Permanent safety measures in Preston city centre

New features will be installed along Preston's main shopping area, to increase public safety. Granite blocks, which people can also sit on, will be installed by Lancashire County Council at key positions along Fishergate and Church Street, from the Minster to the junction with Corporation Street. The work will start from Monday 30 September to install the new measures. The plans by the county council have been agreed following discussions with Lancashire Police, to reduce the risk of a serious incident. This will reduce the space for vehicles to mount the pavement, similar to measures used elsewhere in the UK and other countries to deter terrorist incidents.

However this is not in response to any specific threat. The measures will complement and enhance the ongoing security programme in the city. These new features will replace the large wooden planters, which were put in as a temporary measure while permanent options were agreed. Reflective sections on the blocks will help their visibility. The temporary planters were installed before Christmas 2017, while permanent plans were put in place. The planters will be offered to local communities around the county, to brighten up local areas. The blocks have been designed by a specialist company to reduce vehicle

access onto the pavement along Fishergate and Church Street, while matching in with the overall street design and integrating with existing security features. Measures will also be added outside the Guild Hall, as part of other improvement work. Similar safety measures have been put in place in the UK and elsewhere in the world, to deter terrorist incidents. Organisations representing people with visual impairments have been made aware of these proposals. Lancashire Police and Preston City Council have been consulted as part of developing the plans. County Councillor Keith Iddon, Cabinet member for highways and transport, said: “Thousands of people

come into Preston every day and we have a responsibility to make sure that they can have a safe and enjoyable experience. “We’ve taken the time to come up with the design of these safety measures, which places these measures at specific points along the pavement to reduce the chance of an incident involving a vehicle taking place. “We’re bringing in these safety measures based on discussions with the police, but it’s important for people to know that this not due to any specific threat. We’re replacing our planters, which were always temporary. “It’s important that any measures are proportionate, and that we can still carry on with our normal daily lives.” Chief Inspector Steve Sansbury from Lancashire Police, who is responsible for local policing in Preston, said “Whilst these enhanced safety measures are not in response to any specific threat towards our communities in Preston, it is only right and proper that local agencies continually work together to review the measures that are in place, and where appropriate take sensible steps to ensure that the public utilising the city centre, for both business and pleasure, are as safe as possible” Councillor Robert Boswell, Cabinet member for environment at Preston City Council, said: “The public realm improvements to Fishergate and Church Street over recent years have vastly enhanced the environment for visitors to Preston. “They will further improve pedestrian safety for those enjoying the shopping offer and night time economy, or for those just passing through the area. “I am pleased that the materials to be used will be sympathetic to those used previously and that a balanced and proportionate approach is being taken to where the new features will be installed.”

adidas announces SPEZIAL

Blackburn charity trainer adidas has announced a limited edition Blackburn SPEZIAL trainer. The new shoe will be launched at a SPEZIAL exhibition in the town next month – with tens of thousands of people expected to attend. The Blackburn SPZL has been created by Darwen adidas designer Gary Aspden and is the lead release from the adidas Spezial AW19 range. A special run of 200 will sport the Nightsafe logo – with all proceeds from the sale going to the Blackburn charity which helps homeless and vulnerable youngsters and will be exclusively available from the exhibition. The green and red used in its design is inspired by the red rose of Lancashire. Councillor Phil Riley, Blackburn with Darwen Borough Council’s Executive

Member for Growth and Development, said: This all came out of a conversation during a chance meeting on the street in Darwen during one of Gary’s visits home. Since then a lot of work has taken place behind the scenes and it’s just brilliant that the shoe and exhibition is now a reality. I think that says a lot about the attitude we have here, making sure we grasp every opportunity. There is a growing interest in Blackburn from some really talented people, like Gary. Without a doubt the best creative projects are really driving improvements and now we have a global brand Adidas coming. I’m really looking forward to seeing the town come to life and lots of different people getting involved.

We are also expecting some national and international visitors. Businesses will benefit and also Nightsafe is going to get another boost. The adidas SPEZIAL exhibition will showcase the evolution of adidas footwear past and present in the magnificent Cotton Exchange. It’ll be part of the first-ever British Textile Biennial – with Blackburn being a hub of events. Curated by Gary, a brand consultant for adidas and designer of the SPEZIAL range, the exhibition features shoes from his personal archive alongside those of other fellow adidas collectors – 1000 pairs of adidas trainers. Highlights of the exhibition will be numerous versions of the vintage adidas ‘City Series’ models with a full archive of the adidas SPEZIAL range giving context to a new City

Series silhouette – the adidas Blackburn SPZL. The adidas Blackburn SPZL is the lead release from the adidas Spezial AW19 range, and is named after the town where Gary spent much of his youth which has been a key inspiration in his work. A full programme of events including gigs, talks and screenings will take place within the exhibition space, featuring special guests and friends of adidas. All proceeds will go to the Nightsafe charity. Hanon store will have a pop-up space in the exhibition retailing Spezial product.

Demolition has started this week as work gets underway to create a new future for Colne’s former Health Centre on Market Street. “The 1970’s health centre will have a new lease of life when the site is totally re-built with a new purpose at the heart of Colne,” announced Councillor Mohammed Iqbal, Leader of Pendle Council. The Health Centre and surgery were closed in 2014 when the new multi-million pound Health Centre on Craddock Road opened. The exciting project has been taken on by PEARL, a joint venture between Pendle Council and Barnfield Investment Properties Ltd called Pendle Enterprise and Regeneration Ltd. Councillor Iqbal, who is also a PEARL board member said: “We’ll be building a three storey building with six modern apartments for older people on two floors and shops on the ground floor.” “This development at a key site helps us respond to the demand for more housing choice in Pendle, including one and two bedroom apartments.”

