Entertainment at the fair includes: DJ Shawn Lucas, Wilson County Board of Education member Gary Farmer as the emcee, character mascots, a dunking booth, the Fike High School band, the East Coast Cheerleading Squad, the chorus at Jones Elementary, bounce houses, vehicle displays (including a school bus where bus routes are available), face painting, raffle prizes, field day games and a playground.

Wanda Samuel of the Wilson County Sheriff ’s Department; and Judi Thurston, communications director for the United Way. Assisting the Event Staff are roughly 50 volunteers that include community members and Wilson County Schools students and staff.

Volunteers of all ages came out to help stuff the backpacks that will be given away at the Back-to-School Fair. The “1,000 Backpacks in 100 Days” campaign raised roughly 1,500 backpacks since April. Photos by Stephanie Creech | Times

Backpacks The school system launched the “1,000 Backpacks in 100 Days” campaign in April. The backpacks are available in the multipurpose room. Because of the overwhelming support of the community, Wilson County Schools has collected roughly 1,500 backpacks, and the number continues to rise. Backpacks or supplies turned in after the fair will be distributed to students once the school year begins. Wilson County Schools has a student population of 12,200 and over half of those students are identified as being economically disadvantaged. For a list of event and backpack sponsors, see the ad on page 12 of this special section. In most instances for backpacks donated by companies or agencies, it was the individual employees who made the donations.

A Big Thanks Community members also played a large role in the planning and staffing at the event. A committee made up of Wilson County Schools employees and community members started planning the event and the backpack drive in February and will serve as Event Staff at the event. The committee members employed with Wilson County Schools are: Amber Whitley, director of public relations; Jessica Bailey, public relations specialist; Tom Evans, executive director of federal programs; Vivian Roach, executive director of Exceptional Children; David Lyndon, executive director of secondary education; Tommy Finch, assistant superintendent; Martha Cayton, administrative assistant for Mr. Finch; Cynthia Wortham, curriculum specialist; and Roy Henderson, principal of Jones Elementary. Other committee members are: Martha Vick,

Bulson and the board will be talking during the coming months about the district’s overall strategy for providing laptop computers and iPads for all students. Bulson said the $2.1 million is one-time money. Going forward, he would like to see the board and community reach an understanding and commitment on funding providing technology in all of the schools. Chairman Robin Flinn said this will be a “learning year.” But she stressed that this is “definitely the way we’ve got to go” in order to be “ahead of the curve.” Bulson raised the possibility of providing iPads

Good news about bad weather Here’s some good news about bad weather. When the skies are brewing snow and freezing rain this winter or when severe weather threatens at anytime, Wilson County Schools’ families should listen for the telephone to ring with the latest news about school closings or delays. Whenever weather requires a change in the school schedule, an automated communication system will dial school

families and deliver the news. The system will call telephone numbers gathered from the database at each school. Missed the call? Check your answering machine or turn to television or radio for the latest weatherrelated information. No call means the system does not have your correct phone number. Calls to families and to television and radio stations about changes to

the school day generally will be made by 5:30 a.m. However, if the weather requires an earlier decision, information will be distributed by 7 p.m. when school is to be closed or delayed the following day. To ensure that you get a bad-weather call, make certain that your phone numbers listed at school are current. Calls will not be made when school operates on a regular schedule.

Got a problem? Climb the ladder

Pest management program controls treatment Wilson County Schools uses an Integrated Pest Management (IPM) approach for controlling insects and rodents on every campus. IPM does not include the Early College Academy, which is located on the campus of Wilson Community College. The school system contracts with Orkin to provide IPM service. The IPM approach focuses on making school buildings and grounds an unfavorable place for pests to live and breed. Thorough maintenance and cleaning, for example, reduces or eliminates food and water sources on which pests depend and destroys places where pests can hide. Other IPM techniques include increasing sanitation and monitoring, sealing entry points, modifying storage practices and physically removing pests. From time to time, controlling a pest problem will require the use of chemicals, which will be used only when necessary and not as a routine treatment. When chemicals must be used, the least toxic products will be applied. Access to treated areas will be protected against unauthorized

entry for the period specified for a particular chemical. Notices will be posted at application sites and will remain there until the time for safe reentry has passed. Parents can request a list of the pesticides that may be used on school campuses this year by contacting Mark Letchworth, the school district’s director of maintenance, at 399-7820. In addition, parents can request prior notification when specific pesticide applications are planned for their children’s schools. To receive notification, parents should call school and ask for an IPM Request for Notification form. A form is required for each school from which a parent wishes notification. Those who submit the request will be notified at least 72 hours before a pesticide is applied. If a chemical application is required to control an emergency pest problem, notice will be provided as soon as reasonably possible after the application. Notification does not include cleaners (disinfectants), pesticides formulated as baits or gels and any EPA-exempt pesticide.

