Notice is hereby given of a 60 day public participation process in terms of the National Environmental Management Act, 1998 (Act 107 of 1998) (“NEMA”) and the EIA Regulations (2014) as amended, as well as the National Water Act, 1998 (Act 36 of 1998) (“NWA”) for the application for environmental authorisation (EIA) and a water use licence (WUL) to undertake the following:

Project Description & Location: (33° 22' 31.67“S, 19° 22' 13.15“E): The proposed development entails the ‘taking’ of winter water (110 000m³) and the ‘storing’ thereof in the proposed (new) Jade Hills dam for summer irrigation. It is proposed that construction of the dam occurs in two phases. For phase 1 it is proposed that the dam will have a capacity of ±67600m³, a maximum wall height of ±11.1m, a total surface area of ±2ha whereas phase 2 will have a capacity of ±110 000m³, a maximum wall height of ±12.5m, a total surface area of ±2.3ha. The dam will be located on agricultural land.

Public Participation: Interested and Affected Parties (I&APs) are hereby notified of the application and invited to register (in writing) and/or provide initial comments and identify any issues, concerns or opportunities relating to this project to the contact details provided below, on or before 26 June 2023. Notice is hereby given of a Public Participation Process in terms of the National Environmental Management Act (Act No 107 of 1998) and the National Heritage Resources Act (NHRA)(No.25 of 1999)

An application for environmental authorisation has been submitted to the Western Cape Department of Environmental Affairs and Development Planning for a proposed access road on the Remainder and portion 5 of the farm Grootfontein 149, of the Witzenberg Local Municipality of the Western Cape Province.

Proponents: Grootfontein Access Road (Pty) Ltd Environmental Consultant: Cape EAPrac

Proposal: It is the intention of the proponent, to construct an access road to provide access to three Photovoltaic Facilities already authorised on the Remainder of the Farm Grootfontein 149. The proposed access road will make use of the authorised access point along the R356 and will have a maximum width of 15m inclusive of side drains and gravel embankments. This road will provide Access to the Authorised Grootfontein PV1, Grootfontein PV2 and Grootfontein PV3 which are preferred bidders in terms of the Department of Energy’s Renewable Energy Independent Power Producers Procurement Programme.

The procedures for as Basic Assessment in terms of Regulation 19 of the 2014 EIA regulations (as amended) are being followed in this instance. The following Listed Activities are applicable in this instance: GN983 Item 12 (ii)(a) & c, Item 19, Item 24(ii), Item 28(i), Item 56(ii) and GN985 Item 4(g)(ii)(ee), Item 12(i)(ii), Item 14(ii)(c)(i)(ii)(ff), Item 18(i)(ii)(ee)(ii).