PEARL board member Councillor David Whipp said: “We’re delighted that this key site is being developed. “When complete it will contribute to the vibrancy of the town and provide some new business opportunities and more shopping options on the high street, he added. Local people took part in a

consultation led by Pendle Council on how the site should be used and what the development should look like and this has shaped the plans. Tim Webber MBE, Managing Director of Barnfield, said: “Colne Health Centre, with its outdated appearance and poor design, was completely at odds with the conservation

area it was built in.” The Conservation Area includes historic Richmond Court, the Grade II listed Red Lion pub next door and the 15th century market cross opposite. “As local developers based in Pendle we’re proud to be part of this new scheme which has been designed to be in keeping with its historic surroundings". Demolition work should finish by early October and the development will be ready by December 2020

Nelson set to benefit from new Town Deal

“We’re excited that Nelson has been rightly chosen as one of 100 towns across England which are eligible for funding from the new Town Deals. Pendle Council has been making the case for investment and our hard work has been rewarded with this and other potential funding,” he said. The total funding pot across

England will be £3.6 billion with the potential for up to £25m of funding for Nelson. “Nelson was chosen as a pioneering place with a proud industrial heritage and a need for extra investment to boost the town’s economic growth for the future,” explained Councillor Iqbal. “And Nelson is one of only

two towns in East Lancashire to be selected,” he added. “This is a huge opportunity and we will work with the government to make sure Nelson gets a fair share of this new funding pot,” he pledged. The Town Deals are designed to raise living standards, create jobs, improve workforce skills, and boost transport

and broadband connectivity. “We have been working tirelessly to boost economic growth in Pendle. “In addition to the New Town Deals, we have successfully got through the first stage of funding from the government’s Future High Streets Fund which will be used to boost economic growth in Pendle. “The Future High Streets Fund could be worth several million pounds for Nelson. "We will be submitting an outline business case by mid November with a full business case by the end of February 2020,"said Councillor Iqbal. "Our plans for regenerating Nelson are being supported through £70,000 of One Public Estate funding from the government for our Nelson Masterplan and we are working with other public organisations to make a real difference. “Our work on the Masterplan will help us to develop our proposal to secure Towns Fund investment and we will be driving forward innovative plans to transform the town,” he stated.

Dog fouling a grave concern at Torrisholme Cemetery Lancaster City Council is joining forces with Morecambe Town Council and the Friends of Torrisholme Cemetery to crack down on irresponsible dog owners who allow their animals to foul graves and headstones. Dog control orders are in place at all Lancaster City Council cemeteries meaning that the grounds are not designated dog walking areas and that a person shall not allow any dog belonging to them or in their charge to enter the cemetery unless it is on a lead. As in all other public places, it is also an offence not to clean up after a dog which has defecated on public land. A person may be issued with an £80 fixed penalty fine, if they do not clean up, or alternatively may be prosecuted through the magistrates court, where the maximum fine is £1,000. Despite there being numerous signs located throughout council cemeteries stating that dogs should be kept on a

lead at all times, and that dog fouling should be disposed of immediately in any of the cemetery bins, a number of dog walkers continue to ignore them. Following complaints from visitors to the cemetery who report finding dog faeces on their loved ones graves and headstones, a dog fouling enforcement officer funded by Morecambe Town Council will be working alongside Lancaster City Council to step up patrols of the area and issue fixed penalties to anyone who is caught exercising their dog off a lead or who fails to pick up its mess. Bill Jackson, Chair of the Friends of Torrisholme Cemetery, said: "The Friends of Torrisholme Cemetery are a voluntary group pledged to improving the environment at the cemetery and as such it is very disappointing for us to note the use of the cemetery by a small minority of irresponsible dog owners who choose to exercise their dogs, and then fail to clean-up. "For many of our visitors a cemetery is a place of reverence and reflection. There is no place for dog fouling. It is certainly unacceptable in a cemetery. Please dispose of your dog’s waste responsibly!" Coun Dave

Brookes said "One of the responsibilities of dog ownership is cleaning up after them. It may not be much fun, but it is a lot less disgusting than allowing other people to tread in it or find it on a grave. We are stepping up patrols of the cemetery, and with help from local residents and our cemeteries staff who work there on a regular basis, we hope to encourage these uncooperative dog walkers, by way of a fine if necessary, to do the right thing." New plans to improve traffic and

boost business around Haslingden Road Planning applications have been submitted for two major road improvements in Blackburn. The planned work will see Haslingden Road widened between the Beehive Roundabout and Royal Blackburn Hospital and the creation of a new entrance to Royal Blackburn Hospital at Old Bank Lane. There will also be a creation of a new Blackamoor Link Road and junction improvements. These are much-needed improvements to the area and will improve the congestion on the Haslingden Road corridor to and from Royal Blackburn Hospital and Junction 5 of the M65. The Blackamoor changes are also designed to improve air quality and pedestrian facilities, at a designated Air Quality Management Area. Both works will also boost further development of business growth and job opportunities in the area,

as well as supporting much needed housing, both for families and associated with Royal Blackburn Hospital. The work is due to start in early 2020 with a programmed completion by the end of March 2021. This is the third and final package of the Council’s Growth Deal 3 project to bring road, housing and business boosts to the borough. The infrastructure package has been designed in a way that it can be delivered in phases. There will be disruption while the works are being carried out, which may result in some temporary delays and diversions. However, the Council will work closely with residents, businesses and the emergency services to minimise this as much as possible and to coordinate construction works. The Council has also taken on comments and suggestions from the public in a previous consultation.

These include: • Keeping parking outside “Fancy Row” properties on Haslingden Road and not progressing with plans for new parking areas at the back of the row • Extending solid islands for easier pedestrian crossing across Haslingden Road Creating additional parking at the front of Roman Road “cottage” properties south of Newfield Drive with a new lay-by area • Making sure access to/ from future Blackamoor development sites will be from the new Blackamoor Link Road only Councillor Phil Riley, Executive Member for Regeneration, said: We are very positive about this scheme that we believe will prepare the borough for future growth, investment and employment across the board. Obviously, there is going to be disruption as this is a big scheme and there is a lot of

work that goes into widening a road and creating a new junction. I understand that this will at times be frustrating for residents and visitors while the work is being carried out but it is impossible to make

changes as big as this without causing some disturbances. We can’t deny that changes have been needed for quite some time to the Haslingden Road and Blackamoor areas and they can’t be put off for

much longer. This is a big chance for us to transform these routes for the better for the benefit of residents and road users and will make traffic flow much better in these areas.”

