Protecting the Public Trust: Nantucket’s First Waterkeeper

After graduating from University of Rhode Island with a degree in Marine Biology, he spent several years getting experience in habitat restoration and water quality research at Save the Bay and the Blackstone River Coalition. “Dave Prescott was a mentor: he took me under his wing and introduced me to a serious water quality monitoring program. I also got experience in environmental education and habitat restoration.” It was while he worked at Save the Bay that Turcotte discovered the Waterkeeper Alliance.

“In 2018, my partner and I did the Pacific Crest Trail— Canada to Mexico. We got back a few days before Thanksgiving, and I started looking for opportunities.” A board member at Save the Bay told RJ the Nantucket Land Council was looking fill a full­time position: “it was a lot of the tasks I’d been doing at Save the Bay, so I threw my hat in the ring, and, after two interviews, I was hired in April of 2019.”

After becoming familiar with the Land Council and all that it handles, Turcotte realized that NLC had been doing many of the tasks that Waterkeepers do: “For years, they’d been doing research and education, water quality monitoring, and actively advocating for water related issues,” he explained, “so I pitched that they should join the Alliance. We officially joined in 2020.”

Water is life, and protecting this valuable resource is key to preserving Nantucket’s pristine environment and sustaining us all.

The Nantucket Land Council, Inc. is a nonprofit environmental organized in 1974 by Nantucket citizens who cherished the island’s pristine natural setting. NLC states its purpose as to “astutely defend Nantucket’s natural resources,” which they list as “ground water, ponds and harbors, salt marshes, rare species, beaches, dunes, and natural habitats.”

Three years ago, in 2020, at the urging of their Resource Ecologist RJ Turcotte, the Nantucket Land Council joined the Waterkeeper Alliance, a closely­knit global network of nonprofits united for clean, healthy, and abundant water for all people and the planet. Their mission statement is simply stated—“we protect our right to clean water in communities around the world”—but it’s not simple to accomplish. Turcotte serves as Nantucket’s first Waterkeeper as part of the Land Council’s Nantucket Waterkeeper program.

Turcotte grew up in central Massachusetts, but visited the Cape every summer; Nantucket got into his blood at an early age. “It was our fun trip every year with the Boy Scouts: a three­day weekend on Nantucket. We’d rent bikes from

A Waterkeeper serves as the “eyes and ears” for a particular watershed, protecting the public trust. As a non­government, full time advocate, a Waterkeeper conducts water quality research, comments at public meetings, and, if necessary, holds polluters and violators accountable in court.

Turcotte’s jurisdiction as the Nantucket Waterkeeper is “everything within one nautical mile of Nantucket, Tuckernuck, and Muskeget. These are the areas I work either every day or multiple times per year. The extraterritorial jurisdiction is where the Nantucket Waterkeeper may get involved at some point, but not on a regular basis. This area includes the area five nautical miles around Nantucket and the islands, as well as Nantucket Sound… When I made my pitch for NLC to join

Nantucket Shi pwreck

The Nantucket Shipwreck and Lifesaving Museum was founded in 1968 by Bob Caldwell, and officially opened in 1972. Egan Mari琀me Ins琀tute merged with the museum in 2006 and underwent a major renova琀on in 2008.

BY THE NUMBERS

The Nantucket Shipwreck and Lifesaving Museum has approximately 5000 items in its collec琀on.

The museum had 8000 visitors last year.

There are approximately 750 shipwrecks around Nantucket.

Storms, fog, and dangerous shoals off of the east and south of the island were the greatest dangers to ships, especially during the fall, winter, and early spring.

The first recorded shipwreck off of Nantucket shores was in 1664.

The most recent recorded “shipwreck” was a boat running aground on the je琀y in 2022.

The year of 1878 had the most shipwrecks around Nantucket, with 20 recorded wrecks.

16 different lightships served on the south shoals sta琀on between 1853 and 1983.

The 4 closest sta琀ons to the island were Cross Rip, Handkerchief, Great Round, and Nantucket South Shoals.

The 5 most well­known shipwrecks in the area are the Bri琀sh Queen, HP Kirkham, Andrea Doria, TB Witherspoon, and Lightship Vessel 117 colliding with the Olympic.

