New Lighting Bylaw Brings Nantucket Closer to Dark Skies
Artificial light pollution can be caused by any kind of outdoor lighting: streetlamps, porch lighting, and homes, shops, and offices where lights are left on through the night.
Not only does light pollu tion disrupt the natural sleepwake cycle (the circadian rhythm) in humans, it also interferes with cues to all life on Earth, changing the time that plants, animals, and insects spend awake or asleep, and, for some species, when to begin hibernating or migrating. In addition, light pollution makes the stars and our beautiful night skies harder to see. For many, bright lights on neighboring properties are a qualityoflife issue. Excessive use of artificial light at night is also a waste of energy, and many feel it is eroding the historic character of the island.
The adoption of a new outdoor lighting bylaw at Nantucket’s Annual Town Meeting in May should help to reduce light pollution here and has brought our island one step closer to being certified as an International Dark Sky Community. That’s a distinction awarded by DarkSky International (formerly known as the International Dark Sky Association) to towns, cities, municipalities, and other legally organized communities that demonstrate “exceptional dedication to the preservation of the night sky through the implementation and enforcement of a quality outdoor lighting ordinance, dark sky education and citizen support of dark skies.”
The new bylaw was proposed as a Citizen Warrant Article by Gail Walker, who founded Nantucket Lights in 2021 and serves as the organization’s president. Nantucket Lights is a citizen advocacy group dedicated to preserving Nantucket’s nighttime environment and heritage of dark skies. She worked with outdoor lighting experts and with DarkSky International officials to ensure that the bylaw was consistent with current best practices for reducing light pollution.
Nantucket will have to meet several other requirements to be certified as a Dark Sky Community, but the adoption of the new bylaw in May by a resounding twothirds majority is a big step toward achieving that. Unless another community beats us to the finish line, Nantucket would be the first in the Northeast and only the second on the East Coast to qualify. (The only places in the Northeast that have been certified to date under the International Dark Sky Places program fall under the Park and Sanctuary categories.) The first community on the East Coast to be certified as a Dark Sky Community is Groveland, Florida.
The new bylaw will become effective on January 1, 2024. There is a grace period for lighting installed before that—five years in most cases—but Walker says she hopes that many property owners will decide to come into compliance much sooner than that, especially when they “see how easy and inexpensive it is to upgrade to dark sky friendly lighting.”
For those who find compliance beyond their means, Nantucket Lights hopes to raise enough funds to provide financial
assistance through the Dark Sky Community Fund, recently established by the Community Foundation for Nantucket to support its educational and charitable initiatives. Contributions to this fund (taxdeductible) will also be used to continue to raise awareness about light pollution and encourage compliance with the new bylaw. Creation of the fund was made possible by a grant from theReMain Nantucket Fund to cover the initial deposit requirement. So, what does the new bylaw mean for the typical homeowner on Nantucket Island? In general, unless falling within an exception, all outdoor lighting will have to meet four requirements. It will have to:
(1) be fully shielded (meaning no light can be emitted upwards) if the light is brighter than 600 lumens;
(2) have a color temperature of 2700K or lower;
(3) not exceed specified limits on brightness; and
(4) be turned off between 11pm and 6am.
A notable exception is that safety and security lighting on residential properties can be left on all night, and any safety and security lighting that is on only temporarily (controlled by a motion sensor or manually turned on for only a short time) is exempt from all these requirements. There are also exceptions for flag lighting, string lighting, temporary holiday lighting, and landscape lighting as long as the specific requirements for these types of lighting are satisfied.

The outdoor lighting bylaw proposed by Nantucket Lights founder Gail Walker (Article 76) was adopted at Town Meeting on May 8, 2023. It replaces the earlier bylaw that was adopted in 2005 (Chapter 102 of the Nantucket Code). The goals are to minimize harm from light pollu tion, reduce energy consumption, and preserve the rural and historic character of the island, all while still ensuring there is adequate lighting for outdoor activities, safety, and security.

Long Beloved Island Landmark

For centuries, the tower of the Unitarian Church has been an integral part of the Nantucket skyline. Notable within this historic structure on Orange Street is beautiful trompe l’oeil painting, the Goodrich Organ (the oldest Americanbuilt organ intact and in continuous use), the Town Clock, and the cherished Portuguese Bell that marks each hour with its bright, clear sounds.
Built in 1809, the stately white structure housed the congregation originally known as the Second Congregational Meeting House Society. According to unitarianchurchnan
tucket.org, in 1837 “the congregation adopted the Harvard Covenant, created in 1834 by the Congregational Church in Harvard Square. The Harvard Covenant didn't use the word Unitarian but was considered to be Unitarian in spirit. It’s likely that about this time people began referring to the Second Congregational Meeting House Society as the Unitarian Church. It is also referred to as the South Church, distinguishing it from the First Congregational or North Church on Centre