Pothole performance keeps improving New figures show that Lancashire County Council's performance on potholes is continuing to improve, with the vast majority of defects being fixed within target timescales. A report to the Cabinet Committee on Performance Improvement reveals that since closer 'risk based' monitoring of highway issues was brought in last Autumn, overall repair rates have kept getting better. Condition surveys have shown a general improvement in Lancashire's roads over recent years, coupled with a reduction in the number of potholes by 38% over the last two years. The biggest improvements have been on busy A, B, and C roads which have seen most investment – there will be a greater focus on residential and rural roads in coming years under the council's longterm transport strategy. The council has also been running a campaign over the summer encouraging people to report potholes online to help speed up the repair process. Now it is asking people to say whether they've noticed the difference by completing an independent online survey. The National Highways and Transport Survey is used by all UK councils to get a better

understanding of how they are performing in the eyes of the public, and where they should focus future improvements. County Councillor Keith Iddon, cabinet member for highways and transport, said: "Wear and tear and bad weather means we'll always get potholes, and like all councils we have to set limits on what we repair. "At the same time, we're investing as much as we can in improving Lancashire's roads, and are planning to spend over £24m on maintenance this year. "We're now coming towards the end of another summer where our highways teams have been very busy replacing worn out surfaces and making preventative treatments to help our roads better withstand the demands of traffic and winter weather. "We've been investing more in preventative maintenance for a number of years, and inspections, surveys, and performance data suggest that this is making a difference with an improvement in the overall condition of our roads. We’re also getting better at meeting our own targets to carry out timely repairs when they're needed. "But we're also keen to know what people think of our highways service. Besides

investing in the roads, we've been working hard to improve people's experience when they report a pothole or other problem. "We're interested to know whether people think it's made a difference, and what we need to focus on improving in future. "We're also grateful for people using our online Report It system to tell us about potholes or any other highway issue, as this helps us to assess the problem quickly and take appropriate action." The council's consistent approach to road maintenance over recent years, focused on using survey data to inform timely preventative repairs, has resulted in a decrease in over a third in the number of potholes being found. 38% fewer were found by highways inspectors or reported by the public in 2018/19 (39,137) compared with two years earlier in 2016/17 (62,564). Council pledges support for volunteers as it praises great work borough’s Pride groups do

Rossendale Council has launched a new scheme to help residents who want to do their bit for the community. Leader of the Council Alyson Barnes announced Council support for individuals who want to keep their clean and tidy by offering litter picking equipment for them to use. The borough is blessed with a number of superb Pride groups, including Bacup Pride who are pictured, which have improved the borough enormously.

The new scheme aims to encourage more people to help keep the area tidy but who may not want to join an established group or want to concentrated on a particular area. The Council has funded a number of litter picking starter packs which includes a litter picker, bags, and helpful advice. Residents can apply for the packs through the Council’s Environmental Services Facebook page or email

National Taxi Driver register Preston City Council has become the latest local authority to sign up to a new licensing register designed to improve public safety and confidence in taxi drivers. The purpose of the National Register of Taxi and Private Hire Licence Revocations and Refusals, or NR3 for short, is to prevent drivers from submitting licence applications while failing to declare historical licence revocations or application refusals in other parts of the country. The council’s licensing officers now check the Register to see if driver applicants have either had a licence with another

authority revoked or a licence application refused, which will assist them in making a determination on their application to Preston. Officers will also update the Register with details of driver applicants who are refused a licence and details of former licensed drivers who have had their licence revoked in Preston. Councillor Peter Moss, Deputy Leader and Cabinet member for planning and regulation, said, “I welcome this excellent initiative that was commissioned by the Local Government Association, to allow the sharing of

information between licensing authorities. It strengthens our criteria for assessing taxi driver applicants and the monitoring of existing licensed drivers, to ensure passengers are being kept safe can have confidence that their driver is both professional and competent. “For law-abiding taxi drivers, nothing changes as declaring your licensing history has always been a requirement. It’s only those who fraudulently submit inaccurate information that need to worry. “As a licensing authority, public safety will always remain a priority and I believe the integrity of taxi and private hire drivers in Preston will be protected by this additional measure. I believe only six of the 14 Lancashire licensing authorities have signed up to the Register and I do hope the remaining ones do so as a priority.”

Council leader delight at opening of new cycleway

Community groups awarded

£427k for new housing schemes Lancaster City Council is urging local community organisations to get in touch to find out more about help that’s available for building new affordable housing schemes, following two recent successful grant awards. The city council’s Cabinet recently agreed to award a total of £427,000 in support of two community-led housing projects in Halton. The proposals will build on the success of the Lancaster Co-Housing Scheme in Halton and will provide a greater variety of housing types and tenures to meet a wider range of needs. Senior Co-Housing Group Ltd, a non-profit making organisation, was awarded £160,000 to develop a mixed tenure development of 20 properties which are a mixture of 14 outright

sale and six affordable units specifically designed for people aged 55 and over. Lune Valley Community Land Trust, a separate non-profit making organisation, has been awarded up to £267,000 to develop a scheme of 20 houses let at social rent. The exact mix and type of units is still to be decided taking account of the Parish Housing Needs Survey recently undertaken in Halton and the surrounding parishes. The grants will fund the predevelopment costs for both projects so that the schemes can be fully developed and obtain planning permission. Coun Caroline Jackson, Cabinet member with responsibility for housing, said: “I am delighted we have been able to support these two very important projects. “Community-led housing aims to solve local housing

problems, create affordable homes and establish and encourage strong communities. “'The really important thing about these developments is that all the houses will be passivhaus standard for energy efficiency. They will show local developers what can be achieved and needs to be achieved if we are to reduce our carbon emissions radically by 2030. "The city council is committed to helping to create sustainable communities for future generations and I would encourage other community groups wanting to provide something similar to get in touch to see how we can help.” Community-led housing is where local communities have identified a housing need in their area and become directly involved in bringing housing