This informa琀on was provided by Evan Schwanfelder, Director of Educa琀on and Public Programs at Egan Mari琀me Ins琀tute. The Shipwreck & Lifesaving Museum is open 10am to 5pm Monday­Saturday, with a free shu琀le from 25 Federal Street 9:30am­3:30pm on the half­hour.

Nantucket Forester: Conserving Trees by Moving & Rescuing

owners don’t want to keep. His company, Nantucket Forester, specializes in transplanting and transporting mature trees and shrubs around Nantucket. “I feel good after I’ve saved a tree, and so will you,” said Brown. “You can move trees and shrubs around your yard like you move the furniture in your house. Maybe a tree is blocking your view, and you want more shade on your deck… I can move the tree. Sometimes you can change your entire landscape by just relocating a tree.” In addition to transplanting trees on­site and transporting them to another location, Brown can also attempt to locate a particular size and species of tree from one on­island property and move it to another. “I sometimes take requests from customers: if I come across what they are looking for, I can move it to their property or swap: swap a cherry for a scrub oak or a scrub oak for a cherry.”

During the cold winter months, it’s fun to look through the plant catalogs that show up in your mailbox or in your email and dream of the colorful trees and shrubs that could enhance your property, like Callery Pear, Sugar Maple, Tulip Tree, White Pine, Apple Trees, or Redbud. You might even be tempted to order a few: after all, the company websites promise they’ll wait to ship till the appropriate planting time.

Before you get deep enough into your dreamscape to press that order button, give some thought to where you live. Non­native plants and trees may look stunning with their flowers that bloom in late spring and the colors of their leaves in autumn, but even if the plants you find beautiful are not considered invasive (and some probably are), trees that thrive in other parts of our country do not always grow well in the sandy soil and salty air of our windswept island. And they often require special care and maintenance to survive.

Consider instead making better use of the trees that are already growing on your property. Trees native to Nantucket are well­adapted to soil and weather conditions that would be challenging to non­native species in our coastal habitats. They’re resilient, require minimal care, and, as established parts of the local habitat, are beneficial to island wildlife, birds, insects and pollinators.

Working with trees already on your property can be very cost­effective, saving thousands over what it can cost to buy, ship, plant, and care for mature non­native trees. Moving a tree is also an option for homeowners who don’t want to wait years for a native tree to mature. Cedar trees are an example: these hearty trees are native to our island and thrive here, but they are very slow­growing. If you want a mature cedar on your land, moving one from another location on Nantucket is a fraction of the cost to purchase and bring a mature cedar here from off­island.

Since 2017, Tim Brown has been helping Nantucket residents value the trees they have by relocating existing trees for better placement on properties and by saving trees that home­

Brown explained that even trees of a species that is native to Nantucket but have been grown to maturity off­island may fail to thrive here. Black cherry trees (Prunus serotina), for example, are common in some areas of Nantucket, but those grown here are very different from black cherries grown offisland: they have acclimated to being hammered by winds by being considerably shorter than black cherry trees off­island. Homeowners who have trees that have outgrown where they were originally planted can call Nantucket Forester, and Brown can rescue them. He moves the unwanted trees to his native tree nursery and cares for them. Some local landscapers buy from his nursery for their clients. “I’ll rescue any healthy native tree. Any tree that I move that is happy in its new location is a success.” If construction plans require clearing established trees and shrubs, Brown can assess the property and move them or rescue them or sell them to another property owner looking for the species that needs to be cleared.

Brown is careful to not identify himself as an arborist–“I’m a mature tree and shrub transplant specialist”–but he has forged connections with arborists at UMass and at the University of Michigan who share their knowledge and resources with Nantucket Forester.

The tree spade that Brown uses to move a tree is impressive to watch: it’s graceful and efficient, yet gentle. The process doesn’t take long, but does need to be scheduled properly. Deciduous trees should be transplanted when they are dormant: during tree­moving season (September into April), Brown can usually do a move with four days no tice. Prior to moving a tree, he must assess the property to make sure it is accessible.

Before deciding to move or remove mature native trees or shrubs, Brown suggests that homeowners familiarize themselves with their property landscape, “live in your place for a year to determine what you’d like and where.” Come summertime, a homeowner may realize that a tree thought out of

The 14th Annual Nantucket Garden Festival highlights the unique and beautiful garden ecosystems on Nantucket and focuses on the importance of sustainability, conservation and gardening ethics for the long­term health of the island. This year’s festival includes creative lectures and workshops, exquisite garden tours, and children’s activities. Keynote presenter is Roy Diblik.

