling support across all six

contracts. Spring North secured the contracts for peer support and parenting support, covering a total of 12 contracts. ADHD North West clinched the contract for ADHD support, while Kooth secured the digital support contract.

The contracts, varying in length and scope, are geared towards ensuring comprehensive and standardized mental health services for children and young people across Lancashire and South Cumbria. The oneyear digital support contract, with an option for extension, will commence from April 1, 2024. On the other hand, the remaining contracts, spanning two years and 11 months, will kick off from May 1, 2024.

Lesley Tiffen, NHS Lancashire and South Cumbria ICB’s associate director for mental health – planned care, expressed confidence in the selected providers, emphasizing their commitment to delivering high-quality services. She highlighted the significance of increased investment and standardized service specifications, aimed at reducing regional disparities and fostering greater stability in service provision.

associated with accessing NHS dental services. Granger noted, "We know that access to NHS dental services is a difficult issue at the moment, and we receive complaints and comments from local people who are struggling to access an NHS dentist."

Granger highlighted the importance of preventive measures in maintaining oral health, noting that regular brushing and proper oral hygiene practices can significantly reduce the risk of dental emergencies. "Teeth do not develop decay or die off naturally," she explained. "Dental decay is preventable through a healthy lifestyle and good oral hygiene routine."

Currently stationed at Chorley Youth Zone, Maryam will continue her three-year degree apprenticeship at Preston Youth Zone upon its opening. Her journey into youth work began during her time at Marsden Heights Community College, where she actively participated in the school's

Positive Voices project led by Mashuq (Mash) Hussain OBE. Collaborating closely with UCLan's Centre for Volunteering and Community Leadership (CVCL), Positive Voices provided Maryam with a platform to engage in various initiatives, including a healthy eating campaign, a charity walk, and advocacy against grooming and radicalization.

Reflecting on her experiences, Maryam expressed, "Having this opportunity in high school empowered me to talk about issues affecting young people in my community. It gave us a voice to discuss how poverty affects education and social mobility and, importantly, what needs to change to address it."

Last week, the Prairie Sports Village echoed with the cheers and excitement of budding football talent as Burnley FC in the Community (BFCitC) hosted their Under-11 National Girls Football Tournament. The event, graced by the presence of defender Mikayla Wildgoose and Head of Women’s Football Lola Ogunbote, marked a celebration of skill, dedication, and female empowerment on the football field.

The tournament, a part of the Premier League Primary Stars programme, brought together schools representing football clubs from across the northwest. Ten regional tournaments had preceded this spectacle, held at community facilities nationwide, with

hundreds of young athletes proudly donning the colors of Premier League, EFL, and National League clubs.

Notably, the event served as a poignant tribute to International Women’s Day, underscoring the importance of female participation in sports. Launched in 2017, the Premier League Primary Stars programme is a beacon of inclusivity, leveraging the universal appeal of football to foster physical activity and cultivate essential life skills among children in primary schools across England and Wales.

The Prairie Sports Village played host to a showcase of talent and camaraderie, with