developments forward. The city council was awarded £707K Community Housing Fund grant from central government to support and promote opportunities to bring forward new community led developments. It has partnered with other local authorities in Cumbria to set up a new Community Led Enabling Hub. The Hub has been set up to assist new community groups to provide direct support and help develop options by working with a range of other organisations and funding providers to bring schemes into fruition. The Leader of Rossendale Council has expressed her delight after the latest section of the Valley of Stone was officially. A procession of over 400 cyclists and walkers celebrated the opening of a new section of the East Lancashire Cycleway in Waterfoot. Work has recently been completed to reopen two railway tunnels which have been out of use for decades, and extend an existing path, to create a safe and interesting off-road link between Stacksteads Riverside Park and Newchurch Road. Councillor Alyson Barnes,

Project to help care leavers make a house their home Young people preparing to leave care in Manchester will get the opportunity to learn new skills and move into their own home through a ground-breaking programme that supports them to live independently. The House Project will see young people given an empty property which they can

refurbish and then move into. They will be able to continue living in it for as long as they choose, with their rent and utility bills paid for them by the council until they reach the age of 18. The scheme is designed to help care leavers through the transition from childhood to adulthood, one of the most

difficult periods in the lives of young people, and particularly so for young people leaving care who don’t have the same family support networks as other young people. Young people on the scheme are supported by a team from The House Project to ensure they have all the practical and emotional help they may need

to provide them with the skills to make the house their home and to maintain their tenancy. The pilot scheme will, at any one time, support around 10 care leavers under the age of 18 in partnership with national charity The House Project in a first of its kind scheme for Greater Manchester. The scheme is designed to help Manchester care leavers make the transition from high-demand supported accommodation into suitable follow-on housing and help them sustain their own tenancy. Housing providers in the city will partner the programme and will work with the young people to help refurbish their own properties. The scheme will support young people to take ownership and responsibility for their futures whilst providing them with the tools they need to make their own way in the world. Rent and utility bills will be paid by the Council up until the age of 18 when the young person will be able to access benefits themselves if need to. The scheme is the latest

of a series of initiatives in Manchester to improve the lives, experiences and outcomes of care leavers. Cllr Garry Bridges, Manchester City Council’s executive member for children and schools, said: “We’re determined to ensure no young person leaving care in Manchester falls between the cracks as they move into adulthood. We want to give them the best support possible to become independent and successful young adults, to be happy and to achieve their full potential in life. “Living alone for the first time is a daunting prospect for any of us, but particularly so for a care leaver who will often do this at a much earlier age than most young people and without the support of family members that other young people usually have. “The House Project will enable them to move into their own home whilst getting a bespoke package of support to develop the practical and emotional skills they need to live independently and to make their house a home.”

Nationally a third of care leavers experience homelessness within two years of leaving care, while they are also four times more likely to have mental health issues than the general population. The House Project was developed against this backdrop, and began life as a successful pilot scheme in Stoke in 2015. Mark Warr, CEO of The House Project said. “We’re delighted to be working with Manchester City Council who are committed to improving the lives, experiences and outcomes of young people leaving care. Young people benefit from their involvement in the local house project, the relationships and support of their peer group, and the practical support they also get to enter the world of work. Computers boost for schools Young people from across St Helens Borough will benefit from a new IT programme that will see schools receive computers for free. The project is part of a St Helens Council scheme to update its current IT hardware as part of a modernisation programme which will help staff be more agile and improve productivity. As part of its commitment to recycling and supporting schools through its

new IT contract the council will donate the computers to schools in need of equipment. The computers will be restored to their original settings for safety purposes and will then be put to good use for young people across the borough. Nicola Kearney, Headteacher at Eaves Primary School, added: “The council’s IT department have developed this wonderful scheme that will see many schools being able to afford more and/ or better PCs and laptops. The cost of these items are becoming an issue for schools and the equipment themselves will become luxury items in the future. However we need to teach a quality computing curriculum and this scheme will certainly help us have the right equipment to be able to

do so.” Welcoming the move Councillor Sue Murphy, Deputy Leader of St Helens Council and Cabinet Member for Developing Young People, said: “It’s fitting that we can talk about our plans to support schools and our young people in making sure they have access to high quality computers just before National Recycling Week. Community heroes praised for collecting more than 300 bags of rubbish An army of litter pickers have come in for high praise for helping to improve the cleanliness of the borough’s streets over the summer. As part of ‘Love Your Street’ - a new governmentfunded initiative - 300 local businesses, 270 young people involved in the National Citizen Service programme - and a number of St Helens councillors rolled up their sleeves and got stuck into a series of clean-up operations around St Helens and Earlestown town centres. This resulted in 329 bags of litter being collected and a positive response from businesses, with many committing to discuss opportunities to improve St Helens and Earlestown town centres – while more than

30 said they would take part in future coordinated community c l e a n ups. Justin Dalrymple f r o m Groundwork CLM, the charitable trust that led the litter picks, said: “The whole idea is to show everybody in our town centres that it’s about more than just litter picking. Plans to use Historic High Streets funding to further regenerate town centre Burnley has been awarded a share of a national funding pot to invest in further regenerating its town centre. The money from the Historic High Street fund will be invested to revitalise lower St James Street. Burnley Council put forward a bid for £1.3 million over four years. The exact amount Burnley will receive will be announced in January following the submission of detailed proposals. Council leader Charlie Briggs said: “This

is great news for Burnley. We have been awarded, in principle, agreement for developing a High Street Heritage Action Zone for the lower St James Street area. “Lower St James Street is identified as a key project in the Town Centre and Canalside Masterplan. This will build on our planned public realm improvements, help to renovate the heritage buildings in the area and revitalise that part of the town centre. We’ve invested