Independence Day Celebrations

July 4 starting at 10 am downtown: At press time, details are still being finalized. Typically, Independence Day on Nantucket begins with a Firecracker 5k Run from Jetties Beach at 8 am presented by Nantucket Health Club. Downtown activities usually include a reading of the Declaration of Independence, the famous water contest between the Town of Nantucket Fire Department vs the Boynton Lane Reserves at high noon, games for children, a decorated bike parade, and community tug­o­war. Details for the daytime events will be finalized by mid­June. Check the calendar on Nantucket.net for up­to­date listings.

July 4 at 9 pm: End the day at Jetties Beach with the best fireworks display on Nantucket. Fireworks will be shot from a barge just offshore and will last about 25­27 minutes.

We had good success at our seeding site at Head of the Harbor…We hoped for 5% of seeds to germinate: looks like about 15% germinated. We hope they grow into full eel grass beds. Eventually we hope to have restored enough areas that the eel grass will take over on its own. It’s a long­term process: underwater gardening is really tough… I’m really proud of the fact that we are succeeding with the eel grass. Its heartening to see those sites taking hold and succeeding.”

Additional projects include studying Capaum Pond to ascertain the cause of the harmful algal blooms there and working on a bounty program to address invasive green crabs and educating the public about this species. With local scout Carley Ray, who chose to work on water quality for her Girl Scout Gold Award, Turcotte and the NLC are working to get an oyster upweller installed and operating. “Oysters are great for water quality and can combat erosion,” Turcotte explained.

When asked about the current condition of Nantucket waters, Turcotte explained: “Our waters are in an interesting place… If you look at the harbor and the nitrogen data collected by the Town, it looks as if it is trending ever so slightly in the right direction. Then you look at eelgrass surveys, and we've lost almost 30% in the harbor since the 1990s. Our many ponds regularly experience harmful algal blooms... Are these big issues? Of course. Do they need solving ASAP? Yup. Is it the end of the world? No!

“We're lucky to still have eelgrass; it has vanished from many places on the Cape and surrounding coastlines. Is our groundwater pollution from "forever chemicals" as bad as it is in other parts of the country? Not yet. The beautiful thing about Nantucket is that these natural resources can still be saved. They're not gone yet. If we work together and pool our resources, we can solve our most daunting ecological issues before we lose it all. And that should be our goal!”

Among the projects and goals for 2023, the NLC is partnering with the Town’s Natural Resources Department and Boston University to test a new method of eel grass restoration. It’s a “new method with seeds,” Turcotte explained.

“Divers or snorkelers collect the seed heads—we collected about 300,000 seeds last year. In July and August volunteers helped us to clean the seeds…they were held in the tanks [at the Hatchery] until September & October, when we

“There are a lot of ways to help; we have information on NantucketLandCouncil.org on how to get involved in our various projects. Educate yourself on our water issues, and educate others. Fertilize responsibly, especially if you're in a harbor or pond watershed. Maintain your septic system, and upgrade to sewer if you can. The list goes on and on. We want to make sure people can come here, enjoy Nantucket, and leave it as they found it or better. I got to enjoy this place as a kid: it’s important to me to ensure the next generation can enjoy it... go hiking, fishing, paddling, scalloping, biking, and swimming. Read a book on the beach. Snorkel the eelgrass meadows. Take a sail. It certainly keeps me inspired to do this work.

Did you work with your father?

J. Pepper Frazier Real Estate has been family­run for two generations. The firm was started in 1979 by “Pepper the Elder,” as his sons fondly call him, and is now operated by J. Pepper Frazier, II and his brother Dalton Frazier. They consider their partnership to be one of their company’s biggest strengths and are both dedicated to serving their clients. Since taking over in 2002, they have grown the business from four agents to its current large number of brokers & agents, each bringing experience in different aspects of real estate sales and rentals to the JPFCO team.

Did you grow up on Nantucket?

Dalton: Yes: I loved growing up here. We went away to school, but have always called Nantucket home. We do many of the same activities now with our own kids that our parents did with us. We wouldn't want to raise our kids anywhere else. Pepper: Yes, and continue to grow up on Nantucket. Life is good.