FOR BACK-TO-SCOOL

Smart

Problems have solutions. Wilson County Schools wants to help you find one if a problem crops up. The correct place to start when you’re looking for an answer is on the first step of the administrative ladder. Talk with the individual closest to your problem first and right away – the teacher in most instances. If your concern cannot be addressed to your satisfaction, climb the next step and talk to the principal. Most problems meet an equitable solution here. Still not the answer you’re seeking? Go up another rung; call the Central Office. Ask for the executive director who supervises the grade level at which the problem has occurred – elementary, middle or high school. Still not content? Call the Central Office again and climb higher. Ask for the assistant superintendent responsible for your school. Doesn’t work there either? That’s very rare.

Now it’s time to call the superintendent. But to reach that top step, be sure to have four important ‘yes’ answers ready. Have you talked with the teacher, principal, executive director and assistant superintendent? It’s that easy … in that order. Step by step. Just climb the ladder.

Dress codes set acceptable fashion for students and staff North Carolina General Statute 115C-391(a) requires local boards of education to include a reasonable dress code for students in policies governing the conduct of students. Wilson County Schools students have the freedom to be fashionable within the boundaries of acceptable dress established by Policy 6401, Student Dress and Appearance, which follows. Also included below is a companion dress code for staff. Principals have the authority to put into practice additional measures governing standards for dress.

Student code The Wilson County Board of Education respects a student’s right to choose his or her style of dress or appearance. However, students are expected to adhere to standards of cleanliness and dress that are compatible with the requirement of a good school environment. If a student’s dress or lack of cleanliness is such that it constitutes a threat to health or safety, the principal or principal’s designee may require the student and student’s parent or guardian to take appropriate action to remedy the situation. In addition, if a student’s dress or appearance is so unusual, inappropriate or lacking in cleanliness that it clearly disrupts class or learning activities, the student may be required to change his or her dress or appearance. Student violations of this policy shall be handled by the principal or principal’s designee. Violation of this policy shall be a Category One violation of Policy 6400, Student Conduct and Discipline, and the penalty shall be the same as any other Category One violation. Principals will maintain guidelines to assist students in determining appropriate dress and appearance for school, copies of which will be made available to parents and students. Items listed below shall be included in all school guidelines and shall apply to all students. Accommodations will be made by the school principal or principal’s designee for those students who, because of a sincerely held religious belief, cultural heritage or medical reason, request a waiver of a particular guideline for dress or appearance. The superintendent shall establish appropriate procedures and regulations for requests and disposition of waiver requests. Accommodations shall be made by the principal to accommodate students involved in special duties, vocational classes and projects, special events or other activities that would allow for nonconforming dress on a school campus. • Clothing must be age appropriate, not disruptive to the teaching-learning process and cannot be provocative, indecent, vulgar or obscene. • Hats, sweatbands, bandannas or sunglasses will not be worn inside the school buildings. • Shorts must be of adequate

length to reach the ends of one’s fingertips when the student is standing and the arms are by one’s sides. • Skirts and dresses must be no higher than three (3) inches above the top of the knee. • Clothing will not be allowed which promotes alcoholic beverages, tobacco or the use of controlled substances, depicts violence, profanity, vulgarity or obscenity, is of a sexual nature or is of a disruptive nature. • Shirts and blouses must cover the waist and midriff and go past the waistline. Tank tops or spaghetti-strap tops may not be worn as an outer garment. • Footwear is required. Bedroom shoes are not allowed. Students in laboratory or shop environments must wear closedtoe shoes. Students in physical education classes must wear athletic shoes. Shoes that have laces must be laced and tied. • Clothing is not to be sheer or mesh and cannot have excessive holes. • Undergarments are not to be visible. • Clothing must be worn appropriately (nothing inside-out or backwards, no rolled-up pant legs or unfastened bibbed overalls, no sagging pants, belts must be buckled and worn at the waistline, etc.). • Clothing will not be allowed that is intentionally shredded or torn. • Tight clothing such as knit or spandex bicycle/biker pants or overly tight pants is not allowed. • Students shall not wear clothing articles with the intent to convey membership or affiliation in a gang. • There shall be no jewelry affixed to a student’s nose, tongue, lips, cheeks or eyebrows.