in improving other parts of the town centre which looks fantastic and attracting more shoppers and visitors in. It’s vital we go further and bring lower St James Street up to a similar standard and increase the number of people who visit that part of the town centre. “It fits in well with the wider regeneration of the shopping centre, the proposed Cinema/Leisure development at Pioneer Place, and with the investment that the University of Central Lancashire is putting into the Weavers’ Triangle and the work being done to transform Burnley into a university town. “We’re working to create an exciting

and ambitious buzz about Burnley and this funding is a great boost for our plans for lower St James Street.” The program aims to create a vibrant cultural quarter sitting between the town centre and the Weavers Triangle. The application said: “The borough has a history of creativity, but many creative people have to move away from the borough to find suitable studio space and artistic networks. There is untapped potential in the buildings in St James Street, together with experience of the partners to turn this trend around and deliver a new creative community in the heart of the conservation area.” It is proposed to use the money together with match

funding to deliver: Public realm improve-ments Grants for works to h e r i t a g e buildings in the area, focusing on those that have been vacant for a prolonged period, for restoration of historic features, sympathetic and well-designed shop fronts, and for bringing upper floors back into use. An exemplar project, in partnership with local arts groups Creative Spaces Burnley and members of Burnley Creative Alliance to develop a creative hub

in the area with workshops and exhibition space for contemporary visual artists. A programe of cultural events in and around Lower St James Street including for example open studios, street art and street theatre. New jobs created as major firm moves to Rossendale A major manufacturing firm is relocating to Rossendale in a multi-million pound move, that will create new jobs, after receiving help from Rossendale Council. Melba Swintex is in the process of moving into a semi-derelict, vacant site in Stubbins which it is renovating and refurbishing with over £5m of investment. The Council has worked with the company through its Invest in Rossendale programme, which has helped them benefit from NNDR business rates relief. The move guarantees a minimum of 24 new jobs. Melba Swintex is the world’s leading manufacturer of temporary traffic management products, such as signs, barriers and cones. It is moving from Bury and will complete the full relocation by the end of 2019. Invest in Rossendale is a programme set up by Rossendale Council’s economic development team after Rossendale Council made sustainable growth a key priority. It aims to attract new

The main aim of the RSPCA Stray Dog Award is to set a level of good practice for their provision, and to acknowledge local authorities that have mechanisms and policies for stray dog welfare, provide staff training and promote responsible dog ownership. Lancaster wins £1.28million to revive historic high street Lancaster City Council has been successful in an expression of interest for funds to help boost the local economy by transforming one of Lancaster’s most historic areas. Lancaster has been chosen as one of a new wave of High Streets Heritage Action Zones (HSHAZ) and will now further develop plans to secure up to £1.28 million to unlock the economic potential of an area in the north-east of the city around North Road, Lower Church Street and St Leonardgate. This area traces the development of Lancaster from its Roman and medieval settlements through its great 18th and 19th century expansion as a result of trading opportunities arising from its positioning next to the River Lune. This creates a rich townscape character and quality that positions Lancaster today as one of England’s Heritage Cities. The money will be used to help restore and enhance

the historic character of the area, creating an attractive, engaging and vibrant place for people to live, work and play through investment in buildings, spaces and activities. It will help to strengthen connections with the existing heart of the city and improve the cultural offer, with the Grand Theatre and its plans for a new foyer being a major component of the bid. Coun Tim Hamilton-Cox, Lancaster City Council’s cabinet member for economic development and regeneration, said: “The area which will be covered by the HSHAZ is home to an extraordinarily rich heritage, which has helped to shape the city’s distinctive identity and character. “It does, however, suffer from being disconnected physically from the core city centre, something which we now hope to be able to address and unlock the unique potential that is presented by its historic buildings and streetscape.

“This funding will act as a catalyst to reinvigorate the public realm and its cultural offer in this part of the city, as well as contributing to the wider plans that are emerging for the Canal Quarter.” Complementary to the core project, the council will also seek to support the Churches Conservation Trust in the repair and re-use of the Grade II* St John’s Church. The building is identified on Historic England’s Heritage at Risk register and has been vacant since the Storm Desmond floods in December 2015. The investment should help deliver an improved offer for people coming into the city centre. Tony Johnson, Lancaster BID Manager, said: “Lancaster BID is delighted with the success of the High Streets Heritage Action Zone application for Lancaster. The HSHAZ provides a superb opportunity to build on the physical assets already

in place in Lancaster and further add to the welcoming environment for visitors and residents. “Lancaster BID will actively engage with Lancaster City Council and other partners to facilitate close consultation with the business community to ensure the HSHAZ is a success and fully delivers on its potential for the whole of Lancaster.” Lancaster City Council will now work with Historic England and local delivery partners to further develop plans for the HSHAZ which would support investment in the city over four years from April 2020. The success is another example of Lancaster City Council’s priority of accessing funds to breathe new life into the district’s centres. Earlier this year it was successful in the first stage of a bid for the Future High Streets Fund for Morecambe, which could ultimately lead to the town receiving up to £25million to transform the high street.

A new play area is coming to Rising Bridge thanks to a funding boost

The project will involve new play equipment for children aged 0-16 including a zipwire, new safety surfacing, drainage for the play area and a football pitch and a picnic area, to replace the old and worn play equipment. New pathways will be installed meaning that the Play Area will be accessible to all. A funding partnership has raised £72,000 for the play area, with money coming from Lancashire Environment Fund, Rossendale Borough Council, Tesco, Awards for All, Rising Bridge Play Area Group, Newground, Local Government Pocket Parks Funding, Jacks, Winfields and Lancashire County Council Member Grants. Local people were asked how they thought the play area should be improved, and their ideas

informed the plans that were submitted. The design is currently being finalised, and it is hoped that the contractor will be confirmed by the end of the year. Works on the ground are set to begin in January, with the pay area opening in the spring. The project involves working alongside Rising Bridge Community Association and Proffit’s, Investing in Communities, and will provide the local children with an exciting new Play Facility. It did need work as the old equipment isn’t in a great state so I am looking forward to seeing the finished plans and the work as it happens.”