What inspired your father to establish JPFCO?

Dalton: Raising a family! Our dad was teaching at the Fay School in Southborough, MA when I was born. He looked to our mom and basically said, "Libby, we can't survive on this income, we have to do something." He loved his childhood memories on Nantucket. He loved painting houses on Nantucket with his friends in his college days. He recognized Nantucket's real estate was undervalued, so he got his broker's license and sold properties to his college buddies. That got the snowball rolling.

Pepper: Just like my bro said. He also really loved the thrill of making deals.

How did you get started in real estate?

Dalton: Out of college, I worked as a salesperson in Tampa, FL in commercial real estate. Then, about a year after I started, Pep, who had just moved back to Nantucket from California, called me and basically said, "Dad's hanging up his cleats. Why

Dalton: We never worked in the office together, but real estate was a constant theme in our household, so he basically mentored us from early on. Pep and I genuinely love talking about deals all the time. It is now, and has been for decades, a part of our day; with our dad, or with each other. It is not just a career for us, we are naturally and creatively thinking of cool ideas, and ways to solve problems and make people's dreams reality around the clock. We both feel really blessed to be living this life. It is the best when a solution comes to you in the middle of the night, you wake up, jot it down on a notepad next to your bed, and wake up with a smile knowing you truly do eat, sleep, and breathe Nantucket real estate.

Pepper: Briefly in the J Pepper Frazier Co HQ at the upstairs of 28 Centre Street but we were always talking shop. We live real estate; we love real estate.

What is the most valuable thing Pepper the Elder taught you in relation to the business?

Dalton: Take care of your clients. They don't care what you know until they know you care.

Pepper: Making it happen and keeping your chin up.

What changes have you seen in the island’s real estate market since you started?

Dalton: Values have gone up, but I guess that's not a change. The fundamentals are basically the same, just different numbers.

Pepper: A few more people have figured out about the blue chip Nantucket real estate. At the end of the day we can’t blame them where would you rather be?

What advice would you give to someone interested in buying a home on Nantucket?

Dalton: Do your due diligence, but know that with every property (as with everything in life) there is going to be compromise. So, don't get too caught up in having everything be perfect. We don't know any buyer who's regretted buying: everything mostly ends up being perfect in the end.

Pepper: Be ready to dance when the right property comes your way.

What advice would you give to someone interested in selling a home on Nantucket?

Dalton: Don't, unless there is a compelling reason. If you really do want to sell, listen to your agent, just like you'd listen to your doctor about your health or your landscaper about your lawn.

Pepper: Make sure you are okay never living in that house again. Listen to your broker if you don’t have one, then consult with one. Selling should be a fun and exciting experience.

What is your favorite season on Nantucket and why?

Dalton: From the peace and serenity of winter, to the excitement and happiness of spring, to the warmth and bustle of summer, to the reward and spoils of fallthey're all amazing.

Pepper: Love them all. The ever­changing landscape and migratory species make for constant entertainment.

What is your favorite place to relax on Nantucket?

Dalton: I love a Sunday on Coatue – it’s hard to beat that slice of paradise.

Pepper: On the clean face of a ground swell wave.

What is your favorite Nantucket activity?

Dalton: Being with the family, biking, swimming, fishing, showing houses,

camp­outs, tennis, frisbee, hiking through conservation land, and the list goes on...

Pepper: Deals, surf, fish, deals, fish, surf, and bonfires on the beach

What is it that you think makes Nantucket special?

Dalton: The community ­ both year­round and seasonal ­ talk about interesting, diverse people! I love how Nantucketers have each other’s backs. And the natural beauty: the conservation groups have done an amazing job preserving the natural landscapes of the Grey Lady. The fishing, both freshwater and saltwater, is world­class. The Historic District Commission has done a phenomenal job preserving the rich history of Nantucket as seen through the historic properties on­island. It’s hard to beat the charm of Town and the magic of 'Sconset. Can't forget about the beaches. Again, the list goes on...

Pepper: What isn't special? Sunrise, sunset, the stars, the land, the people, the love. We’re the coolest in the summer and warmest during the winter. Insulated from the mainland by the ocean. Once you arrive bACK from the mainland there is a calm feeling that takes over, the feeling of being home 30 miles out to sea.