Uniform Student Clothing The Board of Education authorizes schools to implement programs in which students are required to wear uniform clothing at school during the regular school day. The required wearing of uniform school clothing is intended to allow students to focus on instructional objectives of the school, favorably impact student attitude, promote harmony among students and enhance the image of the school. Each school’s plan for uniform school clothing must be developed and approved according to the procedures and timeline set forth in this policy. The Superintendent must approve all such plans before they are implemented at the school level.

Approval Process When a principal and School Leadership Team (SLT)

have decided to develop a plan for uniform school clothing for their school, the principal shall notify the Superintendent that their school has begun this process and submit a proposed timeline. When the proposed plan has been finalized by the SLT and principal, but before surveys are conducted, the principal must submit the proposed plan to the Superintendent for a preliminary review. Upon completion of the survey, the principal shall forward the survey results to the Superintendent. The Superintendent shall review and approve proposed plans that meet the requirements of this policy. School plans will be implemented at the beginning of the school year. Final approval by the Superintendent of the proposed plan must be obtained a minimum of six months prior to the first day of the school year in which the plan will be implemented. Notification of parents of the implementation of a plan for uniform student clothing must be provided to parents within five (5) days of the Superintendent’s approval.

Planning Each SLT and principal shall work together to develop the school’s proposed plan. The proposed plan must address the expected effects of the plan on: • Safety • School spirit • Student discipline

tity

Parent Surveys

• Other effects The proposed plan must address the following elements of uniform clothing design: • Colors • Logos (may be added to individual articles of clothing) • Particular articles of clothing (e.g. skirts, shorts, slacks, shirts, vests, jackets, accessories) The proposed plan must address the following: • How clothing will be made available for low income students • Accommodations for students for whom wearing particular attire is part of their religious practice • Accommodations for students whose health would be adversely affected by wearing the uniform clothing • Procedures to allow students to wear or display accessory items that do not contribute to disruption or interfere with discipline or the rights of others • Connection with the school’s discipline and character education plans • Penalties for non-compliance • Involvement of various parent groups in promoting the plan • Timing of implementation

After developing the proposed plan according to this policy, parents must be surveyed. The parents/guardians of each student currently enrolled in a school must be given the opportunity to agree or disagree with the implementation of the proposed plan through a paper survey form. One survey form per family will be provided regardless of the number of children enrolled in the school. In order for the proposed plan to proceed forward in the approval process, 70% of the potential respondents must register a response and, of those who respond, 65% must indicate their agreement with the proposed plan. Failure to obtain a response level or level of agreement equal to or greater than the percentages above stops the process for that school year. Principals and school leadership teams may consider developing a plan for uniform clothing each year.

Review of Plans The principal and SLT of schools that implement uniform school clothing plans will evaluate the plans and will survey parents/guardians at least every 5 years to determine if continued interest in the plan exists. In order for the plan to continue, 70% of the potential respondents must register a response and, of those who respond, 65% must indicate their support for continuing the plan.

The top 5 Creative and healthier back-to-school after-school snack ideas

It’s no secret kids love to dip, so make afterschool snacking more interesting by providing dip along with fresh fruit, veggies and crackers. Instead of salad dressing, change things up by mixing a single serve apple sauce cup with two tablespoons of peanut butter for a healthier dip alternative. Watch as your little ones wolf down their carrots, celery, apples, pretzels and more. Parents love that this dip option has many nutritional benefits - the apple sauce in it is a good source of vitamin C and peanut butter is packed with protein.