Following my divorce, I came across my idea for my angels three years ago while researching for my history degree. With a great personal appreciation of art, and an interest in religious icons of the past, I noticed that images of angels were a constant throughout history. Across Europe, carved wooden or porcelain wallmounted angels heads were traditionally hung over the internal doorways of the home or on the wall near to where the baby slept, in the belief that they would help ward-off evil spirits and were considered an innocent good luck charm

baby and the household safe. In a time before penicillin or antibiotics, if a new-born baby were to get sick there was little anyone could do except hope and pray. Consequently, superstition and religious good-luck charms formed a large part of people’s beliefs. Christening gifts have been given as a part of the welcoming ceremony for the arrival of the new baby into the community for centuries. Gifts would vary from babies’ blankets, clothing to bibles, rosaries, angel figurines, crucifixes, or individual pieces of silver, usually in the forms of spoons, originating from a time when silver was a form of currency. After coming up with my design, I personally worked

with a china manufacturer in Stoke-on-Trent who was able to successfully make me a mould. From there we stared to manufacture the angels 50 at a time. How to pick the best bottle of bubbly for Christmas Christmas wouldn't be Christmas without bubbles. But with 10 zillion options vying for a place in your festive fridge, which bottle should you take home? 2015 was the year that our collective zeal for Italian prosecco reached its zenith (Brits spent £41m on own-brand versions of the stuff last year). But it was also when bright, fresh English wine started to be taken

seriously (HMRC has seen a 41% increase in applications to produce English sparkling wine this year). And let's not forget the original. The fanciest. Bonedry, golden-toned champagne. First up, let's talk basics. Prosecco – This is a lovely lighter style of fizz. It's fresher and fruitier than champagne and cava, which makes it easier to drink and

therefore great for parties. It's also the fizz of the moment, very trendy and obviously a cheaper alternative to champers. Cava – From Spain, cava is a great all-rounder. It’s much cheaper than champagne (about £6 a bottle) but made in exactly the same way, so the flavour profile is similar with those yeasty notes that come from the second fermentation in the bottle. Champagne

– Naturally, the king of fizz, and the price reflects that. It can only be made in the Champagne region of France, and only from certain grape varieties. It has delicious brioche notes from its extended time ageing in bottle. English Sparkling – The home-grown stuff is having a great time at the moment as consumers are coming to realise its excellent quality. It tends to have similar traits to champagne as the climate of southern England, where most of the vineyards are, is very similar to that of the Champagne region in France – although the notes are more appley rather than lemony. And buying it helps the English wine industry, which is a good thing. And which fizz is best for which occasion​ ? For Christmas nibbles and antipasti platters: prosecco wins Shellfish starter or any fried fish: try cava – the acidity cuts through the oiliness. Smoked salmon: perfect with blanc de blancs champagne. The citrus notes work beautifully with the strong flavour. For pudding: try asti, the sweet sparkling white Italian wine.

10 tips for healthy eating out Whether it’s lunch with work colleagues or an evening celebrating with friends, most of us tend to eat less healthily when we eat in restaurants, pubs and cafes. Senior Dietitian Victoria Taylor offers her tips for eating out without overdoing it.Believe it or not, it is possible to eat, drink and be merry without overdoing it. Here are my tips for having a good time while keeping an eye on your waistline and good health. 1. How often are you eating out?. A one-off meal out probably won’t make any difference to your health in the grand scheme of things, so enjoy it. However, if it’s one of many, consider carefully how it fits into your overall diet. This could mean having a lighter meal in the evening, like soup or a sandwich, if you had a big meal earlier in the day. Or you could choose the healthiest

menu options to make the meal fit into your normal diet, rather than just going for your favourites. 2. Check what’s on the menu Don’t be afraid to ask the restaurant to adapt dishes One of the best ways to ensure you make healthy choices when eating out is to check the menu before you arrive, whether online or in person. It means you can choose your meal without others influencing you. Many larger restaurant chains offer nutritional information online. 3. How many courses? The tendency when we eat out is to have more than we would at home. Sticking to just one course once you see what everyone else is having is hard. Decide before you begin if you are going to have a starter or a dessert, and which one you’ll find easier to decline. Having a coffee or cup of tea while others have

a pudding is a good way to round off a meal, or you could share a pudding with others. 4. Adapt your dishes Don’t be afraid to ask the restaurant to adapt dishes. It’s not usually a problem to replace chips with a jacket potato, salad or vegetables. You can also ask for no extra cheese, butter or oil, and to put sauces in a dish on the side. 5. Portion control. A small portion of saladIt can be easy to eat more than you intended when eating out. If you don’t want to feel too stuffed, consider a starter (perhaps with a side order of vegetables), instead of a main course, or ask for a smaller portion. 6. Keep it lean. Choose dishes which are based on lean proteins like chicken or turkey (where you can remove the skin) or lean red meats like fillet of pork or beef. Avoid fattier cuts of

meat like belly pork or rump steak and remove any visible fat like the fat around the edge of a chop. Watch out for battered and deep fried dishes - even if the contents are lean (like chicken, fish, tofu or vegetables) the coating means they will come with lots of extra fat and calories. 7. A bit on the side Having a coffee or cup of tea while others have a pudding is a good way to round off a meal. Having a good helping of vegetables with your meal will add vitamins, minerals and fibre and help you towards your five a day, but beware vegetables that come with added butter, cheese sauce or salt. Ask the server for more information and see if there are any healthier alternatives. 8. Be drink aware. Keeping alcoholic drinks within the guidelines is important, particularly if you are going to be socialising more than

usual. Try not to exceed the recommended 2–3 units a day for women and 3–4 for men. Don’t forget the calories that drinks, both alcoholic and non-alcoholic, can add. If you can, choose sugar-free drinks or water, and alternate these with any alcoholic drinks you are having. 9. Entertain at home. A dinner partyWe all enjoy eating out sometimes, but have you considered inviting family or friends round for a meal? That way you can control what’s on the menu, and it’s

often cheaper, too. Ask your guests to bring a dish if you don’t want to be overwhelmed by cooking, although don’t forget to let them know if you want them to bring a healthier option. 10. Fancy a nibble? Nibbles are always a very tempting option. It’s fine to indulge in a shortbread biscuit, or a chocolate sweet, but sticking to a regular pattern of meals and snacks will help to make sure you aren’t hungry between meals and help maintain your willpower.

