A “WILD AND CRAZY IDEA” BROUGHT TO LIFE

Forty yearsago,in Aprilof 1983, island residents voted overwhelmingly (466 to 1)at Town Mee ng to file an innova ve home­rule pe on with the Massachuse sLegislature to establish a land bank for Nantucket.

The pe on wasadopted by the state thatDecemberand ra fied by anotherdefini ve vote ata SpecialTown Mee ng in January of1984,where residents agreed thatthis program was “probably the lastchance to preserve forpublic use and enjoymentsome open spaces and beaches ofthe Nantucket Islands.” Just two weeks later,the Nantucket Islands Land Bank,the firstprogram ofitskind in the na on,wasin operaon.

This governmentalprogram is designed to acquire,hold, and manage important open spaces and endangered landscapes,using revenue from a 2% fee on mostrealestate transac ons on Nantucket. There is a first­ me homebuyers exemp on.

William Klein,directorofthe NantucketPlanning and EconomicDevelopmentCommission (NPEDC)from 1974 to 1991, came up with this bold idea thatis now a modelforcommuni es across the country.

Klein first visited Nantucket in February of1974:“Iwas blown away at how beau fulthis place was…About 30 days later,Iwas living here…Iwas 27…” He’d been in his posi on atNPEDC forless than a decade when itbecame clearto him that“familieswho had been here forgenera onsfeltlike they were losing the island: village­centered development was being compromised,” Klein stated in a 2015 interview with Allen Reinhard, “the regular working people of Nantucket were seeing the island disappearasthey knew itin theirchildhoods,and their ability to go hunt anywhere and fish anywhere, and open access to allthe beaches…they saw the threat.

“Isaid to myself:zoning alone isn’tgoing to work forNantucketto keep a village­centered developmentpa ern.”

Drawing on his experiences growing up on Long Island, where city planning had notprotected residents,and working in Pennsylvania,where he wasfirstintroduced to the concept ofa localop on realestate transfertax,he began to consider what it would take to keep development from happening in Nantucket’shighly valued habitatareasand shorefront. Klein was determined to keep a balance.

A era “quick calcula on” he realized they’d need about $100 million dollars,Klein explained in the interview with Reinhard. “Iwrote a conceptpaperforthe Planning Commission, justthrowing the idea out,and was pleasantly surprised that people said,‘oh,that'sinteres ng’… really smartpeople who had a reallove ofthe island going way,way,way back.

“And atthatpointwe began to think abouthow we would ever getsupportfrom Nantucket people for such a wild and crazy idea…How could you eversuccessfully argue orconvince

long term benefitofeverybody and that saving land would protect people'sinvestmentin the land thatwould be developed?”

In the autumn of 1982, Klein and othersinvited experts from up and down the East Coastto a symposium on Nantucketen tled Nantucketin the Year2002. Outofthose sessions came a 23­page document called Goals and Objec ves forBalanced Growth that“talked aboutwhy Nantucketwas so special…there was one page in [it]…thathad the Land Bank concept.”

During the first two years,before it had its own staff, Klein’s o ce ran the NantucketIslands Land Bank. “Inegoated about $25 million worth ofacquisi ons those first two years…guided by a five­memberLand Bank Commission.”

Nearly four decades later, the Nantucket Islands Land Bank Commissionersand Land Bank staff iss lldevoted to acquiring,holding,and managing importantopen spacesand endangered landscapes for public use and enjoyment. During 2022,transferfee revenue came close to $47 million. They acquired 21.19 acres ofland,bringing the totalacreage owned by the Land Bank to 3,408 acreswith another503.4 acresprotected by conserva on restric ons(some held in conjunc on with the NantucketLand Council). From itsincep on through 2022, the Nantucket Islands Land Bank has spent $385,147,076 on land purchases.

In addi on to administra ve staff,the Land Bank has a year­round field crew offive,with field assistantsin­season. They have a Research Ecologistand a Field Ecology Coordinator on staff. Their environmental stafferswork on encroachments,permi ng,conserva on restric ons,and management ofinvasives. “The program has been a greatsuccess,” Bellcommented,“ourLand Bank staff is dedicated and believes in the mission…they love the work: it’s very fulfilling.”

“In my mind,the greatest future challenge facing Nantucket Island is coastalresiliency—Nantucket’s recently approved CoastalResiliency Plan totals projects in the amount of$900 million. As owner ofa significant number ofwaterfrontproper es thatare cri calto the island’s economy,the Land Bank can help tremendously in this arena. We have a numberofprojectscurrently in planning in the downtown that willhelp build resiliency aswellaspreserve and enhance public access to the harborfordecades to come,” Bellstated.

Recent agricultural projectsinclude crea on ofa heritage apple orchard,purchase ofBerry Patch Farm with a farmland lease,and a farmland license granted to the Land Bank’sEatFire Spring Farm property in Wauwinet. The Land Bank leases8 acresofland atMt.Vernon Farm to Sustainable Nantucket and collaborates with Moors End Farm and My Grandfather’s Farm. They are considering crea ng addi onalcommunity gardens. Lastyear,to furtherthe agriculturalaspectsoftheirmission,the Land Bank partnered with the American Farmland Trust to learn more aboutecologically responsible and regenera ve agriculture.