Apple sauce has been a snacking staple for years, but now you can add a little excitement to those prepackaged apple packs. Simply buy Tree Top apple sauce cups, made with 100 percent USA apples, and place them in the freezer for a tasty treat similar to sorbet, and a healthier alternative to most ice cream and frozen snacks. Kids can grab them on their own when they get home from school so mom and dad don’t have to lift a finger. Stock up on Tree Top apple juice boxes, too, for a complementary, easy grab-and-go drink option.

Wrap it up Keeping whole wheat tortillas on hand is a smart move for any parent because they are extremely versatile. When kids come home from school hungry, it’s easy to take a tortilla and fill it with their favorite nutritious fillings. For example, spread with classic peanut butter and jelly, add some banana and honey, or fill with turkey and mozzarella for a satisfying snack that keeps kids focused through all their homework.

Sleep smarts Sleep is an important part of back-to-school preparation increased, GPA decreased. Once a pattern of bad sleep has developed, is it possible for teens and college students to “reset” their internal clocks? Researchers at the American Academy of Sleep Medicine say it is. Suggest that your students try following these tips, a little bit at a time, over several weeks:

or noise-cancelling headphones. Keep the room cool and dark. Make your bed as comfortable as possible. Consider investing in a foam mattress pad and a quality pillow. For example, for around $100, you can purchase a mattress topper and a waterbase pillow, both of which greatly improve head, neck and back support while you sleep.

get is of the best quality,” explains Maurice Bard, founder and CEO of Mediflow Inc., a company that makes waterbase bed pillows. “One simple way to accomplish this is to make sure your teens are sleeping on the right pillow - one that adjusts to properly support their head and neck throughout the night.” Countless studies have shown that people who get the right amount of sleep are physically and emotionally healthier - which is of course is something we all want for our children. Getting better grades is just the icing on the cake.

• Turn off your cell phone and laptop at night. Besides being a distraction, exposure to light can suppress the production of melatonin, a hormone that aids sleep. • Make sure your bedroom is set up for sleep. If you are a light sleeper or your dorm is noisy, try wearing earplugs

color-coded drawers that allow for easy separation by child or project type. Go through stored items at regular intervals, perhaps once a month or once a quarter. Keep in mind, the more you accumulate, the easier it will be to pare down, as the best pieces will stand out from the crowd. Designate a homework spot. Decide on the best spot in your home to set up homework central. Take into consideration how involved you need to be with homework and your child’s style. Does he focus better with people around or in a private setting? Is he better suited to sit at a desk or curled up in a favorite chair with a laptop cart? Once you have a place picked out, gather together handy homework tools and supplies into a nearby bin, drawer or cabinet. Stock up on age-appropriate supplies such as pens, pencils, erasers, paper, crayons, markers, a ruler, dictionary, calculator and a pencil sharpener. Create a communication hub. Include the family calendar, a chalk or bulletin board for posting messages and reminders, a binder for key documents, colored markers, pens and pencils. If you’re a visual person, consider color coding your calendar by assigning each family member a different color. Remember not to forget. Use wall hooks and baskets or bins near the front door to corral the items you need to remember each day: backpacks, books, lunches, gym shoes, sports equipment and musical instruments.

Does your list of school supplies include sleep? Studies say it should, especially for teens. Only 8 percent of American teenagers are getting the required nine or more hours of sleep needed, according to the National Sleep Foundation. In fact, a recent study published in the “Journal of Adolescent Health” found that more than 60 percent of high school students get less than seven hours of sleep per night. The situation does not improve in college, either. A 2010 study conducted at the University of St. Thomas in Minnesota revealed, not surprisingly, that 70 percent of college students get less than the 8 recommended hours of sleep. While most people have, at times, battled sleep issues, poor sleep habits plague college campuses. Let’s face it - most college kids do not place a premium on a good night’s rest. In addition to sleep falling low on the priority list, most students are sleeping on cheap dorm mattresses and worn out pillows - which can affect sleep quality. Perhaps reminding your student that there is a proven relationship between healthy sleep habits and academic success might help encourage healthier habits. In 2010, a University of Minnesota study found a significant positive correlation between the amount of sleep per night and GPA. Additionally, as the average number of days per week a student got less than five hours of sleep