Popular cinema chain Reel Cinema has signed as anchor tenant for the £26million Pioneer Place leisure and retail scheme in Burnley town centre. Burnley Council, owners of Pioneer Place, has announced that the scheme has received a significant boost, having signed agreements with Reel to bring an eightscreen, 18,134 sq.ft. multiscreen cinema complex to the Pioneer Place development, which will also include a restaurant plaza, shops and 125-space car park. The complex will also have space for seven restaurant units and two shops. Burnley Council leader Charlie Briggs said: "I am delighted that we have secured Reel Cinema as anchor for this exciting leisure and retail development. We have signed a deal with Reel to relocate them onsite into a new, purpose built, state-of-the-art cinema multi-screen complex. "It’s great that we have announced Reel as anchor for the Pioneer Place development. The signing will give other restaurant and leisure chains the confidence to invest in this exciting scheme. We’ve already had initial talks with some of the leading restaurant chains and the signing of Reel as anchor tenant should provide them with the confidence to commit. “With the growth of the University of Central Lancashire in Burnley and the student population in Burnley set to grow ten-fold to 4,000 in the next four years, this new cinema and leisure offer will be great for the new students

and a boost to Burnley’s growing university town status. “This development will also be a major jobs boost for Burnley with the site once complete set to create over 300 jobs, as well as the many construction jobs which will be created in the development of the project. “Burnley town centre has attracted a number of new businesses in the last 18 months including Primark, Easy Coffee, Quick Crepes, Millie's Cookies, Carnivoro Brazilian restaurant, and The Corkhouse wine shop & bar. A recent report by independent experts said Burnley is ‘punching above its weight’ in terms of maintaining and growing the number of shops in its town centre. The Pioneer Place development will further establish Burnley as the leading shopping and leisure destination in East Lancashire.” The council’s executive member for economy and growth, Councillor Gordon Birtwistle, said: “Burnley town centre is a thriving centre which we support with a calendar of events throughout the year which have attracted big visitor numbers and increased the footfall in the town. 6 Top Tips to Help the Elderly This Christmas 1. Christmas Decorations Everyone who enjoys celebrating Christmas, likes to get the decorations and a Christmas tree up. Older people or people with a health condition may struggle with this. It's always nice to offer help, although never make assumptions on what someone can and can't do. Elderly or less mobile people may struggle to get the Christmas tree out of the loft, or getting out to buy one, then moving it from the car to the house. Also, getting decorations up on the walls, they might still want to do it but it may be unsafe for them to do so themselves. Simply offering to help with these things can make a huge difference don't forget to offer help with getting them down again too. 2. Christmas Cards. Writing and sending Christmas cards can be a difficult task if your hands are less stable and sight is decreasing. It can be nice to

offer to help write and send an cards with them. It's also nice if you can also read the cards they receive out to them if needed. If you have a crafty elderly friend or relative, you could have a creative activity session of making your own Christmas cards. This can be great with someone who is living with dementia as you could combine this activity with using reminiscent Christmas images from old magazines or printed from the internet. 3. Attending Local Christmas Events. It can be harder to get out and about when you have less energy or mobility, getting to the Christmas Bazaar, a Church service, a community Christmas lunch, coffee morning etc. might seem like a huge task, and dangerous if it is icy outside. Ask if the person has seen any events they would like to attend and offer your help. If you know of someone who

is unable to get out or see what is happening locally, it is a nice idea to have a look and let them know too. An outing, even for an hour or so can make all the difference. 4. Helping with Christmas Shopping. Christmas gift or food shopping can be hard for someone who is older a may have less mobility. It might help to show an older person you know how to use the internet for shopping they could find more bargains online too. Blackburn with Darwen), is urging parents/guardians/ carers to vaccinate their children against flu. The vaccination not only protects the child, more importantly it helps stop the spread of the illness especially to those older members of the family such as grandparents. It can cause severe illness and even

death among vulnerable groups including older people, pregnant women and people with an underlying health condition. Two years ago when there was a significant increase in the number of children vaccinated in East Lancashire, there was a dramatic reduction in emergency admissions of

Dr Preeti Shukla, a GP in Blackburn and a clinical lead at NHS Blackburn with Darwen CCG, said: A big ‘thank you’ to all the parents who made the decision to vaccinate their children against flu last year. You protected your child and your wider family from a very serious illness. But we are still falling short of the 60 per cent target for all eligible schoolchildren. Older children, with underlying health conditions, are also eligible for the flu vaccination but are not receiving the vaccination so we need to ensure that we don’t forget about them too. Flu is a disease which spreads very rapidly and can be very unpleasant in babies and children – some can develop a very high fever or even serious complications of flu such as bronchitis, pneumonia, middle ear infection, meningitis, encephalitis and very occasionally a child may die from flu. So even if your child is healthy, offering them the vaccination can protect them against this illness. But it can also reduce the spread of flu and help protect the whole population. Children are germ carriers and can easily pass the illness on to older and more poorly members of the family. For children, the NHS use the nasal spray

vaccine because it protects them better, for longer, and is easier and more comfortable for children than the injection. The flu virus enters the body through the nose and mouth so the vaccination spray is given through the nose so it mimics the flu virus and results in a better immune response than an injected vaccine. Dr David White, a Burnley GP and clinical lead at NHS East Lancashire CCG, said: The vaccine is free, safe and painless. The decision to have your child vaccinated against flu is yours of course, but we would like you to be fully informed of the advantages and disadvantages before making your decision once again this year. Dr Chris Gardner, a Consultant Paediatrician at East Lancashire Hospitals NHS Trust, added: Children under five are the most likely to be admitted with flu complications and it tends to be the sickest and most vulnerable children who are the hardest hit. By vaccinating your child, you have not only protected them but the more

vulnerable children in school and your local community. 'Good' rating for Rossendale care home Olive House Home for Older People has been rated as 'good' by the Care Quality Commission (CQC). The Lancashire County Council-run care home, based on New Line, Bacup, provides residential care for older people and those living with dementia. It can accommodate up to 44 people at a time. As well as providing longterm care, the service also offers community beds, which are used for rehabilitation and help to ensure people can live independently in their home again after a stay in hospital. The service was rated