Adults & children are invited to don their Halloween costumes and gather on Main Street to join the parade, trickortreat together, and enjoy some oldfashioned fun with plenty of candy. Main Street will be closed to traffic the afternoon of Tuesday, October 31. Costume judging will be held around 3 pm by the Main Street Fountain, and the parade begins at 4 pm. SUMMARY
Definitions (§ 1023): To provide clarity needed for voluntary compliance and enforcement, the technical terms used in the proposed new regulations are defined.
General requirements (§ 1024): Unless falling within an exception or a general exemption (see below), all lighting must: (1) be fully shielded if it’s above 600 lumens1; (2) have a color temperature of 2700K or lower; (3) not exceed specified limits on brightness; and (4) be turned o ff between 11pm (or one hour after close of business) and 6am (or one hour before start of business). Notable exceptions: safety and security lighting can be left on all night2, as well as flag lights and streetlights.
Requirements for specific applications (§ 1025): Special restrictions apply to string lights, landscape lighting, temporary holiday lighting, illumination of flags and signs, nonresidential sports lighting, streetlights, and lighting at municipal facilities.
Prohibitions (§ 1026): Outdoor lighting that is found to create a public safety hazard or nuisance in the form of light trespass or glare is prohibited. The following types of lighting are also prohibited unless they fall within a general exemption (see below): uplighting of building facades and walls (except when part of temporary holiday lighting);

Exemptions (§ 1027): Certain kinds of lighting are exempt from the regulations, including lighting needed in emergencies; temporary lighting required to save life, limb, or property (which would include safety and security lights controlled by motion sensor); lighting needed to do infrastructure repairs; lighting mandated by the state or federal government; temporary lighting sanctioned by the Select Board in connection with a Townsponsored event or a special events permit; firepits and outdoor fireplaces; and underwater lighting.
Applicability to lighting installed before the new regulations become effective (§ 1022): Existing lighting can be used for 5 years (with a possible extension to 10 years in some circumstances), unless deemed a public safety hazard/nuisance or there is a substantial property renovation.
Administrative Waivers (§ 1028): If compliance with the new regulations would constitute an unreasonable hardship
or be materially detrimental to health, safety or welfare, the property owner can seek an administrative waiver to some or all of the requirements.
Enforcement (§ 1029): Enforcement will be overseen by a Lighting Enforcement Officer appointed by the Town Manager (a position created in 2005). The penalty for violations is $100 for the 1st violation, $200 for the 2nd violation, and $300 or the 3rd and subsequent violations.

Street...in 1961, and the congregation‘s name changed to the Second Congregational Meeting House Society, Unitarian Universalist.”
In 1844, during the peak of the whaling industry on Nantucket, extensive alterations were made to the Meeting House. The floor of the sanctuary was raised, side galleries removed and a chancel added, full length windows were installed, a domed ceiling was constructed, and Swiss painter Carl Wendte added stunning trompe l’oeil decorations. In the early 1980s, the main sanctuary was closed for four years to complete major repairs to the structure and to professionally restore Wendte’s painting. A more recent restoration of the trompe l’oeil paintings was completed in the late 2000s, and the result of that extensive work is what can be seen there today.
The Portuguese Bell first rang from the tower on December 18, 1815. On the bell is an inscription in Portuguese: “To the Good Jesus of the Mountain the devotees of Lisbon direct their prayers, offering Him one complete set of six bells, to call the people to adore him on his sanctuary. Joze Domingues da Costa has done it in Lisbon on the year 1810.” When learning that the bell that has been hanging in this island church for 200 years is from Portugal, you may wonder how it came to be such a beloved part of life on Nantucket.
A story of the bell’s origin in Portugal during the early 1800s is told in a 1903 article in The Sacred Heart Review. According to the article, a plague ravaged Lisbon and desperate civilians prayed and promised to place six bells in the Church of the Good Jesus of the Mountain if the plague ended. When the plague ended, devotees accepted this as an answer to their prayers. The work of creating the six bells was given to Joze Domingues da Costa, renowned as the best bell caster in Lisbon.
In 1812, Nantucketers Charles Clasby and Captain Thomas Cary traveled to Lisbon, known then for its superlative bells, to find one for the church tower. Captain Cary was considered a “connoisseur of bells.” According to an article printed in August 1878 in the Nantucket Inquirer and quoted in the Nantucket Historical Association’s Historic Nantucket (January 1965), Captain Cary stated that “Clasby invited me to go to the foundry with him and assist in selec ting a goodtoned one. When they raised the third one and struck her, ‘ah, Clasby, you need to look no further: that’s the bell you want; she is a beauty...’” The bell they chose was the one da Costa had made for the Church of the Good Jesus of the Mountain. He was reluctant to sell them the bell, but eventually da Costa relented.
Before leaving Lisbon for home, the Nantucketers were informed of the declaration of war with Great Britain. They knew that they would be in danger if they encountered any British ships. According to the article in Historic Nantucket, on their way home in the schooner William and Nancy, they were spoken by a British ship, but, fortunately, the ship had been at