The start of a new school year is like a fresh box of crayons - full of possibilities. Ginny Bean, mother of three and publisher of Ginny’s catalog, suggests families take advantage of this clean slate by establishing some new organizing routines. Think ahead. Mornings are chaotic in most households with schoolaged children. Consider handling as many daytime preparations as possible the night before. Lay out clothes. Pack lunches. Set out the breakfast dishes and cereal. Pack backpacks. Bean suggests making systems kid-friendly, so young helpers can feel involved, and save mom some time in the process. “Carve out a spot on a lower shelf of the pantry for lunch boxes and lunch-making supplies. Then make children responsible for putting away their empty lunch boxes at the end of the school day, or even packing their own lunch.” Tackle school paperwork. Make a habit of sorting through children’s backpacks with them the same day they come home. Allot time after school, when you arrive home from work, or after dinner, depending on your family’s schedule. Use a tiered letter sorter or filing system with designated slots for each child’s papers, and an “A.S.A.P.” space for teachers’ notes, permission slips and anything else that requires immediate attention. For schoolwork and artwork you want to keep, try a two-step approach. First, purge unwanted items as soon as they come in the door. Collect the possible keepers in a storage bin or wheeled cart with

When school starts, kids’ schedules fill up fast, and that means they need the right fuel to keep their growing bodies and minds satisfied. After a long day of learning, kids require a snack that will get them through homework, afterschool sports and other activities until dinner is served. Before you reach for the default bag of chips, consider these healthier alternatives that are just as easy and convenient. Creative, healthier after-school snack ideas that your kids will gobble up:

Five ways to help kids boost their brain power Everyone is born with about 100 billion brain cells. We form new connections between these cells throughout life, but the rate is particularly high when we’re young. Since those connections facilitate thinking and learning, parents who want to help give their children an intellectual edge should consider the brain-healthy choices they make each day. “Making the effort to nurture your child’s brain with both proper nutrients and varied experiences, especially when they are young and developing at such a fast rate, is crucial,” says speech pathologist Lauren Zimet, founder of Early Insights, LLC, and an expert on childhood brain development. “The connections in brain circuitry can be enhanced through the environments and activities a child is exposed to, and participates in, as well as the nutrients a child consumes.” Zimet offers five tips to help parents enhance healthy brain development in their children, positioning them for success in school today, and well into their future:

tioxidants, vitamins and minerals needed to nourish and protect their growing brains. If your child is resistant to eating produce, encourage them to come shopping with you and select something new to try. Kids are more likely to eat what they have selected themselves.

Select a rainbow

Eat omega-3 brain food

It’s no secret that the benefits of fresh fruits and vegetables are numerous, but thanks to the results of ongoing research, you can confidently add brain health to that list. Encourage your children to eat a colorful array of produce (organic when possible) each day so they get the an-

Relax the right way While it’s true that exercise boosts brain power, it’s also important to teach children how to relax. Balancing activity with relaxation is important so that kids don’t get too stressed, which can impact the brain’s development and lead to learning and behavior problems. Teaching children early on the benefit of setting goals, working towards those goals, and giving their brain and body time to relax are important life skills. When it’s time to relax, skip the TV and teach your child that taking a walk in nature, reading a book or drawing are great ways to unwind. Deep breathing is also an excellent practice to teach children of all ages.

Omega-3 essential fatty acids are critical to a child’s brain development. They are called “essential” because we need them for optimal health. The problem is that our bodies cannot manufacture them and we can only get them from the food we eat or supplements we take. While fish, nuts

and seaweed are good omega-3 sources, kids typically don’t gobble down these foods. That leaves many parents worried that their kids aren’t getting enough, and with omega-3 deficits linked to ADHD, dyslexia and other behavioral and psychological disorders, many are turning to supplements for their children. Experts agree that the safest, most reliable source of the most important essential fatty acids (EPA and DHA) is a high quality fish oil supplement. Fortunately, there are purified, molecularly distilled fish oil supple-

ments that are manufactured with kids in mind. Parents should be sure to choose one of these chewable, tasty options like those by Nordic Naturals to ensure success in getting their children to take the supplements.