New factory to bring 100 jobs to Rossendale Work is starting on a new business site to bring 100 jobs to Rossendale Futures Business Park in Bacup will see the vacant Plot 5, near to Lee Quarry, transformed into the site for an international factory. The building will be a manufacturing facility for Orthoplastics, which is a world leader in the development and supply of implantable medical devices for the orthopaedic sector, involving musculoskeletal issues. The official opening is expected to take place in Spring 2020 and is a partnership between Orthoplastics, Barnfield Construction and Rossendale Borough Council, It is thought there will be 100 jobs created in the local community over the next few years with the opening of the factory. The start of building work was marked by the partners

CAST ANNOUNCED FOR JACK AND THE BEANSTALK With pantomime season is just around the corner at Oldham Coliseum Theatre. The theatre has lined up a talented cast of familiar faces for this year’s famous festive spectacular, Jack and the Beanstalk, who will be putting the extra sparkle into Christmas in Oldham. Announced earlier this year, pantomime favourite Richard J Fletcher will be making his first outing as Pantomime Dame on the Coliseum stage after 11 years as Oldham’s beloved high-flying, heelkicking Pantomime Comic. Aston Villa 2 Burnley 2 Jay Rodriguez and Chris Wood both scored on their return to the Midlands as the Clarets twice came from behind to take a precious point from a pulsating encounter. Burnley hadn’t been to Villa Park since May, 2015 but this was worth the wait as Sean Dyche’s men extended their unbeaten run away from home with a gutsy performance capped by two headed equalisers. Jay Rodriguez claimed his first Premier League goal for the Clarets after coming off the bench at half-time to cancel out Anwar El-Ghazi’s first-half opener. And after John McGinn had volleyed Villa back in front with 12 minutes of normal time to go, Wood hit back instantly with his third goal in two games back in the city where he had played on loan with Birmingham. Rodriguez’s past with West Bromwich Albion made him a more obvious target for the Villa fans but the Clarets’ summer signing had the final word as he opened his account to leave honours even with former Burnley captain Tom Heaton as the Clarets’ determination to not be beaten again came to the fore. Heaton was given a warm welcome by both sets of supporters on the goalkeeper’s first reunion with the Clarets, but any feeling of bonhomie was soon put one on side by both sets of players in a fullblooded clash that barely contained a dull moment.

Villa - battling to get out of the bottom three on their return to the top-flight following a three-year absence - had the first chance just three minutes in when the lively McGinn headed wide from a Matt Targett cross at the start of eventful first 45 minutes for the Scotsman. At the other end, Wood passed up an equally inviting opening when a better connection on an Erik Pieters’ cross would surely have brought the striker a headed goal. And both sides then struck the woodwork within the space of a minute in a feisty encounter, Hourihane curling an effort against the post following a short free-kick and then Dwight McNeil clipping the top of the crossbar with a superb set-piece of his own from 30 yards out. The Clarets were very much in the hunt at that point but with Villa gradually turning up the heat it was the hosts who wrested control as they looked to add to the four points they had taken from their last two home games. McGinn had an effort disallowed for off-side following the intervention of VAR which picked out Hourihane in an obvious offside position as he delivered the decisive cross. And even though the Clarets gained some respite with Jack Cork seeing a flicked attempt from an Ashley Westwood corner blocked on the line by Tyrone Mings, the momentum was increasingly with Villa.

That said, the hosts’ opening goal will have disappointed the Clarets, who were caught out on the break after a Matt Lowton cross had been cleared for Frederic Guilbert to race away and pick out El Ghazi, whose excellent run towards the near post was matched with the quality of the finish which he steered across Nick Pope and into the far corner. El Ghazi then headed wide and Pope had to save from Jack Grealish as Dyche was happy to get his men in to try and re-group. That saw Rodriguez introduced at the start of the second half in place of Cork - who suffered a shoulder injury earlier in the piece - and a re-shuffle towards a 4-3-3 formation. And almost immediately the Clarets went close to equalizing as Ashley Barnes picked out Jeff Hendrick for an effort deflected over the bar via the outstretched leg of Mings. With umpteen stoppages in the game – not least a lengthy delay for treatment to Wesley who went down as if out for the count after the ball caught the Villa striker in the face – Burnley found it hard to build up a real head of steam. But their persistence paid off when Rodriguez headed the Clarets level in textbook fashion. McNeil triggered the move from midfield and after Barnes and Pieters had put in the spadework out wide, Pieters delivered another pin-

point cross which Rodriguez met with a powerful downward header to give Heaton no chance. On such a rumbustious afternoon that was never likely to be it, though, and two goals within not much more of a minute kept things on a knife edge. Villa struck first when McGinn made amends for the one that got away with a composed far-post volley from an excellent delivery from substitute Trezeguet. But the Villa fans in a capacity crowd had barely stopped celebrating when Burnley equalised for a second time through Wood. Lowton was the provider this time with a lovely ball in and Wood made no mistake with another powerful header to make it three goals in two

games. No-one in the Premier League has scored more headed goals than Wood since the start of last season. And his eighth such contribution brought a fitting reward as the Clarets then saw out seven minutes of added time to continue their forward momentum. A goal in the 93rd minute from substitute Kevin Ellison following a leveller from Adam Buxton just after the hour saw the Shrimps rewarded for their fighting spirit after two goals from Jordan Turnbull gave the Cobblers a two goal lead at the break.