Ac onsofthe NantucketIslandsLand Bank Commissioners and staff are wellthought out and carefully considered. One ofthe criteria foracquisi ons“is‘doesitadd to whatwe already own?’ We’ve managed to s tch together proper es over me that allow for more con guous stretches ofopen land,” Bellexplained. The Land Bank works with other conserva on groups,the Town ofNantucket,and with organizaonson Nantucketwhose goalsalign. A numberoftheirtrails are included in the NantucketConserva on Founda on’sACKTrailsapp,and they are partnering with the Town,SCAPE,and ReMain Nantucket on a resiliency ini a ve on Washington Street. They worked with Nantucket’s Affordable Housing Trustto purchase a lotat141 Orange Street,where the Land Bank willcreate a new pocketpark.

One morning thisspring,bundled in a thick woolsweater, Isatatmy desk,heatcranked,with a mug ofhotcoffee. Snow was falling foronly the third me this winter. Ifeltannoyed. The week prior,Iwasoutside in a t­shirtready to make listsof the garden chores Icould accomplish early in this streak of warm weatherwe were experiencing. And now,it'ssnowing. Usually,Ilove snow...in December,not in March when Iam itching to turn my compost,then spread itovermy seven garden beds. A head startmakes such a difference.

Iwasthrilled to see signsoflife the week before,an early dri of snowdrops in my ephemeral bed, which had now peaked,and brightli le purple crocus,already gone. The sight ofthem li ed my spirits. Although warmer,this winter was bleak. Grey skies the color an oyster shell’s underside persisted fordays. Ineeded spring and sun and new life to boost my winterblues.

Now,with a late snow fall,Iworried about my delicate ephemerals,rising early this year under the protec on ofan ancientchestnuttree where Icreated a bed forthem—dozens ofred­freckled trilliums up too soon,clusters ofLenten Rose Hellebore, ny brightblue pocketsofsquillhiding underneath old foliage,and grape hyacinths ready to bloom along a cold muddy border offuzzy new lamb’s ear. I’d cover them with hay,poorli le things.

paths throughoutmy field,buds s ll ghtly wrapped in their protec ve spathe,were pushing up by the dozenson the westerly side ofthe old barn. The sun reflects off the barn's clapboards and ckles the bulbs back to life. One by one they spring to life,regardless ofthe weather. Iespecially worried about frostbi en leaves and thwarted growth. Iknow what damage heavy,wetsnow can do to my daffs.

Many ofmy bulbs,beside those Iplanted in the 90s,were naturalized from the many that my great­grandmother and grandparents planted in the 1930s. Igrew up in a home my parents built in the early 1950s,and daffodils were the first flower Iremember as a child. They have been a constant in my ever­changing life,no ma er where Icalled home. Certainly,never more glorious then when Ilived on Nantucket, marveling atthe sheernumbersofthem dri ing like high de along the roadsides. The sight made a vivid and las ng impression. Now,the bulbs planted reach into the many thousands,thanksto NantucketGarden Club’seffortsand countless volunteers.

Many years later,my first foray into home gardening on my farm in New Jersey was plan ng daffodils bought from Home Depot. Ipurchased fi y orso bags ofbulbs in red net bags,not having any idea the amount of work they represented. Iwas not the gardener then that Iam now,and I’m

The daffodiland its cousin,the jonquil,fallwithin the botanicalgenusNarcissusofthe amaryllisfamily. Firstdiscovered millions ofyears ago in the meadows and woods ofthe Western Mediterranean and along the Iberian Peninsula,they laterspread into the FarEastduring the 10th century,where

It is said that daffodils growing on the banks ofponds and streams bending their heads toward the water symbolize the mythical boy admiring his image,a symbolofunrequited love. The English word "daffodil" appears to be derived from the old English word "Asphodel” to which itwas commonly compared. Daffodils are the birth flowerofMarch,the month in which Iwas born.

David: Walking my dog along the island’s beaches.

Gloria: One of my favorite Nantucket ac vi es is Daffodil weekend.Ilove celebra ng spring,seeing the island awaken a er winter. The abundance ofdaffodils is amazing! Everyone’sspiritsare in fullbloom aswell. Plus,my birthday in late Aprilusually coincides with Daffy weekend. Ifeellike a big party is being thrown forme!

David: The community here and the naturalbeauty. Aslarge asthe island hasgrown,it'ss lla smalland specialplace with people you know.

Gloria: So many things make Nantucket special:the open space and incredible walks. The variety of beaches...the light...the flora and fauna...the history and architecture...the

Gloria: Ihave seen incredible changes. Ihave ridden the marketshighsand lowsand watched the island experience significant development. The Nantucket Conserva on Founda on and the NantucketLand Bank have aided in the preserva on ofthousands ofacres ofprotected open space through their purchases,which benefits the flora and fauna,people living here and those visi ng,as wellas assis ng in maintaining strong realestate values. Year­round housing was an issue back in the 1980sand con nuesto be one ofthe more significantproblemswe wrestle with:it’sa very challenging situa on and notan easy one to solve with the escala ng price ofreal estate.

The pandemic greatly altered the market:Nantucketbecame a “safe haven.” Second home ownerssoughtsolace here with theirfamilies,and those contempla ng a purchase dove rightin.