sea a long time and was unaware of the declaration of war. Because the bell arrived back on Nantucket during the War of 1812, it was hidden from both the British and the Americans: it was feared that, if discovered, the bell would be melted down for the bronze needed to build more cannons. When the war ended in 1815, the bell was finally placed in the tower. In 1823, the first Town Clock, made on Nantucket by Samuel Jenks, was installed in the tower, below the bell.
The Portuguese Bell weighed threequarters of a ton, and in 1830 the congregation rebuilt the tower so it could support the weight of the bell. The new tower also continued to be used as a fire watch, with two men on duty during the 1840s, switching through the night: one hour on duty and one hour off. If the watchman saw fire he would wave a lantern in the general direction and ring the bell. The tower served as a fire watch until the early 1900s.
Jay Gibbs was the last to ring the Portuguese Bell by hand. When he retired in 1957, he had been the chief ringer for 25 years. The clock was replaced by an electric movement that ran the clock and controlled the bell ringing every hour on the hour and rang “the 52s.” The 52s refer to the three times a day—7 am, noon, and 9 pm— that the Portuguese Bell would ring for three minutes (calculated to be exactly 52
strokes). During the Quaker and Whaling Era, the 52s were intended to let islanders know when to get up, when it was time to break for lunch, and when it was time to go home to bed. It was said that in the time it took for the bell to ring all 52 times, one could travel from home to work or work to home. The custom of ringing an extra 52 strokes daily goes back to 1811, when the old Revere bell in the North Church was used. According to an 1975 issue of the NHA’s Historic Nantucket, originally the bell was only rung 52 times at 9 pm “to warn the citizens to their homes.” The addi tional two times a day was added later by a vote, and throughout town, they were referred to as the “fiftytwos.” Today the beloved tradition continues. The clock which now occupies the four faces of the South Tower was installed in 1881, a gift from William Hadwen Starbuck to the Town of Nantucket.
Long a part of life on Nantucket, the sentiment quoted in a 1975 issue of Historic Nantucket describes it well: “The tones of the ancient Portuguese bell, originally cast to call the good people of Lisbon to prayers, has been heard by generations of Islanders, whether borne on the wings of a gale or echoing softly within summer breezes. Many have counted the measured strokes of the hours with the evening and morning prayers.”

Jeffrey Lee has had “sand in his shoes” since the late 1960s, when his best friend brought him north from Short Hills, New Jersey. Every summer during high school and college, Lee worked on Nantucket. After graduation, he took a job in Boston but still crossed the Sound to spend weekends onisland. In 1978, he was offered a job on Nantucket Island, took a chance, and has been here ever since.

What is your favorite season on Nantucket and why?
The fall is my favorite as the weather is great, everything is still open, and the pace is slower.
What is your favorite Nantucket activity?
Playing golf at Miacomet or going out on the Hinckley Picnic Boat with my wife. Also, I’ve always had Labs and am a dog lover, so I support NiSHA.
What is your favorite place to relax on Nantucket?
On a boat cruising the harbor. We don’t own a boat: we are members in the Barton & Gray Mariners Club – they have a fleet of boats up and down the East Coast. It’s pure pleasure! My wife takes photos, and I just relax and enjoy the view. We go out several times a year.
What is it that you think makes Nantucket special?
Nantucket is a very vibrant place full of interesting people. The island has tremendous physical beauty, but the people here make it special.
What’s your favorite Nantucket view?
My favorite view is from the Monomoy waterfront looking toward town… When I first came here, I rented a house on the beach in Cisco. It was a contemporary ranch house with huge plate glass windows. The first month I lived there, I used to just sit and stare out at the ocean. It was beautiful, but I like a view that changes. Looking across the water from Monomoy, I can watch the harbor and the boats moving across it... at night the town and the harbor look beautiful.
Who is your favorite author?
My two favorites are both Nantucket authors: Nat Philbrick, I love anything historical that he wrote, and David Halberstam, I particularly like his books on baseball. My wife and I are big Red Sox fans.
What changes have you seen in the island’s real estate market since you started?
Prices have escalated dramatically in the last 35+ years.
What advice would you give to someone interested in buying a home on Nantucket?
I would advise them to familiarize themselves with the different island locations and their nuances in order to make a good buying decision.
What advice would you give to someone interested in selling a home on Nantucket?
I would recommend that they look closely at recent comparable sales to arrive at their listing price.