Happy brains are hydrated brains Staying hydrated is important for growing brains and bodies. Water can improve energy, increase mental and physical performance, remove toxins and waste from the body, and keep skin healthy and glowing. Based on

the trillions of cells in the body that need water to function, most nutritionists agree that children need more, not less H20. To estimate how many ounces of water your child should drink daily, divide his or her weight in half and aim for that number of ounces per day.

Be a positive support system early on Learning is a complex process, but children will be more open to trying new things when they know their parents believe in them. Acknowledging effort, instead of the outcome,

strengthens a child’s belief in himself or herself. Teaching goal setting, prioritizing activities and working off of check lists exercises the prefrontal cortex (PFC) in the brain. Experimentation through trial and error is the way the brain learns best. “Giving your child’s brain what it needs to grow strong can help him or her at school and in all social situations,” adds Zimet. “Utilizing these tips is a great way to help position your child for success in the coming school year, and beyond.” Courtesy of ARAcontent

Wilson Youth Council Takes a Stand Against Bullying Kids are bullied. This is not shocking to anyone. But the recent headlines and tragedies are shocking. While most adults can recall someone in their school that was always picked on — or can tell a story of being bullied themselves — the change we see in today’s society is the extreme pressure and the relentless use of social media that makes it impossible for the victim to escape. This 24/7 exposure is resulting in very tragic outcomes – suicide, dropouts, and revenge attacks on school grounds. “I wanted to make sure we never have one of those horrible headlines here in Wilson,” said Erika Dietrick. Dietrick started the Wilson Youth Council’s anti-bullying program as an outreach to teens. She was recognized as both the 2012 NC Jaycees Most Outstanding Teen and the 2012 NC Most Outstanding Youth Council Member for her leadership in the project. She is a recent graduate of Hunt High School and WYC alumni member. While Dietrick has graduated from the youth council, and will be attending ECU Honors College in the fall, the council has committed to continuing the project into the new school year. The Wilson Youth Council will be presenting their research findings and new project ideas at the Wilson Gang Taskforce Conference on Bullying and

Gangs on Friday, October 26. The conference is for teachers, professionals and parents. The WYC will present a skit about the effect of bullying and share their research findings after surveying more than 1,200 Wilson high school students. The anti-bullying project is most recognized by a bright white oval sticker, with bold purple letters which reads, “SMH@BULLYING”. Most adults would recognize the popular oval shape to be similar to the OBX (outer banks) window decals, but the message might be lost. The initials “SMH” stand for “shaking my head”. It is a disapproving message often used in texting, tweeting and on Facebook (ask most any teen, and they will look at you with a “duh” face). The WYC developed a sticker, wide silicone purple bracelets, a survey and petitions, all incorporating the new message. WYC will add to the program this year with two new projects. The first is a poster contest. Each high school will hold an internal contest for the best originally designed anti-bullying poster. Students will submit their poster designs to the guidance office at their individual school. The top three from each school will then be judged by the SMH Team to select one winner. The winning design

will be used by the WYC to create an anti-bullying message that will be distributed to all high schools. The second project will be a new action plan to help teens understand how to counteract bullying. WYC will again host “Mix It Up Day” in October. This is an opportunity for students to mix up who they sat with during lunch. This helps with breaking down barriers. Students will be encourages to sign the SMH pledge which calls student to action to break the bullying triangle. The bullying triangle consists of three parts: (1) the bully, (2) the victim, and (3) the bystander. The majority of those involved in bullying are the bystanders. The people, who let it slide, remain silent, make an excuse, laugh or just walk away. Laughing encourages bullies. Silence is a permission slip to continue. Throughout the year, the WYC will be promoting actions to help bystanders know what to do, how to safely stand up, speak out and counteract the bullying. The WYC goals are to hold awareness programs in the schools, have community programs for parents and to change the culture in schools. WYC is an award-winning council. The Governor’s Youth Advocacy and Involvement Office awarded the WYC the 2012 “NC Most Diverse

The Wilson Youth Council will hold an Open House for new members on Monday, September 10 at 6:30 p.m. in the city council chambers in town hall, located at 112 Goldsboro Street. The WYC focuses on leadership and community service. It is free

and open for membership to all high school students in Wilson during the fall semester. WYC is sponsored by the City of Wilson’s Human Relations Office. To find out more, call 399-2308 or visit our web page at www.WilsonNC.org Key word: youth
